than an avenging tigress.



With her swishing curtain of grey hair, Fiona is taking on a corrupt
local police force which initially denied that her cub had been the
victim of foul play.

"If police had taken more interest in previous [suspicious] deaths,
then Scarlett might not be dead now," growled Fiona.

Maybe so. But isn't there an even better chance that Scarlett would
still be alive if her own mother had not abandoned her for several
weeks after an argument and recklessly continued her own holiday?

Instead the blonde teenager, as tempting as a ripe peach, was left in
the care of a 25-year-old tour guide - a local man she'd only recently
met.

 I don't know what they call that in globe-trotting hippy circles.
Back here on Planet Parent it's known as dereliction of duty.

Mrs MacKeown is now to be questioned by Goan police for negligence - a
tactic she claims is a "disgusting" attempt to "switch the focus" away
from their own failings.

Scarlett Keeling is thought to have been raped and murdered in Goa
when her mother Fiona MacKeown left her in the car of a tour guide

 If anyone's trying to divert attention away from their own mistakes,
I'd say it's Mrs MacKeown.

Scarlett was last seen at 4am in a bar surrounded by several men.
Witnesses say she was totally off her head on ecstasy and cocaine.

That kind of behaviour would have made her vulnerable in her home town
back in Devon, let alone in a culture where Western girls are all too
readily viewed as sexually available.

Forgive me for being a boringly conventional bourgeois mum, but what
the hell were Fiona MacKeown and her partner thinking of taking seven
kids on a six-month "dream trip" to India - and then leaving one of
them to fend for herself? Why wasn't Scarlett in school studying for
her GCSEs?

The loss of any child must be a horror beyond imagining. But there is
something about Fiona MacKeown that makes me want to scream at the TV.

Not an ounce of doubt or regret seems to weigh on this laid-back
woman. She told reporters that she had counted every mark on
Scarlett's body.

 "There were almost 50 bruises and abrasions. She has clearly been
battered and assaulted. I feel vindicated."

Vindicated? For crying out loud! Any normal person would be tearing
out their own hair with grief and remorse.

Mrs MacKeown says her one consolation is that she's "got some
photographs of [Scarlett] having a fabulous time".

She still doesn't get it, does she? Fiona MacKeown is an unrepentant
member of the Me Generation, one of those people who would rather be a
best mate than a parent.

 It's more fun being a friend to your kids and, quite frankly, a lot
less hassle.

You don't have to fight daily battles over bedtimes and body
piercings. And if you have a row with your "mate" you can storm off,
unlike an old-fashioned authority figure who has to weather the storm
and stay put always and forever.

This week, John Dunford, head of the Association of Schools and
College Leaders, warned that schools are the only moral framework in
many children's lives.

With the erosion of traditional family life, parents are no longer
giving their offspring basic social skills or a sense of right and
wrong.

It's a bleak picture that brings to mind W.B. Yeats's great poem about
a world where the natural order of things has catastrophically broken
down: "Things fall apart; the centre cannot hold;/Mere anarchy is
loosed, and everywhere/The ceremony of innocence is drowned."

For parents who are poor and ground down by work, or the lack of it,
there may be some excuse. But articulate, middle-class people should
know better.

Since Scarlett's brutal killing, Fiona MacKeown has fought for her
daughter. Would that she had exercised half that dedication and sense
of responsibility while Scarlett was still alive and in need of a
mother's care.

Goa govt. likely to induct MGP member in state cabinet 

Panaji (PTI): The Goa government is likely to induct a legislator from
the alliance partner Maharashtrawadi Gomantak Party (MGP) into the
cabinet by dropping a Congress Minister, sources said on Wednesday. 

MGP legislator Ramakrishna Dhavalikar will be sworn in the cabinet on
wednesday evening, they said. 

One of the Congress ministers, who was yet to be identified will have to
step down to pave way for Dhavalikar's induction, sources close to the
Chief Minister Digamber Kamat told PTI today. 

A group led by NCP comprising an independent legislator Vishwajeet Rane
and two MGP legislators have been pressing for Dhavalikar's induction in
the cabinet. 

The coordination committee meeting chaired by All India Congress
Committee General Secretary B Hariprasad had cleared decks for
Dhavalikar's inclusion in the cabinet. 

The high command of both the national parties Congress and NCP which had
salvaged Kamat from crisis had agreed to induct Dhavalikar. 

Briefing mediamen after the coordination committee meeting, Hariprasad
had said "Goa Chief Minister will announce the implementation of
coordination committee resolutions within four hours." 

But despite coordination committee meeting resolution, the Congress
leaders in the state were taking time to induct Dhavalikar which had
irked the NCP legislators. 

NCP's senior legislator Fransisco Pacheco during his recent meeting with
party president Sharad Pawar had raised this issue.

That's the way to change the world. Least we can do is suggest instead of
criticise. Well done and much appreciated.

I started by doing the same a long time ago by writing the Rajiv Gandhi, PM
re non-availability of an International V.H.F. link  at Bombay Radio for
vessels anchored off Bombay port. The link was established in a jiffy.
Needless to say that I was affected as a communications guy on board the
ship.

[Goanet] MGP MLA given Ministerial berth in Goa Assembly

The  Nationalist Congress Party (NCP) of Mr Sharad Pawar, Union Minister for 
Agriculture and ex Speaker of the Lok Sabha Mr P A Sangma made an "unholy" 
alliance surprisingly with two BJP MLA"s elect and others  to elicit the 
support of a total of 31 MLA's and stake claim to form the Government in 
Meghalaya one of the seven sisters in the North Eastern State of India. 

However the Governor according to precedence called in the single largest group 
viz the INC to form the Government and to seek a vote  of confidence in 10 
days. This has upset the NCP combine and they  have sought the intervention of 
the Court to undo the directives  of the Governor.

Apparently its resultant echoes were felt in Goa when the BJP introduced a no 
confidence motion against both the Speaker and the Deputy Speaker before the 
second Assembly session of the current calender year beginning 24th March, 2008 
to  28th March  2008 ( 5 days )sending a wake up call to  CM Digambar Kamat 
that all would not augur well in the coming days.

It is this that provoked the INC High Command in New Delhi to resort to damage 
control viz to strip the 43 year old Scheduled Tribe  Minister of Transport Mr 
Pandurang A Madkaikar of the Cumbarjua seat in Tiswadi Taluka (notwithstanding 
the show of strenght to avert any such moves made by him last month ) and to 
induct Mr Ramkrishna (Sudin) Dhavalikar a "Bhat Brahmin" of the MGP in the 12 
member (incl CM)  Cabinet.

  
With this the demands of the NCP High Command to induct one of the members of 
its newly constituted front of six MLAs in Goa Legislative Assembly viz: three 
of its own, Independent MLA Mr Vishwajit Pratapsing Rane, and the two MGP 
candidates viz; Ramakrishna Dhavalikar and Pandurang Dhavalikar has been 
fulfilled and the Government has averted a possible NCP + MGP + Independent + 
BJP combine coming to power.

But there is yet another demand,  that in the reshuffle of portfolios, may be 
after this session, the Minister for Finance Mr Dayanand Narvekar  may be 
stripped of his finance portfolio.  Although there were apprehensions that the 
move was underway following the swearing-in-ceremony today until the time of 
writing there has been no word from the CM's office.

Many argue that the NCP demand was only intended to consolidate its position in 
the State as there was no reason for the INC NCP pre-poll alliance who have now 
the numbers with the two Independents +  unattached UGDP MLA Mr Atanasio 
Monseratte having extended it support besides the two SGF MLA's joining the 
INC.  But the BJP with atleast one  MLA in almost all the 11 Talukas excluding 
Sattari and Quepem are aspiring to take advantage of the inner contradictions 
to ensure that came to power sooner than later. The nine months of the current 
government has survived only on the mercy of the Speaker and the Governor Mr S 
C Jamir they contend and true to a great extent.

In another development the Election Commission of India  has derecognised the 
United Goan Democratic Party as a State Party owing to its poor performance in 
the June 2007 Assembly elections while it continues to be a registered party; 
On the other hand  the Save Goa Front Party has  been granted the status of 
recognised/registered as a State Party owing to its performance in the June 
2007 State Assembly elections.

Somethings up fellas... Dr Silvano Sapeco has pulled off another media coup.
The forensic doctor who carved out the first notch of dishonesty in the
Scarlett Keeling investigation.
He managed to get two stories published in The Navhind Times that patted his
back for the con job. Yesterday The Navhind Times again published an idiotic
editorial which
not only patted the doc on his back, but also massaged his shoulders a
bit...

And hats off to the doctors of the forensic department of the Goa Medical
College who, keeping up their reputation of doing totally professional and
impartial examinations, submitted the first autopsy report, which shattered
the clearly dubious and premature statement about the cause of Scarlett's
death by the Anjuna police. (excerpt from the TNT editorial)

Herald's Monday issue also carried a story which took was extremely
sympathetic to a doctor who missed out on more than 40 scars on Scarlett's
body.
The latest is this foolish 'investigative story' which was broadcast on
CNN-IBNwhich
once again gives Dr Sapeco the clean chit.
What this story does is 'expose' that Scarlett was murdered, two whole days
after the the second autopsy already confirmed that she was murdereed.

Today is the birth anniversary of the man acclaimed to be the greatest
Chief Minister of the undivided UT of Goa, Daman and Diu, Bhausaheb
Dayanand B.Bandodkar. He was the undisputed leader of the masses [the
Bahujan Samaj] and of the Maharashtra Gomantak Party [MGP]. That he
could not get the support of his iron ore mining fraternity to pull
off the merger of Goa into Maharashtra is another issue.

On his birthday, MGP stalwart Sudin Dhavlikar got a berth in the
cabinet alongside the former MGP President and current foe, Ravi Naik.
the paradox  or Pandora's box . of the event is the booting
out of the Bahujan samaj leader, Pandurang Madkaikar. One transport
minister was transported out and a new one was transported in. Finance
is still with the successor of St.Peter who professes his faith in IT
.. not Constatinople.  Digamber stands exposed while trying to
share the five loaves and two fish among the multitude.

There is a threat to invoke the 12% ST to fight the  "2 to 3%" luxury
tax in Goa on consumer durables  like Speed Governors.

If you find my text confusing, imagine Digu Kaka's predicament while
trying to understand the writing on the wall.

begin trnasportation of Ore. Yestesterday March 11 2008 was another testing day 
for the Colamb Villagers in their battle for survival and dignified living. 
Mining company mobilized two jeep loands of policemen in an attempt to bulldoze 
the opposiotion even as the Goa Bench of Bombay High Court has admitted the 
Case by Rama Velip, Dr. Avadooth Prabhudessai and Goa Foundation.

(goasuraj) missed it?

Who needs justice, especially from the Law Minister who has fried it and
eaten it for breakfast, again for lunch and then for dinner?  When the all
Bishop's men,  right from Aldona to Olaulim, Pomburpa to  Salvador do Mundo,
Britona to Porvorim have appreciated criminal winnability during the
elections while at the same time shamming  cries for justice and for peace
with mighty preachings,  extending  from the pulpits down to the pews,
cloaked into garbs of hypocrisy,  vanishing behind closed doors when big
purses opened and emptied into open palms and boxes of alms?

Down to earth cricket lovers have felt it hot on their backs, the police
lathis for wanting to enjoy the game they love by paying their hard-earned
money. But who will apply the soothing balm of justice on the swollen marks
and ripped and torn self-respect? We have Courts of law and we have
governments. But most of all we have our elected criminal ministers who runs
them all.

Justice that we aspire for,  will not come close to us in a million years,
if we allow the pimping judases to take it away from us. We need to grab it
by the hair and hammer it home forever to stay.


PS: Deposed Madkaikar's reaction.

"ST commnity will teach lesson to those who back stabbed & ditched me. This
is ploy against bahujan saman by those who represent 2 to 3 per cent.

Comments:
The taste of 'Gold Dust' is certainly different from the real mother-eart
dust. Nevertheless we must eat it sometimes.

Read this bit of news in the contect of Dr.Ferdinando Reis Falcao's
pertinent questions on the same subject.

I would think that the GMC and Goa Police will suddenly DISCOVER that
Scarlett Eden Keeling turned 18 years of age around Valentine's Day
[14 February, 2008], had CONSENSUAL sex for four days and died due to,
or compounded by, exhaustion in the wee hours of 18 February, 2008.
The "boys" seen with her that night on the beach were actually trying
to revive her and she choked on the soda or mineral water[that is
given to anyone who faints]. Her clothes were loosened as per the
standard practice for "first aid" recommended in case of fainting.
Since she died, there was no need to put them on again. The body was
left on the beach because no suitable transport was available in the
dead of the night on the beach. There are no stray dogs or wild
animals on the beach to damage the corpse. Fish do not come on the
sand  and the Police came at sunrise with a vehicle to take the
body to the GMC morgue. No harm done.

"Charges of rape against the accused Samson D'Souza are likely to be dropped
if the tests prove she was 18 years of age and not a minor."

This has already been done before for an Editor you can trust. The
girl GROWS older, the man walks free. There is a PRECEDENT on which to
base the argument in court. The hymen can be torn during strenous
exercise. Vaginal swabs for DNA testing? Hell, we forgot about them in
both the autopsies! Anyway it does not matter if she was 18 yeares
old. We will make her 18 years of age and save all the bother. In
addition, it is now "leaked" to the Press that Samson was just doing a
non-invasive oral test. ;-)

 In the meanwhile, Scarlett's and Fiona's passports will be impounded
[or borrowed] for verification if Scarlett had ever travelled on
Fiona's passport as a Minor and if, by chance, her age is recorded in
Fiona's passport. In any case, Fiona is planning to stay in Goa to get
the CBI enquiry started, isn't she?

"Fiona had gone visiting the Gokarna beach in Karnataka leaving behind her
daughter with the D'Souzas, whose house she had rented out for the past six
months."

Now, that is irresponsible behaviour. How can a mother leave a grown

Police in the popular Indian resort state of Goa have
launched a murder investigation and arrested three
local men after the partially naked body of a British
teenager was found last month on a beach. The
announcement came after doctors conducted a fresh
autopsy and concluded that 15-year-old Scarlette
Keeling was murdered, and did not drown as local
police had initially insisted.

“We are investigating it as a murder case,” senior Goa
state police official Kishan Kumar told reporters
yesterday, the morning after a panel of three doctors
conducted a six-hour examination of the body. “There
will be detentions now,” he added, without providing
details, although sources say the owner of a cafe on
popular Anjuna beach where Keeling was last seen alive
is likely to be questioned.

But Kumar denied allegations by Fiona MacKeown,
Keeling’s mother, that police had tried to hush-up the
murder. “Police never failed in their duty. They were
right on the track,” Kumar said. MacKeown pointed to
the large numbers of bruises on her daughter’s body to
bolster her call for a second examination after an
earlier autopsy concluded the girl drowned in the
Arabian Sea.

The first autopsy found only five bruises on Keeling’s
body, but Saturday’s examination discovered as many as
50, with many of them believed to have been inflicted
before she died. The family suspects Keeling may have
been sexually assaulted before she died.

  Abu Dhabi March 11, 2008: Eight people have died and 141 others have been 
injured in a horrifying 200-vehicle pileup between Dubai and Abu Dhabi in the 
early hours of Tuesday, said emergency workers.
  The vehicles smashed into each other in thick fog at around 6.45 am on the 
Dubai-bound side of Shaikh Maktoum Bin Rashid Road, said eyewitnesses and 
emergency workers.
  Emergency workers said two major pileups actually occurred on the Abu 
Dhabi-Dubai freeway. The first one took place near Ghantoot, involving over 50 
cars. The second one was near Samha, just before Ghantoot.
  
  
  As of 1pm on Tuesday, a total of 141 injuries were reported, of which 39 were 
major injuries and 102 minor. The injured were taken to Rashid Hospital in 
Dubai and Al Mafrak Hospital and Khaleefa Hospital in Abu Dhabi.
  Ninety-two cars caught fire in the smash-ups, said Khalifa Al Darrai, chief 
executive of the ambulance service centre in Dubai.
  "I have never witnessed an accident of this scale before. Apparently, there 
was thick fog that led to the collisions.
  "Patients were lying on the road. Thankfully, they had abandoned their cars 
or else the death toll would have risen significantly," Al Darrai told XPRESS 
by phone.
  "We sent people who suffered serious to minor injuries to two hospitals."
  The centre sent over a dozen ambulances, three first response cars and two 
disaster cars to the accident site.
  "Two doctors and nurses from the Rashid Trauma Centre have been sent in a 
police helicopter to the site. In addition to this there are many ambulances 
and police rescue teams that have been sent from Abu Dhabi," said Al Darrai.
It will take time before the extent of the incident can be assessed, said Al 
Darrai.
  "Now we are clearing off the burnt cars from the road and trying to bring the 
situation under control."
  An eyewitness said the stretch of highway near Ghantoot looked like a 
"disaster area", because of the huge number of vehicles that went up in smoke.
  In Dubai, six people have been rushed to Rashid trauma centre.
  "It is a disaster because all the patients were brought in a critical 
condition and are undergoing surgery at this moment," said a doctor at the 
centre.
  An employee of Al Nisr Group making his way towards Dubai in the morning 
said, "You could just hear them (cars) crash. I couldn’t see anything in front 
of me because of the dense fog."
  
  
  
  The accident scene, located approximately 60 kilometers outside the capital, 
is nearby the Al Ghantoot area.
  Traffic is being diverted back to Abu Dhabi through an exit close to the 
scene along the highway.
  The other side of the road is clear, it has been reported.
A fuel leak may have triggered a chain reaction that set more than 92 cars on 
fire, according to witnesses.
  Jassim Al Nuaimi, who drove before 7.30am on the other side of the road from 
Khalifa City A to Abu Dhabi, told XPRESS he had difficulty stopping his car, 
and said the slippery road conditions may have worsened the accident.
  "I was driving at 40kph and the outside temperature was about 16 degree C. I 
slammed on the breaks but my car still slid three car lengths," said Al Nuaimi.
  Zeeshan Javed a regular commuter on the stretch says that he just escaped ‘by 
a whisker’ as the cars in front of smashed into each other. "It was a big pile 
up.  I personally counted about eighty cars that had been wrecked beyond 
recognition.  Even though emergency units were quick to respond the fact 
remains that there have been casualities. I have never seen an accident of this 
magnitude. Some cars that had caught fire were charred beyond recognition. This 
has to be the worst ever."
  Mobi Sher another commuter said that he was stuck in the traffic jam as a 
result of the accident for almost four hours. "The scene was absolutely 
ghastly. All around me the cars were lying in a massive wreck."  While the poor 
visibility conditions have been blamed for the mishap, Sher said that the 
presence of oil residue from cars on the road probably contributed to the 
massive pile-up.  "I have noticed that most motorists tend to speed on this 
stretch and that could contributed to the entire mess. It was horrific."
  For Imad Eldin it was a nightmare that had come rather early in the morning. 
Eldin who travels to Dubai everyday to his job in Al Quoz cannot bring himself 
to talk about the horrendous scenes he witnessed. "There were cars littered all 
over, ambulance sirens wailing, it was absolutely unreal. I was stuck in the 
same spot for three hours. I saw people sitting motionless in front of their 
steering wheels. There were others that were lying on the road and  still 
others with injuries waiting to be attended to by the paramedics. I hope they 
were alright though the cab driver kept insisting that they were dead. It is 
terrible. I personally saw about eight completely wrecked vehicles. I h

# This is my last comment on the procedural aspects as I wish to
focus now on the actual job at hand. There has been much nit -
picking on this issue particuarly by those who are more concerned
with their own ego's and one upmanship attitudes. I am sure this
will continue ( and will have continued even if Rajan and I had 
agreed to all the rules and regulations set up instantaneously by
Mr Bosco D'Mello ).
Hopefully , my concern for Goa will help me to overcome the 
endless name calling and innuendo from the usual sources.
 
# When I first mooted the project , I had said that Manohar Parrikar
had agreed to answer questions posed by Goanetters. The intention
was that he would be faced by challenging questions from a hostile
audience. I did not say that Goanet owned the entire venture and
could hold me and Rajan hostage by directing us in every step we
take to organise what is after all probably the first such exercise in 
the history of Goan and Indian politics.
 
# Mr Bosco D'Mello has stated that I did not consult Goanet when
we started this venture. My question to him and others who have
castigated us is whether anyone has consulted us before cobbling
up the stipulations. Should we , who have to co-ordinate with not
just Manohar Parrikar and Digamber Kamat but others involved in
this initiative and implement the whole thing not deserve any
consultation as to what constraints we are working under in terms
of the time , energy and financial factors we can afford to expend
in pursuing this ( particularly as we do have our own proessional  
and family commitments to fulfil ) ?
Or are we Goanets amanuensis ?
 
# This forum has been used in the past by Goa SuRaj for instance
( and I again commend Bab Floriano Lobo for having done so ) to 
issue party political notices. Another poster who believes in unlimited
unlearning has advertised his professional wares on it. NGO's who 
are poorly veiled vestiges of a political party have disseminated their
press notes.
As far as I can see  ( after  repeated perusals of Goanet rules as 
directed by Mr Bosco D'Mello ) , we have not broken any Goanet 
rules to date. We have not " used " the forum as charged other 
than in a way that any other folks who post on it do.We have 
profusely thanked those Goanetters who helped us formulate the 
questionsthe only " use " we have made of this forum so far,
and posted the final list of questions to demonstrate that they
are a fair reflection of the issues raised. We shall make every 
attempt to make the actual interview procedures transperant and
post the unedited videos on the net.
All in all , the Goanet ( and some goanetters ) approach to all this
strikes a note of pure hypocrisy.
 
# Rajan and I shall now proceed and try our best to make this as
fair and as transperant a venture as we planned it to be in the first 
place. We do not expect to achieve perfection. There are obvious
restrictions we face in terms of the resources at our command and
accepting the fact that we are new to anything of this nature ( as
is Goa and India in general ).As Rajan has already stated , any faults

# There have been many a grandiose proposal floated by some on 
this forum as to how they would approach the same objective...that
of holding the persons responsible for managing our stake in Goa to
account. I encourage these individuals to pursue their proposals 
with the same vigour with which they announced them . Any help I can
provide them , I will do so unconditionally and without demanding any
credit. They clearly have much greater time and resources at their 
disposal than Rajan or I haveand should use it ASAP.
Meanwhile , Rajan and I shall proceed with whatever little we can do 
for our beloved Goa. 
Those who love Goa with the passion we do will certainly understand 
us . Those who are in this for their personal benefits and ego's can 
continue to berate us. We shall learn from the justified criticism and
treat the unjustified with a combination of amusement and pity.

Mr. Rajan Parrikar and Dr. Anand Virgincar did a fantastic job by arranging
an interview with Mr. Manohar Parrikar. Equal credit also goes to Goanet
members for crafting questions to Mr. Manohar Parrikar.  

I know of many Goans who prefer to keep questions unanswered for they
believe in a philosophy – day-to-day gossiping goes well with questions
continuing to remain with increasing question marks. Such persons become
happier as questions keep pilling.   Having said this, I don’t subscribe to
the logic some member proposed that this is an attempt of promotional video
and not an earnest attempt to understand and unravel past mistakes. 

I sincerely feel Mr. Rajan and Dr. Anand must go ahead with the interview no
matter which member(s) bring up objection(s) and or criticism(s).  I say
this because this the first ever attempt by any Goanet member and secondly
because many questions are still not answered properly by our politicians
especially by our congress politicians.  More over with this interview Mr.
Manohar Parrikar will be forced to answer questions crafted by Goanet
members that includes many such questions which probably BJP / Mr. Manohar
had skipped answering them since past. The content of the interview may be
published on Goanet (if Goanet has provision to upload video recording and
if they don’t have the built in provision a link of uploaded video recoding
be provided to this forum) but should be definitely displayed on all the
possible media outlets in the interest of Goa and Goans whose global image
is being distorted since past 3 - 4 years. 

I think with this interview Goanetters (including me) will get an
opportunity to look at the issues that are directly affecting the people of
Goa and her Diaspora through different dimension.

 A forceful plea was made in parliament on Tuesday for a federal probe
 into the alleged rape and murder of British teenager Scarlette Keeling
 in Goa but the government sidestepped the issue, saying it came within
 the purview of the state government.

 "Will you lend your voice in support of a CBI (Central Bureau of
 Investigation) enquiry," Communist Party of India-Marxist (CPI-M)
 member Brinda Karat demanded of Tourism Minister Ambika Soni during
 question hour in the Rajya Sabha.

 "There may or may not be an enquiry. We are in touch with the home
 ministry and the chief minister (of Goa)," Soni responded, adding, "My
 ministry has limited powers and restrictions on law and order."

 Karat also objected to the "attitude" of Congress MP Shantaram Naik in
 "victimising the victim" by alluding that Keeling's family was
 "responsible" for her fate.

 "Are you going to issue an advisory that young girls can't come alone
 to India?" she demanded of both Naik and Soni.

 "Should young girls be allowed to move around alone on a beach at
 night?" Naik had wondered, even as he blamed the media for "blowing
 up" the case.

 On her part, Soni attempted to pacify the firebrand CPI-M leader by
 pointing out that the Goa police had arrested one man and had filed
 charges.

 "I have also said there should be increased punishment for rape. There
 should be amendments to make the law more stringent and the punishment
 should be such that the crime is not committed again," the minister
 added for good measure.

 The issue arose from a question posed by Prema Cariappa (Congress) and
 Sushma Swaraj (Bharatiya Janata Party) on the steps the government had
 taken to prevent rising crimes against foreign tourists.

 In this context, Soni said she had summoned a meeting here that had
 submitted a blueprint for creating a taskforce largely made up of
 ex-servicemen to supplement the efforts of the police forces at
 tourist spots.

 "We have submitted this blueprint to the state governments but they
 will need some time to put the taskforce in place," the minister
 added.

 Former Maharashtra governor PC Alexander (Independent) said this was
not enough.

 "This may not result in the right solution. A taskforce is not the
 same as a police force. If the issue is to be tackled effectively, we
 need a police force," he said.

 "It is not just a law and order problem. Tourism is of utmost
 importance to the nation as our prestige is involved. I want an
 assurance that what will be created is a police taskforce and not one
 of ex-servicemen," Alexander added.

Thanks for your message, and thanks for asking me for my comments.   

I am not aware that such a sales/marketing meeting was ever held  before.
And, this is the first time ever that a Newspaper like the Times of India
has ventured into the business of selling properties in Goa.   To my mind,
the Times of India has no business whatsoever to attempt to sell properties
in Goa to people all over the world.  It should stick to its primary
business of publishing newspapers and magazines.It is really a sad turn
of circumstances that important media houses have now entered into Real
Estate business.   Quite obviously, they are interested in the money which
this will bring them.  There can be no other motive. The Times of India
entering into the business of sale of properties is not only a violation of
the rights of the Goan citizens; it is also a violation of the code of
ethics of the profession of journalism.   If a famous publishing house like
the Times of India enters the sphere of Real Estate,  there will obviously
be a clash of interest, specially where Goa is concerned, because the Goan
citizens are up in arms against the wholesale acquisition of Goan land by
people in total violation of all the Laws governing such acquisition.
There is not yet a Regional Plan in place to indicate the use of land, so
how can an organization like the Times of India begin to sell land? -which,
moreover, does not even belong to it?   This is a matter that should be
brought to the attention of organizations like the Advertising Council of
India and any group that ensures ethical business practices.   

>From the point of view of the citizens of Goa,  there should be a total
boycott of the Goa edition of the Times of India.   Additionally, the Goan
citizens should voice their opposition to such unhealthy practices of the
Times of India.Wendell Rodrigues was quite right in refusing to be the
Chief Guest at the Property Show in New Delhi.  This was a marketing ploy by
the Times of India to project the image that even a prominent Goan was in
favour of their dubious business.

I think that the Goan Observer and all the local newspapers and magazines
should come together on this issue to awaken the Goan citizens to the
unsavoury aspects of the entry of the Times of India into Goa.   You
certainly have my support.  Best wishes.

   Doha, March 11 (IANS) India has for the first time nominated a woman 
ambassador to any Gulf state. Deepa Gopalan Wadhwa, currently India's 
Ambassador to Sweden, has been appointed ambassador to the Gulf state of Qatar.
  The Gulf states have so far been accepting only men as ambassadors. However, 
with the changing times and change in the profile of the Gulf states, 
particularly Qatar, the status of women in the Gulf society has undergone a 
transformation.
  Barring Saudi Arabia, the rest of the Gulf states are modernising at a rapid 
speed and the share of the women employees has increased manifold.
  Qatar has a sizeable Indian population of almost 300,000, including some 
illegal immigrants. A big majority of Indians hails from the state of Kerala.
  Gopalan Wadhwa is from Kerala and speaks fluent Malayalam despite being 
educated in north India.
  She belongs to the 1979 batch of the Indian Foreign Service (IFS) and has 
served in Beijing, The Hague and Geneva. She has also worked for the 
International Labour Organization (ILO), where she was in charge of the UN 
division.
  Incidentally, her husband Anil Wadhwa is at present Indian ambassador to Oman.
  "The posting to Doha is a very challenging job. To protect the interests of 
the Indian community will be my priority apart from strengthening the friendly 
relations between India and Qatar," Gopalan Wadhwa told IANS over telephone.
  She is likely to join her new assignment in August or September after

asbestos-tainted vermiculite. Over 200 area residents have died from related 
cancers, and over 1,200 more show signs of lung abnormalities. The company is 
facing criminal charges, including conspiring to hide the dangers of asbestos, 
in a trial to begin later this year. Cleanup of the town and surrounding areas 
began in 2000; so far, costs have totaled about $168 million, with another $175 
million likely in future costs. The U.S. Supreme Court in 2006 ordered the 
company to pay $54.5 million for cleanup operations through 2001, but Grace 
filed bankruptcy shortly after the suit was filed and never paid up. The 
never-paid costs were incorporated into the $250 million reimbursement figure.

'Scarlett died due to drug overdose, drowning'


PANAJI: Goa Police said its investigations reveal that the British teen-aged 
girl Scarlett Keeling died due to drug overdose and drowning in beach water.


Earlier, a prime suspect in the murder of a British teenaged girl was 
arrested late on Wednesday night even as Goa police faced fresh 
embarrassment with a doctor, who conducted the first autopsy on her, claimed 
that the police had ignored his finding that she could have been killed.


Placido Carvalho, whose anticipatory bail was rejected by district and 
sessions court on Wednesday, was arrested and charged with murder (section 
302 of IPC) of 15-year-old Scarlett Keeling, sources in the police said.


Carvalho's arrest came almost 48 hours after Samson D'Souza, a 29-year-old 
bartender at a shack on Anjuna beach, was nabbed on the charge of raping 
Scarlett, a few hours before her semi-nude body was found on popular Anjuna 
beach on February 18.


Samson and Carvalho were the two suspects from amongst a group of boys who 
were last seen with Scarlett on the fateful night.


Carvalho, who claims to be self-employed, told police that he had seen 
Scarlett walking in the shack in an inebriated condition that night and 
later she had moved out with one Murli who works in a nearby shack named 
'Curlie'.


The second arrest in the murder case, which has erupted into a major 
controversy, came on a day when police said they were trying to get in touch 
with a British male tourist who may be able to provide some clue into her 
death.


North Goa Superintendent of Police Bosco George said a 'look-out notice' was 
issued against Michael Manyon, the British tourist who is known to have been 
at the beach cafe where Scarlett was last seen alive and believe him to be 
the same person who told a British daily that he witnessed an apparent 
sexual assault on the girl.

There is a general feeling that Parriker is a BJP
moderate. Leaving aside Parriker's own sins of
commission and omission, let us not forget, Parriker
is part of a larger party, one that has never been
able to reign in its extremists.

The fact of the matter is, the BJP gives expression to
that which is most vile in Indian society, and
legitimizes that which is irrational (such as the sale
of cow urine as medicine) and immoral (communalisation
of Indian society).

Thomas Friedman, well versed in the Middle East,
writes tellingly of Arab countries and the rise of
Muslim fanaticism. It is not merely a material poverty
that drives them, but more so a poverty of ideas. It
is this same poverty of ideas that drives the BJP,
from wanting to revise school curriculums, control
women, create an ideology of Hindu victim-hood, and
define the national ethos of India on their redundant
terms.

Ofcourse India needs an empowered Opposition. Every
mature democracy does, but an empowered Opposition
must display as much integrity as the ruling party. It
serves the people, not itself. I once watched an
interview between Manohar Joshi and a BBC reporter.
After quizzing him about Sai baba, he lost his temper
and asked her, "do you know who I am?". Yes, Mr Joshi,
we know who you are. You are nothing more than a
servant of the public that elected you. Arrogance is
the calling card of the BJP.

Nehru and Gandhi will always be Indian icons to me,
their image never to be tarnished by revisionist
historians. I learnt about them from the British. It
seems British historians have treated them far more
kindly than our own do these days. There is however,
another icon amidst us today. That is Bilkis Bano. The
former defined the contours of our great democracy,
the story of Bilkis Bano will define the content of
what we do with our democracy from here on. (No, this
great line is not my own, it is roughly paraphrased
from Thomas Friedman writing in another context.)

line. So if it does not suit, please change the subject line - do not
keep to the proscribed rule, after all rules are there to be broken.

Miguel, your prose and poetry is wasted on me, I am in essence a
''where's the beef' person.
What you have stated does not make sense, at least where normal minded
people are concerned. Your post implied, forget about looking for
justice - move on! Justice is a preventative issue, not an after the
effect point. The mind boggles, that you could arrive at such a
conclusion and furthermore, go into a rigmarole, which left me
bewildered and scratching my head. Let sleeping dogs lies and I
shallamen.

A clever dick stated that..Goa bashers should take note on the stats
that he provided ! First and foremost those of us on this forum are
pro Goa not Goa bashers.

The number of Brits visiting Goa is estimated at 200,000 those who
visit Spain is estimated at 14,000,000. So it would be safe to say
that, it would be understandable that there would be more rape and
murders of Brits in Spain.

Now on the Scarlett case. Most if not all are agreed that the Mother
should bear a great burden of what happened.

That the mother had no control over her daughter is evident, this
should come as no surprise; there are many Goan parents here in the
U.K. who have no control over their children.

Believe me you, there are families who are deemed to have brought up
their children well and they are crying now.

They are asking themselves, where did they go wrong...they have
produced loose daughters, sons who are wife beaters and
fornicators...get the drift ? One can try one's best but there are no
guarantees.

We also have here in London divorced persons who are Eucharistic
Ministers, the Pillar fathers in London are well aware on this and
turn a blind eye.
In our Church in Navelim they show the door to such persons.

In essence, It is easy to castigate the tattooed, trailer park
inhabitant mother, who erred and she did it big time. Unfortunately
she is a victim of her own laissez–faire attitude. She admitted it
candidly.

Her confidence/comfort in leaving her daughter with Catholics, so she
felt safe, was totally misplaced. Whatever did make her think that
Catholic Goans were the salt of the Earth types ?

Lessons have been learnt but at a very huge expense.

Hopefully good will have come out of it, like a more transparent
Police Force. Please don't bet your house on it!
