  Dear  John  Gomes,
  After  watching  the  actions  of  our  Goa  politicians,  albeit from  afar, 
 I  have  come  to  the  conclusion  that most of  them  are  opportunists  who 
 vie  for  office  not  to  selflessly  serve the  general  populace of  our  
tiny  state ,  but  to  serve  a narrow  groupmaybe  the  mining  
magnates  or  the  directives  of  the  RSS (  who  are  the  mentors  of  the  
BJP)  or  maybe  some  personal  ambition  or  to  find  a chance  to  
enrich  themselves  by extracting money  from  those  folk  who  need  their  
help  in  real  estate/family property/ business  deals...note  their  
close  collaboration  with  the  out-of -state  real  estate  developers.
  The  former  PWD  minister  Churchill Alemao  who  won  tremendous  favour  
with  the  common  folk  in  solving  water delivery problems etc;  is  now  
under  investigation  for alleged acceptance of  bribes  together  wtih  his  
CM of  those  days (  D.Kamat)   from  a foreign concern that  was  to  set  up 
 a water-related project  Can  you  imagine  the  chief  executive of  a  State 
 under  such  a  cloud. However in  the  constant culture  of  corruption  
which  is  standard  operating procedure  in  the  body politic of 
India...such  behaviour is  tolerated as acceptable  by Indian  
standards.
  Can  you  trust  their  party  manifestos  or  campaign promises  in  their  
path  to  public  office ?

*Mis-leading Hotel in Tiracol Village*


Hidden from the eyes of the social and environmental activists in Tiracol,
Goa, yet another 20-room resort is being constructed under the brand name
‘Hill Rock’ with no project clearances from Goa Coastal Zone Management
Authority, Goa Pollution Control Board, Town & Country Planning Authority
and Village Panchayat of Tiracol.

Interestingly, a restaurant under the same name ‘Hill Rock’ too has been
illegally constructed and operated without permissions from the government
authorities.

Addressing the illegalities with the concerned local government authorities
in Goa and due to the failure on their part to act on their own reports of
illegality conducted by the hotel ownerrevealed to the RTI and Complaint
applications filed, Savio Rodrigues – a member of the Goa Environment
Action Group –has approached the National Green Tribunal in Pune to seek
justice.

In its first hearing held on December 14th, 2015 in front of Justice V R
Kingaonkar, the NGT pulled up the GCZMA for failing to stop the illegal
work when the department had on November 2nd, 2015 in a letter Ref No:
GCZMA/N/ILLE-CompL/15-16/110/1863 had issued a ‘Show Cause Notice Cum Stop
Work Order Under Section 5 of the Environment (Protection) Act, 1986, Read
with Rule 4 of the Environment (Protection), 1986’.

The Court has asked the GCZMA to file a ‘Compliance Report’ to explain the
reasons for its failure to act against the illegal construction.  In its
Show Cause and Stop Work Order Notice to Diago Costancio D’Souza, GCZMA had
stated “Upon close perusal of the said Complaint dated 26/10/2015 received
from Savio Rodrigues the following alleged illegal construction resulting
in blatant and serious violations of CRZ Notification 2011 is noticed.”

Speaking on the case, Savio Rodrigues, expressed, “I have received replies
from all government authorities including the GCZMA and Village Panchayat,
which proves beyond reasonable doubt that the ‘Hill Rock Resort’ and ‘Hill
Rock Restaurant’ is an illegal structure. The owner has not even applied
for permissions/licenses from the concerned authorities and yet the resort
is being constructed and restaurant has been operational. I have been
constantly following up with the GCZMA on the illegality, but no action to
actually stop work or demolish the illegal structure has been initiated.
Even the Panchayat has failed to act on the complaint, even though they too
have termed the resort and restaurant as illegal.”

The ‘Hill Rock Resort’ is a mini-resort coming up in Survey 15/1-A and 15/2
Interestingly, another major project in the Tiracol Village has been under
the scrutiny of the activists and government for its alleged illegalities
even though project owner Leading Hotels Limited deny all claims. The St
Anthony Tenants & Mundkar Association (SATMA) with the assistance of
renowned environmental activism organization Goa Foundation has taken the
Delhi-based company to court.

The beleaguered Pop star and Padma Shri Remo Fernandes should substantiate
his reckless allegation that the minor child who was knocked down by the
speeding car driven by his son Jonah is lying and attempting to extort
money.


I have nothing personal against Remo Fernandes. Have pursued the case after
Fr Savio Barreto, the Director of Basilica of Bom Jesus on 18th December
narrated the sordid events of that Dec 1st accident. The very insensitive,
uncaring and outrageous misconduct by the Pop Star at the scene of that
accident and thereafter cannot be condoned by any sensible person.


Remo Fernandes was booked under the Goa Children’s Act only after the
statement of the victim girl was recorded before an NGO. The case against
Remo Fernandes is based on strong evidence and in terms of the Goa
Children’s Act the onus now is on Remo Fernandes to prove that he is
innocent. Remo Fernandes may have now changed his lawyer but he cannot
skirt the law.


The families of Remo Fernandes’s three musicians Selwyn Pereira, Victor
Alvares, Dharmendra Hirve besides his liaison person Sunil Redker who were
killed in that road accident at Kanpur on 18th September 2000 were all
witness to the real and distasteful side of Remo Fernandes. If Remo
Fernandes had the audacity to fail and abdicate his responsibility towards
his own team of musicians, no care and compassion could have been expected
from Remo Fernandes towards the minor girl grievously injured by that car
recklessly driven by his son.


Am looking forward to that defamation case Remo Fernandes has threatened to
file against me, while I vow  to take on the Rock star by the horn so that
it sets an example to anyone who dares behave inhumanly like Remo Fernandes
did.


Nobody can be above the law. The police have been tacitly shielding Remo
Fernandes and his son. The F.I.R against Remo’s son was registered 15 long
days after that accident. He was also not sent for medical examination to
ascertain if he was driving under the influence of alcohol or any other
substance.


May I once again thank and commend the people of Goa for generously helping
out the young accident victim Helan D’Souza currently at Ward No 105 in Goa
Medical College. She was abandoned by Remo Fernandes despite it being his
moral and legal responsibility to take care of the victim and her medical
treatment. But the people of Goa did not fail her. Thank You, Goa

[Goanet] Parrikar's blame game

It was distressing to read Defence Minister Parrikar slamming green activists 
for approaching the NGT over projects like the third Mandovi bridge and garbage 
treatment infrastructure, even as he apparently expected them to take up the 
Mhadei issue with the Karnataka government. Surely the Hon. Defence Minister 
should be aware that when an elected government refuses to engage with its 
people by addressing the specific concerns expressed by them and keeps 
bulldozing contentious projects through, then citizens have no option but to 
take recourse to bodies like the NGT. Also, one would imagine that it is the 
task of the elected government to take up cudgels with the government of 
another state in case of a dispute. Does the Goa government not have the 
resources to approach the NGT? Mr. Parrikar should also tell the people whether 
the state government has undertaken the requisite EIA before going ahead with 
the construction of the 3rd Mandovi Bridge or does this government consider 
itself above  the rules of law? Has the Parrikar and now Parsekar led 
government ever deigned to answer the specific queries put to them regarding 
the anomalies in the proposed Mopa Airport project? Was construction of Mopa 
Airport in their manifesto? Was not getting rid of casinos in the BJP 
manifesto? What makes this promise '”impossible” now that they have the power 
to do so? Is the RP 2021 that the BJP government is offering the people not a 
hoax and going against their manifesto? These are questions that he needs to 
answer. 

The former CM perhaps has not understood how insecure and pressurised the state 
government’s innumerable U turns have left the people feeling. Most of the 
projects being imposed upon Goa and Goans were not in the 2012 BJP manifesto 
based upon which it was voted into power, but part of the erstwhile Congress 
government’s alleged misdeeds which the people unambiguously rejected in the 
2012 elections and which are now being brazenly recycled by this government. 
With the BJP government’s patent contradictions having created a substantial 
trust deficit in the minds of the people, surely citizens cannot be expected to 
welcome garbage treatment plants in their backyards based on the government’s 
promises and  their track record of U turns! 

Defence Minister Parrikar should look within and sincerely consider whether the 
people are stalling so called development or whether the truth of the matter is 
that this government is operating in a disconnect with its people. Perhaps the 
first step in this exercise would be to check if the government’s “development 
plan” matches up to its election manifesto promises based upon which the people 
voted it into power. It appears that we Goans have unwittingly jumped from the 
frying pan into the fire.

Dear Wendell

In fact I was glad that you brought to the information of all the readers
of Goanet and the Goans that Award like Padma Sri and other naional awards
is given to foreigners also, which I thought it should have been restricted
only to nationals,  if a person/s of criminal background or having charges
at the police stations, even imprisonment  etc must be verified before
releasing awards to anybody especially to foreigners even to OCI persons.
May be with this write up Government may think twice what needs to be done
before releasing it.

Dear Stephen,
As an aside on this topic. Most countries give awards to foreigners. So it is 
not unusual for India to do the same. 
I am a humbled, honoured recipient to get a knighthood from France (Knight in 
the order of Arts and Letters). If you google search Chevalier de L'Ordre des 
Arts et Lettres, you can read the list that includes many foreigners from T S 
Elliott to Audrey Hepburn.
The reason I wrote in to Goanet was because there was much discussion and at 
times accusations re Remo's PadmaShri and his Portuguese nationality on social 
media and in the Press.
Lastly, I wish to thank you Stephen, for your cordial emails and also to wish 
Goanet readers a Very Happy 2016

*THIRUVANANTHAPURAM (TRIVANDRUM):* Who was your Man of the Match in our
last match (December 27 against Nepal), quizzed National Coach Stephen
Constantine.


You mentioned a name -- the others also gave in their opinions. The Coach
listened.

Who was your Man of the Match? You quiz back.


“You should have a look at the numbers,” he said pointing at Sports
Scientist Danny Deigan.


Danny, much like the kid who has got the permission from his dad to use the
laptop for the first time, prefers never to remove his

eyes off it. “Come here,” he waves. “I have a data of over 200 lines on the
Team and each individual and how it relates to everything -- right from the
risks of injury which they can suffer to their performances, the
improvements and even the

downward curve which is never encouraging,” he states.


“All these are variables which are the key to Stephen Constantine’s game
plan,” he adds.


The intent is to achieve and match the World standards. That’s why the GPSs
are here. It’s all about Sports Science.


“You have a look at the figures. Over stats collected from the last two
editions of the World Cup to games involving top Club sides in La Liga,
Bundesliga, the EPL and other Premier Leagues, a distance of 10-12 kms is
to be covered by a Player depending on his position,” Deigan informs.


“A wing back as per World standards cover 10400 meters in a match; a
Central Defender 9650 meters; a Midfielder 11200 meters and a Forward 10400
meters,” Deigan goes on.


Where are we placed?


“In the match against Iran in Bengaluru, where we used the GPS for the
first time, our wing backs covered a distance of 9507 meters; Central
Defenders 9100 meters; Midfielders 10872 Meters and the Forwards 10137
meters,” that’s what the GPS says.


“In our last match against Nepal in the SAFF Suzuki Cup, the Wing backs
covered 10476 meters, Central Defenders 9435 meters; Midfielders 11298
meters while the Forwards 10600 meters,” Deigan points.


So are we almost there?


You understand its improving. But in some matches, you also need to
understand it is strongly influenced by team tactics and the opposition,
and can even be influenced by poor positioning of the player and the
distance he needs to cover as a result of that.


“Not really,” Deigan insists. “You need to take into consideration the
distances covered by a Player as a high speed, over 14km per hour. That’s a
big part of where we need to improve if we are to go forward.”


Do you have figures for that?


“Of course,” you see the twinkle in Deigan’s eyes.


“As per the World standards, wing backs cover 2800 meters at high speed (ie
over 14km per hour); Central Defenders 2000 meters; Midfielders 3050 meters
and Forwards 2600 meters,” the stats are slapped on your face.


Where do we stand?


“In the match against Iran where we first used the GPS, our Wingbacks
covered 1465 meters, Central Defenders 1117 meters; Midfielders 2272 meters
while the Forwards 2098 meters,” Deigan pronounces.


“In our last match against Nepal, however, the figures have increased a
bit. The wing backs covered 2020 meters; Central defenders 1196 meters;
Midfielders 2407 meters and Forwards 2430 meters.”


How does a Player improve on that?


“The best way to improve is to work at high speed and the training has to
be conducted at high intensity,” Deigan prescribes.


“The gap between Football at the domestic level and the International level
is huge and for us the biggest challenge is to bridge

This is nothing compared to what I dread is to come. The cabinet in Goa has
already redefined a tree and so our coconut trees have lost their status.
Banana trees have no branches. So they are also not trees or some other
exception permits them to be trees?Now old customs like bull fights
promised without any cruelty to Bulls as per Supreme Court orders!
Ordinance  I understand will be issued to bring acche din for some. What
about old traditions and customs like Sati etc.How far back do we go to get
one big hindu nation including Pakistan,Bangladesh and Afghanistan which
originally had our pure customs. Expect a lot of more Bull! The executive
makes laws, courts will find it harder and harder not to implement those
laws and come into conflict with the legislature. The man made Delhi
pollution and Madras floods are not enough for business as usual to
continue and that too with more vigor!

[Goanet] Disgraceful Coverage of the Disgraceful ISL Finals.

The coverage of the F.C. Goa - Chennai F. C. ISL Finals by the local news
media was unprofessional to say the least.

Nowhere did I read or view the version of Chennai F. C. regarding what
transpired during the disgraceful scenes after the final whistle of the ISL
final.

I read an implausible story about how one Owner approached Elano to tel him
what a good player he was during the charged up atmosphere after the final
whistle after which Elano attacked him without any provocation - a scene
which was witnessed only by the other Owner. Nowhere did I read the version
of the Brazilian player Elano as regards what happened between him and the
F. C. Goa 'Owners'.

I did however see some photos where Elano was surrounded and outnumbered by
a mob of F. C. Goa supporters which included the 'Owners'.

Is the fact that the 'Owners' names happen to be Dattaraj Salgaocar and
Shrinivas Dempo making such a difference that all ethics of journalism such
as fairness have been thrown overboard by the journalist fraternity of Goa?
