Dears, Attached are the Schemes and Programmes of Tiatr Academy of Goa for the financial year 2009 - 10 Thanks Tomazino Tiatr Academy of Goa Panaji - Goa Mr. Tomazinho Cardozo, President of Tiatr Academy of Goa (TAG) addressed the Goa Press on 3rd July, 2009 in order to announce about the schemes and activities of the TAG for the financial year 2009 - 2010. The details are as under: Tiatr Academy of Goa (TAG) was officially inaugurated on 16th Februray, 2009 by the Hon. Chief Minister of Goa, Shri. Digamber Kamat. Soon after the inauguration, Code of Conduct due to Parliamentary Election was announced by the Election Commission of India. Government could not transfer any funds to TAG and the TAG could not do any activities. It is only when the Code of Conduct was lifted by the Election Commission in the month of May, the TAG started functioning. A meeting of all Tiatr artistes of Goa was also convened and their views were also taken for planning for the year 2009 - 2010 The activities planned for the year 2009 - 2010 are as follows: (i) Documentation of the history of Tiatr (a) TAG has resolved to document the history and experiences in the field of Tiatr by interviewing old artistes of Tiatr which includes writers, directors, actors, singers, musicians, persons involved in stage setting, light effects, background music, etc. etc. on VCDs and DVDs. (b) It was also resolved to document the history of tiatr by publishing books on history, critical appreciation and on any other topics related to Tiatr, its song and music. (ii) Encouragement to production of Tiatr in villages TAG has resolved to formulate a scheme to promote tiatr activities in the villages among the children and youth by giving them the required financial and technical support. Institutions / groups / dramatic troupes / etc interested in promoting Tiatr culture among the children/youth in the villages can take benefit of this scheme. The participating children/youth must be the residents of that village and their age should not exceed 20 years. Maximum of five senior artistes from the same village will be permitted to act in that tiatr. (iii) Promotion of Tiatr through educational institutions TAG felt that the students in the schools and colleges must be made aware of the Goan traditional Tiatr - its history and its importance in the Goan society. Therefore it has been resolved to formulate a scheme to promote Goan Tiatr through schools, colleges and other educational institutions by organizing seminars, lectures, etc. for the students of educational institutions. (iv) Raising the standard of Tiatr (a) Improvement of the standard of Tiatr in all respects is the need of the hour. Therefore TAG has unanimously resolved to organize workshops/seminars, etc on various aspects of Tiatr such as Script writing, Acting, Direction, Light Effects, Stage Setting, Back Ground music, etc. by inviting knowledgeable resource persons in theatre art from other languages. It has also been decided that TAG may collaborate with any other institution/organization while conducting these seminars/workshops, etc. (b) Another way to learn more about theatre art and to improve the standard of tiatr is to witness high standard dramas from other languages and gain more knowledge about the new trends in modern theatre. Therefore TAG has resolved to encourage tiatr artistes to witness high standard dramas in other languages which are staged in Goa by providing them the required incentives. (v) Preservation of Tiatr literature Tiatr literature needs to be preserved for posterity. In view of this the TAG has resolved to formulate a scheme to encourage youth and others to learn to play blowing instruments particularly Trumpet and Saxphone by providing them with financial assistance. Why ? ; If the infrastructure is not ready or created in advanced ; namely Water , electricity, roads, sewer lines, telephone lines, gas lines ,garbage disposal system etc there is going to be helluva a problem and all living there will be inconvenienced terribly to the point of severe agitations leading to sickness in the form of high blood pressure , diabetes, heart problems - in short life will be too stressed for the people for someone else's comfort. Question: What is the age demographic of the Brits who are buying / have bought properties in Goa? If it is the young, there could be a problem - how can they afford to rent at home (UK) and yet own a property in Goa, and afford the travel to and fro, and work at least eleven months in the year? Surely in this present economic clime, the property prices in the UK must have crashed after the bubble burst (as in the late 1980s/early 1990s)? So would make sense to buy there now? If it is the semi-retirees and retirees, I can understand. Gabriel. PS Some of our Goans on this forum are really racist, aren't they? They have already classified the foreigners, and considered them as "poverty-stricken". Others have classifed the foreigners as "rich whites". Where will this end? Aren't we all human? Nothing in the budget for Goa to cheer about: industry Panaji, July 6 (IANS) Neither Goa Chief Minister Digambar Kamat nor the captains of industry have acknowledged any specific benefit to the state's crucial tourism industry in the union budget presented Monday. While the Congress chief minister in his formal reaction welcomed the budget for its thrust on rural development and listed a string of generic highlights, Kamat failed to acknowledge how the financial exercise would specifically benefit Goa. The Goa Chamber of Commerce and Industry has categorically said that the budget brought no cheer to Goa. "There is nothing in the budget for Goa to cheer about. Though Goa ranks very high as an international tourist destination, there is hardly any tourism infrastructure," a GCCI spokesman said. The spokesman further said that the finance minister had failed to look at requests made by the GCCI for tax exemption under Section 80 IB to industries coming up in the five backward talukas (blocks) of Goa. "This could have helped create employment for local youth. However, this has not happened. We sincerely hope that our representatives in the parliament will be able to convince the finance minister about Goa's needs," the GCCI said. President of the Trade and Tourism Association of Goa (TTAG) Ralph D'Souza admitted that the budget had no specific relief for Goa, adding that demands made by the state to the finance ministry for improving tourism infrastructure had fallen on deaf ears. "Two specific proposals which were forwarded by Goa were not taken into consideration by the finance minister," Ralph told reporters. "Now we have to be clever enough to utilize the Rs.1,00,000 crore set aside for developing infrastructure in the states. We could use the finances to develop hinterland tourism," D'Souza said, emphasizing that Goa would have to think of ways to tap the increased funding set aside for infrastructure development in the budget. "We have to use the monies to create infrastructure in Goa's rural areas, which will help in easing tourism away from the already congested urban regions," D'Souza said. D'Souza also said that Goa, with its rich heritage, should also utilize the increased funding for conservation of its architectural heritage in the budget as a potential means of earning tourism revenue. The lack of attention given to Goa by the central government had already been highlighted by the two Congress MPs Francisco Sardinha (Lok Sabha) and Shantaram Naik (Rajya Sabha), both of whom had expressed disappointment with Mamata Banerjee's railway budget. "Goa shouldn't be considered as a passing station and used only as a corridor. We need to have a few trains that start from Goa," Naik had said.

[Goanet] Frankfurt, Germany: Annual Goa Nite Ball - 2009
By Mariano Pereira, Frankfurt Germany The Annual "Goa Nite Ball" held on 20 June 2009 in Frankfurt by the Goan Association Germany was the event of the year for the small Goan Community here with quite a large participation of Goans, Germans and other nationalities. As many as 200 people attended the function. The hall was packed to its capacity which is rare here in comparison to the small number of Goans existing in this part of the world. The Band "GOAN FUSION" came specially from Paris and played almost non-stop Goan and international tunes that kept the entire dancing floor permanently under occupation by the dance aficionados. The "GOAN FUSION" comprising of four young Goan musicians from Paris as Vito Oliveira, the President of Goan Association Germany mentioned, provided their services free of charge to the Goan Community. A sumptuous assorted buffet of homemade Goan Veg & non-Veg dishes was served under the special guidance of Michael Mascarenhas. Red Vine, German Beer and other beverages were flowing freely in the bar. Despite unawareness on the number of guests attending the function the committee members must be commended for no shortage of food even for a second serving. Historically the idea of prior notification by the participants has never worked well here with the Goan community. What comes to mind is the ever increasing number of young generation participating in the GAG activities and the attraction of people coming from far away destinations. If the trend continues the GAG would have to keep the pressure on the accelerator to tackle the challenges going forward. Avelar Nunes did a fine job as usual compering the show and kept the crowd entertained until late evening. Vito and his team comprising of Gordon Ferrao, Jerome Simoes, Michael Mascarenhas, Avelar Nunes and Joanita Bach deserves a pat on the back for the well organized function. =
[Goanet] GOA GOVERNMENT FACES YET ANOTHER MOCKERY
It has now been revealed that the proposal to instruct the Public Prosecutors and Assistant Public Prosecutors at various courts in Goa to withdraw prosecutions filed under Sec 506 of Indian Penal code was initiated by the Advocate General of Goa, Mr. Subodh Kantak. The tearing hurry with which the file with this proposal mooted by the Advocate General snaked through the corridors of power in one evening has left many questions unanswered. Advocate General Subodh Kantak’s proposal was handed over to the Under Secretary, Home on 30th June at 5.30 pm. The same after being viewed by the Special Secretary (Home) was processed by the Under Secretary, Home and put up again to the Special Secretary (Home) who then passed it on to the Law Secretary after whose perusal the file was placed before the Chief Secretary and then the file traveled to the Home Minister and later to the Chief Minister, all that same evening. Why the hurry to consider an issue with such far reaching legal repercussions has not been explained. Why the Advocate General decided to show so much eagerness and interest in personally moving the proposal, also remains unanswered. This, when viewed in contrast to files concerning welfare measures for the Aam Aadmi that crawl if not stalled for weeks and months together, leaves one flabbergasted. State Governments usually seek legal opinion from an Advocate General but in this case it was the Advocate General’s proposal that was sent to the government for consideration and approval. The legal position is that offences under 506 of the Indian Penal Code have been cognizable and non-bailable in the State of Goa from 1973. By the Corrigendum dated 5th July 1973 published in the Official Gazette dated 26th July 1973 to the earlier Notification published in the Official Gazette dated 5th July 1973 offences under Section 506 of IPC have been expressly made cognizable. The Honourable High Court will now decide whether Section 506 of IPC is cognizable and non-bailable in the State of Goa. It is under this very section that Health Minister of Goa Mr. Vishwajit Rane has been charge sheeted. It is for the first time that a Minister has legally challenged a government notification. Ironically the notification issued in 1973 making Sec 506 cognizable and non bailable was issued when Mr. Pratapsingh Rane was the Law Minister and has come to haunt his son Vishwajit Rane 36 years later. In his five page note to the Government proposing that cases under Sec 506 be withdrawn, Advocate General Subodh Kantak has agreed that the corrigendum issued on 27th June 1973 was not brought to the notice of the High Court earlier and that the police were also not aware of the corrigendum while himself stating that the corrigendum was sent to him by the Director General of Police on 29th June this year. What is surprising is that though the Advocate General in his note states that the later notification dated 11th May 2004 was not published and yet he submits that the said notification superseded the 27th June 1973 notification. The Special Secretary, Home disagreeing with the Advocate General’s view, has very rightly in his notings stated that the issue whether non publication of notification dated 11th May 2004 makes it unenforceable and that offences mentioned in the notification including 506 of IPC cannot be treated as cognizable and non-bailable is a matter that should be left to the Honourable High Court to decide. On the issue of withdrawal of cases the Special Secretary, Home stated that the opinion of the Law department be sought. The Law Secretary in his notings refraining from commenting on the Advocate General’s proposal states that any opinion given by Advocate General on any issue is final and that the Home department should follow the opinion and advice of the Advocate General. What the Law Secretary failed to appreciate was that this was not a mere opinion or advice from the Advocate General but the proposal itself was initiated by the Advocate General himself which is contrary to rules of business of government. The Chief Secretary in his noting has candidly stated that the Law Secretary by not offering his view on the issue has left the whole issue unanswered. It is shocking to note that instead of awaiting the decision of the Hon. High Court on the issue whether Section 506 is cognizable and after non-bailable, the haste of the Government in deciding to rush with instructions to the PPs and APP’s, is a clear collusive attempt to undermine the judicial process and the charge-sheet against the Health Minister of Goa Mr. Vishwajit Rane. The decision of the government to withdraw all prosecutions under Sec 506 of IPC is malafide, having been taken to benefit the Health Minister of Goa Mr. Vishwajit Rane to save him from facing a criminal trial. It is pertinent to note that while the issue of the charge sheet against the Health Minister was before the High Court, that Advocate General Mr. Subodh Kant

Goans must beware. There were justified objections to a 6-lane NH through Goa as it would lead to many houses being demolished. So now the team from the ministry of surface transport has rested for 4-lane with just 45 houses having to be demolished according to churchill Alemao the PWD minister. The problem is whether New Delhi is going to decide for Goans or are Goans going to decide what is good for themselves? We already have one NH which is causing havoc to the villages along the route. How many more NHs do we need for a 3700 sq km. tiny dot like Goa? What is the quantum of trade generated that warrants passing a NH through the very belly of Goa. Goans made ione mistake on the konkan railway which has now proved to have eased the travel of criminals. The government will first come with 4-lane and once established it will advocate 6-lanes. Important tactic is like first entering the belly and then spreading the legs to cause considerable pain. We need not mention that construction of infrastructure is far from need-based but is definitely greed-based, meant to generate tenders and kick-backs. It is required to speculate land prices along the route. Nothing else. Goa Assly. elections are due for 2011, the Congress and other politicians need the money to fight it. Goans Awake! It is no Church on the Hill. It is CHURCHILL of the Congress -Soter D'Souza.

GULF-GOANS e-NEWSLETTER (since 1994) 25% of Govt servants are not SSCE: Census HERALD REPORTER/ PANJIM, JULY 5 Even in the age of information technology and high qualifications, the State has twenty five percent of employees who have not passed SSCE. The report “The Census of Goa Government Employees” compiled by the Department of Planning and Statistics and Evaluation, states that 11775 Government employees have not cleared SSC exams. The report, which has claimed that there was an increase of 3.8 percent in the Government employees between 2005 and 2007, has further stated that there are 17639 employees who are above SSC. This is at a time when the State is boasting of 82 per cent literacy rate. What is baffling further is among the 47718 strong work force, the State has only 7918 graduates and 2167 post graduates. The report covers all the Government employees working with the 76 departments, 13 public sector undertakings and 16 grant-in-aid institutions. The report also points out there are 3644 diploma or ITI certificate holders while 1792 are professionals in government departments and State PSUs. The survey further states that seventy five percent of the employees in the government departments are Hindus, with their number being 36672. There are 9935 Catholics, 1068 Muslims and 43 others (not given religion), the report states. The report also reveals that between 2005 and 2008, when Pratapsing Rane was the chief minister, Police Department had recruited maximum personnel (672), followed by Health Department (464). The Health Department was headed by Dayanand Narvekar then. Electricity department (232) and Education Department (173) were the third and fourth highest recruiters during that period.
