I agree with what is done in the UK and in Canada where (based on what
I know) HIV infected children are rigorously followed up by the
pediatric Infectious disease specialists and administered the
necessary therapy...often by DOT (direct observation treatment) esp
wrt TB

Are you absolutely certain that the same prevails in the case of these
HIV+ve orphans?

Are they TB free? Do you know for sure?

Are the children who presently attend that school TB free?  Do you
know for sure?

WHO exactly is willing to be liable IF either the HIV orphans or the

BTW: Have the orphanage children been cleared for other disease
asymptotic (carrier) states?

Do you know the story of Mary? (As is Typhoid Mary?)

DO you really have a complaint about the parents being extra-cautious

I hope you understand that the RISK is NOT for HIV transmission
(unless one child bites another) BUT for the other infections which
are found in "orphanage children' and in HIV infected individuals.

pupils. There is no known case of an HIV transmission occurring at
school.

Virtually all children living with HIV are completely healthy for the
majority of their school career. With appropriate treatment and care,

Children living with HIV have regular clinical check-ups and those
that need medication may take it at home once or twice a day.

HIV suppresses the immune system so children living with HIV have to
take care not to catch childhood illnesses, such as measles or chicken
pox as these can have severe health implications for them.

breaking their back to "Keep Goa Clean" and unchoke the soil of Goa that is 
filled with litter breeding rats and mosquitos and taken for granted.   It is 
everyone's responsiblity.

Failing any initiative by manufacturers in Goa can I take this opportunity to

Dear Dr Ferdinando Dos Reis Falcao

Your question A:  If you get a guest at your home, and if he is invited by you; 
you would surely clean up the mess he creates in your house because you invited 
him.

My reply A:  Invited guests would normally be within a social class and be 
expected to behave as in a civilised society.  Any mess created would be joint 
and after the visitor has left whatever that can be recycled is placed in an 
appropriate recycled bin provided by the local authority and based on the 
German model i.e. seperation of plastics, metal, paper, etc.   This recycled 
waste brings in an income to the local authority that subsides our rates bill 
for the fire, police and general taxation.   General rubbish is placed in 
wheelie bins and collected by dust carts similar to the ones in Margao.

Your question B:   But if you get an uninvited guest and he messes up your 
home, would you clean up the mess or tell the guest to behave and clean up his 
own mess?

My reply B:  An uninvited guest would not be a guest and would be entering at 
their own risk to be dealt with appropriately leaving no mess.   

However litter from neighbouring streets and gardens blown in by the wind 
cannot be helped and just like in Goa can be seen everywhere unless swept 
overnight.   It does not have to be back breaking work and a little effort from 
every individual using a litter picker and bagging it for collection and 
disposal by the local authority.   I will send an example of a litter picker in 
my next posting.

General:  People in general are educated to bag their litter and take it home 
with them.   Those responsible will then put it in their recycling bins as 
above.   New arrivals are easy to spot as they thoughtlessly drop litter on the 
street or from their cars on to the road.   Very soon street cameras will be 
able to identify them and levy them with penalty fines that can be as much as 
GBP 80 per incident.

Habits of a lifetime are hard to break.   However, can I urge everyone for the 
sake of advancement on planet earth to follow the Goa Tourism theme as 
announced in Goa Today July 2014 issue "If there is anything that we need to 
dump, its our bad habits" "Naarlu Bab says, "Let's keep Goa clean! "If Goans 
won't do it for Goa, who will?"

In a scathing attack on Goa Chief Minister Manohar Parrikar for his repeated 
U-Turns on the Goa Illegal Mining Scam, Goa Su-Raj Party (GSRP) alleged that 
the Chief Minister is nothing but a 'puppet on strings' of the powerful mine 
owners in Goa.


Speaking on the issue, Floriano Lobo, General Secretary, GSRP stated, 
"Parrikar is a liar and has been fooling the people of Goa on the issue of 
the Rs 35000 crore illegal mining scam as exposed in the Shah Commission 
Report. First it was irregular mining instead of illegal mining; now it 
appears that he plans to absolve all mining companies from the illegal 
mining scam by making ridiculous statements such as " Those who mined the 
minerals during 2007-2012 didn't know that it was illegal to do so. It was 
decided that it is illegal in the year 2014 (with reference to the recent 
Supreme Court judgement on illegal mining scam)"
First it was Digambar Kamat, now its Parrikar who is nothing but a puppet of 
the mine owners.


In a recent media briefing Parrikar stated that the new Goa State Mining 
Policy will regularise iron-ore mined between 2007-2012, which Supreme Court 
termed as 'Illegal' mining. GSRP Secretary & President (Youth Affairs), 
expressed, "I challenge Parrikar to prosecute the companies such as 
Fomentos, Sesa Goa, Chowghule and others from the powerful mining lobby; or 
prosecute politicians such as former Chief Minister & Mines Minister 
Digambar Kamat and others mentioned in the Shah Commission Report. But, I 
know Parrikar cannot accept the challenge because it is not his will to 
prosecute the big sharks in the illegal mining scam,   just small fishes."


Rodrigues further added, "Forming state-owned corporation for mining is an 
idea Parrikar will never put into action and  will find excuses to implement 
it because,  being a puppet of the mining companies, he has to ensure that 
the benefits go to the mining companies and not the people of Goa. GSRP in 
its party manifesto has clearly advocated the need to run mining operations 
in a state-owned corporation so that every Goan gains from the revenue 
earned through this natural resource and not just a few mining families. "


Parrikar termed the setting-up of a corporation for mining as a logistical 
nightmare. Rodrigues slamed Parrikar saying, "For an IITian Chief Minister, 
he appears to forget that all business are nightmares if they do not get 
their operations systems in place. Therefore, making such a lame excuses, 
is a  shame."

Sorry, you leave me unconvinced. Here's why:

Cecil:
I always question myself and my actions, reactions and motivations. It is
very easy to do armchair analysis from a distance. It is easy for me to
condemn the parents of the Rivona school sitting here in Panjim. What if I
was in their place? How would I have reacted if kids living with HIV were
admitted in my son's school. I ask myself such questions all the while.
Only after asking myself these questions, and sincerely analyzing my
reactions, can I then turn the scope on the Rivona parents. And
incidentally I passed my own test with flying colours. But yes one must do
a lot of introspection before being critical of what others do.

Response: Even if you disclaimed education, merely being informed and aware as 
you claim to be, should have convinced you of the correct stand without the 
necessity
 of self doubts on the subject of HIV infected children viz they have the full 
rights of all children including access to education without discrimination and 
harassment. There can be no second thoughts about this under the guise of 
"sincerely analysing my reactions". If you think like this, no wonder people 
with a little less than your level of "information and awareness" could do what 
they did in Rivona.

our kids and their kids" is a slogan I have used before when raising funds
or awareness for issues related to young people. It is a beautiful phrase
that encompasses everyone. Our children, their children, our children's

Response: If I am blinkered and negative than your phrase is extremely naive 
not to be termed divisive. Pity a "writer" could not have said it more clearly. 
No matter how you mask or spin it, the phrase could have been unambiguous with 
"Our Children, Our Children's Children", if that is what you meant.

Parents need to guide and supervise their children.
Some three years back, my daughter had uploaded her CV on internet job sites.
She got offers from renowned establishment with fantastic salaries.

ID, where I received their reply that it was a fake.
I sent a complaint to the Singapore cyber crime Dept. with all details.

opportunity. 

He insists that plastic gets a bad rap. He's devised a way to transform common 
plastic litter - not only thicker acrylics and bottles but also grocery bags 
and wrappers - into a partial substitute for bitumen in asphalt. Known as the 
Plastic Man, he travels throughout India instructing engineers how to apply it. 
Show me a garbage dump he says and I'll build a road to the airport. 

The college holds a patent for his technique but often licenses it for free. In 
recent years his method has been gaining recognition. Almitra Patel one of 
India's leading experts on garbage who has advised several state governments on 
waste policy, calls Vasu's technology a win-win-win. It is an absolutely 
transformational technology that could clean up India overnight. No mean feat, 
considering that it is diifficult to exaggerate India's (and Goa's) garbage 
problem. Jairam Ramesh the country's former Environment Minister says that if 
there was a Nobel Prize for dirt and filth, India would win it.

Another advantage of Vasu's technology (the raw material is free), is its 
simplicity. It requires no significant technical knowledge or no large 
investments or changes to road-laying procedures. His whole operation is a good 
example of the Indian method known as "jugaad" or frugal innovation. I do it 
all the Indian way Vasu says, why spend big money when you can do it for little?

Move over, Manohar Parrikar and German technology.

They are pastmasters in this field. This will spread false rumours if they

when they want to boost their government/ organisation. They will spread
disinformation and obfuscate issues when they are cornered. The late V N
Gadgil who lived in Pune in the heart of hindutva land (Sadashiv Peth -
home to Vir Savarkar and Nathuram Godse) and who was a brahmin himself and
therefore knew all such characters first hand, used to call the RSS the
'Rumour Spreading Society".

3.There will always be some half-truths among the many lies so that it will
establish credibility.

of salt.

5. As of now nothing much has changed. 30% of the BJP MP's have criminal
records. One minister accused of rape continues in office. Governors are
being eased out to make way for sangh parivar cronies.An RSS man with no
creditable record of an historian has been made head of ICHR(History
Congress). Land and funds are being dished out to the likes of Baba Ramdev
and Indresh Kumar. There is interference in the judiciary with persons of
high integrity being denied positions in the SC. Judges who have passed
adverse orders against Amit Shah Being eased out. Inflation and price rise
continues unabated. Corruption continues unhindered.Laws for the protection
of farmers, tribals and weaker sections are sought to be tweaked to favour
big businesses who funded their election campaign and for whom it is now
payback time.

Chief Minister Manohar Parrikar’s so called surprise visit to the Mapusa
government offices this week was more of a publicity stunt to divert the
attention of the people from the alarming and sordid state of affairs that
the State is going through. Having himself lost track of all that he has
promised, Manohar Parrikar should stop fooling the people of Goa with any
further promises and deadlines which will simply add to the pending
pile-up. It is high time he got his priorities right by first focusing on
reining in his erring ministers and control their rampant corruption. In
March 2012, Manohar Parrikar had promised a Parivartan but Goa has landed
from the frying pan into the fire.



The role of monitoring the bureaucracy is not that of the Chief Minister
but of the Chief Secretary who is the Chief Executive Officer of the
State.  It is another matter that by way of Mr. B. Vijayan we have a lame
duck Chief Secretary who has been bowing, bending and crawling to the
delight of the Chief Minister by being an absolute Yes-man.   Vijayan, who
is due to retire this September is reportedly planning to make Goa his home
and is frantically lobbying for a hefty post retirement nest. With the
Chief Minister’s blessings he will manage a three month extension as Chief
Secretary and then hope to be Goa’s next Chief Information Commissioner
when Leena Mehandale retires on 31st January next year. So Vijayan has his
future plans meticulously carved out.. One more migrant to Goa’s census.

subject to a parallel religious authority.


Individuals may abide by Shariah court rulings if they wish, but cannot 
be legally forced to do so, Judge C. K. Prasad said.


“No religion is allowed to curb anyone’s fundamental rights,” he told 
the court, giving the decision of a two-judge bench. Indian law does not 
recognize Shariah court rulings, he said.
