In 1510 Portugal ''did'' us a great favour by conquering the city of Old Goa
from the Muslim
rulers of Bijajpur. In 1910 Portugal declared itselffree from the monarchy
and became a
Re;public . In 1961 Goa was liberated from the Portuguese hegemony.

All these dates converge  in 2010 as 500th, 100th, and almost 50th
anniversaries of these
events and hence some well meaning souls would have us celebrate with proper
dignity in Goa

Before we get into the celebration mood , it would be better on our part  to
assess the benefits
that were accrued by the general population of Goa . Hence the comparison of
the social,
economic, religious, etc. conditions that existed in 1961 with those
existing today in 2010
would be imperative for the proper assessment of benefits from the colonial
rule.

Yes, we , at least, the Goan catholics  are definitely grateful that we have
been Christians
for five centuries, by now. There was some spiritual improvement, but was
there any
improvement in the general standards of living of Goan people ? I don't
think there was
any difference between the standards of living of the 16th century
Christians an the
the Christians of the mid 20th century.Literacy could have helped in better
living
but, in my personal opinion, the casteist clergy of colonial times would
have none of it.
May be it (the literacy) interfered with the smooth passage of souls to
heaven. In other
words, most Goan christians, of the mid 20th century lived as miserably as
their ancestors
did in the 16th century.

Some one, I do not remember who, may be  ''uma alma do outro mundo ''wants
us to
remember the 1910 transfromation of Portuguese monarchy into Republican
administration. What does it mean to Goa ? Zilch , I suppose.

I would not my fellow citizens of Goa to celebrate the 50th anniversary next
year for we
still have miles to go befor we become worthy citizens of the world at
large. I shall only
ask them to ponder over the social economic status of their parents and
grand parents
with the standards of living they are enjoying today.

The Russian lesson: How it all went wrong for Goa

PANAJI: They are being called rude, offensive and arrogant. Ironically 
the term "our tourists" is also used to describe them.


For the first time in its history, Goa is experiencing clashes and 
increasing tensions between its tourists and its people. An analysis to 
find why this is happening reveals that Goa has brought it upon itself 
through decisions made by the tourism industry and the government 
coupled with the recent global economic circumstances.


"It started after the recession," tourism director Swapnil Naik said in 
retrospect. "There was a drop in sales of our tour packages at the world 
tourism fairs where Goa put up stalls. The tour operators slashed 
package rates, but the corresponding demand did not increase from 
countries such as the UK and Germany," he said.


"Russian tour operators, however, found it lucrative and bought up the 
packages. Consequently there was a high demand from Russia. Since the 
rates were slashed, lower income groups were able to afford a holiday 
and the tourist profile thus changed," Naik said.


The Russians started arriving in large numbers. The Goa holiday 
experience is being seen as a liberating factor for Russians, still 
haunted by a communist past that had enclosed them into a shell in their 
own country.


"Some of them have never stepped out of their country before. They 
didn't know that a world existed outside Russia. Most of the Russians 
from the lower classes are recent travellers. Many of them are from 
far-flung regions in their country. We have even had cases where people 
were surprised we didn't speak Russian," says Travel and Tourism 
Association of Goa vice president Ernest Dias, whose firm Sita Travels 
handles the largest number of Russian tourists coming to the state.


However, the hordes of Russians who have come to Goa has not translated 
into higher earnings for locals in the tourism industry.


While the Russians' penchant for splurging on sea food had brought a 
smile on the faces of shack owners in previous seasons, they were in a 
rude shock this time.


"I don't know if we can even call them tourists. We have had Russians 
coming to our shack. They bring their own fish and tiny prawns and ask 
us if we can clean and fry it for them. We've seen low-spending tourists 
before, but this is the first season, during which we are seeing 
standards drop to such a level," says Shack Owners Welfare Society vice 
president John Lobo.


"They go to wine stores, buy bottles of rum and soft drinks and conceal 
it in bags when they enter our shacks. If we tell them this is not 
allowed, they say they cannot understand English. If we point to bottles 
kept under the table, they deny its theirs. Once they leave the place, 
we find empty liquor bottles left behind," Lobo says.


"It's hard to arrive at a consensus with them if misunderstanding 
arises. Russians are arrogant. They don't listen and are ever ready to 
start a fight. It's scary," he added.


Inadvertently, the bulk of Russians have landed in Morjim, and their 
overwhelmingly large numbers have begun to intimidate the locals.


"The situation is such that we need an independent police station at 
Mandrem. This can take care of the coastal areas of Morjim and Arambol 
too. I don't believe the present police force in Pernem is sufficient to 
patrol the area with the increasing number of Russians," said Mandrem 
legislator Laxmikant Parsekar.


"We get what we ask for. This is how we have projected Goa and this is 
what we have got," said convenor of the 200-member Federation of Small, 
Medium Hotels and Guest Houses Serafino Cotta.


"When we market Goa abroad, we have to make it known what we are and 
what we are looking for. If you say Goa is all about fun and going wild, 
where everything goes, you're going to attract the wrong kind of 
tourists. You have to make it known what is tolerated and what is not 
tolerated here. My British clients already tell me that Goa is known as 
a place where one can drive a motorcycle without a license. Our weak law 
enforcing system is already famous," Cotta said.


"If you tell people your hotel organizes Indian classical music in the 
evenings, those are the type of people who will turn up at the event. 
It's common marketing sense," he added.


Dias said the state needs to re-think its branding. "Goa should avoid 
getting into a vicious circle and get away from attracting the riff-raff 
type of tourists. We need to learn from this and target the middle and 
richer classes," Cotta said.


Tourism minister Francisco 'Mickky' Pacheco however differs in his

 In  these  summer  months preceeding the  monsoons.most folk on 
the west  coast  including Mumbai  are lucky to get  2 hours of water in 
their systems to recharge their containers what  chance is  there 
for  water to be in the   fire hydrant  system. Supposedly  even  the  fire 
services vehicle that  turned up at the  Carlton  towers in Bangalore  with 
a 20 foot  ladder  ( to  service  a  9 storey  building ? ) had  no water 
with  it.
 If  you  expect  world  class systems  from  any  Indian  city  you  must 
be  kidding  yourself.

What is Fatorda MLA’s hidden agenda

Last week, parents of students studying in first to fourth standard and 
tenth to 12th standard were ruffled up a bit and are now gearing up to 
take on the Directorate of Education and Fatorda MLA Damodar Naik for 
seeking personal information using the Right to Information Act. In my 
opinion this BJP MLA has no business to request entire details of the 
students such as names, postal address, their date of birth, mobile 
numbers of students as well as the details of their parents, at the same 
he has not committed any illegality nor has he usurped his position as a 
legislator by requesting the information. It was the duty of the 
Education department to apply its mind and decide whether it could part 
with such personal data.


Person seeking information under RTI needs to state his reason for what 
he wants the information and Damodar’s reason being, he is conducting a 
survey on students possessing mobiles, this sounds stupid and 
unconvincing indicating that the BJP along with their MLA has a hidden 
agenda. Citing such a flimsy reason for obtaining personal data of the 
students should have rung warning bells in the minds of the officials 
sitting in the Directorate of Education, unfortunately it did not. And I 
am not surprised because most of the officials in the DoE starting from 
the top are inefficient and stupid. What they can do best is “yes sir 
job” to each and every politician.


Not for a moment am I willing to believe that it was the brainchild of 
the Fatorda MLA to acquire the data of the students from first to fourth 
standard and tenth to twelfth standard. I feel that it is well devised 
plan by the BJP bigwigs and Damodar Naik is just a pawn. However it is 
really difficult to gauge the motive behind sinister ploy, but one can 
be sure that the BJP which thrives on divisive politics is seeking such 
personal information not for the love of students or the for the love of 
mobile companies, the party surely has some plans up its sleeve and to 
believe that those plans are honourable would be dangerous.


Be that as it may, it was unbelievable that Education department 
forwarded this request to the schools to provide the information and 
that too directly to the applicant. This action of the department is 
irresponsible and has to be condemned. The data should have first be 
collected by the Directorate of Education and then handed over to the 
applicant. For direction to schools to handover the information directly 
to the Fatorda MLA is setting a bad precedent and the Education Director 
has to be penalized for being so casual in her approach. How can the 
Director, who is the overall custodian of our children can now guarantee 
the parents the safety of their children, what guarantee can the 
director of Education offer us that the information provided to the BJP 
MLA will not be put to wrong use or will not be passed on to wrong people.


The information sought by the Fatorda MLA Damodar Naik is personal is 
nature and the director of Education or her legal adviser should have 
realized that such information has to be safe guarded and that such data 
does not serve public purpose or cannot be used in public domain. But 
since they have already allowed the information to be made available to 
the applicant speaks volume of the caliber and capabilities of Director 
of Education in improving the quality of education in the state of Goa. 
It would be better for the present incumbent to relinquish the post for 
directing schools and higher secondary schools to provide personal 
information to the applicant who so ever he might be.


Now let us analyze how the information, some of which is already in the 
hands of the MLA can be misused. At the outset, let me remind all the 
readers how the BJP led government in the state headed by former chief 
minister Manohar Parrikar tried to brainwash and poison the innocent 
minds of the our children with the controversial CD of Goa freedom 
struggle. In fact the CDs were already distributed in all the schools in 
the state with direction from the then Education minister who was none 
other then the chief minister himself that the children should be 
compulsorily made to view the CD. If his government was not toppled 
then, by now deadly poison would have already been infused in the 
formative minds of our children making them religious fundamentalist by 
now. The same man had earlier tried to indoctrinate our children with 
introduction of a new history book with distorted version. But vigiliant 
citizens had put spokes into his designs on both occasion.

Well, here we are back to square one. Fighting one more time to get a 
Regional Plan that we are happy with. What a long journey it has been – 
all to end up in the same place all over again. Three years ago Goa 
spilled out onto the roads to protest a Regional Plan that was 
disastrous. So vociferous were the protests and so many were the 
protestors that the Government actually cancelled the RP2012 and 
promised that it would include the peoples sentiments in the next plan. 
While the next plan ended up making no one entirely happy, there was a 
window for villages respond to the plans and to fill in a questionnaire 
asking for the development they wished for their own villages. It was 
months of hard work for both the GBA and various villages. I got 
laryngitis twice after explaining day after day just exactly how to 
tackle the RP2012. GBA members ended up exhausted and mentally drained. 
With no official training from the government, village regional 
committees and concerned citizens struggled with the task set them. 
Deadlines were extended time and again, but finally it was done. We 
heaved a sigh of relief - too early it now turns out.


All that hard work has gone into limbo along with the Regional Plan. 
There are no assurances as to when the Regional Plan will be finalized. 
Neither do we know what exactly is going to be finalized in it. Will the 
village plans made by the villagers hold importance or be swept aside by 
the governments plans? Will what we have asked for clearly as villages 
be respected? What kind of development will finally be foisted on us? 
There are no answers – and above all – there is no Regional Plan. Like 
the Holy Grail, it remains lost in the mists of government procedures. 
And in the meantime, the doors have been flung open. While we wait 
eternally for the RP to be finalized, permissions are being handed out 
hand over fist. Amendment 16 an 16A is a nice little loop hole through 
which any project can be shoved once it is branded 'government project'. 
When the Pilerne Action Committee asked for details of building NOC's 
handed out while we wait for the RP to finalized, the terrifying 
official reply was that they were 'numerous' and details could not be 
given without 'diverting the staff from day to day work'. You can 
imagine the volumes of NOC's that have been handed out! While we good 
citizens patiently wait for the Government to do the right thing, the 
government itself is busy subverting it's own laws by using this window 
to pass 'neumerous' projects – which it refuses to inform us about.


We have been taken for a royal ride. Like children being diverted with a 
lollipop we were handed the RP2021 with so called 'peoples 
participation'. That participation was never quantified, nor was it made 
clear whether it would be respected or included in the final plan. And, 
having taken the bait, while we waited around for the RP to be 
finalized, it was business as usual behind the scenes. There is no 
gentler way to put it – we have been made absolute fools of. What are 
these 'neumerous' projects? What rules do they follow? Do they respect 
the areas marked out in the RP2021? Under what guidelines are they being 
passed? The government can't inform us – it would take 'diverting the 
staff from day to day work' to give us these answers.


In this context it comes as a relief that the GBA has decided to hand 
out an ultimatum, saying it will take to the streets from March 4th if 
this passing of projects is not stopped, and a date not set for the RP 
to be finalized. We have done our best to co-operate with the 
government. We have done our best to be good law abiding citizens and 
work within the parameters the government gave us. But enough is enough. 
When the government breaks it's own laws, when it creates convenient 
loop holes, and when it chooses to keep citizens in the dark about it's 
activities – then that government has lost it's right to civil 
obedience. It's time to take to the streets again. That seems to be the 
only language this government understands. We have fought this fight 
before and we will do it again. Let the government beware! This time we 
are wiser. You can't fool all of the people all of the time Mr. Kamat.

By the way, I feel good that I have opened the eyes of Indians that they have 
been traditional Racists in their own country, and not owning it. I hope there 
is positive change in the near future.

Well, mine is a 'modern Goan Indian' culture with a worldly look, not a narrow 
parochial one like the majority of Indians; and I must say, I had cultivated 
this modern Indian Culture much much before, I landed Down Under.

My migration to being 'Modern Man' in the international sense  was made 
possible first by my ancestors in Goa, who broke away from the conservative 
primitive madness of the Indian tradition, and reformed; that is, so many of 
us; so much so that we can integrate and make ourselves 'at home' in any 
culture, anywhere in the world, and Be Accepted!!!

Sad to say that I feel most uncomfortable with the traditional Indian Culture 
whilst not only in India but even in the Goa of today. Why? Because everything 
is so much 'pochpochit' !!!

No Hard Feelings! I mourn for the 'primitiveness' of the majority of Indians. I 
identify myself as truly modern and worldly integrating person of Indian 
origin. I love BEEF and BACON; most of the world does!

Dear lady, truth hurts and I think I have enough experience in my 35 years of 
socio-political struggles, for your information, to understand the politics of 
Goa's movements. If at all Selma has not yet got the proof of the fraud from my 
postings since 2007, it is her problem not mine. Soter is not 'bekar' to be 
wasting time on internet. Please do your homework lady. That is the problem 
when Goan people are only busy marketing Goa's past history and reading present

The violations of fire safety at Carlton Towers fire in Bangalore
that led to loss of 9 lives are unpardonable.
It is criminal that the fire exits were locked, the fire alarm did not go off, 
the sprinklers
had no water, and there was 2000 liters of disel stored on the terrace. Apart 
from the owners,
investigation is needed as to what the fire inspectors were doing. Isnt it the 
job of
fire inspectors to carry frequent audits of such multi-storied buildings ? 
Investigations should
be made as to whether these fire inspectors take bribe to give a no objection 
certificate or
to pass audits. The owners should of course be booked but the government 
authorities shouldnt be allowed to go scot free. After all, we know that one 
can pay one's way through
any illegality in India.

It is ironic that young people with degress from top schools such as IIMs were 
killed.
It also brings out a harsh truth --- today, no one is safe; you may live in a 
gated community, work for the top finance company raking in millions, but death 
can reach
you any time. It is also a big lesson that one can turn a blind eye towards 
social
issues and political issues only at one's own peril.

While Soter has been in the forefront of wanting his dear Panchayats 
bestowed full powers  of the 73rd. Amendment, he has been running away from 
the questions you have asked him.


Soter must answer these questions. As far as I am concerned, Panchayat 
members, with the connivance of the BDOs  MLAs and Ministers are 
'peacefully filling their own pocket. [pun intended]


Did Soter denounce the un-opposed election of the ZP member Nelly in South 
Goa?  Is getting elected up-opposed has any meaning in a democratic set-up?
For example, I contested Taleigao by-elections in 2005 against Babush 
Monserrate because I wanted to force the election process. Otherwise Babush 
was getting himself elected UN-OPPOSED.


Yesterday we have seen the political wheeler and dealer who has ultimately 
routed himself in politics at the fag end of his political life, Dr. Wilfred 
D'Souza, prefers to tell the world that quote 'good people are wanted in 
Zilla Parishad unquote. Why? Because his son-in-law is contesting?  And the 
Goa Legislative Assembly is reserved for the bad/rotten guys???

Renowned Konkani writer Prakash Thali dies
TNN, Feb 24, 2010, 11.50pm IST

PANAJI: Noted Konkani writer and Sahitya Akademi award winner Prakash 
Thali expired on Wednesday.


He was 65. Thali is credited for translating the Indian constitution in 
Konkani up to the 85th amendment and contributing to the Konkani-English 
dictionary.


Born at Chorao in 1945, Thali has written works in Konkani and Marathi. 
He has also translated Bengali dramas 'Sagina Mahato' and 'Badal Sarkar' 
and Kannada play 'Hayavatani', besides a Marathi drama into Konkani.


He was a professor who taught English at P D Lions College, Mumbai and 
Damodar College, Margao.

of cricketing gods was assured. He had already amassed both the highest number 
of runs and the maximum tons in Tests and one-dayers alike. 

If devout worshippers had any reason to quibble, it was that there was no one 
record-shattering innings - Brian Lara has the highest Test score of 400 and 
Saeed Anwar and the little-known Charles Coventry shared the ODI record of 194. 

Just 147 balls later, Tendulkar set the record straight in emphatic fashion. A 
staggering 2,961 matches and almost 39 years after the first ODI was played - 
and remember, many ODIs in the early years featured innings of 60 overs each, 
which gave batsmen more scoring opportunities - the Little Legend finally 
became the first cricketer to score 200 in a one-dayer, propelled by a record 
25 fours in one knock. 

The landmark 200 came in the final over of the innings, though Sachin crossed 
the previous record of 194 in the 46th over; in the interim, several 
lustily-hit fours and sixes by M S Dhoni were accompanied by groans from 
millions of spectators desperate to see Sachin on strike. 

The big moment, though, finally arrived, crowning what is fast turning into one 
of Sachin's most productive periods with the bat. The last 12 months have seen 
him score 10 international hundreds: six in Tests - including four centuries in 
his last four Tests - and four in ODIs. 

Three of those 4 ODI tons - Wednesday's 200, the unforgettable 175 against 
Australia last November and the brilliant 163 in New Zealand last March - are 
among his four highest ODI scores. Only his previous highest score of 186,

Over the past 12 months, though, Sachin has once again opened up a yawning gap 
between himself and all his contemporaries, and ensured that if at all any 
comparisons have to be made, they should be with another Australian - Don 
Bradman, who was famously reminded of himself when watching Sachin bat. 

True, no one comes close to the Don's amazing average of 99.94, or his 
phenomenal 29 centuries from just 52 Tests. But the fact that Sachin is 
breaking records barely two months shy of his 37th birthday testifies both to 
remarkable longevity and an insatiable appetite. 

Indeed, there are no speed limits on Sachin Tendulkar's road to excellence. 
After two decades of basking in the glory of his sporting pre-eminence on the 
world stage, India is now privileged to witness the second coming of the most 
complete and prolific batsman of this age. Even the back-breaking expectations 
of a billion unrealistic fans, it seems, are a pittance compared to the soaring 
aspirations of the man himself. 

Over the last year, Sachin has taken his skills to a whole new level of 
consistency. The body, close to breakdown in the mid-2000s, has been chiselled 
to accessorize this new-found garb of perfection. Back in 1998, he had scored 
12 international tons, 9 in ODIs and 3 in Tests. This purple patch has turned 
back the clock. 

In the last 12 months, he has been the only player to score six hundreds in 10 
Tests, at an average of 78.3. In 20 ODIs, a format in which his records are set 
in stone, he has notched up 1158 runs at 72.37, with 4 hundreds. 

How about a Test triple, Sachin? 

In Gwalior, Tendulkar strutted on his stage like a man possessed, ran between 
the wickets like a 20-year-old and reaffirmed his relevance in modern cricket's 
rapidly-changing dynamics. 

When it finally came to pass, the unbeaten double ton almost seemed a scary 
inevitability. There were no cramps, no nerves, just steely intent to go on 
with a ruthlessly dominating display. Where have all the years gone? 

Commentator Ravi Shastri repeatedly referred to him as a run machine, but 
that's only a half-Sach. Tendulkar isn't a mundane machine. Instead, he scripts 
his achievements with soul. This is a man for whom excellence is a habit, who 
is so devoted to his craft, so enthusiastic still, that with experience he has 
mastered the art of seamlessly binding talent, discipline and perspicacity, all 
without compromising on style, for maximum gain in a team cause. The end result 
is machine-like consistency. 

Treasure this new, improved Tendulkar. He is, by far, still India's most 
valuable player, and will remain so till he decides to call it quits. But 
that's for later: after Gwalior, and given the form he is in, it's time to ask 
what's next. Maybe a 100 international hundreds, given that 93 are already in

No Carnaval in Paradise



The impossibilities of Carnaval in a post-Christian world


(A version of the column was first published in the Gomantak Times, dtd. 24
Feb 2010)


There is a certain familiarity that Lisbon brings to the Goan visitor. The
place is full of familiar names, figures and remembrances. In this context,
a friend suggested that rather than think that it was Portuguese names that
Goans bore, it was in fact Goan names that the Portuguese carried with them.
Goa, in other words, is where Portugal originated.



Now this suggestion seems facile, ridiculous even. We would do well to
remember though, that history is always an artifice, a construction of
ideas, emphasizing some aspects rather than others, the direction of some
flows, rather than others. Much writing and thinking, especially within
Portugal, begins from the assertion of Portugal’s gift of culture to the
world. Where there is talk of counterflows, the influence of the colonized
is seen as only ornamental, superficial. The colonized has not really
impacted on the famed continental Portuguese soul.



I am led to these ruminations by my thoughts this last Carnaval. Through the
entire festival, I was possessed by a strange irritation; an irritation I
just could not figure out. I was sure it had to do with my conviction that
Carnaval is a tropical feast, and my being out of Goa and missing the
passion with which Carnaval is celebrated in Goa.  I argued in my last
column that the Goan Carnval is now a brief and gaudy lament for a lost
citizenship which is why we Goans are still so passionately celebrate it. It
was after seeing my thoughts on paper, that it all came together, and I
could place a finger on an alternate source of my irritation.



‘These silly Portuguese are not doing it right’ I kept thinking, holding
Goan practice to be the model-type. And indeed why not, since as I will go
on to argue, the Goan Carnaval continues to approximate the ideal of what
Carnaval is supposed to be. The Portuguese Carnaval simply has ‘to suck’ as
a Lisboeta friend put it, because it has largely lost any context that a
Carnaval ought to have.



The hierarchy of the Goan Catholic Church may disapprove of it; and our last
gasp of fun, before Lent may not quite be the spirit in which we ought to
approach Lent. However, we must recognize that the fact that Lent is still
taken fairly seriously provides a significant context for the Goan Carnaval.
Even if we do not abstain during Lent, the Goan Catholic enters into a
social context, not different from that experienced by the errant Muslim
during Ramzaan. In not abstaining we recognize deep down, that it is we, the
non-abstainers, who are the aberration. In the post-Christian society that
Portugal has become, the absence of the tension of restraint that Lent
provides to the periods of moral laxity and consumptive excess through the
rest of the year, results in a Carnaval without an edge.



The Catholic faith in Portugal has been largely replaced by a more secular
faith, that of the ceaseless worship of Mammon, through constant consumption
and sensorial gratification. Ghalib perhaps captured it best in his couplet;
‘Hazaron qwahishein aisi ki har qwahish pe dum niklen; bahuth nikle merey
armaan, phir bhi kum niklen’ (A thousand desires such, that with each desire
we expend ourselves; Many were my desires and yet they fell short). My
perspective is to be sure partial and biased. I am but a few months a
Lisboeta, and live in close proximity to Bairro Alto, the veritable temple
courtyard of Mammon in Lisbon. In this location, and to quote the Hindi poet
Harivansh Rai Bachchan, ‘Every day is Holi, and every night Diwali’.



Carnaval is necessarily a period of abandon, when we create a fleeting
material paradise of plenty, to contrast with the daily deprivations we may
suffer. As such, it is also a festival with stresses our relationship to the
corporeal. When in this consumeristic world, every day is a Carnaval, and
want is almost unknown, what sense in having a half week of Carnaval just
once a year?



Portugal may be poor, its standards of living lower than in the rest of
Europe, and yet, this is not the poverty of its not-so-distant past. It has,
despite its grumbling, and it has to be said that the Portuguese lo-ove to
grumble, settled comfortably into the Pax Europeana. This Pax is what
Foucault has would have called governmentality. A situation where by and
large our every material need is taken care off, or at least entertainment
and distractions provided if it is not. Portugal’s needs may not be taken
care of, but it definitely lives within a bureaucratic and consumeristic net
where the edge of frustrated desires are blunted. The Goan Ca

Union Minister Jairam Ramesh's mandate for a moratorium on mining in Goa is a 
landmark decision and 
the culmination of a lot of work,sacrifices and activitism on the part of a
