Such seminars will  address the core issues of the basis of valuation being

Just to apprise you that the Base Value being adopted by the Asst. Assessor  
Collector  from the Ready Recknor itself is faulty. There are catena of 
judgments including that of Supreme Court which have held that the property 
rate given in the Ready Recknor, which Govt. of Maharashtra publishes every 
January is only for the purposes of determining the stamp duty and does not 
reflect the true market value of the property in given case.

 

The Ready Reckoner does not take into consideration various parameters of 
valuation such as physical, legal, social and economic factors to arrive at the 
fair market value of the property.  It does not take into consideration various 
planning and design aspects, quality and materials used in construction, 
building regulations, conditions of money markets, estimated future life of the 
building, effect of outgoings to be paid for the property, title of the owner, 
unexpired period of lease, encumbrances in the property, surroundings of the 
property such as proximity to zopadpatti/slums, frontage, allowance for joint 
ownership, effect of various Acts such as Urban Land Ceiling Act/CRZ etc.  It 
is a cardinal principle of valuation of property that likes should be compared 
with likes and to arrive at the correct value, the due allowance should be 
given for factors, which enhance or depress the value.  

We are attaching herewith the Ready Recknor rates for Marol Village for better 
understanding.

You will notice that the Ready Recknor rate for the year 2010 for residential 
property is Rs. 48400/- per sq. mtrs. which goes up to Rs.76000/- per sq. mtrs. 
for the year 2012 and for the current year it could be around Rs.95,000/- per 
sq. mtrs.

This seminar will  address, the various legal aspects, the methodology, the 
basis of valuation etc.

consumable agricultural products of any worth and solely depends on Hubli, 
Karwar  Belgaum forget about exports,  with the famous Goan 'Parra' water 
melon practically extinct. There is nothing in Goa which is exportable 
except for CAJU FENI. But that too is heavily adulterated with available 
stock for export not even able to fill one container per year in a Jumbo 
Cargo Jet. But oh YES. What is in plentiful for export and Goa is anxious to 
get rid of is (1) Plentiful Garbage (2) Illegally extracted Iron Ore (3) 
Asli GOANS. The exportable quantities are such that a brand new Greenfild 
Airport is the need of the hour. As for DABOLIM, A canary has been singing 
in my ears that the Indian Navy is scrapping the KARWAR SEA BIRD BASE and 
shifting the Operations to DABOLIM because the Navy has acquired it through 
the act of PRIDEFUL WAR against GOANS.

Ref. Renewal of Mining Leases by Mr. Rajendra Kakodkar on 14th Jan 2013. I was 
absolutely horrified to read of of the facts collated on how the Centre and 
Mining Kingpins have/are looting the state. Of the various figures quoted by 
respected Mr. Kakodkar, let me just state one example. Goa exports about $5 
Billion (27,000 crores) out of which 7,000 Crores goes to the Centre; 1,000 
crores to the State of Goa; 19,000 crores to Miners who give about 4,000 crores 
to Barge owners, Mining dependents, Contractors, Truckers etc and then use 
these mining dependents as hostages so as to continue looting the state; and 
then these Mining Kingpins retain approx 15,000 Crores. Why are Goans not 
actually revolting on these facts!!

Goa/Goans could have been the richest in the world today. There would have been 
no need for so many Goans to migrate and leave the state looking for better 
opportunities. We have literally handed over our God Blessed rich state to 
these disgusting thieves. Even the undemocratic Gulf Nations are doing an 
excellent job of taking care of their citizens than a pseudo democratic 
India/Goa. We have the courage to fight our neighbours, family members for 
petty stuff but strangely do not have the same courage to challenge these Mega 
Thieves. Are we really a naive and foolish race; it appears to be so!!

The third edition of Jazz Goa's concert in the park on the 30th of January 2013 
will stay in the memory of each and every one who made it to the beautiful 
Jardim Garcia de Orta to experience live music in all it's glory. The Show 
began a little past 6 pm featuring Goa's music ambassador Zezinho Fernandes 
warming things up with some great renditions of popular Portuguese songs. The 
host Richard Dias than announced showtime with 'Smoking Chutney' featuring 
Goa's own pop star Chrystal Farrell brilliantly backed by Benoy Rai on guitar, 
Sancho Menezes on keyboards, Colin D'Cruz on bass and Lester Godinho on drums. 
Chrystal and Smoking Chutney took the capacity crowd on a genre journey belting 
out latin, funk, blues and finally a classic contemprory jazz track called 
'Birdland', they also performed their self titled original 'Smoking Chutney' a 
funky jazz rock tune that was well received by the audience. Canadian jazz 
singer/guitarist Steve Groves than gave
 the band a break with a few solo instrumentals before the grand finale 
featuring world class talent in one big jam session on stage. Lorraine Thompson 
from the UK (ex-Bob Marley's band), Bob Tinker a trumpet virtuoso from France, 
Colin Laguna a fiery saxophonist from Holland, Pedro Libre a jazz violinist 
from Switzerland and Jayson Reynolds a drummer from the UK, teamed up onstage 
with local virtuosos Ben Fernandez on keyboards, Benoy Rai on guitar, Colin 
D'Cruz on bass, Carlos Gonsalves on percussion and Lester Godinho on drums to 
unleash absolute mayhem into the park that got  packed beyond capacity. Singer 
Lorraine finally joined the party onstage setting the stage on fire with some 
soulful vocal power and electrifying stage presence. The crowd simply refused 
to let her off and she obliged with a funky version of  'Summertime' as an 
encore. The evening ended with a promise of more Jazz Goa concerts in the park 
at least once every month.

This is a novel idea and a very practical and worthwhile one which if adopted 
by all the villages and wards of Goa will ensure that we rid ourselves of these 
pesky immigrants and preserve our Goa for its original inhabitants, the Goans. 
This trend must be emulated by all the villages in unison and implements 
seriously without any wavering so that a clear message is sent that we Goans 
mean to preserve our Goa for our Goans, the original owners of this small but 
not insignificant, at least to us, piece of land and that we mean to preserve 
our way of life and culture.

May I urge all the elders of all the villages to immediately call meetings so 
that a united front is displayed leaving no elusion that we mean business. The 
Parrikars and the political classes will not do anything like this as they are 
too selfish and too greedy to institute any meaningful change which will affect 
their status both political and material. Therefore, We the people AADMI ADMI  
MUST take all the necessary steps to protest our own interests.
Time is of the essence and the sooner we unite the better.

Aires Rodrigues post of January 25 Goanet Vol 8 issue 67 is disturbing. Why is 
the Chief Minister interfering in the running of this independent body?

It is a shame that Manohar Parrikar wishes to infiltrate the interfere in the 
affairs of the Lolayutka. This body should be independent of any influence from 
any person including the Chief Minister. It should by its very nature be able 
to even look into and prosecute the Chief Minister if he is found to be 
circumventing the laws of the land in any way for any reason. The Chief 
Ministers statement for imposing ridiculous fines against people making false 
claims is preposterous. This will dissuade persons, or as we call them in the 
west Whistle Blowers, from bringing legitimate claims of mismanagement and 
conduct against public officials fearing reprisals by way of such ridiculous 
fines. 

Manohar Parrikar, Please keep your hands out of this very important Office and 
allow the Lokayukta to appoint his own staff so that the very essence of the 
office is preserved for it to function as a viable and credible entity.

1. Most humbly I beg to differ from the views expressed by you on the captioned 
subject on Goanet. I am aware of your skills and others of your persuasion, at 
writing purple prose in English, and my woefully inadequate instrumentation in 
this department. Yes, but surely that does not mean that I cannot marshall / 
deploy or echo another international Indian who served at the highest echelons 
of the United Nations. So here goes.
 
INDIAN DEMOCRACY. 

  India is the largest Democracy in the Animal kingdom on Planet Earth. 
”Whatever you might say about its sclerotic bureaucracy versus China’s 
efficient one, India’s tangle of red tape against China’s unfurled red carpet 
to foreign investors, India’s contentious and fractious political parties 
versus China’s smoothly functioning top down communist hierarchy ,there’s one 
thing you have to grant: India has become an outstanding example of the 
management of diversity through pluralistic democracy. Every Indian has been 
allowed to feel he or she has as much a stake in the country, and as much a 
chance to run it,as anyone else: after all,our last-but-one elections in 
2004,were won by a woman political leader of Roman Catholic heritage who made 
way for a Sikh to be sworn in as Prime
 Minister by a Muslim President, in a nation 81 percent Hindu. And our largest 
state was ruled till very recently by a Dalit woman, from a community once 
considered ”untouchable”, whose caste and gender would have made her power 
unthinkable for 3000 years before democracy made it possible. She wasn’t 
promoted by a Brahmin elite in New Delhi: she rode to the top on the ballots of 
her political base, building her own rainbow coalition on the way” 
2. I am not aware that medical schools teach 'critical thinking' as part of the 
course curriculum but yes I am aware that the military academies of the 
Republic of India, that is Bharat do teach remedial English, military 
geography, military history, human resource management, tactics,as a part and 
parcel of the military curriculum,for aspiring Commissioned Officer candidates. 
2. I look forward to your displaying a scientic temper and reviewing your 
opinions on Indian democracy and the English language skills of  Indians, based 
on the small though representative size of facts canvassed by me.

Having read the book from cover to cover over several weeks, I could proffer 
the following thoughts.

1: I am unable to believe many of the vague charges contained in the book. They 
are just as 'believable' as the pre-invasion propaganda on the Indian side.

2: There are some other parts which are believable - based on conversations 
with those who were in Goa at the time, and based on how events have unfolded 
post1961.

3: The book would have been totally unbelievable IF Goa was not then treated as 
spoils of war.

4: I would NOT make a judgement on a book based on 'bits and pieces' . If I 
did, I would be like my colleague from Ahmedabad who would look at the posters 
and photographs in the windows of El Dorado and relate a whole story of the 
film .as though he had seen it.

5: Not all who challenge the status quo are pro-Portuguese. How does Eugene 
know that they are not just pro-Goan? Would he say, for instance that Rajan 
Parrikar's writings are pro-Portuguese?

6: Personally, I believe (like Santoshbab) that the invasion was not legal. 
Like him and others, I too believe that it is NOW  water under the bridge. 
Time to move forward. 

7: Am I saddened by the continued filthification and the continued land grab?  
I am. The fact of the matter is that one can do nothing about it. Conquests are 
like that. You lose You snooze. I have accepted it. Perhaps, others too will 
accept it, albeit grudgingly..and move on.

8: As far as the book is concerned, I cannot dictate to others WHAT they should 
think about the book, at least until they have had the opportunity to read it.

9: That might not be possible IF the book is banned or otherwise not available.

 between the two countries should be considered closed. But we have
 here and elsewhere, particularly on a vehemently anti-Indian website,
 people crying over split milk, by which I mean that Goa should have
 got Independent nation status. This is one if of the tussle for the
 prized colony.
 As Vivian said that it's old matter and we must see forward, a
 statement that was seconded by Merwyn. This world is largely
 post-colonial and I advise those wanting to see the Asian world
 through the lens of post-coloniality to read Between the Lines: South
 Asians and Post-Coloniality, a collection of essays. I don't have my
 book with me right now to quote from it.
 Leo has acknowledged reporters from the foreign press, and many of the
 reports from these reporters and editorials from global media were
 complied together in a book form by the Portuguese information
 department. I happened to read the copy borrowed from a fiercely
 pro-Portuguese who by the mid-70s had tempered down. The book also
 carried many anti-Nehru and anti-Gandhi cartoons and the ones I
 remember is of a Nehru wooden statue with a olive branch (symbolism
 peace) and soldiers coming out of the back door. It was a reminder of
 the Trojan Horse of Greek history. Gandhi was shown seating in his
 trademark pose, crosslegged, with his head bowed down and a dragger
 shoved into his back. I wished someone had drawn a cartoon of Nehru
 seizing Salazar by his b***s.
 Gandhi himself didn't approve of the method to gain Goa but in the
 post-Independent India Gandhi's voice carried not much weight as it

parents as reported in the foreign press. In this thread I therefore provide 
clippings from old foreign newspapers with no obvious ties to either party in 
the conflict in question.

While most cities confine themselves to collection and transportation of
solid waste, Coimbatore started with processing and safe disposal but has
yet to work on collection. Scientific capping of a few sites has transformed
them into parks and hillocks 

Coimbatore is the second-largest city of Tamil Nadu and one of the
fastest-growing urban agglomerations in the state and in India. Located on
the banks of the Noyyal River in western Tamil Nadu, Coimbatore
(Koyanputhur, meaning the new town of Koyan) is believed to have been named
after a local chieftain called Koyan. 

Known for its textiles and engineering industries and for its educational
institutions, the economy of Coimbatore has been adversely affected by the
deteriorating electricity situation in recent years. Nevertheless,
industrialisation and urbanisation have created conditions in which the city
has experienced peripheral expansion, with smaller municipalities and large
villages surrounding the core city becoming part of the area under the
Coimbatore City Municipal Corporation (CCMC). Most recently, in October
2012, the area of the city had more than doubled from 105 square km to 257
square km, and its population has increased from 10 lakh to 16 lakh. 

With physical expansion, rapidly increasing population and growing
industrialisation comes the challenge of rising amounts of garbage generated
in the city. If not properly managed and safely disposed, solid waste can
play havoc with the health of city residents. The Government of India had
notified the Municipal Solid Waste (Management and Handling) Rules in 2000,
thereby making it mandatory for all urban local bodies in the country to
engage in collection, segregation, secondary storage in covered bins,
transportation in covered vehicles, processing through composting or
waste-to-energy technologies and disposal of rejects in engineered/sanitary
landfills. Even after 12 years, most cities have confined themselves to
collection and transportation of solid waste. Processing and safe disposal
are being attempted only in a few cases. 

The CCMC is following an integrated approach to solid waste management with
a difference. Rather than starting with door-to-door collection, building
awareness for segregation at the household level, and transporting the
rubbish to the dumpsites in the slow march towards solid waste management as
has been the practice in many cities, the CCMC has chosen to first take care
of the backlog in processing and disposal, in its slow march. 

Prior to 2007, Coimbatore was no different from most other cities of India
in its neglect of the garbage generated in the city. Heaps of garbage were
poorly collected and carelessly transported from transfer stations in
uncovered trucks to dumpsites, which could only be described as land-hills.
As the city expanded over the years, the dumpsites got closer and closer to
town and became a major public health hazard. 

In 2007, JNNURM (Jawaharlal Nehru National Urban Renewal Mission) offered
urban local bodies a vision to clean up their act. Solid waste management
and disposal was an activity eligible for substantial funding under JNNURM.
The CMCC was quick on the uptake and was the first municipal corporation to
get approval for an integrated solid waste management project for Coimbatore
in February, 2007. This was the first public-private partnership (PPP)
project under JNNURM. K. Saravanakumar, assistant executive engineer of the
CMCC who showed me around, has been in charge of SWM for the past 20
years. I was impressed by his enthusiasm as he observed, with the advent of
the JNNURM, the growth of the corporation in the SWM sector has been
stupendous. He went on to emphasise the cross-learning from other ULBs. 

The total cost of the solid waste management project was Rs 96.5 crore, with
50 per cent contribution from the Central government, 20 per cent from the
Government of Tamil Nadu and the remaining 30 per cent to be put in by the
CMCC. Of the total cost, Rs 26.3 crore was for collection and transportation
of segregated waste up to the transfer stations in the city. This was to be
implemented by the CMCC itself. The larger part of the project, that is, Rs
68.9 crore, was for setting up a compost plant (a waste processing
facility), an engineered landfill (a waste disposal facility), capping off
the three old and abandoned dumpsites, building four new transfer stations
with mechanical handling facilities and transporting waste to the processing
and disposal site. This task was implemented by entering into a PPP. 

The private partner was selected through a process of competitive bidding
and the CMCC's share
