I don't want to get into a contretemps over intellect. Neither was the intent 
personal as you impute.
This is not about your intellect or my intellect but about word usage i.e  
'Pubbies' to describe republican voters in the USA. 
 
Your word is not used in mainstream American reporting media, which is why I 
looked it up.   
The  aspect of 'intellect'  is Urban Dictionary defined.
Now there is a delicious resource mirroring evolving English neologisms in the 
USA.  
 
Since you asked, I would describe my intellect as pedestrian, though others

This is in reference to the news item 'Write-ups in local daily draw ire
from Assembly Speaker', (NT, August 5). The news item is about what happened
in the Assembly session on August 4 in reference to the article 'Politicians
and Martyrs' written by my son Mr Samir Kelekar in a local daily of the same
date. MLA, Dayanand Narvekar has made a mention of my name and that of MARG,
stating that 'Mr Kelekar is the son of Mr Gurunath Kelekar, the Convenor of
Movement for Amity towards Roads in Goa (MARG) which is a body on which the
government spends large amounts of money'. Mr Narvekar said, retorting 'Have
we questioned how this money is being utilised?' 

Instead of the above introduction of Mr Samir, it would have been wise on
the part of Mr Narvekar to introduce Mr Samir-since he knows him quite
well-as the former Director of Info Tech Corporation. Mr Narvekar, then the
Minister for IT, without his asking, had nominated Mr Samir, a topper in
Goan educational institutions, a first class IIT and a Doctor of the
Columbia University, New York in computer technology. 

I am compelled to also state that the government is not spending any money
to benefit MARG. Instead, MARG is entrusted with the heavy responsibility by
the Chief Minister and Transport Minister to carry on the educational work
in the field of transport and traffic which is being done 24 x 7 by the aged
Freedom Fighters Trustees without any salary or honorarium. Many advise us
and are ready to accompany us too, to go to Singapore or Kuwait or Dubai etc
just to 'study' the roads there. But I have to inform the readers that my
son having been in the US for ten years, I have refrained for the simple
reason that it would pain me for not having that quality of roads in Goa. 

I am sure the Chief Minister, Mr Digambar Kamat, who over the years has
lauded the work being done by MARG, will let the MLA know that it was he
that had requested MARG to take up the responsibility of educating the road
users, which is being done with total dedication by the trustees of MARG.

Lest anyone misunderstands it, I would hasten to add that I'm a Goan
by accident. An accident of birth (and genetics) and migration of
ancestors (who knows when they were part of the tribes invading or
settling in Goa) , and an accident of history (particularly of
Portuguese conquests, Timoja's betrayal, the economics of the spice
trade, etc).

I would shudder to call people Ghantis (a clearly derogatory term,
just as I don't like it when someone calls me a pig-eater!).

To me, the crux of the hour is (i) defining what that vague term
called "Goan interests" is really, if such a thing exists (ii)
understanding who, regardless of ethnicity and accidents of birth, is
supporting it and who's cutting against it (iii) helping to align
in-migrant interests with local concerns -- some already feel more
strongly about Goa than do the Goans (iv) finding ways to avoid
near-racist attempts by politicians, sometimes the media, and others
to scrapegoat recent migrants (v) extend the size of the pie, so that
more resources are available (educational, health, cultural, etc) so
that there's less reason to fight with one another!

DEMOCRACY is not suppose to repress freedom of speach - we had plenty of
that during Salazar's time

DEMOCRACY  is  not suppose to repress the power of the people -  it is
suppose to unleash the power of the people, so it is up to us to take it now
and change politics in Goa.

Long term power corrupts - although our politicians I suppose were corrupt
even before they had power

We need a change my friends, so let's work towards it. We must stop voting

I agree with Samir Kelekar that the Goa Vidhan Sabha is a comedy show. The 
threat of imprisonment issued from its chair and benches against him and Peter 
Fernandes, two private citizens, for speaking their mind in public, just proved 
this fact. 

I am willing to spend time in prison with Samir and Peter to defend my right to 
freely express this opinion of mine in this free democratic country of ours. I 
ask all Goans to sign on with us in this symbolic stand to affirm the principle 
that in a free democracy ordinary citizens, individually and collectively, are

Murder of Panchat Raj in Goa

 

 

The Goa Legislative Assembly passed the Goa Panchayat Raj (Amendment) Bill,
2009. This bill is gone unnoticed to the public scrutiny. What is amazing is
that our intelligentsia did not make any hue and cry over the amendment.  If
you analyse the section 47, it has far reaching consequences of this monster
amendment. How can our well educated members of the legislative assembly
could, accept such an amendment that will bring chaos in the Panchyat
administration, and rampant corruption and misuse of powers by ministers.

What are the consequences of this bill for a common man? Who will benefit of
this amendment? Are  Goan  aware of  or understood the ulterior motive of
this amendment? 

 

The amendment to the Section 47 of the said Act empowers the secretary of
the Panchayat to execute orders passed by the authority.

 

"The amendment to the Section 47 (b) of the Bill does not specify the
authority, whose orders the secretary has to follow,"

 

Panchayati Raj, a decentralized form of Government where each village is
responsible for its own affairs, as the foundation of India's political
system. His term for such a vision was "Gram Swaraj
 " (Village Self-governance). was
adopted by state governments during the 1950s and 60s as laws were passed to
establish Panchayats in various states. It also found backing in the Indian
Constitution  , with the
73rd amendment in 1992 to accommodate the idea. The Amendment Act of 1992
contains provision for devolution of powers and responsibilities to the
panchayats to both for preparation of plans for economic development and
social justice and for implementation in relation to twenty-nine subjects
listed in the eleventh schedule of the constitution.[2]
 

It is said that in such a system, each villager can voice his opinion in the
governance of his village

Currently the grama sabhas are the deciding body in this regard; the only
platform we have that recognises true participation of every citizen to
participate in decision-making. This amendment revokes this right. The
message is loud and clear: people are now being held to ransom by the
government, who want to usurp virtually all powers, including those given to
constitutionally mandate local bodies.

 

Panchayat Minister clarifying the bill said that "the BDO will pass the
orders only wherever panchayat is creating problem."  What does he mean by
Panchayat creating problem? The CM also add in the soup that amendment to
the Bill is only to help small constructions

That is to say that it will help the construction lobby in return of
kickbacks to ministers and MLA's 

 

 Can Ministers, MLAs (Governement) take away the powers of citizens that we
have elected to represent us in the legislative assembly? Can government
usurp the rights of the grama sabhas?  

 Do our Minister have knowledge and insights that are superior to the
members of a grama sabha regarding the needs and situation of individuals in
each grama sabha?

 

We should remind MLAs, Ministers,  Governement  that we have not given them
open-ended powers to pass laws to usurp every privilege for themselves.
People elect legislators primarily to enact laws and not to control the
delivery of services that are, in accordance with the Constitution, to be
delivered by panchayats. Legislators cannot look at works undertaken in
their constituencies with a proprietorial air. They make big new paper
headlines saying that they are developing the constituency. It is public
funds that are being spent by the state and panchayats, not the pocket money
of MLAs and the Ministers. The works undertaken or the services delivered
cannot be owned by any category of elected member. 

Goans, Our inaction and apathy at this stage will only encourage more
unconstitutional actions. Were this amendment to become law, the government
could at any time, without any notice to us, revoke our participatory rights
and decisions. Rather than moving towards the vision of our founding fathers
and active and informed civil society participation, what we notice today is
that we are regressing towards a dictatorship of legislators over citizens
and other levels of elected government. This is not an issue that concerns
panchayat members alone - undermining the ward sabhas and grama sabhas
truncates the powers of the people themselves. This action of the government

Sorry, Arwin has very limited credibility in this regard, because he has 
himself "abandoned" Goa for greener pastures abroad. The large outflux of Goans

Based on  your email, it looks like you too are holiday Goan. If and when I 
hear  the real  full time locals in Goa start complaining (e.g. FN, Cecil 
Pinto, my parents and family) about the so called  ghatti (aka Indian Nigger)

If you guys don't like the way Goa is turning out to be, you have two choices:

I had no intention of wasting my time with further arguments with him, but I

lone and consistent voice on Goanet for reason, truth and peace, who will

For example, I take no issue with anyone who thinks that the US needs to find a 
way to provide health insurance for the approx. 25 million people - out of 320 
million - who are not able to afford it right now, even if the government has 
to help them do so.  The 50 million figure you read in the left wing media is 
bogus because most of that is comprised of illegal aliens and younger people 
who can afford to buy health insurance but don't think they need it right now 
or haven't made it a priority.

However, I will take issue with those who want the government to be involved in 
managing the US health care system because then we will begin to descend to the 
level of Britain and Canada where everyone is ostensibly covered "for free" but 
government bureaucrats with no personal incentive are setting standards and 
deciding how to ration scarce health resources and waiting lists have become 
commonplace for serious medical procedures, especially for older people.

Here he has mentioned  AND DO SOMETHING TANGIBLE FOR GOA.. as his

line.

And I wonder what Vivian had in mind when he used the word 'tangible'
According to the Chamber's Dictionary 'tangible' means ... capable of being 
possessed of realized.

According to me the only thing Goans world-wide want to realize is  " THE GOA 
OF 
THEIR DREAMS".
And this is not possible without realizing a true, unselfish, transparent and 
accountable POLITICAL SYSTEM OF GOVERNANCE which will merge the multitude of 
dreams 
into one to satisfy everyone at the same time.

I have been shouting from the roof tops for most of my retired life (since 
1995) 
that GOA needs to banish the Delhi and Nagpur High Commands and take the 
Governance 
of our State in our own hands, to set up our own GOA COMMAND, at least on trial 
basis for just one term of 5 years [if it should last that much :-))]. I went 
ahead 
and supported this request with an impeccable written down system of governance 
through the ROAD MAP FOR GOA complete with the formation of a Party with a 
constitution that no Party anywhere [in India] can boast of having,   the 
provisions 
that this Party's constitution which are sealed against future amendments in 
the 
articles 34, 37, 38, 40 and 41.

We know that it takes time for something like this to take hold in the minds of 
the 
people who are used to the prevailing political gimmicks to retain power.
But the question we ask of Goans world-wide is:
1. Is ten years not enough to prove that this party means business?
2. External bravadoes of showing our Goan-ness by celebrating Goa Days and 
things 
like that are enough?
3. Are we serious in what we say and talk over the many internet forums, the 
newspapers and electronic media?
4. Do we still wait for some invisible  savior to come down and save Goa which 
we 
see is going to dogs by the day?

Let me say here, and let me say it loud and clear.

I am a NGO at heart and I am totally disillusioned with NGOs as far as saving 
Goa is 
concerned. I believe that piecemeal attacks here and there on the politics of 
the 
day do not shape up the system of governance that we need and want. And  I have 
found that it is impossible for NGOs to come together for a larger and greater 
cause. That is why I have qualified myself into a political entity believing 
that 
only politics is relevant that can save Goa. That remaining 'apolitical' is a 
cardinal sin which goes against the grain of humanity in a democratic society.

I sincerely want each and every one of you, my Goan brothers and sisters, sons 
and 
daughters of Goa,  to take a good look at what my Party is offering. Take a 
good 
look if anyone is offering anything like this. And if you find so, go for it. 
But do 
take a  decision to support this political entity so that  Goa may show the way 
how 
a state, a country,  needs to be governed. And we Goans have more than the 
capacity 
to do just that.  And should this,  our joint/collective  effort  fail, then 
let us 
take it that nothing and/or no one can save our beloved Goa and let us 
collectively 
come forward to tear out  the  GOA OF OUR DREAMS  to pieces and feed it to the 
hyenas for good  and be free of the pre-occupation of saving  OUR GOA once and 
for 
all.

And last but not the least, the Goa Su-Raj Party is not floriano lobo or dr. 
dumo, 
or Adv. antonio lobo or mathias vaz etc. These people have used their grey 
matters 
in to formulate it  to ensure that it is made fit for a mega marathon run. It 
will 
be you, you and you, all of us who are yearning for a better Goa  who will 
ultimately bask in the glory for having come forward to realize a dream close 
to 
your hearts. And if there is any inhibition/s about the name Goa Su-Raj, then 
let us 
find another suitable name  and re-organize ourselves de novo to  make us all 
happy 
and work towards the prime obligation of saving Goa without wasting precious 
time. 
But this we can only do by shedding our tendency of pulling down one another.

Rane's Outburst Against The Freedom Of Press

 

The out burst of Rane Sr. against Samir is totally unwarranted and uncalled for,
and the threat to the news papers is totally undemocratic and looks more to be
of the "Hitler" era rather than of the 21st century democracy, it's a disgrace
to the seat of democracy in Goa. 

 

Samir was though wrong in comparing them to our earnest hardworking Tiatrist,
and an insult to out much revered Tiatrist brothers, I would indeed go a step
further and call our esteemed elected representative a pack of jokers falling
flat on their jokes, like this present one, truth does hurt and is sometimes
difficult to digest, it would be better for all concerned that they (Rane and
Company) put their act together and refrain from threatening the public,  I am
sure Rane must be wise enough not to irk the public in the present condition, if
he wants to stay in power and healthy as well. 

 

Rane warning to Herald to stick to the truth, is indeed hypocrisy, the elected
can get away with all the evil in the world and the truth should be held back by
the press, is this democracy ? It's like a sword trying to fight a pen for all
the wrong reasons. The elected representatives have to be true themselves in the
first place, I wonder what would be the chances of Ali Baba and his looting
party if they are called to the "Such Ka Samna" show, I would like to infact
propose this to be made a mandatory criteria for getting an election ticket.

 

I would like to congratulate Herald for fearlessly exposing our corrupt
government and providing Goans the platform to express themselves fearless
against the dictatorial and corrupt regime of Mr. Digambar Kamat and his
cohorts.  Well done Herald, we are with you, long live democracy.

 This is on top of our fixed salary say Rs.5,000 pm (?)

 
Other perks:
Constituency allowance Rs.55,000 pm (see note 1)

House attending/sitting/accommodation allowance: Rs.7,000 (av. pm)

Personal Assistants salary Allowance: 
Each MLA can have upto four PAs with a Salary of Max. Rs. 8000 pm per PA.

2. Assuming there are 5 sessions in a year each of 10 days duration)

3. Although Sr. Rane  is entitled to 53k as per rules, he will get only 50k, 
max limit being  50K pm)

4. I think, earlier, MLA was getting pension only if he/she completes full 

5 year term but now everyone is a pensioner?

5. Figures shown under pension above are the minimum one can get
 as on date, however, if the same  MLAs are also Ministers,  they 
could get  more.

6. The above figs arrived based on the recent bill ‘The Goa

Goa Assembly  costing additional financial burden to Goa of 
Rs.5.81 crores.

Thanks for the info on Goanet which clearly shows via the writings of Pirolkar 
the intent of the MG party to demolish the Catholic Goans. The crooks under the 
leadership of Bandodcar were heralded into power in 1964 in an alleged rigged 
poll. Then came the scheme of a duff Opinion Poll to get Goa merged into 
maharastra wadi which Goans foolishly subscribed but won thanks to the Goan 
militants like Maurilio Furtado and Prof. Olympio Dias who supported the hands 
of Dr. Jack Sequeira - of the anti-merger movement. 
 
If not for the gallant efforts of these Goans,  Goanet net today would probably 
have had the name of Gomantak net and one of its moderators forced to convert 
to hinduism may have had the name of Sivaji Norendra.
 
The next step of the MG were to bring in maratistas to work in the government, 
if that was enough after the death of Bandodcar (after his cargo of gold was 
found) the attempted pogrom continued by his daughter Sashikala Kakodkar. 
Thanks to the student movement in the late seventies which than saw the death 
of MG. 
 
One wonders where were the caste and Portuguese bashers during the 60's? They 
are often seen on Goanet. Can they save a sinking Goa now free from MG, but 
faced with new challenges like Manohar Parrikar, HJS or RSS?

Count me in. Assuming I make it to Goa this year, I will at most only be able 
to stay at the Taj Aguada Prison for 2 weeks. Do they take rambunctious 3 and 5 
year olds? If so, please inform them to make arrangements for my kids as well. 
Perhaps they can keep them locked up for a bit longer than 3 weeks (.. I'm 
thinking 10 years).

The Goa assembly has apparently been outraged by an article by Samir Kelekar in 
the Herald referring to the Assembly proceedings as a comedy. The Speaker had 
stern words for Samir and the Herald, threatening punitive action. Since when 
has the not so august House become so sensitive to opinions of the public? I 
recall Parrikar had similarly taken umbrage to some press writing some years 
back, and had slammed defamation notices on some papers.

The last article I have pasted mentions Narvekar as saying - "Mr Kelekar is the 
son of  Mr Gurunath Kelekar, the convenor of Movement for Amity towards Roads 
in Goa (MARG), which is a body on which government spends large amount of 
money, Mr Narvekar said, retorting Have we questioned how this money is being 
utilised."

Hah! A multi-crore cricket-scam accused speaketh thus! When I was travelling 
with Gurunath Kelekar as part of a survey team to document the condition of the 
Statues and Memorials in Goa, I recall the senior Kelekar walking into a 
restaurant (by the Highway) with us, to have our meals. When he looked at the 
menu prices,he said - no no, too costly -  and took us to another cheaper 
restaurant to eat. This is government money, he would say, we have to 
economise. We did all our travelling around Goa in MARG's rickety Maruti van, 
for which Kelekar claimed minimal expenses. If Narvekar was our team leader, I 
would have travelled in a Merc!

And Narvekar would take a shot at this gentleman! I think Samir Kelekar has 
done well in raising the hackles of the politicos. Hats off to the Herald. 

I also know that Samir himself donates very generously to support the public 
causes that his father espouses. Samir's rage at the behaviour of the 
politicians will resonate with every like-minded Goan. I believe Narvekar's ire 
was largely due to the fact that Samir Kelekar had exposed his corrupt 
activities as Head of the Information Technology ministry. Samir was a member 
of the IT Committee, but was unceremoniously thrown out after he asked too many 
uncomfortable questions. The IT parks were/are nothing but real estate scams by 
proxy.

Folks, if JC had some clue about what was going on in the US he would be 
familiar with the trend shown in the link above, a poll of likely voters from 
across the political spectrum, not just his favorite bogeymen, the Pubbies.

I am more worried about the rest of us, JC, because Obama is not honest or 
ethical enough to put himself and other federal politicians and employees under 
the same health care plans he wants for everyone else.

I'm also worried about our Canadian friends because if Obama succeeds in making 
the US health care system as efficient as Canada's, they will have to look 
elsewhere for their serious treatments and procedures if they want to live.

Not only in America, but here (in Aussie) too. 

The second generation has only visited Goa as a holiday destination - their 
thought processes are totally Australian. Except for one family I know of, no 
one talks in Konkani to their children, or talks about Goa to them.  I am 
guilty of this fault too.  

Most World Goa Day functions are about food (sometimes arrangements are made 
for children to have bland food because they cannot stomach the xacutis and 
sorpotels), dancing to the (deafening) bands and generally having a "good 
time". Any Goan content is drowned out by people talking - there seems to be 
absolutely no discipline on part of the Goan audience to keep quiet so that the 
efforts of those putting up a show can be appreciated or explanatory speeches 
listened to. So everyone goes home from these functions not any wiser.  I hope 
current occasions are a lot better in this respect than ones I've attended a 
number of years ago.

SSA Save Our Trees

Environmental issues and concerns have become widespread due to the
media and more so because of changes in weather conditions which can
be perceived by all. One of the causes of changes in weather
conditions is deforestation, which is due to many reasons – mining,
urbanization and habitation of forest areas, industry such as the
paper industry, timber industry and so on.

In our schools, we teach children to protect the environment in all
possible ways, specially our trees. We celebrate Vanamahotsava, we
have environmental studies, we try to tell the students not to waste
space in their note books to save paper. Some schools even encourage
the students to write in the margins of their note books in an attempt
to save paper. We make carry bags out of newspaper and recycle paper.
All this results in saving trees.

The Sarva Shiksha Abhiyan (SSA) is doing good work by providing free
text books for Stds I through Std VIII every year. However, once the
text books are used, they are consigned to the rubbish heap at the end
of the year. This results in colossal waste of tons of paper. Why
can't the text books be reused in the same school for (say) a period
of three years i.e. for the books which do not change?

I studied in schools in Tanzania where the books were reused for a
number of years. The system followed was this: Every text book was
given a number and was entered in a register where the student's
(borrower's) name was entered along with other relevant details. The
book also had a slip  attached to the back of the book (like a library
record) which had the name of the student and the academic year. The
student could use the book for that particular academic year and was
responsible to maintain the book in good order. No marks or
annotations were permitted. It was the class teacher's responsibility
to ensure that the book was returned in good condition. Erring
students were asked to make good the damage.

If this system is followed, then it will result in the saving of tons
of paper and resultantly thousands of trees as also lakhs of rupees
which could be used to give children a better mid-day meal. Also, it
will have a bonus effect of teaching children the value of neatness,
tidiness, preservation of one's possessions (however temporary),
responsibility and so on. Oh, but I don't know about the commissions
to the middle men.

Will the Government and the SSA act in this matter?

Thanks Frederick , you are the second person who wrote to me to say not to
waste my time with Mario.
I had no intention of wasting my time with further arguments with him, but I
just could not let it pass this time, as I don't know who Mario is besides
being a reactionary probably living in USA.

Obviously I am new to goanet and learning the ropes! But my intention is to
just concentrate on what is going on in Goa now and engage in constructive
exchange of ideas to see if we can really achieve something more concrete
than just an exchange of e-mails

Hi Carmen, Don't worry too much about Mario and his reactionary
political views. I often suspect that he repeats them often so as to
convince himself!

On the other hand, if you dare to discuss with him, then you will soon
find yourself (and Goanet) caught in a quagmire of ceaseless
discussion, that never ends, tires you out and simply wins on the
basis of triumphant last-wordism!

In a short time on Goanet, it's easy to discern who's worth debating
with, and who's just a waste of time! Of course, we all have our own

GANPATI SPECIAL TRAINS FROM BANDRA TERMINUS

Good news for Ganesh devotees going to Konkan region for Ganpati
festival ! The Ganesh devotees' wish to have Ganpati Special trains
from Bandra Terminus has been fulfilled as it has been decided to run
Bandra Terminus-Madgaon-Andheri special trains via Konkan Railway
route during the festival to clear the extra rush of passengers. The
train leaving Madgaon will be terminated at Andheri station.

Train no. 0965 Bandra Terminus-Madgaon special train will be run on
21st and 28th August, 2009. The train will leave from Bandra Terminus
at 2345 hrs and reach Madgaon at 1545 hrs on next day.

Train no. 0966 Madgaon- Andheri special train will be run on 22nd and
29th August, 2009. The train will leave from Madgaon at 1845 hrs and
reach Andheri at 1010 hrs next day.

The train will halt at Borivali, Vasai Rd, Bhiwandi, Panvel, Roha,
