Benaulim MLA Caetano D’Silva alias Caitu has to be commended for having
vehemently opposed the current Zilla Parishad elections on party lines.
Despite being a coalition partner of the government Caitu has had the spine
to speak out against something that is vividly wrong.


Goa being a very small State, the holding of elections to local bodies on
party lines will only ensure that the rot of party politics officially
percolates to the very grass roots.


The BJP government has gone very highhanded in holding these Zilla Parishad
elections on party lines in such a haste without having the issue discussed
in the Legislative Assembly.

This March 18th stage managed Zilla Parishad elections is a sham of the
highest order. The government has usurped the powers of the State Election
Commission and even craftily carried out the delimitation and reservations
of seats which was not in its domain. Does the BJP need to be reminded that
we are a democracy?

In a gross abuse of power and rank defiance, the Goa Government has for the
last four months refused to respond to the repeated queries raised by the
Goa office of the Comptroller and Auditor General of India (CAG) on the
very exorbitant fees being paid to Advocate General Atmaram Nadkarni. Goa
despite being the smallest state is not only hosting India's highest paid
Advocate General but he is also the country’s highest paid public servant.



The President of India is paid Rs 1,50,000 a month, the Chief Justice of
India Rs 1,00,000 and a High Court Judge Rs 80,000 but the notorious and
very controversial Advocate General of Goa Atmaram Nadkarni is officially
pocketing up to a whopping eight lakhs a month besides Rs 75,000 on every
visit to Delhi which is s nothing short of a day light loot and plunder of
the State’s exchequer. On the unofficial moolah Atmaram Nadkarni is
extracting from various fountains, it is visible even to the naked eye.



Then Chief Minister Manohar Parrikar on 23rd May 2012 had directed that the
fees of Atmaram Nadkarni be hiked from five lakhs to eight lakhs a month
due to the very high inflation being faced by the Advocate General.



The flamboyant Atmaram Nadkarni is known to be extremely close to Manohar
Parrikar with both being privy to each other’s deals. They have even
travelled together all the way to the infamous red light “Walking Street”
of Pattaya in Bangkok.



Manohar Parrikar later publicly clarified that his visit was not to have
sex but that he merely enjoyed two Thai massages.



“Do I have to go so far for sex” is what the 59 year old widower Manohar
Parrikar had the audacity of asking the journalists. On all this less said
the better but all we know for now is that Atmaram Nadkarni is desperately
sneaking his way to try and be a Supreme Court Judge. It will be the
darkest ever day for India’s Judiciary.

Untold generations of hardworking Goan farmers laboured to create
soaring coconut groves and vast hillside cashew plantations long
before anyone had heard of superfoods. But that very new term and
classification is behind an extraordinary boom in global interest in
cashews and coconuts, and potentially other traditional crops that
flourish in India's smallest state.

This year's cashew harvest is already earning the highest prices ever
seen, up 100% in just a few years, and the seemingly limitless
international craze for coconut has driven prices more than 300%
higher in the same short span. The Confederation of Indian Industries
confirms the organic food market is growing an incredible 400% per
year nationally. It all adds up to a green bonanza just waiting to be
tapped by Goa's agricultural sector.

Fuelling all this increased demand is the worldwide interest in
power-packed superfoods, nutrient-rich agricultural produce that
scientists have determined are especially beneficial for health and
wellbeing. Most Goan grandmothers will not be surprised that this
category has turned out to include the same exact agricultural
products that have been prized and carefully tended by their forebears
in Goa for generations.

High on the list is cashew, now widely marketed as nature's vitamin
pill. Every nut has viable amounts of folate, Vitamin K, manganese,
magnesium, phosphorous, copper, and iron. Variously, these help in
preventing damaged blood vessels, brain instability, osteoporosis,
heart problems, renal disease, and obesity. Cashews have also been
recognized as one of the top anti-cancer superfoods, because they
contain proanthocyanidins, a class of flavanols that starves tumors
and prevents cancer cells from dividing. Scientific studies have shown
that eating just a few cashews every day markedly reduces the risk of
cancer.

Even compared with potent cashews, the list of benefits that accrue
from consuming coconut stands out as extraordinary. The oil is loaded
with copper, zinc, iron, magnesium, phosphorus, potassium, and
selenium, as well as the best kinds of saturated fats. Studies have
proven that coconut helps you lose weight, strengthen the immune
system, fight infections, even stimulate the growth of new brain
cells. When applied on the skin, coconut oil can ease a variety of
skin problems including eczema and psoriasis. Coconut water is full of
potassium, electrolytes, and Vitamin C, making it much better than any
other drink for replenishing your body after exercise.

That long list of benefits is the reason why consumers are charging en
masse for coconut, all over the world. In the USA alone, the market
for packaged coconut water skyrocketed from zero to $400 million
within the past decade. The drink sells for as much as $6 (more than
Rs350) per litre. In the UK, at least 100 million pounds is spent on
coconut water every year. Even those eye-popping numbers are likely to
be bested very soon in Japan (along with Taiwan and Hong Kong) where
the coco-craze hit late but hard, with dozens of new brands striking
gold and flying off the shelves.

That is not all, because Goa's age-old agricultural bounty also
contains other superfoods, just waiting to go global. On the verge
already is the staple kokum, which has been found to be full of
complex vitamins like niacin, thiamin and folic acid. Studies have
repeatedly proven that this Konkan favourite is fat-burning,
antioxidant, anti-inflammatory, anti-bacterial, and anti-carcinogenic.
Its major active ingredient—garcinol—is both anti-allergic and
neuroprotective (helps brain health). More scientific analysis has
confirmed the basis of ayurveda's age-old reliance on kokum to treat
ulcers, dysentery and other gastric and digestive problems.

Yet another outstanding candidate for global attention is red
amaranth, Goa's ubiquitous and much-loved tambdi bhaji, which contains
very high amounts of iron, calcium, potassium, phosphorus, and
vitamins A and C. When used as a grain, its protein-rich seeds have
three times more fiber and five times more iron than wheat. Amaranth
is a rare complete food, including strong doses of all nine
essential amino acids. This makes it an effective agent against cancer
and heart disease.

All these valuable crops already grow in over tens of thousands of hectares in
Goa. But there has been no bonanza yet, because there
is a yawning chasm between the state and the most lucrative markets in
Indian cities and abroad.

Unlike states like Kerala and Gujarat, and countries like Thailand and
Vietnam, Goa's government has
never been farsighted enough to invest in the facilities required to
process and package its produce to international standards.

So the state's farmers lose out. This current administration talks a
lot about infrastructure, but agriculture is one area never mentioned.

Centenary*



The Birth Centenary of a famous Cuncolim born Tiatrist Anthony De Sa was
celebrated in a grand way by Tiatr Academy of Goa in collaboration with
Cuncolim Municipal Council at Cuncolim on 1st March, 2015.  On this
occasion, Indian Post released a Special Postal Cover on Anthony De Sa,
which was sponsored by TAG at a glittering function held at CMC Hall,
Cuncolim,  at the hands of Post Master General, Goa Region Shri Charles
Lobo in the presence of Chief Guest Rev. Fr. Manuel Fernandes, Parish
Priest of Cuncolim, Guest of Honour Shri Landry Mascarenhas, Chairperson,
Cuncolim Municipal Council, President TAG, Prince Jacob,  Vice President
TAG, Joe Rose, and Member Secretary TAG, Jose Alexandre Rodrigues.



Prince Jacob welcomed the Guests.  The Chief Guest Mr. Charles Lobo who
himself is a big Tiatr enthusiast, addressed the gathering and also
promised to release such covers after the names of more such Tiatrists in
future, provided he remains in Goa.  Fr. Manuel also spoke on the occasion
and said he knew the priest brother of Anthony De Sa who was a powerful
orator of Sermons.  Mr. Landry in his address said he was very proud to
name the road after Anthony De Sa during his tenure as a Chairperson of CMC
as he too hails from the same ward of Anthony De Sa i.e Dandora.  Vice
President Joe Rose who is also a famous Tiatr personality, while giving
Vote Of Thanks recollected his association with Anthony De Sa when he first
stepped on the Tiatr Stage as a youngster.



This function was followed by unveiling of Plaque naming the road leading
to Anthony De Sa’s house at Dandora, Cuncolim as *“Anthony De Sa Rosto”.*
Fr. Manuel and Mr. Landry along with Prince Jacob garlanded the plaque in
the presence of other TAG members, dignitaries, Tiatrists and a large
number of well-wishers and family members of Anthony De Sa.  In the evening
session, a Lenten Tiatr “Tumchim Monam Bodlat” written and directed by
Ligorio Fernandes was staged by TAG at CMC Hall, Cuncolim, which was well
attended.

every year,Goa Football Association organised a day-long Women’s Football 
Festivalcelebrating Women in Football at Duler Stadium in Mapusa.   The 
programme was organised to recognise, celebrate and promote the development of 
women’sfootball. The programme was held in alignment with the All India 
FootballFederation’s commitment to the development of the beautiful game among 
women,and supports the Asian Football Confederation’s celebration of 
theInternational Women’s Day across Asia on the 8th March 2015.  
Various competitions in football like 6-a-side football matches, tie-breakers, 
shooting the target, juggling were held and saw enthusiastic participation from 
all the women present. 

The Goa Football Association honored Smt Vijayadevi Rane, the first ever 
President of the Women's Football Association of Goa, Mrs Clara Gonsalves e 
Fernandes, the first ever Secretary of the Women's Football Association of Goa 
and Mrs. Pearl Viegas for her contribution to promoting the game among women. 
Mementos and plaques were presented to the dignitaries in appreciation of their 
contribution to women's football.
 Mr Elvis Gomes, President GFA, recounted the glory days of women's football in 
Goa and reiterated GFA's commitment to developing the game among women. The 
programme was attended by Mona Walgren, a key member of the Swedish selection 
that played a series of matches across India against the Indian team in the 
late 1970s. Mrs Juliana Gurjao e Colaco, Chairperson, GFA Women's Football 
Sub-Committee along with other members Mr. Victor Gonsalves, Mr. Osvaldo

campaigning on issues ranging from genetically modified food to climate
change. From sailing through the Indian Ocean and the South Pacific as a
deckhand on the Rainbow Warrior (Greenpeace's flagship) to being jailed
in a US federal prison for nuclear disarmament, his travels have taken
him far  wide. In 2005 he chose a less traveled path leaving behind a 9
to 5 job for exploring little known parts of the Indian coast. His

ANIRUDDHA SENGUPTA worked for 20 years in the fields of journalism,
communications and graphic design, He returned to his first love -
writing - since he moved to Goa in 2006. So far, he has authored a
couple of books in a children's adventure series, a graphic guidebook on
environmental matters, and a sprinkling of short stories and comics in
various anthologies. He is currently working on a chronicle of his
travels by road around India with his wife Anjali and their dogs.
Interspersed with all this, he enjoys setting, conducting and
participating in quizzes, and is a founder-member of Goa's Sunday
Evening Quiz Club 

ADITI holds a Master's degree in Organizational

 *Obtain Driving Licence: Goa*
 Every person willing to drive a motor vehicle is required to have a driving
 licence for the particular category of motor vehicle he intends to drive.
 Two types of driving licences are issued:
 •Learner's Licence: This is a temporary licence valid for 6 months and
 issued to citizens, while they are in the process of learning driving of
 Motor Vehicles.
 •Permanent Licence: One becomes eligible for a permanent licence after
 expiry of one month from the date of issuing the learner's licence.

 *Eligibility*
 •A person who has completed 18 years of age can get a licence for
 M/cycle and Light Motor Vehicles.
 •A person who has completed 20 years of age can get a licence to drive
 professional and Light Transport Vehicles such as M/Cycles, Taxis, Auto
 rickshaws, P/Ups, etc.
 •A person who has completed 16 years of age but below 18 years of age
 can get a licence for M/cycles not exceeding 50 c.c.

 *Where to apply for licence*
 •The applicant for learner's licence should approach the Assistant
 Director of Transport of the area, in which he resides and submit duly
 filled in Form 2 (Rs.5/-). All the documents as shown in the application
 form should be submitted alongwith the application for expeditious
 disposal.
 •The Department has computerized the services of learner’s licences and
 introduced the services through the R.T.O. Counters and Mahiti Ghars at
 Panaji, Bicholim, Ponda, Margao and Vasco.
 • The application for permanent driving licence should be given in Form
 4 (Rs.5/-) along with the documents mentioned therein. An applicant holding
 permanent driving licence for one class and desirous of obtaining licence
 for another class of vehicle should make an application in Form No. 8
 (Rs.5/-).

 *Application for learner's licence*
 An application for the grant or renewal of a learner's licence shall be
 made in Form 2 and shall be accompanied by-
 1.a medical certificate in [Form 1-A]

 4.Three copies of the applicant's recent [passport size photograph],
 5. Appropriate fee
 6. In the case of an application for [transport vehicle], the driving
