That repository holds a small ivory figurine of the babe Jesus with gold chains on its wrists, ankles and around the neck. Anyway, my father had mentioned to me that Jabalpur had soapstone quarries, and they saw many soapstone products on their trip. Bicycling home late at night over the past fortnight I have watched in amazement as squadrons of huge, beeping and clanking machines stripped the special red tarmac from the surface of the Mall and the street in front of Buckingham Palace, then replaced it with a fresh layer. Yellow and white papal flags alternate with the union flag all the way down the Mall. Crash barriers await the expected crowds. If you judged these things solely by press headlines, you would assume that the pope was about to face a lynch mob of jeering Protestants and vengeful atheists. Most Britons, we are told, are disgusted at the thought of spending a single pound on the visit, while various bigwigs from the arts and sciences have written a scornful open letter to Pope Ratzinger, attacking Vatican teachings on condom use, gay rights, the role of women and the handling of the clerical sex abuse scandal. Much has been made, at the 11th hour, of remarks by Cardinal Walter Kasper, a close adviser to the pope, who said Britain was in the grip of a new and aggressive atheism, and that travelling through Heathrow airport was at times like landing in a Third World country. (Rather brilliantly, the cardinal is citing an attack of gout as his reason for cancelling his plan to accompany the pope to Britain.) In return, various conservative commentators have detected old bigotries surging back to life, as newspaper columnists and polemicists denounce the pope and Catholicism in vitriolic terms. Such abuse would never be allowed if it were directed at Muslims, it has been argued: Britain remains in the grip of atavistic anti-Catholicism. Hmm. On the one hand, I admit it is impossible to look at some of the pope's critics and not detect a whiff of ancient prejudices. Richard Dawkins, the evolutionary biologist and militant atheist, does not just criticise the Vatican's (shameful) handling of clerical child abuse over the years. He writes that the pope is a leering old villain in a frock, whose conservativism is, however, perfectly suited to destroying his evil church from within. Thus, says Mr Dawkins, the pope: should remain in charge of the whole rotten edifice - the whole profiteering, woman-fearing, guilt-gorging, truth-hating, child-raping institution - while it tumbles, amid a stench of incense and a rain of tourist-kitsch sacred hearts and preposterously crowned virgins, about his ears. I agree it is also remarkable that nobody seemed to blink when Julie Burchill, a noisy columnist, wrote that: if one is a Catholic, then surely double-speak and duplicity are second nature. All those unborn children that could have been molested – what a waste! But I think it is not right to say that such noisy commentators are only tough on the Catholic church, and spare other religions their ire. I think that conservative Muslims are regularly criticised in the British newspapers for their treatment of women, and for any statements they make questioning gay rights. I think that socially conservative American politicians get it in the neck, and so do conservative Jews when they use religious arguments to defend settlement-building, say. I also remember secular or left-wing commentators with equally fierce things to say about the Catholic church in Belgium, France or Spain: and all those are majority Catholic countries. What I really think marks Britain out is it is unusually secular (more than 60% of Britons never attend religious services), and it has an unusually rude and raucous press. What is more, mainstream Anglicanism is about as far removed from a fundamentalist faith as you can find. My own scripture lessons at school stopped when I was 12 years old, and were taken by the cricket master.

Does it not know that people overseas make their travel plans almost a year in advance? It appears that the government has already finalized the list of those who will holiday in Goa under this programme at the tax payer’s expense. We are told that the scheme has been formulated for the benefit of youth of Goan origin, in the age group of 18 to 28 years who are not Indian Nationals and have not had the opportunity to discover their roots in Goa. Isn’t it the duty of the families to give an opportunity to enable their children to discover their roots? Why does the State of Goa have to take upon this responsibility? It is required that the aspiring candidates for this programme must have distinguished themselves in various fields and have shown an abiding interest in Goa. As to who will certify this is not known. If they have shown any interest in Goa by now they must have rediscovered their roots anyway. The government has stated that the participants will be taken to educational, cultural, historical and industrial places of interest, besides interacting with local youth and elected representatives of Panchayats, Zilla Parishads and Municipalities and will meet State and Central Government officers. Has the government realized that the authorities during those days will be busy with IFFI 2010 and the feast of St Francis Xavier? The whole itinerary may be of no interest to the visitors. It could all have been done over the internet and video conferencing anyway. Unless the government wants the visitors to have a first-hand look and experience of the mining ravaged parts of Goa, the heaps of garbage lying everywhere and get a feel of the filth and stray dog infested beaches. The programme also includes a visit to Delhi. One fails to understand why the government chose a trip to Delhi as part of the itinerary for the Know Goa programme. Are they not exposing the visitors to a dose of dengue before departing from India? It is also an irony that during the 14 day programme to Know Goa the visitors will be spending six days in Delhi. The Government of Goa will bear the entire cost of travel of the visitors from their country to Goa and back including the travel to Delhi. Full hospitality will be provided. Why should the government be so generous to bear all these costs? People coming from abroad can afford to bear their own expenses. The government could have at most guided the visitors to find their roots in Goa with no financial implications to the State Exchequer. All expenses on lodging and boarding will be borne by the State Government with the participants being accommodated at Miramar Residency in Deluxe Rooms. In addition to footing the entire expenses of the visitors, our so very generous government also will dole out a further Rs. 250/- per day to each visitor by way of pocket expenses. 2010 is the third year of this Know Goa Programme. Gloria Arieira, a Brazilian and an authority in Sanskrit has translated the Bhagawad Gita and parts of the Vedas to Portuguese, enabling her students across Brazil and Portugal to access the depths of this great philosophy. Gloria, who is visiting Kalady, with a group of 28 students, has been to Kerala before. A disciple of Swami Chinmayananda and of Swami Dayananda, Gloria's entry into the world of spirituality was after she heard Swami Chinmayananda's talk on Vedanta in Rio. That was in 1973. Gloria felt that her search for the greater meaning to life was answered. With her curiosity aroused she wished to delve deeper into the philosophy of the Vedas and found her way to an ashram in Mumbai (Powai). Here she studied the Vedas and lived the ashram way of life. It was a simple life and I felt at ease, recalls Gloria who began teaching the Vedas when she went back to Rio in 1979. It was five years later that she started Vidya Mandir on land donated by one of her students. From eight students to start with, the numbers kept increasing. Soon the school became a centre where people came seeking spirituality. Raised in a western way of life, what exactly drew Gloria to this foreign philosophy and way of life? I was looking for answers to life itself. I thought it could not be only for pleasure, nor could it be only for 'dharma'. There had to be something else. Drawn to Vedic ways Dissatisfied with her search in other philosophies she was drawn towards Vedic ways. Was this attraction to another completely new way of thought strange? Gloria believes that at the start of this journey itself she was able to identify with the food, people and life in the ashram. Gloria learnt Sanskrit because it was the only way she could reach the depths of knowledge that she was seeking. The Bhagvad Gita and the Upanishads had to be read in the language they were written in. Once having mastered Sanskrit, Gloria translated the books into Portuguese so as to propagate the meaning of the text to her group of students. The number of her students increased as she could now reach out to them in Sanskrit, Portuguese and English. I could find a change in my students. They were all beginning to enjoy the goodness and greatness in these books. Vedanta studies had become popular, she says. Her student group comprises office goers, married couples, twenty year olds and also people who are in their eighties. There's this 80 year old gentleman who was my student once but comes daily to hear the talk on Vedanta. Gloria dresses like an Indian. Her teacher-mother-guru charm comes from her kind face, her thick neatly plaited salt and pepper hair, a gentle, slightly accented voice and a winning smile. She carries an aura of compassion and understanding of the complexities of life. Commentaries on Gita The course followed at the school is an initial study on Tatthva Boddha of Sree Sankara and then the Bhagwad Gita, with Gloria quoting high and low from the texts and explaining them to her enthusiastic students. She has done two commentaries on Gita in Portuguese. Earlier in 1996 she had visited the char dhams, along with her group. Later in 2007 they took a pilgrimage to Gangotri, Gomukh and Badrinath. This time she plans to visit Kedarnath, Yamunothri, Kalady and Kanyakumari.

You see, just about once a week, somebody contacts me about a laboratory breakthrough. There is a subset of researchers out there just fascinated with the possibility that something breeding in a test tube could hold the solution to the energy problem. Well, I may have to start taking this algae of the week phenomenon more seriously. In fact, there may be something here of much greater substance than my rather critical view lets on. To be fair, once you move beyond initial experimentation, this algae isn't grown in laboratories at all, but in carefully controlled environments. But two problems have existed to lessen the profitability of the approach. The first deals with the environment necessary to grow the algae. The second concerns how to make harvesting more efficient. Algae may seem to grow quite readily in nature. However, to obtain the volume necessary to turn it into energy is a rather difficult proposition with three major requirements. First, you need a stable environment. That is decisive, since both carbon dioxide and nutrients must be introduced. Second, the process requires a lot of light, and that light must be evenly distributed over the entire culture area. Third, algae has a hard, protective outer layer. That layer must be cracked, in what is usually an energy-intensive process. That last factor alone becomes the deal-killer in most attempts. It involves a well-known concept in energy management. We used to call it the energy profit ratio (EPR). Today, it is usually called energy returned on energy invested (EROEI). If you need to use up a lot of energy to produce only a small amount of energy in return, the entire process is largely useless. The conclusion is usually a no-brainer. If one barrel of oil equivalent is needed to produce one barrel, the EROEI is 1. If it is less than 1, more energy is consumed than is produced - and unless a nation is in the middle of a war or similar national crisis, that could not be justified. Most algae approaches in the real world (not the laboratory) have given us results of way less than 1. And then there is the similarly energy-intensive and highly challenging need to harvest. Try skimming only certain material from the surface of a swamp, and you get the idea... But algae could suddenly be back on the list of possible (and renewable) energy sources, now that a micro-cap company may be offering solutions to all of these problems. New Technology and Carbon Caps May Change the Story. Its approach significantly lowers the cost of growing algae, while the company's Single-Step Extraction™ process and mobile algae extraction lab MAX ONE are doing the same on the side of harvesting costs. OriginOil's latest advance even allows for the separate harvesting of hydrogen, thus introducing a secondary revenue stream from the process. I am NOT recommending that you run right out and buy OOIL. This remains a new concept; the company is still largely in its early stages; and it has never come close to running at a profit. Currently trading at 15 cents a share, it will certainly need breakthroughs on the investment and contract side before it really takes off. However, there is positive news on that front. OOIL announced on September 2nd that private, Melbourne-based MBD Energy will adopt the harvesting technology and may become a primary user. And it is one of the connections between these two companies that may hold a major upside for OOIL. MBD is positioning itself to be a major player in the Australian carbon capture and storage market, as well as moving heavily into the alternative energy field. Growing algae requires considerable amounts of carbon dioxide. And Australia and the U.S. are both looking for ways to lessen carbon emissions. Washington is likely to introduce either carbon taxes or cap and trade or both (Two Ways to Profit from the Coming Carbon Cap), although not until after the current election cycle. In short, the business of finding uses for the captured carbon dioxide is going to become a big one. Despite my skepticism, seems growing energy slime may work in nicely after all... This is also called the Middle Ages. Then started the Period of Modern History. As one era was ending, and the next beginning, there were major changes in the works. The feudal system was evolving to centralized national monarchies. They took-on other battles of succession and endless battles and with other monarchs and the power of the pope. This also resulted in a shift from widespread local corruption and moral decay to become stable but centralized power and tyranny. Hence the period is also called the Absolute Monarchs. The kings of Europe got more powerful as the Middle Ages were ending and the Age of Modern History progressed. The Popes lost control of administrative matters of the church within each country; with the king claiming the power to appoint bishops and approve any directives from Rome. Across Catholic Europe, the various kings could and did confiscate church property and the soldiers closed down and physically destroyed, in many situations, church institutions Hence, the Popes would rather give up administrative control of the Catholic churches in various countries rather than see part or the entire native church separated; as happened in England under Henry VIII who became king in 1509. Some of these Separation of Powers (spiritual v/s administrative) was formalized in arrangements, which were given special names. With Portugal, the power of the king over church affairs was called the Padrado. The same existed in Spain, France etc. There was incessant wars (paid-for by taxes on poor farmers), pestilence, famines and fall of many kings, including Constantinople in 1453. The nobility, clergy and city-states declined with resulting upheaval. Portugal and Spain were on the verge of economic breakthrough; as Italy saw its economic fortunes decline with loss of its monopoly on trade from Asia to Europe. (Nina was killed in a tragic accident at Porvorim when she was coming home from work) Hi Tony, I knew the late Nina and she was a smiley, good natured person till her life was cut tragically short in the road accident at Porvorim (another area for concern in Goa we hear so little about). What I'm saying here is by no way a disrespect to her attitude or work. But what you have described seems to have more to do with the fact that you knew each other (were collegemates, etc). There's little to conclude that it was a government officer who was helping you, but rather, a friend. I too often get that little extra special treatment, often because of the work done by me. But that counts for little when it comes to evaluating the efficiency of the system, and how it treats the average person passing through. What we need is measures to ensure efficiency that benefits all. Is there a problem because of (i) lack of staff and overwork (ii) the wrong mental attitude which survives from (British, and Portuguese) colonial times -- i.e. government servants are answerable to the government (iii) more severe structural problems (iv) attitudinal problems in our wider society (v) all of the above? Once we zero in accurate, we could be closer to understanding the issues at hand. What say? FN

Whether on the River Princess, the High Security Number Plates, SEZ’s, the new Mapusa Hospital and now on the Casinos. The administration lacks any direction or commitment. It is a travesty that this government and its legal brains do not understand the meaning of off shore. The decision to shift three Casinos towards Ribandar is uncalled for. It will disturb the local fishermen besides being a nuisance we can do without. Mr. Chief Minister, while Ribandar has been asking for a football ground you are sending us three casinos to play on. The Casino issue will end up with the formation of yet another government committee to study the issue. Sanchia who is also good at dancing and painting, recently won the first prize in the Qafco Flower and Vegetable competition. Let me illustrate this with another example: During my years of service, I have often had to submit pension papers of employees to the authorities for processing, Employees have a choice to opt for commuting their pensions or not to do so. On an occasion employees do not opt to commute their pensions. The Accounts Department of Goa Government routinely sends these papers back because they believe in the philosophy that a bird in hand is worth two in the bush Commutation gives the employee and/ or his/ her dependents to get a huge chunk of money in hand today rather than accepting a larger pension which will no longer be there in case the pensioner unfortunately ends up a fatality the very next day or even later. Rather thoughtful if you come to think of it. Something not called for but in the employees interest. Coming back to the original post, a particular post in response was in bad taste - that is what I am trying to emphasize. I will also iterate that the Government does need to be more responsive to the people's needs. There is also the nation wide need to weed out corruption. When people pay huge sums as bribes to get plum jobs, it is but natural to try to recoup the investment, with the result that they are not even interested in giving you even the time of the day if there is nothing in it for them. That is not excusable, but it is a fact of life on the ground. Rome was not built in a day. Time will come as information and learning spread when these evils will be eradicated. All the western nations had to go through a process of purification before they reached the standard that they have reached today. America had its prohibition and the mafia wars. Alcoholism is said to be a social disease and one need not drink to think like the one who abuses it. They will be banning beef shortly, mutton will follow. Spurious liquor deaths also take place in Indian States where alcohol is legally available. Problem is corruption - profits. Spurious liquor is also legally available in Goa over the counter. One individual forgot to carry his old US passport wherein the offical OCI sticker was attached, and was quite correctly pulled up by the Immigration authorities. His fault ! Other than that I have not read about anyone else having a problem. Yet this thread has taken on a life of its own. The OCI document is a godsend to those of us who have taken foreign citizenship. It recognizes that we still have ties to our motherland and allows us hassle free entry into India. Kudos to the Indian Government for giving us this special privilege. Bureaucrats are often a harried lot and as humans they react to the pressures and demands of their job. Some are downright crooks and try to extract bribes. I can say with a straight face that I have never paid a bribe, but in hindsight, in some encounters with Goan bureaucrats they were probably trying to get me to grease their palms. I was to niaive to realize it at the time, and had to dance to their merry tune. I have come across several, efficient, helpful and honest bureaucrats. Once when obtaining a drawing of my property, I was so grateful for the help I received, courteously and efficiently, that after the work was done, I tried to give a little bakshish to the lady who attended to my work. She politely refused to take it. Recently, I had to look up some very old birth records at the Archives office in Panjim. The young man who helped me was so kind. He went through the books and showed me a comment written there in, that the records for the particular year were not available as the pages were frayed. Seeing my disappointment, he consulted someone, and then went out of his way to another level of the building and was able to extract a Xerox copy of the very frayed but still decipherable record that I was looking for. He went well above and beyond the call of duty. I immediately went to his supervisor and commended the young man who helped me. Hopefully my comments will pay dividends to him in his career. Despite a few bad apples, there are some kind, efficient and helpful people in Goa's bureaucracy.

At the Centre, if any person was even perceived to be a threat to her, used to be either sent back to the state or appointed to secondary posts. I think such an attitude destroyed the upcoming cadre of Congressmen and led to nepotism. Those close to the Gandhis and sucking up to them went up in hierarchy and promising leaders were unceremoniously cast aside. After the 1975 emergency fiasco, Indira Gandhi was pretty much destroyed. The person who revived her was none other than Devraj Urs, who got her elected from Chickamaglur. However, she sensed that he was getting too strong and she completely finished him. He died a shattered person! Sonia Gandhi still follows the same loyalty path. I am sure given the choice, Congress in Goa would not want Digambar Kamat as the Chief Minister. He has done a good job of pleasing the powers that be in Delhi -- The Gandhis!! He prays to the Gandhi God-Kings! Like much of the politically-motivated criticism we read on Goanet, this one too FIRST decides whom it wants to target, and THEN goes about finding the evidence to do so. If you want to target Congress, then go for dynastic rule and corruption. No debate about that. BJP fares much better on these two fronts, but try it for communalism, pogroms, even corruption once it has been in office, and all kinds of intrigue and treachery in government (remember Sardinha?) and in the party too. Apart from bias on the caste and class fronts As far as the Communist Party of India (Marxist) goes, even its long-term supporters are aghast at how a progressive ideology (specially in West Bengal) has been largely reduced to a rule of goons and corrupt individuals acting as cadres. The only question there now is when the party will depart from office, how it will leave, and the impact of a joke of a Mamata being projected as a saviour of the masses. (In Kerala, the CPI-M is perhaps a bit better off, thanks perhaps to the local electorate's policy of replacing the LDF and UDF with amazing regularity. There too, the party is little more than a social democratic plank. But, in Tripura, a State we seldom hear of, is the CPI-M anything other than an extension of Bengali chauvinism?) I've never supported Congress, but despite the handful of overactive critics who never fail to point to its lapses (and there are many), it has also achieved a few things. Maybe if only due to the law of unintended consequences. Congress corruption means that there is, for instance, less of a bias in government recruitment (though a Parrikar would argue otherwise). You would find an occasional Kapil Sibal actually talking sense sometimes. Some of their pro-poor, anti-casteism, an Right to Information Act, consultations on corruption and possibly whistle-blowers' legislation, employment-guarantee policies might not be sufficient but are a good start. At least to acknowledge the priorities of a hungry country which has dreams of economic power someday. In Goa, it's another issue. With so many blood transfusions happening among politicians here, it's hard to say who is Congress and who is BJP. When it comes to their negative roles, Digubab hasn't been any better from what things were like in the Parrikar days; in many ways, it's business as usual. Yet, we keep hearing a PS: The problem is that the 'permanent government' is strong enough to subvert any attempts at change. This is not to say that one should not even try; there are many options outside of mainstream politics. Perhaps that is a field which offers far more hope. And things are happening too.
