Hope fades after one month of widespread attacks on Christians in India - All India Christian Council Inadequate government action and continuing attacks by Hindutva fundamentalists point to more violence in future; aicc recommends specific corrective actions New Delhi, September 26, 2008, 8.00 hrs Over one hundred churches were burned, dozens of Christians killed, and thousands attacked in their homes across India in the last month. Since the Central and state governments have responded slowly, the All India Christian Council (aicc) expects more violence in the days leading up to national elections, which are required by May 2009. The aicc is working on advocacy efforts from Geneva to Washington, D.C. to New Delhi and is releasing a list of recommended action points. The violence started during a strike in Orissa state on Aug. 25, 2008, called by hardliner Hindu fundamentalist groups to protest the murder of a swami by unknown assailants. Dr. Joseph D'souza, aicc president, said, It's been a month since unprecedented, premeditated attacks on Christians started in Orissa state. India has witnessed innocent Christians beaten, killed, and their property destroyed throughout our nation. The response of some government officials and leaders of Hindu fundamentalist groups was predicable. They talk of conversion as if this were an evil, unnatural thing. They make accusations about foreign funding of churches to create fear. What we haven't seen is firm progress toward permanent changes that will bring mob leaders to justice and stop future violence. We believe the majority of Indians want to live in peace and harmony, but our hearts are discouraged as we wait for meaningful action. Due to the wave of violence, including arson which destroyed dozens of Christian homes on 24th night in Kandhamal District, Orissa, Christian leaders are still unable to accurately estimate the loss of property and confirm names of dead or injured. During the last month, aicc collected reliable accounts of attacks in Jharkhand, Madhya Pradesh, New Delhi, Karnataka, Kerala, Punjab, and Uttar Pradesh. Many of the attacks were sporadic and appeared to be `copycat' attacks after media documented the original violence in Orissa and breakdown in the rule of law. However, the widespread violence in Orissa and simultaneous attacks on Sunday, Sept. 14, 2008 in Karnataka were preplanned. In light of continuing unrest and sporadic attacks, the aicc recommends the following: 1. Immediate deployment of India's army to Kandhamal District, Orissa. 2. Court proceedings by state governments, under Indian Penal Code 295A or other appropriate laws, against Hindu fundamentalist leaders who made inflammatory remarks to media which triggered spread of violence. 3. India's Prime Minister to lead a delegation to visit the victims in Orissa, the epicenter of the anti-Christian attacks. 4. Amendment of a presidential order, officially titled Constitution (Scheduled Caste) Order, 1950, to give legal recognition to Dalit Christians and Dalit Muslims as Scheduled Castes. This would allow assaults on these communities to be prosecuted under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989. 5. Any commissions established to investigate the violence should be headed by active, not retired, judges with a record of non-sectarian rulings. 6. Research and prompt release of white papers on conversions by state governments in all states with Freedom of Religion laws (Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Orissa) and Karnataka. 7. If state governments insist on investigation into foreign funding of Christian groups and organisations despite records already maintained by India's Ministry of Home Affairs, then studies must examine all non-profit organisations, regardless of religious affiliation. 8. Full and adequate compensation and justice for all the victims, including funding for rebuilding businesses and places of worship. 9. Establishment of a state commission for minorities in Orissa. Dr. Udit Raj, National Chairman of All India Confederation of SC/ST Organisations, participated in the United Nations Human Rights Council session in Geneva from Sept. 9-17, 2008. He said, Recent brutal attacks on Christians continue to remind us that religious intolerance and caste discrimination are synonymous. Right-wing Hindu organisations unleashed the violence against Christians. These attacks usually happen in areas where Dalits have embraced the Christian faith, built businesses, and improved their standards of living. I strongly urge all communities and parties to work together to establish justice and harmony while tackling the root issue – human rights for Dalits and other minorities. Konkani in the Roman Script must be incorporated into Goa's Official Language Act. The 20 year old Act in the current form is doing more damage to Konkani, than Good. There is a significant percentage of Goans, who relate more to Roman than Devanagari. While the Devanagari script is important for the Indian perspective, the Roman script has a wider international appeal; hence both scripts will boost Konkani (basis for Goan Identity) and also give Goa have a Strong Global Appeal. The Roman Script can also help connect many in the Goan Diaspora, to their roots and possibly encourage some of them to return home. Goa's Identity is a blend between the East West; which enforces the argument for having Konkani in both the scripts; in the Official Language Act. The school authorities spoke about the problems created by mobile-phones (cum cameras) being brought into educational institutions. While such incidents might reflect poorly on students and a particular institution, is this a matter that calls for deletion of a video, citing terms of use? Google and other big cyber entities have come in for criticism for their stance over knocking off content which was believed to offend the authorities in China or wherever. That's fairly easy to achieve: concerned persons send 'concerned' mail to YouTube, where a human being (very quickly, hundreds requests to handle a day) looks at the stuff, and deletes it (or not, or kicks it 'upstairs' for further review). Mind you this happens not only on YouTube, but in many, many other instances, and its getting worse, as lawmakers the world over want to make ISP/ hosts responsible for content, not the individual authors. Always the Indian media, especially the electronic media, represents the Hindus as militants and persecutors that is really disturbing and sad. These news channels behave in most unpatriotic manner and report the stories like most of the foreign correspondents do, who lack understanding of India. A peep into the history books will reveal how different religions profess militancy. It is necessary for the Indian media to bring forward a more balanced view of the sensitive problems. The gory past of Christian atrocities is forgotten now but history will never forgive culprits like Alfonso de Albuquerque who carried out the persecutions of Hindus in 1510. He burnt ?heretics?, crucified Brahmins, used false theories to forcibly convert lower castes and razed the temples to build churches upon them. How can one forget one of the most fiery communal statements ever made against the Hindus. Claudius Buccchanan, a chaplain attached to East India Company, said, ?Neither truth, nor honesty, honour, gratitude, nor charity, is to be found in the breast of a Hindu?. What a comment on a nation, that had welcomed these merchants because of the Hindu philosophy of universal brotherhood. This communal agenda of Claudius paved the way for British to trap the poor and simple tribals for conversion and bury their cultural identities for ever. Coming to the recent violence in Orissa, the police, even before it could visit the spot where Swami Laxmananda Saraswati was killed, claimed that the murder was committed by the Naxals. Even media played up the story. The fact of the matter, however, is that there is a lot of enmity between the converts and the non-converts. The non-converts are furious over the Christian missionaries hogging up their lands to propagate Christianity and converting them through cash inducements and other ugly means. Missionaries, on the other hand, are frustrated over the hurdle created by Swami Laxmananda Saraswasti?s movement of bringing back the converts to the Hindu fold. Swamiji?s murder was a result of the simmering emotions between the converts and non-converts. Sometimes back, it was claimed by the media that the burning of churches in Andhra Pradesh was the design of ?fanatic? Rashtriya Swayamsevak Sangh, but later it was proved that it was the handiwork of ISI to foment hatred between the Christians and the Hindus. Yet, the Indian media that went berserk at the time of the burnings, mostly kept quiet when the true nature of the perpetrators was revealed. Missionaries, especially, the Indian priests, would like us to believe that democracy includes the freedom to convert by any means. But in France, a Christian nation, has a minister who hunts down non-Christian sects. The system is so ruthless that even the Scientology Church, favoured by some Hollywood stars such as John Travolta, is mercilessly hounded out. I am very passionate about goa and want to be doing something[may be business and have some ideas] that will make a difference to the good of the society in goa/india. I have been back to goa for holidays a couple of times and i know already that there are somethings i will have to get used to back again 1. Traffic 2. Cleaniness 3. Crab mentality 4. Bureaucracy and corruption However, i think i can overcome all this (am not sure of no 1 :-)) My question really to anyone who would like to reply: Am i being a fool or deluded to go back to goa as some people tell me or is this normal to some people to go back. OPEN LETTER TO GOANET AND OTHER GOAN RELATED WEBSITES We have had Cecil Pinto's confirmation on GX (GoenchimXapotam) that, it is Frederick Noronha who rejects large numbers of posts sent to Goanet without the slightest whiff of an explanation. This disclosure has not been rebutted by Frederick for over a fortnight and I therefore want to congratulate him on his contribution towards corruption and the absence of transparency for which India has just been rated 85th out of 180 countries on the Transparency International Survey. But what on earth am I talking about? Anyone who googles Transparency International will discover that since 1995, there has been an official international body (executive director, Chandrashekhar Krishan) that studies corruption in differnt countries and provides such data in a league table. The latest was published on 23/9/08 and its details, especially on its methodology, are on Google. Many will recall that since the start of 2008, there has been a huge number of posts rejected by Goanet without explanation. This prompted several posters to question what was going on rather unexpectedly. In my case, I had 25 to 30 rejections since Jan 2008 and virtually none among many hundreds, in the previous six years--and of course, I had not changed my general focus nor writing style in any way! Others had similar experiences and this led to Santosh Helekar kindly agreeing on behalf of others, to list key questions that needed to be addressed by Goanet--specifically relating to the rejection of posts without explanation. The immediate response to Santosh Helekar's very polite and precise query was the standard rejection note that his post was inappropriate. It was of course sent by a person who chose to remain anonymous and so much in keeping with recent Goanet practice! Unfortunately, I am only now able to respond to the totally unexpected info (at least for me) that good old Frederick Noronha lay at the heart of the rejection racket whilst taking good care not to be discovered as the villain of the piece. Coincidentally, just after Cecil's disclosure about Frederick Noronha's role vis a vis Goanet, I happened to be in Russia where among the academics I met, the central concerns were: a) the problem of growing corruption at all levels in that society including the Net, schools, colleges, universities, employment etc. The parallels with India seemed very close but the Transparency International League table now puts Russia at 147 compared to India at 85 out of 180 nations. b) the absence of a free press in Russia and the wide use of censorship. I naturally found it difficult to believe that Frederick Noronha whom I have always held to be a decent guy was the source of so much unrest among serious and highly educated posters on Goanet and therefore wish to make the following observations, knowing full well that this post is unlikely to appear on Goanet for the simple reason that Goanet cannot handle even the mildest form of constructive criticism. It will howeve be read widely and Goanet members will have access to it irespective of every means that Goanet tries to block it: 1. If indeed, Frederick Noronha is (with others) the owner of the Goanet site, I can accept that, it is his prerogative to reject those posts he does not personally consider acceptable for his site. However, he and his fellow site owners have TOTALLY FAILED to inform us posters that this is indeed a private site in which he (Frederick Noronha and unnamed associates) can do as they please with absolutely no regard for any accountability nor any concern for the posters. Had he and his associates acted properly, there would not be a need for several posters, unhappy with Goanet post rejections, to try to endlessly extract information from the so called moderators about the discernible pattern of post rejections. This lack of transparency regarding Frederick Noronha's hidden hand on Goanet is in my view, one clear illustration of corrupt practice on Goanet. Why on earth not just come clean and say that only what he says goes on Goanet instead of consistently pussy-footing about the 'constructive objectives' of Goanet, endlessly welcoming posts and commentary but operating very much like Lady Macbeth as an assassin from behind the scenes? 2. Another example of corrupt practice on Goanet is when consistency is absent. At least one moderator will provide a reason for the rejection of a post and indeed be named so that at least something may be done about it. Yet, virtually all others will remain anonymous (whoever they are) and will use the sham of a standardised rejection note. When the available Goanet protocol is followed up to seek an explanation for a rejection, the question simply ends up in limbo everytime. If Frederick permits this kind of corrupt practice as a site owner, questions are surely reasonable regarding his personal integrity in running an

India - The Nation at Cross-roads by Dr Euegene D`Souza, Mumbai Sep 26, 2008 Over the years the Indian nation is undergoing the trauma internal conflicts and communal clashes. Religious, linguistic, regional and cultural minorities have been under a siege from the fanatic and parochial elements who pose as the champions of their religion, language or culture. By such recurring activities of the radical groups the foundation of the nation that was built on the principle of unity in diversity is shaken to the core. Day in and day out we are treated to the distressing news of minorities being attacked; their places of worship, residences and business establishments are being burnt and destroyed. People belonging to other regions have been harassed. They are deprived from appearing for competitive exams in other cities and those who carry on their trade or petty business have been termed as ‘outsiders’ sending the message of insecurity among them. The radical elements, putting on the garb of ‘moral police’ have vandalized paintings of artists on the pretext of safeguarding their deities and culture being ridiculed. Linguistic chauvinists have been threatening the shop-keepers to put up hoardings as per their diktat and even did not hesitate to humiliate the iconic film family, the Bachchans alleging that the matriarch of the family had insulted the language of the region. All these developments are manifestations of a society that is increasingly becoming intolerant and obscurantist. The misinformation and attack on religious and linguistic minorities by indoctrinated and misguided fanatical elements from the majority groups is both unfortunate and unwarranted. There is a need for introspection among the right thinking members of the majority community as to why people, especially belonging to the lowest castes and untouchables have got themselves converted to those religions which have been considered to be egalitarian. Through the history it could be observed that many of those who had been marginalized and those who had been denied basic civil and human rights as well as forbidden to worship the deities of the upper castes had embraced the religions that gave them dignity and promised to better their economic and social conditions. The situation has changed since the independence of the country from the colonial rule. The constitution of India and social legislation including the reservation policy of the government has enabled the scheduled castes and tribes and the former untouchables to get better education, gainful employment and social mobility. Hence, these sections of the population need not depend on the missionaries to achieve their socio-economic goals. The schools and colleges, hospitals, orphanages, old age homes and other institutions run by the minorities, especially Christians cater to the needs of all irrespective of their religious affinity. Christians constitute two percent of the entire population. They are known to be peace-loving community and they lack political ambition. Then how they are a threat to the majority community? In Maharashtra, especially in Mumbai, the regional chauvinism has been manifested by harassment of north Indians, especially from Uttar Pradesh and Bihar. Terming these immigrants as ‘they’ as against ‘we’ has been a clever ploy to divide the people and gain political mileage. In both the cases-attack on religious minorities and harassment of ‘outsiders’, the hidden agenda of the perpetrators is neither religious nor regional, but purely political. Working on the human psychology, it is easier to consolidate the majority community behind a political party by pointing out ‘common enemies’-religious minorities at the wider level and ‘outsiders’ at the regional level. This experiment was successfully conducted in the last election in Gujarat. By pointing out the threat from the minorities to their religious faith, spreading misinformation regarding conversion activities and attacking the minorities, radical groups affiliated to certain political parties project themselves as the ‘defenders’ of the majority religion and hence, win them over emotionally and create a larger vote bank that would enable them to capture political power either at the state level as in Gujarat or at the national level. It is easier to create imaginary ‘enemies’ of and ‘threat’ to the majority religion in order to promote their political interests rather than taking up issues like temple reconstruction, which had failed to create majority vote banks earlier. In this case religion is sought to be used as a cementing factor for the majority community. The above analysis also holds good when political parties try to create ‘minority vote banks’ by using religion and pointing out threat to the minorities from majority religious groups. Sangolda… under the axe? Sangolda is a scenic village in Bardez, probably equidistant from both state-capital Panjim and the commercial town of Mapusa. For long, like other parts of the 'Old Conquests' (the longer-held Portuguese former colonies), many in this village have been migrating far and wide (including globally) to earn a living. But now, with Goa becoming a hot centre for real-estate speculation and second- or third-homes for the affluent, there are pressures on this land too. Says Goa's just-out Draft Regional Plan for Goa-2021: Then there are the 'second homes' which are much in demand by people from other parts of India, that are filling up the landscape of Goa. Most of these apartments and houses are left unoccupied for much of the year. This is deeply resented by the local population — and the Task-Force recommends some disincentives that can be considered. As for instance, a higher tax on housing held by non-residents levied by the local panchayat for, say, the first five years.) Here's a rustic shot of the Sangolda-Guirim area taken a few (maybe 3-4) years ago, during a morning walk. It's still rustic in parts, but the pressures are visible: More on the setting here: Over the past fortnight, there were signs of rebuilding going on in parts of the village. House renovation is a notorious clause (or, loophole) in the Goa building laws, which allows someone to take over an old home, build a concrete monstrosity in its place, and claim that the home is being renovated or redone! This is from just alongside the CHOGM (Commonwealth Heads of Government Meeting Retreat, 1983) road: And here's another old house which is under the axe. (I used to pass by it almost daily, and read the legend DFVD D'Souza, 1907″, if I recall right. One can only imagine the work, toil, sweat, tears and heartburn, apart from stories of Goan out-migration, that had gone into building these homes, generations ago): Incidentally, the fields at Sangolda, not too long ago (maybe a decade back), used to be held up as a show-piece of Goa's successful agricultural policies. As (younger) journalists, were were shown the progressive farmers in the area, and how their work was yielding rich crops. Today, these very places have become spots for the wholesale sale of field-well water … to cope with the tourism, real-estate, industrial and unsustainable hilltop housing booms that Goa is seeing. Below photo, close to Sangolda, on the Guirim-Saligao end. And another one of scenic fields, a Goa many fear we would lose in the rush to money, money and GDP. I often wonder what makes some Goan villages more succesptible than others when it comes to succumbing to the building boom. Is it land-ownership patterns and bhadkarism-munkarism (landlord-tenant) tussles? Is it a corrupt panchayat (village council, waiting to be sold out to the highest bidder)? Is it the mind of the builders and the politicians? (One can't forget the role of a Parulekar in siting an industrial estate on a hillock of his constituency, on very questionable grounds, even while officials and specialists apparently didn't successfully question such an approach.) As the above-cited Draft Regional Paln for Goa 2021 says, There are 20 industrial estates in the State — many of which raise critical issues in regard to siting, infrastructure availability, and the unfortunate mismatch between local skills and jobs available, etc. RP-2021 seeks to rectify the situation by generating appropriate jobs where they are most needed. Firstly, the process of allocation of plots at industrial estates should be extremely transparent and should follow the policies established by the State. We are a college of 126 years, the very first private college of the city with a rich legacy of educating generations of students of different faiths in the ideals of democracy and secularism. Thousands of citizens in the state owe their education into secularism to this college where students have lived and learned as members of one human family. We are also aware of your high esteem for the college. It is due to that high regard for the institution that you had admitted your son here and he had successfully passed out from the portals of the college. Our contributions to the nation goes right back in time, to those dark and frightful years of British imperialism. We as an institution, perhaps the only one in the state, have participated in the freedom struggle of the country. The college had protested against British colonialism, raising the National Tricolor as a banner of national revolt on our premises against the British Raj. Our students were hunted and jailed by British Police for participating in the Quit India movement. The names of Ratnakar Rai and Kripakaran are synonymous with the early struggles while Deendayalu Naidu and P.S. Sundaram Reddy were with the Quit India movement. Several of our students were tortured and repressed in these jails for their struggles for the freedom of the country. Fr. Ferroli, the Warden was interned in the jail in Whitfield. and Fr. Boniface D' Souza was the person who prevented the police from taking students into custody during the last phase of the freedom struggle. That spirit of secularism and nationalism still exists in this campus and we have not deviated from that. It is this love for the nation that prompts and urges us to write to you. Over the years, we have educated a variety of students, pundits, scientists, activists, journalists, technocrats, bureaucrats, politicians, businessmen, sportspersons and women primarily from the state of Karnataka though there have been students from outside the state and the country. We have never imposed a world-view of our own on the students. Instead we have encouraged critical thinking and learning. Freedom of thought and expression has always characterized education in St. Joseph's. We can claim with tremendous pride that we have produced stimulating intellectuals, prominent change-makers at the grass root level and provided able administrators to the nation and particularly to the State of Karnataka. As any rational observer would know, it has hardly been business as usual for the US since 9/11. When Clinton left office the US economy and the Dow were both declining. Subsequently the Dow recovered and reached a high above 14,000, then declined due to the currrent financial crisis caused by inappropriate real estate lending practices by the banking industry, encouraged by some left wing politicians who wanted low income Americans to be able to own their own homes. The crisis is being addressed and will be corrected. The increase in the money supply does not always lead to inflation if it is offset by productivity increases. The US inflation rate if averaged over several months is far below that of many industrial economies. The two US presidential candidates have sharply opposing views of how to run the US economy. Mario, I am a bit surprised that my observation elicited the observation, shallow and grossly misleading and totally out of context. Unless you are saying that rich people have to be rewarded through a variety of techniques that should never be addressed as socialism for the rich, but perhaps just rewards for their initiatives in generating wealth, and in offering people like me a job. You also quote some valuable statistics, all very true indeed. Yes it well may be 97% or even more, but what would that 97% entail if the upper 50% were paid what they really owed. I know I do not control that but can include this as a relevant point. That mite in the form of income taxes from the upper 50% would be an astronomical 97% then. A bailout is also maintaining business as usual. But what do paintbrushes like me know? Anyway Mario, You have finally made your self amply clear to me. Someday you just may see things differently. I am always very hopeful, since you are a sharp individual. But thinking again, its better to just listen in on your comments, rather than even briefly commenting as I do with some other topics. No point in me interjecting in an area you have probably thrived in, and see very differently. Perhaps this too is out of context, but I will say it. Folks, The discussion about GoaNet moderation has come as no surprise but the acrimony it has generated causes me concern. There are valid arguments on all sides, each person giving vent to their despair of what they see as requisites to improving the GoaNet service. There are no villains on the stage only Heroes and Heroines! As I see it, the discussion is basically about two ends of the spectrum. FN and the rest of the admin team is concerned about the number of members to join GoaNet and leave soon afterwards. He prefers the GoaNet digest version, posts in plain text and would like the number of contributors increased. Cornel would like to see less moderation and more messages. There is no reason why we should have to choose between one and the other. GoaNet had not changed much since its inception and is still essentially an email based service for contributors. Many other discussion lists have turned into web-based services and there are many advantages of going down that path. Now that broadband and fast internet speeds are here, the old arguments about cost are no longer valid. The main advantage would be to split the discussion list into threads and give readers the option of subscribing to all discussions or only those threads that interest them. One of the current problems is that it is impossible to find previous posts on a subject such as recommended restaurants, internet connections, recent books etc. Also, some discussions on topics like sports, employment, village nets have been moved to separate lists. There is no reason why they cannot have separate threads in GoaNet. One keyword search, say on fishing or restaurant* would bring together discussion on that topic. To provide specific examples how this would work, take a look as some Goa-related wed-based discussion lists: 1. Are they willing to forgo centuries old customs of their forefathers just for few rupees? Wont they forgo this opportunity by changing their faith? Something to think about. And if this is really true, that as people switch their alliance to parties at the time of election, they are willing to switch their alliance for religion for few rupees, than what are the filty rich Hindus doing? These are two different issues, and, as such, has nothing to do with the solution you're proposing below. What you say might make technical sense, but that is entirely another issue. There is no reason why they cannot have separate threads in GoaNet. One keyword search, say on fishing or restaurant* would bring together discussion on that topic. [Goanet] Goa and Aviation
The Indian Institute of Management Ahmedabad (IIMA) held its first management development program (MDP) in Aviation Management this week. I was invited by the coordinator, Prof G. Raghuram a transportation authority, who holds the Indian Railways chair at IIMA (and who wrote a path-breaking management case on Konkan Railway Corp), to share my perpspective on Goa's aviation scene with the participants during one session. The participants numbered almost 40 and were drawn from airports, airlines and companies operating in the sector. Some international airlines were also represented. My presentation was on Indian aviation's civilian-military interface. It ended by drawing attention to the problem of implementing a two airport solution (an upgraded Dabolim civil enclave as well as a greenfield airport in Mopa) in Goa. I was glad to have an opportunity of meeting a number of interesting participants especially over a group dinner that evening. There was Frederick Joseph Vaz of NACIL who was very familiar with Goanet. He hoped Goans would get involved constructively in aviation matters. Uday Bhan Singh is the Manager of Kingfisher Airlines sales in Goa. He has been involved with Goa since 1995. Harish Kutty of Air Arabia said they have clearance to operate at Dabolim from 2009. He would like to expedite the start if possible. There was a large contingent of AAI airport directors from various places including some who had left to join privatised airports. The former appreciated the truth of my hard hitting remarks and said they were broadly applicable to the nearly 30 civil enclaves in India. One of the observers present at the instance of the co-ordinator was a participant from another IIMA MDP, Vineet Sharma, who worked in the Coast Guard in Goa and his wife his Goan. Among the IIMA faculty in the program there was Prof Sebastian Morris, an economist, who is on the recently appointed Policy Advisory Group of the Goa government. He will be in Goa in this connection on Oct 3. Meanwhile, in an informal chat afterwards, Prof Raghuram assured me that he would take up the points I made, in the Civil Aviation Ministry's committee on airline finances, of which he is a member. All in all it was a very gratifying experience for me personally. I am sure that Goa's aviation experience will now provide a lot of food for thought in national circles for years to come. It's up to the people of Goa to give it the shape required, as and when possible, for the state's benefit, in the national and global context.
