Goa has its own compelling circumstances. A former Portuguese Enclave, with
its distinct beach-side culture, its people do not want to house commercial
enclaves like SEZ, viewing as they do industrial and export activity as a
disruption of their lifestyle and culture. It was Goa's eco-sensitivity that
prompted the then Prime Minister, Indira Gandhi, to direct officials, in the
1970s, to move towards the Coastal Regulation Act.

There appears to be justification for the residents and governments to
preserve the ecology of the area. Economically, **if SEZs are designed and
permitted mainly to augment foreign exchange earnings, Goa can perhaps claim
that its beaches as a tourist attraction are already drawing considerable
foreign exchange.** There are arguments on both sides to balance each other.
If an environmental impact assessment study had been carried out before the
grant of approval to SEZs, the present tangle could have been avoided. The
only question is, who should have woken up early, the Goa government or the
Government of India?

Let's ovelook the snide remark about Goa's distinct beach-side culture,

The important point is if SEZs are designed and permitted mainly to augment
foreign exchange earnings, Goa can perhaps claim that its beaches as a
tourist attraction are already drawing considerable foreign exchange.

Not just the beaches, but the whole of Goa should be considered an SEZ and
taxes etc levied accordingly. Money should be properly directed to
augmenting the total infrastructure set up (including housing)  while
protecting the environment and ensuring that social and cultural conditions
improve in a context of communal harmony etc. In the process Goa will become
more attractive as a tourist destination which is known for good things. Why
did this not happen in the run up to SEZs?

 PANAJI: Goa's expatriate community, who trace their migration history to
more than two centuries back, have decided to hold a reunion meet in
Panaji later this week.

Goan, spread worldwide, is expected to converge here on January 19 as part
of the meet organised by the World Alliance of Goan Overseas Associations
(WAGOA), an umbrella organisation of 45 groups.

Goans were among the first Indians to migrate from the country and hence we
could find them almost everywhere, said Tony Colaco, WAGOA General
Secretary, who also heads Goans Overseas Association at Sydney.

Chief Minister Digamber Kamat along with NRI Commissioner Eduardo Faleiro
will be present at the function.

We want that the community should mingle with each other and share their
experiences. This is a family reunion, said Colaco, who addressed a press
conference in presence of WAGOA Convenor Rene Barretto and others last
evening.

We have not sought any government help for the function, Colaso stated.

The first Goan Overseas Association (GOA) was born 120 years ago in the
East African countries, said Colaco, who works with Boral, Australia's
largest construction company.

Based on the theme `We still call Goa home', the convention will chalk out
programmes which the Goa's NRI community can take up in the state.

We want fellow Goans to join us so that we can do something for Goa,
Colaco said.

His Excellency The Governor of Goa is proving to be a white elephant on
Goa Exchaquer. Recently Mr. Parrikar has said Mr. S.C.Jamir is spending
around Rs three to four crore annually just on his visits to Delhi and
Nagaland to indulge in the politics. He is using Goa Government funds
to play his politics in Nagaland since  all his bill are paid by Goa
state Government, 

He is provided with Z-plus category security which  has 280 people
guarding him at Raj Bhavan in Goa. Governor would not require such a
huge security, if he stops indulging in Nagaland politics,  making him
the  only Governor to  enjoy  the highest security cover.

Secondly he was supposed to be neutral, apolitical but he has already
shown his characteristics by taking decisions on various occasions in a
biased way that he is only an agent of Congress party and a stooge of
central home ministry.

He has played an important role in dismissing the Democtatic Alliance of
Nagaland  Government of which BJP was a partner , and imposing
President's rule there.

This note is to keep you informed:


 


About two weeks ago Fr.
Jude had undergone a routine stress test as part of an executive health check
up which he did at Holy Spirit Hospital in Bombay. The stress test turned out
to be positive and he was advised to see a cardiologist. So, he did see Dr.
Brian Pinto at Holy Family Hospital in Bandra, Bombay. Dr. Brian advised him to
do an angiogram, and he also said he could do a follow-up with angioplasty, if
needed.  He decided to get a second
opinion and went to another cardiac physician Dr. Nitin Ghokhale, who put him
through a series of tests, which revealed that his blood sugar levels were high
and there appeared to be some blocks which could be verified through an
angiogram.


 


Fr. Jude underwent the angiogram
at Holy Family Hospital on January 7, 2008 and the results confirmed that he
had arteries that were blocked, one on the left of the heart was 90-95%
blocked, two were 80% blocked and one more was 50% blocked. His doctor said
that he did not feel any pain, as he was diabetic. He said that angioplasty was
not advisable as the blocks could re-occur. He felt that the best option was an
open-heart by-pass surgery. 


 


Dr. Sandeep Honnekeri,
who specializes in open-heart -without heart pump operation, will perform the
surgery at Holy Family Hospital, Bandra, Bombay on Thursday January 17, 2008.

Sunday Reflections: Second Sunday of the Year  -Suffering Servant/Lamb of God

Readings:
Isaiah 49:3, 5-6;   Corinthians
1: 1-3; John 1: 29-34;


 


The first reading is part of the well-known Servant Songs. In it the
servant himself speaks and tells of God’s message to him. Before his birth
itself he was set apart and chosen by God to bring Israel, God’s people, back
to him, to lead them from sin and infidelity to a life worthy of their
vocation. But even this did not exhaust the Servant’s vocation. He was to bring
the light of salvation to the pagans and bring redemption to all men, to the
very ends of the earth. The exile of the Israelites among the pagans of Babylon
brought the realization that God was not only for the Jews but also for all
men.

I am shocked at this disclosure. Reminds me of a disgusting experience
not 3 months ago.

I had to visit the office of a senior advocate located a block away
from the Mapusa courts.

The office was shabby, cluttered and dirty. Musty files were piled in
a most disorganized manner. The furniture was stained, needed repair
and was of a quality more suitable for a municipal school rather than
a leading legal luminary.

To enter his office from the antechamber (if one were to grace it with
that name), I nearly tripped over a ground level partition railing
which should not have been located where it was.
After some legal consultation I asked where the restroom was. It was a
hot afternoon, I had some beer since I was on holiday and even though
I saw some reluctance in the eyes of the secretarial assistant, I
insisted on the need to go. She parted with the keys and told me that
it was a common but locked facility, down the floor passage.

It might as well have been a washroom out of hell. I gagged and choked
and tried to hold my breath for the duration, but I was not
successful. The walls were filthy, the Indian style hole in the floor
was caked with a sediment that not even the coarsest acid would have
cleaned and of course there was no functional flush or even at least
water coming out of the tap into a discolored plastic bucket that was
kept below it.

If this is a washroom that a leading Mapusa lawyer uses when at his
office, I can understand why there is public defecating on Panjim
sands.

 pavement  you can imagine the situation in the rest of Goa.

The often quoted and recent reference of Hinduism as not a religion,
has many Gods, and is a way of life are old hand-me-down sayings,
that even some Hindus may use. These are aspects about Hinduism that
some Catholics still use as cliches; and unknowingly  / unintentionally
may be offensive.  I am not a theologian. Yet to this supurlo Goenkar,
Hinduism fits well into the definition of religion. (see below for a
neutral definition).

My Hindu friends believe in ONE supreme God called OM or Bhagvan or
Brahman.  This God manifest itself as a Trinity - Brahma, Vishnu and
Shiva. For their prayers - puja, bhajan - to reach OM, a Hindu devotee
follows one or another member of this Trinity, through one of his
incarnations.  These terms and concepts should not be difficult for Christians
to understand. At least not for this supurlo Christaum.  By no means am
I suggesting that the two religions are similar.  But to someone with
goodwill and understanding, it is not difficult to develop some
appreciation and mutual respect.

Honouring Right People
   
  THE Bharat Ratna award is the country’s highest civilian award conferred on 
an individual for his outstanding contribution to the society and the nation as 
a whole. A noteworthy luminary who sets trends with his path-breaking ways, the 
very persona itself defining a stoic character that stands by what it believes, 
the nation bestows on such a man of substance this prestigious honour. With the 
number of names doing the rounds, the news of political lobbying hotting up 
with various parties demanding the award for their candidates is quite 
disgusting to say the least. The way things are shaping up it would appear that 
these awards are more of a right than a matter of choice. If political

amongst the developing countries, such disjointed efforts at
 projecting ourselves as a united lot assumes a far wider perspective 
considering the ridicules we could be subjected to, putting to shambles our 
highly propagated theory of unity in diversity. That we can never see 
eye-to-eye is a point beyond debate, but let us not have the entire proceedings 
of naming a worthy contender for this distinction reduced to a farce. 
Conferring these titles should be seen as a prestigious affair and not one of 
those award functions of the tinsel town which seem to have lost all semblances 
of credibility.

  India has produced a legacy of brave hearts since times immemorial. Probably 
there is not enough space to measure their sacrifices. However, we cannot close 
our eyes to those people who have made our country proud by excelling in their 
own fields and bringing us international recognition. Bharat Ratna is the 
highest civilian honour, given for exceptional service towards advancement of

  The original specifications for the award called for a circular gold medal,

  The provision of Bharat Ratna was introduced in 1954. 
The first ever Indian to receive this award was the famous scientist, 
Chandrasekhara Venkata Raman. Since then, many dignitaries, each a whiz in 
varied aspects of their career has received this coveted award. In fact, our 
former President, Shri A. P. J Abdul Kalam is also a recipient of this esteemed 
honour (1997). There is no written provision that Bharat Ratna should be 
awarded to Indian citizens only. The award has been awarded to a naturalized 
Indian citizen, Agnes Gonxha Bojaxhiu, better known as Mother Teresa (1980) and 
to two non-Indians – Khan Abdul Ghaffar Khan and Nelson Mandela (1990). It is 
also not mandatory that Bharat Ratna be awarded every year. The last time this 
award was given was in 2001, to Lata Dinanath Mangeshkar and Ustad Bismillah 
Khan.

You can't escape the hype that CNN-IBN has managed to generate for its Indian 
of the Year awards.
But you can certainly escape contributing to the kitty of television and 
telecom companies.
 
Award ceremonies that require the public to vote are revenue generating 
business ideas.
They are high premium sms and call based services that play upon the emotional 
sentiments of people to generate mass voting hysteria. 
The result is revenue sharing between the channel/advertiser/organiser and the 
telecom service provider at the cost of the gullible sms voter.
 
Have we forgotten the hype created over the marketing gimmick that made suckers 
of thousands of Indians to vote the Taj Mahal as a modern wonder?
 
Now we have a leading Goan daily, which earlier used its front page blatantly 
to hail political candidates, heralding the need to vote for Dr Oscar Rebello 
on its editorial space and even carrying the sms number. 
I'm presume the editor is doing it out of genuine support for Dr Oscar Rebello. 
Otherwise I would award the advertising agency of CNN-IBN next years 
innovative use of media award for having got its advertisment placed in the 
editorial with the money making call to action planted as well.
 
Dr Oscar Rebello does not need the sms/e-votes of a small english speaking 
segment of society. 
He has the support of all right-minded Goans and lovers of the soil.
 
So spread the word that if you wish to donate send the money instead to 
support the GBA or Mother Teresa's Home in Panjim or any other place other than 
a commercial revenue generating award campaign.

Hi Gilbert
   It would be useful to hear from our Hindu Goanetters about the state of play 
on one or many Gods in Hinduism.
   
  I contacted a Hindu academic who said that OM is not a God but a greeting 
like Peace Be with You. He also said that Bhagwan was one of many Gods and so 
was Brahma.
   
  He was convinced that Hinduism was not a religion but a way of life drawn 
from the ancient texts and even more certain that Hinduism is definitely not 
monotheistic.
   
  I read your piece with interest and felt that while it is true that all 
religions have roughly a common theme on human spirituality and morality, there 
are significant differences on matters of belief. The contrast in belief 
between say Hinduism and Roman Catholicism is vast as I have so often pointed 
out---to the point of incompatibility in key issues. However, I believe that 
there is more leeway for Hindus in terms of worship than there is for 
Catholics. By way of an example, I am led to understand that a Hindu can choose 
to believe in Mary, Jesus etc for purposes of worship whilst retaining 'faith' 
in Hinduism. In contrast, a Catholic if sincere is much more circumscribed 
generally and especially in belief about life after death. 
   
  To assume a supposed overlap (by reading in between your lines) between 
Hinduism and Catholicism that may undercut my stance on caste is entirely 
mistaken. There can be no mileage here as Roman Catholicism has no caste until 
contaminated and thrust into the realms of hypocrisy.
   
  Finally as to your comment on Fr Ivo, a little more thought on your part 
would perhaps have suggested that like everyone else there is much to learning 
that is self-taught.  There is no other way to much  learning and in his 
case, he would have availed of the Bible, theologians and their works, and his 
own senses but I'm sure he could best explain this for himself if so inclined. 
And yes, there are definitely many outstanding self-taught authorities in all 
fields of endeavour.

Hi Roland
   Clearly, access to all of sanitation and especially of well maintained 
toilets in Goa is an absolute prerequisite to any discussion about Goa's 
advancement. On this front, women are particularly disadvantaged at present as 
was illustrated not that long ago when a tourist was arrested and charged for 
wetting a public footpath after desperately trying and failing to find a toilet 
for women.

PANJIM, Taking a leaf out of corporate governance, the BJP
top brass in the state seems to be gearing up to activate
various sections of the intelligentsia to solicit their help
towards policy formulation.

Thirty-five cells of professionals, businessmen and
personalities from all walks of life are on the party's
radar. And for the first time in the state, the party is
constituting a 'Hotel and Tourism Cell'.

Towards making this exercise a reality, the BJP core
leadership -- party president Shripad Naik, vice-president
Keshav Prabhu, Opposition leader Manohar Parrikar and general
secretary Govind Parvatkar -- met professionals for a
brain-storming exercise at the party headquarters yesterday
evening.

The methodology for applying the principles of the corporate
world, say BJP sources, will be through the formation of
'cells'. Although this idea is not new to the cadre-based
party, what seems to have caught the fancy of the party's
decision-makers in the state is the importance of the quality
inputs which it hopes to elicit from these cells.

Speaking to GT, party general secretary-cum-spokesperson
Govind Parvatkar, while explaining the procedure leading to
the formation of these 'cells' informed thus: The main
purpose behind the formation of these cells is to promote the
BJP's vision in every profession.

Each cell will be headed by a convenor and a co-convenor, who
will be chosen from within that respective group, and by the
members of that respective group.

Soon after its constitution, the members of the cells are
expected to mull over their sphere of influence and provide
quality inputs to the BJP top brass to help formulate police
for the all-round welfare of that particular section of
society for which these inputs are solicited.

  High-level sources in the party say this exercise
  has also been undertaken with a view to spreading
  the BJP's sphere of influence to all sections of
  society.

Interestingly, sources inform that for any professional to
enroll as a member of these cells, the party ideology is not
binding.

He may not agree on some parts of the party's ideology. But,
in those areas where his thought process may coincide with
that of the party, such a professional is welcome to provide
suggestions and enrol as a member of that particular cell,
added Parvatkar.

Although the recommendations of these cells are not binding
on the party, Parvatkar emphasised one point, We will
consider all these inputs from the respective cells before
deciding on policy formulation for that particular group of
professionals or businessmen, Parvatkar said.

To achieve this objective, the BJP has activated
professionals and others from walks of life.

So far, the party has been successful in constituting the
convenors for the following cells -- Santosh Kenkre
(Chartered Accountants' Cell), Dr Shekhar Salkar (Doctors'
Cell), Dr Dattaram Desai (NGO Cell), Vithal Vernekar
(Co-operative Cell), Commerce Cell (Ajit Parkar), Cultural
Cell (Siddhnath Buyao), Fishermen's Cell (Nitin Salkar).

The main highlight of these cells will be the constitution of
the Hotel and Tourism Cell. This is happening for the first

  I am shocked at this disclosure. Reminds me of a disgusting experience not 
 3 months ago.  I had to visit the office of a senior advocate located a 
 block away from the Mapusa courts.  The office was shabby, cluttered and 
 dirty. Musty files were piled in a most disorganized manner. The furniture 
 was stained, needed repair and wa
 s of a quality more suitable for a municipal school rather than a leading 
legal luminary.  To enter his office from the antechamber (if one were to 
grace it with that name), I nearly tripped over a ground level partition 
railing which should not have been located where it was. After some legal 
consultation I asked where the restroom was. It was a hot afternoon, I had 
some beer since I was on holiday and even though I saw some reluctance in the 
eyes of the secretarial assistant, I insisted on the need to go. She parted 
with the keys and told me that it was a common but locked facility, down the 
floor passage.  It might as well have been a washroom out of hell. I gagged 
and choked and tried to hold my breath for the duration, but I was not 
successful. The walls were filthy, the Indian style hole in the floor was 
caked with a sediment that not even the coarsest acid would have cleaned and 
of course there was no functional flush or even at least water coming out
  of the tap into a discolored plastic bucket that was kept below it.  If 
this is a washroom that a leading Mapusa lawyer uses when at his office, I can 
understand why there is public defecating on Panjim sands.  Roland

Not sure what kind of insurance rape would be covered by. Even assuming 
it is covered, would it be worth the humilition and hurt that goes with 
such cases? One has heard of the 'claiming insurance' theory when it 
comes to registering crime like the theft of a camera, and the like.
More plausible, what seems to be happening is an enormous 'clash of 
civilisations' (with apologies to Huttington) along the beaches of Goa. 
With the assumptions being made on either side being worlds apart. It 
would be interesting to decipher how tourists and locals view and 
understand (or misunderstand) one another. FN

Why Goa's plan on SEZs failed to work

Panaji: Goa's New Year's Eve announcement scrapping all its SEZs may have 
come as a shock to the nation, making it the first state government to take 
that decision.

But in the region itself, where protests had been escalating for past 
months, the writing had been on the wall for some time. With the Opposition 
BJP and smaller regional parties threatening violence and preparing to heat 
things up for the Congress government, the administration clearly had its 
back to the wall.

Despite earlier differences, the party had to quickly read the script - 
choose between allowing things to ignite to the Opposition's benefit, to 
defend a decision taken by a small group of ministers within the party in 
mid-2006 or bow to public demand.

Though people from the region often sigh at the state's unstable 
governments, ironically instability in politics gave the anti-SEZ movements 
a chance of success. Goa's anti-SEZ agitation began primarily because of 
intra-party rivalries and escalated as the Opposition attempts to dislodge 
government. Among the first persons to challenge the land allotments quietly 
made to five SEZs in the Verna industrial estate, was Churchill Alemao, then 
Congress MP, nursing grievances against his party and personal gripes 
against a few of the MLAs and ministers who were in office when the 
decisions were taken.

Though ignited by intra-party and Opposition rivalries, anti-SEZ sentiments 
flared for primarily seven reasons:

1. The land allotments were huge areas, totalling over 1,000 hectres of land 
acquired by government from ancient agrarian village collectives called 
communidades. Goa is a mere 3,000 square km. When the allotments became 
public, it shocked the state.

2. As many as 15 to 18 applications had been greenflagged by the state's 
industries' department without the knowledge of local populations and minus 
feasibility studies. They were seen as a top driven ventures - a few 
corporates pushing plans with corruptible local politicians providing access 
to land for a consideration.

3. End users of as many as 7 IT SEZs remained uncertain, while the 
multi-purpose SEZs openly announced plans for Inorbit malls, Shoppers' Stop 
and other malls.

4. The allotments were made to SEZ developers, and not direct to the 
companies themselves, creating the case for a land grab in a situation where 
land is a white hot commodity, attracting global and big city buyers in the 
droves, and creating a near-siege mentality amongst locals.

Goa's Industrial Development Corporation (GIDC) was unable to explain why it 
leased out an entire phase of its Verna Industrial Estate to five 
companies - two each to the Ashok Piramal and K. Raheja group. The SEZ 
Virodhi Manch has filed an FIR on land allotments made here, calling into 
question the lease rents charged as well.

6. More importantly, Goans saw themselves as being potentially marginalised 
by 4 lakh employment promised across the 15 SEZs.

7. That the region's political stewards were willing to give over huge areas 
to autonomously-controlled SEZs outside the jurisdiction of the state 
government, created a serious erosion of faith.

Within the Cabinet, SEZ backers blame the BJP, the Opposition and the party 
rivals for fuelling agitations as part of a combative free for all that has 
emerged from hung Assembly results of the June 2007 election - including one 
aborted bid to topple the Digamber Kamat government in August 2007. Citizens 
though view the New Year announcement as a second victory of people-power. 
Similar pre-election protests in January 2007 halted a degreening Regional 
Plan 2011 in its tracks. Accelerated development of above average 12 per 
cent growth rates have, if anything, worried middle class Goans, says Goa 
Hithrakhan Samiti spokesman Prashant Naik. In the past 10 years, the influx 
of in migrants has been huge - to fill jobs in industrial estates, pharma 
industries, construction, tourism. In a few years Goa will be the only state 
where locals have been reduced to a minority and people have realised that, 
said Naik. Of its small 14.5 lakh population, 5 lakh are recent migrants, he 
said, making it a 35:65 per cent migrant-local mix.

People here are openly sceptical of the employment generation argument. It 
is a fact that entrepreneurs find it risky to employ local Goans. They 
prefer unorganised, insecure workforce from outside the state,

I couldn't help but laugh all the way to my restroom
or as I still quaintly call it, the loo. Having lived
in Dubai for the most portion of my life, where gas
stations and public restrooms are made of Italian
marble, a trip to an Indian public restroom is like
walking on molten lava, to be undertaken only if a
volcanic eruption is imminent. No puns intended.

This reminds me of an afternoon, spent shopping at a
quaint shop tucked in a corner of Panjim. This shop
sells sumptuous fabric for upholstery and curtains,
and one would presume its genteel clientele hails from

shop certainly has the wherewithal to install a
restroom for its customers.

On that fatal afternoon, while dispensing a small
fortune on draperies, urgency struck as a result of
some dubious sorpatel consumed at lunchtime. The shop
assistant informed us they didn't have a restroom, but
the adjoining hotel did have one.

One can only presume, there once must have been a
white ceramic or porcelain sanitary ware in that
facility, but only an excavation could have unearthed
it. One couldn't tell where the brown ended and the
white began. Pride goes before a fall, and it
certainly goes before an intestinal emergency, so I
used the restroom anyway. I then ran home soon after
and literally dived into a bottle of Dettol.

Moral of the story being, don't set out on a journey
in Goa if one cannot locate a 5 star hotel or an
aunty's house somewhere in the vicinity, which is why
I have a list of relatives' houses in every nook and
cranny of Goa. :-)

Panjim Toilets etc

From Old GMC to Hotel Mandovi, a stretch of about 800mtrs, there are atleast 4
public toilets:
There is a toilet just after Old GMC
There is a FREE toilet near Fish Market
There is a toilet at Ferry Point opp. Electricity Dept
There is a toilet near Casino, opp Hotel Mandovi/SBI

It is not always the distance or the money..
I guess it is the scent (Smell) of human urine that attracts another human as
dog's attract dogs (see pics).


BTW, it is not just JoeGoaUk and r are concerned about the dirty Capital City,

  I am shocked at this disclosure. Reminds me of a disgusting experience

  I had to visit the office of a senior advocate located a block away
  from the Mapusa courts.
 
  The office was shabby, cluttered and dirty. Musty files were piled in
  a most disorganized manner. The furniture was stained, needed repair
  and was of a quality more suitable for a municipal school rather than
  a leading legal luminary.
 
  To enter his office from the antechamber (if one were to grace it with
  that name), I nearly tripped over a ground level partition railing
  which should not have been located where it was.
  After some legal consultation I asked where the restroom was. It was a
  hot afternoon, I had some beer since I was on holiday and even though
  I saw some reluctance in the eyes of the secretarial assistant, I
  insisted on the need to go. She parted with the keys and told me that
  it was a common but locked facility, down the floor passage.
 
  It might as well have been a washroom out of hell. I gagged and choked
  and tried to hold my breath for the duration, but I was not
  successful. The walls were filthy, the Indian style hole in the floor
  was caked with a sediment that not even the coarsest acid would have
  cleaned and of course there was no functional flush or even at least
  water coming out of the tap into a discolored plastic bucket that was
  kept below it.
 
  If this is a washroom that a leading Mapusa lawyer uses when at his
  office, I can understand why there is public defecating on Panjim
  sands.

Makarasankranti - a joyous celebration

Soon approaching is the Hindu festival of Makarasankranti, which takes place 
in the lunar month of Pausha. This year, the festival will mark the 
Uttarayana of the Sun from the Southern hemisphere to the Northern 
Hemisphere on January 15. In simpler terms, this means that the Sun will 
enter the constellation Capricornus from Sagittarius (Dhanu rashi).

The title of the festival is derived from the basic combination of the word 
'Makar' which means the constellation Capricornus, and Sankranti refers to 
something that occurs every month; this day denotes the apparent passage of 
the Sun from one constellation to other. According to Shrikant Nagvenkar, 
Secretary of the Association of Friends of Astronomy, Panaji, there is some 
inconsistency in our perception of the Sun crossing the ecliptic, due to 
precession movement. We assume that the crossing over takes place on January 
13, 14 or 15, when actually, Uttarayana and Makarasankranti do not coincide 
anymore like it did in the past as the Sun's actual passage to the North 
happens on December 21, which adds up to the fact that we are about 23 days 
behind the correct day.

But the technicalities of astronomy go unnoticed by the people who prepare 
for this festival with pomp and glee every year; this is a festival that 
every region celebrates in its own unique way. In Northern India, people go 
to the river banks for holy bath and then distribute gifts and sweets to 
friends and family members. The animals also get their share of pleasantries 
and much needed reprieve from work during this occasion. In Tamil Nadu, they 
celebrate this festival as Pongal, where newly harvested rice is cooked and 
boiled over in milk in a newly purchased vessel. As every region interprets 
this festival in their own manner, so too does Goa and Maharashtra, wherein, 
this festival has different connotations.

This festival continues to be celebrated since mythological ages. The 
festival begins on Makarasankranti day and goes on till Rath Saptami. On 
that day, in many temples across the state, the idol of a god or goddess is 
carried in a procession. In Goa, it is commonly known as Haldi Kumkum 
festival, during which, married women deck up in new clothes and jewellery 
to visit relatives, friends and neighbours on a reciprocal basis, offering 
gifts in the form of some household article or grocery item depending (on 
one's budget) along with the festivals special Tilgul (sweetened sesame 
seeds).

Though this ritual celebration is basically for married women, the children 
don't go empty-handed; they get laddoos, biscuits or candies. All houses 
celebrating this festival are well decorated with beautiful Rangolis etched 
outside, to give the place the festive touch. It is also a custom for newly 
married women to a coconut and small earthen pot during the rituals. Haldi 
Kumkum, an annual function in every Hindu family, is a traditional way of 
increasing the social bonding and creating a feeling of congeniality amongst 
the people of the neighbourbood, which is really the need of time.

Every festival has its pleasantries as well as its share of ecological 
implication, informs Prashant Pednekar, a travel writer who has worked 
extensively in some parts of Gujarat and Rajasthan. On the occasion of 
Uttarayana, thousands of kites are flown in these regions. Though the sight 
of these colourful quadrangles flying in the air is indeed a pretty one and 
the task of flying them is invigorating, we should also keep in mind the 
plight of the birds, who are the ones to bear the fatal brunt of the 
glass-smeared cords of the kites.

Portraits by Alex Fernandes


Dayanita Singh, the internationally renowned photographer who has her home 
in Saligao, recently opened an exhibition of BW studio portraits by Alex 
fernandes at the Literati Book shop in Calangute. The prints made on 
archival quality paper will be on display till the end of the month. Mr. 
Tomazinho Cardozo, the eminent tiatriste, made a short speech on the Konkani 
folk theatre whose actors and actresses are subjects in this exhibition.

In the catalogue specially released at the occasion Ranjit Hoskote prominent 
curator and art critic writes 'Tiatristes' is a sequence of exquisite 
portraits, testifying to the adroit balance between affection and irony, the 
attentive and the ludic, that Fernandes has brought to his sitters. He adds 
The figures that we see in these portraits are at once self and not-self: 
they operate in the space of transition between experience and fantasia, 
aspiration and achievement. By an elegant existential algebra, they are 
engaged in the life of performance, and equally, they are busy with the 
performance of life.

Fernandes, born in Mumbai of Goan parents notes Significantly, the tiatr 
also started in Bombay (now Mumbai) as a way for the expatriate Goans to 
keep in touch with their homeland (then still a Portuguese colony and a 
sea-journey away).

Rahul Srivastava noted social scientist and cultural theorist who lives in 
Goa says in the catalogue Goa became larger than life as it moved and 
circulated in the minds of Goan travelers and globetrotters. These 
dislocations created a yearning for familiarity and familiarity unearthed 
glorious archetypes, fondly nestling in tinted memories and dreams.

No wonder, unrelated Goan artists produced similar images in distinct 
genres, creating a world of familiarity and identification. Their popularity 
became part of a larger collective consciousness and fed all kinds of rooted 
and dislocated imaginations and now it is difficult to trace autonomous 
patterns.

I'm not a big tiatr fan myself, Fernandes confesses. But I saw in my work 
sharp similarities with those of the characters in (cartoonist) Mario 
Miranda's book on Goa.

The exhibition will be on till the 30th of January , 2008, at the Literati

First some nit-picking:
1. The land allotments were huge areas, totalling over 1,000 hectres of
land acquired by government from ancient agrarian village collectives called
communidades. Goa is a mere 3,000 square km.

This confusion is due to the use of different units, hectares for the land
allotments versus sq km for total land area. Hectares to hectares would show
1000 vs 370,000. Besides, RTI information reportedly gives a figure of  600
hectares for 15 out of 18 units. Do 3 units account for 400 hectares?

2.Goans saw themselves as being potentially marginalised by 4 lakh
employment promised across the 15 SEZs. This is half the figure bandied
about by GMAS et al. What is the correct employment figure actually?

3.That the region's political stewards were willing to give over huge areas
to autonomously-controlled SEZs outside the jurisdiction of the state
government, created a serious erosion of faith. This is linked to #1 above.
If the areas are not proportionately 'huge' then the 'erosion of faith'
should be commensurately small.

Which brings us to the question of why a mountain was made out of a mole
hill. The comments relevant to this are:

1.Though people from the region often sigh at the state's unstable
governments, ironically instability in politics gave the anti-SEZ movements

In one word, no.  My capacity to do work on the ground is finite.  
What I can, I do, in a way that best suits my limited capabilities, 
and I choose to address those issues that to me appear exigent and

Roland's Mapusa Lawyer's Office story is indicative of the 1001
problems we have here in Goa.  It also dramatically underscores
the point I have been making all these weeks: the entire state of
Goa now risks becoming like the bathroom in Roland's Mapusa 
Lawyer's Office thanks to the migrants descending on us in droves.  
The ghatis will guarantee that Goa is transformed into an outdoor 
commode, urinal and spittoon all in one.  A Bihari or an Oriya will 
soon feel right at home here with the rising squalor and filth.

Those comfortably ensconced in Stockholm and Houston may 
not have quite grasped the seriousness of it all.  There are Goans 
who get up every morning here only to be greeted with the sight 
of defecating ghatis in the distance and the stench of the refuse.  
Staff at the Goa State Museum in Patto tell me of their woes about
navigating through ghati faeces every single day on the way to 
their buildings.  It can - and will - only get worse.

What is it to you or to someone from Houston or Toronto to sit at 
the computer and whip out delicious sweet nothings about love for 
fellow human beings?

In any town there are people suffering from common cold,
toothache, diarrhea and a host of other ailments.  But when 
bubonic plague breaks out the doctors of that town would 
be well advised to drop their cases of common cold etc and 
focus on beating back the plague.
