[Goanet] What does "420" mean?

2012-08-08 Thread Jose Colaco
It appears that the 'leisure wallahs" are either spending too much time in the
"Bars" in Canada OR they are confusing recognized UK degree programs with
something else. They might also be unaware of the US.

It is best that those who are "unaware" of the structure of programs .. are
left unaware.

Such persons are presently on a roll these days. First it was Goan women, next
 It might be Goan men.

All the regulation tactics of diversion are noted.

The subject line of this post is self-explanatory. The question on the table is
transparent: WHY was the number 420 added to Mervyn's name?

The choice is to 'be a Man' and answer OR do the duck.

The rest of the chicanery can be pickled for all I care.

Besides, is there ANY known advantage of debating with a Duck.

[Goanet] Parrivarthan whack: MLAs hike own salaries, burden treasury further

2012-08-08 Thread SOTER
MLAs hike own salaries, burden treasury further
TNN | Aug 8, 2012, 06.04AM IST
PORVORIM: The state exchequer will have to bear an additional financial
liability of around 6.5 crore per annum following the government's proposal to
increase salaries and benefits of MLAs and ministers.

Chief minister Manohar Parrikar on Tuesday introduced the Goa Salaries and
Allowances of Minister (Amendment) Bill, 2012 and the Goa Salary, Allowances
and Pension of Members of the Legislative Assembly (fourth amendment) Bill,
2012. The bills seek to increase the salaries and other benefits of the chief
minister and MLAs.

According to the amendments, the chief minister will now draw a salary and
sumptuary allowance of 45,000 from the existing 23,000, deputy chief minister
39,000 from the existing 16,500, a minister 33,000 from the existing 15,000 and
minister of state or deputy minister 27,000 from the existing 10,000.

The bills seek to enhance the monthly salary, sumptuary allowance and
compensatory allowance by taking into consideration the price index and the
cost of living, both of which have increased considerably, it is noted.

The bill for MLAs seeks to increase the salary of legislators from 5,000 to
10,000 and daily allowance during the period on duty from 1,000 to 2,000. The
amount of 750 payable to member on duty lieu of the accommodation provided to
him is increased to 1,500.

The government has also proposed to amend Section 11 so as to increase the
pension payable to a member for the first year to 15,000 from 8,000 and every
successive year of his membership to 2,000 from 1,250 , subjected to a maximum
of 70,000.

The bill also proposes to increase repayable motor car allowance to 15 lakh
from 6 lakh, constituency allowance will go up to 90,000 from 55,000 and
petrol/diesel admissible to a member per month for the use of his personal
vehicle will increase to 300 litres from 250 litres.

The amendment will allow MLAs to appoint not more than five persons, which
include one personal secretary, one LDC, two drivers and one peon.

[Goanet] A Righteous Editor on the Casino Path

2012-08-08 Thread SOTER
On Righteous Path
Published on: August 7, 2012 - 22:46
More in: Opinion
The Chief Minister, Mr Manohar Parrikar’s decisions regarding casino operations
in Goa suggest firm action to restore a fine balance between resource
mobilization for state and adverse social impacts of casino proliferation.

On coming to power he first raised the licence fees from Rs 5 to 6.5 crore for
off-shore casinos and from Rs 50 lakh to Rs 2.5 crore for on-shore gambling
houses. On Monday he told the Assembly that ever since his government came to
power the number of casinos has come down from 28 to 16. The hike in fees was
followed by a bill banning entry of Goans into casinos. Earlier the Chief
Minister had assured the House that off- shore casinos would be moved out of
the Mandovi river, a move attempted by the previous government and resisted by
casino owners. He has also threatened to raid casinos if annual fees are not
paid by August 16. The only concession he gave was a reduction in entry fee
from ` 2,000 to ` 500, but this has started hurting on-shore gaming units.
It would seem that an industry which now employs nearly 2,500 persons directly
is going through a period of stress. Casinos made an entry in five star hotels
decades back despite stiff resistance from activists. Even today, casinos evoke
a sneer in certain circles. When the previous government attempted to relocate
off-shore casinos off Ribandar it was strongly resisted. In South Goa an
agitation of sorts was launched when the Leela Resort attempted to station its
casino in the Sal river. In short, casinos are not greeted with open arms.
Instead, they generate a great deal of suspicion and allegations of corruption,
prostitution and moral degradation continue to do the rounds.
So, in a way the decision of the BJP government to place greater curbs and
restrictions on casinos in the state is in keeping with the general sentiment
of the people. There would still be 2,500 families willing to tell you that the
jobs and salaries provided by the industry are top rate. This is true when
compared with job openings in other industries in the state; however, it is the
moral question that often gets sidelined when economics are discussed.
As Chief Minister, Mr Parrikar would be unable to wish away his duty as
guardian of the state and its people, if he were to abandon these 2,500
employees, whose future now hangs by a thread. What are the alternatives
available to them? Freezing the present status would assure them of their jobs
and this would be a great relief. Those opposed to casinos would prefer a
rollback to the past when the Mandovi river was free of big ships and one had
an unhindered view of the opposite bank. Although this is an ideal worth
pursuing, it would spell hardships for the jobless if the government does not
first create alternate avenues for well paying employment. It’s a tightrope
walk, but for now, the Chief Minister is on the right (righteous) path.

Boxing: Team GB's Nicola Adams guaranteed at least silver in women's
flyweight

Mark Staniforth
Wednesday, 8 August 2012

Nicola Adams stands one more win away from realising her 17-year-old dream
of hanging an Olympic gold medal around her neck after cruising through her
flyweight semi-final against India's Mary Kom.

The Leeds 29-year-old boxed superbly amid another raucous ExCeL atmosphere
to repel the relentless advances of the smaller Kom 11-6 and book a
Thursday gold medal match against China's world number one Ren Cancan.

Afterwards Adams, who almost gave up the sport four years ago due to
funding concerns, insisted she had no fear of returning to the ring against
the Chinese fighter, to whom she has lost in each of the last two world
finals.

Adams, who also holds a one-point win over Ren from the Strandja Cup in
February this year, said: "I've been training for this moment since I was
12 years old and to think it is finally here is just incredible.

"I am going to treat it like a normal tournament, and hopefully the crowd
will give me a boost to edge away and get the gold. I've beaten her once
before and I'm definitely confident I can go out and do it again."

It was testament to Adams' quality that she made a bout against the
ferocious Kom look relatively easy. Kom is a five-time world champion but
had to step up two weights to reach the Games, and the size difference was
the key.

Kom's assaults were smothered by the clever, elusive Adams, who used her
reach to good effect, landing single left and right counters to take a
two-point lead at the end of the first round and extend it by a further
point at half-way.

A left in round three wobbled Kom, who continued to move forward bravely
until the final bell and conceded afterwards: "Nicola is a very good
fighter. I'm happy to have won a medal, but I thought I should have scored
more points today."

You will surely agree that the number 420 did not appear accidentally TWICE
adjacebecause of any Pie.

IF one reads the first post completely, one is likely to obtain a reasonably
accurate understanding of what the "420" was intended to mean.

On a personal note ( and this is a mini-comment to what Eddie has written):

WHILE I accept that one is always likely to find individuals with Low or High
self-esteem, I personally have NOT come across ANY Goan women (in Toronto, UK
elsewhere) who I could classify as 'with low self esteem' .

IF anyone knows of someone, please point them out to the person concerned and
ALLOW the person to have her say.

I notice that the 'labeller' has recently modified it. That is appropriate.

What would be more appropriate is IF the ''labeller'' publicly withdraws the

For those who may have unknowingly or unwittingly approved the ''420 label''
on this moderated list, and other netters, I suggest that

[1] in India, the term ''420'' is synonymous with Fraud. It comes from
relevant section of the Indian Penal Code. The Hindi equivalent of the term
which effectively means that the Person referred to as 420 is ''Char So

Pachu,
Your article reminds me of the time in Tanzania when half the teachers in some
schools were from Kerala and others were Goans.

The Malayalee associations you describe also remind me of the
Goan associations in Tanzania and here in Toronto. They were set up to provide
help for those in crises as well as to provide social and cultural services for
those who need the same.

This is the essence of forming an association in a new place of domicile. When
a club house is built, it soon becomes a "home away from home." These
associations also provide a united front when the authorities need to be
approached.

All an all, congrats, a nice article from you.

Appreciate this sharing of yours on Masandevichi zatra.
is there anything said, perhaps even proverbs on the nature and the desire
of even the animals to commit suicide.

Has there been no one who has stayed into the wee hours of the "Bhutanchi

Also, if possible could you say how many zatras are held in Goa and when.

Thank you very much.

[Goanet] Indigo Goa Grooves

2012-08-08 Thread Jazz Goa

Indigo Goa Grooves showcases local talent on Indigo 91.9
Indigo 91.9, the only international music station in Goa, in association with
Jazz Goa, will showcase Goa's amazing music talent in a two hour weekly show
called 'Indigo Goa Grooves'. The show will be launched on the 29th of July 2012
and will be presented by Jazz Goa's Colin D'Cruz every Sunday at 5 PM.

The objective behind the show is to promote the enormous music talent that Goa
takes pride in. There are a large number of Goan artistes who perform in Goa
seasonally only to fade away off season. Indigo Goa Grooves will be the first
and only platform to showcase local talent right through the year.

The musicians that will be featured on Indigo Goa Grooves come from various
backgrounds, age groups and musical genres. Bonny Remedios, Yvonne Gonsalves,
Chrystal Farrell and Sonia Shirsat are some of those that represent the more
experienced and accomplished set of musicians. Minelli Pinto a degree student,
Aileen Carneiro a young journalist, Carlos Gracias a school student and many
more will represent generation next on the show.

The music genres covered in the program range from jazz, rock, pop, funk,
fusion, blues, country, R&B and soul all created in Goa! Besides the obvious
Goan and Indian influences the music includes global sounds since Goa is a
world tourist destination and local artistes have been interacting with
international visiting virtuosos to create some great music that will be
broadcast on Indigo Goa Grooves.

Colin D'Cruz has his own recording studio in the quaint village of Sangolda and
most of the music that will be broadcast on Indigo Goa Grooves has been
produced by him. He has actively encouraged local artistes to take their art
form to the next level and in most cases records them for free.

Re: [Goanet] Goanet Reader: Stepping beyond Indian soil: rewind to 1970 (Brenda Rodrigues)

2012-08-08 Thread Venantius J Pinto
First of all, I appreciated reading Brenda Rodriques essay. Its is a
splendid take on how one imbues modern elements and in turn becomes a more
astute individual capable of living on many shores--developing a
cosmopolitan sense of self and being. One thing that struck me was her
response to a question about how she knew the spelling of Cointreau.

Brenda's response to the question. 'How did you know? Do you drink?',
was: 'You
don't have to drink to know how to spell!' Now I know that we are all
different, see things differently and there are many contexts within, and
by which we respond. One has heard on occasion: A fitting response indeed.
I have encountered responses which appear indirect and Brendas's response
made me think what is it about some of us, and myself for sure that prefers
a particular form of response. As in 'I drink/No I don't drink/ Never drunk
Cointreau/ or whatever. But I happen to know/ know the spelling.' Perhaps
its expecting too much, but the question still holds. Anyway, that
triggered some thoughts looking briefly at how I may have answered it, and
the intent behind the thoughts which surfaced. Please do not in any way see
it as an upbraid. It is NOT.

Now, dovetailing from my earlier exposition: Is it strange to ask a direct
question, expect details, and have them proffered in a timely, direct and
timely manner. Particularly from those who shape our social and cultural
ambit's--Goanity and all. Do they merely see any interest in detail as
being polemically inclined/ OR worse blinded to the reality they see/know?
Is it about presenting thoughts and ideas in morsel sized bites? So they
get it. Is their gate keeping rhetoric not pithy, and crude? And how come
few people see this. Are we taken in by words, or are we morally regressing
at a much faster pace then we are wont to admit within the shattering of
our existence--ontologically that is, this existence ( ex-istence ). Get it?

Although my concerns surfaced being triggered by reading Ms Rodrigues
response to her colleagues; I am in no way casting aspersions on her life,
abilities and being.

Thank you all.

[Goanet] GOA Ministers & MLAs salary and allowances also going up..

2012-08-08 Thread manuel tavares
This is preposterous. Has the cost of living in Goa doubled in the past year?
How can the Chief Minister and other Cabinet ministers justify such increases
in salary. I think that they should cut their salaries instead. They ought to
be setting an example to others in the government, not instigating such glaring
misrepresentations of character by giving themselves these outrageous increases
so that others lower down can follow. No wonder no body has any faith in the
Government anymore. I thought that by electing Parikar and his party to power,
we were going to observe trends towards a responsible more transparent
government. These first steps by the Parikar Government seem at least to me to
be in the wrong direction. I hope that Parikar will not falter when it comes to
Special Status for Goa or will he sell us for 30 pieces of silver which he will
pocket too. This will prove his caliber.

To a question from Curtorim MLA Aleixo Reginaldo Lourenco as to why
registration from DGS is not required for their sea worthiness, chief minister
Manohar Parrikar said if the vessel is in the sea, then permission from DGS is
required but if the vessel is in the bay of river Mandovi, Indian Vessels Act,

In order to solidify his position on the top of the coward podium, he is

Eddie Fernandes,
There is no hidden agenda, the subject matter is clear, "Goan Women in Canada."
The author points his finger to the Goan women he wants to disrespect and
titles his article accordingly.
This is clear to everyone.

> Are these critics able to put their hands on their  hearts and say that the

I don't understand the reference to "put their hands on their hearts." Perhaps
it is a British thing.  To answer your question, however, I have not met a
single Goan woman of the type Roland describes. Then again, I could be wrong
and they may exist as I never expected I would ever see a Goan in Canada claim
that he is a coward, and now I have.

One last thing, I am surprised that you have not yet recognized that the
article disrespects Goan women.

I honor them.
