Thanks JC and Carmen.
Only if JC knew the havoc that alcohol is causing in Goa's villages and its 
role in corruption, I do not know if he would still disagree with me.
The good old days of social pressure are no more. The tavern keeper (gadi) 
had some ethics then, but no more today. See the state of the youth in the 
villages to realise the damge to society.
If only JC could experience the wonders of alcohol in swinging electoral 
prospects, I do not know if he would still choose to disagree.
I knew that I was touching a sensitive spot for all goans. I have realised 
this all since 1988 and will keep stressing that curbs on alcohol is the one 
step desperately needed to Save Goa.
That Goa is not 'nitoll' neither 'jagrut' anymore. There is no 'lok' behind 
the 'shakti', except politician and booze bhakti.
Sorry Goans, abstinence from intoxicants has become one of my principles for 
consideration of any associations in activism.

Dear all

So far, all we have been hearing was negative about everything 
happening in Goa and pessimistic attitude to every solution .Those who 
see black in everything, will never have any positive solutions.I can 
understand the feelings of those who have been trying to do something 
and have not acheived anything and have developed a negative mondset.


It is time to think and analyse the past and learn from it. Also, find 
out whether there are alternate ways of doing things. Some people on 
this forum and many so called I KNOW IT ALL GURUS think that theirs is 
the only way of doing things.If we want to tackle this menance in Goa, 
we need ideas and help from every quarters.For whatever reasons known 
to them, Our Goyenkars in Goa are averse to any suggestions/help from 
Goyenkars worldwide. By now they must have realised that this battle 
cannot be fought on their own. If they really want to save Goa, it is 
time they join hands with every Goan worldwide. We can argue, fight, 
disagree and insult each other at our will. But for the sake of Goa, 
lets get together and do something CONCRETE!


Let 19th December be the day for the second Liberation of Goa from 
CORRUPTION!

a positive and negative to flow smoothly.

Sorter, a fatal short circuit is exactly what some people in Goa need!  And
plenty of shocks by lightening followed by thunder storms will probably
speed up the process of cleaning up Goa.

Declare WAR to corruption. There is a solution! It is not an easy solution.

To start, nothing about corruption but pure physics: In the context of normal 
electricity connections with positives and negatives of standard potential 
values, two positives do not lead to short circuit; the voltage merely doubles. 
A positive and a negative (or earth) that can result in short circuit as well 
as smooth flow of current. The former occurs when there is no resistence (a 
bulb, heater, fan or other appliance) between the two terminals and latter when 
there is adequate resistence. 
If two positive terminals (with unequal potential values) are created in a 
laboratory, current would flow smoothly from positive (with higher potential) 
to positive (with lower potential) if there is adequate resistence in between. 
Ditto with two negative terminals. Scientifically, there is no such thing as 
positive and negative. These are relative referances. Higher potential value 
terminal is referred to as positive and the lower one as negative. If you use 
transformers, positive terminal with reference to one terminal can become 
negative with reference to another.
 
Coming to corruption:  Carmita’s prescription is excellent. Let us garner 
resources. Four Ms: Men, Machinery, Methods, Materials. Just as electricity 
flows smoothly only if there is adequate resistence, the political system can 
run smoothly only if there is adequate resistence (what Carmita suggests) by 
the people.

Tejas Shevde, Goa's Top Table Tennis Paddler in the sub-junior
category and second seed Krishal Peres De Silva both had easy outings
as they cruised into the Finals of the All Goa Major Ranking Table

If things were that simple , what are people waiting for?

I think all you have done is touch the tip of the iceberg and just point out
some of the areas in which corruption is rampant and attitudes of people
need to change.  Without leadeship and guidance no one will change. Where is
the incentive to stop corruption? Where are the legal consequences?  Where
are the criminal prosecutions?

People are not going to out of the blue stop being corrupt and follow the
guiding principles Soter so kindly layed out.  How are they going to know
about your principles to eradicate corruption Soter? Going to publish it on
local papers?

Corruption is everywhere, in every sphere of life in Goa. I was shocked that
people in Goa even need to bribe to get jobs, even police jobs!  I think the
meaning of integrity is lost in today's Goa.

Nothing is going to change unless there is some serious anti-corruption
campaign and people begin the feel immediate consequences when  asking for
bribes. How are you going to stop the politicians from buying their votes
during elections?
How are you going to stop the ministers from taking bribes to allow people
to build in the wrong places,  give licenses to builders, miners and
gambling casinos and so on? If you think people are going to just suddenly
overnight, for no reason at all , change a lifetime of bad habits, I think
you are mistaken.

We may not have 10 people marching the streets in Panjim, but even if we
have 100, that will be a beginning of something. Just the first step.

I think there are thousands of people who are desperate, furious,
exasperated and helpless about the culture of corruption in Goa. They need
to come out and let the corrupt people know that goan society  will no
longer tolerate corruption - or will they?

Corruption is a crime, isn't it? Perhaps it isn't in Goa!

Canada: Historical Curtain-raiser for the First World Konkani Cultural 
Convention

Toronto, Sep 14:  It was an awesome experience for the Konkani Diaspora 
residing 
in Canada when Eric Ozario, the Gurkaar and Louis Pinto, the incumbent 
president 
of World's renowned Konkani organization Mandd Sobhann extended "Vovllik" 
(invitation) for the First World Konkani Cultural Convention in a traditional 
style by offering `paan-pod udaak’ (betel leaves, areca-nuts and water).  This 
historical curtain raiser event "Vovllik", first of its kind in North America 
was held during the grand Monti Fest celebration organized by the Mangalorean 
Association of Canada (MAC) in association with Canara World Foundation (CWF) 
at 
Pope John Paul II hall in Mississauga, Canada on Sunday, Sept 12.
 
The First World-level Konkani Cultural Convention will be organized in 
Mangalore 
as a 25-day extravaganza from November 25 to December 19 to mark the Silver 
Jubilee of Konkani’s premier cultural organization Mandd Sobhann, that has made 
all Konkani speaking people proud by placing the language on the world map by 
their remarkable and record-breaking feat of organising the Konkani Nirantari 
program to enter the Guinness Book of World Records with its 40-hour-long 
non-stop multi-singer music program.
 
The "Vovllig" program was a part of the Monthi Fest Cultural program that 
started with a traditional welcome by MAC President Maxim D'Mello and CWF 
president Max Mendes.  The special guests Baab Eric and Baab Louis who flew to 
Canada from Mangalore, India were welcomed to the dais and were greeted with 
flower bouquets amidst the rolling applause of the audience. On behalf of the 
Konkani Community in Canada they were honoured with the traditional shawl.  Fr 
Edwin D'Souza, the spiritual director of Konkani community in Canada and an 
ardent supporter of Konkani language, was the chief guest.
 
Mandd Sobhann gurkar Eric Ozario, the former president of Karnataka Konkani 
Sahitya Academy, highlighted the importance of the convention in his key 
address 
and said that Konkani is a rich language and its preservation should be of top 
priority.  He narrated the greatness of Konkani, spoken by people cutting 
across 
barriers of state, region, religion, caste and creed in India and even abroad.  
He gave a bird's eye-view of Mandd Sobhann and its contribution for the 
development, promotion and protection of Konkani culture, language, music and 
theatre for the last quarter century.  He said that the first-ever World-level 
Konkani Cultural Convention being held at Kalaangann from November 25 to 
December 19 will comprise of programs from over 60 groups/troupes from all over 
the world involving over 1,000 artistes with music, folk, theatre and dance.
 
In addition, a Konkani film festival, food festival, youth festival, art 
festival, kavita fest, games, competitions and bazaar will be organized along 
with the second global Konkani music award presentation. The sixth Carvalho 
Gharaanne-Thomas Stephen’s Konkani Kendr Kalakaar Puraskaar will also be 
presented. Seminars on various aspects of Konkani culture and 
felicitation/honouring of 25 institutions/individuals from all around the world 
for their contribution to enriching the Konkani culture is a part of the 25-day 
celebration, Ozario said.
There was a thunderous applause from the audience when Eric announced that one 
day will be dedicated to Canada where Konkani people from Canada have a unique 
opportunity to exhibit their Konkani talents on the soil of their birth.  He 
urged all the Konkani people of North America to show utmost generosity and 
support morally and financially to this unique high-budgeted historical Konkani 
event.
 
The hall packed audience were enthralled when Eric presented his own 
foot-tapping compositions together with talented local artistes like Merlyn 
Rodrigues, Anita Prabhu, Sonia Monteiro and Manohar Pais.

Financial services provider Ernst & Young has warned that the mining sector has 
become more susceptible to bribery and corruption following the global 
financial crisis.
In a new report, 'Fraud and corruption in mining and metals', the firm said 
that increased level of activity following the financial crisis is being 
undertaken with “slimmed-down control environments” leading to greater fraud 
risk.
The emergence of high-profile cases involving Rio Tinto and BHP Billiton has 
raised awareness of corruption in the mining sector, and E&Y added that: “The 
mining and metals sector has received significant bad press over alleged fraud 
and corruption in the sector.”
Legislators are, however, increasingly looking at ways to punish fraudulent 
behaviour.
The new Bribery Act being introduced in the UK in April next year will include 
a law that will penalise companies for failing to prevent bribery and will 
cover business-to-business as well as industry-government incidents.
The new Dodd-Frank Financial Reform Act in the US also indicates a move against 
corruption, as it includes the requirement that all explorers, developers and 
producers of oil, natural gas and minerals to include in their annual report 
the details of any payments made to governments.

My response:

I think it is fair to say that in the Communist parties and the BJP, such
God-kings do not exist.  There are people in these parties who are the
children of the leadership.  But in most cases, they have worked themselves
up through the ranks.

Perhaps Soter can give examples otherwise, and I will stand corrected.

Going through the article by Dhume, following two quotes are worth
considering:

"But unlike the Conservatives and Labour in Britain, or for that matter the
Republicans and Democrats in America, Congress is defined less by adherence
to a coherent ideology than by fealty to a single family."

"Beyond this apparent sense of noblesse oblige toward the toiling masses,
the Gandhis are probably the most opaque major politicians in the democratic

critics."

It has never happened before in the history of Goa since 1961. A Panchayat
or a Municipality Elections being contested by CIVIL SOCIETY collectively on
a progressive and disciplined 'PEOPLE'S MANIFESTO' with no agenda of
selfishness, self-aggrandizement or plain devoid of  'no futuristic 
planning'.


Kudos to Mapusa Nagrikancho Ekvott lead by it convener Adv. Antonio Lobo,
the ex-Bar-Council Member from GOA to the Goa-Maharashtra Bar Council, a
resident of Mapusa for taking the initiative.

The planned floating of a 'Citizen's Panel to fight the up-coming Mapusa
Civic Elections to  15 Wards scheduled for 30th. October, 2010  needs to be
appreciated, lauded and supported to the hilt not only by Mapxemkars, the
voters,  but by Bardezkars and GOA itself.  One glance at today's Mapusa
City and the state of the grand world famous Friday Market it boasts will
tell the sorry tale of long-term mis-management, scant respect towards civic
duties by the elected representatives, the traffic mess with every road
clogged due to indiscriminate parking, not to speak of the strewn garbage
everywhere and anywhere.

"Civic change  comes ONLY when one is submerged up to the neck", it is said.
But for Mapusa City,  this vital change is necessary and imperative when
the neck is already submerged and the filth has reached the nostrils with
its mere survival in peril.

It must be remembered that the Mapusa City is not only the responsibility of
Mapxemkars. It is the responsibility of the entire Bardez Taluka.

I singularly salute the MAPUSA NAGRIKANCHO EKVOTT, wishing it all the very
best and   praying  that it succeeds in its endeavors to clean-up  our dear
Mapusa City once and for all by cleaning up its Augean stables which has
been overly neglected for far too long.

I have been reading with interest the arguments put up by Goanettters
vis-a-vis this issue. Not having experienced this situation personally, I
refrained from shoving my oar in.

However, now that some of the posts in this thread have descended to very
low levels and so I have decided to post a few comments.

1. The original post, part of which is pasted below appears to be one of
those 'panic' or 'scaremonger' mails that one finds in one's mailbox. It
appears to have been forwarded several times as evident by the numerous '>'
signs preceding and also following each line. (Perhaps our resident computer
expert, JF will be able to throw more light). Though the original poster
might have sent it in good faith, there is absolutely no need for every one
to get into a tizzy and get worked up about it. Which leads me to my second
point.

My advice to all my friends who hold an OCI (Overseas Citizen of India)
Card and


those who aspire to get one.



I am an American citizen.? I also carry an OCI card (Overseas Citizen of
India)

2. As Vivian said, bureaucrats will be bureaucrats, anywhere in the world,
no matter what their ethnicity. They love to stick dogmatically to their
motto of harassing people whenever and wherever they can. Harassment of
inbound travelers is not a phenomenon only restricted to India. I have heard
many stories, some from my own relations who have had bad experiences where
they were accorded step motherly treatments at airports because of their
ethnicity even though they were citizens of the country. Heathrow is one of
the places  where this has happened.  But then ex-pat Goans shy from talking
about these things.

3. It is unfortunate that the debate here has reached the levels of a
slanging match and a put-India-down campaign. To apply the label "xhiclolo
bruto" to the original poster is mean and insulting to the intelligence on
the original poster. Needless to say Admin Noronha and his team have let
such low posts through or let it slip through inadvertently. If advertent,
then it strikes me that it is because it is one of those posts that will
generate controversy and hence 'generate traffic', in the manner of
newspapers posting controversial items to increase circulation.

4. Very often, the US is held out as a paragon of all virtues. But then
would those who run down Indian bureaucracy kindly explain why George
Fernamdes, who was the Defense Minister of India in 2003, was strip-searched
at Dulles when he was visiting the US on INVITATION by Donald Rumsfield, US
Sec. for Defense and had full security laid out for him by the US, and was
carrying a diplomatic passport

On the flip side, as a parting shot, let me cite a personal experience when
a bureaucrat/ Government official went out of her way to help an inbound NRI
without being asked to do so, WITHOUT ANY MONEY CHANGING HANDS, but merely
because of the goodness of her heart. Bureaucrats are also human beings.

It happened this way:

An aunt of mine from Canada was visiting Goa via London. She was doing the
London - Goa stretch by charter. I went to Dabolim to pick her up. The hitch
was that I had last seen her some forty years ago when I was a small lad. My
recollection of what she looked like was rather hazy at best. Would I be
able to recognize her? She was rather aged and handicapped.

So I went into the arrivals lounge and stood in the area which was
barricaded and reserved for those who were picking up arrivals. I carried a
small placard with 'Mrs. X de Sa' written on it. The arrivals lounge soon
filled up with the arriving charter passengers, some were clamoured round
the carousel to collect their luggage, some had completed their immigration
and were walking out to be claimed by waiting relatives, tour agents, taxi
drivers, touts, etc. I was standing there, getting more and more anxious by
the minute, when Customs Officer, Late Nina D'Silva, happened to walk by and
she spotted me. We knew each other in St. Xavier's, Mapusa. She asked me who
X was. I explained and we left things at that. After a wait of around 15
minutes, to my great surprise, there was Nina again with a stout old lady in

The revelation by former Union Law Minister Shanti Bhushan that eight of the
16 Chief Justices of India were corrupt is very disturbing and a matter of
great concern.* *That even judges were recently caught copying only
reinforces the need for stringent procedures in their selection. The manner
in which High court judges are currently picked is not acceptable. The
process lacks any transparency and is shrouded in secrecy. The vacancies of
High court judges ought to be advertised to promote fair competition.. The
selection panel could comprise of the Chief Justice of the High Court along
with one or two Chief Justices of neighbouring states. Such a process would
ensure the selection of only those persons of high integrity with sound
knowledge of all fields of law together with an impeccable character.

We cannot afford to have erroneous judicial appointments. We may never know
how Mr. S.C.Bora became a judge of the Bombay High court in 2008 and why he
was relieved of his judicial duties in just a few months. The less said
about that issue the better but the fact remains that there should never be
a need for Judges to be judged.  However, we must be vigilant to see if
there are another few Boras still remaining as judges.  The degradation of
the judicial system cannot be allowed. Otherwise we will have the Kodas, the
Laloos, Mulayams and the Mayawatis taking over India’s (in) Justice delivery
system.

J. S. Simmel's 'Bitte
lasst die Blumen leben', Gabriel
Garcia Marquez's 'El amor in
los tiempos del colera', Hilaire
Belloc's 'Mr Petrie', and a newly
published anthology called 'The
Book of Worst Meals', which includes
a chapter by me.

First book read: Thackeray's
'Vanity Fair' and Sir Walter
Scott's 'Ivanhoe', but I don't
remember how much of either
work I understood. I was about
seven years old, and these were
among the books that my siblings
got as prizes at Mater Dei
in Saligao.

A book you read over and
over: Graham Greene's 'The
Power and the Glory'. It is an
emotionally searing story of
human frailty and triumph, brilliantly
told.

How writing happened?
My siblings tell me I began at
a very early age. Why? Because
I had things to tell, letters to
write. I began writing seriously
the year I joined St Xavier's College
in Bombay in 1941. The
Cowasji Jehangir Readymoney
Portuguese scholarship offered
Rs 100 for the best essay written
on a subject announced on the
spot. I won it. It helped pay for
college education I really could
not afford, and showed me in the
best way possible, the value of
writing.

Books you've written: Six,
including two translations.

Your personal favourite:
'Tivolem'. I think it has captured
the love I have for Goa. In some
readers it generated warm feelings
for a patch of green land
that gave me birth, and for this I
am grateful.

Happy with the response?
Very happy. Quite aside from
the response from individual
readers, 'Tivolem' got me some
recognition in academic circles.
In 2003 it was part of the fi ction
curriculum at Sewanee University
in Tennessee, along with
Rushdie's 'Haroun' and the 'Sea
of Stories' and Roy's 'God of
Small Things'.

This semester it is being studied
at Yale University as part of
a literary course called 'World
Cities and Narratives'.

A book you wish you'd
written: Any book by Graham
Greene. Manil Suri's 'The Death
of Vishnu'. Mario Vargas Llosa's
masterpiece, 'Tia Julia' and the
'Scriptwriter'. Any book by P. G.
Wodehouse.

Goa's top authors: Damodar

Konkani stories that reveal deep
understanding of our people. The
prolific and thought provoking

market satisfies their customers. We are in a market economy whether you

a prostitute, who have contributed much to my understanding on the realities

Kanheram-Nature’s food store and pharmacy for insects-is there something
useful for ailing humans?



 In 2005 researchers from Thailand isolated a new class of cyclopeptide
alkaloids-Ziziphine N, O, P and Q and showed that these chemicals have anti
plasmodium falciparum activity. But they didn’t know that this plant is
common in Goa and attracts a large diversity of insects except the
mosquitoes.

A review by Joullie and Richards (2004) on cyclopeptide alkaloids says-“The
most investigated group of cyclopeptide alkaloids with respect to their
sedative properties has been the sanjoinines. Han and co-workers have
identified these agents as some of the principal components responsible for
the sedative activity of plants of the

Zizyphus species which have found use in traditional Chinese herbal medicine
as treatments for insomnia.”



There are still many unidentified chemicals in this plant which attracts the
insects. But here in Goa we have stressed more on edibility.



People prefer-Yellow, orange and red Boram (Ziziphus mauritiana, season
December to May), white, pink pearly Chunnam (Ziziphus rugosa, season March
to May) , black kanhera (ziziphys oenoplia, September-October)



These are ecologically, economically and medicinally useful wild Ziziphus
species of Goa. These are also major keystone species of Goa university
campus on Taleigao plateau spread over 1.70 sq. kms.

Among these only kanhera=jackal jujube or Ziziphus oenoplia begins flowering
and fruiting near the end of monsoon, precisely in September. It is a thorny
bush.

Now what’s so important about jackal jujube?

Years of observations showed me that it is virtually a food store and
Pharmacy of insects- once it begins flowering there is a procession of
insects-close to 200 species and still counting-these include all type of
beetles, flies, ants, spiders, wasps, bees, damselflies, butterflies-why so
many and so diverse-what is it in that thorny plant?
