The DGP is making his case for the need of more men in the police force. This 
shows that Goa has slipped from a law abiding State to a lawless State. More 
the police means more is the irresponsibility of civil society. And while the 
Desh Premis may try to divert the attention to extinguish the Portuguese 
inlfuence, they will not be able to erase the memories of the law and order 
prior to liberation of Goa.  
Every Indian setting their foot into Goa ove rthe last 50 years has brought 
with them only chaos and tonnes of filth to make himself comfortable. Worse 
still, this is a reflection on the Goan who seems to be a part of this mess. 
Instead of entertaining ourselves with the Hazares and Hegdes, it is time to 
clean up our own shit accumulated in the backyard.

Samoa moves back to the future
APIA— The Associated Press

Samoa plans to leap 24 hours into the future, erasing a day and putting a
new kink in the Pacific's jagged international date line so that it can be on 
the same weekday as Australia, New Zealand and eastern Asia.


It'll be Back to the Future for the island nation, offsetting a decision it
made 119 years ago to stay behind a day and align itself with U.S. 
traders based in California.


That has meant that when it's dawn Sunday in Samoa, it's already dawn 
Monday in adjacent Tonga and shortly before dawn Monday in nearby New 
Zealand, Australia and increasingly prominent eastern Asia trade partners 
such as China.



Samoa has found its interests lying more with the Asia-Pacific region and 
now wants to switch back to the west side of the line, which separates one 
calendar day from the next and runs roughly north-to-south through the middle 
of the Pacific Ocean.



“In doing business with New Zealand and Australia, we're losing out on two 
working days a week,” Prime Minister Tuilaepa Sailele Malielegaoi said in a 
statement. “While it's Friday here, it's Saturday in New Zealand and when 
we're at church on Sunday, they're already conducting business in Sydney 
and Brisbane.”

Samoa's change will have a cost: The Polynesian nation has long marketed 
itself as the last place on Earth to see each day's sunset.

“It will be really confusing for us. I just don't see the point, and we don't 
know the benefits yet,” multimedia company official Laufa Lesa, 30, said in an 
interview from the Samoan capital Apia. “The government says it's good for 
the economy, but it's totally fine the way it is now,” he said.

The Prime Minister already has a new tourism angle: You can easily celebrate 
the same day twice, because the next-door U.S. territory of American Samoa 
will stay on the California side of the date line and remain one day behind.


“You can have two birthdays, two weddings and two wedding anniversaries 
on the same date – on separate days – in less than an hour's flight across 
[the ocean], without leaving the Samoan chain,” Mr. Tuilaepa said.

Mr. Tuilaepa has proposed leaping forward by scratching this year's 
Dec. 31 from the calendar and holding New Year's celebrations one night 
early, though the date hasn't been confirmed.

Comment:
I understand that Fr Anil Soares was the son of Edward Soares of St Thomas
School, Aldona and not Prof Aloysius Soares. He was an ex-student and
Principal of St Vincent's High School, Poona. His brother Raymond Soares is
a partner in Poona Drug Stores on Main Street (M G Road) one of the oldest
and respected establishments in the camp area.

Fr Anil Soares suffered his first and a major heart attack when he was the
Principal of St Vincents and came under enormous stress keeping at bay the
various politicians. Though he was relieved of administrative duties after
that, he was never quite the same. That heart attack took a huge toll of
him.

I extend my condolences to his family members.

Response:

In Maharashtra even English medium schools get government grants. However,
some years back, the government stopped giving grants to new English medium
schools due to funds crunch. Its logic being that only the well off send
their children to English medium schools. On the contrary, maidservants,
peons, vegetable vendors, and others from the lower income groups have
started to send their children to English medium schools, even paying the
high fees. As a result, a number of vernacular schools have either converted
to English medium to cope up with the heavy demand or simply shut down.

JUSTICE STILL ELUDES THE CHRISTIAN VICTIMS, AND MANY ARE TO BLAME FOR IT

There has been just one conviction for murder in 20 cases of the brutal
killing of Christians of Kandhamal, Orissa, at the hands of Hindutva
fanatics, and mobs led by them, during August--October 2008. More than two
years and 9 months later the course of justice in the two special Fast Track
Courts continues to be a travesty – with aberrations at all stages, from the
presentation of the production case and examination of witnesses, to the
coercive presence of Rashtriya Swayamsevak Sangh goons in the court
premises, often in the court room, and the role of both judges and defence
lawyers.

Lawyers for the victims have no role in court other than occasionally feebly
protesting to the judges – in vain – those relatives and other eye witnesses
who deposed they saw the men and women being killed are being threatened
blatantly. The response of the judges has been, “we have sent the orders to
the police.” The police have no response at all. The single biggest
beneficiary of the miscarriage of justice has been Mr. Manoj Pradhan, the
local Member of the State Legislature and a leader of the Bharatiya Janata
party which was then a coalition partner in the government of Chief Minister
Mr. Naveen Pattnaik. Mr. Pradhan is accused in over half a dozen cases, and
is currently free on bail.

Investigation no doubt has been tardy and superficial – one junior gazetted
officer and two inspectors head the small team trying to probe the vast
number of cases with primitive forensic equipment and almost no training in
probing cases of mass violence. No attempt was made to use video and mobile
phone camera images that are widely available both with the victims and with
the accused. In some cases, the two Fast Track Court judges have indeed
passed strictures against the police investigation, and in most cases, they
have found the testimony of witnesses --- victims and their relatives –
either not trustworthy or insufficient to prove the offence against the
accused, a review of the judgments shows.

There has been no attempt by the Directorate of Prosecutions or by the
police to upgrade cases where victims died of their injuries not on the
spot, but in hospital, refugee camps or other places. Under Indian legal
practice, cases of attempted murder or murderous assault would automatically
be upgraded to murder if the victim died of his injuries. This has prevented
a large number of cases from being recorded as murder.

It may be recalled that the violence which began 24th August 2008 took a
heavy toll. Over 14 of the 30 districts in the state were impacted. 6,000
houses were burnt in 400 villages, including 296 churches and smaller places
of Christian worship. Over 56,000 became internally displaced persons, about
30,000 living from three months to a year in government refugee camps. Over
20,000 men, women and children spent days hiding in forests. Over 10,000 are
yet to return home. About 1,000 have been warned or threatened by their
neighbours they can return home if they become Hindus. Some are living in
what can be called “Christian ghettos”, one of which is on land provide by
the district authorities who find themselves impotent in rehabilitating the
Christians in their villages. The rest have left Kandhamal in fear, or in
search of jobs, as they do not have any livelihood now in Kandhamal where
they also face an economic blockade.]

Cutting through the fog created around the legal data, the following is the
current situation of the criminal investigation of cases of arson and
murder, abduction and violence. Complaints were made at the local police
posts, at the regional police stations, and often directly to the offices of
the Superintendent of Police in the district capital of Phulbani by
registered post. In some cases, complaints were sent to the Director General
of Police in Bhubaneswar when the Police stations returned complaints sent
by registered post.

3,232 criminal complaints were filed when the dust settled on the Second
Phase violence that began on 24th August 2008 and after peaking by about 30
August, continued sporadically through most of September and October that
year.

1541 complaints are acknowledged by the Kandhamal district police, but they
did not file them as the First Information Reports required under Indian
Criminal law.

828 complaints were actually converted to First Information Reports [FIRs}
which mark the beginning of further investigation and the case being brought
before a court for trial after a charge-sheet is filed.

327 Cases have actually seen a completion of the investigation process with
the cases committed to the two Fast Track Courts headed by two ad hoc
Additional District Judges for day to day hearings.

169 Cases have seen the acquittal of all accused,

86 cases have ended up in convictions -- not for the heinous crimes
mentioned in the FIRs as the main ones, but for com

and internal assessment, which enables a student to progress up to std
IX very conveniently Even at the public board exams, the process of
granting grace marks is in vogue to the advantage of students.The
recent ATKT  circular permits students at the board exams failing in
two subjects.Volumes have written about comprehensive evaluation and
the need to reform Examination system The value of the teacher is
dependent upon his results at all costs No marks are allotted to the
teacher for putting a lot of time developing skills of students The
students too are measured on the degree of marks obtained. The system
of examination dominated teaching and learning only produces stereo
type products, which does not emphasize , applications, intellectual
thinking etc.Many a times a child may be detained for a few marks or
failure in one subject or not meeting attendance clause.It leads to
drop outs and subsequently misfits in the society There is no love for
teaching and learning for fear of meeting examination deadlines All
the time the ghost of examination haunts everyone including worked up
parents The development of multifaceted talents of the child are
ignored The subject of failure may eventually has nothing to do with
the actual living of the child in future.The process of learning and
teaching best flourishes in a happy medium and it is this that is
expected to fill  the vacuum When the child continues in the school
for those years, there is incidental growth in many aspects of the
child development Failures at the young stage also leads to stigma,
self devaluation and sows seeds of suicides. The content is also to be
made attractive to all,. Presently the parents are over concerned with
the performance, pushing them to coaching classes and depriving them
of other co-curricular activities. in which the children enjoy
spontaneously The system of tuitions may suffer The Teacher will have
freedom to experiment and to devote more time towards the weaker
students The new concept will take time to sink from old idea of exam
ridden thought There are no statics of benefits of  child leaving
school due to inconsequential failures at times The schools at times,
in the past failed to apply the rules of promotion setting their own
standards Many a stalwarts like Humphrey Davy, Thomas ,Alva Edison,
Bill Gates among others have contributed without being a part of
general, formal educational schooling system The automatic promotion
provides a challenge to the teacher to be creative and to earn the
respect and admiration of the taught Any new change is always looked

fore a challenge to all concerned about real growth and development.

of Goa’s best King Cobra habitats, meet snake rescuers who have rescued

state of Goa. Thus, they will be moving from one wildlife sanctuary to
another of Goa.
“Although uncommon throughout its range, we will attempt a survey for
preferred habitat of this snake and learn and understand about its
charismatic behaviour. This journey will take us through some of Goa’s
exquisite herp rich forest eco systems and help to understand the unique
habitats that this majestic snake favours” confirms Nirmal.
Field identification of other Herpetofauna, photography tips and discussion
of natural history will also be a part of this programme.
Participants will also get to use field equipment, learn basic observation
skills and work alongside qualified herpetologists in the field. This one
day trip will give an opportunity to understand and learn the science behind
reptile conservation.
This excursion is open for those who are interested in this target species
and who are in the age group of 15-55 years.

Did Gilbert and Fr. Ivo go to the same medical school to obtain their 
scientific and medical literacy? Did Gilbert also find people with cancer due 
to the use of microwave in Germany? If so, Harvard Medical School physicians 
must not be as literate as either of them because the Harvard website does not 
warn us about such cancer.

Twenty Indian women working in Albania have sought help from the
government, alleging that they were duped by their employer and dumped
in a dark room without food and water after they asked for their
promised salaries.
Santhosh Jose, husband of P R Raji, one of the women in distress, has
approached Kerala’s opposition leader Oommen Chandy seeking the
intervention of federal Minister for Overseas Indian Affairs Vayalar
Ravi and Minister of State for External Affairs E Ahmed.
Speaking by phone from Berat in Albania, a weeping Raji, 28, pleaded
for the intervention of the Indian authorities for their safe return.
“At the interview we were promised a minimum salary of $200 plus
overtime for making bags. After reaching here we found out that we
have been cheated,” she alleged.
Raji, a native of Alappuzha district, added: “We have nine-hour shifts
and except for a short lunch break, the rest of the time we stand and
work. We will get our promised salary only if we achieve the target of
7,100 bags a day.
“All we can make is only 2,500 bags for which they pay just $2 a day.
This works out to just around Rs2,400 a month. We have been cheated by
the agent.”
She said they were selected by an agent from Goa on a contract with
Centre Shqiptare Company, a bag manufacturing firm in Berat, Albania.
They reached Albania on April 19.
The group of 20 workers includes eight from Goa, five from Kerala and
the rest from Mumbai and Chennai.
Florin Fernandez, 30, from Goa, another woman in the group, said they
hope the Indian authorities would come to their help.
“We have been told by our employer that by tomorrow 1pm we will be
evicted from our room. We fear we could even land in police custody
because we were made to sign some papers,” she said.
“Our work permit cards have been taken away by the company. We have
been suffering physically and mentally,” Fernandez added.

The UPA government headed by Prime Minister Dr. Manmohan Singh has
been so burdened with a string of successive scams that it has
obviously had no time to finalise a new Governor for Goa.

Dr. S.S. Sidhu’s five year term as Governor ended way back on 5th
August 2009.  He continues to hang on at Goa Raj Bhavan for the last
21 months without being re-sworn in as Governor as was required.
Whenever his illegal and authorized extension in Goa ends, Dr. Sidhu
should make sure that before he leaves, he apologises to the people of
Goa for having deliberately defied the Right to Information Act.

Dr. Sidhu, a very distinguished former IAS officer will be
unfortunately now remembered for all the wrong reasons. Though the
head of the state he has refused to comply with the law enacted for
transparency and accountability. The only memento he should carry from
Goa is a copy of the Right to Information Act. Dr. Sidhu, may I offer
you one just incase you have misplaced that copy I sent you last
Christmas.
