I am glad that great minds in contemporary architecture and town planning are coming together to discuss how Panjim can be changed into a world class city. In my humble thinking, the Mandovipresents a great opportunity to develop unique urban entertainment spaces, on either side of theriver. I have seen how a derelict abandoned and rat infested old harbor area of the City of Baltimore, in the USA, replete with trash dumps and homeless people was changed into a magnet for city dwellers called Harbor Place where folks take a stroll, shop and eat at the finest restaurants., All development does not need Govt. financing. Thinking out of the box and involving NGOs and corporates in developing such a space will attract both local and foreign tourists . Planning must be comprehensive and forward thinking and include additional traffic lanes that provide seamless entry and parking structures to accommodate future growth I envision space being created by creating an embankment over the Mandovi..Imagine an urban promenade on the banks of the Mandovi Funding should come from the Private sector while planning must involve the city fathers of Panjim. Politicians should not set road blocks in order to get bribes The entire project could be funded with private equity bonds, with a revenue stream generated by the businesses that will occupy the area. There are sure to be tax revenuesfor the city from the additional business that is generated.

If a non-Hindu brother or friend of this country decides not to stop eating beef, will a Goan's attitude towards this countryman change? My logic does not allow me to agree to this, mentions tiatrist Premanand Sangodkar while No comes a resounding answer from tiatrists among the many Goans who believe nothing will break the brotherhood between different religious communities in Goa. I do not believe Goans subscribe to views dividing people on communal lines, chips in Sandeep Ambe, popularly known as Comedian Ambe. In India, there will never really be a place where there will be only Hindus. People from other religions will always also be there. And in Goa, we Goans rent our houses to just about everyone just based on humanity. Goa has so many outsiders, tourists, who come here. We accept them all. This is proof that we Goans don't believe in divisive lines as we understand that a mix happens everywhere, he vindicates a point. In Goa, we take up for our brothers and sisters. The recent spate of communal statements made with regards to Mother Teresa, this whole ghar-wapsi issue from certain extremists will end up bringing together the Catholic community whose sentiments will be hurt and this will be only justified. But are these things worth it, given the hate that is involved? asks Sangodkar. I think these Hindu extremists have not understood the cultural background of Goa. They think Goa is like the rest of India, which is where the fault lies. I see no need to impose ghar-wapsi after four hundred years of already being converted. Bringing it up now again serves no purpose apart from spreading communal hatred while imposing one's religious opinions on another, the septuagenarian searches for reason. You see the gap between those my age and the present generation is already about 30 years. The new generation is expected to go beyond these divisions of religion; not get divided on its lines instead. Looking at positive common factors from these scary days of religious complexes in our social setting currently, here's a line that all non-Catholic tiatrists react with when asked if relationships will get affected due to certain groups disturbing the communal fabric of our Goan society. Most of my close friends are Catholics, they all say inevitably. In fact even right now as I speak with you I am having two good Muslim friends of mine at my house. However much some may try to defame Mother Teresa, try ghar-wapsi or any other way of dividing us they will never succeed in Goa; because the relationship between the Hindus, Muslims and Catholics in Goa are very different. I celebrate Diwali with my non-Hindu friends here. Communities celebrate festivals of each other. It's different here, believes Premanand Lotlikar. How can one stop another from living each one’s life style, even if it means eating beef? Incidentally these non-Catholic tiatrists have lived all their lives with beef-eating colleagues and they have never had a problem with this. But nothing much will happen in Goa in my opinion, opines Ambe. Also because there was no media earlier; now, it's a different story. First, only the village elder was right and such opinions had to be obeyed no matter what. Now opinions are shared with social networking sites, better communication devices like smart phones, etc. So things essentially will remain as they are and the only ones who will suffer are the political bodies who will attempt to divide people. Each one of us has a role to play in this world. We still don't know where we come from, or where we will go after we die; we just have to live these lives and pass away and play our role in between, were the only words of Pradip Naik. And this is applicable to everyone, irrespective of being Hindu, Catholic or Muslim as we are all one. As Goans and as people, we are all united in this life-long brotherhood campaign. As for the tiatrist community in particular who have not yet received assurance regarding the censorship issue, apart from this, it's all peace and love.

The move is also in compliance with the order passed by the Delhi High Court, which has said that the video cannot be “uploaded, transmitted and published” since it could trigger law and order problems in the country.Clearly, the Internet-savvy Indians seem to disagree with the court order. Restricting the flow of information, either by stopping broadcasts or banning physical books, is today an analogue problem. Given the porous digital borders, the government would find it difficult to block the documentary. Users will continue to upload the film, with many file names using the word ‘banned’ in the titles. Yet, the government could block entire websites like it did to restrict pro-ISIS content in 2014, invoking Section 69A of the Indian Information Technology Act 2000, which allows blocking public access to Internet content when India’s sovereignty, or public order, is threatened. The JK government had resorted to similar measures in 2012 when it tried to stop online circulation of the controversial anti-Islamic video The Innocence of Muslims. At that time, the government used Section 5(2) of the Indian Telegraph Act, another instrument to maintain public order. Indeed, India could potentially shut down the Internet as Egypt did in 2011 when President Hosni Mubarak grew nervous of growing protests against his government.India’s Daughters isn’t about terrorism, communal disharmony or political protest. The brutal rape it refers to had brought the country to a standstill. And now, outraged that they are not allowed to watch the documentary, Indians are using the Internet to challenge the ban. Such public support could trigger consequences for netizens individually. Legally, under Section 66A of the Indian Information Technology Act 2000, anyone who sends an ‘offensive message’ (such as a link to the video) through communication services, causing ‘annoyance, inconvenience, danger, obstruction, insult… or ill will’ is liable to be arrested. One could face up to three years in prison and a fine.That brings us to an interesting conundrum. Recent headlines have highlighted the face-off between the government and the BBC, which went ahead and aired the documentary in Britain. Though the BBC, a foreign media channel, will not broadcast it in India pursuant to the court order, reports suggest that the government may ‘take further action’ against the BBC for broadcasting the documentary. India might even try to restrict it from being telecast in other countries. How that will play out will be interesting. Indian court orders do not apply in the international jurisdiction. But they do here. So the next question to ask is, how will India react within its own borders and bandwidth, with its own citizens?In India, freedom of expression is guaranteed by the Constitution, albeit with reasonable restrictions, and it is not a right that ought to be restricted so easily. Unfortunately, in our democracy, the unfolding India’s Daughter incident certainly feels like yet another instance of hiding the truth behind the law. Resorting to a ban puts a positively active and engaged citizenry highly susceptible to arrests. The National Green Tribunal has rightly stepped in to stall the Goa Government in constructing a garbage treatment plant in the very eco- sensitive area amidst the mangroves behind the Heera Petrol Pump at Patto in Panaji. The officials need to be punished for high-handedly butchering those hundreds of mangroves and illegal land filling. Our Social activists Kashinath Shetye, Ketan Govekar, Sanjay Sarmalkar, Desmond Alvares and Surendra Govekar need to be commended for raising and highlighting this issue. Former Chief Minister Manohar Parrikar must be strongly condemned for having recklessly approved this garbage treatment plant at such a pristine site. His skewed vision is only further exposed. It was expected that Architect Rahul Deshpande who is the Consultant for the project should have at least alarmed the authorities for having landed on a wrong site. She was injured so badly that she had to undergo a surgery. Police blamed a gang of robbers and ruled out any motive behind the rape, which triggered protests and angry reactions from Christian leaders in the state. Chief minister Mamata Banerjee condemned it and ordered a CID probe. State minister Firhad Hakim called it an “attack on humanity”. “I am shocked. Such an attack on an elderly sister is a rare incident, first time in Bengal and possibly the first time in India. It is deeply distressing,” said archbishop of Kolkata Thomas D’Souza, who rushed to Ranaghat. “The chief minister was genuinely concerned. She promised speedy action and assured security .“ Hakim blamed growing intolerance and religious fanaticism in West Bengal. “Religious intolerance in the name of Ghar Wapsi is at work, sometimes in Odisha and sometimes in Bengal. This may be one of the reasons. Such heinous criminals should be shot dead but our law does not permit this. The Bengal government believes the criminals should be hanged to death,” he said. Mamata chose her words carefully: “We strongly con demn the incident. We have ordered a CID probe that will examine all aspects of this horrific crime. The government will take swift, strongest possible action against the culprits.” The state government has announced Rs 1 lakh reward for information on the rapists, said SP Arnab Ghosh. According to the complaint lodged by the school, seven to eight armed robbers overpowered the security guard and stormed its compound around 2.30am. Holding a pistol to his head, the gang forced its way into the main building. An investigator said that the robbers tried to destroy a CCTV camera near the gate but failed. The staff-room CCTV managed to capture their faces. “The gang then moved to the first floor where the nuns have their residential quarters. A senior sister resisted them when they tried to loot valua bles and cash. She was sexually assaulted,” a source said. “Two other nuns cowered in fear in nearby rooms while the violence went on for more than an hour. It was nearly dawn by the time they left. GIRL AFTER FALL IN THE WELL OF GARCIA DE ORTA WAS RESCUED BY HER FATHER. I learnt from my friends Adv. Rui Ferreira, Dr. Luis D'Sousa, a dentist and Dr. Joe D'Sousa all from Panjim that the incident of a 8 year old girl fell in a well of Garcia de Orta -Panjim Garden. Incidentally it was learnt that Mr. Roy Vaz is the father of this girl who saved his daughter by jumping in the well. CCP Commissioner Sanjit Rodrigues was very much present when this incident happened. Mr. Roy Vaz who is among the Carnival enthusiast miraculously brought the girl up in an unconscious state. It is strange that none of Goan newspapers brought this news in print because Sanjit Rodrigues allegedly kept reporters of Goan dailies in good humour. It is a matter of shame that I, from D.Paula have to report about this incident due to negligence of the CCP authorities and due to no action taken by the Police to book the culprit/s of this grave crime. Will Mr Laxmikant Parsekar CM, and Mr Francisco D’Sousa Dy.CM wake up and direct the police to investigate and report this incident and prevent of alcohol ( feni) as well as sale of pork which is taking place every Sunday at Garcia de Orta much of the dislike and helplessness of senior citizens who are suffering discomfort and pollution which I myself have verified today on late evening Sunday the 15th March 2015.
