Wagh should ask the Goan delegate who called for the Lusofonia games to be held 
in Goa. I remember vividly during the first Luso Games in Macau a Goan delegate 
being completely mesmerized with the facilities in this tiny southern part of 
China. His words to the rest of the group 'ami thor koria' ie.: host the games. 
 
Wagh is ignorant that Goa, Damao and Diu share a common past. The improbablity 
of hosting a proper show may also be one of his concerns. Therefore one sees 
all sort of natkans.

Vishnu Surya Wagh keeps claiming that his objection to Goa and India
participating in the Lusophony Games is because India is not a
Portuguese speaking country.

Please will someone direct Wagh to the last few lines of the paragraph below.

multinational multi-sport event organized by the ACOLOP, which
involves athletes coming from Lusophone (Portuguese-speaking)
countries, namely those belonging to the CPLP (Community of Portuguese
Language Countries), but also others where there are significant
Portuguese communities or that have a common past with Portugal.

In Goa, when it rains, it pours. The three-days of the BJP national
executive meet saw thunder and bluster that reverberated in the whole of
India. It could be coincidental or may be pre-planned that the Janajagruti
Samiti convention for formulating a Hindu Nation also took place in Goa.
This twin showpiece of the Hindu right on soil that was never known to help
the growth of communalism despite being ruled now by the BJP, and even when
the party was in power earlier ~ has only succeeded in raising a red flag
in the Goan’s secular consciousness.

10:50St Anthony is one of the most revered saints in the Church calendar. 
During his lifetime he faced several startling paradoxes. A paradox is defined 
as, ‘a situation or event that appears to be of one value, perhaps negative, 
but then in time it is seen to be something positive.’ It can happen the other 
way, too. Let us look at St Anthony and what happened in his short life. As an 
Augustinian monk in Lisbon in the year 1221, Anthony met some Franciscan friars 
who were returning from Morocco with the remains of other friars who had been 
martyred for preaching the Gospel to Muslims. Anthony was so deeply moved by 
what he saw and heard of these Franciscan martyrs that he begged and received 
permission to enter the Franciscan Order. In a short time, he was allowed to 
make his own journey to the Mideast so that he could preach and perhaps die a 
martyr for Christ. What a noble intention he had! But it never happened. The 
ship he was on ran into a terrible storm, and he ended up in Sicily. Why would 
he run into such bad luck? Paradoxically, he met other friars about to leave 
for a meeting in Assisi called by St Francis. Anthony, who was new to so many 
friars, had no assignment and asked the provincial minister from northern Italy 
to take him into his province. Anthony had studied Scripture and theology for 
nine years, bringing to his studies a brilliant mind. All Anthony wanted was to 
learn more about the Franciscan life. He never mentioned his background. And so 
he was assigned to cook in the kitchen ~ to which he did not object. What an 
apparent waste of talent! But, here again, we see another paradox. A Dominican 
friar was ordained a priest, and Anthony went with his whole fraternity to 
attend the celebration following the ordination. The superior asked one of the 
friar priests to give a short sermon, but all declined since they were not 
prepared. The superior then told Anthony to preach, figuring that no one would 
expect much from him. “Just say something simple,” was the command. 
Paradoxically, what happened was that Anthony preached from his heart and, 
because of his knowledge of Scripture and theology, the listeners realized that 
Anthony was so talented that he needed to become a preacher for the Order. But 
we must remember that more than his preaching, it was Anthony’s personal 
holiness that attracted people. Paradoxes are part of all our lives. Think back 
to moments which you thought were the worst you could experience ~ perhaps a 
crisis that seemed so terrible. Yet now, looking back, you realize that that 
crisis changed your life in a very positive way. Negative experiences ~ even 
sin itself ~ can be a moment of growth and the beginning of conversion. You 
see, sometimes, when we fall we actually fall forward. And when we get up, 
paradoxically, we are further ahead than when we fell. All that is part of the 
mystery of God’s grace and providence. We sometimes think that when we are 
good, God is near us and when we are bad, God leaves us. Not true at all. God 
never leaves and paradoxically, sometimes it takes a total blunder in our lives 
to wake us up to God’s love and our need for Him.Our past can be looked at with 
unproductive regret. But, more importantly, in faith and trust, we can come to 
understand the mysterious paradoxes of our lives and our journeys on earth.The 
Feast of St Anthony, the Patron Saint of the Goa Capuchin Province, is 
celebrated every year on a grand note by the friars, school teachers, boarders 
and friends who gather on the hill-top, Monte de Guirim. As we celebrate the 
feast, may we learn that the paradoxes in our lives are signs of God’s love and

Firstly...

Eddie, Selma and whoever else was involved, congratulations on what
appears to be a really fantastic and path-breaking exhibition.

That aside I find this nit-picking on whether or not it is the first
exhibition/collection a little tiresome.

I remember some years back the raging debates about whether or not
Rene Baretto thought up the concept, and coined the term Goa Day.
Kuwait-Goans, Qatar-Goans, even the Sanvordem Parish Youth Association
(if I'm not mistaken), claimed credit. But Rene persevered with his
contention and eventually crowned himself the Father of Goa Day.

Similarly Herman Carneiro is the Father of GoaNet.

Who originated something? Who sustained it? Who popularised it? All
are important.

Incidentally Expressions was the first (and till date only) flower
delivery service provider in the world since 2001 to offer digital
photographs of receivers with the flowers.

Basketeers meet to suggest revival plans gains momentum

PANAJI: Around 80 basketball players and enthusiasts of the game met
in the city on Sunday to discuss the lingering crisis in the Goa
Basketball Association and suggest revival plans for future. The
meeting was held at the Don Bosco Oratory Conference Hall.

Fr Ralin who convened the meeting called on the basketball fraternity
to remain united and fight hard towards reviving basketball in Goa.
The meeting was attended by many past and present players and
basketball enthusiasts, many of whom expressed their opinions on the
occasion.

Ashley Do Rosario of Aliens Club lamented that affiliated clubs,
schools and institutions were no longer a part of the Association. He
said opening of membership to clubs, schools and institutions was
fundamental to the revival plans and said that a time frame of six
months must be set for the whole revival process to set in. He
appealed to all to join them in their revival plans.

Sandeep Heble, secretary of Friends of Basketball, said he was
disappointed to see Mr CF Vaz and Mr Shekhar Jain call the shots for
so many years now despite not doing anything for the sport. He said he
had obtained various documents under the RTI Act through which there
was prima facie evidence of illegalities, irregularities and even
fraud in the management of the affairs in the Association.  He said
his club would file an FIR shortly and take other appropriate action
required to ensure that basketball players do not suffer any further.

Current state player Aakash Madgavkar who is one of the probable for
the Lusofonia camp said all the camp players were upset with attempts
from some quarters to include Mr C F  Vaz and Mr Shekhar Jain in the
organizing committee. He said this would be unacceptable to the
players as the GBA was responsible for the destruction of basketball
in Goa and moreover, the camp was functioning very smoothly with a
Government appointed committee.

Former state basketball players Adv Anil Desai, Vasco Alvares and
Audrey Menezes recounted the horrifying times they had had due to
various instances of bungling by the GBA. Each of them recounted how
they would spend days in trains without reservation, sleep on the
floors, have no proper allotment of rooms.  They said there were many
occasions when they were made to spend their own money for
representing the State and on few occasions they had to even return
without playing a single game as the GBA had forgotten to submit their
team entry.

Agnel Dias, a senior player who now officiates the basketball matches,
said even during his playing days, there were various occasions where
the GBA had shown a complete disorganised approach.
“On few occasions, even the finals were postponed as Mr C F  Vaz could
not arrange the prize money,” he said.

Rui Fereira, a former state player, flayed Mr C F Vaz who he said was
consistently guilty of following wrong selection procedures.

Orlando Mascarenhas, a former office bearer of the Association said
the game must now be in the hands of the younger generation and those
who love the game. Few other members from the audience also gave their
suggestions to revive the game in Goa. The general sentiment was that
Vaz and Jain must resign and make way for others to ensure that
basketball players who have suffered all these years for no fault of
theirs are not made to suffer any further.

Eddie, You're thoroughly confusing the issue and also getting confused in
the bargain... Studies on Goan migration have been done for at least the
last 60-70 years, if not more. Why act as if these have been begun in 2013?

In my view, it all boils down to giving credit where it's due, and duly
acknowledging the  work of the giants on whose shoulders we pygmies stand.
Some of these researchers are dead, the studies of others might not be
easily accessible... but that does not mean that we should act or believe
that such work was never done.

My post was a response to Viv's "I don't know if anyone has documented
those experiences" and hopefully that point has been made.

in Goa to New Delhi, as officially released by the Department
of Information & Publicity, Government of Goa:

MEMORANDUM ON SPECIAL STATUS FOR GOA PRESENTED TO THE HON’BLE
PRIME MINISTER OF INDIA BY THE ALL PARTY DELEGATION ON 12th
JUNE, 2013.

Goa is the smallest States of the Indian Union with just a
population of about 15 lakhs.  Over a period of time,
unrestricted migration into this tiny State is threatening to
make the Goans a minority in their own State.  We may be
permitted to explain to you in some detail how this has
happened and the consequences thereof.

2. When India became independent in 1947, the Portuguese
ruled enclaves of Goa Daman and Diu and the French ruled
Pondicherry, were the two Indian territories still under the
foreign yoke.  The first Prime Minister of India, Shri
Jawaharlal Nehru, had made it amply clear during the
discussions inside and outside the Indian Parliament that
both Goa as well as Pondicherry are integral parts of India
and no compromises on its freedom and integration with India
will be made.  When certain elements, both within and outside
Goa, demanded its merger with the neigbouring Maharashtra
State (the then Bombay province), none other than Shri Nehru
gave a categorical assurance that the merger or otherwise
with Maharashtra would be as per the wishes of the people of
Goa.  Nehru reiterated on 4th June, 1956 in a public meeting
in Bombay that “when Goa comes into Indian union, we are not
going to merge Goa into some district.  Goa will remain an
independent entity presumably under the Indian government”.
He perhaps meant the Union Territory status.  He had
repeatedly assured this both prior to the liberation as well
as after the liberation.

3. Drawing a parallel with the French possessions in India,
Nehru acknowledged that the history had given Pondicherry and
Goa an identity different from the rest of India.  The Goans
were assured that they shall have freedom to retain its
unique identity in a manner wished by its people.  The unique
and distinct identity of Goa was reaffirmed by the people of
Goa themselves by rejecting the proposal to merge Goa with
Maharashtra by over thirty thousand votes or 54% of the
electorate in a historical opinion poll held on the 16th of
June, 1967.

  4. Goa remained isolated from the rest of the
  country because Portuguese sought to insulate it
  from external influence by limiting educational
  opportunities.  The Portuguese restricted education
  to the school stage and that too predominantly in
  Portuguese language.  This effectively kept the
  Goans in the dark about rest of the country, let
  alone rest of the world.  Inspite of all efforts by
  the Portuguese rulers Goa still retained its Indian
  cultural roots albeit a distinct one.

5. During the Portuguese rule when there was State sponsored
imposition of western culture and life style, on the local
people, a syncretic culture developed which represented the
fusion of east and west.  The dominant Indian culture
influenced the colonial Goa while simultaneously, western
culture influenced the indigenous Goan culture.  The unique
Goan identity is born out of this cultural fusion.  It is
this culture which gave birth to cosmopolitanism unique to
Goa.  The common Civil Code which is put into practice in Goa
without any resistance from any section of the Goan society
is one of the examples of cosmopolitanism.  The way Goans
welcome with open arms the tourists and of late, the retiring
citizens from other parts of India are the results of this
cosmopolitanism.

6. Unfortunately, our open hearted cosmopolitan character has
been misunderstood to such an extent that the unrestricted
immigration and whole scale transfer of land is beginning to
submerge the unique Goan identity.  Though we have been
noticing this in the last decade or so, it has now reached
menacing proportions.  The apprehension is that by 2021 the
migrant population will outnumber the local Goans.  The
threat to Goan identity seems to be real as revealed by the
census data.  The 2001 census data estimates that the Konkani
speakers form only 51% of the total population.  The Konkani
and Marathi speakers put together form 2/3rd of the
population.  In other words, 1/3rd of the population are
immigrants.  This becomes a huge proportion to the total
population given the small size of Goa.

7. The above data confirms that migration is diluting the
ethnic character of Goa.  In the first decade after
liberation, the growth of population was 34.77%.  This trend
of migration contributing to population growth continues even
today.  The latest growth of population for the last decade
is 8.17%.

[Goanet] Ancient civilisation and today's Goan 2013

Dear goanet readers

Although history was not my favourite subject at school, recollection from 
photographic memory is that civilisation began on the banks of the River Tigris 
and River Euphrates. At the Oral Histories Project of British Goans at the 
Nehru Centre in London which ends this Friday there is a photograph of the 
humble Arab dhow (Karachi) which plied the trading routes from Karachi and 
Bombay to Zanzibar, an island off the East African coast. 

The word POSH comes from the shipping route from England to India it stands for 
Port side Out Starboard Home. It was fashionable at the time for the 
British to employ or loan cooks and ayahs (housemaids) who were mainly known as 
Goanese. These people in turn looked down upon our people 
coming from Goa but later went on to East Africa and employed cooks and ayahs 
from the local African population..

Our rugged men took their potlos and without travel insurance traveled from Goa 
to Bombay where they were unwelcome by our people forcing them to 
seek opportunities elsewhere one of them being sailing on Arab Dhows to 
Zanzibar where it appears a small Goan colony was formed and those who were 
in dispute with the Portuguese authorities were imprisoned. From here word had 
it that opportunities were opening up in German Tanganyika and British 
East Africa and hence the onward journey to these lands where some lost their 
lives with the hostile Khapri spear which was more effective than the Goan 
khoitos used for plucking coconuts. 

The project reminded me of a Roman archaeological dig in the early 1970s in 
London where the layers of soil were a bit like bebic with each shade of 
colour covering a period in time. What is fascinating is our people resemble 
the humble clay pot that for generations cooked our dishes over a wooden 
fire and got covered in layers of soot. This project team have now jet washed 
the soot of the pot to reveal the original design, texture and fabric of our 
society - a once perfect claypot. Today's Goan generation tend to make cracks 
in the claypot just for the hell of it. What is the cause of this behaviour? 
There was a "Filling in the Cracks" claypot session organised by the learned 
young London Goans recently - perhaps through goanet the organisers can 
share their report and enlighten us as to what has been achieved since then. 

Perhaps modern day educators may consider adding ancient Goan in addition to 
ancient Greek as a subject for further study.

Are our leaders tramplers of the Indian Constitution?

A good leader should sow the seeds of Unity as Unity is a beacon of hope
and of prosperity for our Society and the Nation at large. Any
discrimination on the basis of creed, caste, class, is a stumbling block to
progress. History is replete with all the atrocities unleashed due to caste
and religious conflicts; the damage it has caused and which it continues to
cause is irreparable which has kept India even to this day as a backward
developing country (though it is supposed to belong to the richest and
oldest Indus Valley Civilization) and this weakness was capitalized on by
imperialist nations.Yet we refuse to learn from our follies and are ever
gung-ho with our fellow Goans on the basis of our petty disparities.
Everyone seems to be ego-centric, trying to promote their own community,
caste and religion while being disparaging and downgrading of others.

Is India a Theocratic State for our leaders to impose whichever religion
they choose on those who are living within the ambit of the Indian
Constitution? To quote from the Preamble to the Indian Constitution “India
is a sovereign, socialist and SECULAR and democratic Republic. Secular
implies a State which has no religion of its own as the recognized religion
of the State. It treats all religions equally. It secures to all citizens
liberty of faith, belief and worship. In a secular State, the State only
regulates the relationship between man and man and is not concerned with
the relationship of man with God (that is left exclusively to the clerics
of every religion, as they are trained in philosophy, theology to
understand supernatural entities to guide their flock spiritually). One may
worship God according to the dictates of his or her God-given Conscience.
However freedom of Religion is not an absolute freedom but a freedom
subject to regulatory powers of the State, so that in the name of Religion
nothing can be done against public order, morality and health.

If it is so, should not the infiltrators of the Hindu Janajagruti Samiti on
our Goan soil, who are sowing the seeds of religious discord among our
pluralistic and diverse religious society, that has and continues to
cohesively coexist, with a great bond of amity for centuries, be denied
future entry before any further damage is done to the tapestry of our
religious diversity harmony? Why are our watchdogs among our political
leaders and the heads of the religious communities mute to this? Are they
waiting to fish in the troubled waters once the evil is done?

Don’t they realize that this evil should be nipped in the bud right before
the cancer spreads? Is it inexorable? Can we allow the prophets of doom to
preach falsehood and hatred in the name of God? Has any Hindu God decreed
that only Hindus can be occupants of this nation even at the cost of
violence? As Satish Pradhan one of the members of Janajagruti, while
addressing the convention at Ramanathi Ponda stated “ Hindu dharma nation,
traditions and sacred cow are on the verge of annihilation. When the state
of affairs is going from bad to worse it is high time we use weapons to
protect the nations dharma and our traditions”.

Is it not perfidious and a blasphemy to attribute to an unlimited and
universal God such sectarian or partisan connotations? Do they not reflect
their ignorance of what God really is and should be? Are they relating to
their God of their imagination as they cannot fathom Him with their sensory
perceptions? If we rake up the Genesis of Religion when Man was totally
insecure on the planet Earth and at the mercy of the natural forces which
overpowered him and being afflicted with fear, he worshipped the elements
of nature thinking he could appease them and could get relief (so there was
his concept of the Rain God, Sun God, God of the Cattle, etc ). Gradually
as the human brain evolved and Man delved deeper to fathom God, he realized
material things cannot be equated with God as they are limited and
transitory but God is a permanent entity which no limited mind can perceive
but only with intense faith through meditation and detachment like Gautama
Buddha, we can experience the imminent existence of God.

All those who rant in the name of Religion must accept the fact that God is
One, the Alpha and the Omega (with no beginning and no end). He is above
everything and above everyone as He is Omniscient, Omnipotent and
Omnibenevolent. He is a universal God of Love who has no limitations and
cannot be confined into the four walls of the church, temples ,mosques,
gurudhwaras etc.God cannot be fathomed by a blinkered or limited mind. It
is unfortunate that Religion is misused as an opium to misguide the people
for their own vested interests by certain un

Dear goanet readers

As seen courtesy of Goan Voice UK (thanks to Eddie Fernandes), comes the above 
Herald Review titled "The Swindon Syndrome".  What I knew was three 
almost entire villages that have moved from Goa to the United Kingdom comes hot 
off the press that it is now nearly six villages.   Our community who have 
moved to the United Kingdom are eager to "keep the connection" with Goa and 
"their roots alive" and the good news is this should be possible, Goa's 
Chief Minister has recently announced he is going back on Facebook.   

Now comes a real opportunity, the six villages of Goa Velha, Agacaim, Batim, 
Siridao, Marivel and Santa Cruz have become so much quieter that they now 
present an ideal holiday destination for our community worldwide who are 
looking for a peaceful "susegade" holiday.   The photograph of a street with no 
people shown in the article is a far cry from the street I had to cross 
everyday in Candolim in January this year, it took me nearly twenty minutes to 
find a 
gap between traffic to run across to the other side at break neck speed as they 
is no duty of care either by drivers, pedestrians or the local authority. A 
pedestrian or zebra crossing would be considered decorations by the locals as 
the highway code is yet to be understood.

Luzen Da Cunha living in Reading (west of Heathrow) is a woman after my own 
heart, she says "If there is a wedding in the UK, the Goan bride and groom 
follow traditional ceremonies like the ross". Such new arrivals should be 
welcomed as they bring with them our real culture from Goa which should be 
embraced and possibly re-distributed to our community around the world through 
World Goa Day organisers.

In my mid-thirties (living in the United Kingdom), the daughter of a close 
family friend was getting married and we received an invitation for Ross which 
was 
quickly and politely declined.   Not knowing what Ross meant, I questioned one 
of my family members who replied "it is when they bathe the bride in 
coconut juice before her wedding, some of our community still do it" (in Goan 
terms this meant that our family did not).   After this very brief exchange of 
words this is what I imagined Ross to be - a bath being put in the garden, 
filled up with coconut juice for the bride to bathe in (a bit like how an 
Egyptian 
Queen bathed in milk).  

Three years ago I flew into Goa for a wedding and arrived the night before 
Ross.   The next day the whole household was busy preparing Goan hors 
d'oeuvres, baskets with a vegetable filling, chutney sandwiches, etc, imagine 
the scene busy as bees.   (Incidentally in Mombasa, Kenya we never made 
chutney sandwiches for our parties, we made "ribbon" sandwiches (not of ribbon) 
the fillings representing the colours of red, green and yellow between 
slices of bread and then cut down to dainty pieces displaying the three 
colours.   Chutney sandwiches were made for picnics on Bamburi beach).  Ribbon 
sandwiches are not like the American Club sandwiches where many slices of bread 
and filling are held together with a yard long toothpick and take some 
time to eat.

All the while helping out, my eye was on the garden awaiting the arrival of the 
bath.   This is what Ross turned out to be, the bride and maid of honour 
sitting on plastic chairs in the garden, all the guests taking in turn a cupful 
from a container of coconut juice, pouring it over them. This was followed by 
sing songs and a party till the early hours of the morning with all family 
members present. Apparently the "some" in our community who did not do Ross 
viewed it as a primitive custom but I am not sure which part of this custom is 
supposed to be primitive.   The English do much the same, they would classify 
Ross a "hen" night with men or a "stag" night with women with getting drunk and 
silly being the operative words. 

When we got married, Melvyn and I we missed out on Ross so we will have to do 
Ross if we get to our 25th wedding anniversary. After coconut juice in 
the garden, we will slip into the bath together with a shot of feni and 
. a ribbon sandwich to share.

This brings me to the question, how many of our enjoyable and fun loving 
traditions which include the entire family are disappearing into the sands of 
our 
beaches?

All answers will be read on my return from tanning my big toe in the sun while 
sipping tiny, tiny mouthfuls of Sangria from my beaker (not in the United 
Kingdom, I hasten to add, the only tan anyone is going to get here will be a 
false one from an electric sunbed!).

multinational multi-sport event organized by the ACOLOP, which
involves athletes coming from Lusophone (Portuguese-speaking)
countries, namely those belonging to the CPLP (Community of Portuguese
Language Countries), but also others where there are significant
Portuguese communities or that have a common past with Portugal.

[Goanet] BUREAUCRACY IN GOA HAS GONE FOR A TOSS

The bureaucracy should have been independent and impartial but sadly in Goa
it is not living up to this reputation. The bureaucrats in Goa have totally
surrendered to the political rot. The Chief Secretary who heads the
bureaucracy should have led by example and kept the administration free
from political interference. But the current incumbent Mr. B. Vijayan has
been shamelessly bending and bowing all over, while signing on the dotted
line at the dictates of Chief Minister Manohar Parrikar. This not only sets
a bad trend, but will also expose the bureaucrats to criminal prosecution
for intentionally misleading the Government on vital matters.

Government employees cannot be directly or directly engaging themselves or
participating in any work pertaining to any political party. At the two day
BJP conclave in Goa held at the Marriott last weekend, so many State
employees including the official staff of the Chief Minister were assigned
various chores at this political party meet. On 13th Dec last year, the
entire bureaucracy led by Chief Secretary Vijayan queued up at the BJP
office in Panaji to greet Chief Minister Manohar Parrikar on his birthday.
This was totally out of place because no government servant should ever
have an occasion to visit an office of a political party. T he Conduct
Rules also prohibits such acts. They could have wished the Chief Minister
or even kissed his feet in his office at the Secretariat or his official
residence.

Over the years we have seen successive governments using bureaucrats as
pawns in their political games, but the situation has reached a flash point
under this current one man regime. And it is precisely to achieve his
nefarious ends, that Manohar Parrikar has been crying hoarse that
incompetent officers are being sent by the Central Government to the State,
since he wants officers who do not advise nor question, but just shut up
and listen.

We need to stem the rot over this interdependent chronic relationship that
exists between Ministers and civil servants. May be its time the parameters
of the relationship between ministers and civil servants is made abundantly
clear by having a code of conduct for bureaucrats and a code of ethics for
ministers which ensures a neutral relationship  between a minister and
civil servants. These codes of conduct and ethics should clearly outline
 the division of responsibility between the ministers and civil servants
with the fundamental focus being on the political neutrality and
impartiality of civil servants preserved at all costs. The bureaucrats in
Goa are the new caged parrots.

It is difficult to ascertain at this point in time when the idea of another
airport for Chennai - at Sriperumbudur - was first ideated; but in May
2007, the then Tamil Nadu chief minister M Karunanidhi did announce that
his government had identified 4,820.66 acres of land for the proposed
airport.  Coming from him as scam after scam in later years led to his
party, the DMK, comes as no surprise.  But by February 2010 the Greenfield
project was shelved.  With modernisation of the Chennai airport and taking
into consideration traffic growth, the state and union governments decided
not to go ahead with the Sriperumbudur project.  The main roadblock was the
fact that the state government itself realized that many major cities in
the world operate with one airport and Chennai really did not have the
traffic volume to justify a second airport.

bagged.  The Nehru stadium gets the gold for being the most overhauled
stadium within the Lusofonia fraternity.  This will also bring back that
lost-somewhere smile to your face, the fact that the approved nine
disciplines are – athletics, basketball, beach volleyball, football, judo,
table tennis, taekwondo, volleyball; not chess.  Yes, NO CHESS, the only
game Goa excels at which this state could have insisted on being the host.

By his reckoning, Modi who turns 63 in September has two years to go (*the
PMs term is five years*).  Advani’s red herring a few days heaping fulsome
praise on MP chief Minister Shivraj Singh Chouhan (who is only 54)  – he
said Chouhan had to struggle to bring up a state like MP which was part of
the notorious underdeveloped BIMARU unlike a developed state like Gujarat –
stirred controversy.  But he is very eligible going by Parrikar’s
yardstick. But as Parrikar said, Nos: 2 and 3 are just in queue, it’s all
about No: 1, who should be NaMo according to the Goa CM.

Many of BJP’s leaders pass Parrikar’s test - Sushma Swaraj (61), Arun
Jaitley (60) Raman Singh (60), CM of Chatisgarh, Shivraj Singh Chouhan
(54), CM of Madhya Pradesh and Manohar Parrikar himself is a spring chicken
at 57.  But again in Parrikar’s words (back in 2009), “At present
Advaniji's innings is matured.  It is like Sachin Tendulkar.  However
matured innings he may play, sometime he will have to stop playing.  It is
like a pickle which takes a year to mature.  But if it is kept for two
years or so, it gets rancid.”  Last heard Sachin Tendulkar who has turned
40 has not retired although the number of times he has to confront the R
question is embarrassing.  He’s taking the quote by Rahul Dravid, a
cricketer and a gentleman, who, when he hung up his boots said, “Age is
just a number.”  Not just Sachin, all politicians are taking this dictum

[Goanet] A game that bounced back!!!

Every citizen, except political parties, welcomed Central Information
Commission (CIC) recent judgment. But from political perspective, "This
order is going to have far reaching impact on accountability in political
system which is currently polluted by corruption"  Most intellectuals say,
that Congress party leading UPA II has now realized their 'self mistake' by
introducing RTI Act without thorough studies! And for very sure, now All
Political Parties will get together, forgetting their secular-communal
credentials, and amend the RTI Act and get them out of RTI ambient. They may
even come out with something like 'political party protection act.' We need
not be surprised if they bring out this Act!
 
LITIGATION IN BRIEF: 

As per RTI Act, the definition of 'public authority' contained in Section
2(h) and the definition of 'substantially financed' contained in Section 2
(i) compelled the full bench of Central Information Commission (CIC) to pass
the landmark judgment of bringing political parties under ambit of RTI Act. 

According to the legal provisions, the RTI Act is applicable only to public
authorities, which is defined as any authority body established by or under
the constitution; by a law made by Parliament or state legislature; by a
government notification. It includes anybody owned, controlled or
substantially financed institution by the government.

Upholding the definitions of 'public authority' and 'substantially financed'
as argued by two litigants with documentary evidence, CIC declared that
political parties as public authorities, thereby, bringing them under Right
to Information (RTI) Act. The full bench of the Commission, which had
reserved its order after hearing the representations of litigants and
political parties, made their judgment public on last Monday. The Commission
has given six weeks time to political parties to appoint central public
information officers and the appellate authorities to respond to RTI
queries.

During the hearing before the CIC, the litigants argued that political
parties are substantially financed by the government of the day in multiple
ways including land given at concessional rates, exemption from income tax
and free air time on All India Radio and Doordarshan.
The salient points made by litigants are:

(i) The political parties hold constitutional status and wield
constitutional powers under the Tenth Schedule of the Constitution in as
much as they have the power to -
a) disqualify legislators from Parliament and state assemblies;
b) bind legislators in their speeches and voting inside the house;

should come to power;
e) decide public policies that affect lives of millions of people."
Further, the arguments include that the government has been indirectly
financing various political parties by way of free air time on All India
Radio and Doordarshan. These points were presented to the Commission to make
a strong case to bring parties under the ambit of RTI Act.

AND OUT CAME THE CAT!

Analysis of the replies received from political parties showed that the top
five political parties with the highest total income between 2004-05 and
2010-11 (last seven years) are: Congress with Rs 2,008 crore followed by
BJP: Rs 994 crore, BSP: Rs 484 crore, CPM: Rs 417 crore and SP: Rs 279
crore. Going only by disclosed information, these 5 POLITICAL PARTIES IN
TOTAL RECEIVED Rs 3,974 crores!!! 

Above quoted figures are just a tip of party's own Iceberg which is showing
only 10 % of its actual above the surface of water!!! 

The information also revealed that MAJORITY OF THE MONEY COMES FROM
DONATIONS, however; the NAMES OF DONORS FORMED A SMALL PERCENTAGE ON THE
OFFICIAL RECORD.

BEFORE TO THIS JUDGMENT:

In 2008 CIC had also passed the judgment making I-T returns and contribution
reports of political parties available in the public domain. Even at that
time all political parties had opposed to part with this information. CIC
had, however, directed the Income Tax authorities to make this information
public as there was huge public interest in the information.

Yes, party politics is a game of BIG MONEY!

Complaint filed with IGS against GBA officials

PANAJI: A complaint was filed by 3 basketball players/organizers on
Tuesday against few officials of the Goa Basketball Association at the
Office of the Inspector General of Societies, District Registrar
North, for allegedly indulging in illegalities, mismanagement of
affairs, financial irregularities, deception, fraud and cheating.

The complainants have sought investigation against Goa Basketball
Association under section 20 (A) for the said illegalities.

The complaint points out that GBA, in its original constitution,
membership comprised of individual members and collective members
where in the collective members were affiliated schools, clubs and
institutions.

The Constitution was fraudulently and through wrongful process amended
on February 25, 2001 by select few members without sending notices to
Life Members and/or affiliated schools, clubs and institutions, the
complaint maintained adding that even founding members were not spared
and their names unceremoniously removed from the registers of the
Association without even notices having been served on them.

“This was done with an ulterior motive by the then President of the
Association, Mr C F Vaz and the then secretary Mr Shekhar Chand Jain,
with an ulterior motive of holding on to power perpetually, through
fraudulent means, even though these two did not enjoy the support of
the vast majority of the members,” the complaint claimed.

The complaint pointed out how Mr Vaz and Mr Jain continue to manage
the affairs of the Association through fraud and deception, though the
term of the previous managing committee came to an end in the year
2001. “No attempts have been made to hold fresh elections. In the
meantime, Mr Vaz continues to function as the President and Mr Jain as
the Secretary,” the complaint stated making a mention of Mr Shankar
Naik and Mr Govind Chodankar for allegedly indulging in one wrongful
act after another which go against the provisions of the Societies
Registration Act and against all possible laws and norms.

The complaint also takes a dig at Mr Vaz for furnishing false and
misleading affidavits to carry forward his motives and designs. “This
has been done by him in connivance with Mr Shekhar Jain and the two
other members,” the complaint alleges.

“Documents submitted for the purpose of the renewals are also
misleading. Many of the other members who refused to sign the
documents owing to blatant illegalities/ irregularities have been
shown as being out of station when they have been very much within the
territory of the State at that time.

“The Association has now been declared as an unregistered Society
under the Societies Registration Act and has lost its legal status;
yet, the President Mr Vaz continues to function illegally as its
President and Mr Jain as its Secretary and this is being done by them
in connivance with certain Basketball Federation of India Officials,
showing complete disregard to the laws of the land and the rights of
Goan sportspersons,” the complaint further states.

It also points out that fabricated documents have been submitted to
the Office of the District Registrar for carrying out renewal process,
such as Form VI, i.e the List of Members to be maintained by the
Association, Minutes of Meetings, etc. A perusal of these documents
will clearly reveal the extent of fraud/deception these two
individuals have played on the office of the District Registrar, the
complain states.

The General Body Meetings have also been held with only 4 members
present. By being continuously in the Association without having
obtained prior sanctions from their concerned Departments, these
State/Central Government employees have violated CCS Service Conduct
Rules and other Government Orders/ Memorandums, namely the Sports
Ministry Circular dated February 4, 2010 and the DOPT OM
11013/9/93-Estt.(A), which do not permit them to hold elective posts
in the Association for more than 4 years, the complaint disclosed. “By
continuously clinging on to such posts without mandate, these State/
Central government employees have indulged in acts unbecoming of
Government Servants which makes them liable for strict action,” the
compliant said.

The complaint appraised the Inspector General of Societies of making a
note of the fact that from time to time, the Government has also
financed the Association directly and indirectly and the selection of
the Basketball Teams that represent the Goa State in various age
categories such as sub-juniors and Juniors, Men’s, Ladies, etc is also
being conducted by them. “Basketball players have been suffering and
are being subjected to hostile discrimination for no fault of theirs
and there has been a severe violation on their human rights on account
of the misdeeds of these self-appointed officials,” the complaint
mentioned.

Messieurs,
I was also a bit taken aback when Merwyn wrote that the Don Bosco Engineering 
"College" was established in the 70s. Now to put the record straight there was 
a Technical Institute which used to offer Diploma courses in Fitting, Turning, 
Motor Mechanics, Electrician, etc. The courses were well conducted and students 
were well trained with the result that those passing out from this institute 
were quite in demand. 
I know this because I belonged to the Class of 1979.

As various people have held forth, the situation in Goa is very concerning
for parents; especially of daughters in school-age group.  We would like to
believe we are a civilized society and the law and order machinery will be a
deterrent to wrong doers and the men-in-uniform are a sensitized, upright
and strong force to send shivers down the spine of people with criminal
intent.  

But sadly, as frightening events unfold in our peaceful state,  this is not
so.  We hope and pray that they become so.  But that would be insufficient
action on our part.

I think we need to think of how we can proactively address this situation.
As Parents we could approach our elected representatives, government bodies
to increase the number of personnel, give them awareness programs, etc.  We
could also have local meet with the heads of each police stations and form a
parent-police body that could give a boost to patrolling and awareness.  And
last but not the least create awareness in our children, how to be alert and
the steps that they should follow when they feel there is impending danger.

Its sad that when our children need to experience the freedom and open
mindedness of a free society that we have to bring in a dose of alertness -
which may even bring in a certain amount of 'fear of strangers' or even
imaginary fears but its better to err on the side of caution then to let the
innocent minds roam into unknown dangers.
