The philosophical views and the personal feelings of Admin Noronha expressed 
below have no connection with the topic of this thread. These musings also do 
not contribute anything significant or substantive to what is taught and 
practiced as science in the world today. They are in stark contradiction to the 
astounding success of the scientific method and the objective fact of the 
technological revolution that has taken place all around us in our lifetime.

It is well known that Feyerabend was an anarchist and cultural relativist who 
did not believe in the scientific method and scientific progress in the face of 
overwhelming evidence to the contrary. Like all philosophers, his beliefs were 
his own armchair speculations that did not bear the burden of proof. For 
example, the implication that one cannot distinguish between genuine science 
and pseudoscience in any objective way can be easily demonstrated to be false. 
Otherwise, the global energy crisis would have been solved a long time back by 
the pseudoscientific enterprise of building a perpetual motion machine.

2G is a relatively small scam. Mining lease allocation/renewal without 
competitive bidding is much bigger: a loss of Rs 6 lac crore or more to the 
nation. Take our own Goa: Miners profit Rs 2 crore annually and the leases 
are given almost free. If these licences were auctioned, the government could 
reap in at least Rs 1 lac crores in Goa alone.
 
In this scam not only Congress but BJP is eqully involved. And our own Goa is 
the epicentre of the scam. If 2G licences are auctioned why not mining leases? 
Congress and BJP are both silent. Some day the Indian public will seek answers 
not only from PM and Sonia but also from Advani, Jetley and Sushma.
 
2G, CWG, Adarsh and Yeddy Land scams are of mere academic interest to Goans. On 
the other hand, the Mining Lease scam threatens siphoning away of Goa's 
Providend Fund (natural resources bestowed by Mother Earth for the benefit of 
generations to come). 
 
Manmohan is not acting because for the Central govt, mining profits (all 
india) of Rs 5 crore is mere 5% of Central budget of Rs 10 lac crores. But 
for Goa, Mining profits (all Goa) of Rs 2 crore are 300% of State budget of 
Rs 6000 crore. Three-fourths of the Mines in rest of India are leased to 
Govt/Public sector (where profits come back to the people) whereas in Goa all 
mines are leased to private parties. Goa has 0.1% of the nation's area but 
mines 25% of the nation's iron ore and exports 50% of the nation's iron ore. 
Also for the PM, who needs to think of 110 crore Indians, 15 lac Goans may not 
be a priority.
 
It is therefore the prime responsibility of our CM to to appraise the 
importance of mining reserves for Goa's posteirity and stop the scam from 
continuing in Goa.
 
He also cannot say that he was not aware of above peculier situation of Goa 
because he has also been the mines minister continuosly for 12 years (from the 
day BJP fished out a big Sardine from Mandovi)
 
For the nation Mining Lease scam may be a bigger-than-2G scam but for Goa it is 
State-Providend-Fund enbezzlement scam.

Sunday Reflections: First Sunday of Advent  Prepared and waiting for God!

Readings:  Isaiah 63: 16-17; 64: 1, 3-8;            1 Corinthians 1: 3-9;       
 
    Mark 13: 33-37;

The first reading from the book of Isaiah is concerned with preparing for the 
coming of the Messiah. Isaiah kept the hopes of the people alive in very dark 
times. In his vision he sees the mountain of the Lord as the abode of the 
living 
God. He invites all people to strive to climb the mountain of the Lord. It will 
not be easy to climb the mountain but it will be a rewarding experience to draw 
near to God, to listen to his word and to experience His peace. On this 
mountain 
of the Lord there will no more be hostility among people. Barriers of hatred 
will be broken down and instead there will be bridges of peace. Do we yearn for 
peace and are we prepared to climb the mountain of the Lord?

The Vision
There is a story about a hunter who set out to capture a particular bird. Large 
and dazzlingly white, it was the most beautiful bird on earth. He followed it 
relentlessly but caught only an occasional and fleeting glimpse of it in the 
distance. One day he found one of its feathers. He died without ever catching 
the bird itself. The hunter’s search for the great white bird is a symbol of 
the 
human search for peace. Isaiah’s dream of universal peace may be unrealistic, 
but it is not more day-dreaming. This is the mountain towards which we spend 
out 
lives travelling in hope. However, we must not sit back and expect it to fall 
from the sky. We have to work towards it, and believe that we are making 
progress, however slowly. Even though it is a vision which, in all probability, 
will never be realized fully on earth, nevertheless the dreaming of it shapes 
our lives. The important thing is not to give up the quest or the search. The 
important thing is the goal. Often that goal is enough.

Towards the Mountain
Alan Paton was a South African writer. Among the books he wrote was the

Though Advent is a time for preparing for the coming of the Lord and we recall 
his first coming into our world at Christmas, we are reminded at Advent of his 
second coming and his constant comings into our lives. Jesus in the Gospel 
preaches that God comes unannounced, anywhere, anytime. In today’s passage 
Jesus 
is replying to the apostles’ insecurity. The apostles were insecure and often 
asked Jesus about his coming at the end of the world. Without their 
understanding what he was talking about, he referred to his Second Coming. 
Throughout Advent the key word is ‘coming’, the very word ‘Advent’ means 
coming. 
Jesus’ comings are in history, mystery and majesty. Jesus’ message is that 
rather than knowing the exact details of time, it is more important to be

vigilant and prepared. His coming will be sudden and unexpected so we should 
not 
be caught napping. If we love His coming we will be ever vigilant and prepared.

NEW DELHI: The Supreme Court has questioned the appointment P J Thomas as
the Chief Vigilance Commissioner. Questioning the appointment the apex court
said how Thomas would work as CVC since a chargesheet naming him is pending
in a criminal case. 

Without looking into the file, we are concerned that if a person is an
accused in a criminal case how he will function as CVC, a bench headed by
Chief Justice S H Kapadia observed after Attorney General G E Vahanvati
placed the file in a sealed cover. 

The bench said it will go through the file and posted the matter after two
weeks. 

We will sit together and go through the file, the bench also comprising
Justices K S Radhakrishnan and Swatanter Kumar said. 

With a pending charge sheet against P J Thomas, he will find it very
difficult to function as CVC, the court said. It also said how an accused in
Palmolein import scam can be made to handle such a sensitive post. 

The name of Thomas figures in the charge sheet filed in a palmoleine export
case. 

Government had placed in a sealed cover file relating to the appointment of
P J Thomas as Chief Vigilance Commissioner in the Supreme Court.

Expressways Not For Goa

 

As usual, while browsing through the news papers of today, I came across a
numbers of headlines pertaining to the same subject, namely the National
Highway. One was, Highway meet at Margao today, Churchill cries foul, another,
Mapusa MLA slams government over highway widening further NGO's back demand
for realignment of highways yet another NH expansion rocks Corlim meet. 

 

Isn't it funny and ironic that Ali Baba and his forty thieves still claim that
they are doing the will of the people and Ali Baba himself claims, his is the
Aam Aadmi government ? Who are these people who are objecting ? How on earth
does the Aam Aadmi government fail to recognize the factual Aam Aadmi, crying at
the top of his voice asking for retribution? The politicians themselves suffer
from blinding disorders, and they inflict breathing problems on us Goans. We
have failed to immune ourselves against these distorted infections by our
willful acceptance of the charades for a long time and our enthusiasm to bring
about a change in governance is like the enthusiasm of a cadaver.

 

There is no doubt that the improvement in the road network is a necessity
especially the main arteries but do  we Goans really need a 6-lane expressway ?
Why not expand the existing roads where ever possible and build a one way bypass
where there is a congestion of dwellings, widening of the present roads and the
one way bypasses would more than handle the increasing Goan traffic but for this
to work we need governance that is committed to work for the betterment of the
people without destroying them, their dwellings and their livelihood. We should
all work together to improve infrastructure facilities with as little
destruction as possible where it's unavoidable, of land, houses and environment.

 

A 6-lane or a 8-lane expressway is not feasible for Goa, being a small state
land availability is sparse and all the land scams like SEZ, CRZ, Industrial
Zones, sale of communidade land, squatting migrants and mega projects have put
additional pressure on this valuable and most sought  comodity. We Goans do not
need to use the expressway to shuttle up and down at breakneck speed, it will be
mainly used by the money bags from Maharashtra and Karnataka to zoom through
Goa, so why should we sacrifice our land and our homes for their joyrides ?
Just expand the present highways to 4 lanes with a divider in between where ever
possible and a one way bypasses where required and it should suffice the needs
of Goans.  

 

Most of the present roads are in dilapidated conditions, if our PWD cannot
maintain our present roads, how will it be able to take care of expressways ? I
had the misfortune of driving to the Margao railway station on more than one
occasion while in Goa and the state of the roads was appalling, potholes like
craters along with back and neck breakers, no, I am not talking about the speed
breakers. Even the road leading to the station is in atrocious condition. This
route is used by thousands of people including tourists in a day and does not
look good for Goa, it only reflects the apathy of the PWD towards maintenance of
roads, if roads leading to our main landmarks are in such extremely decrepit
condition what about the interior roads ?  

 

The road from the railway bridge to Navelim Church is another backbone rattler.
The underpass at Comba is another classic example, slight rain and it's becomes
a pool and when there is no water one has to drive over a pile of rubble that
looks like the remains of a demolished structure in a war zone, we have already
lost one valuable young life in that area not too long ago and are waiting for
more to happen. People traveling on Betul Agonda road could get their jaws
dislocated with the constant rattling. We cannot maintain what little we have,
aur hum log chele expressway banane !

 

Is anyone there, who can knock some sense into the PWD Minister's thick skull ?

 Goamag  I use to like watching Rajat Sharma in ?Aap Ki Adalat? taking 
 pot-shots  at a number of politicians and bureaucrats and making a mickey of 
 them,  it was good entertainment, it would be a relief for every politician 
  when the show ended, as he would corner and target all the politicians  
 but one day I saw the demise of Rajat Sharma when the lion of  Maharashtra 
 Babashaib Thackrey was called on his show, I had finished  all my chores 
 well in advance and wouldn?t have missed it for the world,  I had high 
 regards for Rajat Sharma and the expectations were even more  but as the 
 show progressed it was evident that Rajat Sharma had left his  balls behind 
 when he took on the mighty Lion and he looked like a mere  mouse cornered by 
 the big cat, looking for a way out, that was the last  episode of ?Aap ki 
 adalat? I ever watched.  I wouldn?t put Goamag?s interview of King Momo of 
 Goa, Churchill Alemao  in the same category as that of ?Aap ki adalat? but 
 the timidity and the  appeasing of Goamag, of the man himself was very much 
 evident and I have  to agree with Agnelo Pinheiro on his assumption of the 
 interview, it was  not to bring facts in front of the public but a mere 
 publicity stunt to  promote the monster of corruption and it is indeed clear 
 that the whole  setup was for the benefit of, one of the most corrupt 
 politician in  Goa?s history, who is know to buy anyone and everyone who can 
 be used by  him, I am very much disappointed with the attitude of some of 
 our Dubai  Goans who instead of helping our harassed brethren in Goa are 
 supporting  their oppression.  Here I would like to ask one question, the 
 story of Churchill and most  of the other politicians is similar, from rags 
 to riches. Churchill was  from a very poor family, worked on the ship as a 
 cook, left sea life  settled in Goa, owned a fleet of fishing boats, and 
 today he is a  billionaire, amazing, Isn?t it ? Would he be kind enough to 
 tell us all  how his life changed from rags to riches, we ourselves have 
 left Goa and  are still struggling to make ends meet, we also would like to 
 know the  secret behind, his and the other similar politicians success, so 
 that we  can leave this damn place and go back home and become rich like him 
 and  his colleagues.  There is another question that was left out 
 conveniently by Goamag, what  about Mopa ? Of late has anyone heard 
 Churchill talk about Mopa,  initially he was barking like a crazy dog, now 
 the chapter is closed, he  must have already got his share of the spoils. 
 Mopa is not a small stake  game, it sure goes well over my or your 
 imagination. They know each  others weaknesses well and take care of them. 
  Over all, I am disappointed with Goamag as it is become a tool of the  
 corrupt masters of Goa. I am sure the fiasco at the ?San Joao? in Dubai  was 
 initiated by this same group, by inviting Churchill while telling us  
 otherwise. There goes one more, falls prey to the trickery and treachery  of

Freddy's above hard hitting post is excellent, to the point and exposes 
Churchill in what he really is though he may claim otherwise.   It is a shame 
that Goamag instead of exposing corruption seems to be siding with the corrupt. 
   He has forgotten that though he claims he  is a true Goan, he is a  Goan 
only in name and  in reality he is a traitor.  To amass his wealth he is 
prepared to go to any extent by using  muscle power and money.He has his 
die hard followers/ass lickers  in Goa and maybe in UAE/abroad who are prepared 
to do anything for him.  The reason is they owe their rise to him.  He amply 
rewards them and hence are ready to stand by him. 
 In the name of bettering Goa, Churchill is taking up the cause of mining 
knowing fully well that his son is involved in this  and hence there can and 
should not be any restriction on mining.   Churchill believes that all Goans 
are ignorant and fools and that they can be taken for granted.   Not satisfied 
with getting his brother too in politics now he is hell bent on getting his 
daughter and soon his son too in politics.  Goans should not be fooled by him 
and never trust him..  Goans can teach him a lesson by making sure when 
elections are held, that  he or his daughter/other family member  are never 
elected.

BICHOLIM NOV 18: The people from Calvim and Ponolern Island in Aldona have
strongly demanded construction of a footbridge

between Calvim bund and Chowgule jetty side in Mayem and have asked the MLA
to look into the matter.

It may be stated that the villagers of Calvim and Ponolern island travel to
Aldona and Mapusa on a regular basis. So also students

travel to Aldona schools everyday. To reach Aldona the villagers have to
cross the river which is a tributary of Mandovi using a ferry.

 The residents have strongly demanded that if a footbridge is build between
Calvim bund and Chowgule jetty side all would benefit

and it would be of great use to residents to cross over to Sinquerim and
Corjuvem and thereon to Aldona.

The ferry breaks down frequently which creates severe inconvenience to the
people specially the students and this bridge would solve

our proble. a resident from Clavim told. The resident from these two
villages have been demanding this bridge since last several

years. This issue also figured in Gram sabha meetings of panchyats of both
Aldona and Mayem.

The matter was discussed in the Mayem Gram Sabha last year on January 2,
2009 after the demand was made by one Vinayak

Lamgaonkar while Kashinath Mayekar had seconded the resolution. After the
decision of the panchayat it was sent to Sanquelim

PWD for further procedure.

Theodore D'souza a resident and owner of the land in Calvim Aldona through a
letter to the executive engineer of PWD- Mapusa had

also expressed his No objection to the government erecting a bridge. Inspite
of the residents sending letters to the local MLA,

Dayanand Narvekar and the PWD nothing fruitful came up.

Now the villagers have strongly demanded the MLA to consider their long
pending demand and followup the issue with the PWD.

Wheat is added to quicken the process of fermentation, if I am not
mistaken. It quickens the rot.much like our beloved state!

Incidentally, add a little feni when adding the caramel for the
colour. Or rum (since finding good pure feni is almost impossible
these days).-rum's sweetness adds to the wine, I think.

Graft is a bipartisan issue as both Congress party and opposition BJP 
face charges
The Congress party has never been as nervous after the Bofors scandal 
hit the nation in the late 1980s. The Rs 64-crore payoff that brought 
the dirt at the then prime minister Rajiv Gandhi’s doorsteps, handed 
over an electoral defeat to the Congress in the 1989 elections.


Over 20 years later, the Congress finds itself in a near-similar shaky 
situation. There may be no threat of Congress losing its government but 
in the season of scams, the image of the party and that of the United 
Progressive Alliance government that it heads, has taken a severe beating.


The Commonwealth Games scam - not to speak of the tardy preparation 
bringing to question the very efficiency of the UPA government and the 
Congress-ruled Delhi state government - followed by the scam of the 
Adarsh Housing Society, supposedly meant for families of the Kargil war 
victims, and the telecom scam have unnerved the government, to put it 
mildly.


True, the party and the government have taken some action. Two heads 
have already rolled – A Raja and Ashok Chavan were made to step down as 
telecom minister and Maharashtra chief minister respectively, for 
presiding over the scandals.


But then such is the fate of the party that even after these two 
actions, the crescendo by the Opposition against the government, holding 
it responsible, has never stopped. Worse, the government seems clueless 
over what it should do and how to get out of the mess.

Even while the Congress was undecided how to face the growing call by 
the Opposition for a Joint Parliamentary Committee probe into the scams, 
came some observations by the country’s top court.


The Supreme Court delivered perhaps the worst blow by passing adverse 
remarks against prime minister Manmohan Singh for his silence in not 
responding to a letter by former MP Subramanian Swamy seeking 
prosecution of the tainted Raja.
The apex court passing comments on the working of the PM has never 
happened in recent memory. This has come as a shocker for an already 
bruised Congress, not knowing where to hide.


The blow was particularly nasty because it has hit the very person that 
Congress presents to the nation as its cleanest. Here’s what the 2009 
Congress manifesto said about Singh: “In Manmohan Singh, we have a prime 
minister with unique qualifications, unparalleled experience, impeccable 
reputation and unquestionable integrity. His wisdom, knowledge and 
expertise is needed now more than ever, as the country faces challenges”.


Not that after Bofors there were no scams – the initial years of the 
minority Congress government of P V Narasimha Rao saw quite a few of 
them – stocks scam, sugar scam, hawala scam and telecom scam, which were 
followed by the Tehelka and coffin scams during the BJP regime. But both 
the governments weathered the storm although they did not come out 
unscathed.
The telecom scam – allocation of 2G spectrum which supposedly cost the 
government a whopping Rs 1.76 lakh crore – is not just about the delay 
in Raja’s resignation but about the collective failure of the government 
to take action, to prevent the scandal.


The buck is stopping at the prime minister because the PMO, like the 
finance and law ministries and the cabinet secretariat, was aware of 
what was going on. Yet, they did little to stop Raja. The act of 
omission is proving to be too costly for the UPA government.


As the 2G scam threatens to become as potent a weapon to the Opposition 
as Bofors was, the inaction by the government has surprised many. Under 
Transaction of Business Rules set by the Cabinet Secretariat, any 
project worth over Rs 500 crore should go to the cabinet, more so if it 
involves more than one ministry.


The very fact that the PMO and other ministries kept sending letters to 
Raja points out that despite being in the know of things, these various 
bodies did not stop the telecom minister.
When Congress came back to power in 2009, Singh did not want Raja in the 
cabinet. However, the compulsion of coalition politics forced him not 
only to induct him but give him telecom ministry. The inflated 
importance that Congress gave to DMK has hurt the UPA badly.



Contrast ‘avatar’

The UPA II is suddenly proving to be a complete contrast to UPA I 
avatar. Despite all the trouble created by the Left parties, the UPA I 
provided a relatively scam-free government and its pro-people programmes 
saw it coming back to power.


The UPA II is not dependent on the support of the Left or the demanding 
regional satraps like Mulayam Singh Yadav or Lalu Prasad. Still, this 
dispensation is finding the going tough.


The initial euphoria of the UPA II after it returned to power in 2009, 
and the coalition’s promise of delivering a “people’s government” by 
fast tracking development and expanding the social security net, is 
slowing evaporating as

The real celebrations flourish far from the tourist hot spots


Viva Re Viva! That’s the cry that Goan’s welcome carnival with. When I 
first moved to Goa that was the only festival I knew and so I went along 
to Panjim to see what it was all about. What had begun as a delightful 
local festival with opposing groups bombarding each other with talcum 
powder had been adopted by the Government with a view to promoting 
tourism. The only thing it seemed to promote was alcoholism. There was 
float after float sponsored by liquor companies. There was  a desperate 
attempt to ape the Carnival in Rio with half the budgets and a quarter 
of the imagination. King Momo was obese, Queen Mimi desperately needed a 
make over and there was a commercial flavour to the whole thing that 
left a bad taste in the mouth. In the succeeding years it went from bad 
to worse, with two competing government agencies holding separate 
official carnivals, and nobody quite knowing what was going on.


And then – quite by accident – I discovered Shigmo. This is the 
traditional Hindu spring festival and falls very close to the Carnival. 
But what a difference! It is entirely a home made affair, and village 
after village turns up to perform. What you get is a feast of the real 
thing – real people proudly displaying traditional dances. Hundreds of 
dancers stream by, carrying burning torches, bells, and elaborate flags. 
Myths and legends are on display on every side with giant figures and 
elaborate tableus. This year there was a twenty foot high Ravan, a 
Hanuman who actually flew and entire armies of the most wonderfully 
crafted demons,  heroes and kings. For over four hours celebrants 
streamed past to the beat of thumping drums and clanging bells, 
displaying a pride in their roots and culture that I had never seen on 
display in Goa before. It was awesome in its scale and passion.


Also by accident I discovered another festival unique to Goa that comes 
with the onset of the monsoons, and is aptly dedicated to St. John the 
Baptist. I attended my first ‘San Jao’ festival at Siolim. Gaily 
decorated boats sailed past on the river with banners that read ‘Boys 
football club’ and ‘The Menezes Family’. They contained everything from 
Zulu warriors, to a group of magic mushrooms in fluorescent hats, to a 
boat full of Elvis look alikes. They made things more entertaining by 
leaping into the river as they floated past the stage. The first time a 
whole lot of them plummeted into the water, my heart skipped a beat for 
the seventy year old man who was among them. But having leapt in, all 
you did was stand up – the water was exactly waist deep. The parish 
arrived after mass, and wave after wave of men yelled ‘San Jao! Viva San 
Jao’ and leapt into the river. The women moved among the guests with 
baskets full of chouris sausage, bread and fruit. To get into the spirit 
of things you had to be wearing a coppol. This is a crown made of 
flowers and leaves. The contents of entire gardens were visible on the 
heads of some of the populace.


Then the big moment arrived. San Jao was on his way! Everyone rushed to 
the banks for a sight of the boat. San Jao was escorted by a Roman 
Gladiator, a cave man with a club and a Fairy Queen with cardboard 
wings. He himself was in a ferocious false beard and a fur rug tied 
around the middle with lots of string. The rug hadn’t made it all the 
way around him and his white shorts were prominently on display. Not 
that it mattered to the crowd as they roared ‘Viva San Jao!’ Finally it 
rained, local star Remo arrived to play, and the crowd joyously took to 
the floor.


In Goa you can see Christmas coming from weeks away. Houses are 
industriously cleaned and given a coat of paint, Santa Claus arrives two 
weeks too early and gives the dogs such a fright that they refuse to 
come out from under the bed, and you are woken at night by the sound of 
carol singing. At midnight mass you can scarcely breathe for the smell 
of mothballs and scent. All the men’s suits have been taken out of 
storage, but the ladies are in gowns stitched especially for the 
occasion. At midnight every church across Goa rings it’s bells and the 
night is loud with acclamation. This is the big Christian celebration 
for which family scattered around the world finds its way back home.


But far more endearing are the little chapel feasts held around the 
year. Every village in Goa has a cluster of small chapels, and the 
exploring tourist will suddenly find himself wandering into a 
celebration. A long neglected little chapel will be decked up in flowers 
and branches. A group of the local faithful will appear to pray and 
light candles. The feast will end with the distribution of boiled gram 
and jaggery.


Luckily the government has not yet managed to make any of these 
festivals official, so they have not been ruined by being converted into 
tourist attractions. The true spirit of celebration lives on in Goa in

During the Portuguese era Goans have gone abroad to earn a living. This 
trend of going abroad for better prospects continues till date. Many 
Goans have ultimately opted for citizenship of the country in which they 
have been working. This craze for citizenship of European countries 
continues. And, unfortunately, this trend is on the rise.


One has to explore possibilities to improve ones financial conditions. 
Having a good job is one way of achieving this. However, besides 
migrating, there are other ways of achieving financial satisfaction. 
Post liberation, successive government introduced various 
self-employment schemes and small scale industries to encourage Goan 
youth to seek their fortune in Goa itself. In spite of the numerous 
opportunities many opted and continue to opt to emigrate. Earlier, most 
Goans went to African countries like Mozambique which were Portuguese 
colonies, and to Kenya, Uganda, and Dar es Salaam where British had 
their supremacy. Today it is the Gulf countries, Europe, Australia, 
Canada and United States of America.


With universal political awakening all African countries became free. At 
that time a majority of the Goans working there opted to go to England 
or Portugal. Most opted for citizenship of those countries. Such acts 
constitute a grave insult to one’s motherland.


Initially, when the Gulf countries opened their doors, there were a few 
Goans. Today thousands of Goans earn their livelihood in these 
countries. If one analyses the type of Goans working in the Gulf States 
one finds that most of them are from the middle class. Very few are from 
the higher strata of society. Most return after retirement. But there 
are a few who would like to settle in European countries or Australia or 
in the USA after retirement. Their reason is that they would like to 
secure a better future for their children.


Many Goans dream of leaving Goa and going to Portugal. In fact their 
destination is not Portugal, but being Goans it becomes very easy to for 
them to get a Portuguese passport. From Portugal they can then easily go 
to any of the European countries. This is the reason why the Portuguese 
Consulate in Goa is always crowded with people seeking Portuguese 
passports. It is only because of our selfishness that we opt for 
citizenship of another country. How unfortunate indeed!


A question that bothers many is: Is it not possible to make a future in 
Goa? Take the example of the people from other states of India who came 
to Goa for jobs. Analyse the departments of the Goa government as well 
as private establishments in which people from other states occupy major 
positions. Who are the beneficiaries of the government schemes? One will 
find that many non-Goans control small businesses and carries 
self-employment schemes further. This has become possible because of the 
hard work and dedication they have put in. This has also happened 
because Goans have opted for shortcuts to improve their personal 
economic situations and by doing so they have lost grip of the Goan economy.


Everyone needs money. Hence a good job is important. However, today, it 
is also important and meaningful to be self employed. There are various 
government schemes to set up small businesses. Self employment helps in 
two ways. It gives the needed financial support on one hand and creates 
job opportunities. Such an effort ultimately helps the state because 
such persons contribute towards reducing the number of unemployed. Goans 
who venture into business directly or indirectly help create jobs and 
need to be saluted because they help Goa and Goans in the true sense of 
the word.


I have come across many Non Resident Goans (NRGs) who have become 
foreign citizens. They do not speak Konkani nor do they make any attempt 
to teach their children Konkani or the Goan culture. But they make 
numerous observations and give umpteen suggestions as to how Goa should 
be governed. They make conscious efforts to prove publicly that they 
love Goa. These Goans, if they really love Goa, and are really 
interested in the development of Goa, should stop professing their love 
in words and instead come to Goa and join hands with other like-minded 
people to fulfil the dream of developing Goa.

b: Not being an expert on cow's urine, I have no comment on the merits
or demerits of consuming it. I however support the right of those who
wish to smoke and drink whatever ...as long as no one else is
affected.

c: The Halal process is the similar to Kosher. Many desis in London
(esp) would buy their chicken and lamb from the desi stores in
Southall. The meats were cleaned, trimmed of the fat and (most of all)
significantly cheaper (often at 40% less) than the meats available at
the English butcher-shops on the High Street or at the meat sections
of Marks  Spencers, Sainsbury or Asda. And yes, the meat in these
desi stores was (and I am sure, still is) halal. So I don't know what
this sudden awareness of animal rights is all about. What happened
...Never patronised a curry restaurant? What do we think the meat is
at these places?

d: If one really wishes to discuss animal rights, please tell me you
are 100% vegetarian. Hopefully, somebody will take up Plant Rights.

e: I do not support FN's sudden interest in producing alcohol in Goa -
unless, like with the Irish Poteen or Potcheen, he intends to use all
the Goa newspapers to aid in the fermentation process. I'd
specifically recommend the use of the rag also known as the Heraldo

Police Reforms: Why needed urgently?

To make police function autonomous and eliminate undue political/bureaucratic 
interferences. Also to ensure that they are not able to misuse their powers and 
become citizen friendly.



Background

The Janata Party in 1977, to investigate the reasons of Police brutalities and 
to improve its working, appointed a National Police Commission to have a 
comprehensive review of the police system. The Commission examined all relevant 
issues in about three and a half years  submitted 8 reports from February 1979 
to May 1981. As the recommendations of National Police Commission were not 
implemented, 2 retired DGPs, Prakash Singh and N K Singh, filed a PIL in the 
Supreme Court in 1996. The Supreme Court delivered its judgement on 22nd 
September 2006 giving the following directions to the Central Government, State 
Governments and Union Territories for compliance.



The Supreme Court Directives:

1.Constitute a State Security Commission so that state government does not 
exercise unwarranted influence or pressure on the police, lay down broad policy 
guidelines 2. Director General of Police is appointed through a merit based, 
transparent process and enjoys a minimum tenure of two years 3. Police officers 
on operational duties a minimum tenure of two years; 4. Set up a Police 
Establishment Board, which will decide all transfers, postings, promotions and 
other service related matters of police officers; 5. Set up independent Police 
Complaints Authorities at the state and district levels to look into public 
complaints against police officers in cases of serious misconduct, including 
custodial death, grievous hurt or rape in police custody; 6. Separate the 
investigation and law and order functions of the police to ensure speedier 
investigation, better expertise



Recent Supreme Court Order

The Supreme Court in its recent order has issued strictures against four state 
governments viz. Karnataka, Maharashtra, Uttar Pradesh and West Bengal and 
asked their Chief Secretaries to remain present at the next hearing on the 
coming December 6th to explain non-compliance of the directives.



Conclusion

Overall the implementation of Police reforms is dismal except for a few states. 
The Maharashtra Government has failed to implement inspite of several promises.

Hi Gabriel,
You have illustrated many of the failings of India which need IMMEDIATE remedy 
if India is to compete on the world stage as a significant player. We hear all 
over the world that India is fast becoming a country which is poised to be 
Number 3 in the world economic order if not Number 2. Consider how much more 
India could achieve if corruption was to be irradiated. China has made 
significant strides by enacting anti corruption laws which are producing 
significant results in uplifting the standard of the people. Their politicians 
realized that if they did not rid the country of corruption, then there would 
be a constant drag on the wellbeing and economic, cultural and social growth of 
the people. The Chinese politicians had the foresight and the courage to tackle 
this problem head on. and this has contributed tremendously to their success. 
it is a pity that our Indian politicians do not have the will nor the guts or 
Balls to do the right thing and show by example which will carry down through 
the ranks. Punitive Legislation therefore is the only  means to remedy this 
situation. Here too, the very fabric is Indian Politics corrupt from the very 
inner fiber due to Greed and selfishness will not allow for the right thing to 
be done. The only way therefore is for the people to organize and depose these 
corrupt politicians and replace them with honest and selfless people. Had the 
Great Mahatma Gandhi been alive, he certainly would have been appalled at the 
current state of Greed and Corruption. Civil servants think that they are Civil 
Masters. Instead of being the Servants, they boss over the very people who they 
are paid to serve.These Civil servants have to be reminded that they are here 
to serve the people and not tyrannize over them and that it is these people who 
they serve that are paying their wages. 

Let us hope that Indians wake up and realize that the current system is not 
sustainable and not conducive to India's growth and prosperity and maybe, maybe 
the politicians too see the folly of their acts and turn toward being honest 
and transparent in the conduct of their respective offices and be true 
representatives of the people who elected them to office and frankly, do their 
jobs.
