Canadians went thru the same experience when Quebec had its referendum a few 
years ago.

The visit of the President of China to India later this week is garnering much 
attention in the Western media.

This visit coupled with PM Modi's success in the foreign relation arena since 
taking office; with visits criss-crossing Asia speaks well for the continent.  
It could be the break-through Asian countires big and small can achieve if the 
leaders of the three major countries and their citizens provide leadership. 
These countries are China, Japan and India.  So far the leaders have shown much 
hope with discussions on economic progress and assistance; instead of following 
the western playbook of using trade in arms, hype and long talk to link and 
create an illusion of friendships.  

With China prepared to invest 100 Billion dollars in India over the next five 
yeras; that wipes out any ill-feelings of the 1962 skirmish between the two 
countires.  China is putting its money behind its relationship with India.  
Most likely that money will show up as materiel, expertise and know-how.

Indians and Goans are likely to encounter Chinese moving forward.  In my 
working relation with them, the Chinese are serious, hard-working and focused.  
They are fun-loving but not extravagant.  There is much that Indians can learn 
from the discipline of Chinese culture and way of life.  

Asia working together can with its population, consumer dynamism and demand, 
raw material and intellectual brain power can dominate of the world.

Dear Panjim Citizens,

It is sad that CCP which is been elevated from Panchayat is now
facing bankruptcy due to lack of funds from Parrikar Government and that
Sanjit Commissioner of CCP who enjoys dual positions one at CCP and another
as Chairman in GSIDC is not been able to solve this precarious
bankruptcy situation. It is possible that Parrikar and Sanjit duo could be
facing loggerheads now, on account of  various complaints received from the
public and we expect soon that Sanjit might  expose all what is going on
within  the CCP and the Government.
Mayor Surendra Furtado all the time is seen fighting or crying for funds
which is impossible for him to manage the affairs on each ward and also the
salaries payment for his clerical and officers staff.
It is wise for the authorities to revert back this Corporation into a
Panchayat or dissolve once for all and even they can go on mass casual
leave. In worst scenario may be both resigned from the post. Than the
Government will get up.
The public is in real trouble mostly on account of garbage piling up and
not lifting   from hoteliers dustbins and housing ward. The private
appointed garbage contractor cum dealership in Taleigao Panchayat cannot
manage even the door to door collection. With this we see Caranzalem,
D.Paula and Taleigao facing acute problems. Whole Panjim is stinking and
the tourists are an another agents to spoil the city. Stray Dogs and Pigs
are happy and enjoying the food from the garbage.

TEAM HERALD PANJIM: The Corporation of the City of Panaji ( CCP) is
bankrupt and has no funds to do any infrastructural or civic works, CCP
Commissioner Sanjit Rodrigues finally admitted on Tuesday. He said the
corporation could not do work in the 30- wards, and the capital would have
to suffer from inadequate development in the ongoing financial year.

Rodrigues also declared that government has refused to release any funds to
the corporation, considering that the corporation failed to submit 17
utilization certificates adding up to almost Rs 7 crore, over past two
years. Also its average monthly expenditure on salaries and wages, was Rs
1.20 crore, which adds to almost 85 percent of its total revenue, he said.

The government and the comptroller auditor general of India ( CAG) has
pulled up the CCP for failing to clear the pending dues which amounts to
around Rs 2.50 crore, which are hanging since I took charges two years
back, the commissioner added.

“ In such a situation, we are left with no funds and so CCP cannot take up
any works in any of the wards, at- least this year,” Rodrigues said. The

IS THE CCP's INTEREST TO COLLECT REVENUE FOR PAY PARKING?

The letter published in some of the section of Press by Adv Suresh Raikar
from Alto Dabolim is well  taken, by the Panjimites and he has our full
support. It is true when the owners pay life time road tax at the time of
purchase of vehicle and again why they need to be put in burden for this
illegal Pay Parking fees on public roads?
CCP Mayor has told me on SMS  that he has seen people paying such taxes
abroad in European countries, Singapore, Dubai etc and there is no
objection from any of them.  I replied him that this is Goa and not a
foreign country. People need to be educated first on traffic rules etc and
in case the Pay Parking on public road is approved then it will affect
mostly the ordinary citizen.  People when they have to purchase items from
all various shops even for a pencil, rubber, nails, etc or anything worth
Rs 5/-, the payment after buying these items the cost of Pay Parking fees
will be added in every  parking areas.  It is not possible especially in
Panjim and Margao  to introduce such an exercise on Pay Parking just
because the CCP wants to collect a revenue? There are many other avenues to
generate the funds and in absence of Malls in our towns, this system will
put a burden on poor citizens. It is fine in other big cities like
Bangalore, Mumbai or Pune and even abroad , who have big Malls with
underground and overhead parking,  but not here.
There is no provision in the Motor Vehicle Act for levying and collecting
such taxes for vehicle parking at public street. CCP can very well find a
place in some open grounds if available in Panjim or desist introducing
such Fees.

Chief Minister Manohar Parrikar has taken the sensible decision to enforce
helmets only on the highways. The thrust of the government should be on
first urgently tackling the causes of the increasing number of road
accidents. The roads across Goa are in a pathetic and very critical state.
With such large craters on most roads a helmet by itself may be of no
succor. There also needs to be a total crackdown on drunken driving and
reckless over speeding. Unlicensed drivers should be severely penalized and
kept off the road.


My friend Sudin Dhavlikar should get his eye balls off the bikini and keep
focused on making our roads safer. He should get cracking as besides being
the Transport Minister he is also holding the PWD portfolio.


In 2003 during his earlier term as Chief Minister it was announced by
Manohar Parrikar that anyone spotting a pothole on any road would be
rewarded with Rs 1000. Is the offer still on Mr. CM? For a financially
wrecked government, may be this time around it should be an award for a
road without a pothole, as there is none.

 Hello all,
 
This Thursday, the Scottish politicians have asked the people living in 
Scotland to make their views known as to whether they wish to govern themselves 
and break away from the United Kingdom or remain British.   
 
Scotland, a country that is 33 per cent land mass and 16 per cent of the 
population of the United Kingdom, its major revenue being “black gold” (oil) 
and “gold watch” (whisky) forgets its economy relies on the strength of being 
United.   I am wondering if Scottish people of Goan origin will vote whichever 
way the money goes.  Will we being seeing the first sign of a Scottish Rupee 
ditching the Scottish Pound.   At least if anything this will be a new currency 
on the block as the world keeps chasing after the sterling and the US dollar.   
 
Foreign exchange transactions are worth 3 trillion a day in the City of London, 
England, so guess who will be better off.

sizzling, nail biting, heart throbbing, feet tapping performance of Oxir 
Rosteanchi Rundhai on Sunday 14 September at Archbishop Lanfranc school.   This 
show could rival any other in the West End of London or Broadway in New York.   
A credit to all participants, volunteers and the audience who travelled many 
miles for making it such an enjoyable afternoon where people went home happier, 
like the old times we once had in London.

Finally, clean beaches all over Goa could become a reality

Goa Tourism has launched  a massive effort to clean the beaches of North
and South Goa. The job has been outsourced to Bhumika Constructions Ltid, a
waste handling services led consortium at a cost of Rs 7,51, 40,999, for
the first year and the work of the South Goa beach stretch is awarded to
M/s Ram Engineering Construction Company for Rs 7,04,87,999.

Chief Minister Manohar Parrikar lalunched Goa Tourism's 'Clean Goa
Beautiful Goa' campaign at Miramar Beach. The CM asked the public to keep
an eye on the beaches and to see that the agencies who have been given the
job of keeping the beaches clean, do the work the taxpayer has paid for.

Bins will be placed at regular intervals and around 400 workers will be
making certain that biodegradable and non-biodegradable waste is kept
separate. The bio-degradable waste will be converted into compost using
compost pits. The non-biodegradable waste will be sorted into glass,
plastic, metal etc and kept in a central place for dispatch.

We asked the CM about enforcement of anti-litter laws now that the bins
would be in place. He said there  would be no need to do so, since once
there are bins placed in convenient spots, 75% of littering will end.

Let's take him up on his offer, take a stroll to the beach nearest to you
and see for yourself if tourists, locals and shackowners take
responsibility for their waste.

Regarding the topic of Sainthood for Pe Joseph Vaz who is a Goan by birth
or a(n) Indian, we Goans must try and pray that he gets the Sainthood as a
Goan identity,  although he did lots of work in Sri Lanka which comes later.

Comment:
Blessed Vaz also served in churches in the Canara region prior departure to
Sri Lanka.

Menawhile:
St. Francis Xavier (1506-1552) was born in the family castle of Xavier,
near Pamplona in the
Basque area of Spanish Navarre on Apr. 7, 1506 according to a family
register.
He is said to have died on December 3, 1552.

the catering department. The people from Goa, who had lived under

with Portuguese Catholicism in Goa, the Church did frame and  enforce their
rules amongst the new converts, It is a fact that there existed ancient
Christianity in Goa  (reference …that there existed pre-Portuguese Nasranis
Christianity  in Goa)  but it can be inferred that the Royals of Velliapura
through out Portuguese history angled themselves to please the Church.
There is enough evidence they modified their historical building in
Velliapura to please the Church representative (refer to Dr.B D Satoskar in
1982 Map of Velli where the Kadamba architectural ornaments  were found
dumped). Cannot be proved though, they even encouraged conversions of
locals,  influencing them by giving their own surnames.



The Goan Catholic Church on the other hand consciously or unconsciously
took part in the celebrations of some of the ancient Kadamba festivals
 like the blessing of both the Kadamba harbours located by the peripheries
of the Velliapura Southern Capital Headquarters, namely the natural harbour
of Barradi,Betul and Kutban. Refer to the information in Goa archives that
 throughout his tenure as Vigar, Velim Irgoge  Padre Santimano accompanied
by Senor Ave Leao (Portuguese - meaning the lion of Ave Maria) did the
blessing of both the harbours at the onset of the new sea harvest season.
Senor Ave Maria is referred as the 40th successor is the father of Roque
Santan.


We can comfortably say that the Velliapura family being catholic did pay
their respect according to their faith so also the coterie who came across
the Ghats did pay their respects according to their ancient traditional
practice.



Therefore such a thing does not arise that the Catholic Church will have
some objection regarding secrets of Velliapura family.

Tourism Minister S Y Naik announces focus on 50 tourist circuits to increase
tourism

 

The Ministry of Tourism has identified 50 tourist circuits for development.
These include Cruise Tourism for Goa, Core Buddhist Circuit, Pilgrimage
circuits which include Varanasi Ghat etc. The latter will help augment the
initiative undertaken to reinstate the sanctity and development of the holy
city.

 

Hon’ble Minister of State for Tourism and Culture, Mr Sripad Yesso Naik,
disclosed this at an interactive Meeting organized by CII in Goa today.  The
Minister said that India will be positioned as a Global brand by making
travel hassle free and user friendly through implementation of e-visa that
will be introduced in a phased manner at nine airports in India including
Goa very shortly. This will be a game changer for the tourism industry and
will attract large number of foreign tourists.

 

Arjun Sharma, Co-Chair of CII National Committee on Tourism emphasized that
for India to achieve its goal of attracting 12 million foreign tourists
annually, and to combat issues pertaining to taxation, visa, infrastructure,
and other concerns, it is essential that the government and private sectors
collaborate and work together to achieve the set targets and help India
become a major tourist destination.

 

CII too suggested the creation of an empowered National Tourism
Boardcomprising of the government, public and private players who can work
in partnership. A step by step approach and deliberation over the existing
suggestions of cost of visa and its link to reciprocity, simplifying visa
form and procedures, improvements in visa processes, exempting hotels and
tour operators from service tax on foreign exchange earnings and alleviating
the problem of multiplicity of taxes at various levels will help the sector
prosper and become a major foreign exchange earner for India.

 

Another suggestion made by CII was to create a Task Force on Cleanliness and
Security and engage ex-servicemen who can provide insights to make an
impact. Also, commercial tourist vehicles can make use of smart cards to
facilitate seamless travel through state borders.
