The BJP did not see it fit to field even one candidate in this election even though there are several capable women leaders in the BJP Mahila Morcha. But going by the present hostility of the newly elected disopensation towards the Monserates, this woman may also be driven to rot in the opposition. Special focus will be given during the fortnight to the grievance redressal mechanisms of public sector undertakings providing for LPG, Posts & Telecom and the State Govt. service providers of Road transport, ferry services, electricity and water supply. Goan industry seeks end to illegal mining Sudheer Pal Singh / New Delhi Mar 08, 2012, 00:02 IST The mining industry in Goa, the country’s second-largest producer and the largest exporter of iron ore, hopes for an early resolution of the illegal mining crisis under the new state government. The new Bharatiya Janata Party (BJP) government will take charge next week, likely with Monohar Parrikar as the chief minister, at a time when a spate of irregularities in the mining and export of iron ore over the years has brought mining operations in the state to an all-time low. “Parrikar was the first one to point out irregularities when he highlighted the gap between the value of iron ore exports from Goa and the royalty collection. So, we feel he will give a better governance that will rid the industry of illegal miners,” chairman of one of the four largest miners in Goa told Business Standard. “He has studied the matter extremely well,” he added. He also informed that the industry is trying to make sense of Parrikkar’s recent statement that iron ore exports from Goa should not exceed 35 million tonnes (mt). The miners are also planning to meet the new CM as soon as he assumes office next week, under the umbrella of the Goa Mineral Ore Exporters Association. The concerns likely to be taken up include, eliminating fly-by-night operators, who are allegedly involved in irregularities, proposed canalisation of exports and infrastructure bottlenecks for transporting ore. Faced with the allegation of inability to check illegal exports of iron ore, the centre is currently working on a proposal to canalise all exports from the country through a government nominated agency like MMTC Ltd. The proposal has left the Goan miners concerned who think canalising could bring down volumes apart from disrupting prices. Goa alone accounts for more than a half of the overall 100 mt iron ore exports from India. The state produced 35 mt last financial year and exported 54 mt, the rest 19 mt coming from dumps. Four companies including Vedanta subsidiary Sesa Goa Ltd, Fomento Resources, V M Salgaocar & Bro and Chowgule together account for a bulk of this production and exports. This year, however, exports may take a major hit, thanks to the government’s crackdown on illegal mining activities and the state government’s recent order banning exports of dumps. “The state is likely to export at the most only 40 mt of iron ore this financial year. Exports stood at around 36 mt between April and January this year. In Parrikar we Trust? When Manohar Parrikar did a sort of playing with Goencho Saib related to the Public holiday on the 3RD of December during the BJP government in Goa, he lost his Kodel and now the Congress government who dared to support the clashing of IFFI with the Novenas and the feast of Goencho saib in spite of several requests from goenkars to postpone the IFFI had to suffer a miserable loss. The so called NCP, alliance partner of Congress is dead in Goa with regard to the Legislative assembly.Thy shall never ever play with the goencho rakhondar and thy who dare to do that shall be ruined. Now it’s the duty of the coming government to take care of Goa and goemkars.As promised by the BJP,regional plan 2021 should be scrapped at the earliest if required and our remaining agriculture land and our beautiful hills should be preserved for the generations to come. Our mai Goa can’t take the weight of destructive concrete projects anymore. Nobody is against mining as goans do understand that many of our brothers and sisters survive on the same but illegal mining at no cost can be entertained at the cost of our mother nature. Also the mining bypass road at the Savordem/Sanguem area should be constructed on priority basis. Hope the coming government will stand by its promises with regard to the Pension to seafarers. The last government was the worst for Goa and it is the unity of the Goans irrespective of religion sacked and packed the heavyweights especially in Salcette except Digamber Kamat as his political career survives on migrants. We really don’t have any problems with regard to migrants coming to Goa to earn their daily bread but the Parrikar government should not sell our rights in the name of ration cards to these migrants and Goa cannot afford to use her precious land for rehabilitating the migrants. Last but not the least,niz goenkars worked hard to sack and pack the last government. We as parents don’t demand stars from the sky from the government but with regard to MOI the same should be as per the choice of the parent. People like me don’t have any problems with BBSM and likeminded people so for god’s sake don’t make an issue out of MOI which is not an issue at all. The work starts now: Goa 2012 Frederick Noronha Very varied explanations are already coming up in the wake of the Congress debacle in Goa’s elections. Some are seeing it as a mandate for a regional language MoI ( medium of instruction) policy. Long- time Congressman Adv. Uday Bhembre has interpreted it as a departure from Goa’s communal and caste- based voting patterns. Some losing candidates were bitter about the role of the media in highlighting certain issues, while ignoring others. Even as the dispensation changes in Goa, there are already signs of attempts to quickly build convenient argument that suit the powers that be. A few trends are already clear. More will surface if the media is willing to go beyond the superficial and the instant sound- byte. But one thing is more than clear: a communal polarisation, again, did take place. Only, it worked itself differently. In the minority areas, the voter bought the anti- Congress logic, as visible most dramatically in Salcete. There are clear positive aspects to this trend. For too long, the Congress was assuming that the Catholic is its ‘ votebank’ and has been taking it for granted. As a result, the minority voter had painted himself or herself into a corner. Even after steadfastly supporting the Congress, government after government took no heed of its concerns, whittled down its numbers in the bureaucracy, kept sanctioning controversial projects, and at best feathered the nests of a few of its ‘leaders’. By breaking away from the old- style polarisation, which has been the norm in Goa ever since the 1963 elections, new possibilities are opened up. But on the other hand, the Hindu voter - more so after the BJPMGP alliance - seems to have got consolidated around its own traditional leadership. It will have to realise the limitations of such an approach for itself. There is a strong case for more freethinking among the voter, and a breaking away from easy stereotypes. Time and time again, politics in Goa has shown that ( i) religious labels mean little in politics, except when politicians want to selfishly make use of them ( ii) the more we stick within such labels, the worse we get shortchanged and ( iii) anyone can easily take voters for a ride using such labels. The half-a-dozen winning Catholic BJP MLAs gives a new twist to that party’s interpretation of its own ideology. But it also raises questions on who builds “ community leaders”, and whether politicians’ religious identities should be highlighted when convenient. Let’s recognise it for what it is: a strategically-chosen Catholic candidate drawing support from the BJP ‘ votebank’ has proven to be a winner. But what overall difference does this make to the State and the communities involved? It would be far better if all politicians were fair to all sections of the population, without discrimination or bias. For the voter, now is the time to be vigilant, and not fall for the equally lazy political shorthand. Easy arguments that wants us to believe that some parties are corrupt and others are not. Or that we can rest once we have a “good man” in office. Likewise, the politician also has to deliver now. For decades, the Congress has played the role of being a honey- pot luring those wanting a share of the spoils of office. Its ability to play the role of an effective Opposition is doubtful. For its part, the BJP has shown its ability to rake up emotive issues, and those which make it to the headlines. When it comes to policies, it is yet to convince Goa that it is positively different from the Congress on issues that matter to the people. Parrikar is on probation Chief Minister in waiting Manohar Parrikar is on probation. The people of Goa have sacked the Congress and delivered their angry votes to the BJP and to the independents. But there’s a fine line between sacking a party and appointing another one. The BJP has not been anointed with power because of its self. It is an angry anti incumbency vote and the BJP has been its obvious recipient because it was in the best position to receive it. The biggest challenge before Manohar Parrikar is to convey this anti- Congress vote into a pro- Parrikar acceptance and that will happen through a slow and steady process of delivery. The specific challenges under the umbrella of the broader challenge are two. The first is a perception correction challenge that he is anti- minority. That has been addressed to a large extent by the fact that all their Catholic candidates including the ones they supported - a grand total of 8, have won. Imagine 8 Catholic MLAs in BJP coalition camp. Of the 26 MLAs. Now comes the time to honour that faith. Parrikar realises this and one of the first comments of the Chief Minister- in- waiting was “ The Catholics have reposed so much faith in me. I will pay them back in gratitude and work”. But this is no easy challenge. The Catholics will watch him far more carefully than they did during the Congress rule and the new Chief Minister will have to live with it. Firstly, he needs to reach out to Catholic parents and share with them the solution he has to solve the vexed medium of Instruction issue. Secondly he needs to honour his promise of denotifying the flawed Regional Plan 2021 and going back to the people to draw a fresh one which will include the good parts of the existing RP so that the wheel is not reinvented but the diseased portions of the plan are replaced by what the people in the villages really want and not be hostage to builders close to the State level committee. While the second issue affects the whole of Goa, there is no denying that the nerve centre of the agitation against the Regional plan was in Salcette and mainly led by Catholics. Parrikar must understand that while his support from the traditional Hindu vote bank was always there, the X factor in these elections have been the Catholic. The Catholics however do not expect additional favours. They want a level playing field and a greater good to Goa, which was denied by the previous government. He is also confronted with huge administrative challenges. The economy of Goa is in shambles. Coupled with that is the financial burden on the government if it has to fulfill many of Parrikar’s pre- poll promises. Moreover the revenue from mining is going to fall substantially because of large scale curbs. So he needs to minimize loses, ensure recoveries of revenue and raise taxes and cess in some areas without burdening the common man. Delivery is also expected on the mining front. The Shah Commission report has to be expedited and his own PAC report on illegal mining should be tabled. Manohar Parrikar, is known to be a lover of good food. According to the affidavits the candidates have submitted to the Election Commission before elections, Pratapsingh Raoji Rane of Congress who won from the Poriem constituency in North Goa is now the richest person in the state Assembly. Rane has declared his total movable and immovable assets worth Rs 25,87,37,748, followed by Congress' Vijai Sardessai from Fatorda constituency who has declared his assets worth Rs 25,21,14,818. [Goanet] What Manohar Parrikar can do and won't do
With all the raised expectations by Goans, here is a realistic list of what Manohar Parrikar won't be able to do and what he might be able to achieve if he has the political spine to do it. This is my list (so please don't ask me to back it up with logic, statistics and other unnecessary things.) Mining Manohar Parikar (hereafter referred to as MP) will not make any significant impact in curtailing the mining industry. This industry and its ancillary services are too powerful for the polity to clash with it. At the most he will pacify a few Goans by closing down illegal and possibly defunct mines. Real Estate MP will not be able to halt real estate development. Again this industry and its lobbyist are too powerful. Also in a capitalist democracy one man's environmental degradation is another man's development. There is a fine line to tread. If he has courage he will manage to declare the large tracts of land under environmental protection where development is non-negotiable. Again I have never seen this happen in a democracy unless there is a very strong Green party presence, which doesn't concern itself with being in government but takes on the role of social activist. Special Status Non-starter. Has not happened. Will never happen. Why? because New Delhi knows that it is the first step towards semi-autonomy. Please look at the history of India since 1947 and see if they have be amenable to giving anyone autonomy. Migrants MP cannot and will not make any inroads into controlling migration. See Real estate for explanation. The influx of migrants is largely on account of real-estate development. For ways to control it, refer to Hongkong (which is facing exactly the same problem as us). There are various restrictions applied for inflow of traffic into Hongkong from mainland China. To pursue similar policies in India would require not an Act of Government but an Act of God. There are other things one can do to reduce dependence on migrant labour such as enforcing a minimum wage for casual labour as well as insistence on prefabricated housin to be provided during the project and to be dismantled when the project is over, as well as medical insurance. None of this will be brought into effect in Goa because India doesn't really believe in equality. They would much prefer to take advantage of subsidized labour which has a detrimental effect on everyone else except the top percent of the population who live off the sweat of other people's brows. MP will be able to bring about some cosmetic changes in five years but the overall changes in Goa and India need to be systemic, which includes massive investment in education and a regeneration of birth control programmes. As far as Goa having GR8 leaders is concerned, every second person in Goa is a leader :-) But what Goa badly needs is a 'SYSTEMIC LEADER' to walk the talk of Good Governance with spelled out moves and procedures that will not lead to chaos and infights for the spoils of war after the WIN. How my friend has forgotten by surname (ha, hal). Monteiro from Correia, goodness gracias! I hoped our "clinical eye," the Rt. Hon JC would have caught that. Anyww coming to Selma's point, I wrote the piece as soon as I knew that all four Alemaos were defeated. I wanted to catch the OHeraldo deadline. As I write I haven't gone through Fred's article as I had to go for some errands. On returning, I saw Selma's post and thought I should reply immediately. I will be reading Fred's piece as soon as I send this post. As I said in my piece, the Alemaos cannot be ruled out of not making a comeback. But John Monteiro did make a big difference and robbed Joaquim of vital votes. In Benaulim, Hubert and John's votes make have been split between Valanka and Caitu and Valanka could have pipped Caitu at the finishing tape. Yuri was impressive in Sanquem, and two votes of the two Christian candidates could have taken him over the top. In Cortalim, UDGP did its former member Mathany a favour by fielding Borkar. These are "ifs" and "buts" of the election. The local leaders pushed through family Raj agenda and it has back fired despite overt support from higher authorities blessing the winability factor alone. The Monserates , Davlikars, and Ranes are still being accepted as the family Legislators and the same yardstick be made applicable. The star campaigners have had no effect whatsoever on the fortunes of the candidates with the hired crowds. The UPA II at the Centre is ridden with monumental scams associated with the Congress and its effects have had a fair share on the outcomes. The youth could not be corrupted with goodies, muscle and money power, influenced by ideology and ANNA effect they are no less responsible for this massive change In fact 18 are first time legislators and will be watched for their commitment and social pulse. The internal fights within the Congress for supremacy, showed that it is a divided house and the C.M was turning a blind eye , firefighting to remain in the chair for as long as possible and he managed to do that with some degree of success The vociferous role of the Church, loud and clear that vote should not be sold and corrupt should be shown the way The Velim incidents left a sour taste in the minds of the faithful trying to implicate the Church in bad taste People have voted for independents despite party affiliations and ideological leanings. The BJP may appear momentarily to ward of the power of communal tag in Goa as 6 of their nominated legislators with minority tag got elected But the all India image of BJP, as the communal party will not rub off Goans for too long. The Modis and Advanis their National icons have been cleverly not fielded to woo the voters and cast a shadow of hardliners in the party The exceptional large turn out of the youth , women have most probably neutralised the allegiance of those influenced by bribes in cash, kind, service, doles etc. The concept for change has not affected legislators like Rane. Parikar et al why ?Davlikars , Dr Dsouza after enjoying the office under Congress suddenly found fault in their functioning Indispensability in office does not guarantee continuations in spite of satisfying their protegees with the free Govt mana at no costs to themselves The BJP under the able leadership of Mr Clean will be under strict surveillance , observations even to the slightest tilt towards their professed ideology and discrimination in employment , administrations redressal of grievances of the minority community Those that are now catapulted to the glory of office are reminded about their commitment to the community to which thybelong and not to sell their soul for power and fame The power of the People in future to exert their might need not be under estimated at ones own peril The representations in the cabinet to the minorities will be the first indications of their representative character.
