[Goanet] National Population Register (NPR) in Coastal Villages of India

The enrollment of Goans in the National Population Register
(NPR) is a big farce in as much as nobody seems to know what is going on.

 

The exercise began over a year ago when prescribed Proforma
(National Population Register Form) were distributed house-to-house and people
were asked to fill in the information. We were then asked to turn in the form
at the Panchayat Office (PO.)

 

Next, clerks and officers came to the PO
with laptops and converted the information from the forms into an electronic
format. They came again to the PO, clicked
each individual’s photograph and obtained their finger prints. People had to
make several trips to the PO for this
exercise.

 

On their next visit they checked the individual's details
including photograph and finger prints and if it was not found, the details as
well as the photograph and finger prints were collected again.

 

Once again they visited the PO and the Anjuna Church
office where they re-confirmed the information that was updated into the
computer. This time many individuals found their names were mis-spelled or
wrongly written and so was other information. Corrections were carried out.

 

Last week they published the final list but regrettably most
names are incorrect, and to make matters worse many names which were
re-confirmed during their last visit, have vanished from the list altogether!
Nobody knows how the data was lost.

 

When people whose data was lost brought this fact to the
Talathi’s notice, he handed them a Claim Form for inclusion in the NPR and LRUR
but he does not have the prescribed proforma, as he has not been given these
forms and he does not know where it is available.

 

The deadline to report corrections/omissions/deletions is
January 26, but if the form is submitted without details in the prescribed
proforma, it is as good as not submitting it. So, what is the use of the Claim
Form?

 

Most name mistakes are committed by the typists who did not
have any idea of Goan names. Why did the Government hire incompetent staff to
begin with? How and why did the confirmed data disappear? How many times are
they going to repeat the exercise? We had similar problems with Election Cards
– it took almost three years for my name to appear on the election roll. When I
checked the list last week, I found out that my house number is written
wrongly. So, it is as good as not having an election card because I can’t use
it unless it is corrected; nobody knows when the next correction cycle will
take place.

 

Don’t the citizens have any other work other than to stand
in a queue to make a National ID and obtain an Election card? Instead of making
things easy, why do make these simple tasks more complex each time? It’s a
sheer waste of time and money. If the government wants to do something good for
the citizens, it should be well-planned and executed or else just forget about
it – they shouldn’t penalize citizens for their own incompetence.

In your editorial of 20th January, you said, "A recent Global Financial 
Integrity study has estimated that illicit cross-border transactions from India 
amount to $462 billion in offshore holdings, or 50 per cent or the country’s 
gross domestic product (GDP). For every rupee legally existing in this country, 
there is an illegal rupee stashed abroad!"
 
You have taken this from the November 2010 report of GFI which states: India's 
underground economy is closely tied to illicit financial outflows. The total 
present value of India's illicit assets held abroad ($462 billion) accounts for 
approximately 72 percent of India's underground economy. This means that almost 
three-quarters of the illicit assets comprising India's underground 
economy—which has been estimated to account for 50 percent of India's GDP 
(approximately $640 billion at the end of 2008)—ends up outside of the country. 
(vii, 19)
 
First, GFI has understated India's GDP as $640 bn. IMF, World Bank and 
others have esimated India GDP in the range of $1000 bn and $ 1200 bn. An 
editorial of a leading daily, is expected to place this inconsistency before 
the public and if necessary, challenge and argue which figure should be correct 
and then make conclusions taking this base.
 
Secondly, another conclusion of yours, "For every rupee legally existing in 
this country, there is an illegal rupee stashed abroad!" is also not 
consistent. While Rupees existing in the country is a measure of wealth created 
over years, the GDP is a measure of annual output. Mere market capitalization 
of companies listed on Indian stock exchanges is more than India's GDP. Then 
there are other businesses not listed, land, real estate, gold holdings, 
savings, other public and government assets including roads, railways etc. So, 
India's wealth could be manifold India's GDP.
 
Thirdly, GFI speaks only of outflow (over-invoicing of imports, havala 
etc). Whether it accounts for inflows not accrued due to under-invoicing of 
exports is not clear. This may be higher than outflows in the case of India. 
 
Interestingly, the latest, the January 18, 2011 report of GFI ranks countries 
according to magnitude of outflows (2000-08 ) with China ranking 1 ($2.18 
trillion), Russia 2 ($427 billion), Mexico 3 ($416 billion), Saudi Arabia 4 
($302 billion), and Malaysia 5 ($291 billion).  
 
In this report, India is placed low at rank 15 with $105 bn for 2000-08 period!

still. Jesus brought Lazarus from the dead not by himself but with the support 
of His Father. Can we do that ? To be closer to the Father we have to be closer 
to His creations. One cannot love God when he divides His creations on base of 
colour, wealth, caste etc. If we hug the poor and the needy we are hugging our 
creator, our saviour. You can call yourself a christian only if you know to 
love all beings on earth. It is easy to love rich persons on earth. It is 
easier to love a beautiful person on earth but it is really difficult to love a 
dalit, an adivasi person, a harizan !Learn to glorify the Lord. Begin your day 
by praising the Lord Your God. Amen

VENERABLE FR. AGNELO’S BIRTH AND HIS FAMILY


Agnelo Gustavo Adolfo was born on Wednesday, January 21, 1869, at 1900 hrs IST, 
in Gaumvaddi, Anjuna, Bardez, Goa, western coast of the Arabian Sea. His 
father, Minguel Arcanjo Mariano de Souza (1826-1880) and mother Maria Sinforosa 
Perpetua Magalhães (1834-1882), both from Anjuna, were married on May 9, 1854. 
They were blessed with eight boys and one girl:


1) JOSÉ VICTOR FILIPE QUEROBINO (August 4, 1856-March 7, 1857)
2) MANUEL CRISOSTOMO CANDIDO ARISTIDES F.C. (December 27, 1857-January 13, 1931)
3) QUEROBINO JOSÉ VICTOR (December 8, 1860-August 5, 1906)
4) FLAVIANO ISMAIL CONSTANTINO SANTANA (October 3, 1863-1865)
5) ANGELO INAUDINO EUFEMIANO JOÃO (July 21, 1866-November 30, 1934)

Twenty three days later Agnelo being weak in health was baptized on February 
13, 1869 by Fr. João Batista de Souza, and his godfather was Gustavo Adolfo of 
Arpora and Anna Piedade from Anjuna. His day of birth coincided with the feast 
of St Agnes; hence, his parents named him Agnelo. He was the sixth child among 
nine. 


His parents played a crucial role in bringing up their children in the fear of 
God surrounded during those periods. The middle class family worked on fields 
and managed a small farming area on which their livelihood depended. 


His mother was educated (Portuguese education) with a natural gift in music and 
played piano and violin; hence, it is noted that she may have devoted her time 
more in the church affairs. Besides her music talent, she was a tailor and had 
a fair amount of experience in embroidery and this also may be one of the ways 
they generated income for a family of 11. Skeptics say she used all her talents 
for free to the village children and their house always remained packed from 
day to night due to catechism. 


During these secessions, Agnelo became engrossed or enlightened to read the 
holy scriptures, giving due importance to the church services and later taking 
initiative to teach others. His holy future was predicted during this period by 
his close relative Fr. Lazaro Souza. 


 At the age of 8, Agnelo received the first Holy Communion, which was unusual 
in those days of his age, and until death he received it daily and devoted his 
time reconciling on every Thursday before the Holy Sacrament. 


At the age of 11, his father died and two years later his mother who was 
suffering from unknown illness understood her time to leave for the heavenly 
abode. She summoned all her children at her death bed and informed them about 
her end. She then pointed her finger to the picture of Virgin Mary, hanging 
above her head and said: “From now onwards She will be your mother, and you ask 
all your needs to her and she will fulfill it to you.” And thus she departed 
leaving behind all the children orphans at a very young age. 


All the children were then under the custody of their paternal uncle, and after 
his death their eldest brother Manuelino who was a priest undertook the charge. 
On November 17, 1883 he received the Sacrament of Confirmation from the hands 
of Patriarch and Archbishop of Goa, Dom Antonio Valente. 


Let us continue to pray ardently for his early beatification.

[Goanet] Big bad media, poor little internet (The Economist, London)

AFTER more than a year of political posturing and rumination, America’s Federal 
Communications Commission has  signed off on Comcast’s purchase of a majority 
stake in NBC Universal. The resulting company, which combines broadcast and 
cable channels, local TV stations, a film studio and America’s biggest cable 
outfit, will rival Disney for the title of world’s biggest media firm. The 
Justice Department is expected to approve of the deal soon.
 
The conditions attached to the takeover are revealing, both from a business 
point of view and for what they say about attitudes to media and technology in 
Washington. Little is said in the FCC’s summary order about how disputes 
between Comcast and other media companies over payments for television content 
should be resolved. These disputes have become increasingly fractious in the 
past couple of years, with channels periodically disappearing from television 
sets as media firms and distributors fail to agree prices. They are likely to 
become downright vicious as broadcast firms like ABC and Fox push for more 
“retransmission” fees from cable and satellite firms.
There is a good deal more discussion about the internet. Comcast is to be bound 
by the FCC’s net-neutrality rules even if those rules are overturned by 
Congress, as Republican legislators have threatened. The firm is to make 
broadband subscriptions available to 2.5m poor households for less than $10 per 
month. Most important, the commission seeks to protect and nurture a clutch of 
online video outfits—or, as the FCC’s chairman, Julius Genachowski, calls it, 
the “emerging online-video marketplace”. If any one of Comcast’s 
peers—presumably, Disney, News Corporation, CBS, Viacom or Time Warner, but 
perhaps including smaller competitors too—cuts a deal to sell programmes to an 
online-video service, Comcast must cut a similar deal. Comcast is specifically 
prohibited from bullying Hulu, a video website in which it has, by dint of 
buying NBC Universal, acquired a share.
Ah, those poor emerging online-video outfits, so in need of protection from 
big, bad media companies that might try to withhold their programmes. How puny 
they are. After all, they only include Google (market capitalisation: $200 
billion) and Apple ($310 billion, even with Steve Jobs on medical leave). And 
Mr Jobs is merely the largest individual shareholder in Disney. Indeed, he 
comes out of the deal rather well. If he can persuade Disney to distribute 
programmes through Apple, which has been easy in the past and ought to be just 
as easy in future, the FCC virtually guarantees him access to the combined 
content of Comcast and NBC Universal.
This is potentially bad news for the television business. The reason media 
companies, Disney excepted, do not warm to most online video services—the 
reason those services remain “emerging”—is simple: they do not make money for 
media companies. Online-video services like Hulu and YouTube run very few 
advertisements (for not much money, in YouTube’s case). Apple sells TV 
programmes, but not for much. Indeed, online-video services may, in time, take 
money away from media firms. If consumers decide to “cut the cord” and cancel 
their cable or satellite subscriptions in favour of internet-video services, 
money leaches away from television. It is still unclear whether this is 
happening, or will happen. The FCC has just made it a little more likely.

PLUF Militants Apprehended In Goa

Last night as I tried to digest the news about the apprehending of PLUF
militants in Goa I was wondering, what is it that has started pulling all these
terrorist outfits to Goa and why it has started becoming more or less an annual
occurrence ?  

Few years back there was another terrorist apprehended at the Moagao railway
station who had been staying in Goa for a long time, and then there was the
attempted bombing at a number of places at the Narkasur celebrations, the
kidnapping and shootout at Cabo de Rama and Canaguinim, there after kidnapping
at Vasco followed by kidnapping of a school girl at Comba. Every year during the
festive seasons, Goa is on high terror alert, for a few seasons now a lot of
people seemed to have put an end to their explosive night life because of all
the terror alerts in Goa.

It is indeed a reason to worry, that theses militants make themselves at home in
Goa and no one is wiser, in this latest case, the guys had been in Goa for more
than three months, and in the mean time we have had our festive season and the
New Year celebrations too, if they had to strike during that period, what would
have happened ? Am I being paranoid ?

I have been told that these militants where housed in a building where on the
ground floor there is a bank, and that they were staying with their families and
their little kids use to play along the road all day probably not knowing what
their parents and family members were upto ? With a bank around, it become a
commercial center where a lot of people are on the move, it is certainly a
security risk hence it's a great cause for concern, that we Goans despite being
told and made to understand that all outstation tenants should be registered
with the nearest police station, yet we do not adhere to the call and let
ourselves along with other Goans be vulnerable to the terror, that we allow to
incubate in our own abode and neighbourhood, putting ours as well as the lives
of others at risk.

This not the first high profiles catch in Goa nor will it be the last. Goa
somehow allures with much affinity a lot of undesirables into it's bosom, and
the advent of Casino culture in the heart of Goa, has not helped in anyway as
there are a lot more coming and going at will. The Konkan railway is a blessing
for all the criminals, as it becomes the cheapest and the fastest, the main
gateway as well as getaway apparatus and the "modus operandi" in the criminal
mechanism.

The helplessness of the inefficient, incompetent, understaffed and utterly
undertrained police force is yet another cause for grave concern, we have to be
thankful that we have so far, not had any full-fledged terror attacks on our
soil, but if and when it does happen I am sure our resources will be found
wanting by a long long way, in every aspect. I do not want to sound a pessimist
but through the most recent history, we know what a handful of terrorists did
despite some top notch performers in the Mumbai security services. If such an
attack is initiated in Goa, will our inapt services personnel be able to protect
the vulnerable citizenry ? I doubt it, probably, most of the top ones, if there
are any, will be made human shields for our corrupt and inapt politicians. 

As more and more militants make their way to our beloved Goa, let us be more
vigilant as to whom we invite in our abode and in our neighbourhoods, let's not
put Goa and the lives of other Goans at risk for the sake of monetary rains. We
must at all cost register one and all outstation tenants with our police
stations, what the police do with that information is their problem but first
let us contribute to the security of Goa and Goans, let's not take Goa's
security for granted. Goa's security should be the prime concern of every Goan.

The migrant population is a great security risk to security of Goa and Goans,
our authorities will have to re-fabricate their priorities and try to access
their alliances and act swiftly and efficiently to nip any security burps at the
bud, irrelevant of vote bank politics. 

I am not sure if the attitude of our beleaguered and worthless politicians will
ever change, there is not doubt that in the adverse case of a terror attacks in
Goa, instead of being of help to the people, they will surely try to make the
most of the tragedy to play the one-up game against their political opponents
for political mileage. As we had seen during the Canacona floods not so long ago
in the recent past, the grants too which were meant for the victims, never found
it's way to the rightful persons as they just disappeared without a trace. 

I only hope and pray that the Almighty does not ever put us Goans in a terror
situation, more so, where more than the terrorists, we become the victims of the
whims and fancies of our very own politicians and their political rhetoric's.

May God protect Goa and Goans.

Geraldine Fernandes grew up in the village of Tivim where she was actively 
involved in a Youth Association which led to her interest in village 
development issues. Married to Mr. Agnelo Fernandes of Benaulim, the couple 
have two children. However even after she moved to Benaulim, Geraldine 
continued her work in protecting the identity and environment of her land. She 
is the Convenor of ‘Ganv Ghor Rakhon Manch’ a people’s movement, which actively 
takes up development issues which threaten our Goan villages. She has worked in 
spearheading and sustaining a well-coordinated campaign against mega-projects 
which destroy the village
character and its fragile infrastructure. 

She also advocates and campaigns in varied forums, including the Gram Sabha 
Meetings, for the Rights of the villagers. She is a Member of the Citizens 
Initiative for Communal Harmony (CICH) and Interfaith Dialogue for Life 
(IFDIL). Apart from this, she is a Member of the Parish Social Apostolate Forum 
and the Parish Pastoral Council. Amongst her many public campaigns, she 
represented Goa to give her deposition on Small and Medium Enterprises (SMEs) 
to the World Bank in Delhi.

I wonder if I am reading Adolfo's post accurately. For starters, it
does not specifically state who he considers as being responsible for
Pio's death - even though, as written, the blame is apparently
assigned to the Western powers.

While anything is possible in Love and War,  we may wish to look at
the following sequence:

1: Kenya independence: 1963

2: Kenyatta becomes President: 1964

3: Pio's demise: 1965

It might also be worth looking at the following 2008 article: 'Black
operations of the Kanyotu era' by KAMAU NGOTHO. (Sure, it is the view
of one person, but it is worth looking at.)

ps: Politics is a nasty field. No educated and semsible people should
be physically involved in the frontline of the so-called 'liberation'
or 'democratic' politics. The "real powers" will use ya and dump ya
while the Vandals will be running around claiming to be Freedom
Fighters AND the vested media (owned by the "real powers") will play
along and even cheer-lead the vandals, as long as their own pot of
gold is secure.

Dr. Cordeiro passed away today the 20th of Jan 2011 at Remanso Hospital,
Mapusa. He is the father of Marie-Therese (Switzerland), Lucina Pinto
(Canada), Marcelia Rodrigues,(Goa) Philipe Cordeiro(Goa) Marie Lourdes
(Canada) all of whom either studied in St. Mary's, St. Xavier's or St.
Britto's.

The funeral will be held on the 21st of January 2011 at St. Jerome's Church,
Mapusa at 4 p.m.

Dr. Cordeiro was very fond of the youth and was a big supporter of the St.
Jerome's Youth association in my time. He always took the time to say hello
to us either on the way to church or school. He is fondly remembered walking
arm in arm with his late wife. He will be missed.

The leading national German newspaper Frankfurter Allgemeine Zeitung (FAZ)
reports about the situation in Goa 40 years after the beginning of the
Hippie Culture in Goa. Goa of that days is no longer, writes the FAZ, asking
who destroyed the paradise.

In the seventies life in Goa was easy, cheap and colourful: cosy and
warm-hearted amongst beautiful people.

But now the former garden of Eden of the hippies is burning, has
beendishonoured,
betrayed, sold out, says FAZ. Along the famous Goa beach you feel like being
at "Ballermann" (German denomination for an infamous entertainment mile in
Majorca, Spain, with very loud music, sex and alcohol) after an earthquake:
footpaths in the streets do not exist, only red dust.

"Tens of thousands of Indians walk up and down, the groups of males
revealing to be mostly voyeurs", reports the German newspaper.  Meanwhile
some Goans feel like strangers in their own land saying: "People of Delhi
and Bombay come only to Goa to have more fun than they can have at their own
places".

New buildings full of flats are waiting for speculators from Delhi or
Bombay. "Without the agreement of the Ministers and Chief minister the
criminality wouldn't get out of hand" cites the newspaper: "They are greedy,
want money".

Delhi und Bombay kommen nur, weil sie hier mehr Spaß haben können als zu

In Appartementblocks stehen Neuwohnungen für neureiche Spekulanten aus Delhi
oder Bombay bereit. "Ohne Billigung der höchsten Minister und des
Ministerpräsidenten wäre die ausufernde Kriminalität hier nicht möglich",

It matters little, I believe, what/who was the "main culprit". What
matters is IF the police assaulted Cipriano.

Allow me to provide you with an example: If two gundas are fighting it
out on the street and, in the midst of their fight, one of them
(Ladrao) unintentionally knock down an elderly woman and she develops
a skull fracture which was missed by the doctors and she dies.

Will Ladrao not be 'culpable' for the death of this lady? (The
doctors' negligence having been noted and hopefully punished).

If your answer is NO, please look up the "Thin Skull"  or "‘Take Your
Victim As You Find Them" principle.

If your answer is YES, please advise why the Goa Police should not be culpable.

I can understand the predicament of the forensic chaps. But all they
are required to do in this case is identify the CAUSE of death. They
are not there to speculate. The case law is quite clear - IF the
police assaulted Cipriano.

If the forensic chaps are not sure, they should seek a second opinion.

BUT, theirs is not the role of exonerating the police. Just present
the facts, chaps and let the courts decide. (Whatever your opinion
of the courts).

BTW: It is quite inappropriate and stupidly sensational to use the
subject title "Who killed Cipriano?" unless somebody knows that
Cipriano was "killed".

The appropriate subject title would be "What caused Cipriano to die?"

Then, one can start the business of culpability.

Agnelo Gustavo Adolfo was born on Wednesday, January 21, 1869, at 1900 
hrs IST, in Gaumvaddi, Anjuna, Bardez, Goa, western coast of the Arabian 
Sea. His father, Minguel Arcanjo Mariano de Souza (1826-1880) and mother 
Maria Sinforosa Perpetua Magalhães (1834-1882), both from Anjuna, were 
married on May 9, 1854. They were blessed with eight boys and one girl:


1) JOSÉ VICTOR FILIPE QUEROBINO (August 4, 1856-March 7, 1857)
2) MANUEL CRISOSTOMO CANDIDO ARISTIDES F.C. (December 27, 1857-January 
13, 1931)

Twenty three days later Agnelo being weak in health was baptized on 
February 13, 1869 by Fr. João Batista de Souza, and his godfather was 
Gustavo Adolfo of Arpora and Anna Piedade from Anjuna. His day of birth 
coincided with the feast of St Agnes; hence, his parents named him 
Agnelo. He was the sixth child among nine.


His parents played a crucial role in bringing up their children in the 
fear of God surrounded during those periods. The middle class family 
worked on fields and managed a small farming area on which their 
livelihood depended.


His mother was educated (Portuguese education) with a natural gift in 
music and played piano and violin; hence, it is noted that she may have 
devoted her time more in the church affairs. Besides her music talent, 
she was a tailor and had a fair amount of experience in embroidery and 
this also may be one of the ways they generated income for a family of 
11. Skeptics say she used all her talents for free to the village 
children and their house always remained packed from day to night due to 
catechism.


During these secessions, Agnelo became engrossed or enlightened to read 
the holy scriptures, giving due importance to the church services and 
later taking initiative to teach others. His holy future was predicted 
during this period by his close relative Fr. Lazaro Souza.


At the age of 8, Agnelo received the first Holy Communion, which was 
unusual in those days of his age, and until death he received it daily 
and devoted his time reconciling on every Thursday before the Holy 
Sacrament.


At the age of 11, his father died and two years later his mother who was 
suffering from unknown illness understood her time to leave for the 
heavenly abode. She summoned all her children at her death bed and 
informed them about her end. She then pointed her finger to the picture 
of Virgin Mary, hanging above her head and said: “From now onwards She 
will be your mother, and you ask all your needs to her and she will 
fulfill it to you.” And thus she departed leaving behind all the 
children orphans at a very young age.


All the children were then under the custody of their paternal uncle, 
and after his death their eldest brother Manuelino who was a priest 
undertook the charge. On November 17, 1883 he received the Sacrament of 
Confirmation from the hands of Patriarch and Archbishop of Goa, Dom 
Antonio Valente.


Let us continue to pray ardently for his early beatification.

NRG emergency fund gets cabinet nod

PANAJI: The Goa cabinet on Thursday decided to set up a Non-Resident 
Goans' Emergency Repatriation Fund to provide financial relief to 
distressed Goans working abroad. It also gave its nod to extend the 
benefits of the VI Pay Commission recommendations to employees of the 
technical education department, and to create a viability gap fund to 
take up public projects under PPP ( public private participation) model.


Addressing the customary post-cabinet press conference at the 
secretariat, chief minister Digambar Kamat said a provision of ` 5 lakh, 
to begin with, has been made for the NRG fund and it would be operated 
through the Goa NRI Commission. From the next financial year a much 
higher provision will be made, sources told TOI later.


Citing a reason for the fund, Kamat said there was a recent incident of 
a family's sole bread earner dying soon after beginning work abroad and 
his family being unable to bring his body home due to financial 
constraints. The body was brought to Goa finally thanks to the efforts 
of NRI commissioner Eduardo Faleiro, the state government and the Indian 
embassy.


"There are times when Goans working abroad face difficult times. In such 
cases, the state government will step in to provide relief to distressed 
Goans working abroad," Kamat said.



On the decision of extending VI Pay Commission benefits to one section 
of "left-out employees", Kamat said the technical education directorate 
had not received the benefits and had made many representations to the 
government about it. "Employees of degree and diploma colleges will 
benefit from the (cabinet) decision," he said.


With regard to AICTE-made changes in the appointment of principals of 
technical institutes, Kamat said, "We'll look into the matter and take 
immediate steps."


Meanwhile, the cabinet also gave its nod to a decision to create a 
viability gap fund to take up public projects under PPP (public private 
participation) model.


Under the fund called the Goa Infrastructure Project Development Fund, a 
provision of ` 50 crore has been made.


"The fund is required in the interest of the public," said Kamat, adding 
that with this fund departments can initiate works by appointing 
consultants.


The cabinet also gave its approval to a proposal to provide free 
training to persons belonging to scheduled tribes and scheduled castes 
at IT knowledge centres.


By another decision, it gave its nod to an amendment to the VAT Act, the 
chief minister said.
