[Goanet] Aleixo shocks tardy electricity employees at Bicholim
-- Samir Umarye BICHOLIM NOV 14: Tardy government employees sauntering in to work at the electricity department in Bicholim got a shock of their lives after they were caught red-handed by power minister Aleixo Sequeira on Friday morning. Sequeira, accompanied by OSD N D Agarwal, arrived at the office at 9.35am and found that only nine out of 68 employees had turned up for work. While sources said that the minister undertook such an action after receiving a complaint about the office, Sequeira saw for himself that government employees were turning up to work almost half-an-hour late, but signing their registers with the check-in time as 9.30am. Soon, we will be installing bio-metric attendance registers at the electricity department offices at Panjim and Margao, Sequeira told mediapersons later. The tardy employees also had half-a-day's casual leave deducted by Agarwal - under a clause in the administrative instruction rule book of the government.(ToI)
Re: [Goanet] Goan veterans
Let me be the arbitrator in this instance :-)) Amitav Ghosh is a historical novel known for his intensive research when he writes a novel. Ofcourse it is still fiction but only the characters are fictional set against a fairly accurate historical background, very similar to say the English writer Catherine Cookson. The much celebrated author now lives in Goa and is known to Augusto. I have read the Glass Palace, a magnificent novel, which in some part traces how divergent loyalties emerged in SE Asia from Burma to India, Chandra Bose get a nod, and an examination of the machinations of Empire. I didn't want to write this earlier, but there were in Goa, according to British records some Goans not unsypathetic to Chandra Bose. I don't want to say who and start another riot here. We now know from our own Goanet investigations :-)) that Goan loyalties depended largely on which colony they were occupying at the time. In an extract that I released earlier this year, there was a passage where East African Goans decide to give up their Portuguese passports and take up British citizenship to show their loyalty to Colonial Britian. Perhaps in a way this does not reflect well on Goans, makes our loyalties seem mercenary but then this is a assessment in hindsight and we don't know what immediate circumstances presented themselves in those years. I know that a lot of them returned to Goa during the War. So in a way, Frederick's point is valid that it wasn't entirely our war but I still think that a memorial to mark the loss of life is something we Goans should pursue. best, selma --- On Sat, 11/14/09, Santosh Helekar chimbel...@yahoo.com wrote: What should I do if someone told me to read the Da Vinci Code novel to find out about the nuances that justify that the claims of a world-wide conspiracy are not far-fetched? Re: [Goanet] Aleixo shocks tardy electricity employees at Bicholim
Yet another 'hit' on the Goa Su-Raj Party's Road Map for Goa. We congratulate Aleixo Sequeira for what he has done. It is apparent that Goa's Ministers rather than the Goa Government are reading our Road Map for Goa. Last it was the 'Sea Link' from Dona Paula to Vasco which we have proposed in 2005. Then it was the desirability of conscious citizens of eliminating 'shacks' from the beaches. Now it is the 'administrative' policies, more so the work attendance of public servants detailed in Chapter III [General Administration] Excerpt It is an acknowledged fact that Public Relations is almost non - existent in Government Departments. This shall be enhanced in every Government Department on priority basis by designating 'Public Relations Officers' who shall liaise between the members of the public and the Departmental heads. 'Punch Card system shall be adopted for all Government offices for accountable work attendance. Xeroxing/typing facilities shall be made available within and/or in close proximity of Government Departments, preferably run by handicapped persons.. End of excerpt. Note: Lt. Gen. Jacob, the ex-Governor of Goa found out that almost a quarter of the departmental staff members were missing from work stations at any given time which could be verified from the non availability of chairs in the department to seat all staff. Mapusa Government Complex has unpteen xeroxing kiosks in its compound. Contrast this with the North Goa Collectorate at Panjim where if one needs to xerox a document, one has to walk for a mile. [Goanet] Subject: George W. Bush
Dear Mario, You have cited the below website, but unfortunately this is stale news (2007). C'mon, there will be some other recent news, since his wife has become Secretary of State and Clinton finances and sources may have been disclosed. http://www.cbc.ca/health/story/2007/05/08/clinton-hiv.html Also, the above website says that most of the finance is raised from France, other Government and International agencies. In fact, I see Clinton as a net earner of foreign exchange, because he collects money from outside and gives business to American drug manufacturers...quite American of him. If he had given the business to China or India, the cost may have been much lower. And about George W.Bush, while he was in power, he did not like Canadians much. But sadly, after his term, the only country he has visited is Canada, that too twice and both his visits were marred by demonstrations and lot of heckling. He helped liberate Iraq, though WMD were not found (I think Saddam must have consumed the whole lot of drums), brought in Al Qaeda (that was not there and Saddam was not an Islamist), initiated hatred between Sunni and Shia sects, made Iran much more confident now as Iraq is governed by Shia sect. and christians are fleeing. I wonder how come George W.Bush has not even visited the UK to pay a visit to his buddy, Blair??? Any thoughts on this? Please quote from recent news, not stale ones. Regards MD
[Goanet] How Catholic Bishops Threw the Health Care Debate
Mario, I admire most of the times the indepth knowledge and easy grasp you possess in most subjects and thank you for that. Now, .I have some questions re: your quote below: Because the bill excludes tort reform, one of the foremost factors in causing health care in America to be so expensive? Also, the bill doesn't change the current restrictions on health insurance companies that prevent them from competing nationwide? These two provisions alone would reduce health care costs considerably and make health insurance more affordable for millions of Americans. It will be easier for us (or for me at least) if you explain the reason for the exclusions? Weather republicans or democrats. Because, if what President Obama had in mind, could not get through to pass into a bill, there is a compromise formula. 'You scratch my donkey...I scratch your ***’ It would be great if you explain this. American politics and how it functions is beyond many of us. About abortion, let me explain, there are pills, the morning after, I think some schools even provide 'rain coats'. That being the case, why get pregnant if you do not want to? Aborting a healthy foetus I believe is morally wrong. The mother if not immediately, will suffer for this immoral act. At the same time, so many couples in America are on the waiting list with the adoption agencies, so why not deliver the healthy baby and give it out for adoption. The only reason could be the mothers are concerned about keeping their figure. But the mother will always have thought about the child she aborted. Prevention is better than cure, is it not? This is not an issue that only concerns Catholic Bishops, this is Humanitarian issue. What do Pro-Lifers comment about this? To finance this, the Bonus to chief Executives can be taxed 80% or more, Troops from Afghanistan should be brought back home, Similarly Iraq should be asked to repay what US has spent for its liberation. It is an oil rich country that has considerable crude oil. If we think rationally, there is answer in itself for every problem, there could be somany avenues where savings will be possible and what is wrong in having a deficit budget, that can be balanced in the coming years, once the economy pics up. Thank you for your time. MD

[Goanet] INAUGURATION OF NEW POLICE STATION IN ANJUNA
INAUGURATION OF NEW POLICE STATION IN ANJUNA Yesterday, November 12, 2009 the Anjuna village inaugurated the new building of the Anjuna police station. It is located on the Anjuna-Vagator road, after the Albuquerque mansion. The police station will serve the population of the entire Siolim constituency to which Anjuna belongs. The following were present for the inaugural function: Shri Ravi Naik, Home Minister; Shri Bhim Sen Bassi, Director General of Police; Shri K.D. Singh, Inspector General of Police; the Senior Superintendent of Police; the North Goa Superintendent of Police; the South Goa Superintendent of Police; Shri Dayanand Mandrekar, MLA of Siolim constituency, Smt. Amol Morajkar, North Goa ZP President, Mr. Rego, Chief Engineer, Shri Ramesh Gaonkar, Anjuna PI, and practically all the Deputy Superintendents of Police, Police Inspectors; Police Sub-Inspectors, Assistant Sub-Inspectors, etc. The Home Minister cut the ribbon inaugurating the building. Its a modern. well-designed building with ground plus two floors. Its built on Comunidade land measuring 5,000 Sq. Meters. The total built-up area of the building is 2,300 square meters. The cost of the construction is Rs.2,65,71,298. One may visit it on his/her way to Vagator or Chapora. The building was a long-stand demand of the local populace. It has separate holding cells for men and women, reception area, canteen, conference hall, barrack rooms, duty officer room, armory, investigating officers room, wireless room, residence rooms, head constables room, etc. All this was not possible in the old structure, which was constrained for space - the Anjuna-Caisua Village Panchayat shared part of the old building with the police. Personnel posted at Anjuna had no room for the in-charge; there was a small barrack where some seven to eight beds were located and no other facilities were available. The old structure was a rented one with two or three small additional rooms and offered no facilities for policemen. The new two-storey building with a modern set-up has barracks and rest areas where the personnel can relax. Police personnel posted at the Anjuna police station can now look forward to catch 40 winks after a stressful day at work or those traveling far away can rest for the night to attend duty the next day. Exhorting every citizen to contribute in maintaining law and order, the Home Minister called upon youth to keep away from drug abuse and human trafficking, which create law and order problems in the state. Speaking further, Naik said that with the cooperation of the people the task of the police to tackle law and order issues can be made easy. Therefore, he called upon the people to be alert and watchful against anti-social elements. The government has deep concern about the safety and security of the people, Naik said and he appealed to the police to be people-friendly. Shri Ravi requested parents to pay special attention to their childrens education, which would mould them into fine citizens and which ultimately would reduce crime in the state. He also requested the public to try and settle cases amicably rather than take them to the Court of Law where they get dragged for years without any outcomes. He asked the police to be impartial and to consider both sides/parties when dealing with complaints and not to hush up cases under political pressure. In his speech, Shri Naik said it was the biggest police station building in the whole of Goa; obviously, the Anjunkars felt proud! However, he hoped there would be fewer criminals and the lock ups would not be fully utilized. Speaking on the occasion, the local MLA hoped that police would stick to their motto of peace, service and justice and would discharge their duties properly. North Goa ZP President, Ms Amol Morajkar appealed to the locals not to allow drug trafficking, which has spoiled the name of Anjuna village. She hoped that police would do their best to maintain law and order. Shri Bhim Sen Bassi, the Director General of Police, welcomed the gathering and Shri K.D. Singh, Inspector General of Police proposed the vote of thanks while Police Constable Shri Keshav Naik compered the function. Moi-mogan, Domnic Fernandes Anjuna, Goa Mob: 9420979201

[Goanet] Celebrate Children: Educate Them! - Fr Cedric Prakash sj
From: bcsabha.kal...@gmail.com Celebrate Children: Educate Them! Fr. Cedric Prakash, SJ* The progress of any society is reflected in its level of education. While education need not necessarily make for better individuals, it definitely provides one with greater possibilities and opportunities in life. It is therefore significant that sixty-two years after independence, the Indian Parliament finally passed The Right of Children to Free and Compulsory Education Bill which makes it mandatory for children to be provided education between the ages of 6 and 14 years. The new law, despite many loopholes, is certainly a landmark legislation; However, the political will to ensure its effective implementation is woefully lacking. Theoretically, all sections of society agree that education is a priority. There are definitely several individuals and groups involved in creditable efforts to realize this. The Teach India initiative is a case in point. These need to be lauded. On the other hand, the Government both at the Centre and the State, should not in any way abdicate its responsibility. Education is a primary responsibility of the State. How does Gujarat fare in the education of her children? Here are some glimpses into the reality: - Child labour is rampant: in the cotton fields of Sabarkntha District, in the garment and the zardozi units of Surat, in the kitlis of our big cities, and in the textile sector. According to official statistics, Gujarat has more than 1.5 million child-labourers and the unofficial figure is several times higher. - The enrollment in municipal schools has dramatically declined in the last few years. - In rural areas the situation is even worse, where thousands of tribal and dalit children have practically no access to education. - According to the Annual Status of Education Report (ASER) Rural 2008, only 59.6 percent rural children (standard 3-5) in Gujarat can read standard one text, against the all India average of 66.6 percent, while only 43.1 percent could do subtraction against the national average of 54.9 percent. - The latest National rankings of the Educational Development Index (EDI) state, the dropout rate of Gujarat in classes VII and VIII is higher than the BIMARU States, which are ranked much below Gujarat in the economic development index. - Schools selected under the Sarva Shiksha Abhiyan have neither space nor the facilities needed for education. - A recent Comptroller and Auditor General (CAG) report held that Gujarat was one of the States that siphoned off huge funds meant for the Sarva Shiksha Abhiyan. - The textbooks provided by the State School Textbook Board could be rated as perhaps the worst in the country, replete with language and factual errors; stereotyping and slurring minorities, dalits, adivasis and even women. Campaigns by civil rights groups and the media to change these textbooks have met with no response from the government. - The education of the girl-child in the State is still pathetic with much fewer girls completing primary education than boys. - The UGC Annual Report puts Gujarat at a dismal 17th place in the Gross Enrollment Ratio (GER) in higher education. So what are we talking about? Another Childrens Day has arrived! There will be much fanfare for certain sections of children. They should not be denied this. The fact remains that if we truly want to celebrate children we must provide all children with a value-based education first. We need to focus on the children who live in our villages and slums, the dalits, the adivasis, and the sub-altern groups. They deserve quality education too. Is anybody listening? *(Fr. Re: [Goanet] Goan veterans
Dear FN and Selma, Surprised no Goanetter threw more light on Selma's initial comments on this thread. The German frigates that sought shelter at Mormugao -- then part of neutral Portugal -- for espionage purposes on the British sea-lane to India, had powerful radio transmitters. Their messages back to Berlin were intercepted and decoded by British intelligence in Bombay. The story of how retired British army personnel -- some with dentures and even with an artificial eye -- were sent in a rusting barge all the way from Calcutta, to handle the German frigates docked at Mormugao, is the subject of the book titled The Boarding Party. The book was converted into a film called the Sea Wolves -- partly filmed in Goa -- less than 30 years ago. In those cloak-and-dagger days on the hillslopes of Altinho-Panjim, the German Consul's wife kept local Portuguese intelligence men happy -- tossing Crocodile condoms from the veranda of her residence at Altinho ... until a Bombay-based intelligence party kidnapped key people from Panjim to British India ... and the Boarding Party that had sailed all the way from Calcutta mined the German frigates at Mormugao, while the German sailors were merrily partying in Panjim on that Carnaval night. All this is rather well documented. For finer details, Selma must get in touch with Mario Cabral e Sa ... he was around when this happened (I was not yet born then) and was the local organizer for the filming party of Sea Wolves. Frederick, remember Dr. Juliao Menezes from Assolna also studied medicine in Germany. He was in the company of Dr. Ram Manohar Lohia and both were friends there. When the two returned to India, Juliao practiced med. from a building opp. St. Xavier's College at Dhobitalao-Mumbai, while Lohia plunged headlong into the freedom movement. In fact, in 1946, when Lohia, weak in health, was released from jail by British authorities in India, Juliao invited him to recuperate at his mansion in Assolna. That resulted in June 18, 1946 at Margao -- at the place now known as Lohia Maidan in downtown Margao. Frederick makes a valid point. It was the expansionism of Germany which was the main cause of WWII. Germany under Hitler invaded Poland, Austria, Denmark,Norway, Netherlands, Belgium, part of France, eastern Europe and were on the borders of Russia. I was earlier asociated with Mother Teresa's MC in Bombay and have seen for myself how they have accepted unwanted babies and looked after them so well and placed them for adoption. I have even seen some of these babies grow up in their adopted homes into beautiful individuals. One child was so musically talented that she cut discs in Australia after her parents migrated there. We all need to value life from the womb to the tomb. The moment we are sensitised to life, it will be very difficult to hate annd kill any human being or for that matter any living being. Another Goanetter sent me some of this riverting information in private email and I'm getting his permission to share that email with Goanet. I can confirm from my own research the British counsel, who incidentally lived a few minutes walk from the German Counsel's house, also had in his pockets a few Goan spies who kept him informed. It would indeed be interesting to know who these Goan spies were for the British. Minor stuff though. Nothing earth shattering. Since we are naming names, (I went back to my notes and checked this) I can confirm the Goan who was considered pro-Nazi in Goa and kept under minor surveillance by the British was a doctor Victor Dias brother of Anton Dias. Santosh! Could not be more perfectly said, or argued. I feel that sometimes that FN just lets go of the 'unresolved controversies' in his mind to provoke people and get their perspective on matters that count. The second World war was an outcome of German actions of invading and conquering the nations around them; to form an United Europe under his 'Hitler Nazi' command. Hitler used some resentment against Jews in Germany to 'come to power' by unleashing atrocities against them, to win popular support and thus win against the Commies who were quite a formidable political power in Germany at the time;the SS cadres did exactly that! (Our Indian counterparts, the RSS and the several BJP and like parties are emulating the same, to foist Swastika Fascism on Indians.) He was thus able to foist his Nazi Party dictatorship over others and other countries; In so doing Hitler unleashed the Holocaust which may not have been his primary and only goal. He had to get 'complete power' in his Deutsce Motherland First, and he got it. Initial war successes emboldened the Nazis to go all out for the whole of Europe; and in so doing brought all the rest of the world against them. The Nazis'/Hitler's goals were certainly much different from the Colonial grabs and conquests of the times. Nazis and Hitler were fighting Europen neighbors and not far off weak and backward countries, as such. So, I must say that FN's pereceptions on the Second World War are a bit tipsy?? It is hard for me to imagine what sort of nuances about colonialism in a novel could convince someone that the fight against Nazism in scare quotes was mere rhetoric. It would be educational if Noronha or Augusto could describe in brief their version of history, and how they know that the claims made in a fictional novel are right. May be most Goans who died during WW2 were tarvotis who served in British cargo ships which carried war supplies from Bombay to Aden on its way via Red Sea to Europe. In other words most casualties could have occurred in the Arabian Sea. According to tales told by good old tarvotis the nemesis of the British shipping was a German submarine called Emden which sank most of the British ships. The submarine was operating in the Arabian sea and it is possible it could have come to Mormugao harbour to replenish its supplies. There were also 2 or 3 German cargo ships which had taken refuge in the Mormugao harbour during the WW2. These ships had some sort of communication equipment withwhich they kept Emden well supplied with information of British leaving Bombay harbour. A British commando force came all the way from Calcuta and succeeded in smashing this equipment on board of German ships and even before the mighty Portuguese Governor could come to know about it , they were already out of Goa's territorial waters. There were some casualties and if there were any Goans on board of these ships , some of them could have died for the greater glory of Herr Hitler's Thousand Years Reich.

Instead of supporting a health plan for the 15 million or so hard core uninsurables, you are aggressively advocating for a program that will make health care an expensive, rationed nightmare for everyone else. Whatever you choose to support, which is your right, this is a culture war between right and wr..., ...er, left, and we will see who prevails. Besides, you are using questionable examples of what some NGO's have done as if two wrongs would make a right. Focus on the Family which opposes abortion, cannot honestly be said to support abortions because they buy insurance from a company that has insurance plans that include abortion coverage for other clients. If that were so, no pro-lifer could ever do business with a pro-choicer without being similarly accused. The example of the Republican National Committee insurance plan was apparently a long-standing oversight that is being corrected. Neither of your examples involve taxpayer money. In the meantime, you somehow seem to have missed all the Democrats who oppose this intrusive monstrosity of a government run organization on top of all the other inefficient government run programs that are creating financial havoc in the economy. If you are so interested in helping women pay for elective abortions then you and others who think as you do should set up charitable organizations and pay for it that way and leave taxpayers who oppose abortion out of it.

Does it require a special alliance of minds or an identification with a certain shared ideology to believe what Frederick Noronha claimed and what has been written in the rest of the post appended below have any resemblance to each other? I am quite confident that most people would have no problem in recognizing that Frederick's point was completely different, even if you grant that for some strange reason Marshall believes that Nazism had nothing to do with the expansionism of Germany. Here are the points that Noronha made: 1. That the standard explanation for Britain and its allies to enter the second world war as a fight against Nazism and what not, is not a historical fact, but merely rhetoric. 2. That the real explanation according to Noronha seemed to be a ruthless scramble for colonies between a Britain that had an unfair share at that time and a Germany that felt badly left out (despite its technological and scientific prowess). And a violent struggle for economic clout in a changing world In other words, Noronha is implying that Britain and the other allied countries were almost as responsible for the violence as Germany, and that the war was simply a competition between some ruthless countries for colonial domination of the world. This is clearly a different version of history than can be found in all the textbooks. Augusto seems to agree with this revised version because of some nuances found in a novel relating to the diverse views held in India regarding Hitler and the Nazis, including the affinity towards them by people like Subhash Chandra Bose. This is really confusing to me because all this while I thought Noronha, Augusto and Marshall made it a point to mention that one of the reasons RSS was evil was because of its support of Hitler and Nazism. I would really like to know when things become black and white, and when they are nuanced for them. Re: [Goanet] The Germans in Goa was Goan veterans
I have been supplied through private email by two Goanetters incredible information. In the interest of preserving pieces of our oral histories even if it is on the Goanet server, I have collated both their accounts and share it with you, retaining their own words. It would be great if those who have provided this first hand anecdotal information take credit for it. Here it is. -- Three German freighters were caught on the high seas at the outbreak of the war in 1939 and made a dash for Mormugao harbour before they could be seized by the British. There they remained undisturbed as Portugal was not only a neutral country but with undisguised sympathies for the Axis. But the ships were fed with intelligence from Bombay spies on departures of cargo ships from Bombay, which were then torpedoed by German submarines roamong the Indian Ocean, one month taking a tol of 20 ships, which led to the counteraction described in the book and film. The ships were the Ehrenfels, Dragenfels and a third whose name the sender could not recall. After the destruction of the ships the crew dispersed in Goa. There were in total about 150 of them from the ships, found camping in the Candolim area, until they found jobs in the port-towns. Walter Sedlackzek, one of the survivors onboard these ships, married a Goan girl from Candolim, lived in Vasco worked with Sesa Goa, as a mechanical engineer, until he found a job on the ship. He has his family still living in Vasco. He was a serious philatelist and his privilege leave of 15 days was spent in sorting out his stamp auctions held in Calcutta and elsewhere. He eventually learnt Konkani and spoke it at home. Hartmann, another suvivor, with a loud guttural barking voice, married a bhatkann from Siolim. He always wore Khaki shorts and off-white shirts. He, however, was too proud of his German blood and bragged that he would never leave a drop of it in India. He remained faithful to his word and to half a dozen dogs which he looked after in the Sesa yard at Major Bunder. Erwin Tiegel, probably never spoke but always seemed to shout in his gruff German voice at the mechanics, welders and helpers he employed in his noisy workshop. Nobody in Vasco ever called him Tiegel. They knew him as Tiger and his workshop’s name board Tiger Marine in Patrong, across the railways tracks in Vasco. Tiegel is survived by his son Edward, who lives near the Goa Flour Mills at Chicalim. Until his death his icon was the battered and worn out greenish Volvkswagen Beetle care. Brietkork worked with the Timblos. His family lives in Mangor Hill, Vasco. Tall Fritz Dimsak, was into watch and camera repairs, with a hole of a shop opposite the former High Court building in Panjim. Dr. Victor Dias, there were rumours about that time about his German sympathies but nothing concrete. He was a thorn in the Portuguese, being openly pro-Indian. Being a prominent medical practitioner, at his death, the Portuguese wanted to wrap his coffin in a Portuguese flag which the family pointedly refused, preferring the Indian one.
[Goanet] German subs in Goa (Was: Goan veterans)
The below is sourced from : Howarth, P (2001). Phoenix: Undercover: The Men and Women of the SOE (Phoenix Press) http://www.amazon.com/Phoenix-Undercover-Men-Women-SOE/dp/1842122401/ref=sr_1_2?ie=UTF8s=booksqid=1258232543sr=8-2 In 1942 it became known that a radio transmitter was providing German U-boats in the Indian Ocean with important information about Allied shipping. The transmitter was located aboard a German ship, Ehrenfels, in the harbour of Marmagoa in the Portuguese colony of Goa. As Goa was neutral territory, an officer of the Royal Navy approached Lewis Pugh, a member of Force 136, who had served as a regular officer in the Royal Horse Artillery and later in the Special Branch of the Bengal police, and asked whether he could to anything to help. A conference was held in Force 136's offices in Meerut attended by, among others, Mackenzie, Stewart and Pugh. There it was decided that an attempt must be made to bribe the German captain of the Ehrenfels to desert. The attempt failed. Stewart and Pugh then made their way to Goa, ostensibly as representatives of a trading company, kidnapped the German radio operator and his wife, and brought them to India. Shortly afterwards the transmissions began again, and it was clear that a new operator had been found. Pugh therefore devised a more elaborate plan. This called for the co-operation of reserve officers in the Calcutta Light Horse, a body which members of the British business community in Calcutta traditionally joined, not in search of martial glory, but because of the social amenities offered. What followed has been vividly described in James Leasor's Boarding Party. The Last Action of the Calcutta Light Horse. A number of the officers underwent secret training, and Pugh set about finding a vessel which could be made available to transport them to Goa. In the end he was given the use of a hopper barge, which had been built in 1912 and had a maximum speed of less than nine knots. In this Stewart, Pugh and a selected group from the Calcutta Light Horse were brought to Goa from Madras. Meanwhile another Calcutta Light Horse member of the operational party named Jock Cartwright had been sent to Goa overland. His task was to ensure that as few men as possible would be aboard the Ehrenfels on the night chosen for the assault. Cartwright did his job skilfully. He bribed a brothel-keeper in Goa to offer free services on that particular night to seamen of all nations. He then bribed a Goanese official to give a party and invite all officers connected with the port or who had ships in the harbour. When the party ended there were no taxis available to take the officers back to their ships. Members of the operational group had been carefully rehearsed in their cover-stories. If their attack on the Ehrenfels failed they were all to say they had been enjoying a celebration party when the idea had suddenly been put forward that they should attack a German ship for the fun of it. Suitable apologies could then be made to the Portuguese authorities. In fact the cover-story was not needed. The boarding party met with little opposition, and the Ehrenfels's radio transmitter, which was the principal target, was quickly put out of action. More destruction was to follow. In addition to the Ehrenfels there were two German ships and one Italian ship in Marmagoa harbour. Their crews, like that of the Ehrenfels, had been instructed to prepare for a possible attack by the Royal Navy, and their orders were to scuttle their ships rather than allow them to be captured. When the boarding party seized control of the Ehrenfels it was assumed that this was the beginning of the expected attack and the order to scuttle the ships was carried out. Not only was the toll of destruction four enemy ships, but Allied losses at sea suddenly and sharply declined. The attack on the Ehrenfels took place in the middle of March 1943. Allied shipping losses in the Indian Ocean in the second half of the month, expressed in tons, were less than one twentieth of those recorded in the first half. The raid in Goa had much in common with the raid led by Gus March-Phillipps in Fernando Po, although Cartwright's introduction of the brothel-keeper added a new feature. The total tonnage of enemy ships destroyed or captured through the undercover efforts of SOE in neutral ports was in fact appreciable, but for diplomatic reasons the facts could not be admitted at the time. Indeed after the Goa raid the story was successfuly planted that the scuttlings had followed disagreements among the crews about whether or not to make a dash for Singapore. There were also hints of differences between Nazis and anti-Nazis. [Goanet] Margao's suffocated roads-2: HERALD(Goa), Nov 15, 2009
MARGAO'S SUFFOCATED ROADS - 2 By Valmiki Faleiro Intra-state private passenger buses are the other 50% cause of traffic congestion on Margao's thoroughfares. Don't take my word on this. The next time buses go on strike, see how traffic glides, ever so smoothly! Out of the KTC terminus, buses crawl along arterial but two-laned roads into town. They hamper traffic flow, if not holding it up altogether with sudden stops, often in the middle of the road, to take in passengers. One can't argue with bus drivers. They are privileged citizens. They routinely pay the police and RTO. You and I don't. Private bus crews are a law unto themselves. Not long ago a bus driver, questioned by the Salcete Deputy Collector outside the district collectorate, physically abused the latter. Old discipline is dead, together with the likes of Dy. Director of Transport, Venkatesh Kamat and Traffic Police ASI, Mario Valaradares. Both didn't hesitate to pull out an uncouth driver and give him a little physical treatment in full public view. Crawling into the heart of town, buses can halt for a minute to pick/disembark passengers by the Salcete Comunidades building (and near the two Jain temples at Pajifond for Quepem-bound buses.) But they linger at will. Out of town, they turn into speeding monsters, racing with competition, often killing or maiming people. Traffic policemen are invariably present at both points, but they are not there to regulate buses. They are there to collect a hafta from every bus exiting Margao. How can one expect the poor constable to shoo away the hand that feeds him? One solution to this menace is to preclude private buses from entering town. All south and southeast-bound buses can be diverted via a road, long proposed in the Margao ODP, linking the Ravindra Bhavan junction to the Eastern Bypass, by the southern banks of the two Borda lakes. Instead of constructing this vital link on priority basis, people's heritage walls and houses are currently being destroyed to widen the existing (and parallel) St. Joaquim road! This diversion would entail an alternate arrangement for passengers from the KTC bus terminal to all halts previously covered by private intra-state buses in the town. This can be done with a round-robin KTC minibus shuttle service. The State must provide this service either free or at a heavily subsidized rate. Commuters must not be made to pay for the sins of private bus operators and law enforcement agencies. No thought has been spared, in our brand of democracy where numbers count, to the largest segment of road users: pedestrians. Crossing a busy street has now become a daytime nightmare to able-bodied pedestrians, forget the unaided aged and infirm. This even at notified pedestrian crossings, where zebra lines are clearly visible to oncoming motorists. Motorists, before being issued a driving licence, are supposed to learn that pedestrians at a zebra crossing have a first right of road use. The opposite prevails in Goa! Pedestrians are not privileged to instruction on prudent road usage practices nor need a walking licence to use a road. Most roads are also bereft of pavements. People are forced to walk along treacherous roads and unfortunate ones who do that with their backs to oncoming traffic often get mowed down. Re-paint existing zebra crossings and provide more in Margao's central commercial area. Most of all, stiffly penalize motorists to create awareness about a pedestrian's right at a zebra crossing. In Margao's central area, the roads around New Market have also long cried to be a pedestrian-only zone during daytime. As a well-meaning friend (and one-time municipal colleague), I would urge Goa's current Aam Aadmi Chief Minister to remember the wise words of Goa's second Lieutenant Governor, M R Sachdev. In his first address to Goa's first Legislative Assembly, at its very first sitting, he had said, No amount of development is worth anything unless the man in the street feels that the administration is being run in the interest and for the benefit of the people at large. P.S.: With this, dear reader, *All-'n'-Sundry* takes your leave. This is the last piece for now. Thank you for reading and, as the French say, 'Au revoir.' Inshallah! [Goanet] World War II German presence in Goa
Wow ! This forum gives us so much historical news. I have a question of those who might know: As a 7 year old in 1947, our family had travelled by ship from East Africa to Mormugoa, Goa. As the ship entered the harbor, there were several ship masts sticking out of the water, obviously of sunken ships. Later I was given to understand that these were German ships that had gathered in Mormugoa for safe harbor to avoid being torpedoed if they ventured out to sea, and that at the end of World War II the Germans had deliberately scuttled their ships rather than allow them to fall into British hands. Could these have been the same ships referred to in a couple of posts here on GoaNet, which were sabotaged by the British ? The story Sea Wolveswas later made into a movie which I vaguely remember watching many years ago. I appreciate all the postings on this forum which enlighten us.
[Goanet] How Catholic Bishops Threw the Health Care Debate into Turmoil with Anti-Abortion Maneuver
Try what? I do not have to try anything. Just keep doing your thing Goveia, as I do mine. I really am not impressed with who prevails, neither I do I have those answers. I will post and forward, and you may present your side.
Re: [Goanet] Margao's suffocated roads-2: HERALD(Goa), Nov 15, 2009
Valmiki, Goan politicians and business folks are more keen on such grandiose projects as the Vasco-Dona Paula sealink, instead of trying to solve traffic issues you mentioned in Margao or an uninterrupted supply of water and electricity to the Goan population. Isn't the current CM elected by the people from Margao, itself? I read an article in the Navhind Times that indicated as to how all the business community was endorsing the sealink, instead of trying to fix issues that affect the day to day quality of life. Instead of that sealink, they can build highways and bypasses, to not bring in all the traffic into the city of Margao. I have seen that in the western world, all cities and towns are bypassed by ring roads. This not only ensure smooth flow of traffic on the highways but also reduces the congestion on city streets. Margao is a city/town that forms the heart of South Goa and has traffic flowing in from every conceivable direction. A ring road to divert traffic around the city could definitely ease Margao's traffic woes. [Goanet] Advocate General and Aires battle it out in court
Advocate General and Aires battle it out in court TNN 14 November 2009, 07:39am IST PANAJI: State advocate general Subodh Kantak on Friday refuted charges leveled against him that the high court of Bombay at Goa had remarked on his performance in 2005. He was appearing as complainant in a hearing of the defamation case filed by him against social activist Aires Rodrigues before a judicial magistrate first class court, where Rodrigues was cross examining him. For nearly two hours Rodrigues questioned Kantak over his performance in the high court, the fees paid to him by the government, his character in society and whether he had tendered his resignation in 2007 when the new government came to power. The court witnessed heated arguments between Rodrigues and Kantak. While replying to specific allegations about the remark made by the high court, Kantak said the high court order does not show that he appeared in the matter on the day the order was passed in 2005. Rodrigues submitted a copy of the high court order to the trial court and alleged that observations were made against the AG. Rodrigues further said that the court had remarked: AG is not appearing in the case today, even though he is present in the court. The remarks were made against Kantak as he had not complied with an undertaking given to the court during the previous hearing, Rodrigues said. While Rodrigues alleged that the AG's performance was questioned by the high court, Kantak replied that that he was included by the high court on a panel to represent the high court and he has also appeared for the high court in various petitions. Rodrigues also pointed out that that there is a noting in the government files that the AG had not tendered his resignation in 2007 when there was change in government. As per standard practice, Kantak should have resigned, said Rodrigues. To this, the AG replied that he had sent his resignation and the new chief minister had asked him to continue in office. Subsequently, the cabinet decided to appoint me advocate general, Kantak clarified. Rodrigues is facing a criminal case filed by Kantak for allegedly defaming him. The next hearing has been fixed on November 20, 2009. http://timesofindia.indiatimes.com/city/goa/Advocate-General-and-Aires-battle-it-out-in-court/articleshow/5229121.cms
[Goanet] Kandhamal killers escape through holes in the justice delivery system
Excerpts: Advocate Rasmi Ranjan Jena says As we know in most of the cases already tried in the Fast Track Courts in Kandhamal the accused persons have been acquitted. This is nothing but a great failure of the criminal justice system which has miserably failed to give justice to the victims of the communal violence. At this juncture there is an urgent need of critical analysis of the factors responsible for the failure. Though nothing much should be expected from a judicial forum in a communal society, but we need to have a self introspection to develop a strategy for the upcoming days. In the context of regular acquittals of the persons accused of criminal involvement during Kandhamal violence by Fast Track Courts on the ground of non-availability of witnesses, a meeting was held at Lohia Academy, Bhubaneswar to listen the experiences of the victims and their witnesses seeking justice. About seventy five persons including the victims, activists, representatives of left/democratic political parties and civil society organisations, advocates, media persons, civil society members, church leaders and others participated in the Meeting. Observations - Public Prosecutors are mostly found biased against the victims - In comparison with the skills, influences, clouts, numbers of advocates favoring the accused persons, the strength of advocates need to be improved - Faulty and biased methods of police investigation, framing the charge sheets and presentations in the Courts weaken the cases - Absence of social and physical security of the victims and witnesses inside and outside the Court - The provision that in GR cases only Public Prosecutors can argue, while the victim parties can not appoint their own advocates privately, does not help the victims in cases where PPs are biased. - Show of extra-favour to the accused ones by some judges harass the victims and their counsels - Lawyers counseling the victim parties are even persuaded not to continue their legal assistance - Witnesses are threatened/allured to turn hostile - Absence of democratic and left parties in comparing to the dominance of BJP and RSS helps the culprits and corrupts the atmosphere of the courts http://www.sacw.net/article1221.html
[Goanet] Of donkeys, demons and diabolical death
Of donkeys, demons and diabolical death Written by Subodh Kerkar Sunday, 15 November 2009 01:26 The sea is my master, my muse and my medium. The sea has inspired a number of my installations and the seashore has often become my canvas. It was a coincidence that the terror attack on Mumbai emerged from the ocean. So, it was not surprising that I made use of the seashore to create installations as my response to the events of 26/11. My socio-political concerns find a voice in my works. The terror attack on Mumbai, apart from evoking anger, also made me contemplate on issues connected with Indo-Pak relationship, religious fanaticism and the rise of terrorism. A lot of blood has flown at the altars of religious fanaticism during and after the trauma of partition. We need to re-examine the issue as individuals and as a nation so that the plural fabric of the country is re-affirmed. A nation that desires to make great strides on many global frontiers cannot afford to nurture communalist factious politics. Of Donkeys, Demons and Diabolical Death is an artistic, psychological and socio-political enquiry into the terror attacks on Mumbai. The terrorists, most of them in their twenties came to Mumbai in an ochre-coloured inflatable dinghy in order to enact the dance of death. That dinghy was the vehicle of terror. On the internet I saw the picture of the original dinghy, now in the custody of Mumbai police. I decided to create an object based on this dinghy with the hoof of Satan and moving red lights in her belly. An icon of the terror attacks on Mumbai! Terrorists are not Muslims or Hindus. They are a blot on the religion that they claim to represent. Terrorism is their only religion. They are robots not just robots but robots with donkey-heads who are brainwashed and programmed by the satanic forces that hide away safely. I made ten donkey masks in fiberglass and some replicas of AK-47s. I worked with Affsar Hussain and his team of actors from Kala Academy, Goa. We enacted a choreographed dance of death on Morjim beach. Most of my installation pictures are the product of that brilliant performance by the talented actors. I poured some red pigment in a puddle of water at Goa Velha beach. I was studying the effects and clicking pictures when, out of nowhere, an enormous fighter buffalo appeared on the scene. It was a sheer co-incidence. The he-buffalo is the vehicle of Yama, the God of death. The animal posed for me majestically in my puddle of red paint. This is the era of telecommunication and terrorism. Terrorists use electronic telecommunication equipments to achieve their goals. Paradoxically, terrorism can be considered a product of non-communication, or a breakdown in our ability to connect with others. I have used electronic circuit boards, representing telecommunication for my paintings and objects. The donkey head also appears in my works. This exhibition is also my appeal to the sensitivity and sensibility of people to discard communalism. I hope and believe that the sea, which brought in terrorists, will also bring to the shores the souvenir of sensitivity and humaneness. Gods and demons once churned the sea using a serpent as a rope to precipitate amrit, the elixir of immortality. All communities in India need to work harmoniously to help churn out the amrit of communal harmony from the ocean of their being. The exhibition will be held on November 19 from 6.30 - 8.30 p.m. at the Kerkar Art Complex. It will then carry forward to Gallery Beyond, Mumbai from the November 23 Nov to December 12 http://www.navhindtimes.in/buzz/5130-of-donkeys-demons-and-diabolical-death

[Goanet] Tracing the history of the Tiracol Church
Tracing the history of the Tiracol Church Written by Dr Jose de Sousa Saturday, 14 November 2009 01:40 The archaic chapel of Tiracol was founded and blessed on November 17, 1746. It was situated within the Tiracol fort which was built by the Bhonsles and later conquered by the Count of Alorna, Marquez de Castelo Novo. Initially, the chapel was dedicated to the Holy Trinity. Jesuit Father Sousa said the first mass. Subsequently, the chapel was dedicated to St Anthony. The image of St Joseph was placed in the Chapel in 1868. From 1822 to 1846, the Chapel was raised to a mission church. Father Paulo Tome de Sousa from Guirim was appointed parish priest (by Portaria (notification) on September 6, 1922). He was followed by Father Custodio Bernardino from Parra (by Portaria (notification) on February 18, 1835) In 1846, during a pastoral visit, the then Archbishop Silva Torres made the mission church into a chapel and affiliated it to the Church of Arambol. The then parish priest was asked to handover the books to the Vicar of the Arambol church. The Chapel was rebuilt in part by the inhabitants of Tiracol in 1901, as can be seen from the inscription in marble on its walls. It was later enlarged in 1922. Patriarch Dom Teotonio Ribeiro Vieira de Castro elevated the chapel to a parish church, which was inaugurated on January 1, 1935 (by Portaria dated November 15, 1934). The feast of patron St Anthony was celebrated by the then state government. It is presently celebrated in the month of May. The churchs architecture is of a Mannerist style with Neo-Gothic features. It has twin bell turners with urn finials. To mark its platinum jubilee, a souvenir on the church is being published. Dynamic parish priest of Querim, Father Rocklin DCosta from Colva is presently administrator of the church. The church bodies include Fabrica da Igreja de Tiracol and Confraria de S Antonio da Jegreja de Tiracol. The church also has a parish pastoral council and legion of Mary. http://www.navhindtimes.in/buzz/5083-tracing-the-history-of-the-tiracol-church-

[Goanet] Children's day
Albert writes:- Once a year we celebrate the children's day. It is not enough to celebrate children;s day but the teachers in the school should understand their children who are in their care. Many times we compare two children .Sometimes if the elder child was in the school and was very bright and all rounder the teachers feel others should be also like that. your brother was a genius, how is that you have become a dud we sometimes use the same yardstick for all the students. Our curricullam is for the bright student, the weaker one leave half way as they cannot reach to the standard set .and get catagorized as a dud, drop out etc etc etc. PT teachers should be extra careful while teaching them some techniques. They must not make small children as harddisk of a computer and load them with different packages of software. One particular teacher in a particular school in Bardez made his students (must be of the fifth standard) to stand on the stage and walk backwards and reaching the end of the stage the child had to jump off the stage. One child hurt himself while jumping as a result his nerve got twisted or may be damaged and he got partial paralyses. The parents had to hospitalise the child who till today is at home taking treatment. The parents so far has spent at least four lakh of rupees to do the treatment and now he has to undergo an operation . The child is better now and is undergoing physio therapy to make the muscle work as I think the nerve is either dead or damaged. The child is just ten years old and the teacher should have understood the gravity of the situation to ask the student to do such a gymnastic and at that tender age. Was the teacher training the child to join a circus ? The parents of the boy are both working and nice people .They have borne the damages with a heavy heart but have tollerated all this. If it was in the west they would have sued the teacher and the management of the school for crores of rupees. _ Windows 7: Simplify what you do everyday. [Goanet] Let's Face it
LET’S FACE IT By: Bennet Paes Assolna, Goa. - - - - - Before the British arrived, the so-called India was only a bunch of princely states, each one with a language of its own. To-day, the language that realistically binds them all is English – not Hindi, or any other. In my opinion the best solution to the issue of languages in schools in India should be this: let each State make English as a compulsory medium of instruction, with either Hindi or the mother tongue of that State as optional. Tall order? No, even the slum-dwellers’ parents now want their children to be educated in English, because that’s the route Danny Boyle opened up to them to become millionaires. And that’s the writing on the wall. English is the official language of over 50 sovereign nations of the world, and is either compulsory second language or spoken predominantly in almost all the rest. Americans speak English in their own accent, quite distinct from the British. So do the Australians, Canadians, Ugandans, Jamaicans, etc. That’s on all the six continents of the world. So Indians can do the same, as millions are already doing it now, and be a part of what is today a ‘global village’. Remember, perhaps the only edge we have over rival China, is our literacy in English language which prompts overseas corporations to unload some of their valuable work over here and help boost our economy. Imagine what heights the Indian genius could take us to, if we became another English literate nation on the planet. And here’s an irony - The British, they say, left India divided. But it’s their language that leaves us united and prospering, too. Think about it! Footnote: What’s in an oath? Whether in Marathi or Mandarin, our Politicians would not abide by it, anyway. - The INTERNET now has a personality. YOURS! See your Yahoo! Homepage. http://in.yahoo.com/
