I am most happy that Aleixo Sequeira, minister for power and CM Digambar 
Kamat have realised – at last should I add - that Goa is creating jobs 
for which it does not have adequate manpower and, as a result, it “has 
failed to gain the confidence of the locals” and imports manpower which 
pollutes the environment. An example, Aleixo pointed out, is the case of 
the Kesarval spring.


Aleixo took a rather narrow perspective: Verna Industrial Estate which 
is part of his Loutolim constituency. He is a politician and his motto 
is “my constituents come first”. But the constituencies have been 
re-delimitated and the exercise could be repeated. But taking a broader 
perspective, the questions are: 1) Do we have an industrial policy in 
place, with a modicum of permanency? 2) Do we have a manpower resources 
policy in place? The answer, unfortunately, is a loud ‘No’.


Let us go into the recent past. Pratapsing Rane was – perhaps still is 
for SEZs – Digambar Kamat, as soon as he took over, wanted to visit 
states like Gujarat, and Maharashtra which have SEZs and study their 
plus and minus points. Two or three SEZs were his goal. Then, like a 
good politician, he swam with the popular tide and changed his mind. 
Radically. And went back on the plighted word of his predecessor, who, 
it happens, belongs to the same political party.


They were a failure in West Bengal, because farming land was acquired 
for setting up SEZs, and it provoked farmers to violent agitation which, 
in turn, led to excessive use of force to quell it. In the end, it was 
withdrawn. Mamta Banergee who spearheaded the agitation gained mileage 
and the Communists lost their grip on West Bengal, perhaps for a long 
time to come.


Dr V A Pai Panandikar, the noted economist and policy planner had 
another take on the problem.  SEZs, he told me, made sense when the 
import and export policy was restrictive. The scenario has radically 
changed and so, new SEZs are no longer justified but it did not mean 
that government should go back on already licensed SEZs. The result of 
Goa’s shifting industrial policy is that industrialists no longer trust 
Goa and are loath to set up shop here.


Additionally, Goa University does not have a human resources policy 
tailored for local requirements. Introspection will prove it. Kamat 
would do well to have educationists of the calibre of Fr Romualdo de 
Sousa to analyse the rights and wrongs of our educational policies and 
set them right.


But the malaise is deeper. It can be traced to Goans’ abhorrence of 
manual work. Go to the market place and you will realise that the goods 
we eat – meat, vegetables and fruits – are produced outside Goa and sold 
by non Goans. Fish is produced in Goan waters but fished by trawlers 
manned by outsiders, mainly Keralites and to a great extent sold by 
Karnatakan women. Like the industrial workers of Verna Industrial 
Estate, most of them live in shanty towns and pollute the environment. 
Moti Dongor which is in Digambar Kamat’s constituency, and is the 
mainstay of his vote bank, is a classic example of prevalence of 
convenience over conviction.


Small, no doubt, is beautiful. But it could be a severe handicap as 
well. And in the case of Goa it is. What to do? It is too late to fight 
for a special status, as Himachal and the North Eastern states did - and 
achieved. Instead of demanding it when the Portuguese were driven away 
by the Indian armed forces, we wasted time and energy on the question of 
merger in Maharashtra, proposed by the ruling MGP, or separate state as 
desired by the majority of Goans and as proven by the 1967 opinion poll. 
The conclusion is that between December 1961 and January 1967 we just 
twiddled our thumbs and did not develop Goa.


D B Bandodkar did try to restore land to the tiller and do away with the 
bhatkars, but, being himself a mine owner, he saw red if you just 
mentioned banning mining or doing away with the slums in mining areas, 
or the pollution caused by mining.


D B Bandodkar was voted back to power after his defeat at the Opinion 
Poll. To his credit, he respected it in deeds and words. But his notion 
of development was primitive. In a conversation with me - and he 
repeated it to others - good governance was to spend as little as 
possible of the financial grants of the Central Government and return to 
it the unspent funds.


To the credit of Maharashtrians, who are by nature insular, they did not 
raid Goa. Census figures reflected in the mother tongue columns, showed 
in the earlier census operations that Karnatakans, Keralites, Telegus 
and Tulus came to Goa in large numbers and settled here. Now wisened to 
the prevailing local anti non-Goan sentiment, they declared Konkani as 
their mother tongue to the latest census enumerators.

The Goan Cultural Centre Kuwait is working hard to host a successful 
Global Goan Convention 2010 next month. At past conventions very few 
Goans raised what I think is the most critical and serious issue facing 
the state today-the deterioration of Goa's Identity with respect to its 
land, environment, culture, language and the Goan demographic majority. 
NRI Goans generally appear to be unaware and unconcerned about Goan 
issues. There appears to be strong disconnect as to what NRI Goans 
appear to do overseas and the bigger picture of the real threat to Goa, 
Goans and the identity.


NRI Goans are in some sort of denial mode that any threat exists, when 
actually the threat to our prized identity is very real and serious. If 
we do not act soon, our identity will be extinguished within a few 
years. If we lose our identity in Goa then overseas Goan associations, 
events, football tournament, tiatrs, social events, dances, conventions 
will be irrelevant. While previous conventions have been disappointing 
with respect to the fact that the NRI Goan community had still not woken 
up, delegates at Kuwait need to bring up this issue and send out a 
strong message to Goa and Goans that NRI Goans recognize this threat to 
the land and are serious about doing something to address the same.

MENTOR

In Greek mythology, Odysseus entrusted his fiend Mentor with the full care and 
education of his son, Telemachus.  Because of Mentor's near-paternal 
relationship with Telemachus, the term Mentor has been adopted as a term 
meaning a parent-like teacher.

Mentors provide expertise to less experienced individuals to help them advance 
their careers, enhance their education, and build their networks.  Many teams 
organise mentoring programs in which newcomers are paired with more experienced 
people, who act as friends and guides. In fact a major contribution that any 
person can make to his team and organisation is being a mentor to others. 

The qualities of an effective mentor include risk taking, trustworthiness, a 
depth of knowledge and above all being emotionally strong. They engage in 
showing concern for the development of team members, giving good counsel when 
required and motivating the necessary struggle of their protégé towards 
progress.

While we see glowing examples of successful team persons who have grown through 
mentoring, it is also pertinent to note that too few, among us, are ready to 
devote time and initiative to the task of mentoring. The reasons range from an 
inability to share to the lack of patience to cheer from the sidelines. 
However, if we seek to leave a legacy in our lifetime, we must choose to be 
better at mentoring.

First we must make the choice to give time to share our experience along with 
care, concern and participation in the protégé’s progress. However, it is 
important that the mentor is not a back seat driver or just a how-to-do 
lecturer. But surely, it is a desirable role since the mentor too moves to 
higher planes as he mentors his mentorees.

Don’t just lead or be an occasional tutor,
Let’s BE BETTER at being a mentor !

NO FOREIGNER can comprehend complexities of Indian ethos, so it is risky to

More often than not, a foreign 'authority' or commentator on Indian issues has

Dear Albert,

In one of your earlier posts, you mentioned that there is no account kept
nor given of donations made to churches.

Please pardon me for not putting the exact quote here simply because I have
no time to go through Goanet archives.

Let me clear the air regarding this.

1. Every Church/ Chapel is governed by a Confraria. The Confraria maintains
the accounts and manages the financial affairs of the concerned church/
chapel. Confraria Executive Committees are elected by the Confrades
(Members) - Not many people like to volunteer for these posts nor like to
attend the election meetings. A confrade can be a member of the executive
committee for not more than two successive terms

2. The Confraria accounts are strictly audited by the Seccao das Confrarias
which exercises overall control over the accounts.

3. Every Church/ Chapel is required to prepare an annual budget-
'Vorsamento'
No expenditure can be incurred which is not in the vorsamento. Confrades
(Members) are entitled to object to the items in the budget.

4. Every Chapel must have a bank account in the name of the respective
Confraria. Every bank is notified about the signatories to the bank accounts
after the triennial elections

5. Every cheque issued must be countersigned by the Secretary of the Seccao
das Confrarias.

6. All accounts must be displayed to the parishioners for three designated
Sundays in the year. The Confrades (members) are entitled to raise
objections.

7. All accounts are audited by a CA.

So allegations of no accountability are strictly not true.

This does not apply to donations made directly to Priests. For that the
priest and his conscience are accountable.

I am not altogether whether this fits in this topic.

How good is the Legatum Prosperity Index?  India falls in the 88th place in the 
2010 rankings, with Zimbabwe at the bottom of the 110 countries listed in 
http://www.prosperity.com/rankings.aspx 

So yes, while the cream are the ministers in power not forgetting the mafia 
lords, the majority seem to be very, very low down. And it is this majority 
that 
prop up the ministers who are the lords (not servants) of the people. .

It is clear from the literature that we do not know much about the history of 
inquisition in Goa. Recently, one of our prominent Goan historians had chalked 
out a promising research project to translate some primary sources stored in 
the national library in Brazil. A few of us were enthusiastic about supporting 
the effort financially, prominent among whom were Eric, Valmiki and George. But 
most Goans who read about the appeal did not have any interest in and/or 
commitment to knowing about our history as revealed through the primary 
sources. In fact, one of them appeared to be actively cynical of and opposed 
to, this effort. He happens to be the self-appointed supurlo Goencar. So his 
interest in this part of Goan history appears to be similar to that of Konraad 
Elst in Indian history. The same is true to lesser degree with one of the 
administrators of Goanet.

The catch is in the label 'Accidental Activist'. This is quite different from 
'Activist By Choice' or 'Activist by Vocation'. In the modern activist world, 
the one who screams the loudest is the hero. It is about selling an issue. 
Agressive and sensational marketing is the path to prosperity. Social Activism 
is today a profession which can be learnt in a factory and meant for the global 
donor markets and not for us Pedrus and Narans. It is about social 
entrepreneurship.

unlikely to think “Oo! Husband abuse!” But if a sari-clad, middle-class,
middle-brow Indian Blondie were to follow suit, Indian readers would very
likely howl with righteous disapproval. In Bombay’s *Sunday Observer* edited
by Vinod Mehta, where Suki made her debut in a strip called *Doubletalk*,
readers whined about her constantly, calling the strip a “horrible eyesore”,
“Double Gawk”, “dragging and brazenly repetitive”. The reason I was able to
carry on was that I had my editor’s full support. That was almost three
decades ago. Today? I don’t know which newspaper editor would champion a
lowly strip cartoonist against sustained reader-rancour.

Forget the head count in the Karnataka assembly for a moment. Perhaps it is
more pertinent to ask if the B.S. Yediyurappa government has violated the
trust of the people. Has the first BJP government in the south, which has
been in power for less than 30 months, shot itself in the foot? Have the
many scams it’s embroiled in eroded its credibility? Has it become
indifferent to corruption and governance? Is it fair to ask if it’s the
worst administration Karnataka’s ever seen?

If one goes by the statements of Karnataka Lokayukta Justice N. Santosh
Hegde, who has thoroughly exposed the government on issues pertaining to
illegal mining and most recently on land acquisition, then this is clearly
the absolute nadir (see interview). In Karnataka, corruption starts right at
the top. Here are some of the scams that made news:

*The Bangalore Development Authority (BDA) Scam:* This involves the chief
minister. He is accused of denotifying government land to favour his sons
and son-in-law. The final notification for the land acquired by the BDA in
Rachenahalli village of Krishnarajapuram to form Arkavathy Layout was issued
in 2004. But the CM’s family is alleged to have purchased land already in
BDA’s possession and got it denotified in clear violation of all rules. Once
the land is purchased, it can be sold back to the BDA. After this case came
to light, more papers relating to the irregular denotification surfaced this
month. In yet another case, Yediyurappa was accused of denotifying BDA land
in Nagarbhavi, Bangalore, ignoring both high court and Supreme Court rulings
which said no to such denotification.

Topping this all, however, was the CM allotting a discretionary quota BDA
site to his MP-son, B.Y. Raghavendra, in 2009. Contrary to reality,
Raghavendra had submitted an affidavit stating he didn’t own any property in
Bangalore to get land in the city’s upmarket rmv 2nd stage locality. Other
than his son, Yediyurappa had allotted these ‘G category’ sites to some of
his friends and relatives. Confronted by all the charges flying around, the
CM’s only reaction was that he hasn’t done anything his predecessors haven’t
done already. Though no figure’s been attached to the scam, it’ll easily run
into hundreds of crores.

*The Karnataka Industrial Areas Development Board (KIADB) Land Swindle:* The
Lokayukta’s exposure of the massive scam in the land acquisition process of
the Karnataka Industrial Areas Development Board in October was easily the
tipping point for this government. In this case, the powerful IT minister
Katta Subramanya Naidu and his entire family came under the scanner while
his son Katta Jagadish, a BJP corporator, was also arrested when he tried to
bribe a complainant.



 Confronted by the various charges, the CM’s response: he hasn’t done
anything his predecessors haven’t.


The scam dates to the time when Katta Naidu was the industries minister in
the JD(S)-BJP coalition government. Land was acquired for an SEZ floated by
Itasca Software and another US-based company near Bangalore’s new
international airport. Of the 300 acres acquired, nearly 13 acres were
alleged to have have been bought cheap by Katta Naidu’s family earlier with
the prior knowledge of the coming acquisition. A compensation of Rs 41 lakh
per acre was given for land close to the main road, while Rs 31 lakh per
acre was paid for land a little away. Later

The G.O.A. Goan Christmas Sweet Making and Tasting event in November, 2009 was 
a   big success.  It was encouraging to see all age groups eager to learn how 
to 
make our traditional sweets.  I have attached an article that was printed  
in the 
G.O.A.'s Pulse newsletter and Goan Voice that summarizes the popularity of the 
event.  Also attached is the *flyer, recipe book that was distributed to all 
participants and some photos.  


I will be happy to provide any guidance to those associations wishing to hold a

The G.O.A. held its first Goan Sweet Making and Tasting event on Sunday, 
November 15th, 2009 at Vic Johnson Community Centre in Mississauga.  It 
was  encouraging to receive a huge response to this event, this proves that 
Goans are  keen to learn and continue Goan traditions. 


In preparation for Christmas, 130 adults and children learned how to make five 
Goan sweets: DocedeGrao, Bathk (Batica), Bolinhas, Kulkuls and  Corambolas.  
The 
 event was opened to children because they prepare the sweets with their 
mothers   and/or grandmothers.  It was nice to see three generations together. 


Flevi Rodrigues demonstrated Bathk in simple steps.  The highlight of the event 
was Martha Patel presenting DocedeGrao, the microwave method, reducing the 
effort and time while not compromising the taste.  We live in an environment 
where time is of the essence, any short cuts and tips are appreciated.  
Participants were also introduced to frozen shredded coconut from India.  This 
eliminates the need to break a fresh coconut, grate and mince it.  Samples of 
Deep Shredded Coconut were distributed,  courtesy of Deep Canada.  After a step 
by step demonstration on how to make Kulkuls and Carambolas dough by Joana 
Nunes, guests were invited to a hands-on session on how to fold and make  these 
sweets.

Did you know there are more than 22 Goan sweets?  Each attendee also received a 
recipe book which included some popular Goan sweets, a couple of Canadian 
Christmas favorites and cooking tips.  Participants shared their Christmas 
traditions like preparing Kuswar (a tray of assorted sweets, fruit and nuts) 
and exchanging it with their family, friends and neighbours.  Later everybody 
enjoyed a cup of hot masala tea/coffee with a sampling of all the sweets that 
were made that afternoon.

An array of Goan utensils was showcased; this brought back memories of Goa. 
HemaPereira did an excellent job of the display and labeling the items  in 
Konkani. 

The emcee, Michelle Dias kept the crowd entertained and on their toes by asking 
Goan trivia questions as there were lots of giveaways to be won. 


Thank you to  all the helpers that made this event a tremendous success.  Here 
is  to many more Goan cooking classes!

trumpet on about the economic miracle in India  few   will bother  to  
admit  that the  majority  of  folk in  India ,especially in the  rural 
 areas are  living  way  below  the  poverty line...while  
obscenely wealthy industrialists who  garner the  lion`s  share  of the 
 wealtheg;  the  Ambanis  who are building  a gigantic  urban  
palaace in--Mumbai or  the  liquor  baron  Mr. Mallya  flies  his  
enormous  private  jet and  parks  his  equally large  yacht on the   
river  Mandovi . These  rich are   almost like the  French  royalty  
deposed  in  the  French  revolution  who  wallowed in  their  wealth  
while  their peasant-subjects  starved-
 The   federal politicians and  bureaucrats  who  award themselves  
huge  double digit  raises  while  farmers best by drought  and  famine 
committed ssuicide by the hundreds in Maharashtra are no  better.
 Did  you  notice how  many  Supreme  Court  justices at the  federal 
and  State  level refused  to  allow disclosure of  their  assets  as  
it   would reveal the  obvious corruption of  a large   section of  the 
 judiciary ?
  As  Eric Pinto  pointed  out  a  couple  of  weeks  ago a nation 
that  is  spending almost  45 % ?? of  its  GNP  on  expensive 
armaments while  a large  percentage of  its  population do not  have  
clean drinking  water, sewage  and  clean  sanitation should its  own   
people  first  before  trying  to  project  a " Bharat Shining " image.
 Unfotunately  we  goans  in Goa  are  being  dragged  into the same 
attitudeespecially  our  politicians...read  Lionel  
MESSIAS` disclosures on   Goan  ministerial spending on  travel & 
entertainment as  related  to Goa `s  budget .

Saga of the Kunbi sari

On Saturday at the Wills Lifestyle India Fashion Week in New Delhi, Goan 
designer Wendell Rodricks got a standing ovation. This is not new for 
Wendell, one of the country's top fashion designers. But this time it 
was very special. The applause was for a collection based on the 
distinctive checked saris of Goa's Kunbi tribes. The humble hand-loom 
traditional nine-yard Goan Kunbi sari became the toast ofthe country's 
foremost fashion aficionados.


Wendell took the simple cloth that has draped the women Of Goa's 
remotest rural regions and turned it into a thing of beauty. He started 
his project to revive this ethnic sari over seven years back. The 
present collection — giving the Kunbi sari a contemporary style — was in 
the pipeline since July 2009. Sourcing traditional hand weavers and 
looms was not easy, but he persevered. After working closely with 
traditional shavers, Wendell managed to fulfil his ambition "to leave 
behind a legacy of Goan weaving heritage".


The designer feels that Goa needs to create its own place in ethnic and 
traditional collections. What better way than having its own sari? Many 
states have traditional saris, but till now, Goa had none. Wendell 
succeeded in full measure. Raghav Silika wrote in the 'Hindustan Times': 
The Kunbi sari has perhaps been the biggest revelation of the Wills 
Lifestyle India Fashion Week so far. The Goan designer [Wendell 
Rodricks] has created something out of the box, something totally unique 
which people not only in Goa will wear but even sari lovers around the 
world will appreciate; the very first Goan-made sari."


The collection goes far beyond the traditional. In Wendell's skilful 
hands, the Kunbi sari has undergone a remarkable transformation. The 
colours have moved from the usual red to a palette of evocative pastel 
shades, using organic eco-friendly dyes in shades of ivory, sand-washed 
greys, subtle greens from guava leaf and Manjista, laterite shades using 
iron-ore, blues with conjee and indigo blue, reds from pomegranate, etc.


In his fabric, Wendell has skilfully mixed cotton and silk, woven and 
knits. There are crinkled cottons, dupione silks, cotton lycra jerseys, 
organzas and silk jacquards. The clothes included traditionally and 
innovatively draped saris, as well as very contemporary asymmetric 
backless tunics, multi layered skirts, tube dresses with hand woven 
straps, envelope kaftans, and halter dresses with asymmetric hemlines. 
Many were embellished with Gulmohar leaf brocade patterns. And all had 
the Kunbi weave.


But Wendell has not stopped at wowing the national capital's beautiful 
people. He has presented Kunbi saris to President Pratibha Patil, 
Congress President Sonia Gandhi, Priyanka Gandhi, Goa's first lady Asha 
Kamat as well as prominent Indian women who wear cotton saris, like 
actress Nandita Das. He has also submitted a project to the Goa 
Department of Higher Education, to implement a training programme to 
revive weaving as a handicraft in the state. And, it is very heartening 
to note that that the Goa Tourism Department has supported his efforts. 
Let us hope this show breaks new ground and gives a new lease of life to 
the nearly extinct art of Kunbi sari weaving.  (ENDS)

If you are a smoker, please watch out! You might be booked
for smoking in a public place. The designated officers to enforce
legislation prohibiting use of tobacco and related products will
be in place shortly.

Atmaram Deshpande, SP Security, Special Cell while speaking
at a media workshop on Saturday here said the designated officers
will be appointed for enforcing the legislation and the notification
in this respect will be issued soon. In November, each police station
will have a designated officer not less than a rank of police
sub-inspector, he said.

The Control of Tobacco Products Act (COTPA) prohibits smoking
in hotels, restaurants, workplaces, shopping malls, cinema halls,
educational institutions and libraries, hospitals, auditorium, open
auditorium, amusement centers, stadium, railway stationand bus stop.

Earlier, while responding to a question Deshpande pointed out that
complete ban on tobacco in Goa will not work unless there is
comprehensive legislation coming from the Centre.

Where’s the ban on Gutka?
Jyothi Sardessai, Deputy Director of Food and Drug Administration
(FDA) while participating in the discussion said porous borders have
made it difficult to implement the ban on gutka even as they conduct
regular raids.

While Gutka is banned in Goa it is not in Karnataka and Maharashtra
and easily smuggled here. However, Sardessai said since
implementation of the Act, FDA has conducted 90 raids, booked
73 cases and collected over Rs 29 lakhs as fine.

Pamela Mascarenhas, deputy director, Department of Tourism and
Dr Ravindra Nadkarni, State Nodal Officer, Directorate of Health
also participated in panel discussion on role of the government and
challenges in the implementation of tobacco control laws.

The media sensitization workshop on tobacco control initiatives was
organized by Voluntary Health Association of Goa (VHAG) in
association with National Organisation for Tobacco Eradication
(NOTE) and Goa Civic and Consumer Action Network
(GOACAN).

When asked if this Chapel opens once a month or a year

Water tanker/ pipe also seen. Electricity transformer? also seen

The  external roof/ceiling in a dilapidated condition
and could come down anytime from now.

Can’t even make out who the chapel is dedicated to
Whether Sant Khuris, Sant Sebastiao or Sant Anton

Don’t know who owns it, where CCP or the Panjim Church
or Hotel Mandovi. It is attached to the Hotel though!

Just weeks ago, India Today editor Aroon Purie was forced to admit [1]
that most of an Editor’s Note was plagiarized[2]. It was another
shabby footnote in the steep decline of one of India’s premier media
franchises.

But will he apologize for the new low plumbed by his latest Editor’s
Note[3] – on Goa – if anything an even more egregious example of
irresponsible journalism?

The plagiarism episode was followed by more allegations of the
same[4].But this new episode conclusively demonstrates that facts
don’t matter at all to this particular media baron.

All that counts is pure sensationalism, underwritten by a persistent
underpinning of xenophobia. Once credible, India Today is now a
bottom-feeder, and Purie a tabloid hack (at best).

Goa receives 27 lakh domestic tourists and nearly four lakh
foreigners every year, many of whom just stay on.

Here’s the first “fact” thrown out by Purie, and he’s already in a
hole he’s going to have difficulty crawling out of. These numbers
appear to be pulled out of thin air.

3.1 million tourists per year in Goa?

That’s around twice the population of the state, and vastly inflated
over any official statistic available[5]. Who is Purie going to blame
for this one? What’s the source? Of course there isn’t any! It’s been
made up, plain and simple.

It has now, unfortunately, become the crime capital of India,
where a confluence of sex, drugs and mafia has made an underworld
industry that is growing faster than tourism.

Crime capital of India? We know from the previous disgrace that Purie
almost never writes[6] his own Editor’s Note which is written under
his byline. But does he even read it?

Can anyone from Delhi – where only one recent scam (CWG) is alleged to
have skimmed off 8000 crores[7] – say this out loud without falling
over laughing?

Is Purie even aware of the extreme ridiculousness of someone from
Delhi – where 96% of women say they feel at risk every day [8]–
calling Goa “unsafe”? It’s beyond shameless!

And Goa’s “underworld industry” is growing faster than tourism? In
whose fevered imagination? Is there some data for this? Are there any
facts that can be mustered to back up this incredible assertion?

Of course there aren’t! It’s been made up, just like the rest of this
shabby excuse for editorial journalism.

Ever since this incredibly skewed and irresponsible Editor’s Note came
out around 24 hours ago, I have been asking the people around me in
Goa whether they recognize much in it. Of course everyone is aware
that lawlessness and gangsterism has become a fact of life on part of
the coast, and that there is an ugly politician-criminal nexus – a
widespread Indian disease – that is taking hold on state soil.

More than two years ago, I myself wrote in a Time Out Mumbai cover
story[9] that “only a huge crackdown can eliminate the drug business
that pervades large pockets of the coastline.”

But there is more to this Purie editorial – and the entire scurrilous,
deeply dodgy Goa cover story. There is also a persistent strain of
xenophobia, underpinned by aggrieved Delhi-style feudal entitlement –
as in, “why am I not being treated deferentially in Goa, in the feudal
manner that I am accustomed to. How dare these foreigners feel so at
home here!”

It is a common, utterly colonialist mentality, and that lack of
deference is ultimately the biggest affront to Purie and his ilk.

Look at the cover picture itself – an unremarkable young caucasian
woman in an unremarkable two-piece swimsuit. No Goan would even turn
his head – the sight implies nothing more to us than a young woman
going swimming.

But as we all know, many repressed tourists from the hinterland don’t
see anything quite as simple as that. And India Today doesn’t either –
it feels quite comfortable plastering the word SEX across this
innocuous image, and  implying prostitution as well.

This is the ugly stereotype of Indian narrow-mindedness, and here
India Today emblazons it right across its front cover.

We have been wondering here at tambdimati.com [10], how will this girl
feel when she sees the cover . Did she “ask for it” by wearing a
swimsuit to the beach? Like Delhi girls “ask for it” by merely
boarding a bus?

How would Purie feel if it was his daughter pictured in a bikini[11],
with that lurid headline splayed across her legs?

Dear Marion,

I am acutely sorry if the words 'pleasure and promotion' hurt the feeling of 
our Goans.
When I said that, I meant those Goans who have sold off every inch of their 
property they inherited from their peers in Goa and vamoosed from the land of 
birth, not to have any connection with Goa any more and/or come as strangers to 
their own land and stay in hotel resort, enjoy and go back. And those 
properties have landed in the hands of rank  outsiders to do what they want 
with them. One such property is in Baga Calangute area now with a hotel resort 
on it, mostly illegally expanded with impunity through bribes and inducements 
to the extent that the beach area of the property has been converted into a 
lush green garden by leveling off sand dunes and dumping over 200 trucks of red 
mud to sustain the garden which cannot grow on the sandy/salty beach with 
indigenous beach vegetation. 

And we Goans in Goa now have to file Public Interest Litigations in the 
Honourable High Court to challenge the desecration  of the natural beach 
habitat. Naturally, the new owner is a North Indian who has never seen a beach 
in his life much less live on it,   knows nothing about the ecological disaster 
he is creating by wiping off the sand dunes.

I am sour on this point and nothing else.

'Excuse moi'  if I have hurt your/other's feelings.

their land at throw-away prices and scoot because of the Land to the tiller 
Act, the Tenancy Act of the monster unGoan DB Bandodkar, who wanted to finish

Whilst you communicate elegantly and intelligently, there is no need to 
write off such intelligence with a few wrong words.  You are right in your 
communication but for the bit on Goans fleeting abroad for pleasure and 
promotion.

Historically, I believe, people boarded a fleet of ships unknowingly to 
go to work and were separated from their families.  Whilst there have been some 
who had no chance of getting out of a rut caused by an alcoholic parent and 
when the opportunity arose they grabbed. Yes there are others who left to 
better their lives and that is how they can now invest in Goa.

  It must be a tough choise for a father to decide to return home and 
forfeit his life-time dreams. It shatters a person from within as against from

PANAJI OCT 30: The state election commission has ordered attachment of the
Ford Figo car belonging to the Bicholim municipal council on Saturday after
its chief officer “refused” to release it for use of election duty and in
lieu of it sent another vehicle used for garbage collection to be used by
poll officials.

The assistant returning officer for the BMC  elections had sent a
requisition note to the chief officer of the BMC urging him to release the
vehicle for use of poll officials for two days – Saturday and Sunday.
The BMC chief officer by a letter addressed to the assistant letter refused
to release the vehicle with an endorsement that it could not be done and
informed that another vehicle bearing registration number GA01-T1640 would
be sent instead.
On Saturday morning the driver of BMC, Mr Sunil Parab reported to the
assistant returning officer with vehicle bearing registration number
GA01-T1640 and it was found by poll official that the vehicle was the one
used for garbage collection by the council.
The assistant returning officer then reported the matter to the SEC and
sought further direction following which the secretary to the commission
directed that the Figo car be attached and kept in the custody of the
polling officials for four-five days.(NT)

There are two particular instances that I had the occasion to visit in the 
very recent past combined with the above master piece from Aurelio Viegas 
which makes my fingers fly on the keyboard.


One was the National Geographic TV Channel's televised item on the 
ingeniousness of the UP's ( read Uttar Pradesh - India) fishermen putting 
sea otters to work to increase their fish-yield. These little one's are 
tamed and trained to work under-water into driving the fish into the waiting 
nets from the boats. But the little otters ( with all their stiff whiskers 
and hair spilling out of their ears) are roped with a collar noose and let 
go to complete the job. The similarity of these little otters to the ' 
WINING OTTER ' that I know of, is the reason for this national geographic 
special.


With regard to the Mapusa Municipal Elections, where the voters of Mapusa 
must be forming large lines to vote at this very moment when I am busy 
hitting the keyboard, has a role to play in this story. I as the member of 
the Mapusa Nagrikancho Ekvott  [MNE]  have been in charge of facilitating 
its  5 candidates  with matters relating to the Electioneering because of my 
vast experience with elections. And among all 5 candidates, MNE has a STAR 
candidate in Jeanette Gomes, a 63 year old die-hard who has vowed to defeat 
the WINNING OTTER who is her only long standing opponent ( or rather this 
otter's wife when the eligibility is changed from men to women) of Ward No. 
4. It is the decision of MNE to field this star candidate in Ward NO. 4 that 
all other opposition has melted-down to see that the 'WINNING OTTER'  gets 
no fish for breakfast lunch and dinner even if he is ready to shell out Rs. 
3000/- per fish ( which I believe is the market rate as of last night). And 
we must realize that the fisherfolks in Goa are on fishing strike, thanks to 
Matanhy Saldanha.


The second thing that happened is that our star candidate's brother-in-law 
passed away and the funeral service was held yesterday (Saturday) evening at 
the Mapusa Church. I had to be there, not to shed tears, but to see if the 
WINNING OTTERS were attending or not, the death being that of the 
long-standing voter of the OTTERS who unfortunately would have voted 
otherwise this Sunday if he didn't say 'good-bye'. And as I entered the 
Church, rather late, Fr. Braz Faleiro was dishing out his wonderful sermon. 
The good father was talking about how politicians are paying money for votes 
et al and asking the pertinent question if these were Christians at all etc. 
However, what Fr. Faleiro did not realize is that our long standing 
politicians or WINNING OTTERS will starve if they do not pay for the fish 
which they are not able to catch.


Later, whilst walking in the procession towards the cemetery, I inched 
myself close to my very old acquaintance, Fr. Faleiro,  in the guise of 
helping his difficult walk with a cane  and whispered my congratulations to 
him on his excellent and most relevant sermon. He smiled, thanked me and 
said " But I do hope that what I have said will penetrate the right ears". 
And I instantly knew which right ears he was talking about --- that of the 
'Otters' and that of the trainer of the 'Otters' who was also present  and 
who is the person who handles the nooses of the ropes in these otter's 
necks -- the incomparable MLA  of the BJP kind of Mapusa.


"Fr.",   I said,  " with due respect to you, how can anything at all 
penetrate the ears especially when the  ears of the OTTERS  are blocked 
completely by a jungle of hair grown from the ears?". The good father had 
tough time controlling his burst of laughter and I had to do a double time 
to prevent him from tripping. The good Fr. must be laughing still, if I know 
him well.


And during the burial, I was purposely standing in close proximity of the 
'OTTERS'  so that I could smell the defeat. It was indeed over-powering.


And when my turn came to condole our star candidate, being a relict of the 
deceased,  I said to her " Jeanette dear-  brighten up ---will ya? -- I can 
already smell your victory".


Victory or not - since MNE does not put stress on VICTORIES but SINCERE HARD 
WORK instead, our consolation is that we did make the ' OTTERS' come to 
reality of the hard fasting days with no fish around unless prepared to pay 
exorbitant prices.

driver (engineer -- a term not employed in India). This was about Mumbai,
hence made the connection to Goa/Goans, as also included Bernardo -- my Dad,
a Goan man whose runs was merely from Mumbai's Docks to Wadala and a bit
afar -- a shunting driver (different focus, different pace): "Thought a
Goans(sic) would be the first one to made the grade -- on the Mumbai and

Dear Carmen,

I must revisit our dear little meet at TATO's in Panjim to remind you of 
what I had said as regards SAVING GOA.


The flood-gates of GOAN goodness, kindness, golden hearts with  donating 
streaks  can open only if all the four corners of the square one wants to 
contain that load must be secure, bonafide ( at least in the minds of the 
donors) so that they do not feel betrayed  once the flood-gates are opened 
and every thing they wanted Goa to have has been emptied out. GOANS have 
been taken for jolly good rides before, and they will be taken for more if 
they are not careful. And they do know that.


The prophets of DOOM do keep on cropping up, but fail to apply themselves to 
the single most agenda  to start sweeping the mess at the right place. 
Opening too many fronts (like the Germans did in the 2nd. World War will 
only meet with doom in the end and achieve nothing.



Perhaps these good hearted donors are careful in the case of your 'appeals' 
as not all the chords may have been struck to generate a mellow and pleasing 
sound.

encouragement to donate to this cause, and I am running out of hope...the

But we would want to see the 'Portuguese Rule' back in Goa minus the 
Portuguese   themselves, YES !, anytime. But we don't want the Portuguese in 
Goa because, if they come, they will be  like 'dogs' with their tails 
between their legs. They are already here with no tails showing and trying 
to help the CCP of Panjim. Well, in that case, they should dig up Salazar 
and hang him de novo for letting India drive him away like a dog in the 
first place and leaving Goa to be colonized by chors looters and 
free-booters, especially the Indian Useless Navy.

Last year, seized by a not-so-youthful naiveté, I wanted to record the lives
of Great Goans. Having read a bit too much of John Updike and his relentless
essays on American and British artists, writers and poets who have been so
meticulously biographed and feeling a certain expansive, emptiness in this
same region as far as our own intelligentsia went, I was at once filled with
the hubris of the naïve and the ambition of the idiotic which lulled me into
thinking that herculean tasks are indeed possible equipped with just a
tape-recorder and a pen.
 
I’d read Luis de Assis Correia’s, Goa through the Mists of History  - he has
since followed it up with the release of Portuguese India - and been
impressed enough to persuade Correia into agreeing to an interview. “Watch
out for an elderly man standing near the fruit vendors,” he told me. Getting
off the tube at Harrow, I needn’t have worried. It’s not easy to miss an
elegant, tall Goan man at a London tube station. 
 
Correia was born in 1928 in the village of Velim, Goa, the same year Dr
Antonio de Oliveira Salazar was to become Finance Minister and begin his
ascent to power in what would become Portugal’s Estado Novo. It is difficult
to say what forces of history shape personal lives. Are single incidents
like the rise of Salazar mere blips on the continuum of time or do they
affect us personally? Did the 16 years of Republicanism that preceded
Salazar create the greatest flourishing of Goan intelligentsia responsible
for ideas of equality that permeated the Goan consciousness? Or perhaps
equality among men is an aspiration that is endemic in the human
consciousness and doesn’t need revolutions or religions to stir it to life.
Correia’s grandfather and namesake, a man he describes as an “exceptionally
brilliant person,” championed caste and racial equality at a time when it
was unfashionable to do the former and decidedly dangerous to address the
latter.
 
Like so many young Goan men, his grandfather had been ear-marked for that
solemn vocation, which one embarks on with much zeal and absolute faith in
the unseen, the priesthood. But he got into a polemic with the Archbishop of
Goa and the Director of his seminary on the finer points of discriminatory
practices in the priesthood. This rather premature bid for equality in the
naves of Goa’s Church resulted in his departure from the Church and the
stigmatization of his family.
 
But reading Correia’s accounts of Goa’s history, it is hard to decipher what
his own feelings are on the Republic or Salazar or the Church for he feels a
Historian’s voice must not permeate his writing. His responsibility is only
to report the facts, a sort of medieval journalist traveling forward in
time. In the 21st century, when personal comment is so difficult to avoid,
when controversy and sensationalism of revisionism is what sells history
books, Correia has been quite resolute in avoiding both. 
 
Correia’s interest in history goes back to his childhood, which he remembers
as being surrounded by books. He had a private mestre who tutored him at
home in Latin. His mother taught him Portuguese and he later attended a
Portuguese Secondary school. The images of World War II blur in during our
conversation; the sugar shortages, the gasoline rationing and perhaps most
disturbingly the death of his father, Chrisol de Assis Correia, when the
passenger ship he was on board the S S Calabria, waiting to join his own
ship the S. S Vasna of the Royal Navy Hospital, was torpedoed and sunk by a
German submarine in 1940, off the coast of Ireland. Correia also remembers
with clarity the harrowing air-raids by the Japanese while he was schooling
at St. Mary’s in Broadway, Madras, (what was then called Madras and is today
called Chennai).
 
After a stint with Air India in Bombay, he arrived in Nairobi, Kenya in
1956, just five years before Kenya was to get its Independence from Britain.
It was a most exciting time to be in Nairobi, its streets abuzz with the
whiff of possible freedom and, Correia eventually came to rub shoulders with
the likes of Pio Gama-Pinto and Murumbi, who he says was a “very nice man.”
Correia also struck a close friendship with Tom Mboya, founder of the
Nairobi’s People Congress Party and an active member of the political
establishment around and shortly following Kenya’s independence. Correia was
heading a travel agency in Nairobi and they were both instrumental players
in the Airlift Africa project, working with the African-American Students
Foundation in the United States, to provide air-passage to Kenyan students
who had won scholarships in American universities. The conversation, amidst

[Goanet] Talking Photos: Who owns this Chapel behind Hotel Mondovi?

Who owns this Chapel behind  Hotel Mondovi?
 
When asked if this Chapel opens once a month or a year
I am told  (by a  nearby security guy) that Church
 procession, probably on Good Friday or Passion Sunday
make a brief halt here and that’s when the chapel remains open.
All other times it is a rubbish dumping place, car parking zone.
Water tanker/ pipe also seen. Electricity transformer? also seen 
Installed very close to the chapel wall.

The  external roof/ceiling in a dilapidated condition 
and could come down anytime from now.
Front metal gate remains locked so do the main chapel door,
Can’t even make out who the chapel is dedicated to
Whether Sant Khuris, Sant Sebastiao or Sant Anton
 
Don’t know who owns it, where CCP or the Panjim Church
or Hotel Mandovi. It is attached to the Hotel though!
