Dear Roland,

Frankly, this is hardly a burden! It is something one enjoys. After all,
being relevant in life is something we all strive for in one way or the
other.

Goanet (and other cyber initiatives) have enriched my life in many
different ways, shaped my journalism and my work, and even redefined
myself. Does one have to view enrichment in money terms alone? I think
not... It has been a very pleasurable journey, so I won't even pretend that
it was a sacrifice -- not even little, forget about great.

(My only major regret is that initiatives like these, which were started
two decades ago and shown us the benefits of building online -- and real
world too -- social capital, have not inspired a greater number of positive
initiatives in other fields too. Some have come up and are doing well; a
great example is Savio Figueiredo's MAT Talks recently launched in Aldona.
Villages like Chinchinim and Navelim have their own networks. But this
could have surely spread in many other directions too, with more
individuals taking up more initiatives. Staying focussed, on-topic and
positive is a big challenge too.)

While as the Leader of Opposition Manohar Parrikar wanted and exercised all
his democratic rights. He squatted on the highways blocking the traffic and
had even threatened to gate crash to drive away the Casinos parked in the
River Mandovi. Now that he is in power, he cannot see his own earlier acts
as being holy. Now he wants every Goan to be at his best behavior and
silently watch the misdeeds of his government. This however, will not just
happen regardless of the threats and intimidation that Manohar Parrikar may
rant. He may be concerned only about his Chief Minister’s chair but we need
to care for Goa. The battle has to go on regardless of the price we may
have to pay.

Rattled that various acts of corruption and nepotism by his government have
been exposed through the Right to Information Act, Manohar Parrikar has
been stifling the transparency law after having conveniently kept Goa
without a Lokayukta so that the corrupt can have a field day.

Manohar Parrikar has shown scant respect for the Judiciary and will do
everything possible to muzzle and manipulate the press. During his earlier
stint as Chief Minister, Mr. Manohar Parrikar had on 24th September 2003
issued a legal notice threatening editors of all newspapers. So a decade
down the road nothing has changed. Does the dog’s tail ever straighten?.

After having conveniently used most  NGO’s, activists and habitual
litigants to maneuver his way to  power, now Manohar Parrikar finds they
are a hurdle as misdeeds of his government are coming under the scanner.

If there is any extortion or blackmailing in the name of activism there are
already enough laws in place to take care of the malaise which Chief
Minister Manohar Parrikar can invoke by first putting his own house in
order and clear the rot that is emanating from the Advocate General’s
office where through back room deals the advocates are appearing for and
against the government. Just visit the High Court for a day and public will
witness the Advocate General  leading his brigade of juniors and so-called
former juniors standing for or against each other and strangely, without
even sufficient independent practice, appearing for the big fish, in heavy
stake-matters. Extortion or blackmail if any needs to be probed?

To come to power Manohar Parrikar made a lot of fake promises. On all his U
turns less said the better. Not a paisa of that 35,000 crore illegal mining
scam has or will ever be recovered while all that Manohar Parrikar’s loose
talk is to keep the Goans entertained. To secure his chair he made promises
even to his MLAs and party workers of posts and positions which he knew he
would not be able to deliver. He had promised Zero tolerance to corruption
but the rampant corruption which has ebbed to the peak is there for all to
see. The manner in which the erratic and eccentric Manohar Parrikar who is
fast losing his marbles is functioning, he may well go down in the history
books as the worst ever Chief Minister that Goa has seen.

Activist priest Fr. Eremito Rebello had not long ago said “the sooner
Parrikar goes, the better for Goa”.

The writing on the wall is very clear. Is your time up, Mr. CM? Why not for
the sake of Goa cook up a way to get out and go to the Centre?

*Panaji:* Traditionally, it's slumber season here. But this monsoon, Goa,
especially its politicians are uncharacteristically busy.

Never has the state, otherwise known politically for its trademark, but
bizarre, petty defections and musical chair-like ousting of chief
ministers, inspired national headlines for two days straight for hardline
politics and communally coloured news, like it has in the last two months,
which interestingly coincides with Narendra Modi's elevation as prime
minister.

Otherwise an insignificant speck on the national mainstream news radar, Goa
in this time has dished out, news-wise, a seductive, but inflammatory
Molotov cocktail of two cabinet ministers who are thrilled at the idea of a
'Hindu state', demands for a bikini and mini-skirt ban and ruling
politicians claiming to ideological affinity to Pramod Muthalik, best known
for ransacking a pub in Mangalore to Goa, arguably known as national
capital of pubs and bars.

(Note: Co-operation minister Deepak Dhavalikar (MGP) had claimed that Modi
could lead India into becoming a Hindu Nation. Deputy chief minister
Francis D'Souza (BJP) had later insisted that India was already a Hindu
Nation and that he was a Christian Hindu. Reeling under public and media
pressure following their statement both have claimed their comments were
misunderstood)

In the same period, two Facebookers also find themselves at the receiving
end, with the police booking them in separate offences, for accusing Modi
of masterminding a possible holocaust and circulating a morphed photo of a
cabinet minister who demanded a bikini ban in a pink bikini. A hate-speech
complaint against Muthalik, demanding that Hindu's arm themselves with
swords and Bhagwad Gitas, has been rejected by the state police, who
claimed to have found no merit in the complaint)

Social commentators as well as politicians off and on record, do not
hesitate to say that conservative political parties, especially the ruling
Bharatiya Janata Party (BJP) and the Maharashtrawadi Gomantak Party (MGP)
with these hardline comments, are actually trying to appropriate Goa's
hardline voters, who have emerged from a socio-political churning fuelled
during the 2014 Lok Sabha elections.

The Lok Sabha elections saw a polarisation of the Hindu and Christian
votes. These noises made by the BJP and the MGP are signs of a battle for
the hardline Hindu voter, who accounts for around 20 percent of the total
Hindu votes, Nationalist Congress Party vice president Trajano D'Mello
told Firstpost.

Christians account for a sizeable 26 percent of the state's population,
where a majority are Hindus. And while the BJP had been trying to be cozy
with the influential Roman Catholic Church and Christians in the recent
past, a stinging circular issued by the Church against Modi and Parrikar
(while the circular did not name the two, it was indicative enough) during
the campaign phase, forced the party to alter its campaign mid-course.

The Congress used the circular to try and herd together its minority votes,
especially in the Christian stronghold of Salcete sub-district, often
considered a key to electoral victory in the South Goa Lok Sabha seat. The
party however lost both its seats.

On the flipside however, the circular was also spoken of amongst
conservative Hindu voters, as an unprovoked attack on its leaders,
especially when the newfound relationship between the party and the Church
had been mutually beneficial in the recent past.

For the millions of tourists that flock to Goa every year, the horizon is
limited by the sea on one end and the palm-fringed beaches and shacks on
the other. But away in the hinterland, where the rivers aren't saline and
temples, not churches or chapels dot the countryside, in towns like
Bicholim, Ponda, Madkai, Priol, is a significant Hindu conservative vote,
for whom a demand for a bikini-ban or a Hindu Nation chorus is considered
very elementary and a logical argument.

We should credit him. He has the guts to speak about protecting our
culture we should all back the minister, said Swami Brahmeshanand in a
specially televised address on 10 July, after Deepak Dhavalikar's brother
and PWD minister Sudin Dhavalikar demanded a ban on bikinis and
mini-skirts. The seer has a strong following amongst the Bhandari samaj,
which accounts for more than 30 percent of the state's Hindu population.
And in the 2014 general elections, it is this voter, along with which could
have climbed a notch on the hardline ladder.

three staff members nominated to represent Canada as part of Under-18 Field 
Hockey Team set to compete in the Nanjing 2014 Youth Olympic Games from August

P lanting hundreds of cashew saplings on red soil in a mining area at
Sonshi- Pale in Bicholim would have been an inconceivable exercise barely
two years ago.

In a Vanmahotsava programme with a difference, about 28 members of the
Parab family from Pissurlem went to their traditional land in Sonshi and
planted about 300 cashew saplings at the site, which till 2012, was a site
bustling with mining activity.

What made this exercise historic was the fact that this Vanmahotsava
programme was being conducted after several decades. The Parab family
claims to have about 2.18 hectares of land at Sonshi.

“ We had given the land to the mining company some decades ago and now that
the lease period is over, we have gathered here to plant cashew saplings so
that our children could benefit from the income generated through these
cashew trees,” Vasudev Parab told Herald.

Another family member, Tulshidas Parab, said they were hoping to return to
the livelihood of their ancestors.

“ Our forefathers had made their livelihood on farming activity and also
from the merger income they got from cashew plantation. However, all the
trees and farming activity vanished after the land was given to the mines.
Now, we don’t even know when they will resume mining activity,” said
Tulshidas.

“ We chose cashew saplings as this tree needs very little water and can
take root even where there is less fertile soil.

Besides, they are cheaper to maintain and we can get a decent annual income
without much effort.” The Parab family has voiced apprehension over the
resumption of mining activity.

“ The matter is still in court and we don’t know the future of mining. Even
if they restart mining activity, it would take about two years and since
the lease period is over, it’s up to us to decided whether to return our
land or not,” said another member, Satyawan Parab.

The Parab clan feels that they did not benefit by leasing out their land
for mining.

“ The agreements were done many years ago and what we got peanuts in return
for our land. The one who benefited the most was the mining company,”
remarked Gunaji Parab.

Praising the Parab clan for returning to agriculture, noted
environmentalist Ramesh Gawas said such practices should be promoted in the
area.

“ The trend towards agriculture in some of the mining areas is very good
not only for those involved in it, but also for the entire society,” said
Gawas.

“ The government should promote such endeavour as agricultural activity is
sustainable economy.” “ If the government can support the people by waiving
off the defaulting loans of those people depending on mining activity, it
should also support this trend of returning to agriculture. The government
can either provide subsidies, good quality seeds or can supply technology
to these farmers,” said Gawas.

I agree with Dr. Falcão's appreciation of Aires' legal commentary on
'Libel' law suits. The 'law relating to libel' was meant to protect
innocent individuals from defamation. In a number of cases, it has turned
out to be a tool (used by those who can afford lawyers) to silence
reasonable free speech and ostensibly genuine criticism.

In India, there is an additional threat with the instrument known as
'criminal libel'. Mercifully, the standard of proof is set at a higher
level ie Beyond a Reasonable Doubt, unlike the lower (civil) standard of
'On the preponderance of evidence'.

Whatever the case may be, such cases often turn out to be windfalls for
lawyers and stressful and fund-depleting exercises for everybody else.

In that regard, Aires is on the button with his Caveat Emptor admonition.

wrt the Ferdino Rebello v Outlook case, while I do not know the sections of
Portuguese Law (still prevalent in Goa) upon which the case is reportedly
going to be argued, I have the following comments:

a: I found the Outlook article - as written - quite 'off the top' as far as
Justice (ret) Ferdino Rebello is concerned. Where is the Quid pro Quo
needed to call someone corrupt?

b: Justice Rebello's lawyer (Mario Pinto Almeida) is a smart and learned
advocate. If any lawyer has the ability to argue this case successfully,
I'd say that Adv Pinto Almeida would be the one. I wish him and Justice
Rebello well.

c: Do not know about the 75 crores damages sought by Justice Rebello, but
if Outlook is smart, it will either provide verifiable Proof of Corruption
or Apologize and Withdraw the allegation of Corruption against the Justice.

It is appreciated that you are now taking on Manohar Parrikar.
But let me remind you that you actively supported the BJP in the 2007 Goa 
Legislative Elections by vocalizing the greatness of Manohar Parrikar and 
his BJP team to the consternation of the rest of us whose fight you blunted 
with your mission to get Manohar Parrikar elected.
What happened down the line, you only know and we shall  not be bothered to 
know the details.

It is apparent that you are now fighting an old friend turned foe.
Friends turn foes and foes turn friends. There is surely a formula for this? 
Some day you must give us a hint on how to accomplish this and we shall be 
eternally grateful to you.
However,  your present fight is with a bull that has grown sharp horns 
whereas your pate is bald as ever.

GSRP has just one suggestion for you  in terms of an advice.
GROW HORNS.  2017 is looming on the horizon. Horns must strike horns in the 
bull fighting ring..

And it shall be our 'plaiser' to watch the bull-fight and be entertained.

. Govt. knee  jerk reactions is understanable

Every state have their own crusaders, activists and whistle blowers .They
help in highlighting the ills plaguing the society, expose double
standards, and Govt. Govt favouritism, deliberate policy decisions
favouring few.

We admire and appreciate Anna Hazare, APP followers, Subash Agraval, among
others, They put the Govt, on mat, notice to set the process in order,
otherwise Govt. machinery and process become one sided and their behaviour
arrogant.

The Govt. has battery of lawyers, resources to seek best legal advice to
fight what is being felt as motivated, irrelevant, scurrilous litigation.
Further to allege legal system and media colluding with activist is abroad
sweep of irrational inferences. It is the activist, at a cost to murderous
attacks, killings, who dare to call spade a spade and defy illegitimate
curbs on freedom guaranteed by constitution The existing llegislations are
enough to deal with any so called aberrations and mis conceived , brazen
conduct of either individuals or groups, masquerading as NGO`s with
ulterior motives .An ordinary citizen, however knowledgeable  is not in a
position to unearth the intricacies, policies, designed to hide the truth,
couched with colourful exercises

Most of the corruption cases, in administration, executive, judiciary,
police would have lied buried under mountains of fabricated lies, had it
not been to the activists Govt is attempting to dilute tinker with RTI act,
appointment of Information commissioners as such information is  a thorn in
their flesh. Do they want activists to be mouth pieces of Govt policies?

Why do so called clean politicians want to silence dissent, override all
objections and ride roughshod over opinions, suggestions etc It appears
that they have something to hide from public view, because they know that
they are not honest, as they wish to appear, doubting all systems as having
failed and that they alone are the righteous persons , who can do no wrong.

In a democracy, the muzzling of individual or collective vox pouli is a
sure recipe towards authoritarian streaks of power. In our state many Govt
decisions have been legally challenged, at a cost, personal risk and
sacrifice and have shown the rulers in bad light and incompetency of
decisions and policies The opposition , whose duty it is appears to turn
Nelson`eye for  the reasons best known to them much against their assigned
role

No amount of legal threats either existing or in the pipe line will ever
deter the crusaders of taking head on the powers that be, who want to
suppress the truth. We know of various types of dossiers, real and
manufactured; letting loose state machinery for partisan and guided purpose
has numbed some outspoken critics into zombies out of fear. The human
indomitable spirit will always rise in the midst of purposive obstacles,
hindrances to lay bare the truth, mischief and all acts of arrogance,
authoritarian attitude and behaviour and warnings .There will arise new
army of crusaders against all wrong doings as we have seen in the past,
emergency not withstanding. If you have nothing to hide, you have nothing
to fear .There are enough safeguards in our system to deal with any
fissiparous tendencies and aberrations and hence no need of draconian
measures to deal with normal situations

 Justice (ret) Ferdino Rebello is concerned. Where is the Quid pro Quo
 needed to call someone corrupt?

 b: Justice Rebello's lawyer (Mario Pinto Almeida) is a smart and learned
 advocate. If any lawyer has the ability to argue this case successfully,
 I'd say that Adv Pinto Almeida would be the one. I wish him and Justice
 Rebello well.

 c: Do not know about the 75 crores damages sought by Justice Rebello, but
 if Outlook is smart, it will either provide verifiable Proof of Corruption
 or Apologize and Withdraw the allegation of Corruption against the Justice.

Couldn't agree more on this one!

Often wonder how JoeGoaUk manages to cover so many functions in a day...
going from one part of Goa to another... almost as if it was his full time
job!

For many of us, we're just sharing what we've written (and sold!)
elsewhere. It is obviously a far easier task.

JoeGoaUk has been moving around specially to cover events in a way that
gives a wholistic picture of Goa. He also doesn't mind if newspapers and
others 'share' his content, provided they have the courtesy of giving him
credit.

Everyone has been building Goanet in their own way. So many have played the
role of moderators over the past two decades. More recently, octogenarian
Betsy and team have been doing a great job with Goanet-Femnet. Earlier,
Christina looked after the Goanet Cyber-Matrimonials. Gabe adds value with
his song of the day. Alda Figueiredo would earlier share recipes. GoaCom
has hosted Goanet in the past. Joel sent in news for a long time.
Presently, a whole new network is opening out on Facebook, with Tony de Sa
leading the initiative there.

Of course a listing of this kind risks leaving out some crucial names...
anyway... someone please fill me in. It's 5 am and I'm sleepy!
