Let's call the victim of Vasco Rape: MARIA GORETTI
Since the Goa Government nor Police are neither apprehending nor releasing the 
names of the Vasco rapist nor the name of his hapless victim, although well 
nigh all Goa knows both, it is time that, like Nirbaya, the Vasco child is also 
given a name. 
I propose she be Christened MARIA GORETTI.

Panaji, April 9  (IANS) Goa has reported an increase in
 registration of sex crimes against minors due to the nationwide 
publicity and awareness created by the Nirbhaya case, Chief Minister 
Manohar Parrikar said Tuesday.

The increase, the chief minister 
said in a written reply in the state assembly, was "in view of the 
awareness created by the Nirbhaya case and also due to the direction of 
the government to compulsorily register cases". Parrikar was responding 
to a question from independent legislator Rohan Khaunte, who raised 
concerns over the rise in cases of sexual assault on minors in the 
state.

"During the year 2013 in the first three months the number
 of heinous sexual assault cases like rape have declined. However, the 
cases of other minor sexual assault have shown a slight increasing 
trend," Parrikar said in his response.

The case of Nirbhaya, a 
young physiotherapist, who was gangraped in a moving bus and left to die
 in New Delhi, had caught the imagination of the country. The ghastly 
incident had triggered nationwide protests which lasted days.

All the accused involved in the case have been arrested by the police.

I am not sure why this video prompted you to think of Canada but let me assure 
you that this truly is the land of opportunity. There have been people who have 
arrived in Canada as refuges and have become Members of Parliament in as little 
as three and a half years.

In fact, 15% of the current MP's have been born outside Canada and that number 
is sure to grow as to reflect the 30% of Canadians who were born outside Canada 
too.

Here no one votes of the basis of where the person has come from.  The person 
is usually judged on what his vision for the future is. Our friends to the 
south find this so important that they voted the son of a Kenyan as their 
President. Twice.

Like you mentioned in the subject - you folks better wake up. There is a lot of 
talent in the immigrants/refuges.

What exactly is the problem here? If industry can get cheaper, but equally good 
employees, it should be able to do so. This is what globalization is all about. 
If you wish to over pay for your products and services, please do, but don't 
force your quaint ideas on all of us.

CM’s statement dtd 8/9.4.13 in the house on ‘Citizenship for
children of Goans born abroad’ is fine.
But his remark on the MLA/s (Ticlo etc) was controversial or
misleading?
CM said ‘ this will give some relief to MLA (ticlo)’ and
others against whom disqualification petition is 
pending in the High Court (it
was also filed with Goa Governor and ECI).
 Don’t really understand what it has to with the said case.
 The petitioners claim they have proof or document saying
they acquired Portuguese Citzenship some years ago and not decades ago. Which 
could
mean they got themselves (birth) registered either through person or though
agents or attorneys.

One will only register his birth into another country with
the sole intension of acquiring Citizenship or Passport of that Country.
 
I was born in 40’s which mean, I was Protuguese then or
until 1962.
I became Indian by default or acquired Indian Citizenship by
‘Naturalisation’ 
 
But those who become citizens of a country by registering
their birth etc there (as in MLAs case as alleged) they are deemed to have 
acquired their
citizenships by ‘Registration’

citizen of India who by Naturalisation or Registration acquires the citizenship
of another country shall cease to be a citizen of India
 On 16 February 1962, a Constitution Bench of the Supreme
Court of India held in the case of Izhar Ahmad Khan Vs. Union of India that
"If it is shown that the person has acquired foreign citizenship either by
naturalisation or registration, there can be no doubt that he ceases to be a
citizen of India in consequence of such naturalisation or registration."
 Earlier (Jan 2013) too, Parrikar raked similar controversy
saying all those (including him) who born before 1961 are Portuguese nationals

Yes, Mr. CM but all of them become Indians by default
(naturalisation) as of Dec.19, 1961 or 62. Like you, it is assumed Ticlo's also
born in 'Portuguese Goa' who also become Indian by 'naturalisation' basis on
which he acquired Indian Passport. looks like he has recently acquired
Portuguese Citizenship by 'Registration' in Portugal. Citizenship by birth, 
naturalisation
and registration may not mean the same. If Ticlo is out then Caitu be out too
(for the same reasons) –
Registration in Portugal, one need not  travel to Portugal, he can appoint an 
agent
give power of attorney to act on your behalf. There are plenty such agents who
would do the job for a fee. Just open Herald, Navhind Times, Times of India on
any day and one will find a total of at least 15 ads .
 Note: This is the way I look at it, Govt or the court may see

had not made declaration in writing to retain the citizenship or
nationality within 30 days’.

“Accordingly, the persons who were born abroad to Goan parents holding
Indian citizenship as per Goa, Daman and Diu (citizenship) order, 1962,
shall be citizens of India provided their births have been registered in
Indian Missions abroad,” Parrikar clarified.

Parrikar said that election/voting cards and other documents apart from
having completed school and college education in Goa, should be accepted to
be proof of having resided in Goa since long.

Chief Minister said that the reply will give a relief to MLAs ~ Caitan

*PANJIM*: As part of the ongoing investigation into the seizure of an ore
laden truck, the Mines Department Monday inspected a firm in Bicholim to
find out details about ore stocks, an official said. The raid was carried
out after the case was referred to the Department following the detention
of the Karnataka registered truck by Valpoi police recently.

The team returned late tonight. The Department is also investigation into
the validity of the documents produced by the transport contractor.

According to the police, the truck which was registered under the number
KA-22 B-4829 and owned by one GS Puri, from Khanapur, was apparently
transporting iron ore from Reddi in Maharashtra to Pissurlem when it was
stopped enroute ~ but after it crossed the border. The driver had then
produced a delivery note cum tax invoice even though he claimed to be
transporting ore interstate.

It may be recalled that the Government had directed that the Transport
Department at Naibag, Patradevi, Dodamarg, Polem and Mollem check posts
would verify the documents connected with the transportation of ore into
and out of the State of Goa till the mines officials are posted at these
check posts.

At present there is a Supreme Court ad interim ban on transportation and
export of ore ~ including extraction in the State pending a report from its
Central Empowered Committee (CEC).

According to the laid down procedure, companies have to contact the Mines
Department giving details about the consignment, and get a No-objection
Certificate for transportation of the ore.

On an earlier occasion of transport and export of ore allegedly from Reddi,
the CEC had asked on what basis the permission was granted (by providing
supporting documents such as transit passes), which officers cleared it and
who had physically verified that the ore had come from the Maharashtra
mine, as claimed, as well as details of the nearest port from the Reddi
Iron Ore Mines from which the export of iron ore is feasible or normally
undertaken.

The CEC had also asked for date-wise details of the iron ore brought from
Reddi Mines, Maharashtra and other Maharashtra origin iron ore which came
to Goa for exports during the last two years along with the details of the
quantities exported and balance material; copies of the permissions granted
by the concerned officer(s) of the State of Maharashtra for issue of
permits for transportation of iron ore to Goa and the relevant transit
passes and other supporting documents.

This was after the State Mines Department had issued an NOC to a trading
company ~ Prime Minerals ~ to export 72,000 tones of ore, that it claimed
had been brought to Goa from Maharashtra.

Further to the message below, I do remember  an incident from my school
days.  It was somewhere in 1968 or 1969, our school, Guardian Angel from
Sanvordem was playing Subroto Cup Final against Don Bosco, Panjim at Campal
ground(We lost our trip to Delhi).  On one side of the ground, there was
cricket match going on where our Chief Minister, Shri Dayanand Bandodkar,
was playing. He was a batsman and he must have hitten very hard, probably
FOUR and the ball came running and hit one of our student foot.  The student
was  in trouble, but the Chief Minister came to his rescue, leaving the
field and started massaging with his own hand. A great simplicity shown to
us students.

Dr. Jack Sequeira is a hero to me till date and will continue so.  Our
politicians owes their seats to him, he was a leader to all GOANS.  Most of
the politicians recognize his great deeds 'deep down their heart but fails
to recognize publicly due to vote banks.

Engineering College after Goa?s first Chief Minister late Dayanand
Bandodokar.

But successive governments despite their assurances have done nothing in
memory of Goa?s first Leader of the Opposition Dr Jack Sequeira. But for Dr
Jack Sequeira?s then tireless efforts, Goa might have today been
languishing as a mere taluka of Maharastra
