*PANJIM:* With those affected by the closure of mines deciding to observe
bandh on Tuesday, the State political bigwigs, whose names figure
prominently in the illegal mining, have extended their support to the bandh
call.

Goa Pradesh Congress Committee President Suubash Shirodkar says that the
protesters have the sympathy of the Congress party.

“The bandh call is right, it is they – the truck owners, barge owners and
the other businesses depending on mines, who are facing the threat of
closure of mines business in Goa,” Shirodkar told Herald.

While stating that he personally supports them and the party sympathizes
with them, Congress has not yet taken any decision whether to support them
or not.

“We will take decision by Monday evening as we are busy with the Congress
padyatra for now,” he said.

Urban Development Minister Joaquim Alemao, who is also involved in mining
business says that he will support the bandh.

“I am always for legal mines and I again say that illegal mining be stopped
but whether I am officially supporting the bandh or not, I can’t say for
now,” he says.

Curchorem legislator Shyam Satardekar, who is also involved in ore
transport business, goes a step ahead and says that I am blindly supporting
the agitation.

“Why should legal mining be stopped due to illegal mines? Why do the
authorities not act on illegal mining?” he asked.

“I will blindly support the bandh Tuesday, as it is the question of the
livelihood of lakhs of people who depend on this industry,” Satardekar says.

However, Satardekar was unsure whether he would be physically present for
bandh in panjim or not.

“We have several functions including the concluding of Congress padyatra,
so I will see whether I can make it or not,” he said.

Besides, Subash, Joaquim and Shyam, the bandh also seems to have support of
Health Minister Vishwajeet Rane and Quepem MLA Babu Kavlekar.

However, efforts to contact the two, for their response,  proved futile.

I think when a person starts behaving in a manner which displays bigger than 
life attitude or self-glorifying then one should be prepared for disaster. 

Anna will soon start making statements like do not eat meat, do not wear suit 
or a tie wear the attire which he is wearingAnna should concentrate on his 
corruption issue which should be a historic landmark  let him not mix chicken 
and eggs or custard with pudding it will give no taste and eventually lead to 
stomach upset.

Information obtained from the Goa Police under the Right to Information Act
has confirmed that Goa’s Director General of Police Dr Aditya Arya did
travel to Gokarna in Karnataka on Sunday October 16th. Sought under RTI
were complete details of DGP’s visit to Gokarna along with the log book of
the official Innova vehicle used by the DGP to travel to Gokarna



The Goa Police has however now informed that the DGP’s visit to Gokarna was
an official one and that the DGP had sought verbal permission to leave the
State with his official vehicle. The copies of the log book of the vehicle
also reveals that the DGP’s official vehicle traveled 393 kms on the day it
went to Gokarna.



It however appears that the log book entries were manipulated and that it
needs to be ascertained as to what was the official purpose of the DGP’s
visit to Gokarna.



It has been very categorically already stated by Chief Secretary Mr. Sanjay
Srivastava that no permission was sought by the DGP to leave the State on
the day he traveled to Gokarna. Chief Secretary Mr. Sanjay Srivastava has
already directed the Home department to probe the complaint against
Director General of Police Dr. Aditya Arya of having misused his official
vehicle by traveling to Gokarna on a private picnic.



Government vehicles should be strictly used only for official work. This
misconduct by the DGP was a gross abuse of power and an unnecessary burden
to the State exchequer. DGP Dr Aditya Arya who has been showing his
policemen the movie Singham and lecturing them on Gandhigiri should lead by
example and stop his blatant abuse of power.

Why only unoccupied NRI homes ?  Delhi-wallahs and Mumbai-wallahs have bought 
and 
are continuing to buy and build homes in Goa either for speculation or as 
holiday homes.
But they remain mostly un-occupied.  Goa is being sold to the highest bidder, 
and soon we will be minorities in our own land.
I loved JCs sarcasm about NRI  properties 100% funded by Govt grants and NRIs 
being able to regain their properties when the rental period ends.  Yeah !  
That would be a dream
world.  If the story about taxing un-occupied NRI properties is true, the Govt. 
in typical fashion will be killing the goose that laid the golden egg, driving 
Goans away from Goa forever,

Preparations for IFFI 2011 in full swing – Margao /Panjim – a short tour 

Starts on 23rd Nov and ends on 3rdDec. 2011. 

This year, opening ceremony will take place at Ravhindra Bhavan, Margao and it 
will be opened at the hands of a Bollywood super star, 
King Khan SRK or Shahrukh Khan.


Today, we visited the venue, everyone seems to be very busy to finish the work 
right in time.

External carpentry work was going one, internal painting was going, stage

Pai Tiatrist Hall washrooms completely overhauled with modern or luxury 
fittings.- Basin, taps, WCs etc.Something which was badly needed here.
It may be reminded that, within days of inauguration of Ravindra Bhavan, there 
were complaints of washrooms including broken internal door latches of WCs.

Sir,

The reason I am writing to your esteemed newspaper is to give
vent to my frustrations developed in my brief contact with the Department of
Archives and to warn my fellow citizens of the ridiculous handling of an
important historic department. 

My tryst with the Archives began a few weeks back when I was
served with a notice in a civil case. On approaching a lawyer, I was redirected
to the Archives in search of the inscription and description of my property.
And having spent a few days there, I am glad that I have found what I was
searching for and I hope that I never have to ever return. I experienced many
problems there and I am going to try to limit them as under:

First of all, apart from the assistant archivist who speaks a
bit of Portuguese, none of the other people working atleast in the room where
the general public is permitted to inspect the books of inscriptions and
descriptions knows Portuguese. It is indeed a shame that a department which
houses hundreds of books written in the Portuguese language does not have
people capable of even reading a few words in Portuguese. So you can imagine the
utility of the staff in serving the public. I am not aware as to the
qualification required for that department but I think that knowing the
Portuguese Language is definitely a minimum requirement. The end result of the
staff not knowing the Portuguese Language leads to the next problem i.e. the
problem of agents.

Like most government offices, the Archives also have a bunch
of agents. Agents thrive in all government offices due to two reasons. The
first being, the incompetence of the staff in helping the general public. A
perfect example is the archives. The second reason is the connections that the
agents have with the staff. That is why one finds that people who approach
agents have more luck in locating the documents they are after. However, with
the incompetent staff that works there, these agents are angels in disguise.
While they do help you, they also charge heftily for their services which if
the staff was competent, you would have saved. 

The next problem that I encountered in the archives was the
constant hearing of the phrase ‘book na, Photocopiek gela’. Mind you, I would 
have
no problem with a book not being available if it had to go for photocopying
because some person had asked for a copy of the same. But when you keep me 
waiting
for an hour and then tell me that the book is not available, it makes my blood
boil. Who is paying me for my wasted time? It’s a crime to waste time. I had to
take leave for so many extra days in order to go to the archives. I do not
understand why the archives cannot computerize their office to state which book
is available and which is not. If you don’t have the money to buy a computer
and if it means employing another useless incompetent person, buy a blackboard
where you can write the same. It was so disheartening to see so many old people
coming to the archives, asking for a book, made to wait for close to an hour
and then informed most casually that the blessed book was not available. 

My fourth problem with the archives was the super rude staff.
The staff makes the most noise as they are busy chit chatting with one another
and poking fun of each other. Screaming from one corner of the room to the
other by them is totally acceptable. They do not have any courtesy or manners
when addressing the public. Words like ‘sir’ and ‘madam’ are alien to them.
Words like ‘shhh shhh’ and ‘oi’ and other noises which sound similar to the
sounds used when calling a pig for his meal are used by the staff when dealing 
with
the public.

The next problem I encountered was the ridiculous timings.
Fair enough, being a government department, the Archives opens its doors to the
general public at 9.45. But what is the logic in closing the viewing of the
books at 12.45 when the lunch break is supposed to be at 1.15? The excuses that
were offered to me were that the books had to be re-arranged. This was a lie as
I saw most of the staff running away for lunch at 12.45 itself only to return
at 2.15 when the viewing section re-opens. The afternoon session closes at 4 as
once again books have to be taken back to the book section where they are
housed. What I fail to understand is why does it have to close at 4, when
previously it used to close at 5? And the irony is that while transferring of
books is the official excu

As a house owner, I should not be penalized for not renting an owned
flat or house. The laws in Goa are hardly in favour of owners. Many
NRIs choose not to rent out their flats for various reasons.



COMMENT:

I enjoyed the term "force".

Dean Cruz is absolutely right. After all, IF the State (Govt) provides
the NRIs with 100% grants to purchase these properties, the State
(Govt) has the right to 'force' the NRIs.

And of course - once properties are rented, it would be very easy for
the NRIs to get their properties back - after the rental period is
over.

Where prohibition is enforced people have died , blinded with contamination
with deadly methyl alcohol and ingesting medical preparations with alcohol
base.
The women groups in India have been exercising strict control on their men
with satisfactory outcome acceptable to the social structure. The long term
goal is really educating the masses.The recent trends is to promote wines
,toddy, beer a soft drinks  with less percentage of alcohol, so to say that
less alcohol is healthy India is said to be the highest country consuming
hard liquor like whisky Drunkenness has led to killing in clod battle and
many a street accidents involving cars, scooters, rapes and all associated
evils
Anna in his simple thinking in his surroundings and faith in his methods by
his admirers may give positive results. But its effectiveness all over
India and in a democratic set up it is a doubtful recipe ,Anna`s thoughts
are not law or mandatory and those who accept it without reservations are
free to accept it.

BICHOLIM: The Narve panchayat today rejected the RP 2001 amidst chaos &
confusion and also gave suggestions to be included in the plan.

Today the Narve panchayat had called a special gram Sabha to discuss the RP
and hundreds of people from the village were present for the meeting. In
the beginning the sarpanch, Laxman Malwankar told about the importance of
Regional plan and why it is being introduced by the government. He also
told the people the need of the plan in the years to come when there would
be technological and other types of development. "The plan would serve the
need of the future generation and it is implemented taking into
consideration the years to come" Malwankar told.

Later, the floor was open for the public to express their opinion. During
this time the villagers appreciated the long speech given by the sarpanch
and demanded that he should talk about the village rather than the entire
country. The people demanded with the sarpanch to explain the RP to the
public before the discussion could start. "They have planned without even
visiting the village and so we demand that the sarpanch should explain the
plan before the discussion could start" a resident stated.

At this the sarpanch tried to do away with the situation but the people
told that he should have gone through the map before the meeting. "I am not
the technical expert in this field and if anyone of you have the knowledge
they should explain it to the public" sarpanch told. At this the mob got
furious and demanded that the sarpanch should either tell what he knows
about the plan or give in writing that he is unaware about it" people asked.

The sarpanch denied to give anything in writing and told that the secretary
could explain the map. But on the contrary the Secretary, Manohar Gaonkar
told that neither he nor the BDO is a technical expert but only an engineer
could explain it properly. At last the sarpanch accepted that he is not
knowing about the plan. After much chaos the people at last accepted that
one Smita Bale would explain the map to the villagers.

But, than another problem cropped up when Bale demanded written permission
with the sarpanch to explain the entier RP. At this point the people
gheraod the sarpanch. The matter was solved when two of the panch members
including Narayan Chodankar and Pratishta Mishal signed and gave a written
permission.

At last after Smita Bale explained the RP and it was decided to reject the
plan based on 11 points detrimental to the village. The resolution to this
effect was proposed by Sanjay Mandrekar and was seconded by Rajendra
Morajkar. The gathering also suggested some remedies to the RP and asked to
include all the existing temples, springs, forest areas and other things
into the plan.

Panch members including Unatti Padwalkar and Gopikishan Amonkar were also
present for the meeting.

KERI: The residents of Sanquelim, Virdi and Arvalem have expressed grave
concern over the changes and "developmental activities" proposed in the
Regional Plan 2011.

The Sanquelim municipal council (SMC) has kept a copy of the Regional Plan
of its jurisdiction for display and knowledge of its residents.

SMC chairperson Anand Naik said, "We have scheduled a discussion about the
Regional Plan at the municipal hall on November 25 at 3.30pm for the
councilors and for general public. We have informed officials of the town
and country planning department to provide information of the plan."

Upendra Karpe from Gokulwadi said, "The plan indicates lease No. 1/49, 3/54
and 39/53 as active mining leases. All these leases are very near to human
settlement. Residents of the town are already victims of ill-effects of
mining and we are very much afraid that levels of pollution will increase
manifold if mines in the list of second renewal are allowed to operate."

Noted Konkani playwright Prakash Vazrikar, who through his prize-winning
Konkani plays has depicted agonies faced by Goans, said "In 2001, the
municipality had population of 11,194 and in 2011, the population is 16,
983. The new settlement areas, institutional and commercial zones proposed
in the plan will create more problems for our town. As migrants are
increasing, it will become more difficult for Goans to get benefits of
various civic amenities."

Sagar Parwar, a biology lecturer from Arvalem said, "Though some areas are
marked as no-development zones, eco-sensitive areas like Arvalem are
already facing threat due to increasing mining activities and the original
character of agro-based areas have become a story of the past."

Govind Avakhale, principal, Dyanprakash Mandal Higher Secondary School,
Mulgao, who resides at Kharekhazan-Virdi said, "The plan has proposed a 30m
road from rural areas like Poriem to
Honda.
All this indicates that the government wants to disturb the peace of mind
enjoyed by us by making the public roads overburdened with the ore-laden
mining trucks."

The SMC comprises Arvalem with 714.78 ha and Casabe de Sanquelim with 45.10
ha. In 1991, when Arvalem, Maulinguem, Virdi and Sanquelim were under a
village panchayat, it had a population of 9,088, but now under the
municipality, it has been increased by 7,895 persons.

Today, this town of Bicholim taluka is facing a problem of parking,
congested market,
garbagemanagement
and sewage treatment. Chairperson Naik adds, "Our municipality
is making sincere efforts in solving various problems faced by the town and
we are hopeful that within a short span of period, we will be able to
provide maximum civic amenities."(ToI)

When the threat of an economic melt down looms large over the head of Indians, 
the opposition parties are more interested in disrupting Parliament. The Indian 
rupee is crashing. Anna Hazare is adding to the confusion and though he 
threatens to oppose all parties across the board if the Lok pal Bill is not 
passed, the timing of his statement  in itself reveals his hidden agenda. And 
while farmers commit suicide NDA is hell bent on disrupting Parliament and 
wasting the money which could be used to feed the poor. While the opposition 
harps on black money in foreign banks the politicians need to look at how much 
public money has been wasted on repeated disruptions of Parliament for days 
together. Why not recover all that loss to the exchequer?

While on this debate, let me bang my "typewriter" to death. So, here I go
again.
India's best-selling author Chetan Bhagat recently hit out at NR Narayan
Murthy, the man who founded Infosys and helped in creating the IT
revolution in India, for saying that IIT graduates have a declining grasp
of the English language. Chetan, an IIT and an IIM graduate, called
Murthy's company a "sweat shop."  Some critics have called Chatan a bad
writer of English.
Bhagat himself admitted on national TV that he is a bad  writer of English/
He says he doesn't mind the criticism of his writing as long as he has
millions of readers in India. He sells lots of books. He writes plain
English. He has said, “Good grammar doesn’t make you a good writer. A good
heart does. Else English teachers would be writing bestsellers.” Here is
what I picked up from the internet.
“My English is not that great,” says the narrator of a previous Bhagat
novel. “So, if you are looking for something posh and highbrow, then I’d
suggest you read another book which has some big many-syllable words.”
The writer of the article further says, "Chetan Bhagat may not use many big
words, but he does have a big idea: to write books that people (Indians who
do not normally want to read literary fiction) will pick up and relate to,
in prose they can understand without feeling they are being talked down
to—and to use these books to call on young, aspiring middle-class Indians
to change the India they are living in"
I think Chetan's website carries a piece where he gives tips on writing in
English.  In one of his columns, he writes “Many Indians associate good
English with a good vocabulary or eloquent language. This might be a result
of our colonial roots, where the higher you were in societal stature, the
more formal your language.”
I started reading his One Night @ The Call Center but could not progress
after 20 odd pages. Too simplistic, I said to myself. However, critics have
said that Chetan  has made a virtue of bad writing.
I once asked Prof. Peter Nazareth what he thought of Salman Rushdie's
writing (I think after his second book Satanic Verses), telling him first
that I find his style of writing in Satanic Verses too complex. He said, if
I remember correctly, that it is different but he found no big problem
reading Rushdie. I know he uses "magical realism" but what I found
discomforting is his long paragraphs written in a circular way. I have read
many reviews of his book and as any author he has his admirers and critics.
The "free flowing" style of writing was in vogue then and, to some extent,
still practiced by some novelists.
Just as Chetan says about English teachers, many authors have said that a
good critic may not be able to write a bestseller. There are good editors
at top publishing houses who shape the works of the clients. I won't go
into details here. These editors remain in the background. With the
exvception of few, these editors are not writers of bestsellers.
Turning back to our very own bestseller, Selma, I can hear her grumbling
voice coming over from her "gated community", "Foo the f... is Eugene to
know whether my book was edited by someone else or not."

Goan players well placed at World Youth Chess Championship, 2011, Brazil


Goan players Ivana Furtado, Riya Savant and Nitish Belurkar have done 
well at the end of the fourth round in the World Youth Chess 
Championship 2011, held at Gioania, Brazil. Ivana Furtado and Riya 
Savant are on joint third position with three points each while Nitish 
Belurkar is on joint 5th position with two points.


Ivana Furtado defeated Keen Cosima of England while Riya Savant defeated 
Agata Bykvotsev of USA  and Nitish Belurkar defeated Reveco Agusto of 
Chile in the fourth round.


Tommorow is rest day and after which the intense battle for the crown 
will continue.

In a recent interview Dean D'Cruz said that the objective of the non-occupancy 
tax was to "force" owners of closed flats to start renting them. This would 
bring more housing into the market and reduce the pressure.

As a house owner, I should not be penalized for not renting an owned flat or 
house. The laws in Goa are hardly in favour of owners. Many NRIs choose not to 
rent out their flats for various reasons.
 
But that is not the point. The more important factor to be realized here is 
that the leasing (renters) market and buyers market are not the same. The 
leasing market is quite depressed in Goa. Rent yield is about 1/3 in comparison 
to other cities in India. So the demand for rentals is very manageable and need 
not be addressed at all by altering supply.
 
The purpose of tax is to curb speculative buying which artificially inflates 
the price. It is not rocket science to address this issue. The tax need not be 
based on ethnicity at all. Those with ties to Goa -either through long term 
domicile and work or through ethnicity - will naturally be exempt. While all 
others should be subject to this tax.
 
This tax is just one prong in the solution. It is not going to be a magic 
bullet which will take care of the problem. The price rise also factors in 
inflation, interest rates and rising cost of materials. Long term solutions to 
the housing crisis must include government assistance to middle-class families 
by way of interest-free loans or undertaking a project building good standard 
affordable homes. 
 
(incidentally the archives will reveal that with my prescient knowledge, I 
mooted this idea of a tax long before anyone else mentioned it in Goa. hah!)

Dear George Pinto

I beg to differ with you that our community in Goa is a ''do nothing people''. 
I have seen them ''do plenty'' and can spend a considerable amount of time when 
their activity involves ''feathering their own nests'' and the extraction of 
money from others and amongst themselves. Which explains why there is one bank 
per 14,000 people in Goa!

With Goa in the thick of the tourist season, at least Foo can take a break from 
titching. Although an American greeting, our community is well versed in the 
most 
understood phrase on this planet which doesn't need any language or grammar 
skills ''Show me the money''.

OHeraldo has been in existence before most of us were born and has a perfect 
dialogue with the local community. As long as we understand the subject, it 
doesn't matter about full stops, commas, nouns, pronouns, verbs, spellings, 
etc. I actually miss the articles by the late C Keni on Goa Today which matched 
and 
understood the local village lingo.

The steamship company P&O used to ferry the English to India shores where the 
language trickled down to Goa. Port side out, star board home (POSH in 
short) was the preferred way of travel in cabin accommodation. There is no need 
for any of us to get concerned. With four weeks to go to Christmas, you will 
find POSH will make a come back when one is holding a feni chaser with 
Kingfisher at the tavernas in Goa and at our festive events around the world.

"Jesus Christ" is an obscene / indecent word, to be banned from Pakistan 
SMSesThe CSF takes strong exception to Pakistan Telecom Authority (PTA) 
including Jesus Christ in the list of "obscene" words in text (SMS) messages, 
which raises serious concerns about basic freedoms, like that of express and 
religion in that country. If such an action was taken by a non Islamic or 
secular nation, singularly naming a god of any other faith, there would have 
been a furore. The PTA letter dated November 14 by PTA's Director General 
(Services) Muhammad Talib Doger gave cell phone companies until Monday 
(21-11-11) to implement the order. The letter said the order was legal under a 
1996 law preventing people from sending information through the 
telecommunications system that is “false, fabricated, indecent or obscene”. It 
also stated that free speech can be restricted “in the interest of the glory of 
Islam.” How does the words "Jesus Christ" fit the above description, is what 
The CSF asks the Pakistani authorities.   "One wonders why gods of other 
religions have not been mentioned in the list and Christians, who are already 
facing persecution in Pakistan have been singled out for such treatment" said 
Joseph Dias, The CSF general secretary. He referred to an article by Bytes For 
All (BFA) a Pakistani human rights group, which says -  "If such a thing 
happened in any other country, there would be an outrage already and if it was 
directed (mistakenly or intentionally) towards Muslims, the amount of an 
outrage would be uncontrollable". The CSF has called upon all opposing the list 
and especially the exclusion of "Jesus Christ" to write to the PTA chairman ( 
chairmanoff...@pta.gov.pk ) and also the Pakistan communications minister, Dr. 
Arbab Alamgir Khan ( p...@comsats.net.pk ) to issue instructions to stop this 
violation of a basic human right. Among the other words in the banned list in 
the "Jesus Christ" league are those like - fart, idiot, masturbation, monkey

railway station. On confronting the man, a scuffle ensued and the man ran away 
with many posters in his hand. The CSF made a complaint to the Tardeo police 
station and the police registered an FIR under sections 295A and other relevant 
sections of the Cinematograph Act, provisions of which had also been violated. 
Some of these dealt with not mentioning of the certificate details (Adults 
Only), non-compliance of which is a non-bailable offence and is with the 
intention of luring audiences below 18 years.   Activists are furious at the 
police for not bringing the culprits to book. The first complaint was lodged at 
the Vakola police station on 11-11-11, more than a week ago. Subsequently, 
activists got FIRs registered at Bandra and Mahim police stations, besides 
complaints (Dadar, Khar, Santacruz, etc.) at different police stations across 
the city. But to no avail. They now demand the immediate arrests of at least 
the three persons involved, if need be, by sending a police team to Solapur, 
where the movie-makers, M/s True Dreams are located.   In the case registered

Oops, Freddy has fallen into a grammatical pit..."rumbling rumbles." Maybe
written in a hurry, However, it would be best to have written "fumbling
rumbles" of the man he is targeting.
I have heard the man speak and he is a combination of a rumbler, bumbler
and a fumbler. However, no word can describe this man. Goans need to invent
one English word for him. But I have heard Goans describe him in many
Konkani words, unpleasant to the ear.

Taking Fred's point into consideration that children are "force-fed"
Konkani but the Konkani of a different variety than what we were normally
used to in olden days, I say that children lose touch with written Konkani
when they grow up unless they endeavour on their own or through help from
family members or professional teachers to upgrade their writing skills.
Many may turn out to be writers or teachers in any scripts Konkani is
written.
As for spoken Konkani, the children prefer English as it helps them the
language on their lips. Indeed, they are just doing lip-service to Konkani
by speaking it randomly at home and elsewhere. It is, therefore, a worrying
factor for Fr. Rego and other Konkani lovers. Blame it on changing times.
English is a "global" language and children would like to be the "global"
citizen in today's world.
Given below is a summary of a recent Statistics Canada report called,
Recent evolution of immigrant-language transmission in Canada. Tje full

Summary
The evolution of intergenerational language transmission between 1981 and
2006 shows a certain persistence of immigrant languages in Canada in a
strong migratory-flow context. In general, recently arrived female
immigrants from South America, Asia and the Arab world tend, with a few
notable exceptions like the Tagalog group from the Philippines, to pass on
their language of origin to a sizeable proportion of their Canadian-born
children. But these new immigrants are not necessarily different from the
immigrant women of European origin who preceded them. They differ from them
in that their arrival in Canada is recent. But they resemble them in that
their endogamy level is similar: the proportions of women paired with a man
of the same mother tongue in the Italian, Greek, Portuguese, Serbo-Croatian
and Armenian groups in 1981 are comparable to those in the Arabic, Punjabi,
Urdu and Chinese groups in 2006, at more than 80% (data not shown).

The strong migratory flows into Canada from abroad are a more important
factor than the concentration of language groups themselves. The intensity
of intergenerational immigrant-language transmission increased between 1981
and 2006, and this increase would have been even greater had it not been
for the changes in the characteristics of these immigrants. From this
standpoint, the selection of immigrants on the basis of their education and
knowledge of Canada’s official languages appears to have contributed to
slowing language transmission. Other factors have stimulated
immigrant-language transmission in Canada, for example, globalization,
which has made communications with foreign countries more accessible, less
costly and faster (resulting from new information and communications
technologies like the Internet and satellite television), and increased
international air travel.

The intensity and regularity of international migratory flows to Canada
mean that immigrant populations are constantly exposed to their language of
origin, especially since migration often involves entire families.

Finally, the Canadian Multiculturalism Act supports and promotes different
practices and activities (with regard to religion, children) that are based
on groups’ specificity or that foster religious, national or linguistic
diversity in Canada. This article’s long-term outlook should put these
findings in perspective. As first-generation immigrants age, their
descendants are experiencing rapidly decreasing immigrant-language
transmission, which is at risk in certain groups with a pool of aging
speakers and no longer able to renew itself (the German, Portuguese,
Hungarian and Polish groups), notably through new migratory flows.

People of other states who migrated to Goa are speaking in Konkani, though
not fluently. A Sardarji doctor in my village speaks fluent Konkani. I am
not sure if he can write in Konkani.

I recently went for a eye check-up at a Toronto hospital. When the lady
behind a closed-door office shouted my name I opened the door and went in.
She asked me, "Are you Eugene?" I replied, "Yes." She asked me again, "Are

Pompous Rumblings Not Good Enough Mr. Shirodkar



Last weekend the Congress to display their strength went on a yatra, looks like 
yatras are the latest in fashion these days, as hunger strikes have gone out of 
favour with the public but as expected, instead of showing unity and solidarity 
the senior members of the Congress ended up intimidating and taking on their 
very own party members as well as the bigwigs in Delhi. This happens only when 
individuals think they are bigger than the institution they represent. In Goa 
the Congress is full of such people and the like minded have already formed 
their own power modules to up the ante when push comes to shove for the control 
of the power switch.



It was dissent and distrust and not unity that was shamelessly displayed and as 
things stand it surely looks like the "dissentful" volcano could blow-up in the 
face of the Congress and consume the corrupt Congress rule in Goa anytime now. 
Everyone within the Congress has his or her own agendas, as a result of which, 
the larger interests of the state and the Party have been forgotten leading to 
stagnant governance and as such constructive development has become a lost 
cause.



I thought it was only the PWD minister that was know for his rumbling rumbles 
but with the elections round the corner it looks like the contagion of rumbling 
has infected the GPCC president Mr. Subhash Shirodkar as well.

The GPCC president disclosed that, "apart from their election manifesto they 
will also come out with a master plan that will spell out disaster ...sorry, 
development process for the state for the next 25 years". Should Goans be 
ecstatic and sing and dance at this pompous proclamation ? I wonder if the GPCC 
President has gone through, the last three election manifestos and checked if 
any of the promises have been fulfilled or even near fulfillment ? I would like 
to remind Mr Shirodkar that manifestos and master plans are as good as toilet 
papers and serve the same purpose if not fulfilled or implemented.



Goans have fought and rejected the RP 2011 that was suppose to see the 
developmental process for the next 20 years only because of the cockeyed 
perceptions and selfish agendas that were incorporated in RP 2011 by the ruling 
elite and now, even after all the efforts and the troubles that Goans had gone 
through to identify and discard all the anomalies and the erroneous inputs by 
the Authorities and proposed the developmental plan they wished, even then the 
Authorities failed to accept those changes and the notified RP 2021 is even 
more erroneous and lot more anti Goa and anti people than RP 2011. If the 
Congress cannot understand and accept the proposals made by the people, what 
master plan is Mr. Shirodkar talking about ?



We Goans do need a good RP and a master plan, to move forward in the right 
direction but it should be people oriented, that generates constructive 
infrastructural and commercial development without being a burden on our 
limited natural resources, at the same time it should sustain and protect our 
ecology and our environment, it should also generate employment that will not 
just provide hand to mouth survival but one that will at least provide a 
healthy and normal life style. Public safety, transport, education, leisure 
(parks and sports) and a good health care plan are as vital and critical as any 
other infrastructural development.



It is not just enough to have a very good plan outlay, but what is equally 
important, is the will and the foresight of the Authorities to implement the 
plan accordingly. The commercial aspect is important but not as important as 
preservation of our nature and the health and the wellbeing of the general 
public. What good can a plan do, if it degrades life and nature ? Our long time 
sustenance and survival along with a good quality of life should be the major 
objectives and factors to consider in any RP or master plan. Are we on the same 
wavelength Mr Shirodkar ? I doubt it !



Mr. Shirodkar, the Congress Party in Goa has failed miserably to display any 
objectivity or foresight and has proved time and again that it is incapable of 
coming up with any plan, leave alone a master plan that will work for the 
welfare of Goa and Goans and no pompous rumblings are good enough to change 
that fact.
