New book on education in Goa, gives an alumnae-eye view PANJIM, April 24: Experts and policy-planners speak on the world of education. Teachers have their associations to do so. But now comes a book which sees ex-students narrate their experiences of days spent in a prominent Goan school. 'Girls in Green' is a book of informal memoirs, put together by alumnae of the prominent Mapusa-based girls school, St Mary's. It emerged from an online network which is active in cyberspace. Just published, it contains some 29 essays by former students of the school, together with four pages of photographs that go back decades. Students of this girls-only school have mostly done well for themselves, with alumni writing in from places like Toronto, Denmark, Kuwait, the US and elsewhere. Yma Pinto, who lectures in Computer Science at the Goa University, writes that she held her teachers in such high esteem that she wanted to be one herself. Pinto credits the Mental Maths Club at the school for her innate desire to solve puzzles. Other alumnae have a long list of mostly good things to say about the school run by the dedicated band of Apolostolic Carmel nuns since over half a century. Raida Duarte, who was a student and teacher of the school, before her grandchildren too went on to study at St Mary's Convent, narrates the history of the Anglo-Konkani which became Escola Da Santa Maria in the 1940s. Arlette Azavedo describes the school in the 1970s, when it was known for its wood floors (and) leaking roofs. Inspite of this, it was a home away from home for most of us who spent our entire mornings there. This book, while focussed on alumnae memoirs of one particular institution, gives a wider picture of the changing educational scenario in the Goa of recent decades. Sr. Margaret Correa, a Catholic nun based in Mali (Africa), tells how the daily-allounce of 40 paise she saved in the 1960s from her Moira-Mapusa bus-fare, went to buy edibles in times when children in Goa suffered far more from want. A prominent teacher from the school, Ms Lydia DeSouza, narrates how she got a job there by chance, after teaching in Bombay and Africa. She tells of the naughtiness of the school-girls and boys of her times. While Anna D'Souza tells her story of love, kisses and letters, Dubai-based assignments editor Ingrid Valles Po compares a co-ed school with a girls-only one, and the resulting attitude. This book is published by Goa,1556 and priced at Rs 120. It’s voters’ day out at Hollant Beach HERALD REPORTER VASCO, APRIL 23 Despite extensive media campaign and efforts by NGOs to educate the voters about its right to cast the vote, people in Mormugao taluka have failed to realize its importance, as many preferred a day out with their families. Hollant beach in Vasco had many visitors on the polling day. Though the Election Commission had banned sale of liquor in the State, people at Hollant were seen enjoying the tastes of beer and whisky, besides, home-cooked food. Speaking to Herald, some revelers said that they are fed up with the system and the elected representative, as once elected they fail to visit their constituency and the electorate are left high and dry. They showed their anger against the politicians who are more interested in the vote bank politics and maximum advantage is given to the migrants then the locals. Most people at the beach felt that the politicians do not have any political will to seriously work for the State and for Goans. “In what way do we benefit if we go to vote? If politicians are ready to give us the money, we will cast the votes,” said a youth. However, few people who knew the importance of the voting had cast their vote early in the morning before coming for the picnic. HERALD REPORTER PANJIM, APRIL 23 Did Congress MLAs and NCP office-bearers work wholeheartedly for Jitendra Deshprabhu – the NCP-Congress alliance candidate in North Goa? Questions were being raised after reports came in of the polling pattern and the role some leaders played in some assembly segments. Education Minister Babush Monserrate had last week announced that he would secure 10,000 votes for Deshprabhu. But at the end of polling on Thursday, only 13,893 exercised their franchise in Taleigao constituency. BJP camp is confident of getting more than 6000 votes. If this happens then the NCP candidate would be left with less 7500 votes or so. In 2004, Shripad Naik had polled nearly 8000 votes from Taleigao while Dr Willy (NCP) had to content with 5615 votes. Former finance minister Dayanand Narvekar was reportedly given charge of Aldona and Porvorim assembly segments and it was expected that there would be sizeable lead for NCP at least in Aldona. At the end of polling, indications were that there would no big lead for NCP. Some fear that there was a neck-and-neck fight in Aldona segment. No workers were seen on the field to ferry the elderly to the booths, which is normally seen during assembly polls. Narvekar had won the last assembly elections comfortably by more than 3500 votes and Fermina Khaunte (Independent) had polled more than 5000 votes most of which were basically Congress votes. In such a situation, it could have been a big advantage for the NCP but this was not reflected in the voting on Thursday. Saligao was one the four assembly segments where NCP had taken a lead in 2004. This time, BJP is confident of securing more votes than NCP. Though much of Saligao constituency has changed, NCP workers were surprised by the voting pattern and voter-turnout there. They fear that it might go the BJP-way. Some MLAs had genuine problems as their earlier assembly constituencies have changed after the delimitation. Besides, coordination between Congress and NCP was not smooth. Initially, NCP camp itself had reservation of giving the ticket to a non-NCP member. Hence, there are apprehensions over the work put in by many of their leaders. Change in contours of assembly constituencies will also be a pretext for those who didn’t much hard for the party candidate, sources said. Well, as of now, the apprehensions being raised by some workers is still within the party circles. South Goa Superintendent of Police, Allan De Sa told newsmen that only two separate non-cognizable cases were registered against some individuals in connection with cases of assault. While the assault case at Ponda was a result of previous enmity, the second case occurred because the victim had changed his party from BJP to the Congress. When asked to throw light on the detention of BJP leader Rupesh Mahatme in Margao, the SP said no case had been registered in Margao till 5 pm. “Mahatme was brought to the police station for using a cell phone. Further action will be taken by the DySP Shamba Sawant,” he added. Replying to a question, De Sa said there was no problem in entire Benaulim constituency and the police have not received any complaint from any polling officer. According to him, around 1807 police personnel were deployed for poll duties in entire South Goa to maintain a vigil in all the 660 polling stations. Meanwhile, BJP leaders and workers stormed the Margao police headquarters on Thursday noon after the police detained Rupesh Mahatme, the election agent of candidate Narendra Sawaikar. The incident occurred at the Adarsh school polling station when DySP Shamba Sawant took Mahatme into custody and took him to the police station. While the police claimed that Mahatme was using a cell phone inside the polling booth, the election agent refuted the allegation and claimed that he was detained at the behest of the Chief Minister, Digambar Kamat. Mahatme claimed that three Congress women workers were found stationed inside the Adarsh polling booth canvassing votes for the party candidate. “I rushed to the booth after being informed, only to be detained by the DySP”, he said, adding that the police tried to browbeat him as the Chief Minister is under political pressure. BJP MLA Damu Naik and other party leaders, including Sharmad Raiturcar rushed to the police station as news spread about Mahatme’s arrest. For problems related to the reproductive system, 57 per cent opt for ayurvedic treatment. The study found that while allopathy was more popular, most people favoured ayurvedic care for chronic problems. After fighting a losing battle with chronic arthritis, retired botanist Maya Anderson, 71, made a determined journey from the USA to Sittilanchery, a small village near Palghat. Anderson booked in at the Narayana Ayurveda Chikitsalaya to undergo a 16-day treatment for painful swollen knees. I was a near cripple. Some days, I was completely bed-ridden and would lose all hope of ever leading a normal life. Why no respect for kerbs (foothpaths) in India? What is it in the psyche of the governing authorities that demonstrates utter contempt for pedestrians? This is seen even in Bombay where roads are congested and have to be shared by both vehicles and people since kerbs are totally occupied by municipal licensed and non-licensed hawkers and kiosks. What a vast difference with that of the western world. A difference that need not have been. Here in Toronto, since most people own a car, hardly anyone, except in the downtown and midtown areas, use the kerbs. Yet the municipalties spend money in ensuring that every inch of the kerbs are kept in good condition, free and unfettered, exclusively for pedestrian use. To the extent that each portion of the kerb in front of one's house or business has to be kept free from snow or other impediments or else a fine is levied. Even though technically that is municipal property. What an otherwise nice Panjim street in JoeGoa's colored pic, with a huge eyesore from the construction material wantonly dumped on the kerb. The Election Commissioner Karnataka Bangalore Respected Sir, The 1st phase of voting was undertaken in Bangalore City on 23 April 2009. This year the consciousness levels were abnormally high and both individuals and organizations over the last six months had taken the trouble to ensure that every singly eligible voter was duly represented in the electoral rolls. In my own case I personally ensured that all the requisite procedures were complied with and completed within the prescribed time. Despite this when we reached the Polling Booth No. 5 yesterday the name of Domingos Regino Fernandes was missing from the electoral roll. This man is permanently resident at my flat as he works for me and has voted at all the earlier elections. Since 7.30 a.m. yesterday I received over 100 calls from citizens all over the city complaining that their names have been selectively deleted from the electoral rolls. Every single one of them stated that they have complied with all the formalities and it is their charge that the names have been deliberately removed at the stage of the final printing. I spent about four hours at the polling booth Nos.4, 5 6 and I desire to record something serious that has taken place at this centre: (a) It is not correct to state that the voter turnout in the city was poor. I have seen several elections and between 10 a.m. 2 p.m. there was a heavy continuous stream of persons arriving to cast their votes. This was the case all through the day. Unfortunately as many as 2 to 3 out of every five persons found their names missing. The situation was unpleasant because all of them insisted that they had complied with all the requirements and they alleged that because they belonged to the minority community or to sections of society who would not be supporting the BJP that their names have been removed. There is considerable substance in this charge because the absence of names follows the very pattern that is being complained about. For instance, in a family group just one or two names are present and all the remaining members of the household have been deleted. In other instances wholesale deletion has taken place principally because the names are easily identifiable such as persons belonging to the Christian and Muslim community. The reason why I spent considerable time doing an on the spot analysis was because I wanted to check the facts very carefully and I find that the charge is fully substantiated. (b) There was a lot of movement around this centre because the candidates and their representatives were continuously moving between the various polling centers in Bangalore and all of them told me that the aforesaid pattern was common at all the polling centers in Bangalore City. (c) On the basis of actual figures available the voter turn out in Bangalore City was close to 100% but the report put out is that the voting was around 40%. This is because only 40% of the persons who came to vote were allowed to vote. What follows from this is extremely serious because the result that emerges will not be representative of the will of the people as over 50% of the citizens were prevented from voting. (d) THE IRRESISTABLE CONCLUSION IS THAT MORE NUMBER OF VOTERS HAVE BEEN DENIED THEIR FUNDAMENTAL RIGHTS TO CAST THEIR VOTES THAN THE NUMBER WHO HAVE ACTUALLY VOTED BECAUSE OF A DEVIOUS AND CORRUPT PRACTICE THAT HAS MANIFESTED ITSELF WHILE PRINTING THE FINAL LIST. ONE OF THE LADIES PRESENT IS WILLING TO GIVE EVIDENCE THAT SHE HAD CHECKED THE FINAL LIST, FOUND HER NAME THERE AND THAT IT HAS STILL BEEN DELETED FROM THE LIST AVAILABLE AT THE POLLING BOOTH. THERE WERE SUSPICIONS AND ALLEGATIONS THAT THE GOVERNMENT WHICH IS IN CHARGE OF THE PRINTING IS RESPONSIBLE FOR THIS IN ORDER TO ENSURE THE SUCCESS OF ITS OWN CANDIDATES. THE FACTS FULLY ESTABLISH THIS CHARGE. The irresistible conclusion is that the electoral process is vitiated ab initio by a corrupt practice amounting to FRAUD and on this ground alone the Election Commission will have to order an enquiry and a re-poll. As a first step an immediate public notice will have to be issued in the media very prominently calling upon all those citizens whose names have been illegally deleted to bring it to the notice of the Election Commission in a duly prescribed manner and within a specified time. It is not necessary that the number of persons complaining should be higher than or close to those who have voted because there are instances when the contest is close and even a few votes could tilt the balance. If it is found on enquiry that a corrupt practice has occurred a re-election will have to be ordered at all the centers where the voting took place on 23 April 2009. It follows that the results of the vitiated election cannot be declared. Please take immediate steps to proceed along the lines as set out above. If the Commission refuses to do so an order to that effect may be passed so that the aggrieved parties can move for

Eusebio Carvalho for his deep and provoking thought process. Suffice it to say that most of the requirements on the list have been met by this 'mini-election commission' which was set-up in the year 2000, approximately 10 years ago. While agreeing fully to all the points made, we would like to tick off the items on the list which have already been incorporated:- Item No. 1: The very being of this Party is against any sort of reservations for anyone and for anything. It subscribes to the thought that the person to be engaged for a job or offfice must be one hundred per cent capable, irrespective of his religion, cast, social and economic position, colour of the skin or sex. The Party believes that it is the overall national responsibility to spend heavily on these weaker sections of population to bring them up to the minimum required levels and then give preference to these people over others on 'equal level' basis. This is explained to the point in the party's Road Map for Goa in Chapter XXII (1) - Neglected Citizens, thus: [SCsm STs, OBCs] Right to land of the Gawda, Kunbi, Velip and Dhangar communities shall be defended. Government shall invest heavily to provide infrastructures for their education, culrual and socio-economic up-bringing so that they are able to compete in the job market or otherwise, with the rest on equal terms. Steps shall be taken to conscientize these communities of their role in the society at large. Item No. 3: A person having a criminal background or track record is impossible to get past the gate post into the Party, forget about getting a ticket to contest elections. This Party looks at the person and not the bag of money s/he carries. Item No. 6: This party preaches the 'NO SECOND TERM' theory. It makes sure that its candidates file affidavits with the party that should they win, they will not claim the party's ticket for the second term. The party has made this impossible through its system of declaring its candidates for constituencies. The 'CWC' which is 'Constituency Working Committee' is headed by the 'president', who by virtue of occupying this post claims the ticket. If elected as MLA, s/he cannot occupy the CWC post (Constitutional provision: 'NO DUAL POSTS). Therefore, come next election, the incumbent MLA cannot get the ticket. The CWC president does. The only way the incumbent MLA gets the ticket to contest for the second term if the CWC President AGREES. The party has nothing to do or say in this matter. However, there is the constitutional ceiling on the THIRD TERM. i.e No one gets the ticket for the 3rd. Consecutive Term. Item No. 1112: By virtue of the Article 38 of the Party's Constitution, MLAs become in-elligible to hold the posts of OFFICE OF PROFIT. Needless to say that this party is not looked at or is unpopular because of this Article in particular and Article 34 in general, where the cabinet size is sealed at less than 10 % i.e at 5, including the CM. But what aggravates the situation is that none of these sensitive articles of the Constitution can be ever amended. These are sealed forever. The only way these can be amended is to change the name of the Party. This Party believes that when it takes hold of the reins of Goa's administration, [ which will be when the people of Goa are ready for it] it will never let go. The Government/Parliament/Election Commission of India should immediately bring in the following constitutional/electoral changes in the interest of the general public and of voters: 1. Immediate withdrawal of all 'reservations', as our Constitution bestows equal rights to all its citizens, irrespective of cast, religion, sex, etc. Only one has to compete along with others. 2. Help others be BETTER INFORMED --- GOACAN calls for a People's Plan to Roll Back Malaria in Goa on World Malaria Day 25th April. --- On the occasion of World Malaria Day April 25th, GOACAN has called upon the Directorate of Health Services, Govt. of Goa to prepare a People's Plan to Roll Back Malaria considering the fact that the vector borne disease is spreading in various villages, resulting in the illness of people and even deaths. In a letter to Dr. Rajananda Desai, Director of Health Services GOACAN has drawn attention to the fact that increasingly people see the Prevention of Malaria as essentially a responsibility of the Govt. and the spread of malaria is possible because of the failure of the efforts of the Govt. agencies. Further the spread of malaria in the villages of Goa is sought to be contained by the Primary Health Centres (PHCs) which rely on a plan to be implemented only by the Panchayat of the area. The letter states that in many of the malaria cases it is noticed that migrant labour at construction sites are involved with little or no knowledge of the same due to lack of co-ordination of the Licencing Authority, The Labour Dept. and the labour contractors. The poor sanitation levels in various neighbour- hoods is also a very important reason for increased breeding of mosquitos, however the seriousness of the matter is not well understood by the community. Further people’s lack of proper knowledge of best methods to combat malaria has resulted in a lopsided approach wherein there are more demands for fogging instead of using bed nets. In this context GOACAN has proposed that a People's Plan to Roll Back Malaria in Goa must include a Taluka Level Committee chaired by the Taluka Mamlatdar which would involve the PHC Health Officers, Block Development Officer, Labour Inspector and Civil Society Organisations (CSO's) NGO's as members to chalk out a Taluka Action Plan. The village level plan prepared by the Primary Health Centres (PHCs) must be compulsorily presented to the forthcoming Gram Sabha in April July so that the entire village is aware of the Plan’s stated objectives, the responsibilities, the action points and the expected results and members from the Gram Sabha must be selected to assist in the implementation of the Plan. That at the Taluka level a comprehensive data base must be prepared of all construction sites based on the licences and NOC's granted by the Village Panchayats, Municipal Councils, Town Country Planning Dept and the PWD with details of Health Cards issued and of Site Supervisors. GOACAN has also called for the preparation of an Action Plan on Sanitation Malaria by involving the (PWD) Public Works Department which has the mandate to implement the objectives of the UN International Year of Sanitation 2008 in Goa and ensure demand driven 100% access and usage of Toilets. A special campaign must be launched to promote Bed nets all over Goa as an important part of the Roll Back Malaria Plan by ensuring consumer demand and availability of supplies through a network of dealers wholesalers. GOACAN has called for the involvement of the Department of Science, Technology Environment and the Forest Department to focus on the issues of ecological protection, climate change and the need to Save the Frog as part of a strategy to combat malaria. Besides the DHS must involve the Departments of Education, Higher Education, Technical Education and Goa University to participate in the plan by getting the support of the educational institutions in the first 5 months of the academic year for implementing the Behaviour Change Communication and other such programs. G’BYE GOA: THE MHARS By Valmiki Faleiro None of what is believed about the first human settlements in Goa is based on scientific evidence. Most of what we know is rooted in lore or based on conjecture. For whatever its worth, let’s recount what we know of how Goa got populated – with her tribals and, millennia later, her Indo-Aryans, in all 41 kinship groups. The theory that human settlements began in Goa from about 10,000 BC does not stand the test of reason. Available vegetation wouldn’t sustain life in the early Neolithic period. Human settlements would more credibly have begun circa 4,000 BC or 3,000 BC. Joao de Barros (1496-1590), arguably the greatest chronicler of the Portuguese in India, even if he never stepped here, wrote the first three ‘Decadas,’ covering the period from 1498, when Vasco da Gama arrived, to 1526. In the second Decada (Vol. I, Chapter 1), Barros says Goa’s first settlers were “poor people who came from beyond the land of Canara.” These Proto-Australoids, who inhabited South India and Sri Lanka, are believed to have come from coastal Karnataka/north Kerala. They were the Mhars. However, Arthur Crawford in ‘Legends of the Konkan’ (1909) cites an ancient account of a Chitpavan Brahmin, that ‘Dhangars’ first discovered the beautiful Konkan. Hearing this, Mhars crossed the Ghats and settled on the Konkan coast. (The earliest known Dhangar settlements in Karnataka date 2,900 BC. Assuming the belief to be true that Dhangars arrived in Goa about 1,000 years after the Mhars, Goa’s earliest human settlements could not be before 4,000 BC.) Latter day tribes that migrated to Goa called the originals ‘Maraung’ (“elder family” in the Mundari language) before the word got corrupted to Mhar. Even the last to arrive, the Indo-Aryans, acknowledged Mhars – through various religious and social customs – as the original owners of Goa. The head Mhar was called ‘Vatandar Mhar.’ Mhars, today a scheduled tribe, sacrificed buffaloes to propitiate spirits of their ancestors and their demon deities. They ate the flesh, even bones, hence regarded ‘untouchable’ – just as cobblers, who worked on the hides of cattle. So much that Mhars were not allowed to even cross the shadow of the ‘higher’ castes that followed them into Goa! If a latter-day Brahmin even inadvertently stepped on the shadow of a Mhar – clad in footwear made from the hide of a cow – he would return home to undergo a purification ritual. It’s a different matter that Brahmins ate beef in the Vedic age and guests were called ‘Goghna’ (“slayer of the calf”) … for whom the calf was cooked into a meal. Mhars worshipped the devil-god ‘Maru.’ Maru lived on hilltops and treetops. Hence the small shrines around the base of trees, where Maru was placated with offerings of miniature clay horses. Such trees were never cut down. Over time, Maru came to be known as Ketrapal (Sheshtrapal.) Mhars also worshipped the wild ‘Kel’ tree (the deity Kelbai.) Mhars lived by hunting and gathering fruits and edible vegetation and roots. Mhars were believed to possess powers of exorcism. Even though latter-day Gawda, Kumbhar, Gurav and Bhagats were known for sorcery, none compared to a Mhar – when it came to chasing away evil eye, spirits, and even cobras! These powers activated Sundays and Wednesdays, when the rituals were performed. Even converts to Christianity were believed to have retained these powers. Christian Mhars were summoned to Hindu households to exorcise evil eye, much as the “corrupted” one would participate in temple rituals of honour and receive the first share of the crop as his Hindu ancestors did. Mhars worked as undertakers, preparing funeral pyres and conducting cremations (some converted ones worked as church sextons), and later acquired skills at bamboo weaving. A ‘Mhar-vaddo’ welcomed entry to most Goan villages (“Ganv asa thuim marodd asa”), to protect it from evil spirits and invaders! Though pioneers, Goan Mhars are at the bottom-most rung of the social pecking order. Every successive tribe that settled in Goa was stronger, and subjugated the earlier settlers. Another reason why Mhars were at the lowest slot of the societal hierarchy. (ENDS.)
