Response: The Goan In Goa - Arvind Adiga further perpetuates the very narrowness he warns against in his portrayal of Francisco Luis Gomes, published recently in Outlook R. Benedito Ferrao, Jason Keith Fernandes, Dale Luis Menezes, and Amita Kanekar In his essay The Lusitanian in Hind, novelist Aravind Adiga strives to situate the 19th century Goan writer and politician Francisco Luis Gomes (1829-1869) as an Indian patriot while decrying how most Indians [have] not heard about Gomes, which, to Adiga, speaks more about the narrowness of our present conception of Indianness [...]. Yet, through his essay, Adiga further perpetuates the very narrowness he warns against. In trying to resuscitate national and nationalistic interest in Gomes, Adiga explores the possibility of the Goan polymath's canonicity solely within a prescriptive Indianness hemmed in by Brahmanical, masculinist, Anglo-centric, and ethnocentric preconceptions of what it means to be Indian. In Adiga's estimation, Gomes can only be made legible to the larger Indian imagination if, as a Goan of the Portuguese colonial era, he can be seen as adequately Indian based on elitist particularities of caste and other constricted views of proper national and historical belonging. While Adiga notes how Goa generally registers in popular Indian thought as a landscape of fun, he also pre-empts any discussion of the history of the region apart from modern India, and the impact of such historical regionality upon Gomes' own oeuvre. Instead, when citing Gomes as having written of himself that he was born in India, cradle of poetry, philosophy and history, today its tomb, Adiga rushes to correlate such sentiment with Gomes having penned those words in 1861 which, in turn, would make one suppose [naturally] enough that [the] author was a Bengali Hindu, writing either in Calcutta or London. However, as Adiga interjects, [Gomes] was a young Goan Catholic in Lisbon [...]. Clearly, Adiga endeavours to draw attention to the biases that exist in how perceptions of patriotism connote an Indianness circumscribed by location, coloniality, and religion. Nonetheless, rather than striking a contrast for deeper critical reflection on difference, Adiga's purpose is to collapse all distinction into nationalist similitude as if it were natural. And what is believed to be natural here is that Goa can be a known quantity precisely because there allegedly is no difference between it and British-colonised Hindu Bengal, which at once reveals what the historic, religious, ethnocentric, and colonial default of the nation is as Adiga predicates it in this ostensibly neutral reasoning. There is no denying that there were overlaps, and even collusions, between British and Portuguese colonialisms; but there were also marked differences. Although relegating it to a parenthetical aside, even Adiga must admit that [u]nlike Britain, Portugal gave its colonies the right of representation. This was an opportunity that was not available to the sub-continental subjects of the British Crown, not even to Dadabhai Naoroji who even while he may have been the first Asian in the British Parliament, was able to raise issues about British India only while representing a constituency in London. In contradistinction, it was from his position as a representative of Goa in the Portuguese parliament that Gomes sought to speak about the effects of colonialism on his Goan homeland and about India. Nowhere is this more apparent than in his book *Os Brahamanes*, or *The Brahmins*, written in Portuguese and published in Lisbon in 1866, making it one of Goa's, if not India's, first novels. What might Adiga do with other divergences in histories between the former British and Portuguese Empires in India? Not only was the latter a longer colonisation, witnessing radically different forms of inclusion and exclusion of the colonised, it also resulted in the decolonisation of Goa in 1961, much after British-occupied India. His essay can only sidestep the fraught history of India's democracy in which Goans were not allowed self-determination despite much evidence of efforts in that vein. This is itself a political trajectory within which one could arguably place Gomes' own polemical writing. In his haste to employ a one-nationalism-fits-all approach, Adiga's lauding of Gomes as a forgotten patriot occurs, furthermore, along the lines of an unquestioning maintenance of religious and other supremacies as the default of proper Indianness. [Goanet] GOA HAS BECOME A CRIME HEAVEN
Law and order is key to the prosperity and well being of any society. A small state like Goa could have maintained its peace and tranquility but the current ground realities are a matter of great concern. With no corrective steps being taken we have almost reached a point of no return. Goa is sadly witnessing a total breakdown in the law and order situation. The spurt in the number of rapes, molestation and theft cases is a matter of grave concern. The number of murders and suicides are also escalating by the day. Today women and the young girls in particular are no longer safe on the streets. A lot of cases also go unreported for various reasons. Mostly because of people’s lack of trust and faith in the authorities. Sadly the fear of law is lacking. The buck stops at the door of the Chief Minister who has utterly failed as the Home Minister. May be the Home portfolio needs to be assigned to somebody more competent and capable in order to get the current messy Goa in order. While as Leader of the Opposition Manohar Parrikar had consistently blamed then Home Minister Ravi Naik for the huge number of crimes. Who is to be blamed now, Mr. Chief Minister. Over the last 18 months the crime rate has been swelling with the situation having got from bad to worse. The crime rate bulge is no better even in the Panaji constituency which is represented by the Chief Minister himself. In the wee hours of yesterday morning four bikes, one belonging to our friend Vallabh Narvekar were set on fire in the heart of the city on Atmaram Borkar Road. There is outrage and despair all over on the deteriorating law and order. Time to act, Mr. Manohar Parrikar. Or else it may be Morya soon. Over to you, Mr. Vishnu Wagh. Even Manohar Parrikar did precious little to understand the traffic woes of those living and visiting Panjim even though he represented the capital city for nearly 20 years. Being a resident of Panjim since his childhood, Furtado knows and realizes well the problems caused by the army barracks in central Panjim. Why should army have canteens, shops, garages, hospitals, army mess and sales counters in central Panjim? As such service personnel never pay commercial taxes and are afforded subsidized groceries and provisions. The people of Goa have given enough for the defense causes huge tracks of land around Tiswadi at Bambolim, Merces, Verem, Altinho etc We have surrended the prostine Angedive islands too! That was really a great mistake committed by our Goa Government. The residents of Panjim have suffered for far too long the unnecessary presence of service men in the prime commercial area of the capital city. Mr Furtado has successfully initiated the just cause of requesting the Army to vacate these buildings and properties which in fact belong to the Municipal Corporation. While it was a good gesture to allow army to be in Panjim for 50 years shown by local body, it is prudent that the area was once belonging to Camara Municipal de Goa, be now handed over to the residents of Panjim. We require spaces for Panjim vehicles to raise a New Corporation building, for waste management and other civic services. Not only defence personnel, even the Captain of Ports office in Central Panjim needs to be shifted to Marmagoa or Vasco and the vacated premises be used by the C.C.P. I am fully aware that the Captain of Ports failed to maintain the cleanliness of the river Mandovi, which is fully congested with casinos, supply boats and other regular vessels. Frequently accidents do occur due to bad navigation with no supervision from the officials of Captain of Ports, which gives an impression that there is no accountability and no proper register is maintained of their working system. Today, Panjim is degrading fast. The casinos are cooking meals in the heart of the city for their guests visiting their casinos. The short shrift given to the Bill seeking “Special Status” for the State of Goa under Article 371 of the Constitution by the collective wisdom of the Parliament of the Republic of India, that is Bharat which is a Union of States, underlines the half-baked, spirit-fuelled, knee-jerk idea proposed by another group of individual busy-bees going under the grandiose name of MSSG (Movement for Special Status for Goa) That the lone Rajya Sabha Member of Parliament from Goa had the good sense to withdraw the Bill was a saving grace rather than the Bill having to suffer the ignominy of a crushing defeat were it to be put to vote. The Bill obviously was ill-conceived given the fact that the State of Goa under Part XXI, TEMPORARY, TRANSITIONAL AND SPECIAL PROVISIONS under Article 371-I of the Constitution of India, Goa already has special provision granted in that “Notwithstanding anything in this Constitution, the Legislative Assembly of the State of Goa shall consist of not less than thirty members” That the Bill was piloted by none other than a Member of Parliament who continues to be Chairman of the Parliamentary Standing Committee on Law and Judiciary, reflects either adversely on the gullibility of the MP from Goa, or his Kautilyan intent to glad hand citizens of India, resident in the State of Goa as also the Legislature of Goa! It is all the more galling that the Standing Committee of Parliament on Law and Judiciary composed of some of the eminent bright men and women in the legal sphere could not dissuade or prevail upon its Chairman to abandon his mission of tilting at windmills! MSSG must now acclimatize to its self-inflicted, perhaps fatal injury and take into consideration the saner views expressed by two other former eminent Parliamentarians from the legal fraternity who have served with distinction in the national public life – one from South Goa who was the Minister of State for External Affairs, and the other from North Goa who was the Minister of State for Law, Judiciary and Company Affairs. On our part we would strongly suggest that the State of Goa utilize the legislative power conferred upon the State of Goa under: List II, State List under Article 246 of the Constitution gives exclusive power under Entry 18 to the State to make laws relating to “land, that is to say, right in or over land, land tenures including the relation of landlord and tenant, and collection of rents; transfer and alienation of agricultural land; land improvement; and agricultural loans; colonization” to without much further ado or without waiting for ‘Godot’ or without unreasonably waiting for “Manna” to rain down from Parliament on the State of Goa , pass laws to exercise its Constitutional prerogative to the State of Goa and to all citizens of India currently residing in the State of Goa to protect its interests. Other prerogatives under List II could be applied in Stages to achieve the welfare and prosperity of the people of Goa. We submit it is imperative and necessary as a measure of inter-generational equity and precaution to quickly embark on this legislative course of action. It is a decision that requires really brave men and women considering the fact that all political parties, notwithstanding the glib postures and platitudes mouthed by them, utterly depend and rely upon “demographic destabilization” of the Electorate in some form or other to get elected to political power. Struck me as a fine example of contemporary (rural) Goan English usage! But, more seriously Personally, I don't think it fair to poke fun at politicians (or anyone) on the basis of their fluency (or otherwise) in a certain language. In our system, which requires everyone to express themselves in English or Hindi, a system which is not fair to all concerned. It could give someone like Shiv or me an upper hand, agreed. And then, there are enough people in cyberspace to poke fun at certain politicians; often based on the already-perceived or previous biases against them! I remember times when a PV Narasimha Rao was praised as the politician who spoke 13 or 14 languages, etc. Yet we all know his real record in ruling the country. Why was he treated with kid gloves? An S. Bangarappa, on the other hand, was dismissed as anything but a chief minister, with a photograph showing him playing a huge drum at some cultural fest! (This is not to claim that Bangarappa was a good politician.) It is very easy to use the media, including the new media, to discredit or lionise certain politicians, and do contrarily to others. At the end of the day, it would be more than fine to ask (i) what is Churchil's stand on the issue of alleged misbehaviour by his football players (ii) what is his overall role as a politician in Goa during a crucial period of social change. But to take pot-shots at him primarily on the basis of his linguistic (in)ability or form of expression, is, in my view, both unfair and reflecting of our own biases. I had a chat with Mr Oswald Cordeiro today afternoon and he quite happily agreed to support the bridge initiative in the club. He reminded me about a promise I made about gifting 5 tables to the club and I replied that the moment he came up with a quotation I would see that the promise was made good. He also asked me to organize a chess tournament in the club to which I agreed. In the meanwhile, I wrote to him an sms: Hi Ossie - as Sarpanch of Moira and President of A A de Moira I want you to inaugurate and also participate in the Bridge demo @ 6.30 pm on 14 Sept at Moira Club. With Sarpanch Ossie behind us this is going to be a grand success. In the meanwhile let me inform you that I have already received three entries for the Bridge Demo - two from Saligao and one from Betalbatim (!) Of course the regular card players at the club like Mark Cordeiro, Felipe D'Sa, Francis Nazareth, Nicholas Andrade, John Menezes, Tiago D'Sa, Reis Magos De Souza, Vincent Coelho, have all pledged to be present. But carrom players like Mark, Minguel, Francine et al are also interested to join. But Bridge is not a game only for men but women are known to be keen aficionados so I'm looking forward to a good many females to take part. Response: The Goan In Goa - Arvind Adiga further perpetuates the very narrowness he warns against in his portrayal of Francisco Luis Gomes, published recently in Outlook R. Benedito Ferrao, Jason Keith Fernandes, Dale Luis Menezes, and Amita Kanekar In his essay The Lusitanian in Hind, novelist Aravind Adiga strives to situate the 19th century Goan writer and politician Francisco Luis Gomes (1829-1869) as an Indian patriot while decrying how most Indians [have] not heard about Gomes, which, to Adiga, speaks more about the narrowness of our present conception of Indianness [...]. Yet, through his essay, Adiga further perpetuates the very narrowness he warns against. In trying to resuscitate national and nationalistic interest in Gomes, Adiga explores the possibility of the Goan polymath's canonicity solely within a prescriptive Indianness hemmed in by Brahmanical, masculinist, Anglo-centric, and ethnocentric preconceptions of what it means to be Indian. In Adiga's estimation, Gomes can only be made legible to the larger Indian imagination if, as a Goan of the Portuguese colonial era, he can be seen as adequately Indian based on elitist particularities of caste and other constricted views of proper national and historical belonging. While Adiga notes how Goa generally registers in popular Indian thought as a landscape of fun, he also pre-empts any discussion of the history of the region apart from modern India, and the impact of such historical regionality upon Gomes' own oeuvre. Instead, when citing Gomes as having written of himself that he was born in India, cradle of poetry, philosophy and history, today its tomb, Adiga rushes to correlate such sentiment with Gomes having penned those words in 1861 which, in turn, would make one suppose [naturally] enough that [the] author was a Bengali Hindu, writing either in Calcutta or London. However, as Adiga interjects, [Gomes] was a young Goan Catholic in Lisbon [...]. Clearly, Adiga endeavours to draw attention to the biases that exist in how perceptions of patriotism connote an Indianness circumscribed by location, coloniality, and religion. Nonetheless, rather than striking a contrast for deeper critical reflection on difference, Adiga's purpose is to collapse all distinction into nationalist similitude as if it were natural. And what is believed to be natural here is that Goa can be a known quantity precisely because there allegedly is no difference between it and British-colonised Hindu Bengal, which at once reveals what the historic, religious, ethnocentric, and colonial default of the nation is as Adiga predicates it in this ostensibly neutral reasoning. There is no denying that there were overlaps, and even collusions, between British and Portuguese colonialisms; but there were also marked differences. Although relegating it to a parenthetical aside, even Adiga must admit that [u]nlike Britain, Portugal gave its colonies the right of representation. This was an opportunity that was not available to the sub-continental subjects of the British Crown, not even to Dadabhai Naoroji who even while he may have been the first Asian in the British Parliament, was able to raise issues about British India only while representing a constituency in London. In contradistinction, it was from his position as a representative of Goa in the Portuguese parliament that Gomes sought to speak about the effects of colonialism on his Goan homeland and about India. Nowhere is this more apparent than in his book *Os Brahamanes*, or *The Brahmins*, written in Portuguese and published in Lisbon in 1866, making it one of Goa's, if not India's, first novels. What might Adiga do with other divergences in histories between the former British and Portuguese Empires in India? Not only was the latter a longer colonisation, witnessing radically different forms of inclusion and exclusion of the colonised, it also resulted in the decolonisation of Goa in 1961, much after British-occupied India. His essay can only sidestep the fraught history of India's democracy in which Goans were not allowed self-determination despite much evidence of efforts in that vein. This is itself a political trajectory within which one could arguably place Gomes' own polemical writing. In his haste to employ a one-nationalism-fits-all approach, Adiga's lauding of Gomes as a forgotten patriot occurs, furthermore, along the lines of an unquestioning maintenance of religious and other supremacies as the default of proper Indianness. I have no idea how far Churchill has studied. I know he came from a financiallly backward family. Despite his lack of fluency in English, Churchill manages to get by. There are many politicians, particularly in UP and Bihar, who don't speak a word of English. Like many politicians Churchill is fluent in his own mother tongue. Well, his English pronunciations seem funny, but there are thousands of Goans who speak as badly as him if not worse. Though there are misplaced words in his address, his message is clear.
