New Delhi, July 17: The high-powered Committee of Secretaries (CoS)
chaired by cabinet secretary KM Chandrasekhar that met recently has
preferred an increase in export duty on pig iron, sponge iron and
semi-finished steel products to 20 per cent besides considering a
minimum export price (MEP) for these items instead of banning their
overseas sale. It has also favoured a hike in export duty on iron ore
to 20 per cent from 15 per cent now.

After deliberating extensively on steel ministry's proposal that
recommended a ban on exports of pig iron, sponge iron and semis, the
CoS felt a ban would not be sustainable, and it would give unintended
wrong signals to the trade. A ban may also render many jobless as such
units may be forced to close down.

The CoS has asked the revenue department to coordinate with the
departments of commerce, industry, mines and steel and work out a
package for steel products. No proposal for banning export of flat
products was considered by the CoS, highly-placed sources told The
Indian Express.

In the meeting, the Steel Ministry said that pig iron, sponge iron and
semis were essential inputs for making steel. While total exports of
steel during April-June this year dipped 31 per cent to 0.9 million
tonne, it pointed out that exports of semis had surged and that of
sponge iron, which was hardly sold overseas earlier, had also begun.
Noting that exports of these products will be viable even at higher
rates of duty, it recommended a ban on export of these products to
increase their domestic availability.

On the contentious issue of iron ore exports, the steel ministry said
that except for state-owned National Mineral Development Corporation,
other producers increased the price of lumps by Rs 500 to Rs 1,000 a
tonne after the duty on exports were imposed. In view of high demand
from steel producers and sponge iron producers for good quality ore
(lumps), there was a need to further disincentivise exports by banning
them and enhancing availability by 7.4 million tonnes, albeit it would
entail a revenue loss of about Rs 830 crore, it said.

The Ministry, however, proposed another option of hiking the export
duty to 20 per cent from 15 per cent that will help the government
rake in additional revenues of Rs 2,583 crore, the ministry said,
adding the mines ministry should be taken on board while deciding on
the issue.

The steel ministry is also not at loggerheads with the industry on the
issue of prices as is being made out in the media. This is because
domestic steel utilities have so far addressed the government's
concern on inflation by exercising a self-declared moratorium on
prices and hold on to the new price line for three months ending this
month. But the ministry has asked the industry to continue to share
the government's concern.

The industry representatives informally said yesterday at a steel
conclave that domestic prices are unlikely to rise with global steel
prices gradually stabilising. However, any move to hike prices of flat
and long products could attract fiscal measures, government sources
said.

Mumbai, July 8 Officers of the Crime Branch arrested Hitesh Bhagat,
the son of 'matka king' Suresh Bhagat and Jaya Bhagat, on Tuesday from
Goa where he had gone into hiding after the police started looking for
him for his possible involvement in the conspiracy behind the murder
of his father on June 13. Maria said Hitesh had fled to Goa on July 4
and had been staying at Hotel Sun N Sand in Panaji. We had received
information that Hitesh was there. Our team went to Goa and arrested
him and brought him back to Mumbai. We also recovered Rs 11 lakh from
him, said Maria. On June 13, Bhagat and six others were murdered in
an orchestrated accident on the Alibaug-Pen road near Shahabaz
village. A truck had collided head-on with the Scorpio they were
travelling in. Police investigations revealed that a 'supari' of Rs 45
lakh had been paid for the murder

The state police were unaware of this operation and this capture has
again exposed the state's vulnerability and the inability of the state
police to keep a track on any wanted persons or notorious elements in
the state, especially in view of the fact that the state has been on
the terrorist radar for some time. Addressing the media at the police
headquarters, the DGP denied any knowledge of the presence of the
Mumbai police in the city and the subsequent arrest of the alleged
killer and defended himself and his force by saying that normally the
police from other states enter after informing them and seek
permission before arresting any accused.

According to reports Suresh Bhagat's son Hitesh was allegedly behind
his father's murder and was hiding out for the past four days in the
hotel.

When DGP's attention was drawn to the fact that hoteliers do not
maintain the details about person checking into their premises, he
complained that people do not realise the gravity of problem.

This follows the cracking of a murder of a minor girl who had been
allegedly killed, chopped in pieces and buried in the state but the
murder was cracked by the Kerala police who brought the accused to the
state, exhumed the body and returned back. This has left the police
open to allegations of non-cooperation from the local police with
officials feigning ignorance about the said matter when questioned.

Shoukat Hussein was an Indian Muslim who joined a rather prestigious trading 
house in Dubai, at about the same time I did. He, as Marketing Executive and me 
as HR Officer. The fraternity of Marketing and Human Resources was perhaps an 
incongruous one, but the company was undergoing rapid expansion and we were 
thrown together in a pokey office where we developed a bond that outlived our 
tenure with the Company. In the diaspora, one forms friendships across religion 
and ethnicity.

He was a most affable person, with an infectious laugh that would sometimes be 
heard down the corridor all the way to the photocopying room. His ability to 
pun in the Queen’s English could possibly have given Bernard Shaw a run for his 
money. He was creative, eloquent, gracious and always polite to a fault. He was 
also ordinary. Together, we obsessed an laughed over the most mundane of 
things, his children, the rent of my studio flat, the CEO’s green coat and how 
to survive the ennui of corporate servitude.

Whatever we may want to think of India’s Muslim, that they are ghetto-dwellers, 
pro-Pakistani sympathizers, militant extremist, religious fundamentalist, 
wife-beaters, indiscriminate breeding machines, there is a Shoukat Hussein that 
dwells amongst them. And I have to believe that there is a Shoukat Hussein who 
dwells within the most disenfranchised and alienated of them. Our obligation as 
Indian citizens is to help him emerge. India’s history will not be told in 
statistics and stereotypes. It will be the collective stories of individual 
beings who surmounted the odds of inequality.

To the world we are doctors, call-center staff, IT technicians, construction 
workers, waiters, desi, paki, al ‘hindi, dot-heads. Over the course of the 
years I’ve heard all of these labels. Whatever stereotypes or pejoratives the 
world wishes to foist onto us, aleast we are all Indian to them. Isn’t it time, 
we were all Indian unto ourselves?

 A friend of mine wanted some urgent cash, so I gave him a cheque for 
 Rs.20,000 and told him to encash it at Centurion Bank (of Punjab) near 
 Ashok/Samrat theatres.  So he rushed on his bike to Panjim only to find there 
 is no Centurion Bank.
 He phoned me to say he can't find the bank.  The same evening I went there 
 and I was confused too.  All I could see HDFC bank in place of  Centurion 
 bank.

RESPONSE: Aree, if you had read Fredericks piece here before you would
not have been so confused.

Congratulations, even though belated, on the US military victory in Vietnam!

When inflation is high, the US raises interest rates and the dollar becomes 
stronger. 
Higher inflation = a stronger dollar. 
This would have worked but for one problem. US financial institutions are 
collapsing as people cannot pay their mortgage because of the interest rates. 
Tightening the money supply by raising US interest rates (further) will 
effectively complete the operation that Jesse Jackson wanted to do on Obama. 
Only this time it is George Bush in charge and he is going to make all those 
holding US dollars sing high notes.

 A couple of days ago I decided to visit Uncle. Uncle's actual name is
 Tiberiano Ceasar Austinho Nero Souza Nazareth, scion of one of the oldest
 and most noble families in Moira. Although his name has a Portuguese twang
 to it, Uncle is an out - and - out Anglophile [that means lover of the
 British, dears]. That's because he had worked in the British army where he
 learnt to love their ways.

 He preferred to be called Major Nazareth, but Uncle became his sobriquet and
 I was involved in bestowing it upon him. Along with some other kids, [this
 is a story of some 4 decades ago]

QUESTION: I wonder if the Nazareth who was a barrister and one time
Politician from Nairobi, Kenya was a member of this same family?
Nazareth's father is mentioned in Ms Albuquerque's book on Kenya
Goans, he is reported to have walked all the way from Mombasa to
Nairobi and was a big strong man. He started several businesses and
was one of the first Goans to have made it big and lost it all!

His Grandson is a Maths genius, living in Seattle USA. See...

The Way Things Are Going...

When the Congress Party came to power nearly three years ago, middle class
hearts were gladdened. Having supported the Neanderthal Democratic Alliance
led by the BJP, many were dismayed by the 1998 nuclear tests, following
which India became a pariah of the international community. In 2004, the
Congress-led UPA won a mandate. Tragically, the Congress think tank, which
consisted largely of people who played the role of the palace guard for 10
Janpath, interpreted the result as a vote against the BJP's India Shining
campaign.

The Congress continues to believe that Indira Gandhi was their talisman with
her garibi hatao and her 20-point program. They see in Sonia Gandhi glimpses
of Indira, when really she represents a continuation of her husband Rajiv
Gandhi's vision of ushering India into the 21st century. Many of us who
worked closely with him remember when he met Jack Welch, the head of GE, who
started the first BPO operation. The rest is history. Today, we are not just
the world's back office; we are solving complex business problems on the
basis of our information technology expertise.

Yet the Congress rank-and-file believes that the socialist nostrum is the
way forward. They now talk about inclusive growth. There can be no denying
that the fruits of India's screaming economic success, led by the BPO
industry, should also include the poor and that the government must play an
active role in ensuring that they are equally distributed. But that's not
why the BJP-led NDA coalition was defeated. The middle class that voted it
into power in 1998 deserted them, frightened by the communal agenda and more
so by their incompetence in governance.

The BJP sees things in black-and-white: they propagate that the Congress is
an anti-Hindu party and seek votes by raising the basest communal passions
that were tweaked by the Partition. The Congress also takes a similar
zero-sum view and pits the rich against the poor, stoking the fires of class
conflict. It is unable to shake the Soviet mindset of state control over all
aspects of human endeavor.

Both parties tend to ignore the middle class. In the old days, the middle
class was small and easily forgotten; today it is a substantial, creative
force that chose to oust the communal die hards of the BJP. And this is the
very group against which the Congress seems to have taken up cudgels, with
its divisive agenda of class and caste differences. It has increased taxes,
squeezed credit and supported irrational quotas based on caste. 

Neither party has taken into account the aspirations of this fastest growing
segment of the population. There is something abroad in the world; it's
called the India story. No political party seems to understand it. After
Manmohan Singh, as finance minister, scrapped Soviet-style controls on
private enterprise in 1991, the economy boomed. Unfortunately, the sacking
of the Babri Mosque derailed the reforms the very next year. The economy
began to drift and that saw the comprehensive defeat of the Congress in 1996
and the emergence of carpetbagger politicians, who slept in different
political tents every night. 

In 1996-1997, there were two weak Congress-backed governments under whose
dispensation the bureaucracy was able to stall any further reforms. In 1997,
when it was clear that the Gujral-Deve Gowda regime had run it course, the
bureaucracy unleashed a series of demand management measures including a
rise in interest rates that reined in the growing economy. The recession
that followed lasted until 2003. In the interim, BJP-led coalitions came to
power but proved unequal to task of reigning in the demand managers. It
resorted to ad hoc measures such as the poorly designed national highway
program. In the event, the BJP-led NDA crashed to defeat in the 2004
election.

For two years, the UPA government focused on setting things right. But the
internal contradictions in the Congress and the nihilism of the Left saw its
goodwill erode. The Congress is losing elections everywhere but its
sycophantic leaders believe that Rahul Gandhi will deliver them from the
morass of ignorance and intrigue that is sapping the party. Such complacency
will cost them dearly.

[Goanet] MOU for Dabolim (Letter to the Editor)

Bottom Line is that 2 airports will not be commercially viable in Small Goa;
even with an MOU. Just see examples of Bangalore  Hyderabad; on what is
happening with the Old Airports .Our CM is easily making promises of
retaining Dabolim today with absurd statements i.e. let airlines decide
where to land their aircraft. The fact is that He and his colleagues will
reap huge monetary benefits from the proposed Mopa Airport
Project/Related and will not be there in the future, to face the public; who
will demand then as to why the promise of retaining Dabolim Forever was not
kept. The Government of the future will wash it hands off saying that it
MOPA was not its making. The time to act is now; Stop MOPA forever..

[Goanet] Dabolim Airport will not be grounded, assures Kamat [Herald]

1.Chief Minister, Digambar Kamat has allayed apprehensions raised over the
Dabolim airport following the nod given by the high-level committee for a
new airport at Mopa and asserted that  the Union government  would soon
tender bids for construction of a new terminal building at Dabolim on par
with international standards. That's not all. Kamat said the Navy has
already okayed 2.5 acres of land for expansion of Dabolim airport, adding
that modalities are being worked out for the transfer of the land from the
Navy to the Airport Authority of India.

This has been hanging fire for a long time. It will have to be seen to be
believed.

2.The stand of my government is very clear, that the Dabolim airport
should be retained as an international airport even after Mopa becomes a
reality, Kamat told Herald on Thursday.

Kamat himself has said on national TV that Mopa would be international and
Dabolim domestic. Herald said the same thing after the Interim Report of the
Task Force on RP 2021.


3.He said under no circumstances will the government allow the closure of
the Dabolim airport after the new airport at Mopa becomes a reality.
In this connection, he pointed out that the high-level committee has
inserted a host of conditions in its report recommending Mopa airport,
including the condition that the Union cabinet will have to reverse its
earlier decision on the closure of the Dabolim airport. 

The Centre was only politely asked by the high powered committee to review
its Cabinet decision of March 2000.

4.Secondly, Kamat said the committee has made it amply clear that the
expansion work on the Dabolim airport should be taken up and completed
before the new airport comes into existence. In this context, he said Union
Civil Aviation Minister Praful Patel has issued instructions to the
concerned department to float a tender for the construction of a new
terminal building at Dabolim.

No report to this effect in the media so far.


5.On the question of signing a memorandum of understanding (MoU) as
demanded by Public Works Department  Minister, Churchill Alemao and many
other legislators, the Dabolim Airport will not be grounded, assures Kamat
chief minister said Before the government goes for a mode to build the
airport, whether on BOOT or otherwise, the government will sign a MoU with
the party that Dabolim will continue forever.

If the airport access continues to be a problem (as in Bangalore and
Hyderabad) then the developers will nsist on a provision to close Dabolim
when Mopa is ready. Otherwise non one will use Mopa and it will be a white
elephant (as especially Bangalore would have been without it). If closure is
not assured and access is a problem then Mopa cannot be an international
airport but more likely a regional one albeit with future aspirations to be
international.  If access is also taken care of then Dabolim would be at
risk of closure as airlines would switch over to Mopa.

6.Saying the government is committed to retain the Dabolim airport, Kamat
said the Dabolim airport will be expanded at a cost of Rs 400 crore. Asked
to comment on apprehensions that the Dabolim airport would be used only as a
domestic airport after Mopa becomes a reality, thus affecting tourism in
South Goa, Kamat said There is no question of Dabolim being made a domestic
airport. It will continue to operate as an international airport. When there
are two airports, let the airlines exercise the option where to land their
aircraft.

See point #2  above regarding domestic and  point # 5 about airlines'
options. Now Kamat is veering around to a split hub operation.  This may
not be tenable in this age of acute financial stringency of airlines. They
would not be able to duplicate their internationl/domestic oeprations at two
places a short distance away. Something would have to give. Kamat has to
accept that Goa government would have to play a tricky regulatory role right
from the word Go  if Mopa and Dabolim are to co-exist for the long haul.
It had better gear up for it right away.

P.S. For starters it should depute a high level person (or two) to the
Aviation Management program at IIM Ahmedabad Sept 21-27, 2008  (Rs 70K) to
begin to imbibe the competences required.

of a Central university institution in India compared
to what the university of Goa is at present, (and
about which I am also unclear re its current status),
it would be helpful to be informed about the pros and
cons in any transition that may take place, why the
change is proposed and by whom/which official body?

 Of interest too would be any official facts, about
the recognition/standing that the University of Goa
enjoys, nationally and internationally re its student
product, research profile and any other features.
Google is likely to have some such data but personal
observations and reflections from those in Goa and
close to the institution would particularly interest
me.

Dear all,

As a concerned citizen of Goa and after having acknowledged the seriousness
of this move by perhaps some vested interests to have our Goa University
upgraded to the status of 'Central University', especially when this move
comes without entertaining the say in the matter from concerned Goan public
preferably through promoting public discussions to arrive at the advantages
as well as the disadvantage of this move, I have taken the liberty to book
the Menezes Braganza (Main) Hall for JULY 28, 2008 (MONDAY) from 5.00 p.m.
to 7.00 p.m. in the name of the  'CITIZEN'S INITIATIVE'  to debate this
issue thoroughly and completely and then to pass a RESOLUTION in 'favour' or
'against' this move. [Democratic enough???  especially when the Goan
public is accused of objecting to each and every move towards development??]

The booking of the hall will be confirmed only on Monday, 21st. July, 2008
since the procedure requires a letter to be issued to the Member Secretary
for the use of the hall.

The Charges will be ( as confirmed) Rs. 1500/- without the public address
system. The public address system has also been provisionally booked for the
day subject to confirmation of the availability of the hall. Charges for the
same are Rs. 1500/- for half day. ( Could be less if the proprietor feels
that this is in the interest of Goa and Goans as told to me)

Since this is going to be the 'CITIZEN'S (of Goa) INITIATIVE,  the charges
(including a  desirable cup of tea) will be sought to be offset through
public contributions ( dropping of a spare change/coins in the box) to give
the impetus to the slogan that I prefer to go by  SMALL/LITTLE MONEY FROM A
LOT OF PEOPLE MAKES BETTER SENSE THAN A LOT OF MONEY FROM ONE PERSON

This method of financing public endeavours  cannot fail since a person is
motivated - committed and becomes  involved once he/she has contributed
something towards the cause,  with much positive results than otherwise.

Academics and concerned citizens are requested to prepare themselves on the
above topic to express themselves briefly and effectively so that every
single person gets a chance to say how he/she is posted on the subject
matter and to decide what course the RESOLUTION will take. [If pro or
against]

An Endangered Species
The topic of Goan emigration has held immense fascination for me. Not
long ago, in distant Toronto, I encountered a sizable conglomeration
of Goan settlers and was told the majority hailed from Kenya--that is
from what had become a home away from home for the expatriates for the
duration of a century!

And so to this launching-pad I was drawn. To my good fortune, Placido
P de Souza, former High Commissioner of India in Kenya, arranged for
me to be a guest of Dr Fitzeval de Souza, who is a foremost advocate
and business magnate of Nairobi. For my purpose, I could not have been
better based. My gracious host was a storehouse of information not
merely of Kenyan Goans but on a wide range of subjects pertaining to
East Africa and elsewhere. Friendly and very popular, Fitz introduced
me to men and women who mattered. Doubly locked gates of several
homes--Goan and African--were therefore thrown open.

Dr de Souza himself had actively participated in the struggle for
Goa's freedom, later for African liberation as well; for ten years he
had been an MLA, even Deputy Speaker of the House. By a stroke of luck
my fellow guests at 48 Muthaigu Road--his lovely rambling retreat in a
once top 'white' reserve--was none other than Ema Gama Pinto, widow of
Pio Gama Pinto, Kenya's famous Goan fighter for Africa's independence.
Imprisoned by the British government for several years, by an irony of
fate in the post-liberation phase, he was deliberately assassinated
for his outspokenness.

There were other widows of eminent Goans. The European Sheila Murumbi
was one. Her late husband Joe Zuzarte, another Goan fighter for
African freedom, had later adopted his Masai mother's name Murumbi. He
is remembered not only as Vice President of Kenya but also for
arousing awareness for Africa's ancient cultural heritage. Yet another
widow of a Goan freedom fighter was the gentle Monica Nazareth, whose
late husband J M Nazareth, a legal luminary, was a vociferous
supporter of the struggle.

I met Cyrila Rodrigues, the epitome of elegance. Her late husband
Jawaharlal Rodrigues, elder brother of our former Army Chief Gen
Sunith Rodrigues, used to be a leading journalist of great repute.

Goans had trickled into East Africa in the time of the Portuguese; but
at the turn of the last century there was a great influx. As sailors,
cooks, tailors, railway employees and clerks, Goans came during the
construction of the Uganda Railway and stayed on as civil servants
under the British administration. The glamour of white collar status
deterred many from more mundane and lucrative careers as petty grocers
and retailers and led to the establishment of Goan Institutes--more
exclusive then British clubs.

Caste reared its ugly head; other guilds and societies mushroomed in a
climate of to each his own. All facilitated fellowship, recreation
and sport. To provide for themselves religious solace, Goans literally
built their own churches wherever they were. They also set up their
own schools.

After four years in the bush the young Goan civil servant would
return home, marry a wife in Goa and bring her with him to stoically
maintain his peculiar affinity to the Portuguese and his loyalty to
the British. He could thus ensure he would eat food he was accustomed
to at home and pay homage to the saint of his village whose feast day
he could join in celebrating in the dark continent with the
traditional ladainha, boiled grams and sorpotel.

So it was a life of contentment and good cheer. The Goan particularly
in the government treasury, was highly respectable and respected, both
by his British masters and the African underdog. To the later, he was
no exploiter as his fellow Asian tradesmen, who he kept at a distance.
He did his job, a lord in his own fief and when he went home his
neighbours envied his affluence and his capacity to recruit young men
of the village to service abroad.

But decades passed since Dr Rosendo Ribeiro flambouyantly rode his
zebra steed to the Goan Gymkhana in Nairobi. In the fifties, Goan
complacency suffered a rude shock. Came the cry of Kenya's freedom
from white bondage and except for the handful already mentioned, the
Goan stayed aloof. With independence the exodus began. Sceptical of
the future status, Goans left for the security of the Commonwealth.
Few, who opted for Kenyan citizenship, had to prove themselves. No
longer could they be the mainstay of the new administration. In an
amazingly short span, the African had come into his own--a man of no
less intelligence than his peers; of physique and endurance far
superior.

Meeting the challenge with enduring Goan resilience, the achievements
of Goan Kenyans has done them proud. Latent business acumen surfaced
much to their advantage as became evident in their lifestyle and their
ability to send their children for higher study in the West.

In the better sectors of the city they owned spacious bungalows. Men

Reminds me of those cavemen drawings where a man fancies a woman and
instead of wooing her, just clubs her one on the head and drags her
into a cave to do the dirty.

Well Uday, most of the readers of Goanet reside outside of Goa and of
them most do not keep in daily touch with what is happening in Goa.

While I thank you for giving the odd information like:
This will result in transferring assets of 4000 crore rupees to the Centre.
This is being done to increase GU employees retirement ages by 5 years.
There will be the expected bhaille staffing the faculty and
administrative services at the cost of Goans.

As a Goan outsider, here is what I think without having any more
information at hand...

If the standard of GU is anything like the Goa Medical College
Hospital at Bambolim, then things could only get better.

GU students will now get recognition for their studies when they apply
for further education abroad. So also plum jobs in India or abroad.
Ask any student from GU and on the other hand from say JNU (Jawaharlal
Nehru University)  a Central University in Delhi. The faculty of GU
will now be infused with the best blood from all over the country.

A good Goan University faculty member can get natural employment in GU
or in any other Indian University. Does being a State University mean
that below-standard Goan faculty should get refuge here?

I wouldn't be worried about the 4K crore asset transfer to the Central
Govt. The whole of Goa belongs to Delhi. Ask any Goa minister.

What's wrong with GU employees getting a break on their retirement ages?

People from outside the state are flooding into Goa. With GU becoming
a central University at least more of the bhailles will be
university grade rather than pissing on the Panjim streets grade.

I could think of some more reasons but I shall leave you, Uday, to
counter these natural thoughts that come into my mind.

The Indian Diaspora in Africa

I was born in East Africa and my family has a long history of
migration-you can read more about this in my article African
connection in The Global Indian (pdf). In fact, Indians have a history
of migration that dates back three thousand years, initially as
traders and later as sojourners. Reference to Indians in Africa goes
back to the first century AD, arriving as traders rather than migrants
or permanent settlers. The Indian diaspora was a 19th and 20th century
development related to the impact of the British indentured labour
scheme, which sought to replace slave labour with cheap and reliable
labour for plantations, or the building of railways, for example in
Uganda. Large scale migrations of Indians to Africa began with the
construction of the great railway from Mombasa to Lake Victoria in
Uganda in the late nineteenth century. Indians (especially Goans) were
recruited to run the railways after they were built (and Goans came to
dominate the colonial civil services). 15, 000 of the 16, 000
cooliesthat worked on the railroads were Indians, who were renowned
for their work ethic and competitiveness (Sowell, 1996). One quarter
of them returned either dead or disabled.

You can read about my Mother's experiences in Tanzania in a new edited
book by Susan Rodrigues called  A Collection of Goan Voices: Stories
by People of Goan descent which has just been published. As it is a
no royalty option anyone can download the book for 'free' or order a
copy from the website where you will be charged for the book and
postage. Mum talks about her experience of the mutiny of soldiers of
the Tanganyika Rifles in January 1964. According to Wikipedia: the
Mutiny began in Colito barracks in Dar es Salaam, then spread to
Kalewa barracks in Tabora with Nachingwea, a new barracks, following
suit. The mutiny was over pay, promotions, the removal of British
officers and Africanisation. Julius Nyerere conceded that the
soldiers had genuine grievances and the demands presented a perfectly
reasonable case. However, he could not tolerate a mutiny. The mutiny
raised questions about the place of the military in the newly
independent Tanganyika — a military under a foreign command and not
integrated into the country's system.

study in Kenya, on the works of the most prolific contemporary
Anglophone writer from East Africa, MG Vassanji, called The worlds

[Goanet] Congress and false promises on Mopa Airport

Dear Deshprabhu,
Just do not go about waging your tail just because u have been made the 
spokesman of the corrupt congress party. First of all, you could not retain 
your seat, just like out Sardinha, who too have been harping and posing with 
the Prime Minister of India in submitting the report on airport. We as 
christians have always rooted for congress. but ull seem to be taking every 
goan, for that matter, hindu or christian for granted. its not that we are 
saying that the BJP is any better. Just that a awakening feeling is gaining 
ground that we should stand up for our niz rights. We have always prided 
ourselves being Indians, with our own love for our image as Goans within 
India.This feeling should just grow and gain prominent ground, that next 
elections, we can fight off this current MLAs with new faces who will really 
care for Goa.
First of all we do not require anymore airport for Goa. Just get our Dabolim 
airport upgraded with new terminal buildings, may be one more runway and force 
the navy out of Goa to Karwars Seabird project. We do not require a mammoth 
airport cause Goa can never have so much of air traffic no matter whatever 
proportions tourism might reach to. Yes Aviation services in Goa are pretty 
bad, but make the Dabolim airport operational round the clock and the whole 
episode will be solved once and for all.Right now, the govt cant even get our 
own land back from the navy for the extension of the present. Forget abt any 
improvement to the Goa Airport.  But why would politicians listen, cause its 
their bread and butter to enjoy the crumbs that fall from the contracting 
parties on such mega projects. 10% on 2,400+ crores is lots of money.
No two airports can function in such close proximity anywhere in the world. If 
a business city like Bangalore cant operate two airports, how Goa can? Airlines 
are not fools in operating seperate flights from two airports in one city. (Goa 
is more or less one). Most airlines expenditure is in take off, landing and 
parking charges. You cant expect them to run parallel networks in a place like 
Goa. 
Deshprabhu is talking abt 7,000 jobs but for whom. All Bhailles. Jobs in Goan 
Industrial Estates are advertised in other parts of India than Goa. We too, 
Goans, have wandered far and wide, in such of employment, but we dont go about 
puttting up shanty towns in other cities. Tell me of one instance where the 
govt has even touched the shanties that have been growing with ur govts 
blessings. Youll forget the NIZ GOYKAR issues but rant the AAM  AADMI issues 
which are purely for your bhaille vote bank. Atlease use konkani words, if you 
cant do anything better.
It will atleast be better if you can stem the rot thats set in our system. Stop 
vote bank politics, appeasing minorities(in goa, its never meant for 
Christians) with swords, corruption. We ask good system of education, good 
roads network, instead of seeing and read about somebody getting killed on our 
killerways and protection from the thugs and robberies that are in spate. We 
take care of our own employment, that why so many are all over. Dont wast money 
on Greenfield airport which Churchill might mistake as a practise ground for 
his team or till he wakes from his Kumbkaran sleep. And for that matter we dont 
need two bridges in Navelim, One is just enough to connect to Varca.
Hope better sense prevails. Long live amchem Goem.

Congress Party says Dabolim Airport should co-exist.  This is just to fool
people.  There is nothing in writing from the Central government that
Dabolim airport will exist after commencement of new airport.  The cabinet
had decided that after the new airport, Dabolim airport will be closed.
Then we can have more navy and more migrants in Dabolim in addition to new
migrants at the new airport.  In order to move with the new airport, our
govt. should make sure (in writing) that the Dabolim airport will not be
closed.  Be more transparent Mr. Jitendra Deshprabhu.

The infrastructures in Goa are so bad - be it road, hospital, electricity,
water supply.  AAM ADMI Govt. should concentrate more on this development.

Mr. Jitendra Deshprabhu, can you inform the public as to how many Congress
MLA's has purchased plots around Mopa?  Mr. Parrikar, has to do the same
for BJP MLA,s.  Jobs creation will be better for MLA's to make more money
during recruitment process.

Our PWD Minister, Mr. Churchill Alemao, is sleeping.  He should start a new
political party.

as QC. apparently, he was the first Goan to be appointed Q.C.

Dears,

Floriano Lobo has a new initiative. A meeting on the proposed
CONVERSION of Goa University to a Central University. The issue is
basically the same  land grab.

Forget a piece of land . they are taking the whole Goa University!

The Central Govt. can easily set up a Central University in the land
acquired for the SEZs at Keri or Verna. Let Goa University be there to
give us our local degrees and do local research. What good is it to
the local people if the local bus stand is converted into an
international airport?  Can one travel from Mopa to Dabolim by plane
or helicopter on a daily basis?

The Central University will be like a SEZ compared to Goa University
which is like a GIDC Industrial Estate. Forget about Goan, Non-Goan,
Anti-Goan, Pro-Goan .. Just find out how many of the Professors
were educated in Goa during their school or college days. How many
Readers were in Goan schools? How many Lecturers? How many Post
Graduate students? Go on ..there is the RTI. The Goa University is
Government funded and has a Public Information Officer.

It will not get better with the Central University or an International
Educational Hub with Convention Centre, 7-star hotel and all !!! This
is just a re-packaging of the old thing ...new wine in old bottles
 the SPURIOUS vintage material for which you and I will pay
through our nose!

Ravindrabab Kelekar has suggested the idea of a bigger konkani identity 
recently. If you have 10 to 15
seats in the Lok Sabha, you have much better bargaining power. With
two seats like the way we have today, no one cares.

Whether it be a university or not, if Goans have to have a bigger say,
they should consider joining up with the surrounding areas to form 
what is called a Vishal Gomantak or some such thing. That seems to be
a practical alternative, provided of course the adjoining areas want to
join in. Of course, it is not going to be easy. But no one got anything
easily, except of course those who prefer to be slaves!

RESPONSE: Larry Nazareth's father is the Q.C. The grandfather Nazareth
mentioned in Theresa Albuquerque's book is the one who emirated during
the early years perhaps before the Railways came into being.  Larry
studied at St. Teresa's Nairobi was about three classes ahead of me.

[Goanet] Bridge over trouble community relations

The day the bridge collapsed in Minnesota I went for a party. 
By 6pm that evening, I knew I would never cross over a bridge again without 
fearing for my life. Bridges simply don’t collapse. Atleast not ones just 
twenty minutes from your home and certainly not in the state of middle-class, 
Midwest Minnesota, where people work hard and pay high taxes to protect 
themselves from the vagaries of life.

The thought of canceling the party, which had been planned for awhile, never 
entered our Indian minds. Infact the accident itself never seemed to seep 
through anyone’s consciousness for there was beer to guzzle, samosas to tuck 
into, blaring Bollywood music to sway to, in-laws to complain about, biryani 
recipes to exchange, cricket scores and the latest Indian political guffaws to 
discuss. 

Elsewhere in Minnesota, just twenty minutes from where we were, helicopters 
were hovering over a collapsed bridge that plunged cars into the icy-waters of 
the Mississippi. People were rushing to help with victims, donate blood at 
hospitals, transport people to safety, join search parties to help find the 
missing and offer solace to those that had lost a member of their family. 

Such is the utter indifference of the Indian community to assimilation. Albeit 
my experiences were more with the Indian guest workers in the US, but some of 
them had been in the US for upto ten years. Yet, they led lives parallel and in 
complete apathy to their host country. Shopping in their own grocery stores, 
watching Bollywood and Tamil movies over the weekend, buying enough clothes in 
India to last their stay in America and constantly disparaging the American 
system of education which explores creativity rather than learning by rote. 
There is no curiosity at all about another culture, no interaction beyond the 
most superficial and no involvement in their community affairs. Instead they 
chose to live in a cocoon of India transplanted. (In good conscience, I must 
add here that in this respect Goans fare much more favorably, because there is 
a genuine willingness to assimilate when we migrate and it is this more than 
anything else that defines our
 community in diaspora.)

When we drove home, past midnight, there was an eerie quiet on the streets of 
Minnesota. A hush to mourn the dead and come to terms with the discomforting 
thought that even in quiet, peaceful, Blue-state Minnesota the ground could 
literally give way from under.

SEZs by any name are a mega land grab for real estate with the Government 
clearing the title of the land.
SEZs are “a country within a country” (Govt definition) and outside the purview 
of the laws of the land.
Even the argument of economic growth is a colossal con as the SEZs need to show 
only net profit (one rupee).

After all what has happened with the fraud of SEZs in Goa, anyone who supports 
SEZs in Goa is an obvious partner in crime against our motherland.

PANAJI The deputy chairman of the State Planning Board, Dr Wilfred de Sousa on 
Friday welcomed the recommendation of a sub-committee on knowledge economy 
constituted by the State Planning Board under the chairmanship of the noted 
Goan economist, Dr V A Pai Panandiker as regards setting up of ˜knowledge 
cities or knowledge industrial parks in Goa.
The sub-committee, in its report, had used the terminology educational SEZs or 
knowledge SEZs for the knowledge cities or knowledge industrial parks.
Speaking to ‘The Navhind Times’, Dr de Sousa said that such educational 
centres of excellence, providing advanced education, would definitely help the 
local students, a great deal. “It a very good idea,†he added.
The former deputy chairman of the State Planning Board, Mr Ramakant Khalap, 
told this daily that although the report of the Dr Panandiker sub-committee 
came to him during his tenure as the Planning Board deputy, no discussion took 
place on the same due to various factors including short term of the then 
government.
“In fact, the recommendation of the report to set up educational SEZs or 
knowledge SEZs in Goa is very good, except the terminology used, now that the 
special economic zones have attracted controversy around them,†Mr Khalap 
said, adding, “the welcome concept suggested in the report should have stuck 
to the terminology ‘knowledge cities’ or ‘knowledge industrial parks’, 
instead of the SEZs.â€
“It is a fact that the state is missing on so many things as far as education 
is concerned, including intellect, content and to some extent specialised 
faculty,†Mr Khalap said, adding, “The modern-day education, especially in 
advanced fields of science, is virtually galloping, while we have no facilities 
to train our local students in them.â€
“However, the government should first approach the people and discuss with 
them modalities of setting up such educational cities, followed by debates in 
the House over this issue, as suggested in the report,†he observed.
The former Planning Board deputy also noted that knowledge cities or knowledge 
industrial parks should not degenerate into real estate business, or commercial 
ventures like educational malls, which demand high academic fees, exorbitant 
capitation fees or donations.
“The government should strictly supervise such projects,†he suggested.
Welcoming the concept of knowledge cities or knowledge industrial parks, the 
Goa Chamber of Commerce and Industry chairman, Mr Nitin Kuncolienkar said the 
terms ‘educational SEZ’ or ‘knowledge SEZ’ are seen in bad taste due to 
the mishandling of the entire SEZ issue by the government.
Stating that the government should now go for an alternate model for the 
development of Goa, the GCCI chief said that non-polluting knowledge industry 
is the best option as it can not only develop skill-based industry but also 
train the locals in advanced education, which would be very helpful in 
generation of jobs.
“Or else, a situation wherein the state will face an economic disaster in 
next 5 years, is inevitable,†he added, pointing out that the trends, in this 
direction, have started showing.

I avoid giving a response to your response to my post. Yet I could not resist 
your long explanation of what you got from my post.
 
Like in many fields, medicine has many scientific fads which do not stand the 
test of time. With the passage of time we learn from those mis-conceptions and 
come up with what we belive is a new (perhaps right) concept.  Just as we are 
forgiving of scientists for coming up with these fads, (aka scientific 
models) we should be considerate of individuals in other fields.  Perhaps, a 
decade from now, some smart scientists may describe us (your work and 
mine) as victims of the 21st entury fad.
 
Did I read you right, that the Greeks like Hippocrates or Galen were not 
practicing and teaching what they (and we) call scientific medicine? (see 
below)

I like Miguel's point. Have another central university in Goa, perhaps
an IIT or an IIM. Why convert our own Goa University into a central
one ?

The issue is one of control. Currently, the issue seems to be that of
funds. There are a number of ways funds can be raised. Perhaps, the
govt. should look at ways by which there can be more of self-generation
of funds by the university.

The education market in India is very huge. Every Tom, Dick and Harry is 
starting a college nowadays. Huge fees are being charged. Goa University
can definitely consider raising fees, increasing the number of seats, starting 
new programs to raise the necessary funds. Let some cash-cow
departments such as Computer Science support non cash-cow department such as 
social sciences.

What scares me the most about taking this univ. central is that toomorrow Arjun 
Singh or Mural Manohar Joshi will have this bright idea of privatizing 
education and this precious land will be doled out to Ambanis or some such 
people. The govt. has done similar things before and there is no guarantee that 
the univ. will remain a public one. After all, the centre also needs funds to 
run the univ., and funding crunch can come any time!
