Dear Readers of Goanet

Most of the bureaucrats, Secretaries in Goa for example  Commissioners,
Mayors, Directors , Principal Engineer, Member Secretaries, Chairman's
including MLA's , Ministers, Collectors, Mamladars, Sarpanch/Panchayats etc
 are not computer friendly and as such they do not read  our mails or not
been able to send the mails or replies to the public.
 The Aad Admi or general public is facing the problems on accounts of not
getting replies from these officers in time, due to this inefficiency.
Neither their secretaries or Assistant/PA's are asked to perform this job.
Most of the junior staff cadre in the administration knows this technology
of computer but what is the use.
I have recently been to this present CCP mayor and also the earlier mayors
and Commissioners  of CCP,   and ask whether they have their e-mail ID's
and immediately the present Mayor  answered that he does not believe  in
this system as he likes to follow the old paper system.  I replied,
 because of this he has been working late in the evening after the 5.30 PM
 to clear the files and still he may not be able to cope up with  the work!
  I told him that we are in 21st century and may be he should get into
this action so that quick delivery system is achieved. I have realized it
is a waste of our time to plead or suggest these officers because either
they do not want to learn or pretend to know this system because it becomes
a public proof and their mistakes gets known,  if any.   If they are really
interested especially  those who are not computer friendly,  they should
have taken initiative to learn or get themselves trained on this technology
or Government must train them.  That is the reason Goa is suffering and has
a set back in the administrative system.
This is only a suggestion as  I have noticed.

[Goanet] BMC warns public against dumping waste near bins

BICHOLIM: The Bicholim Municipal Council ( BMC) has put up notices warning
people against dumping garbage near each dustbin and on the roads in the
taluka.

The notices state that littering is an offence as per the Goa Non-
Biodegradable Garbage Control Act 1996 and Rules 1997, and that such an act
is liable for punishment with imprisonment for a term, which may extend to
one month, or with a fine, or both.

Bandarwada- Bicholim residents complained that the dustbins in the vicinity
were always overflowing with waste.

As a result, people would dump their garbage near the dustbin.

A local Mahesh Govekar said, “ The BMC is doing very good work when it
comes to collecting doorto- door garbage, but most dustbins placed by the
roadside are not looked after. And to add to this, stray animals feast on
the garbage, which is later scattered on the road.” “ People and the BMC
should be blamed for this, as at times car occupants throw garbage near the
dustbin. I have always voiced this issue and have informed the BMC,” he
added.

The Aarey Milk Colony 
witnessed a hustle and bustle, a novelty in this heritage area, for 
quite some time. Many people gathered at Chhota Kashmir Garden to lend 
support to the Save Aarey campaign.

  Organized by the Save Aarey 
Conservation Group, the Aarey Mahotsav was celebrated with much pomp to 
make people realize the “essentiality“ that it holds.


  The day 
began with a nature trail, where people were taken on an adventure trip 
to major attractions of the area.The actual celebrations and fanfare 
commenced in the evening. Nothing short of a grand fair, there were 
ample 

activities for people from all age groups to take part in.From games and
 rides to photo exhibitions, Warli painting workshops, juggling, street 

plays, dance performances, drawing competitions and pottery... the event
 was conducted to ensure that each and everyone would remember 

this Sunday for a very long time. “The last time I came to Aarey was 
during my school days. Coming here today after a long time was a 
different ex

perience. It isn't something that we would normally do on a Sunday . My 
daughter has come here for the first time and now insists on coming 

again,“ said Sophia Pillai, a bank manager. The Mahotsav was to connect 
people with Aarey and bring them closer to its rich biodiversity. 

Aarey Colony has made the headlines in recent times due to the growing 
threat of urbanization; be it plans for the proposed construction of the
 Metro III car-shed or that on account of the civic draft development 
plan 2034. The event saw enthusiastic support from thousands, who wished
 the area to be left pristine. “Aarey has for long been 

neglected. There was a time when a visit to Mumbai was incomplete 
without a trip to Aarey  . It holds unimaginable potential for 
ecotourism and thus we are celebrating its natural heritage,“ said 
Stalin Dayanand, project director, Vanshakti, a driving force behind the
 campaign.


   The day saw people from all walks of life taking 
some time off their schedules to enjoy the beautiful offerings. “I have 
been coming to Aarey for 20 years, be it for a walk or for cycling. We 
are very privileged to have a forest with such easy access. We should 
leave it as it is. Everything else like buildings can be relocated, but 
you cannot replace a forest,“ said Rama Bishnoi, a marketing

 Adding to the growing list of city institutes that are going green, 
Welingkar Institute of Management recently installed a biogas plant on 
its premises


DDING to the growing number of educational 
institutes in the city that are adopting eco- friendly ways on their 
respective campuses, the Welingkar Institute of Management Development 
and Research is the latest entrant to join the bandwagon.
 It has been learnt that the institute recently installed a biogas plant on its 
campus premises.



 The biogas unit will use the wet waste generated in the cafeteria to 
produce clean energy that would be later used to fulfil a part of its 
energy consumption.


 The six cubic metre unit was installed by the
 collective efforts of private firms and teams of MBA students after an 
extensive four- month study. Officials claim the ecofriendly


 
ecofriendly initiative will enable the institute to manage solid waste 
at its source in an easier and efficient manner. They said it would help
 reduce usage of Liquid Petroleum Gas ( LPG) cylinders.


 “ 
Institutions like Welingkar collaborate with all stakeholders for 
creating awareness, to change all mindsets and empower them for better 
governance, economic prosperity and sustainable environment.


 With
 this, we expect that our young managers should become responsible 
citizens by moving from responsive to transformative contributors to the
 society,” said Uday Salunkhe, institute director.


 League 
extraordinaire Welingkar is not the first educational institute in the 
city to turn its campus into an eco- friendly place. In the last 10 
years, St Xavier’s College has installed three separate solar panels on 
their college terrace, and certain departments are operated using the 
solar energy.


 For example, computers at the institute’s cyber 
laboratory are operated exclusively using the solar energy harvested by 
one of the panels installed on the hostel terrace. The very first solar 
panel ( installed in 2004) is being used to heat a 4,000- litre water 
tank on the hostel terrace. The heated water is later supplied to the 
hostel and the college canteen kitchen. The solar panel on the library 
building provides electricity to the lecture rooms, the reference 
library, and the hall.
 Similarly, Sathaye College, Vile Parle, 
has a vermicomposting pit dug on its college campus, where all the 
canteen waste is diverted. The generated manure is used in the college 
garden. At D G Ruparel College, Matunga, solar panels set up above the 
hostel buildings facilitate electricity generated through solar power.


 Besides, the institute was also one of the first in the city to introduce 
rainwater harvesting on its campus.

 At the Somaiya campus in Vidyavihar, while waste is managed through 
vermiculture, its rainwater harvesting programme, introduced in 2010, 
ensures reuse of 1.25 crore litres of rainwater from the catchment areas
 annually.


 “ All this work is a collaborative effort of everyone 
on the campus; from students segregating waste and respecting trees and 
plants on campus to teachers incorporating environment awareness in the 
curriculum. We believe that our students should enjoy the nature, and, 
so, the landscaping of our institute is done in a way that students can 
sit and study amidst nature. Students are not only made aware of the 
importance of the environment, but they also themselves understand the 
importance of contributing to it further,” said Samir Somaiya,

Delhi: There was no respite from heat wave conditions in most parts of the 
country on Monday with death toll reportedly reaching 500

At least 432 people have reportedly been killed in the worst hit-states of 
Andhra Pradesh and Telangana alone.
The Indian Meteorological Department has predicted that the heat wave will 
continue till May 30.


On Monday, the Met Department had predicted a hot day for Delhi with the 
maximum temperature expected to be around 



44 degrees.
The national capital had recorded the season's highest temperature of 44.5 
degrees Celsius, five degrees above normal, at the Safdarjung observatory on 
Saturday.


Meanwhile, commuters in Kolkata are in for a tough time as the Bengal Taxi 
Association has refused to ply their cabs in the city between 11:00 am to 4:00 
pm from today, as per news reports.


The association took the decision after the death of a 52-year-old cab driver 
due to intense heat.


The heat wave has swept several regions of Rajasthan, Madhya Pradesh, 
Maharashtra, Odisha, West Bengal, Uttar Pradesh, Chhattisgarh and Karnataka.


On Sunday, the mercury touched 46.5 degrees in Jaisalmer in Rajasthan, with 
Kota close behind at 45.4 degrees. Churu, Sriganganagar, Jaipur, Barmer, 
Bikaner, Ajmer and Dabok too recorded high temperatures.


Yesterday, the blistering heat wave also hit Haryana and Punjab, and Chandigarh 
which recorded the season's hottest day so far.
In Punjab, Amritsar continued to reel under a temperature of 43.6 degrees. 
Ludhiana and Patiala too recorded high temperatures.
In West Bengal too, the effect of the heat wave was felt strongly.


Over the past few days, Odisha too reeled under the heat wave. The industrial 
town of Jharsuguda recorded the highest temperature of 45.8 degrees and 
authorities received reports of 23 deaths due to sun stroke.


The mercury crossed 45 degrees at six places in western Odisha, IMD officials 
said.

After having promised us the moon Narendra Modi completes a year as Prime
Minister with a very dismal performance on all fronts. It has been only
empty glossy talk all the way. With his one man rule, basic democratic
values have been consigned to the wind. Even the sacred Independence of the
Judiciary is sought to be compromised.

Nothing has been done to strengthen the Right to Information Act while the
Lok Pal is also not in place only affording ‘Acche din’ for the corrupt.
The only hallmark of the year is that Narendra Modi after fooling the
people of India, has travelled half the world at tax payer’s expense trying to
mesmerize Indians there. The people of India are however now seeing through
NaMo’s vicious game plan with the chorus already bugling ‘Modi Hatao Desh
Bachao’.

 I don't know about the rest of India, but Goa is already a water scarce state. 
 Want proof ??Just look at the number of water tankers plying the roads of Goa. 
 Wars between States  for increasingly scarce water have already begun.  
Maharashtra has already started by trying to divert some of the water coming 
down our \Mandovi  (Mhadei) river.Rampant construction of high rises all over 
Goa, with nary a concern about where the waterwill come from to supply these 
developments.  As has already happened along the beach belt, without  a proper 
sewage removal system, septic systems will overwhelm our groundwater aquifers 
denying this age old source of water.  Nobody cares till the shit hits the fan 
!!!All elected officials care about is how much loot they can accumulate, while 
the poor folks be damned.

*Meet Bonaventure D’Pietro at TAG’s “Meet the Tiatr Artiste” on 28th May.*



Every month Tiatr Academy of Goa invites artistes of repute to interact
with their fans/followers and other tiatr loving people. Such a meeting
helps the audience to know more in detail about the artiste. It also helps
TAG to create documentation for its library in order to preserve it for
posterity.



A well known tiatr writer, Bonaventure D’Pietro from Anjuna will be the
“Artiste of the Month” in this monthly programme to be held on Thursday, 28
th May 2015 at 4.00 p.m., at Conference Hall, Tiatr Academy of Goa, AS-1, 2
nd Floor, Campal Trade Centre, Campal, Panaji Goa.



*BONAVENTURE D’PIETRO*

Bonaventure Peter Fernandes, popularly known as Bonaventure D’Pietro is a
well known figure in the field of Konkani and Goan culture. He was born on
14th July 1943 in the village of Anjuna in Bardez. While pursuing his
primary education in Portuguese, he learnt to play violin and solfeggio
from a parochial music school.

At the age of 14, young Bonaventure, saw a *tiatr* for the first time in
his village Anjuna. This made him restless and there and then he made up
his mind to write his own *tiatr* thus aspiring to become a *tiatrist*. He
made several efforts to write a *tiatr* to his satisfaction and finally he
penned a *tiatr*, entitled *‘Birthday’* which was staged at Margao. In the
same year, 1961 he wrote his second *tiatr*, *‘Boro Gonvlli’* (Later
renamed as *‘Devachea Rajeant Tukai Apounnem Asa’*). After the liberation
of Goa, in 1962 he left for Mumbai to take up a job in a printing press,
where he came in contact with various writers and publishers.

Right from his childhood, D’Pietro was a keen observer of any happenings
that took place in the village or in his surroundings. He had the ability
to analyze the incidents and the capability to narrate them in a befitting
manner. It was this attitude which compelled his tender mind to write his
first novelette *‘Soitanacho Ghutt’* (The Mystery of Satan) at a very young
age of just 15 in 1958. Since then, he went on writing short stories and
novelettes but finally found his niche in writing novels. He has 14
publications to his credit which includes novels on various issues related
to our society viz, ‘*Kallea Vistidachi Choli’*, *‘Clara’*, *‘Mhojea
Paicho Fondd’*, *‘From Goa With Love’*, *‘Ek Bhett Mungllurachea Xharak’*,
*‘Jimmy’*, *‘Tichea Mornna Uprant’* and *‘Janya Celli’.*

His other literary work consists of short stories and novelettes namely: *‘13
Numbrachi Kottri’*, *‘Mog vo Patok’* and *‘Mhaka Jiyonk Zai’*. His books in
other category include *‘Gupi’* for children, *‘Nazaretkar’* on his
experiences and *‘Songit Doulot Goykaranchi’*, a research work on Goan
music. In this book he highlighted the rich heritage of Goan music for
posterity. His another book *‘Sankholl’* has been bestowed with Dalgado
Akademi Award this year.

This multifaceted artiste’s contribution to the field of *tiatr* is
noteworthy. On his return to Goa after spending 15 long years in Mumbai,
Bonaventure restarted writing *tiatrs*. He wrote and staged several *tiatrs*
then. His *tiatrs* like *‘Dhunvor’*, ‘*Chitrakar’*, *‘Patang’, ‘Rogtacho

years.

Bonaventure D’Pietro is not only a creative writer but also an excellent
musician who plays numerous wind instruments. When he was in Bombay, he had
formed bands *‘Bonaventures’* and *‘Bob Brown Combo’* (B.B.C.). After
returning back to Goa, he also formed a band named *‘Pietros’* which
comprises of his two sons. Occasionally he has also provided music to some
*tiatrs*.

He is also a regular contributor to numerous dailies, weeklies, monthlies
in Konkani in Roman script. He has also served as Assistant Editor of
various newspapers and magazines in Konkani Roman script.

He has several literary awards to his credit, the noteworthy among them
being of Kala Academy Goa, Konknni Bhasha Mandal, Thomas Stephen Konknni
Kendr and Lifetime Contribution to Literature Award by Dalgado Academy. He
was also felicitated by Kuwait Konknni Heritage and is the recipient of
prestigious State Cultural Award in the field of literature in the year
2008.

  An Indian Catholic priest, Joseph Palanivel Jeyapaul, pleaded 
guilty Friday to sexually assaulting a 16-year-old girl while serving in
 the Diocese of Crookston.
 
The guilty plea comes nearly 10 years after Rev. Jeyapaul, 60, assaulted the 
girl at his home.
 
Jeyapaul
 was extradited from India to the U.S. in November to face criminal 
charges brought in two different cases both alleging sexual abuse of 
underage female parishioners.
 
He had left the U.S. in September 
2005 before criminal charges were filed against him and was first 
arrested in March 2012 in India.
 
Jeyapaul pleaded guilty Friday 
to fourth-degree criminal sexual conduct, a felony, in one of the two 
cases. The other case, in which he is charged with two counts of 
first-degree criminal sexual conduct, is still pending.
 
The 
charge to which Jeyapaul pleaded guilty Friday was filed after the girl 
told investigators Jeyapaul had forced her to touch him and pulled her 
on top of him while kissing her on her 16th birthday in 2005.
 
The
 girl told investigators she had first met Jeyapaul on a bus ride to a 
conference when she was 15 years old, when he touched her thigh, court 
records say. She told investigators that a few weeks later, when she was
 still 15, Jeyapaul began calling her at her home and telling her he 
would marry her if he were younger.
 
Forum News Service is not identifying the victim, a common practice with 
victims of sexual assault.
 
The maximum penalty for fourth-degree criminal sexual conduct is 10 years 
imprisonment. Jeyapaul will be sentenced on June 15.
 
In the other case, Jeyapaul faces more serious charges, punishable by up to 30 
years imprisonment per charge.
   
Jeyapaul
 was an administrator of Blessed Sacrament Catholic Church in Greenbush,
 as well as St. Joseph's Catholic Church in Middle River, Minn., and St.
 Edward's Catholic Church in Karlstad, Minn., from the fall 2004 to the 
fall 2005.

Civic woes have not reduced 
but there has been a 21% drop in complaints filed with the Brihanmumbai 
Municipal Corporation (BMC). A recent report by an NGO said complaints 
pertaining to roads, drainage, water supply, solid waste management,
 gardens and licences have reduced from 1,02,388 (2013) to 80,490 
(2014). This has prompted experts to wonder if citizens are losing faith
 in the civic body.

   Many citizens said that while the civic body 
may rejoice by claiming that the quality of services provided has led to
 the decrease in complaints, but actually residents are disheartened 
with the redressal procedure. A Praja report on working of ward 
committees in the city and civic problems registered by citizens, said 
most complaints are directly correlated to services provided by the 
corporation.


   Praja project director Milind Mhaske, however, 
said the drop can be attributed to another finding from the civic 
report. “The BMC took 17 days, on an average, to attend to a civic 
complaint in 2014. In fact, detailed statistics indicate that on an 
average it took 87 days for closing complaints related to contaminated 
water supply in Sward (Bhandup-Kanjurmarg area) and 32 days for closing 
complaints of drainage chokes and blockages, and overflowing drains and 
manholes in L ward (Kurla). The civic body needs to have a clear 
standard operating procedure for a citizen's complaint,“ said Mhaske.

   Godfrey Pimenta, a trustee of the Watchdog Foundation NGO, said they 
have been time and again writing to the authorities about civic issues 
but they rarely hear anything back from them. “Even if we receive a 
reply , it's always from a senior official. Juniors at the ward ignore 
complaints. There are high chances that a letter by an NGO or advanced 
locality management gets addressed, while others are not paid heed to,“ 
said Pimenta.


Other citizens said they of
ten felt it was pointless following up with the authorities.“Often, when
 we complain, they are closed and marked `redressed' without our 
knowledge. After a point, it gets difficult to follow up with the 
authorities at the ward level. In case of serious complaints, where many
 rain trees were drying up, we had sought an appointment with the garden
 department authorities. They did not respond. When personally 
they are not ready to listen to our grievances, putting down our 
complaints in black and white may not matter,“ said citizen activist G R

(After my “Wanderings among the Nomads” article, I had
planned to write further of my time in the Northern Frontier,
and this article is about the time I spent among the
pastoralists of Marsabit District in Northern Kenya.)

Much though I wanted to remain in the inferno of Turkana
(Lodwar), my superiors decided otherwise and I soon found
myself in much cooler climes at Marsabit, the home of the
Gabbra, Rendille and Boran tribes.

  Marsabit is a vast district covering some 28,000
  square miles, a lacustrine section in the north
  being the only ameliorating factor.  Because of its
  pleasant climate, it had once been proposed as the
  Provincial Headquarters for the Northern Province,
  an idea that never took off though.  While the
  township area was always green and lush because of
  the mists from the mountain, a few miles out and
  you could be in the middle of lava deserts and
  empty wastelands.

The boma (Government offices) itself was situated on Marsabit
mountain -- an oasis of sorts surrounded by a thick forest
where elephant, buffalo and fairly large buck roamed freely.
I had elephants for my nightly visitors, and an encounter
with a lone buffalo in the middle of the night was not an
uncommon sight (I once had such a hairy experience when
visiting the outside loo in the middle of the night!).That
was when indoor sanitation had not yet 'arrived' in our part
of the world.

In the office, I had a true 'mixture' of individuals; my
immediate assistant was a Gabbra (David Dabasso Wabera),
later to become the first African District Commissioner from
the Northern Frontier.  (Sadly, Wabera, who was D.C.  Isiolo
(Provincial headquarters for the Northern Frontier Province)
at the time, was gunned down by Somali bandits shortly after
Kenya's independence in 1963.  To honour his memory, Wabera
Street in Nairobi was named after him.) The D.C.'s
interpreter was a Rendille (Sangarta) while the office boy
(Shalle), a Burji from Ethiopia.

We also had an Asst. Office boy, a Boran (Galma).

In addition to the office staff, we had an elite force of
Frontier Tribal Policemen, popularly known as Dubas.  These
men were drawn from among the best of the tribes and looked
very smart in their snow-white uniforms and brilliant red turbans.

The Gabbra, often referred to as the 'Camel  nomads of
Northern Kenya', are pastoralists who live in the dry areas
of northern Kenya.  There is a section of this tribe who also
live in Ethiopia.  The camels, which always carry heavy water
containers, fibre mats and wooden poles (which are used to
build a Gabbra house), provide the transport that is so vital
to the nomadic life that these people lead.  The Gabbra
themselves say, "Camels are our lorries", and I can still
recall scenes of camel caravans moving in areas where no
vehicle could possibly move with such high-humped loads.

One thing I remember so well about the Gabbra is their
greeting, 'waare nagayati, waari nagayati' (Peace in the
morning, peace in the evening).  Another, commonly heard
greeting around Marsabit was, 'naga naga, nageni badada'
again, all invoking peace.

  The Gabbra have any number of rituals and colourful
  ceremonies and also religious songs (hymns) known
  as dikira.  They have songs about their Elders,
  children, the rain and even their camels.  One
  particular line from their hymn to the camels, when
  translated, reads, "O camels, give us milk, fill
  the vessels, stay in the enclosure and give us
  milk, O camels."

Like the Turkana I'd left behind in Lodwar, I got to like the
Gabbra too; in their tribal dress they looked like Prophets
right out of the Old Testament!

Another tribe I got to meet at Marsabit were the Rendille who
are closely related to their neighbours, the Samburu.  They
inhabit a most inhospitable area along the Kaisut desert -- a
desert I often had to cross during my travels.

Whereas a stranger to the N.F.D. could not readily
differentiate between a Rendille and a Turkana, those of us
who lived in the frontier had no difficulty in telling one
from the other.  Their speech and mode of dress would give
them away!  Like the Gabbra I've described earlier, the
Rendille prefer camels to cattle.  These 'ships of the
desert' are ideal for moving across vast arid areas.

Women’s lib was unheard of during my time in this region, so
women coped with most of the chores like tending the
children, cooking etc while the men took their responsibility
of looking after their livestock very seriously.

Like the age-old custom of 'dowry' among us, Goans, (now
happily dying out), the Rendille pay a bride price in the
form of livestock, and again, like their Masai cousins,
Rendille men cannot marry until they've proved themselves as
warriors (a Masai mo

BICHOLIM: Bicholim centre fared better than its Sanquelim counterpart with
regard to the overall percentage of students who cleared the 2015 SSC
exams. Bicholim scored 85.2 per cent, while Sanquelim scored 72.60 per cent.

921 students appeared for the exam at Bicholim centre, while 89 appeared
with exemption.

479 were boys and 531 were girls; they achieved a pass percentage of 80.79
and 79.10 respectively.

BICHOLIM: Pilgao’s gram sabha had to be held under police protection after
villagers reacted strongly to the sarpanch’s refusal to grant an NOC to a
villager.

The villager, Brijesh Chodankar, had earlier requested for an NOC for a
water connection. At the gram sabha, he asked Sarpanch Swapnil Phadte why
he was not signing the certificate. The sarpanch claimed that the house was
illegal and asked Chodankar to submit certain documents to prove otherwise.

Chodankar replied that he had furnished a house tax receipt, which was more
than enough to get the NOC. He said, “ Water connection is a basic need,
and so it should be provided to every household. The panchayat should give
NOC without any questions. The sarpanch is denying the NOC because of
personal vendetta.” The villagers were furious when they realized the
sarpanch would not give the NOC, despite a resolution being passed to that
effect. They sought to know whether the sarpanch had the right to deny such
an NOC. The situation spiralled out of control, and the police were called
in. The topic was shunted for the rest of the event.

Another issue that rocked the gram sabha was the sarpanch’s refusal to
grant financial assistance to a local sports club for organizing a Kabbadi
match. The sarpanch pointed that the club needed to be registered to avail
financial aid. The club members replied that they had lost the registration
certificate, but had produced a special certificate from the Sports
Authority of Goa. However, the sarpanch still denied their request.

The villagers sought to know how the sarpanch was helping other
organizations, but denying aid to youth from his own village.

Other issues, including roads and illegal houses in the village, also came
up for discussion.


[Goanet] Pre-monsoon : 423 dangerous trees identified in Bicholim, Sattari areas

The emergency control cell in Bicholim, set up under the guidance of
Mahadev Arondekar, has identified around 423 dangerous trees in Bicholim
and Sattari talukas. The pruning and chopping of such weak trees have been
taken up to avoid any untoward incident with the monsoon being round the
corner.

However, activists from the area have expressed apprehensions over the
decision taken by deputy collector as they fear that cutting of weak trees
will be an environmental loss.

Deputy collector had set up the emergency cell on May 15 and the first
meeting of the cell was held thereafter. During the meeting, around 423
trees including 198 from Bicholim and 225 from Sattari talukas were
identified. Accordingly, the work has been taken up under the supervision
of Bicholim fire station officer Atchut Dhawaskar. However,
environmentalists feel that only those trees that are in
extremely-dangerous condition should be cut.

Rajendra Kerkar stated that it is easy to cut a tree but the question is
who will plant another tree in its place. “It is therefore necessary to do
a proper study on all aspects,” he said.  He pointed out that contractors
and civic officials undertake such work in a hurry but as far as tree
plantation is concerned nobody is bothered.

President of animal rescue squad Amrutsingh said existence of trees is as
important as existence of humans. “This is because the trees are
instrumental in keeping the air clean,” he said.

Meanwhile, when contacted, deputy collector Mahadev Arondekar said that he
has directed his team only to cut dangerous trees and to avoid those which
are not so precarious.  “I have instructed the authorities not to cut all
trees but only, if needed, dangerous trees that pose a threat to human
life,” said deputy collector, while speaking to this daily.[NT]

 Doha, May 10: The Goan Welfare Association (GWA) has been the face and
voice of Goans living in the tiny oil-rich country of Qatar for the last 15

floor setting a perfect mood for a wonderful evening There was hardly

celebrating the evening.

 As the evening wore on with the memorable dances and fantastic music, the
guests of the charming Palomi Ghosh and handsome Tanuj Virwani and Luizinho
Feleiro, the ex-chief minister of Goa made their way into the jam-packed
Giwana Hall amidst the thunderous applause from the cheering gathering. GWA
president Simon D’Silva who has recently been appointed chairman for the
congress NRI global Goans was appreciated for his service in increasing the

a special memento on the occasion by his managing committee members for
completing glorious 15 years of success; they are Paul Fernandes, Hazel
Rodrigues, Edgar Fernandes, Cajetan Rodrigues, Allan D’Souza, Tania
Rodrigues, Effey Noronha, Deepshikha Barretto, Edson Fernandes, Glorio
Fernandes and Pradeep Kotkar.


 It was then the turn of Palomi Ghosh for a live performance. Palomi has
received huge appreciation for her acting skills in the hugely successful
Bardroy Barretto directorial Konkani movie Nachom-ia-Kumpasar. But today
her talent of hers was on display. She took everyone present by surprise
with her stupendous live singing of hit Goan numbers Bebdo and Pisso which
have been immortalized by Goan Nightingale Lorna. Palomi won everyone’s
heart with her singing leaving the gathering asking for more.


 Doha’s favourite renowned DJ Glorio then took over and upped the tempo of
the evening with some scintillating numbers. As the evening went on, the
dance floor had couples flooding in huge numbers elegantly dancing to the
groovy and peppy songs of DJ Glorio.

After the guest took their seats Forefront led by incomparable Seby Pinto
along with Agatha on vocals, Savio on drums and vocals, Brendan on
keyboards and vocals, Melvin on guitar and vocals dished out a power-packed
performance throughout the evening. They ensured that everyone had a
tumultuous time clamoring for more and more with some truly scintillating

BICHOLIM: There’s a different kind of theft occurring in the village of
Baye Surla in Bicholim taluka. In the past two months, villagers have been
complaining of thefts of household utensils.

Burglars have been stealing household utensils kept outside the house
during the night in the village of Surla and surrounding areas.

“ It is very odd that they are committing thefts of utensils that are kept
outside the house during the night. These incidents have been reported in
Surla and other parts of Pale in the last two months,” Suresh Bayekar said.
“ There has been no formal complaint registered as yet, but it has now
become very frequent,” he added.

In a recent incident, utensils kept outside the house of a police constable
from Surla were stolen. On Saturday night there was a theft near the houses
of three persons including Shankar Bhomkar, Ajay Bhamaikar, Anita Kavlekar.

“ If the total of all the thefts is taken, then the amount till date would
reach about Rs 30,000. Most of the people do not complain as the individual
amount of the thefts is small and the complaint would only take of their
time,” Bayekar said.

Most of the thefts have been reported in areas of Bhamaikarwada,
Madkaikarwada, Bayenkarwada and surrounding areas.

Villagers suspect that a local gang is involved in this theft.

Finance MinisterJaitely says BJP has completed one year graft free with 
cooperative State federation successfully. This is not in consonance with the 
gazette notification issued giving absolute powers to the LG to effectively 
interfere with the elected Delhi government besides Police,Public Order and 
land use! The ACB is also prevented from admitting any graft case against any 
central bureaucrat posted and the CM will have no say in postings either! The 
PMO has warned the CBI not to file any case suo motto. How can responsibility 
and accountability remain with Delhi CM? Similarly it is reported that the 
first woman Addl Director of the CBI M/s Archana Ramasundaram has been  
attending office without doing any work  for over a year, since the Supreme 
Court stayed her appointment by Tamilnadu Government due imposition of an 
officer on CBI not approved by duly appointed Selection Committee. With no CIC 
or Lokpal and no appointment of CVC, Director CBI and silencing "troublesome" 
NGOs, we will definitely hear less about  big ticket graft! However, a recent 
government survey pegs bribe at Rs4,400/yr per family! Prices are still high 
and garbage disposal unsatisfactory.  
 In Goa the new MMC chairperson in Margao has asked for councilors salary to be 
hiked to Rs 30,000/- from the present Rs8,000/-, pointing to the MLAs salaries 
and perks!The Deputy CM informs that mobile cancer vehicles have been left 
unused for over 2 years and equipment now is beyond repair!The police just 
cannot find a prominent person like Mickey Pacheco and bullets being sprayed at 
stationery cars, bouncers  and heavy machinery employed stealthily during night 
 at Tiracol by Leading Hotels for alleged illegal land grab and Gramsabhas 
manipulated or easily by passed. A Mafioso like atmosphere seems to be 
intruding into our peaceful land! Government refuses to bring in the urgently 
required Police and Administrative reforms. The  whole System is built for 
corruption and pandering to the VIP culture and ego of  those in power. Nobody 
who is accountable and in power is generally  punished, and who but the public 
helplessly suffer in more ways than one. Our PM who said he is not our Pradhan 
Mantri but Pradhan Sevak and wants to bring in rapid industrialization must 
heed and answer people's concerns,foster transparency and accountability, which 
should take priority over one upmanship politics and percieved crony 
capitalism.

overseas players in the next few years, a new study has said.

water use comes from groundwater, which is rapidly getting depleted.

However, overseas players from Canada, Israel, Germany, Italy, United
States, China and Belgium sees big investment opportunity worth USD 13
billion in the domestic water sector.

The industry is expected to receive Rs 18,000 crore in the next three
years, the report said.

detailed research, related very succinctly by author Valmiki Faleiro. It knits 
together evolving political movements and specific social events, and the ebb 
and flow of important families of the then important class, to create a 
fascinating narrative of 450 years of Goa's social history, centred on the 
Church of the Holy Spirit in Margao.There is ample information of the 
architecture and arts, for those who may appreciate a broader perspective of 
this beautiful church.

 I don't believe all the hype about Sour Sop being a cure for cancer.  However, 
both my wife andI love the taste of Sour Sop.  Lets be clear first -  Sour Sop 
is not the same as Custard apple.They may come from the same family as the 
Custard apple and Bullsheart, but they are definitely a distinct species.
Soursop has the shape of a bull's heart, but is green, even when ripe, and is 
covered by softbarbs.  The taste as the name implies is sweet with a sourish 
tang.  Delicious, at least to me.Perhaps an acquired taste.  I found the fruit 
in Mapusa market this past Friday, and the ladyquoted a price of Rs. 800/-  !  
The hype about being a cancer cure probably inflated the price.
About 6 years ago, while visiting the Dar es Salaam Institute (formerly Goan 
Institute) inDar es Salaam, Tanzania, I found a vendor selling Sour Sop from a 
cart.  I bought two andenjoyed the fruit immensely.  So I saved the seeds and 
brought them to Goa where I planted the seeds on my property.  I must have had 
close to a hundred saplings in a few months.  In the meantime, the word was 
going around about Sour Sop being a super fruit with cancerfighting properties. 
 I planted perhaps a dozen saplings on my property which have now growninto 
young trees, some of which are bearing fruit.  I gave away the saplings to 
anyone who asked.  The progeny of those first fruits are probably all over Goa 
by now.
