Goa was liberated on December 19, 1961. Over 450 years of Portuguese domination 
came to an end, Goa became free and a part and parcel of its motherland—Bharat. 
Democracy was ushered in. Goans, all of a sudden, found themselves in a 
completely different situation. They started breathing free air in a democratic 
atmosphere. 

 Soon after Liberation Goan society was vertically divided due to two major 
issues: (a) Goa's merger into Maharashtra or Goa's preservation as a separate 
state and (b) the language issue—Konkani or Marathi as Goa's Official language. 

The ultimate aim of those who supported the Marathi language as Goa's official 
language was to merge Goa into Maharashtra. Those who advocated the cause of 
Konkani as Goa's official language, dreamt of preserving Goa as a separate 
state in the Indian Union. 

Thus Goans, who had always lived in harmony, without any discrimination of 
caste, creed and religion, were now pitted against each other to fight a battle 
and decide whether to preserve Goa and its unique identity by achieving 
full-fledged statehood or destroy Goa and its unique identity by merging it 
into Maharashtra. 

The first battle among Goans was fought in January 1967 when the only opinion 
poll in the country was held in Goa by the Indian government. The opinion poll 
was to decide whether Goa will be merged into Maharashtra or continue as a 
union territory. Goans overwhelmingly decided against the merger of Goa into 
Maharashtra and Goa continued as a union territory. 

However, to achieve statehood for Goa the official language issue had to be 
solved first. Another conflict began among Goans to attain official language 
status to Konkani or Marathi. 

The language agitation was the largest ever agitation witnessed in the history 
of Goa. This battle was not fought completely on democratic principles. It was 
left to the political will of the then ruling Indian National Congress party. 
This took place in 1987 after almost 20 years of the opinion poll. 

By then much water had flown down the Mandovi river. Goa's many political 
leaders who fought tooth and nail for Marathi and to merge Goa into Maharashtra 
were now controlling the affairs of the Congress party. It is because of these 
people that the language agitation turned bitter, bloody and complicated. 
Although the Congress stood for Konkani, some Congressmen, then an effective 
lobby able to influence any decision in the Congress, succeeded in 
granting Marathi language almost the same status. 

The only difference being Konkani was placed at the first level and Marathi at 
the second level in Goa's Official Language Act. Whatever may be the 
interpretation of the Act, Konkani became the official language of Goa in 
February 1987 and immediately thereafter, Goa was declared a separate state on 
30th May, 1987. 

If we analyze this brief background, the struggle to make Goa a separate state 
was mainly to preserve Goa and its identity. Development of the state could 
have taken place even if it was merged into Maharashtra. If the final aim in 
achieving statehood for Goa was to preserve and promote Goan identity, has that 
goal been realized? 

About 23 years have passed since Goa attained statehood. During these 23 years, 
what has been the progress record in the preservation of Goa's unique identity 
for which the elders sacrificed? Are there any specific efforts made by the 
government to protect Goa's identity? 

After attaining statehood Goa's political environment was completely polluted 
due to the misdeeds of some of Goa's politicians. Politicians in Goa became 
power-hungry, greedy and selfish. They mastered the art of toppling governments 
and projected Goa as a politically notorious state in the country. They 
concentrated on developmental projects as such projects helped in their 
personal development too. In the bargain, they completely forgot the most 
important aim of all the battles that Goans fought—preservation and promotion 
of Goan identity. 

Konkani language, which is the foundation of Goan identity, has not made any 
progress in any field in Goa. 

Educationally it is restricted to very few primary schools compared to Marathi 
primary schools. 

The number of English as well as Kannada primary schools is on the rise. In 
secondary schools and in all other higher educational institutions it is 
English, which controls the educational scenario. Konkani is being replaced 
even in households by English because parents feel that the future of their 
children depends on the knowledge of English alone. The scene at the markets is 
more disturbing. Non-Goans control the sale of vegetables, fish, etc. 

Instead of doing business by speaking the Konkani language they speak in Hindi 
and Goans carry on their marketing with the help of Hindi. Konkani language—the 
most important factor of Goan identity—is slowly and systematically being 
displaced from the Goan soil.

I really like the apt Konkani description of "Inquisition disti podd'ta."  Like 
many phrases of Konkani, this hits the nail on the head, with the fewest 
possible words. 

Reading the Frenchman's book, there was nothing the Jesuits could do right.  
All their success like pioneering spirit, education, conversions, protecting 
the indigenous tribes in South America are condemned with 21st century 
logic. Jesuit failures were rationalized from "As expected" to I can not 
believe "as a saint (several decades later) he could not accomplish it" 
(parenthesis mine).

Jean Lacouture does describe Francis Xavier's title of "Apostolic Nuncio" as 
"more show than substance, as it happened" who "wearing a worn, patched 
cassock, he crisscrossed Southeast Asia for nine long years".  This does not 
resemble Driscoll's (and other writers') version of a man who 
dictated "Lisboa's colonial policy for half a century" (AFTER HE DIED) in Asia 
and what specifically to do in Goa.  But these versions could be more examples 
of the "Black Legend". 

In the above reference, Lacouture later quotes another Frenchman Andre 
Bellesort report on SFX as "treating the oceans as others treat Lake Geneva."  
My understanding, most travel Lake Geneva on the French- Swiss  border in their 
personal (often luxury) yacht. But what do the French and others care or know 
about sailing the Indian Ocean in the 16-th century. Those who care would know 
that the trans-ocean voyage relied on the mercy and good graces of a 
knowledgeable captain of a commercial or fishing vessel, dodging and braving 
pirates, monsoon rains, storms  and hurricanes. Yes, likely the further quote 
is another Black Legend by an earlier 'famous' French writer. 

If Goans had written such, our response would be "saiba bogos" (god have 
mercy). But Europeans keep repeating/ quoting the Black Legend, likely because 
they do not know any better, or to keep the same old story-line.  Then we 
(Goans / Indians) quote the Europeans and call it "Goan authenticated history".

VALMIKI FALEIRO examines some aspects of Goa's contribution to the officer ranks
of India's defence services, and unravels some offbeat patterns and snippets.

Many think the Portuguese came here with a sword in one hand and a cross in the
other. They came with neither. They came for oriental silks-n-spices, and a 
hatred of
Muslims who had occupied Portugal for five centuries, a bit barbarically at 
times, until
1238. Moors now controlled Asiatic trade with Europe.

Then came Afonso de Albuquerque. Based in Cochin, he dreamt of total control of
the sea-route between India and Europe. When Goan Hindus, repressed by Bijapur,
invoked Albuquerque via Thimayya for deliverance, he changed course from a
mission in West Asia and instead attacked the Bijapuri Muslims in Goa.

Save a ban on sati, he pledged full local religious freedom. Envious 
compatriots, by
intrigue at the royal court in Lisbon, had him deposed. The quest of control of 
Asian
trade soon yielded to imperial ambitions. Enter the sword. Decades later, an 
ardent
Guv won royal favour to the idea that faith of the king must be faith of his 
subjects.
Enter the cross.

Centuries later, that unlikely combination of Sword and Cross shows in a 
different
Goan context. Such snippets surfaced when researching Goans in India's defence
forces. But before that, a brief aside. No Goan Catholic my age would forget the
MGP's mid- to late-1970s taunting tirade: "Catholics are unpatriotic, 
anti-national,
deport them to Portugal." Mental constipation, verbal diarrhea. Which of Goa's 
two
major communities helped defend India more?

My far-from-complete lists of Goan commissioned officers in India's armed forces
feature 286 names - Army 144, Navy 36 and IAF 106. Of the 286 Goans who helped
defend the nation's borders and honour, 263 (or 92%) are the MGP's "unpatriotic,
anti-national" Goan Catholics, who comprise 30% of the population. 65% of Goa's
Hindu population, in all, accounts for 23 defence officers.

Where then were those MGP's impliedly patriotic, not-to-be-deported-to-Portugal
Goan Hindu Generals? Radharao Gracias once publicly explained that in his earthy
style: "Sitting under signboards like Naik General Stores!"

May I borrow US-based Marcos and Jean Gomes Catao's little twist to Sir Winston
Churchill's famous words, "rarely in history has such a small community 
contributed
such a large bevy of heroes to a nation." In this and the two parts to follow, 
we shall
see how.

Let's revert to the point.

The story of two siblings - one serving in the defence forces, the other the 
Catholic
Church, both often with rare distinction - is not rare. Every Goan would have 
heard of
Siolim-origin John Lobo, the former Director of India's Intelligence Bureau and 
of the
Central Bureau of Investigation. His much-revered brother was Bishop Ignatius 
Lobo,
who passed away this February.

The adage springs to mind, "Ek put devak, dusro povak, tisro devcharak" (one son
for God, the 2nd for society/nation as a doctor, engineer, defence or police 
officer, the
third, like my friend Radharao, possibly as a lawyer!)

Lt Gen Francis T Dias of Velcao, between holding several key Indian Army posts,
was the very first General Officer Commanding-in-Chief, Southern Command. His
brother, Ivan Cardinal Dias, rose to the No.3 position in the Vatican hierarchy 
- after
the Pope and the Secretary of State, as Prefect of the Congregation for the
Evangelization of Peoples, a position he still serves.

Brig George Francis DeSouza of Saligao similarly held important posts in the 
Army.
His brother was Archbishop Eugene D'Souza of Nagpur, later of Bhopal.

Brig F. Reginald Campos' brother from Saligao was a Redemptorist priest, once a
Parish Priest in Ambala.

Maj Albert Francis Winington da Costa-Joshi, FRCS, from Saligao, was both in
military and civil medical services. Of his sons, one is Brig Ian da Costa, 
another is
Cmde Emile da Costa-Joshi. The third is Fr. Albert da Costa-Joshi, SJ.

Col G Oscar Rebelo of Margao (ex-Curtorim) is brother of diocesan Vicar, Fr. 
Avinash
Rebelo.

Wg Cdr Raul do Menino de Jesus Oliveira Silva Rodrigues of Cavelossim, who
retired much after flying Canberras in 5 SQN when in Agra in the late '60s, was
youngest of ten siblings (five pairs). Eldest was late Fr. Bernardo Silva 
Rodrigues.

Wg Cdr Aquinas ("Aqui") Menezes from Pirna-Bardez is a serving officer. His 
eldest
brother is the Redemptorist priest, Fr. Frederick Menezes.

Jr. WO Noel Sequeira of Carmona served in the Army and later in the Goa Rajya
Sainik Board. His brother is the diocesan priest, Fr. Nelson Sequeira.

Lt John Fernandes of Candolim joined the Navy around 1939/40, served in WW-II,
and left in the early 50s to join the Ministry of Defence in a civilian 
capacity. He was

Goa's efforts to shore up beach security received a shot in the arm with the 
beach safety scheme having been extended in select beaches till midnight and 
the World Travel and Tourism Council, Indian Initiative (WTTC-II) donating a 
fleet of state-of-the-art vehicles to patrol the state's beaches and other 
tourist spots. 

On Friday the tourism department issued a work order to Dristhi Special 
Responses Services extending the timings of their beach security services at 
Vagator, Anjuna, Baga-2, Candolim and Sin-querim in north Goa, and Velsao, 
Majorda, Betalbatim, Varca-2 and Cavelossim in south Goa On Sunday, WTTC-II 
donated a fleet of 15 four-wheelers and 7 two-wheelers equipped with tracking 
and monitoring devices as well as wireless transmission services will be 
deployed along the coastal belt for regular patrolling by the soon-to-be 
commissioned tourist security force. 

The vehicles were handed over to chief minister Digambar Kamat and tourism 
minister Francisco 'Mickky' Pacheco at Kala Academy on Saturday evening. 

The government is in the process of setting up a tourist security force manned 
by ex-servicemen recruited to safe-guard tourists in Goa. The special force 
will guard popular tourist hot spots. The first batch of some 50 special 
security guards will be posted after being screened and trained and will work 
towards the safety and security of tourists and act as facilitators between 
tourists and the state police.

The East Indian homelands were the three islands of Bombay, Salsette
and Bassein, spanning from Colaba in the south, the western coas from
Colaba all the way toto thenorth and bhandup, Thana, Kalyan to the
east and include Uran and Korlai (Chaul) in the Kolaba District. The
East Indians Brahmin, Prabhu, were converted to Christianity four
centuries ago by ‘Portuguese Missionaries’ who according to the custom
of the time gave them Portuguese names, and they are Roman Catholic in
religion.
Bombay was grudgingly given to the English as dowry to Catherine and
the East Indians were the first British subjects. When there was scare
of Nepolean invading Goa/India, these people formed Portuguese (East
Indian) Militia consisting nearly a tohousand fighting young men
(special acknowledgements for the Bombay Government were received in
the following Order of Council of 8th April 1806). A document in the
reign of King George III is extant granting the rank of Captain in the
Mahim Division of the Militia to Mr. Pascoal DeMello of Dadar. (PS:
There is a 'P. D'Mello road in Bombay and I used to always wonder,
probably it was named after Captain Pascoal DeMello of Dadar!)

said about the Indian soldiers in the English army in Afghanistan:
The following account of military services in the Great War, the
Afghan War and the Waziristan Campaign from 1914 to 1922:.
Dr. (Captain) W.M.D’Souza who worked as an Indian Medical Service
Officer on active service, wrote that nearly 60 percent of the then
medical men of our Community – Civil and Military Assistant Surgeons,
Sub-Assistant Surgeons and Private Practitioners – volunteered for
military services and served as Officers in the Indian Medical Service
and other medical services at various fronts, one of whom, Dr. Ben
Athaide, obtained the Military Cross for service at the Waziristan
front. A fair percentage of our engineers also served on the Royal
Naval Transports and other engineering sections in danger zones, and
here an engineer, Mr. C. Rodricks, in a transport lost his life at sea
due to enemy action. The Community can also count many others, in
numbers running into a few thousands, who volunteered into other
branches of services connected with t he late wars, such as the
Defence Force, Railways Railways, Erabarkation, Postal, Labour Corps
and so on and who were admitted as officers, non-commissioned
officers, combatants and non-combatants and who have seen active
service on various fronts in and out of India.
"Dr. W.M.D’Souza came across a batch of about 200 East Indians from
Bassein in the Labour Corps in Waziristan on the front and others were
on other fields of activity on the frontiers during the last Afghan
War. There is no regiment in India where East Indians are allowed
solely as combatants and many who volunteered could not be admitted."

Quite impressive, indeed.
This community renamed themselves 'East Indians' to distinguish them
from the migrant Portuguese Catholics from Goa and Mangalore/Kanara
region. (After British took over the ports in Goa, Anjediva Island to
thwart the Nepolean invasion, conspired by Tipu, Goa Catholics came to
be hired by the Brits and then followed them to Bombay, Karachi and
East Africa).  Bucanan speaks with authority that the Inquisitors will
not touch him because he was aware the English garrison was close at
hand!!!)

It is believed that the English invited Mahrata, Vania, other Gujarati
and other communities from outside because they could not find
suitable candidates from within the East Indians. Here we must also
realize, Sindhi Hindus came penniless from Sindh, Pakistan, but now
are prominent business community in Bombay.  This itself may say
something.

I introduced her to the Indian community for the first time when I got her to 
do a comic stint at a beauty pageant. She did some curry jokes. She also did a 
brief stint at the last Goan convention ball.
She is the daughter of Danny Gomes, who used to be very active in the Goan  
Overseas Association. Gomes is from Colva.
Chrystal is a victim of Multiple Scirossis, and has done many charity shows to 
raise awareness of this disease and raise money for research.

Law makers in Switzerland plan to confiscate and refund illicit deposits by

After years as one of the favourite destinations for potentates eager to
stash their ill-gotten gains, Switzerland is ­attempting a makeover, posing
as the world leader – according to the foreign ministry – for confiscating
and refunding illicit deposits made by “politically exposed persons”.

On 28 April the government submitted to parliament a bill designed to
supplement a system of international mutual assistance that over the past 15
years has enabled more than $1.5bn to be refunded to the countries of
­origin. This included assets embezzled by Philippine dictator Ferdinand
Marcos , Sani
Abachaof Nigeria and the
brother of Mexico’s President Carlos Salinas.

The new law will enable countries with courts lacking the necessary powers
to obtain the confiscation and return of assets. “With the law, cases such
as Mobutu or Duvalier will not happen again,” promised the foreign minister,
Micheline Calmy-Rey. In 2009 the heirs of the former ruler of Zaire, now the
Democratic Republic of the Congo, managed to recover some $7m frozen in
Switzerland since 1997, because the Congolese courts failed to provide proof
of the illicit origin of the assets, as required by the law on international
mutual assistance for criminal affairs.

Similarly the assets of the former president of Haiti, Jean-Claude
Duvalier(about
$7m), frozen from 2002, came close to being restored to his family,
Haitian courts lacking the powers to act. The authorities in Port-au-Prince
should be the first to benefit from the new legislation. Under the bill’s
provisions the “owners” of suspect assets will be required to prove they
were obtained by honest means.

NGOs say the measures do not go far enough. “The new law assumes a failed
state will be able to file a request for judicial mutual assistance, which
is far from always being the case,” says Olivier Longchamp of the Berne
Declaration, an NGO promoting fairer democratic North-South relations.

1. The Town and Country Planning Act 1974 be repealed and a new one be 
formulated in  compliance with the 73rd. and 74th. Constitutional Amendment 
and then finalize the Regional Plan 2021.


2. Immediate freezing of NOCs/permissions for development/construction in 
Eco-Sensitive Zones, in "NO Development Zones", in CRZ Zones, in cultivable 
and non-cultivable agricultural land.


3. Revert, all land fraudulently allotted for SEZs in Goa, back to the 
Communidades.


4. No construction permissions to be issued for projects proposed with FAR 
more than 50 or VP3 Status, in Panchayat as well as ODP areas, till the 
RP-2021 is notified and made operational, except for individual dwellings.


5. To include all the urban and suburban areas now under the ODP in the 
RP-2021 and freeze all ODPs, whether notified or otherwise, till their 
inclusion in the RP-2021.


6. Stop all illegal mining. No fresh licenses to be issued. The existing 
mines should be entitled to only mine a certain fixed tonnage a year to 
maintain the eco balance and the topography of the region. A sustainable 
plan and process should be fixed to match international standards. Members 
from various village groups should be the body to monitor.


7. The contact details of the Flying Squads to attend to all illegalities to 
be made available to the public immediately.


8. The Government should come clear, in writing on the action taken to stop 
those violations pointed out by various Village Groups and fix 
accountability and punitive action on official responsible for the same.


9. Mopa Airport, Sports City, Golf Course in Tiracol & Talpona, Cricket 
Stadium in Tivim to be scrapped due to extensive destruction of trees and 
acquiring land of the locals at lower rates than market value.


10. Residence Certificates, Ration Cards and EPIC cards should be issue 
following proper procedures; those that are issued irregularly should be 
cancelled retrospectively.


11. Implement the policy of 80% of jobs for Goans in all new 
industries/corporate/firms etc wishing to enter the state. The Government 
has to set up training institutes based on the trades of the companies 
wishing to set up in the state.


12. In the event of any land being acquired for public purpose i.e. for 
roads and bridges, the owner of the land should be compensated at the market 
price. Any land acquired for entrepreneurship by the Government, the 
original land owner should have a stake in the enterprise.

Russell Peters has been famous in North America for the past 4 or 5 years.
A lot of his shows could previously be downloaded from the web.

Not everybody in the Indian community likes his style of comedy though.
Of course, one has to be broad-minded about his self-deprecating humour,
lot of which borders on reality and about things going on in a typical Indian 
household!

it is also being constructed on forest land without permission from the Central 
government.

Based on letters issued by its own officials, a case was filed against the 
Ministry of Environment and Forest and the Orissa government in October last 
year for violating the Forest Conservation Act, 1980. Till now neither have 
filed a response before the Supreme Courtâs Central Empowered Committee.

Greenpeace is taking a petition asking environment minister Jairam Ramesh to 
take a stand and the violation of the Forest Conservation Act.

A Review of Tony D'Souza's
THE KONKANS  308 pp. Port Obello Books, 2007. (Indian edition: Rupa,
New Delhi, 2008. Rs 295/=)


The Konkans are a fictitious Indian Roman Catholic community from the
west coast of India. Tony D'Souza concocts them from myths and legends
about Indians in general, and Catholic Goans and Mangaloreans in
particular. There is enough fact about India woven into this portrayal
for an outsider not to notice that they are fictional.

D'Souza's Konkans differ from other Indians. How? Well - through their
Christian "religion and the meat it allowed them to eat ... The
Americans ate turkey, the Mexicans ate pinatas. and the Konkans cooked
dukrajemas pork curry and sang 'E puri kon achi'".

The Konkans are made out to be a charming bunch of canny, lower middle
class, village bumpkin types, who he implausibly calls, "the Jews of
India". When they are not drinking or chasing women they'll be found
singing their "national anthem" called "E puri kon achi?".
Incidentally the phrase "E puri kon achi? which recurs through the
book comes from 'Galen Sakhali Sonyachi' a drinking song of another
Indian Catholic community – the East Indians.

The novel seems not particularly well researched. For instance, St.
Francis Xavier is called "the man who had brought ... the roots of
Konkani ... to the western coast of India..". And D'Souza's
'Acknowledgements' say he is heavily indebted to a forged article,
published in the name of historian Dr. T.R. de Souza's, entitled
'Details of the Goan Inquisition'. This is found on a right wing Hindu
website which often attacks Christians in India.

It could be argued the mistakes come from the book's narrator,
Francisco D'Sai, who recalls the story of his family when he was an
innocent boy. But it is rather difficult to separate the voices of the
author from the narrator. In fact the biographical sketches of D'Souza
the author, seem to have a remarkable resemblance to D'Sai, the
narrator.

Still, the novel is well worth reading. It offers amusement and
insight into the experiences of emigration. It tells of how a white
American Peace Corps volunteer named Denise falls in love and marries
a Konkan named Lawrence D'Sai from Chikmagalur in Karnataka.

Denise's desire to have a cosy Indian family in reaction against her
dreadful early American family experiences fuels her love. But unknown
to her, this 'love affair' is carefully stage-managed by Lawrence's
father, who sees Denise as the passport for his sons to emigrate to
America where they could escape from the bleak Indian economic
scenario of the '60's. After her marriage, Denise is coerced to
emigrate, by her husband's family much against her wishes.

Once in America, Lawrence tries to realise the American dream of
success, fame and wealth through thrift and hard work. He does succeed
in some ways, although he never is completely accepted by upper class
white America. He frequently gets passed over for promotions; and is
rejected by the golf club where he so much yearns to be a member. He
takes satisfaction in small successes and drowns his disappointments
in drink.

Earlier, his family obliges him to take his brothers Sam and Lesley to
America. His India-loving wife Denise, readily sponsors them. The
novel examines both how India greets the American Denise, and how
different classes of Americans treat the Indians.

There are lots of little gems of stories that are told in the
sub-plots of this encounter between cultures. The unpleasant
attentions that white females encounter from men in India are
sensitively described by D'Souza. A real treat is the first chapter,
'The Pig', where the recently arrived brothers of Lawrence D'Sai
decide to celebrate the feast of St. Francis Xavier by making
'dukrajemas' in their traditional way - by acquiring and slaughtering
a live pig - although they have no clue as to how to go about it. The
results are hilarious.

Lawrence's brother Sam, is the most interesting character in the book.
He is the one whom Denise will turn to, in her search for the India
that enchanted her during her sojourn there, even as her husband is
lost transforming himself into the typical American.

The episodes where Sam has an affair with Denise; and later his true
love Gladys, a black American woman who he ditches because of family
pressure, to marry Asha, a Konkan girl from India, are the most
interesting in the book. They expose how the Konkans who are racially
discriminated against in America, will themselves discriminate against
their perceived inferiors.

Tony D'Souza mines his childhood memories to tell the story of a mixed
race American boy's attempt to understand his parents' cultures. His
observations are coloured by the conflicting stories told to him by
his relatives. The book shows how the same story can change when the
point of view is altered; and it shows how cultu

the traditional disparaging of Spain) by English writers.  This is a well 
defined concept of Hispanophobia.

Those familiar with the English literature likely see it often in overt and 
covert ways.  Yet many Goans may not know about French historical animosity 
towards Spain?  And of course there is the Portuguese historical animosity 
towards Spain; who had occupied their country at one time; and later fought 
battles with each other in Europe and South America directly or via proxies.

Caught up in this European conflicts were distant third parties including Goa.  
Many Goans know how Goa was the victim of the quarrels the Dutch and later the 
British had with Portugal.

The European conflicts appear to persist TODAY not in military terms but in the 
literary and history reporting.  Recently the French animosity to anything 
perceived Spanish was apparent to me. One such Spanish organization that may be 
a victim of French antagonism are the Jesuits, whose founders were 
predominantly Spanish.  

For an in-depth reading and feeling of the French animosity read the book by Le 
Monde's correspondent Jean Lacouture: Jesuits - A multibiography.  Goans 
readers seeking an added view of history will get a good feel of the 
Portuguese-Jesuit political dynamics in South America; which led to the 
expulsion of the Jesuits from Portugal and its colonies, including Goa.  

These rivalries among European neighboring countries are not dissimilar to the 
rivalries and historical animosities of India, Pakistan and China; which spill 
over into perceptions and writings of the modern day.

The rule proved a matrix of judgment at Qadsiya Stadium on 12th May 2010.
Churchill Brothers played their hearts out, but could not get the equalizer,
falling 2-1 to Qadsiya in the AFC Cup knockout round played at Qadsiya
stadium, Kuwait. 
 
The Kuwaitis displayed their passing demonstration with some trademark ball
control and took the lead from a cross and increased it with a classic
header off a set piece from the right wing. 
  
Qadsiya led 2-0 at half time with goals scored through headers by Ahmed in
33rd minute and Hamed in the 42nd.
 
Churchill Brothers goalkeeper Arindam (under astute guidance of goalkeeping
coach Teotonio, former Bombay Central Bank goalkeeper from Navelim) was a
hero in the game saving the team from sure goals atleast on five occasions
while Kalu and Felix proved why they are the most sought after players in
the Indian arena. The Nigerians ran tirelessly throughout and matched the
Kuwaitis from muscle to shin. Nascimento too was super while little
substitute Jason created ripples in the last quarter of play. 
 
After cutting the deficit to one off a 'splendid' goal by captain Odafa, the
Goans pressed hard to equalize in the last quarter but Qadsiya defended like
Inter Milan against Barcelona – with almost their entire team. 
 
Churchill really played well. The collective effort was pretty solid. It was
nice to see them push especially towards the end. Infact the whole match,
they had the ability to move the ball forward, get players running off it,
creating some opportunities. 
 
But, if there is one thing that Goans love as much as football, it's talking
about it afterwards. Much post-match discussion among friends is about the
referee's decisions. It always makes for lively debates. 
 
After falling behind 2-0 in the 40th minute, Churchill Brothers had scored a
hard earned goal just before the breather off a header by Odafa. The
assistant referee pointed for the goal, with the whole Goan army of
supporters including Churchill Brothers players celebrating. But only the
referee had seen 'foul' which the majority of spectators (mostly Goans,
perhaps far more than the Kuwaitis) did not. 
 
Was the referee favoring the home team?
 
"Herald says: the referee surprisingly ruled it as off side, and denied the
goal."
 
First, it can never be a off-side as interpreted by media and television. It
was a foul. Odafa allegedly pushed the defender before heading. 
 
How could it happen? How can the referee give a foul. 
 
Well, referees are aware that their decisions are scrutinized in post match
video reviews and evaluations by the Referees panel and Technical committee.
Any inevitable blunder or a conspiracy on their part would mean that their
last match would be their 'final' match of their life at this level.
 
The decision however sure raised a question and the debate about the need
for video replays, like in cricket, will not go away. The governing bodies
wish it would, but with every incorrect call, the clamor grows stronger.
Video replays can currently be used only to issue charges against players
and referees but only once a match has finished. It is a debate that divides
opinion, but football worldwide is against its use during games. How nice it
would be if it had been used at the Churchill Brothers – Qadsiya match.
Everyone would be at peace, the poor referee would not be crucified.
 
For years the game has been built around respect for the referee and a
general understanding that his decision is final. But if the referee makes
a mistake often in a match, there is a significant chance that respect among
the players for the referee would decrease, leading to other problems such
as dissent towards the official which is understood of Odafa receiving a
yellow during the interval break.
 
However, the debate will continue to rage. The beauty of the sport is that
even if a video replay is showed (and the screens were available in Kuwait),
people will still disagree. 
 
For lovers of football who thronged Qadsiya to support the Goan team, a
victory for Churchill Brothers in Kuwait would mean bigger than Churchill
going to win the AFC Cup. Not because it was Churchill Brothers. Not because
it was a Indian team. Because it was a Goan team. Every Goan in the crowd
wished to see Goa win. A victory for Goa is a victory for India ofcourse.
 
Whatever may be the post-match outbursts by Shri Churchill Alemao against
the Bahraini referees, whatever Jovito Lopes had to write in Herald about 
biased refereeing', it will hold no water with the powerful A.F.C. And for
sure it can't reach even the lowest rung of FIFA (The guys are too busy with
the World Cup right now). 
 
We must all agree sportingly that the best team won, and be happy for a
great footballing display
