Indian police seek Israeli drug baron's extradition PTI, Jan 10, 2011, 02.18pm IST PANAJI: Indian authorities have approached Peru for handing over Israeli drug baron Yaniv Benaim alias Atala, wanted by the Goa police in connection with the police-drug peddler nexus case in the coastal state. Deputy Inspector General (Goa Police) Ravindra Yadav told PTI that a written communication in this regard (to authorities in Peru) has already been sent and the process to get him to India has been expedited. Goa police were informed on Saturday by the Interpol about Atala's arrest at Peru in South America. A Red Corner Notice was issued against the drug baron, who had jumped the bail granted by a local court and went to Israel. Yadav said that the exact timeframe in which Atala would be brought to Goa cannot not be told as of now, but attempts are on to get him as fast as possible. The drug baron was the main link in the policemen-drug peddlers nexus case, in which seven officers were arrested for allegedly pushing narcotics into the state's coastal belt. The Israeli drug lord was last seen in Goa on July 23, 2010 by the Crime Branch. Atala went missing on August 7, 2010 when crime branch called him for recording his statement. He was arrested by the crime branch on March 11 last year after his ex-girlfriend Lucky Farmhouse exposed tapes which showed him confessing about his links with the police. Later he got bail, and fled the country. The nexus probe even got into muddle state home minister Ravi Naik's son Roy, who was accused by Lucky of frequenting their place in Anjuna in Goa. The investigation - after Atala's confession - had led to a series of arrests, including that of former Anti-Narcotic Cell chief Ashish Shirodkar. The probe had revealed that the drugs seized by police had gone missing many times. I personally feel that Indians must not fall into this trap of the Election Commission's proposal. Why is the election commission not giving a cut out date for photo identity cards being made absolutely compulsory with no concessions? Even after complaints voters names which do not fulfill the criteria for enrollment in the electoral rolls continue to figure in Goa. Presence of corrupt politicians and criminals in politics is a fact and that needs to be changed. But on the other hand without a fool proof criminal justice system and a proper independent judicial system in place we must not dream that good and honest people will get a chance to be elected if tainted politicians are barred. However good and honest one may be, no sooner the political establishment smells that one is threat to their future, there is all possibility of false charges being framed against the person to debarr him/her from being eligible to contest the elections. Cases will linger on for 15 years until such time as you are no more capable of posing any threat. Let us not believe that all politicians having criminal charges against them are actually criminals. This does not also mean that there are no criminal politicians. The media which is in the hands of power brokers constructs and demolishes opinions to their convenience. I am not sure if any one of you are following the tragedies unfolding in Queensland due to tremendous flooding after weeks of heavy rainfall. My son spent a year a couple of years ago in one of the houses now totally under water in Rockhampton, given that all one can see of the airport is the control tower. Now we hear of the a tsunami-like flash flood in Toowoomba, and I've just received a notification from our Brisbane office saying that all employees have been urged to go home as the local rivers are expected to rise tremedously in the next few hours. Just to have an idea of the extent of the floods, think an area as large as Germany and France combined. I am sure a great number of our Goan community in Queensland has been affected by it all. Please bear them in mind if you pray, and I'm sure the Red Cross, Salvation Army, the Queensland Govt or any one of your favourite charities working towards the Flood Relief, would welcome your donations. But my dear Overseas Goan Brothers and Sisters , showing concern and doing something about it , are 2 different things. We Goans in Goa , are very well known to talk , but when it comes to doing something about it , we are the first to run away from the situation. It is true, being away from home there is nothing else that the Overseas Goans can do, other than showing their concern by writing about it. You may also be right in saying that it is the Goans in Goa who should do something about it . But my dear Overseas Goans , you have already seen , over the last 50 years, what the Goans , in Goa, have been doing . We have been electing the “same old crooks” over and over again, to ensure that Goa is “plundered’ and “looted” beyond recognition. We Goans in Goa have been , not only working but slogging-it-out to ensure that the “same old crooks” get elected again and again so that they complete the work the work of “destruction” of Goa, they have already started . By this , we Goans in Goa have successfully manged to :- 1. Sell all Goan Property to Non-Goans. 2. Mow down as many Hills & Forests of Goa , coupled with destruction of Goa,s Eco-System. 3. Mass conversions of all Agricultural land and Green Areas to Development-Areas. 4. Commercializing of all Goan Beaches, to the extent that local Goans have no access to Goan beaches. 5. Approve Airports in Goa, to serve the convenience of everyone else but Goans. 6. Widen Roads and build new Roads, by demolishing houses of only the poor Goans. 7. Start a process of forcing an Independent language (Our mother tongue Konkani) to become a dialect of Marathi. These are only few of the things we Goans in Goa have managed to achieve so far. You leave it to us for one more election-term and rest assured we will successfully manage to :- 1. Ensure that Goa is in fully owned by Politicians and Real Estate Developers . 2. Ensure that all Goan Property will be owned by Non-Goans . They will be our Masters and we their humble Servants. 3. Convert all N.G.Os (Non-Govt.-Organizatios) , to G.Os (Govt. Organizations). These include, Organizations like “Goa Bacchao Abhiyan” etc. , which will be given Government Grants and the main Office Bearers will be nominated by the Government. 4. Pass a Bill preventing Overseas Goans from returning to Goa as they are to be treated as migrants. 5. Amend the “Official language Bill of Goa” to read as “Marathi will be the Official Language of Goa , and all dialects of Marathi including Konkani , may be used for Official purposes”. My dear Overseas Goans, this is not one of my “funny stories” like the type I normally write. But, this is a “real-forecast ” of things to come. Many , right-thinking Goans , have put their minds together , on this issue, in the past and all of them have come to just one solution, ie. “Change the Politics of Goa by bringing in newer people into Politics. Bring in people with strong moral character, especially from the Youth”. No amount of shouting , no amount of writing can save Goa now. The one only thing that can save Goa , is Goans fielding Candidates , who will work for Goa , and not for themselves. But, who will decide on such “selfless” candidates ? We all will. Let’s sit together to decide. Let’s take it as our joint responsibility. Remember, if everyone shuns away from this responsibility, the same “filth” will prevail and we will have lost Goa forever. This may be our last chance to save our beloved Goa. Today we are a little over a year away, from the next Assembly Elections. I strongly feel, that there are many among Goans , who have the “will” to stand for Elections and do something for Goa, but they do not have the “big-money” that is normally required to fight an election. It is here that the the Overseas Goans can be of great help. I don’t mean to say that the Overseas Goans should ‘shell-out” all their life’s savings into this. No! But , by just by setting aside Ind. Rs. 100/- for saving Goa , 5 Lakh Overseas Goans can collect Ind. Rs. 5 crores . This could easily finance the election campaign of 10 candidates @ Ind. Rs. 50,00,000/= per candidate. Is this something very difficult ? Think it over, my fellow Overseas Goans. Each one of you, could do your bit to “SAVE GOA” , your Motherland , for just Rs. 100/-. In 2008 she had yet another concert in honour of the girl child and from the proceeds, she distributed scholarships amounting to Rs 1,00,000/- to meritorious and needy girls students from rural schools all across Goa. She has recently been working for the ‘Save the Girl Child’ campaign and has even written and composed a song to create awareness for the cause. Sign the form after filling in more columns and after that send the application to the OCI division, Delhi or FRROs or nearest consulate/embassy/high commission. Usually you get it within one month, if applied in Delhi. From embassies it may vary, as all applications are ultimately approved by Ministry of Home Affairs in Delhi. Things take time in many cases as OCI is issued after thorough verification of applications antecedents and credentials whenever the officials see the need for it. SC notice to Centre,Goa govt for cancelling SEZ land allotment New Delhi, Jan 10 (PTI) The Supreme Court today issued notices to the Centre and the Goa government for cancelling land allotment for seven Special Economic Zones to firms, including realty player K Raheja group, and directed them to maintain the status quo. A bench comprising Justice Dalveer Bhandari and Justice Deepak Verma issued notices to the Central and Goa Governments as well as the Goa Industrial Development Corporation (GIDC), asking them to maintain status quo. The apex court''s direction follows a batch of petitions filed by the Raheja group and other companies challenging the order of the Goa Bench of the Bombay High Court. It had, last November, upheld the decision of the government to cancel the land allotment. The High Court had said that allotments were arbitrarily done by the state government, "in undue haste and without proper scrutiny of the applications". It further asked the state government to consider the land allotted to the developers afresh for any other purpose other than of setting the SEZs. The promoters, who have approached the Apex court are K Raheja & Corporation, Peninsula Pharma Research Centre, Planetview Mercantile Co, Inox Mercantile Company and Paradigm Logistics & Distribution. Goa had alloted nearly 32 lakh sq metres of GIDC land to these companies for setting up SEZ, which was also notified by the central government. The Raheja group has submitted that "there is no finding at all nor any discussion regarding any illegality in the applications made by it and Paradigm for allotment of land." The companies have submitted that by cancelling the SEZs, which was notified by the centre, the Goa government negated a central law, while reversing a policy adopted and followed earlier by the state government. They questioned Goa''s act of negating a central law, the SEZ Act, on the basis of its own law, GIDC Act. They said they have already invested in their projects. Raheja group has submitted that it has already spent Rs 190 crores for setting up of multi product and service park. Besides, they submitted that the state government has done "purported reversal of policy (Goa SEZ Policy) without the full cabinet decision" and the directions for cancelling the SEZ was "wholly illegal and ultravires". The promoters further submitted that the petitions on which the High Court had upheld the Goa government''s decision to cancel the SEZ land, "were filed purportedly by a section of persons" requesting to take back land and give them to the original owners from whom it was acquired by GIDC.

First and foremost, it is only appropriate that no party should give election tickets to the tainted, seasoned or aspiring candidates, it is only common sense, isn’t it ? For the future of the nation or the state and it’s people is left in the hands of these elected representatives. We are over a billion people and so why is it so difficult for the political parties to get a few hundred good, honest and dedicated people ? Here too the parties in the first place should have morals above reproach, only then can they pursue impeccable candidates. It is not just enough to say, bar tainted MLA’s, it is the duty of the EC to see that it’s call is adhered to and make sure that criminalization of politics does not take place. For the very purpose and position that he or she is elected, it is indeed of paramount importance that the candidates should be of impeccable reputation, as they are the ones that carry the hopes and aspirations of the general public, as we trust them with our very own lives and we should expect them to accomplish their duties towards the general public, without delay or impediment and with much aplomb. This should actually be the essence and the mantra of every goddamn politician. Politics as I have mentioned on a number of occasions is a noble cause, because, it directs the energy of a few, to an illuminated future for the land and it’s people, honesty and integrity as well as the authenticity of the candidates willingness to go to any length to bestow parity to the poor and the downtrodden, to uphold the law and protect the rights of every citizen, the candidates eagerness to provide sustainable development to provide employment and irradiate impoverishment, the candidates foresight to protect and preserve our ecology and environment for posterity and above all his commitment to fight and destroy the axis of evils that have maligned and destroyed the lives of people and the reputation of the land, should be the bases of selecting candidates by our political parties. Unfortunately politics in Indian and for that matter, more so in Goa, is become a business, or even family business, the noble cause has strictly become a business profession, where first they pay to get election tickets and then go on rampage to sustain and finance their election campaigns for the rest of their lives. If the Party it’s self takes money to give tickets, how can the party stop their candidates from taking money ? It is but obvious and thus the chain of corruption rolls on, we mostly say that corruption starts from the bottom and goes upwards; this analysis is not at all true, in politics the mighty chain of corruption starts from the top and spreads downwards to the whole pyramidal system. To arrest and stop corruption, there is only one way, cut at the apex body, change the system at the top and the lower rugs will fall in place. In college we use to use this phrase to tee off our college leaders and the phrase goes like this “lashkar ka sardar hi chor hai, to lashkar ka kya haal ho sakta hai ?“ which means, “if the commander of a battalion is himself a rogue, will his men be any different ?” This phrase, very much depicts our pathetic system, isn’t it ? At ever election, every candidate has to declare his or her assets and it bemuses me to no end as to why the EC does not investigate their assets, the phenomena or the journey of our politicians from rags to riches is an open secret, which today even the little kids know. Some of them even flaunt openly all their ill gotten gains and the EC plays dumb, isn’t it the duty of the EC to investigate and book these crooks ? Because of the ineffectiveness of the EC, we have guys like Madhu Koda feathering their nests with thousands of crores in just a few years. Monitoring seismic activity at Selaulim dam a must TNN, Jan 10, 2011, 04.22am IST PANAJI: Thursday tremors in Sanguem should not be dismissed as a stray incident due to lack of evidence and a thorough study is needed to ascertain its cause, say geologists. "The matter is serious and the administration has to initiate a study to find out what caused the tremors," hydrogeologist A C Chachadi said. Installing a seismograph near Selaulim dam for monitoring seismic activity round the clock is a must, he added. The dam is located barely five km from Sanguem town, which witnessed tremors for a few seconds on Thursday. However, water resources department (WRD) officials said the dam, which supplies 160 mld of water to most talukas of south Goa, was safe. Impounding of water in a large area causes stress. "When the stress is released, disturbances in the sub-surface result and these have to be monitored," a geologist said. Chachadi said that last week's tremors cannot be overlooked and a system is needed for future risk assessment of the dam. "The tectonic activity near the dam has to be monitored," he said. Agreed meteorology department director K V Singh, "WRD should install a seismograph near the dam," he said. Geographically, a dam is a cause of micro-seismic activity. "If there is seismic activity in and around the dam it is a good sign," says Chachadi. Explaining further, he said it means stress caused by storage of huge quantities of water in an area is being released. The activity results from movement of tectonic plates due to layers of earth settling down. "If the movement deep inside takes place after a long gap, that may trigger an earthquake, releasing stress accumulated in sub-surface over a period of time," Chachadi said. However, Nadkarni felt that Selaulim's submergence area is small. "If it was any seismic activity, it would have recorded on the system in Panaji," he said. He, however, conceded that the matter has to be thoroughly probed. "Every alternative (which may have caused the vibrations) needs to be examined," Nadkarni said. This too could easily be waived by bribing the trafffic cops. I dont think our traffic cops are not fit for their jobs but on the contrary if there is an incentive they would rise to the occasion. In India unlike western countries, corruption is a part of life. Added to this are the meagre salaries that the cops get so getting bribes is easy money and getting richer quicker. I dont know how far it is practical but I feel if CTV cameras are installed on D.B. Road, Campel and fines issued on a daily basis based on the evidence, overnight illegal parking taking place as of now would be stopped.This would also end bribing by drivers to the cops. Maybe an incentive to the cops i.e. 5% or 10% of the penalties collected would boost their morale. If this is expensive alternatively on a regular random time, video clippings like the one shown by JoeGoaUk in his video would also help in this illegal parking. It is only due to non enforcement of the law that this illegal parking takes place. If these same drivers were driving in the west, they would never dare to illegally park their vehicles.Indians when in our own country break all laws but the same Indians abroad are a totally different lot, a disciplined refined lot. Arwin's efforts for the good of Goa are commendable. More so, because despite being unaffected physically in UAE, he is taking pains to act. His writings tell that he is genuinly involved in Goan concerns. He is also a leading opinion-expresser in Goan media. What is said below applies much less to a casual writer than to a frequent writer like him: It took 30 long years for a better educated, informed and exposed person like him to say: QUOTE... I hoped in the 1980’s on Churchill delivering Great things for Goa/Goans but now feel betrayed and feel that Goa/Goans have been taken for a long false ride...UNQUOTE Humans do err and it is his magnanimity to accept his long drawn folly that his high hopes about Churchill were finally belied. But, during all these 30 years, he must have communicated these high hopes to others (especially gullible ones) and took them also for a false ride. Is this not inadvertent betrayal? Arwin, with a successful career in Gulf, must surely be exerting influence (without his knowledge also)on many in his village, nearby villages, relatives and friends all over Goa. How will he now make amends to reverse the implications? Mere writing would not accomplish it. He may probably need to come down to Goa and campaign personally at least in his sphere of influence, because Churchills campaign door-to-door. Pardon me if he is already doing so or has plans for any other more effective corrective action. Churchill and Arwin, though named above, are mere examples. Churchill may be more compassionate and less cunning than likes of Digu. These traits appeal to masses and up his electoral prospects.
