[Goanet] Mopa airport controversy
The Mopa airport controversy has reached a height of abstraction that the issue has become devoid of rationale or responsibility. The arguments put forth in different media may be compared to discussions in buying fish in the market. Various individuals put forth arguments that have neither substance, nor truth, nor rationale. The issue of having another airport in a small place like Goa is not as easy a decision as buying another scooter. Yes, you could compare it to a decision of bringing in a second wife. Because that would pose problems not only to the family and relatives, but also to the neighbours and community; and to one's future too. The feasibility of such issues need to be carefully discussed and surely not with jackanapes at ‘tavernas’ where there is lack of intellect. Construction of a second airport evolves a lot of issues that could be detrimental to region environmentally, economically, ethnically, and also politically. It could dilapidate Goa permanently. All issues need to be discussed by experts in their field in respect to repercussions to basic infrastructure availability (water, electricity, roads, garbage, drainage, etc.), financial liability, populace, tourist and economic impact, environment and wildlife impact, etc.; and most importantly, concrete data for its absolute necessity. So far we have two reports from international experts in the field of civil aviation, the last being in 2007 by ICAO which has categorically mentioned that “a single airport is the most efficient solution for Goa” and “the Mopa international airport will not be financially viable even with the private participation;” and “that new airport will require at least 12 million departing passengers and 24 million total traffic. The estimated passenger traffic is pegged at four million by 2022” In Goa people have grown to consider themselves as experts in any field, just because they have become literate. These issues are not for layman nor Sarpanchs nor unqualified MLAs or Ministers. Leave this issue to experts. And with the CM educated from IIT, I am sure can understand the necessity for expert opinion as educated people from Panjim have elected him in lieu of the less learned. Lead not Goa to disaster. In hind side, any rational person who has studied India post independence can point out where the country has gone off the rails. The pertinent question to raise is, how can we (Indians) as a nation try and correct the course that is and surely will bring the destruction of the country. Successive governments have failed to pursue policies which are prudent and will lead to a more just and happier society. The problem lies with the people and the caliber of politicians we elect. There is no mechanism to hold our elected representatives responsible for their actions, and if there is, due to bribery and corruption, the retribution is not proportionate and the punishment meted out is minimized and the perpetrator is let off either scot free or minimally punished for grave and inexcusable abuses of power and un-compromisable misuse of their positions. In order for India to succeed in building a nation where people feel that they are respected and that the government is democratic ( that is of the people for the people by the people) there needs to be a drastic change commencing from the top. The leaders who are elected should be selfless and work for the wellbeing of their constituents,.not to benefit themselves at the expense of the people who elected them to serve.There also needs to be accountability and mechanisms which work in order to punish and deter those who have ulterior motives. There should be an independent authority like an ombudsmen system where grievances are investigated and wrongdoers are brought to book. If an elected leader is found to be corrupt or failing in their responsibility to the people as a result of negligence or incompetence, then this person must be removed and another elected to fill his post. This should also be the yardstick for all government and civic services. Bribery and corruption and nepotism has no place in society and these so called dynasties (fake ones as such like the Nehru's Gandhi's etc) should not be tolerated and must be shunned. People must be elected on merit not on family name recognition which tends to foster the sense of entitlement. These are only the basics, the details of this should be expanded to cover all aspects of society. If India can rid itself of corruption, bribery, and nepotism, then there is no limit to what India can achieve. The welfare of the people must be foremost and if the people are happy, then the nation will thrive and prosper. Manuel ( Eddie) Tavares.

That is why, many of them do not even know how to use these amenities when they happen upon one and have to do their business. Unfortunately, they have carried their uncouth habits to Goa where defecation in public places (under bridges and by riversides)was rare if not unheard of. This has caused many a Goan to bring up (Vomit) at the site. I have seen people of Indian origin squat on and defecate on the seat, some even wipe their hands on the walls of the toilet after apparently trying to clean themselves after doing their business, making it impossible for others to use the facility. [Goanet] EXTENDING SCHOOL TIMINGS A VERY FAULTY DECISION
Chief Minister Manohar Parrikar’s high-handed move to extend the school hours is absolutely flawed. He should have had proper deliberation with all the stake holders to understand the ground reality. He has arrogantly inconvenienced lakhs of students their parents and the teaching community. The focus has to be on quality education and increasing the school hours is no solution. The Chief Minister has now assured to resolve by this month end this mess he has created. In another ten days we will know if it was just another date and deadline not to be fulfilled. Over the last 16 months Manohar Parrikar has sought to tranquilize Goans with a promise, date and deadline everyday. The solution to the issue of medium of instruction appears to be a mirage, with every trick in the sleeve, to postpone the decision. Manohar Parrikar had promised a Parivartan by way of good governance. But there is a total paralysis in the administration. Even his very own Ministers and MLAs are extremely sore over this “I know it all, one man rule”. The only other person who has a say in today’s misgoverning of Goa is the flamboyant Advocate General Atmaram Nadkarni who as expected is making hay while the sun shines, which will stand revealed once he makes declaration of his assets before the Lokayukta. With reference to the article enclosed, The Times of India stated the following as its view: The statement made by CM Manohar Parrikar is damaging to the spirit and conduct of the Lusofonia Games. For a state which is under pressure and has drawn flak for its ineptitude in delivering the infrastructure on time, Parrikar's statement has created another bottleneck and will take credibility away from Indians in the eyes of the international fora. Why did the chief minister choose to make his personal views known now is a mystery. Is it his helplessness at the state of affairs? If there was anyone who has created any damage to the spirit and conduct of the games, it is the Congress party that should be held responsible. I wonder if the one who wrote the above piece would have considered what would have happened if the Congress party had come back to power. But on Wednesday, for the first time, Parrikar admitted, after a cabinet meeting on Wednesday, that he was going ahead with the Lusofonia Games 2013 simply because of an international commitment that the previous government had made when it bid and won the right to host the event. "Given a choice, I would have not taken the Lusofonia Games. I was put (given) that responsibility by the earlier government who made an international commitment. I believe in one principle; such (international) assurances cannot be thrown away. If we turn away, nobody will trust you, or its sovereign guarantee," said Parrikar. Crucially, Parrikar also said he has no "emotional attachment" to the Lusofonia Games but that would not stop him from ensuring that the Games are a success. "I have never justified (hosting) the Lusofonia Games. Just because I have no emotional attachment to it, it does not mean we will not stage the Games," said Parrikar. Much of ACOLOP's hopes that the Lusofonia Games infrastructure would be ready on time was down to two meetings with the chief minister. The first was a few days after Parrikar assumed power, and another visit happened last month when the chief minister signed the "official invitations" to all the 11 countries, inviting them to participate in the Lusofonia Games. "I will execute (the Games) but without any feelings just because it's a commitment by the previous government which did not even move an inch," said Parrikar. Much of what Parrikar said is true. The previous Congress-led state government won the right to host the Lusofonia Games in July 2009, though without permission from the centre, but till 2012 when Parrikar swept to power, they went into sleep mode with no visible development on the field. When the bid was won, Goa was represented by the then sports minister Manohar (Babu) Azgaonkar, GOA president Subhash Shirodkar -- also the chief of the Goa Pradesh Congress Committee (GPCC) -- and the then secretary (sports) M. Modassir. Parrikar spoke highly, and favourably, of the National Games which are expected to be held in Goa in 2015. The National Games were originally scheduled for 2011 but have been postponed several times because states ahead of Goa like Uttar Pradesh and Kerala have not been able to stage their events. "A total of Rs 285 crore is the capital expenditure on the infrastructure. We are developing several spots which are not just for the Lusofonia Games but also the National Games. Seventy to eighty percent requirements (for the National Games) will be ready with Lusofonia. If not for the Lusofonia Games, infrastructural work would have gone at a slow speed," said Parrikar. Similar to the Commonwealth Games, which involves countries which were once colonially ruled by the British Empire, the Lusofonia Games involves athletes coming from Lusophone or Portuguese-speaking nations, formerly ruled by the colonial power. Among the countries participating in the 2013 Games in Goa are Angola, Brazil, Cape Verde, East Timor, Guinea-Bissau, Macau (China), Mozambique, Portugal and Sao Tome and Principe, Equatorial Guinea and Sri Lanka.

By denying the AAI (Airports Authority of India) the additional land that was promised and paid for by the AAI for infrastructure to support the new Dabolim airport, is the Goa Government playing a double game ? On the one hand it claims that Dabolim airport will continue to be functional, and allowed the construction of what appears to be a beautiful new terminal. On the other hand it probably does not want Dabolim to succeed, in order to push its quest for Mopa airport. Disingenious indeed ! Lets face it, Mopa is dead and should not be built.

Christ never founded any religion. He came into the world to improve our standard of thought and life. He just wanted us to do two things. Love God with your whole heart and love your neighbour . We celebrate 165 feasts of Mary a year but still do not know who this Mary is. We have xerox type of feasts. First the rosary will be said, followed by mass and sermon and then salve. People repeatedly say our father, hail Mary, holy mary a number of times with our lips moving but at heart they only know what they feel. I feel it a boring exercise. Our sermons that we hear are also boring. In our religion our saints are all imported saints. what to do is there any one who want to listen to me ? As far as love is concerned it is missing from our dictionary. Our parents are languishing in limbo( home for the aged. ) the parents are literary begging for love. brothers do not see eye to eye. Brothers are fighting for parents; property. neighbours do not love one another. parents do not love their children . Murders and crimes and catholics mostly are involved many times. We boast of many things in our religion which is actually not correct. We belieive to much in our priests and nuns. They consider themselves religious but in reality they are not. We just cannot absolve them of their crimes because they are humans. They have to be another christ . The choice was theirs to become religious and when they have made this choice of their choice they have to abide by the rule of honesty and be a leading guide to their followers. jesus was a leading torch for humanity. Budbudyanchi tali (Bubbling Pond) at Netravali, Sanguem, Goa Our First Visit 6th July 2008Today we left for Netravalim in Sanguem Taluka at 8.am (to visit buddbuddeamchi toli) Video 2in1 2008 & 2013 http://www.youtube.com/watch?v=uonl8i9IdLI blog http://joegoauk.blogspot.in/2013/07/budbudyanchi-tali-bubbling-pond-at.html We first went to Margao, then took a bus to Sanvordem (Rs.12 one hour) then a another Bus to Netravali (Rs.15 another hour) as the buses to Netravali are after a long gap, we decided to take a taxi (Rs.700 o/w). Netravali is about 35kms from Sanvordem. One can also reach Netravalim via Quepem- Tillamol-Rivona. From the main road, the ‘Talli’ is about 1km (on another road to Canacona/Karwar or Netravali - Gaondongrim Road). At the ‘budbudeamchi Talli’ we saw the budbudde (bubbles) coming our from the ground under the water (pond). We were hoping for a bigger ones but it was tiny bubbles which we often saw in any other ponds. However, the bubbles oozing out from the ground was very frequent and from every where and that what we found very unusual. Also, here it looks very beautiful in clear water. After about half an hour, we saw some local School kids having fun in the same pond- bathing, swimming, diving etc as can be seen in the video As it was raining and also it involves climbing (mountain) for about 45 minutes, we decided not to visit the nearby Netravali waterfalls. We were back home by 6pm after having lunch at Longuinhos Margao. We used public transport every where (except one taxi). We travelled standing in a crowded minibus for 70 long minutes from Netravali to Tillamol Road (the experience we will never forget) from where we took another bus to Margao. I have very carefully gone through the write ups by several writers and still there is more who are continuing their debate in the Goanet news; Fr. Victor Ferrao’s who is the Rector in the Seminary of Rachol, stated that “There were no Hindus in Goa before the Portuguese landed” seems to have generated a debate amongst the Goans on the Cyber space. The Indian philosophy of life has existed since time immemorial. Unlike organised religious of the world Hinduism still exists as a way of life, which blends religiosity with spirituality. Across India the complexity of Hinduism is extremely difficult to trace. Just as it is difficult to see air but one can feel it, Hinduism although may not have emerged as an organised faith amongst its people, it has always remained as a part of life amongst our people. We in India always exhibited diverse tendencies in our life style, from worshiping forces of nature, its elements, and the biodiversity. We have evolved ourselves to revering several thousands of Gods in human form or even hybrids of man with animal forms. Respect for life, sustainability and interactive understanding has made India as a tolerant nation. Slowly Hinduism in its original form is slowly loosing its meaning a fundamentalism of organised religious groups has slowly driven some of those practicing Hinduism to organize themselves as a form of religion to counter the effects of those forming the organised religious group. Offshoot of Hinduism is Buddhism which is the response to the system of caste discrimination. Goa during the pre Portuguese era certainly had a philosophy of life may be different from that practiced by those from the North or South India. Our fore fathers did not live in a vacuum and the spirituality and religiosity was unique, distinctive and amalgamation of the various tribes which migrated into and made Goa their home. Let us not demean and denigrate our ancient heritage and a far tolerant Goan culture by blanket ascertain to or, contrary to the existence of Hindus in Goa. Goa is a peaceful and a happy state due to our rich ancient culture passed down in our blood. Each area has its own way of life which is different from other regions of India, hence Hinduism cannot be marketed strictly in one form only and therefore there is unity in diversity in Hinduism. Only in recent times, fanatics are trying to destroy the time essence of Hinduism which is which and stood test of times. Let us not fall prey to this distortion. Hence I would like to give my readers an example how we Goans are pulling down one and other.. I might give you a simple example of a local fisherwoman who gave a reply to a British woman who was a tourist in Goa and I was stunned to hear that reply: White Lady said: Look at the crabs in your basket, they are coming up and may be you should take care that they won’t fall out. Fisherwoman said: You do not worry my dear Lady, these crabs are Goans and not from the Britain. [Goanet] Colva’s Concretisation
The controversial concretization of a lush green eco-sensitive area into a multi-purpose ground is a hot topic in Colva today and this letter will catch the attention of many people, particularly my fellow Colvenkars. I always loved Colva since I was a Child. I recollect the village as very clean, pristine white beach sands, lush greenery etc. Over the past so many years however, I am pained to see this once beautiful village rapidly deteriorating into a place of filth, stink, creek/other places polluted with sewage, rapidly diminishing greenery, un-wanted constructions/mega projects, water contamination etc. One has to only visit Colva and its beach to see for themselves. All of the latter has increased the monetary assets (mostly illegally) of greedy; local politicians, real estate agents, builders, specific hoteliers, specific restaurant owners and now also many un-ethical people from outside Goa. One common element which has facilitated Colva’s decline to chaos, is the bunch of known corrupt local politicians, who I have seen in power in Colva for many years and I find it strange to believe that the Good People of Colva, besides electing these people time & time again, are still taking the their; despite knowing their backgrounds and that their properties/houses/flashy cars were obtained via corrupt ways, in the selling/destruction of my village. I do not have problem with having a good lifestyle but not at the cost of rapidly destroying our Colva village. It appears that many Colvenkars have a short memory on things that really matter, like for example the known destructive/corrupt elements. Now, we have a lush eco-sensitive green area (one of few areas left in the village) opposite the Church and it appears there are people who were silent on the all the other wrong doings on Colva and SAG Ground, have now suddenly woken to destroy/concretize the area. The SAG Sports Ground near the beach remain totally un-maintained & un-utilized, this could have been easily developed into a world class sports centre for the Village. Many are listening to the propaganda of un-qualified individuals for concretizing the eco-sensitive area; why not ask the opinion of credible national/local environment agencies/experts. Of course my other point is why another ground when we already have one big SAG un-utilized one? There is talk by the un-qualified experts of drainage systems etc to which I ask Colvenkars the following question, when our in-competent current system can’t manage basic infrastructure, clean beaches/creek, streets etc in Colva, how can we believe that they can setup a good drainage system in concretizing the area. I appreciate that there plans to bring about a better garbage management system in Colva but I am talking on basis of where Colva currently is; which is of course a complete big pathetic mess. I call for the proposed plans for the ground on the lush green eco-sensitive area to be scrapped, however if the overwhelming majority of the Colvenkars still want to concretize this area then I request that (A) Can we first look at developing the SAG ground as a sports centre for the village instead of converting another scarce land resource, (B) Have a total environment/disaster management assessment be done by credible experts, so as to avoid any calamities/floods in the future. We are of course aware of short sighted development is many parts of India, which has led to man-made calamities. To ensure total transparency in the selection process, Chief Minister Manohar Parrikar should make public the five names each short-listed for the post of Chief Information Commissioner and State Information Commissioner. The current selection process of the Chief Information Commissioner and State Information Commissioner should not be stage managed and be a mere eyewash. Before the final names are selected, the Government should disclose in public domain, the names of all the applicants and those short listed. The three member committee headed by the Chief Secretary appointed to shortlist the candidates were all known Yes-men of Chief Minister Manohar Parrikar. The same committee on the earlier occasion on political pressure had high-handedly wrongly short listed Pandurang Nadkarni and Pradeep Padwal despite there being other candidates who were much more qualified for the post. The best and the brightest should be appointed to these very vital positions. As provided under Section 15 (3) of the RTI Act, the Committee comprising of the Chief Minister, Leader of the Opposition and another Minister should themselves review all the applications and select persons strictly on merit with no lobbying or fixing whatsoever. All the aspiring candidates need to be interviewed as relying solely on the bio-data submitted by them could end up selecting the wrong persons. Salt has been an important produce of coastal Goa for centuries, and has been exported from here to countries in Africa and Asia. But today, the traditional salt sector lies decimated and threatened by extinction, says a new book on the subject. "Goa once was a hub of salt making. Salt was the currency that allowed Goans to import essential commodities. Today, the very same occupation lies derelict, its spine truly broken by a century and more of official polices, governmental apathy, low social status...," says a book authored by Benaulim-based sociologist Dr. Reyna Sequeira. Sequeira, who did her Ph.D. on the salt making communities of Goa and is an associate professor at Quepem, says in the book that traditional occupations must be remembered "not as a tapestry in a museum merely to be viewed, but as a living part of our society". Her field work, spread over a couple of decades involving both her Masters and doctorate on this often ignored subject, looks at salt makers in three villagers scattered across diverse pockets of coastal Goa -- Agarvaddo (Pernem), Batim (Tisvadi) and Arpora (Bardez). Besides focussing on the salt making communities, she highlights the "geography, history and politics" of salt in Goa. In the first two, one gets a hint of how the area of salt extraction has shrunk particularly over recent decades, but also since the late nineteenth century and the Anglo-Portuguese Treaty. In the "politics" of this section, Sequeira touches issues of the salt sector's legal status. She quotes other researchers like Dr Harishchandra T Nagvenkar who say that steps taken to promote salt production, marketing and competitiveness could have made a huge difference to this sector in Goa. Salt has figured only rarely in the Goa legislative assembly, though some politicians have made attempts to raise the issue. Sequeira give a detailed description of the salt making process in Goa. While it may seem to be a simple process, has carefully evolved over the centuries as drawings from the field suggest. Given the sociological approach of her book, Sequeira studies the salt-makers in detail -- both from the Hindu and Catholic communities, besides migrants from neighbouring Karnataka. She compares and contrasts festivals, language, religion, marriage and others followed along different parts of the Goa coast. The changing status of women -- a reality in today's Goa -- also throws up some interesting issues. The family involvement in salt work, and social problems, are also covered, as is the economic life of the villages studied. Sequeira notes age-old unsolved problems in transportation that the salt makers face. Likewise competition, sometimes unfair, from the corporate world also comes up in the 256-page hard-bound book published by Goa,1556 and priced at Rs 400 in Goa. In Batim, not far from the Panjim-Margao highway, the local salt farmers coexist with migrants. From here, a number of traditional marriage rituals are documented by the author. Interesting syncretic practises -- which cut across the religious divide -- are also studied. Landlords, workers, tenants and migrants feature in the crucial task of creating salt. In Arpora, says the author, the salt pans have come under immense pressure, due to factors like tourism and the real-estate boom in the locality. At the time of the commencement of her research, there were four operational salt pans in the village, but now just one exists. Storage of salt and the hurdles to salt making are also studied in the book. Sequeira approached a number of authorities under the Right to Information Act -- from village panchayat upwards -- whose answers suggest a poor understanding or complete lack of interest in salt making. Goa needs a deputy salt commissioner appointed for itself, and statistics on salt production should be systematically maintained, says Sequeira. She also suggests a strict ban on the conversion of salt pans, amidst a number of other serious suggestions. The book will be released on coming Sunday, July 21, 2013, at 10 am at Central Library, Panjim. The function is open to the public. Other suggestions deal with building awareness over the importance of salt pans, badly-needed official support for infrastructure, linking up Goa's "isolated salt sector" with the national-level infrastructure, upgrading skills and knowledge, training, special schemes for Goa's salt sector, marketing support, promoting co-operatives, minimum support prices for salt, de silting, reclaiming non-functional salt pans, repairing sluice gates, providing roads for transportation, and vocational training in salt making skills. Nonetheless Goa was projected in the top five in health-care in the country but we all know the ground realities are quite different. A visit at any health centre or sub-centre or hospital including government Goa Medical College (GMC) will indicate that the authorities are not bothered about the hygiene and upkeep of the centres and hospitals. Recently the false ceiling of the Out Going Patient (OPD) at GMC had collapsed due to leakage of rainwater. Fire had also erupted in the complex, there are many more examples to show that successive Health minister lack the will and the zeal to bring about revolutionary change in the public health care. Hospicio is yet another story of neglect and disregard. It has become a sort of a tradition that upon taking oath the newly ordained minister visits this hospital based in the commercial city of Margao and is a nodal hospital for south Goa. But successive governments have conveniently ignored to cater to its requirements. The word hygiene had taken leave of absence in this hospital years ago. The staff including the doctors posted at this hospital must be using the word sanitisation only while advising the patients because I do not think the hospital was ever sanitized. Of course I do not blame the doctors and the staff because it is the duty of the government to provide the equipment and chemicals to do it. It is our bad omen that the successive governments have even failed to provide adequate beds and bedsheets due which patients have to share a bed and that too without a bed cover and bed sheet. Family members or relatives have to be content sleeping on the floor. The morgue at Hospicio is yet another issue. Over the decades the capacity of the morgue has not been increased and there have times when even two corpses were accommodated in once space. Infact some years back reacting to my news item on the mortuary I was invited to visit the morgue. The contention of the in-charge was that it was maintained and the dead persons were given the due respect. To his bad luck a dead body was kept on the floor outside the cold storage and he had to apologize to me. Subsequently chief medical officer posted at Hospicio decided to build another morgue at Leprosy hospital inspite of resistance from the morgue incharge. Couple of years later it was closed down because of inconvenience. Lakhs and lakhs of rupees down the drain. The leprosy hospital in Margao at the Monte hill is another case neglect. Yes, we have the infrastructure in place in terms of buildings, plenty of space around it and qualified staff but to my utter dismay the government does not have the resolve and determination to maintain it and run it smoothly like private hospitals. In a land mark judgment delivered today 18th July 2013 at about 11.15 am Supreme Court has quashed common entrance test for admission to medical colleges. The judgment is seen as a setback to Kapil Sibal - the Education Minister and UPA II government who had compelled all medical colleges in India, despite their non-willingness, to have only one common entrance test for admission to medical colleges in India. Kapil Sibal and UPA II were boasting of achieving unachievable after implementation of common entrance test for students aspiring to join medical from this academic year.
