[Goanet] EDITORIAL: Gating communities
Gating communities If the spectre of communism haunted Europe during the period of Karl Marx, a different kind of spectre,people's activism at the village level, is tormenting real estate developers in the state. Four villages - Carmona, Benaulim, Siridao and Aldona - have independently arisen in recent weeks to question proposed mega-housing projects in their areas. Residents have formed action groups to voice their concern at unusually well-attended Gram Sabhas and other meetings, and compelling their village panchayats to take note of their apprehensions. This kind of activism in these four villages has led a few conspiracy theorists to accuse some residents of 'manipulating' Gram Sabhas to oppose mega housing projects, even though the projects were 'cleared' with all the different statutory authorities. These critics conclude that the proponents of this kind of activism seek to use the Gram Sabha - which they say is a consultative body - to usurp the powers of the duly elected and therefore representative panchayat. The fact is that villagers have a legitimate right to feel apprehensive about mega-housing projects or gated communities in their areas. This is no Goa-specific phenomenon; it is being echoed worldwide. Gated communities cater to a specific class only, promising its affluent members a paradise-on-earth; an enclave with a scenic sea or river view, 24-hour water and electricity supply, pool, clubhouse, security and other exclusive amenities. Some gated communities even include supermarkets and restaurants. In Goa, many feel that these projects take shape surreptitiously and are cleared with great haste, leaving little or no time for locals to grasp their implications. Not all plans and projects are transparent. In many cases, hills are razed and groundwater is tapped for the promised 24-hour water supply. Massive amounts of power and water could be drawn from village resources to satisfy these gated communities. And when the existing power transformers are unable to handle the load, housing projects will simply turn on their auxiliary power generators, leaving the hapless Aam admi to fight with the linesmen to restore power supply. Apart from the physical resources, gated communities can also threaten the social fabric of an area. Our villages are known for their inclusiveness and social cohesion; resources are maintained, shared and enjoyed relatively equitably by locals. But gated communities are by definition exclusive, insulated and private; with 'we-need-villages-but-not-the-villagers' attitude. It is only fair that locals want to be informed and involved when gated communities are proposed in their villagers. In this regard, those planning gated communities should be asked to adopt procedures similar to couples that plan to get married. Panchayats can display the plans and invite public scrutiny and objection, if any, to any proposed housing project, within a reasonable time limit. Besides ensuring transparency in local bodies, this approach could help the builders gauge the pulse of a village before they set up their project. If necessary, the panchayat should call a Gram Sabha to endorse the approval, so that there is no controversy later. But quite apart from this, there is another, more awkward, issue. There cannot be a buyer unless there is a seller. In many cases, villagers, and officials of local comunidades and religious institutions, are willing to part with properties, ignoring the larger interest. Elected representatives and authorities are only too happy to legitimise housing projects. Don't blame only builders. The original Goa that the Portuguese ruled from 1510 to 1760 i.e. for 2 centuries and half consisted of three distinct regions called Ilhas ( Tiswadi ), Bardez and Salcete peninsula. It is a small region 60 kms from north to south, and 15 kms from east to west. ( say 40 x 10 miIes ) I can safely state that no region of this size anywhere in India has produced as many migrants as original Goa has done. and when a non-resident Goan gets into a poetic mood he compares original Goa to Israel and Goan diaspora to Jewish diaspora. [Goanet] PUBLIC MEETING TO DEMAND REMOVAL OF AG SUBODH KANTAK
Utt Goenkara will hold a public meeting on 19th April at 10 am in Institute Menezes Braganza Hall, Panaji to demand the removal of Goas Advocate General Mr. Subodh Kantak for having cheated the Goa Government by double and excessive billing. A meeting of office bearers of Utt Goenkara held at Mapusa on 12th April was unanimous that Mr. Subodh Kantak after having brought utter disgrace and disrepute to the high constitutional post of Advocate General had lost all moral authority to hang on to the chair. The meeting while taking note of AG Kantaks belated request that his fees could now be reviewed, felt that there was no question of granting pardon or leniency to a person who while occupying a high constitutional post had virtually sought to cheat and financially bleed the State exchequer. The meeting which was presided by Utt Goenkara Convenor Mr. Amol Navelkar while deliberating on various issues confronting Goa strongly condemned the high handed dismissal of Police Sub Inspector Mr. Nerlon Albuquerque which was done against principles of natural justice and without following the due procedure as laid down by law. Joint Convenor Mr. Jeevan Mayekar and Joint Secretary John Lobo briefed the meeting on the ongoing membership drive and it was decided to appoint Mr. Edvino Fernandes (Mobile No 9822160787) and Mr. Sidhanath Buyao (Mobile No 9823317995) to co-ordinate the organizations membership drive in North and South Goa respectively. A meeting of Utt Goenkara members will be held at Bicholim on Tuesday 14th April followed by a meet at Valpoi next Sunday. Highlighting the controversial constructions at Siridao, Prof Prajal Sakhardande, Convenor of Utt Goenkaras heritage cell drew the meetings attention to the large scale land use violations going on in the State inspite of RP2011 being withdrawn. The meeting decided that Adv. Jatin Naik and Adv. Vilas Parab who will oversee the work of Utt Goenkaras legal cell should organize Right of Information Act workshops across Goa to help the common man combat corruption and injustice. Appreciating Chief Minister Digambar Kamats latest move to ensure punctuality in government offices, the meeting felt that Chief Minister should also take stern action against those arrogant government servants that are not courteous and prompt in helping resolve the grievances of Goas Aam aadmi. [Goanet] OPINION: Removing the River Princess
Removing the River Princess by David D'Souza The M/V River Princess wreck off Candolim beach is a hindrance to society and tourism, besides being a pollutant, and its removal has to be done in a cost effective, non polluting method. Financial losses need to be contained for all parties: the public, those involved in tourism, residents of Candolim, GOG and the owner. It is my belief that the same has been held up due to misinformation and lack of knowledge on the specialized subject of shipping by environmentalists and others. First of all, its present state is that of a pollutant and its removal should be the prime factor. All this talk of pollutants being released during its removal are amateurish and speculative. No work would be allowed to commence unless all factors are considered and compensated for, when professionals handle a job .The press releases so far do not indicate that an EIA (Environment Impact Assessment) report has been filed. Such a report would have outlined the pros and cons of the various methods that could be used for removal. . Floating and towing the vessel in its present state without dismantling would require dredging under and around the vessel as well as a channel till the sea bottom equals her draft. This is not the most efficient method, as is being made out, as dredging would have an effect on coastal processes and might be a greater pollutant, increasing erosion and causing irreversible damage. Dredging cannot be carried out without an EIA. . Dismantling the vessel and landward removal would have an effect on the coastal zone (landward). It would also affect the tourist and fishing economy, spoil prime property in the coastal zone, and make labour the most visible beach visitor. It would require sea and land transport, and lead to traffic congestion. An EIA should be conducted for this type of operation too. . Dismantling and seaward removal seems to be the most efficient choice if conducted by marine professionals, certified/working under IMO (International maritime organization) rules or standards. They would dismantle the superstructure and machinery and transport it by sea to the scrap yard in Alang /Mumbai. They would then lighten the hull, divide it into floating sections taking the utmost care to prevent any deposits into the sea. This can be done by various methods. Lightening the hull will entail most of the work being done on the hull itself. If the final lower section floats, well and good (obviously to be calculated and planned), otherwise dividing it can be done without any slag falling into the water by methods as simple as laying blankets of some efficient durable material under and as well as floating around. This method would appeal to anyone who has knowledge in this field. An EIA and operation report needs to be tabled. Amateurish Environmentalists should be guided by the EIA or Operation process report and stop being bothered by slag which is biodegradable and of the earth itself and is not a major problem to prevent its sea release. In fact, most of their worries can be taken care of: just because one lacks knowledge of the field one should not think it cannot be done. May I remind you that India has among the best reputations in the field. This should be seen as a chance to prove that. This job has been delayed due to haggling by inexperienced people. We should be concerned only about employing the most highly reputed firm to carry out the job in the most efficient manner be it financially, environmentally or technically. Note: The coastal zone as defined by the UN is the transitional area between land and sea. The Navy can be asked to build its own air terminal with a runway of 6000 feet for their exclusive operations at Atchutapuram where the Government had acquired 5000 acres for the Navy's submarine arm. Sir, I went to the Bardez Mamlatdar office to inward a letter at 1015 AM. The concerned clerk was absent.No one else was ready to substitute.So I approached the Mamlatdar .He called someone and asked him to do the needful.I was directed hither and thither and landed up before an annoyed Mamlatdar once again.He asked me to wait for the concerned clerk.I told him office hours were 0930, and I have an appointment at 1030. He then only ordered someone to see that it is done. The CM needs to be congratulated on getting tough on susegad staff. It was reportedly found 70% staff missing in the Transport Department!?This surprise check exercise has been done time and time again. Merely issuing warning letters is not sufficient to cure this endemic malaise.Coming late is just one aspect.The more important one is being in the seat and giving good service to the public.Department Heads themselves come late/are not in their seat/ are at fault and so are unable to discipline staff. I suggest regular checking and monetary fine( later they come, heavier the fine etc) like the cops do for helmets/seat belts. Also Citizens Charter must be displayed, made easily available, circulated to employees and signature obtained as being read. Public will know the government means business and be in a position to help improve the whole 'Chalta Hai System in vogue. A permanent account number (PAN), is issued by the Income Tax Department to assessees. Quoting PAN is compulsory in all returns to be filed with the Income Tax Department. It has also been an essential identification number for all market transactions. The PAN comprises 10 alphanumeric characters and is issued in the form of a laminated card. The requirement of obtaining a PAN applies to both resident as well as non-resident assesses. In the case of non-residents, although most of the requirements applicable to residents apply, a few minor additional requirements and changes apply. These assesses should also have a PAN: A citizen of India but residing outside India at the time of making the application Not a citizen of India - foreign citizen Other than individual (like company or trust or firm etc) - not a citizen of India - having no office of its own in India These points should be noted while applying for a PAN: AO code: The AO code pertaining to the International Taxation Directorate should be used. Address: In case of individuals, a foreign address can be provided as residential and office address, if they do not have any domestic address of their own. Additional courier charges for PAN card dispatch will be payable by the applicant at the time of filing the application if the address for communication is a foreign one. Further, an email ID must be provided by such applicants. Photograph and signature: Individual applicants should provide a recent colour photograph of the prescribed size. Dear Friends, The only person propagating and encouraging the EVIL caste system is Mr. Arjun singh and his political party - by increasing reservation quota for SC/ST and OBC, in govtmt educational institutes and govmt jobs. Nobody else is to blame. I have never, ever, heard anyone on this site state that all SC/ST and OBC reservations in all categories should be stopped. Till reservations exist, so will the rigid, caste system, as every Indian wants the benefits that accrue from reservations. Which of you have ever, heard any patient or their relatives ask, the caste of the blood or organ donor, or, the caste of the teacher, priest, nun, doctor, lawyer etc., helping them in their time of need? Thankfully, our gravestones, our homes, offices, schools, churches, etc., do not have our/director's caste written on it. We have to also be grateful, that our govtmt does not insist on our vehicles having our caste written on it. This tends to be to the utter chagrin of the upper castes who invariably do not believe in equal human rights and are keen to treat the 'lowest' castes as vermin to be eradicated through murder if need be. I therefore politely suggest that, the greater likelihood of a belief in caste will arise among those who believe that, they are in the upper reaches of caste. I assume you would agree with this simple reasoning and on the assumption that you do, I ask, what then does such upper caste positioning entail? I suggest that, it assumes superiority over others, except for those in the same caste group who band together if for no other reason than that, status is always contested. A good example of this is the historical contest between the Brahmins and the Chardos in Goa. In such social dynamics, there are ipso facto deemed 'inferiors' relative to those who think and believe that, they are at the apex of the status hierarchy. This would not matter greatly if superior status was earned through character and achievement as in social class stratification. However, caste claims to social superiority are based fundamentally on an accident of birth and nothing else and as so often reiterated among others, by Goanetter Mario Goveia. Herein lies the casteism when someone says that he believes in caste. Such a person is unconsciously a casteist without necessarily behaving in a casteist manner but is well primed, through indoctrination, to be casteist in practise when necessary! The clue dear Rajan, lies in the properties in the concept of caste whenever someone claims caste status and I put it to you that a claim to a belief in caste is not neutral. It is pregnant with meaning (about those believed to be inherently and in perpetuity, uppers and lowers), in the caste hierarchy. High caste status has not been earned through ACHIEVEMENT but through ASCRIPTION or ascribed status through birth. Such caste status is then 'imposed' upon others through highly questionable and indefensible criteria that I am inclined to dismiss as bogus criteria. In short, the insidious nature of the evil of caste and its effects, whether in great intensity as with the Dalits, or with lesser intensity as in Goa IS unmistakably destructive and NOT a myth. *Goan Masala Stuffed mackerel* Goan Masala paste is found in jars in most homes in Goa. This red masala is mainly used for stuffing fish and for other seafood dishes, it also goes well with pork and chicken dishes. Portions: 6 Portions Preparation: 20 minutes(plus 1-2 refigeration) Cooking: 20 minutes *Ingredients* mackerel 6 mackerels, cleaned and deboned (see below), if you like you can skip deboning the fish juice from 2 limes maldon salt oil for cooking Stuffing 18 curry leaves 4 onions, peeled and sliced 6 tbsp Goan masala paste (see recipe) 6 tbsp finely chopped corriander 1 large red chilli, seeds removed and diced To Serve lemon wedges slices of shop purchases naan bread (optional) pilaf rice with chickpeas (see recipe) or boiled rice Method *mackerel:* Wash and dry the inside of the fish. Rub salt and lime juice into the flesh of the mackerels. *Stuffing:* Heat a little oil in a saucepan over a moderate-high heat, saute the onion in the pan until golden brown. Add the curry leaves and masala paste and cook for a couple of minutes until aromatic. Remove the pan from the heat, stir in the corriander and chilli. Allow the mixture to cool. *To Stuff:* Rub the stuffing mixture on the flesh inside the mackerels. Refigerate for 1-2 hours (to allow the flavours to develop). *To Cook:* Preheat a grill. Cover a grill tray with foil and coat it lightly with oil. Brush the mackerels with oil and place on the grill tray. Cook the fish under the grill for 5-6 minutes on each side (turning carefully), the fish should be golden brown and cooked through. To Serve: Serve with wedge of lemon and accompany with slices of naan bread (optional) and pilaf or boiled rice. *To Debone:* Cut the fish open along the belly, remove its inards, wash and dry it with kitchen paper or a tea towel. Place it on a board belly side down. Using the heel of your hand push down on the fish firmly on its backbone. loosening it from the flesh. While it is necessary to pay attention to the day to-day major hazards of fire, it is also necessary for the community to broaden our vision and expand our preparedness to face other disasters as well. The increasing incidence of disasters is creating a devastating impact on the lives, property and livelihood of people. Disasters impede development and consume resources earmarked for growth and welfare. A holistic approach to manage disasters is emerging that integrates the prevention, preparedness, mitigation and response activities. Governments are gearing up to prevent, be prepared and respond to disasters. Preparedness is necessary to strengthen the abilities and capacities to predict and, wherever feasible, prevent disasters, lessen their impact, and facilitate response to handle the consequences of disasters at various levels. One such measure of disaster preparedness is the formulation of disaster preparedness plans at the national, State and district levels. A people-centred approach to disaster preparedness that builds the communitys capacities is gaining significance to enable people to cope with and recover. The biggest challenge is to ensure adequate preparedness on these fronts. India is among the five countries in the South Asian region that meets many of the criteria for disaster preparedness and that has a legal framework in place. The Disaster Management Act, 2005, enacted by Parliament, provides a framework for the effective management of disasters and for matters connected with them. Preparedness involves different sets of activities before, during and after a disaster: Before disaster 1. Formulation of disaster preparedness plans at national, State, local and community levels. 2. Generation and dissemination of information through the mass media about potential hazards, their frequency of occurrence and associated risks. 3. Installation of appropriate forecasting and warning systems. 4. Strengthening of physical infrastructure. 5. Evacuation of people to safer areas. During the eventuality 1. Provision of food, shelter, medical and first aid services. 2. Security arrangements to prevent occurrence of untoward incidents. After the disaster 1. Rescue operations for the affected. 2. Proper relief distribution, including food, clothes and medicine. 3. Restoration of communication systems. 4. Damage assessment and immediate financial assistance. The approach towards managing disasters is undergoing a transformation. Presently, there is an emphasis to adopt a developmental approach to disaster management. This involves ensuring readiness on the part of stakeholders to predict and prevent disasters, reduce their impact and cope with the consequences. It is essential that any support operation be designed and implemented with a long-term perspective. Governments all over the world are adopting a proactive and holistic approach to disaster management. Disaster management aims to integrate interrelated components in an orderly and coordinated manner. This includes activities before disaster, during and after the disaster. Disasters comprise certain elements such as the event, vulnerability of people and destruction. The vulnerability of individuals and communities, in which their lives are threatened and destruction caused to the communitys property, infrastructure, etc, is tested during such events. This brings out the significance of developing disaster preparedness mechanisms and processes to neutralise and reduce the vulnerability of people and minimise loss. Investing in disaster preparedness can save lives.This can be taken up individually as well as collectively. Disaster preparedness is a multifaceted activity. It involves preparation and operationalisation of preparedness plans, community-based preparedness plans, and appropriate use of information technology, remote sensing, disaster mapping, Geographical Information Systems etc. Preparedness for disasters done meticulously, implies half of the problem is solved in advance. Preparedness needs meticulous planning, as a small mistake would result in many deaths. For example, the quake in Gujarat on January 26, 2001 was considered the biggest recorded tremor in India since the Calcutta quake of 1737. Always there is a problem with the curtains in all the shows they organised. They should remember what are the main things required to orgainse a tiatr? For me The stage setting, sound system and the curtains are very important to make the tiatr sucessful. My advise to the Tiatr Director - Please ask the organisers to take the above things into consideration otherwise tell the organisers that u are not participating. The organizers got around 20 sponsors for this show and also they increased the price of the ticket from Dhs. 50/= to Dhs. 60/=, saying that the Dhs. 60/= seats are VIP seats. The tiatr was housefull. The actual capicity of this hall is 600 seats according to one of the Al Nasr representitive the organizers requested them for 150 extra chairs. Only 2 rows at the back were priced at Dhs. 50/= (approx. 100 seats) rest all 650 seats were priced at Dhs. 60/= Here is the calculation:- * 650 seats x Dhs.60.00 = Dhs. 39,000.00 (Approx Indian Rupees. 4,23,913.00) * 100 seats x Dhs.60.00 = Dhs. 5,000.00 (Approx Indian Rupees. 54,348.00) Plus add the funds collected from the 20 sponsers. Note : The money collected from the above shows goes in the organizers pocket. The organizers are JACK JILL. I saw many people were standing in the hall . I managed to take some time off today to catch up on Manohar Parrikar's Interview. On first impression, it looked as though Manohar Parrikar was perhaps not sincere on some issues like sacking of Babush and the SEZs. Maybe I'll comment on these when I get my own facts right. I agree with BJP sympathizers here that a lot of people particularly from the Catholic community are not being fair to him on at least a few issues, most definitely on scrapping of Christian Holidays and to a large extent on the Inquisition VCD. By and large, Manohar Parrikar has done a fairly good job in answering the heap of questions but I can't say the same thing about Rajan though. Rajan acted more like an official interrogator and less like the Devil's Advocate that we all expected him to be. As such I have changed the title of this thread from Parrikar v/s Parrikar to Parrikar and Parrikar :-) I however say this not to criticize Rajan but so that he can improve upon on this in his next assignment. Rajan should take this in the positive light. Maybe we can expect him putting Digamber Kamat on the dock by grilling him better. Incidentally, I haven't watched the Hindi VCD as yet so maybe Manohar Parrikar is a star after all :-) Cheers Sandeep Heble

The Coutos woke up when the land sharks began indulging in rampant alleged illegal hill-cutting in Aldona which would directly affect their quality of life. So the Coutos belatedly discovered the urgency of saving Goa from the land sharks. And, unlike less empowered and influential citizens, the Coutos used their contacts to get the Town and Country Planning Department and the Directorate of Panchayats to intervene to stop the illegal hill-cutting by Acron which has historically shown scant respect for the environment. D Silva, Ivy etc. Star of the attraction was none other than the widow of Goa’s Melody King ‘ Rita Rose’ There was a signature campaign organized by the club (circulated to all) requesting the Goa CM Digambar to name the Kala Academy Open Air Auditorium (Panji) after the Goa’s one and only Melody King Late Alfred Rose. Last year, the star of the attraction was ‘Lorna’ video clips/3 songs were also screened on the giant TV screen. Chief guest was Ravi Naik. We left at 9.15pm and arrived home at 11pm after a brief stop for ‘Kopachem and dinner’. Fomentos have invested their profits into Cidade de Goa from the huge gains from Pissurlem mines letting its pristine beauty, water sources and Agriculture go to dogs. Fomentos is one of the culprits along with Damodar Mangalji, Salgaokars and Sesa Goa. Today Joe J Louis was campaigning against Goa Foundation, GAKUVED, and Goa Bachao Abhiyan (GBA) and asked the villagers to keep these organisations away and get into negotiation with the Company. These organisations according to Joe J Louis are funded by competing mining companies to oppose Fomentos. Intention of Memos was not to rectify his mistakes if committed but to mentally torture and harass him. Several times he urged the Institution as well as to the deputy commissioner based in Pune not to issue him such kind of memos as he is totally illiterate and get the work done in amicable manner. But none of his requests were heeded to neither by the Institution nor by deputy commissioner in Pune. Instead deputy commissioner has given free hand to the institution head to torture and take whatever action as per the whims and fancies of the Institution head. He was left with no authority favorable to his requests. Further without any of his faults he was transferred from Valpoi, Goa State to thousands of kilometers away to Rajkot, Gujarat. The Valpoi institution officially informed the Rajkot Institution about Thoklo. Consequently they too frequently issued him memos, and to get replies to each of them he used to visit Goa from his contacts because there was no one to help him with drafting replies to memos. He was completely isolated there as the language as well as the surrounding was unfamiliar. His salary was between 3000 to 4000 rupees. All his salary was getting exhausted on his travels alone leaving nothing for home expenses. Deputy commissioner's office was merciless and cruel towards Thoklo and his family. The present situation after transfer to Goa is worse than this as the present in-charge of the institution has caused immense insults and torture and issued several memos without any cause. When we were completing 60 years of our independence Thoklo was not even treated as a dignified citizen of India by the Principal of the institution and served dire warning in writing threatening to action against him under CC conduct rule. Deadline for reply was 14th August 2007. In response to this warning memo of 14th August 2007 he has given detail reply and requested the principal to treat him like his younger brother and get the work done from him. This too had no effect and memos have continued to rain down from principal's office to Thoklo. The present Principal forcefully allotted residential quarters to him even though his house is near 8 kilometers from the place of work with very good transport facility. Monthly deduction for this purpose is Rs.1000/- from his salary without taking possession of the quarters. This is a great injustice to us. With this harassment my husband is mentally devastated, my whole family including my blind very old mother mother-in-law, my very small child of one year who is not healthy, and my mental health has devastated. I cannot bear these circumstances hence forth. This situation has arisen only because of negligence of deputy commissioner's office in Pune. Well, just to throw another hat in the ring and clarify a few things regarding the internet speeds in Goa. I did a test on my BSNL broadband and it showed speeds of 1.6 mbps (approx 1600 kbps) which is pretty good. BSNL is by far the best provider of Broadband with speeds upto 2mbps for home users, as they claim. How ever those on the unlimited plan, have their maximum speed capped to 256 kbps. They are also offering 8 mbps lines for business purposes, which should deliver upto 5-6 atleast. Whoever saw speed's of 100 mbps, well thats just the notional speed between the modem and the computer. What matter's of course is the speed between the modem and the telephone exchange and what it actually delivers. One must add that broadband has changed the life of net users in Goa and that too at a pretty reasonable cost. As per the Agricultural Tenancy Act, no tenanted agricultural field can be converted for non-agricultural purpose such as housing. The press note issued here by ABA spokesperson, Ms Maria Aurora Couto, said that the ABA has decided that each village would deal with the issues locally and information would be shared between such groups. The ABA also wants the Goa Bachao Abhiyan to support and guide the groups in dealing with this 'development' epidemic. Also a petition to the Chief Town Planner requesting him not to issue any licence under Section 17-A of the TCP Act is presently being signed by large number of residents in the village of Aldona. The press note states that The ABA is engaged in alert vigilance and an action oriented mission to protect the environment and the quality of life in Goa. Rules and regulations for conversion and sale of land relating to agriculture, orchards, forests as well as CRZ, town planning and regional planning have been violated and are being violated. The objective of the ABA is to ensure that demand for real estate and blatant violations of all norms, rules and regulations to satisfy the greed of land grabbers and speculators should not destroy environmental and ecological dimensions and it is the quality of life and society that prevails. It adds that two applications under the Right to Information Act have already been made to the Aldona panchayat by the secretary of the ABA, Ms Charmaine De Souza while the application at the TCP has been made by Mr Milton Fernandes. In a follow up to Ruby's post/alert, here is an article in the Independent of London (below). While we worry about Goan identity crisis and our political goooad-boooad-gootala, there is the looming crisis of global shift in climate and its effects on food (there are other causes to this problem apparently). It may not be so evident in Goa but I imagine the comming summer may well be a turning point. Mangoes for example flower in late November/December; this season, they flowered in late January early Feb. Folks in the costal villages are complaining its exceptionally warm weather or perhaps they forgot to take off that Christmas sweaters off. And I know my learned neighbours Bombil has stopped using plastic bags and Trikmaal Sujaa now recycles, but its all a little too late (just my view). Ofcourse, most folks in the coastal areas are in denial (if you have not seen it, you cannot imagine it, therefore its all talk, no?) and once again brings memories of Wilfad Antao (in those days, most boring topic of change in how the sea behaves) and should the seas enter the coastal areas, the rice fields will be a vast wasteland ! As well, the river Sal is another frightening prospect. And if you are not convinced, go to any sat*lite maps and look at the costal areas! The dunes (not visible) are all but gone either removed by some licencee of the Department of Mines and/or by a hotel developer, so the villages from Arossim/Hollant to Cavelossim/Velim are pretty 'open' to the sea. From his small family-run store in south Delhi he sells a remarkable 63 varieties, not to mention a multitude of pulses, grains and packaged goods squeezed tightly on to his shelves. Over the past six months the price of India's most common staple, basmati rice, has increased by up to 70 per cent and ordinary rice by about 10 per cent. With a billion of the three billion or so people who rely on rice every day living within its borders, India was one of the first countries to take measures to protect its domestic supplies by halting exports of all but basmati, which sells at a premium. India has been a major exporter of rice and its decision has forced other governments in the region to seek alternative supplies as the rice crisis continues. Indeed, the Philippines-based International Rice Research Institute has said the cost of rice, already at around $1,000 a tonne, will continue to rise as demand outstrips supply. We have been consuming more than we have been producing and research to increase rice productivity is needed to address this imbalance, it stated. Of all the countries in Asia where rice is a staple, it is the Philippines that is struggling most to deal with the crisis. As a big importer of rice, the country's government has been desperately trying to secure supplies in a bid to safeguard its stocks. Last week President Gloria Macapagal-Arroyo was forced to do a deal with Vietnam to buy 1.5 milion tonnes of rice at $708 (£360) a tonne, almost 50 per cent higher than the price in January. She is not the only one resorting to desperate measures in a region where for most people a meal consists of a bowl of rice and where the grain has considerable cultural significance. Cambodia, where food prices have jumped by around 40 per cent in the last year, has also imposed a ban on rice exports while Sri Lanka has been trying to negotiate a deal with the Burmese military authorities to solve a shortfall. In Bangladesh, a paramilitary group has been given oversight of the rice markets to prevent price rises. [Goanet] Use of an Income Tax PAN Card - especially for NRIs! Thanks Ralph, Exactly 3 years ago, we were denied entry into elephanta Caves (opp. Inda Gate, Bombay) on the similar grounds. We were 5 and none of us allowed. We wanted to speak to someone who is higher than the cheap booking clerk but there was none. We asked him his ID or details so that we report him to the conerned authority, he refused. All of us were Goans (except me NRG). Just because I had Video Camera, he suspected us bieng foreign nationals. None of us had chains and bracelets, all were typical Goans, wheat complexioned and mustached and yet we were given foreign status. One of my angry friends told him 'you come out I show you..' Yet, another said ' did you see these monkeys?' He said 'yes, what about it?', 'You are one of them' WE came back disappointed despite spending 2hrs on ferry and then climbing the stairs cases upto the caves entrance. However, we enjoyed the boat trips and the long walk and not forgetting the monkeys (Hetim) who come close to you and even snatch away any bags you may carry with you. I now have PAN card earlier I had Indian driving license too but did not carry it in my wallet.
