Goichi unkle and auntie having the diabetes, shouldn't you be serving
the wedding peoples amcho Goicho pau? (learning to make amcho pau, is
what I suggest) And whats a wedding cake anyway? All sugar quoted.
.ah, I get it, with so much black m*ney, joyful and sweet way
to spend eh?

When is the date Reena mausi? In my chooris-pau bij-ness, we have a
new product- chooris-sushi. Diebeties safe for all the unkle, auntie.

They say the best wedding cakes are made by some Cansaulim
cake-maker..very phamous.

A question to folks out theredo you think they use real butter in
the cakes (example, phamous Goichi plum cakes) or is it mar-ga-rin?
Just asking. Maybe old friend *meow* Lionel the fury tom cat that
roars can investigate *meow, meow*!

No one has caught on to trans fats here in the desh (the bad bad fats,
that one finds in bis-cuts etc) thanks Gods. Never mind. Life is
short, specially in Goi where one has to quickly spend all the looted
quick-money and the chances of you going RIP in a road accident is
better than playing the matka!!

For some time now I've been saying that right-wing ideology is not confirmed to 
a few, isolated groups in India, who can be dismissed by election results which 
elect in  a Congress government. The fact is that the ordinary Hindu walking 
the streets, not prone to any violence, not a member of any radical group can 
be a right-wing ideologue, embracing this idea of nationalism or at the very 
least sympathetic to the cause. There is now at least an acknowledgement that 
this phenomena exists and that it has found a voice on the Internet.

This in itself is not cause for concern. The Internet Hindu has a counterpart 
elsewhere; the talk show radio American and the tabloid Brit. If one listens to 
talk show America, which is the domain of Republican ideologues, one is 
immediately inclined to think that America is a rabidly racist country, whose 
idea of nationhood does not extend beyond blue-eyed and blond Americans. A 
similar trend of thought is echoed in Britain by tabloid newspapers who 
epitomise the mindset of a closed, insular society. These domains have quite a 
few features in common; they create a fear of outsiders, of anyone different, 
they claim to represent the nationalist point of view and they are drawn 
from what is traditionally the bulk of that homogenised group. It is 
disconcerting that the rise of this group in India, hails from the educated, 
middle-class section of society. This aspect is troubling and anomalous.

These groups, as strong as they are in every society, find their bette-noire in 
the mainstream press and in the flood of liberal intellectuals that society 
generates. They are never eliminated, the only counter is to have their power 
neutered by counter-propaganda. The challenge for India is only this; that it 
must constantly be in the business of creating liberal intellectuals. That it 
must never muzzle the freedom to think and express. That it must invest heavily 
in an education with an emphasis on the liberal arts. Only by creating 
intellectual capital can there be coherence in our society.

Goa’s Rajya Sabha MP Shantaram Naik M.P today called on the Prime Minister
of India Dr Manmohan Singh and requested him to make special provisions for
Goa by amending Article 371 of the Constitution of India to empower the Goa
Legislature to enact a law to regulate the land transactions in the State.
He also pleaded for special category status for Goa.
In his memorandum submitted to PM in his office at Parliament House Mr Naik
said that land is becoming a scarce commodity more particularly in smaller
States and that land mafias from foreign countries are landing in States
like Goa with tons of money buying huge areas creating social and economic
chaos. Some of the parties are potential enough to buy a whole village in a
smaller State like Goa, he said.
Persons in real estate in the country too, are resorting to similar
purchases disturbing the social fabric in the State, said the MP in the
memorandum.
Naik further said that rights existing under the constitution should not be
so unfettered so as to change economic scenario of a smaller State,
particularly its villages, much to the disadvantage of the State and its
people. Anti-social elements which become a part of such uncontrolled
transactions are proving disastrous for a State like Goa.
Therefore, he said, States have to be empowered to enact appropriate
legislations to bring in restrictions on transfer of land and other
immovable properties on grounds of duration of residential requirement in
the State, social and economic needs of the State, environment and public
interest, as may be specified by the law, he pleaded.
Similarly,   the State of Goa consist of hardly 3,702 sq meters of land with
a population of roughly 14 lakhs, increasing number of migrant population
has reached to an unmanageable proportions. While it is the fundamental
right of every citizen under Article 19 of the Constitution to move freely
throughout the territory of India, it is also the fundamental right of
others to live a decent life with basic amenities provided by the State.
 In order to safeguard the basic rights of those Goans as also non-Goans who
are settled in Goa for a number of years, further inflow has to be regulated
to avoid a virtual stampede in near future, he stated.
 Mr Naik also raised the issue of activities of Russians in the State with
the PM.
SPECIAL CATEGORY:  In the second memorandum Mr Naik demanded special
category for the State. Mr Naik said that at present, there are 11 states
which enjoy the status of Special Category which are: Arunachal Pradesh,
Assam, Meghalaya, Nagaland, Manipur, Tripura, Mizoram, Sikkim, Jammu &
Kashmir, Himachal Pradesh and Uttaranchal.
The State of Goa has achieved a high Human Development Index and has been
consistently performing well in financial parameters as well. However, the
recent global recession has adversely affected the revenue collection of the
State, memorandum says
 To revive the situation, the State requires fiscal stimulus in the form of
higher investment for creation of infrastructure in key sectors of the
economy such as Agriculture, Health, Education, and Social Sector.
  SEPARATE CADRE:  Through a third memorandum Mr Naik has demanded a Special
Cadre of All India Services for the State of Goa.
In his memorandum Mr Naik has said that IAS officers, come with the
objective of having a short stint, most of them keeping the families in
Delhi. Hence they are popularly called as brief case officers indicating
thereby they come only with a brief case as they have to go back soon, he
said.
Mr Naik further said it is proper guidance and innovative ideas coming from
bureaucracy that makes every project a success story. But IAS officers
posted in Goa play a very limited role of disposing files routinely, without
getting to much involved in any project.
Goa’s interest would be better served by the Central Government granting a`
separate All India Services Cadre to the State, Mr Naik said in his
memorandum
Pending the creation of Separate Cadre Mr Naik has demanded that the
strength of Goa segment of AGMUT cadre be increased from 12 to 22.
 Prime Minister assured Mr Naik to examine all his demand and do the
needful.

Somewhere I had replied that some would say "Argam tuka Deva" as different 
expressions can be used as in other languages. However I am interested in 
knowing how one responds when someone says "Deu borem korum" and when someone 
says to you "Dev boro dis dium". I have heard in the Churches people responding 
to the priests as "tuka-i dium" which according to me is incorrect. I had heard 
during my childhood days seniors saying "Dev tuka kurpa dium". Any light on 
this?

I feel it is unfair of the residents near Bhale's hospital at Porvorim to 
accuse the attendants at the water tank for the prevailing water crisis in 
Porvorim (Herald, 11th March). These boys are very much from our village, and 
our problem is also their problem. I have been visiting the water reservoir 
near JMJ Hospital to register my complaint almost every alternate day for the 
last two months. I never found these young men drunk on duty. Public relations 
is not their job. Instead, on several occassions I have found them stressed out 
and depressed from the late nights they have to keep up and the unnecessary 
abuses from the public. No one bothers to monitor the quantum of water received 
at the reservoir neither do they hold the PWD Engineeers and Panchayat 
representatives responsible for this mess. 
In the last two years, over 200 construction permissions have been issued by 
the Village Panchayat of Socorro. Neither has the Zilla representative bothered 
to address this issue. On 29th October 2009 a special water pipe-line was laid 
to a mega project under police protection. From where will the water be 
supplied to around 40 mega projects which are in pipe-line in Socorro village 
alone? The affluent people in Porvorim are equally responsible for this water 
crisis as they hardly bother to exercise their fundamental duties. They should 
have the courage to confront those who are actually responsible for the 
development policies and not the helpless attendant at the end of the 
administrative chain.  Let us dare to ask the questions at the Gram Sabha, to 
the State Legislative representatives and to the executive officers.

The song Paka Paka is sung by Usha Iyer (Uthup) and not Lorna.And the music is 
of Chris Perry. The former too has some of the most memorable songs  in 
Konkani, all of which were composed by the legendary Chris Perry. Perhaps she 
was brought in by Chris Perry to provide an alternative female voice, to  some 
of his classics which for some reasons have not been as popular as those 
rendered .by Lorna. There is an album titled 'Meu Amour' by her available with 
Sinaris. A treasure for sure.

On the occasion of World Consumer Rights Day
15th March, GOACAN organised an Awareness
Action on the theme “Our Money, Our Rights” to
highlight the global consumer movements fight for
fair financial services.

Armed with colourful flags and placards, volunteers
from the village based Consumer Forums gathered
at the Communidade building Margao and expressed
concern about the increasing cases of frauds and
scams in Banking, Investments and Financial services
in the State of Goa.

The consumer forum volunteers highlighted some of
the issues faced by the consumers in Goa such as the
large amounts of fake currency in circulation, the loss
of money on a daily basis in transactions in the market
due to the shortage of coins, the increasing number of
non-banking finance companies entering Goa without
any registration or scrutiny by the concerned authorities
and disappearing with hard earned money of the
consumers, the increase in cases of economic offences
registered before various police stations in Goa and
where investigation is pending & charge sheets are yet
to be filed.

Other issues highlighted were the unfair terms in loan
agreements and unethical practices followed wherein
consumers have to pay unreasonably high penalty fees
for paying-up of loans, non-provision of proper
information when soliciting insurance policies especially
in the case of equity linked schemes where consumers
stand to loose heavily for not understanding the link to
the stock market, consumers are unable to fully
understand all the terminology, terms and conditions
wherein money is tied up for excessively long periods
of time into Insurance Policies, growing number of cases
of agents promoting schemes that are tailor made to give
themselves huge commissions and putting the consumer
to a disadvantage.

Consumers facing difficulties in obtaining loans and opening
zero balance bank accounts even if they are fully eligible for
the same, the increased cases of over-charging for services
by banks in violation of  the relevant code of practice agreed
upon with the Reserve Bank of India, cases of collusion of
bank officials in opening fake accounts by forging signatures
and attaching non-attested photocopied documents, increased
cases of fraud committed on consumers at ATMs and through
Internet banking due to lack of proper security procedures,
harassment of sureties to pay back loans due to collusion by
officials and the defaulting customer, were some of the other
issues highlighted.

GOACAN therefore demands that the:
 Government should take immediate steps to curb the
circulation of fake currency by putting in place necessary
infrastructure and implementing a code of conduct for
dispensing money out of Banks, Credit Co-operative
Societies and ATMs.

Government should ensure that availability of adequate
quantity of coins and make arrangements for its equitable
distribution through designated Bank branches (both
nationalised and co-operative) and through Post Offices.

Govt. should specify the terms and conditions for
Non-Banking Finance Companies to operate in the State
of Goa and identify a nodal agency to take action against
those dubious companies that may exist or are identified
later.

Government strengthens the Economic Offences Cell of the
Goa Police by setting up an Special Investigating Team (SIT)
to fast track the investigation and charge sheeting of the cases

The Government notifies a Nodal Agency to handle all
consumer grievances related to financial services in the State
of Goa.

The Govt should ensure that all Registered Banking,
Non-banking and Insurance Co.’s undertake an Investor and
Consumer Education Drive in all the talukas of Goa so as to
provide information about all the regulatory bodies set up by
the Govt. of India such as the RBIs Banking Ombudsman
Scheme, the Securities and Exchange Board of India (SEBI),
Insurance Regulatory Authority etc.

The Consumer Forum volunteers resolved to take up these
demands in the forthcoming Gram Sabha  meeting of the various
Village Panchayats in the State.

It was also resolved that GOACAN submits a memorandum
to the Governor of Goa, the Chief Minister, the Chief Secretary
and Leader of the Opposition on these demands in view of the
forthcoming budget session of the Goa Legislative Assembly and
to the 3 MP’s in view of the ongoing Budget session of Parliament.

Vhodlya Devachi zatra celebrated in Narvem

KERI: On Monday, Narvem village in Bicholim celebrated the unique fair 
locally known as Vhodlya Devachi zatra.


Devotees from across Goa thronged to the village as it celebrated the 
fair after 15 years.


Folklore holds that the fair is not to be celebrated annually, but 
requires the deity to express the desire for the fair through the mouth 
of a devotee under trance.


The original name of the village was Hindole. It came to be popularly 
called Narvem after the temple of Saptakoteshwar originally from Narvem 
on Diwar island in Tiswadi taluka was relocated here to avoid religious 
persecution during Portuguese rule.


In 1668, Chattrapati Shivaji renovated the temple of Saptakoteshwar, a 
fact noted in the stone inscription at the temple's entrance.


During the zatra devotees unfurl a saffron-coloured flag which is 
believed to have been given by Shivaji.


Shantadurga is the presiding deity of this village, whereas Bhavakadevi, 
Ravalnath, Kanakeshwari and Nagareshwar are associated with the temple.


On the day of the zatra the mood in the village turns festive.

Early in the morning, the 12 representatives of ganvkaris assemble in 
the temple of Kanakeshwari where a symbolic image of Kokodev or 
Vhodlodev, concealed in a secret box, is taken out and dressed in aboli 
flowers.


Chavadeshwar from Hindolewada, Shantadurga Pilarnekarin from 
Gaonkarwada, Khapro-Ravalnath from Konadi and Shri Ram from Murdiwada 
send the baskets full of aboli to Vhodlodev.


The flowers are used to decorate Vhodlodev who is believed to represent 
33 crores of gods and goddesses.


Around 12 representatives run with the palkhi of Vhodlodev to 
Saptakoteshwar and then to Panchganga tirth where the waters of five 
rivers —Zuari, Mhadei, Valvant, Bicholim and Khandepar—mingle. Then 
the palkhi returns to the temple of Kankeshwari.


Holding decorated canes and dancing to the beats of the dhol and taso,

BICHOLIM, MARCH 16: After a gap of almost 16 years, villagers of
Narve-Bicholim will perform a rare homage to Goddess Toko Dev or Wadlo Dev,
as it is popularly known, on March 15.
Toko Dev, which has been kept at some secret place in Shree Devi Kankeshwari
Shantadurga Panchayanat Devasthan for the last 16 years, will be brought out
for a procession in the village on March 15.
The legend has it that hundreds of years ago, a person while plucking
coconuts saw a bright shining idol of a goddess on the tree near the river
at Narve. The idol, which was entirely of gold, was brought down and after
taking it to the village gave it to a goldsmith.
The goldsmith tried to take out some gold from the idol and to do this he
sought the help of a carpenter from the village.
A curse is believed to have fallen on them and family members of the
goldsmith and carpenter began to die unexpectedly. A few panic-stricken
family members who survived the curse fled from Goa and settled in other
parts of India. The Toko Dev idol was later placed in the temple.
“This is indeed a unique event, as in most of the other temples the
procession of goddess is held every year, but here it is held after about 16
years,” Pandurang Prabhu Narvekar, an elderly person from the village, told
Herald.
During the event, flowers and other items to decorate Toko Dev are brought
from the four surrounding temples, including Saptakoteshwar Devasthan, Piso
Ravalnath Devasthan, Ram Devasthan and Chavdeshwar Devasthan.
After this, Toko Dev is brought out from its hiding place and decorated. The
procession which starts from the temple goes to the Saptakoteshwar Temple
and later is taken to the nearby river, where it is believed the goddess was
originally found. From here, the goddess is brought back to the temple.
“It is a grand event and during the procession, it is believed that the
person who carries the idol of the god virtually floats as he runs at a very
fast speed,” said Anuradha Krishnanath Narvekar.
“Villagers stand on both sides of the road with water in their hands and
sprinkle it on the idol as a mark of respect,” added Narvekar.
“Villagers donate generously to this god, as it is believed that if you give
anything it gets doubled the next year. The villagers have also collected
huge money for the fireworks and other items during this festival,” said
Narvekar.
“This year, we are witnessing the event after 16 long years and preparations
are in full swing,” he said.
“Since the time I got married in this village, I have seen the event only
once and this is the second opportunity that I’ve got to witness this rare
festival,” she claimed.
“We have never seen the entire idol, neither those who know tell us where
exactly it is kept in the temple for so many years,” said Narvekar.
It is believed that goldsmiths and carpenters never stay in the village with
the fear of their death as the curse of the god on the community is still
present.
“Just some years ago, two carpenters stayed overnight in the village but
died. Such as the concern among villagers, that even their tools were later
dumped near the Mashnadevi temple,” she added.

BICHOLIM MARCH 15: The forest department today laid trap to catch the
leapord that attaked a 45 year old man from Nanoda Bicholim on Sunday.

The trap is laid only some meters away from the place where the incident
took place. "There are several wild animals in the area and now after the
attack the people are bit afraid to go even for plucking cashews as the
season is coming near" Govind Phadke from from Nanoda told Herald "just last
week our puppy was eaten by a leopard and we are very much afraid as they
have started coming very close to the human habitation."

Meanwhile, today when Herald went to the spot and tried to talk to the
villagers they denied to talk on the incident. "We do not know much about
the incident nither know anything about the trap or the death of a leopard.
We came to know about it only when we saw it in the newspapers" a villager
told when asked to comment about the incident.

Pandurang Tulaskar (45) from Pistewada Nanoda Bicholim who was attacked by
the leopard is still at Asilo Mapusa and is recuperating .

It may be recalled that on Sunday Tulaskar was attacked when he had gone to
answer nature's call behind his house. Later, the forest department had also
found another carcass of a female leopard trapped in a net used to catch
wild boar. Speaking to Herald in the evening ACF, Subhash Henrick had told
that the investigation as to who had laid the trap was on.

accept other religions. Asked if India is meant only for Hindus, an

So why do they infuriate pseudo-secularists in media and make Delhi’s 
commentariat see red? There are three possible explanations. First, the Net is 
beyond the control of those who control newspapers and news channels. While the 
print and audiovisual media have for long excluded contrarian opinion and 
denied space to those who disagree with absurd notions of ‘secularism’ or 
question the quality of reportage, the Net has provided space to the ‘other’ 
voice. Real time blog posts now record the ‘other side’ of the day’s story 
(“The Prince was shouted down in Bihar, not feted by students!”), Twitter 
affords instant micro-blogging even as prime time news is being telecast

The only point I did highlight or stressed on is, why do we need to dilute the
brutality of the crime of rape by it's aftermath ? The penalty should not differ
on the perpetrator, just because the victim agrees to marry him, the victim if
agrees to marry (there could be a good number of reasons and certainly not,
number of good reasons) of her own free will, should be allowed to do so, but by
no means should the punishment on perpetrator by be lessened. If the punishment
for rape should be lessened because the victim agrees to marry, then, where is
the logic of punishment for a rape in a marriage ? The perpetrator is already
married to the victim, isn't it ? 

 

It is true as Venantius stated, CJI has not done underwater welding, he has done
law and that's precisely what I stated in my opening para, what I find repugnant
about the statement is, we are all aware of the number of loopholes, we have in
our system of law, where, in most cases criminals walk free in no time, for ex.
Mahanand has been acquitted of two of his crimes, knowing the system so well why
should a bigger hole for escape be offered to the perpetrators ?

 

It is true that the whole speech was not on print, and I did pose a question as
to, in what other context could the CJI have made that statement ? 

 

As for my suggestion, I did state it in my article, in a murder the victim
looses his soul or life but in a rape the victim looses his/her spirit and the
will to face the world and could be walking corpse for life "even if agreeing to
marry".

Instead of the possible interaction at Lohia Maidan [Sunday 14 Mar, 2010] 
PPS Laurie Abranches and PPS Socorro D'Souza ( not Fernandes as earlier 
mentioned) attended the meeting at Grace Church organized by Goa Map with 
Seby Rodrigues in charge. Mr. Abranches, in his interaction with the 100 odd 
people (mostly NGOs) explained the concept of PPS and even went a step 
forward to expand the  PPS to "People's Power System". It is believed that 
the idea was very much liked and almost all present wanted to know more 
about this concept.


We thank Mr. Abrances and Mr. D'Souza for being the PPS organizers for the 
South Goa.
A further and more wider interaction is planned at Lohia Maidan for the

There is a controversy (following letters from Karl de Souza of Moira
and Cmdr Gomes of Alto Porvorim, possibly among others) about whether
Goa follows a secret ballot or not in its polling.

As they've pointed out, the ballot paper and its counterfoil is
printed with the same number, theoretically making it possible to
identify who has voted for whom.

I don't think this happens, as is suggested here:

The only question is what is the producedure of keeping the ballots
separate from their counterfoils, and who controls both. Apparently,
India might just be following some old British rule and procedure! FN

Though both Hussein and Taslima issues are about freedom of
speech, there is a world of difference between them.
For one, Hussein has the support of the whole Muslim world,

given citizenship in Qatar; Taslima had nowhere to go, except

Secondly, Taslima being a woman is much more vulnerable than
Hussein.

Thirdly, remember that she was packed out of Kolkata by
the W. Bengal govt. against her wishes. Indian govt. didnt
want her in India just at the time of the general elections
and so asked her to leave.

Yes, remember while in UK in late 90s, whenever I searched for Goa 
related news, it did come up with the site Goa News By some one 
named Sandesh Prabhudesai
However, it appeared that the site was not updated on daily basis.
But it was quite handy with whatever news it had there in absence of 
any news forums at the time. 

Now, you may see all Goan Dailies online except Gomantak Times 
(which was the first Goan Englsih Daily to go online).
And it was my Home Page too.
 
Goa News is now redesigned and reactivated  with news and 
views of few prominent Goans. 
It is now an INTERACTIVE WEBSITE too, where one can leave 
their comments etc
