Hartman De Souza's book *Eat Dust: Mining and Greed in Goa*, released recently, chronicles the worst of the mining years in Goa and comes at a time when the industry finds itself at the crossroads Devika Sequeira The idea that a hill just disappeared left me fuzzy-headed. How does one come to terms with the deliberate destruction, in peacetime, of agricultural practices and the everyday life of people whose only crime is that they live here? Or the wasteful hacking of trees, the seismic upheaval of mud, the conscienceless blasting of aquifers? -- from *Eat Dust: Mining and Greed in Goa* by Hartman De Souza; published by Harper Collins The upheaval in the years preceding and following the peak in mining in Goa was indeed seismic. Three years after the September 2012 ban, iron ore mining is far from even a modest restart. And it isn't the non-profit Goa Foundation’s petition against the renewal of 88 leases that's holding up the horses (as the BJP MLAs would have us believe), but the crash in iron ore prices globally. The ugly spat between Goa's biggest mining major Sesa Goa and the truckers currently is a portent of things to come. Defence Minister Manohar Parrikar who used the mining 'crisis' to turn the pool of mining-dependent into government-dependent and consequently harnessed their votes in the last year's Lok Sabha election has read the signals correctly: Goa needed to look beyond mining to other avenues of job creation. The global recession in the mining industry could drag on for years, he said in Ponda recently, warning that a recovery could be a long time coming. If you take the road to Rivona via Cawrem these days, you could drive for miles accompanied by nothing but silence and sweltering heat, passing only the occasional vehicle. A little over three years ago, it was impossible to negotiate this stretch of road without feeling the weight and menace of marauding mining operators, with thousands of trucks lined up and the visibly expanding scars on the landscape. For those like Hartman De Souza whose family lives and runs a farm "where once all was verdant" the land would in no time turn into "burnished orange deserts" as the mining got more intense in the five concessions operating between Maina and Cawrem. Part memoir, part travelogue, part reportage, *Eat Dust* covers the crucial years of the super boom in Goa's mining industry starting 2006 and peaking frenziedly in 2010-2011. "I saw this chronicle as a factual blow-by-blow account of what actually happened on the ground -- left behind like photographs in monochrome and sepia. Only when there was nothing left here, except the pockmarked ravages of open-cast mining, would everybody know how this part of Goa had been upended in a frenzy fuelled by greed," he writes. Theatre personality, teacher and journalist, De Souza says he wanted to speak "for the earth’s injured voice" and in so doing he spares none of the players: not the politicians, not the mining mafia -- and not even the local media. It chronicles the complicity of politicians such as Digambar Kamat and the gamut of officials who were more than willing to facilitate the illegalities ("in the Age of Greed, the forest officials couldn't see the forest for the ore") and the quick turnabout of his successor, Manohar Parrikar. It notes with the advantage of hindsight, the remarkable "growth (as in wealth) stories" of Joaquim Alemao, Dinar Tarcar, the Timblos -- and many others indicted by the Shah Commission for illegal mining. It also talks of the rarely spoken of 'role of the media' -- in this instance, a particular editor of a regional daily, better known for his brand of made-to-order journalism. "Within months of handing the Catholic population of Goa to the BJP on a platter," the man jumped ship and went to work for a publication owned by one of the biggest mining companies, De Souza writes. Is mining in Goa at the crossroads? Only temporarily perhaps. Were international prices or iron ore to rebound, so would the industry. But till then, it is only the small players who will feel the weight of the recession, not the big-timers whose ill-gotten profits have already been funnelled into real estate, hotels, company shares -- and more recently in starting new media ventures and even investing in a football team. *Eat Dust* is not the personal anguish of its writer alone. It is a lament for Goa and the class of politicians and unconscionable people it has been saddled with who drive the state's agenda. Whether mining resumes or not, this document of those shameful years will remain. The question is at the time, (when these individual were alive) did the critics of these individuals appreciate their work and the long-term benefit of their actions. Or did the critics do everything to demonize the individuals and the impeded benefits of their work? I think the critics of government action should understand the actions taken today is for the benefit of the next generation and not necessary for the benefit of the 60+ year olds or even the present generation. Goa and Goans need a harmonious progression to create an economy and jobs and to compete with India and the world of the 2020's and 2030s. BTW, the Kholapur and Sholapur of Maharastra are far advanced to what they were in 1960s. Goa with its port and location has the potential of being the "Singapore of India". LOCAL DAILIES In a small state of Goa we have unusually a number of dailies in Engllsh, Marathi ,Konkani,etc. Should they devote a major part of their content to the happenings around Goa and serve as educators, informers, opinion builders to the local populace. It is often felt that it is not the case, Then why do we have to have local dailies at all, if they prominently do not prioritize local contents. Some news papers by their exposure appear as more national and international even in field of sports. It is true that such a spread of content increases our horizon of world to day, which is shrinking in dimension. Still those that do not satisfy local concerns are not appreciated or subscribed too, because the national papers avaiable at the same costs are much more exhaustive It is also argued that such a narrow definition of local dailies suffers from infirmities, because it meets the needs of those who look for a broader outlook and overview in a nut shell. it is not advisable to trash any type of news , views that paper is basically inclined to support based on its inception and inclination of patronage of the establishers and this is amply evident by readers choice.There is no hiding of the reality and truth, that dailies constantly trash what is not favourable to their very existence, principles of foundations, Of course some appear to be unbiased in their overt presentations wich once again a secret and couched by hidden agenda, which is not discernable on surface to common perceptions Is it not a fact that readers label some dailies as Govt mouth piece bidding at their call for a few crumbs of advertisement revenue?. In such an eventuality the daily is ethically hiding behind objectionable but objective analysis exposure. One is at a loss to learn that the local daily is giving ample, prominent space to gory details of murders, rapes, et al, at national, international levels, ignoring more important and beneficial local coverage that affects are day to day living Some social media platforms appear to be limited by their nomenclature and naturally would censor such political ,religious, uncomfortable news, views taking shelter of their domain nomenclature. It is patently unfair for the same reasons. It is expected not to apply scissors’ of censorships, dust bin syndrome, unless it is scurrilous or defamatory in nature, which will cause embarrassment, liability and invite legal sanctions . I have even presented some international news papers to our local dailies, Many such papers glorify their own affairs in their respective states and hardly refer to happenings outside their National boundaries. In one example the election of Sonia Gandhi received just a few lines, but Sharuk Khan received much more space in the same edition I will present all our Goan English dailies on my next visit and show how broadminded we are in informing readers about National International and local content to be better informed people However if the daily is confined in a state, it should allot more coverage to local content of all shades, in all fields otherwise it ceases in its scope and existence Nelson Lopes Chinchinim

It would be very appropriate that a statue of Goa’s first Leader of the Opposition Dr Jack Sequeira finds a place alongside the first Chief Minister Dayanand Bandodkar at the Secretariat Complex in Porvorim. Successive governments despite their assurances have done nothing in memory of Dr Jack Sequeira. But for Dr Jack Sequeira’s then tireless efforts during that historic Opinion Poll which was held on 16th January 1967, Goa today would have been languishing as a mere district if not taluka of Maharashtra with less than a handful of MLA’s representing us. About the rest and in particularly some of the current politicians in power who have been steering and navigating Goa down the tube there will be no obituary to write and no land remaining to even raise a Samadhi, leave alone a statue. It is imperative that students today in our schools and colleges should be made aware of the very rich and invaluable contribution to Goa by Dayanand Bandodkar and Dr Jack Sequeira. They cannot be consigned as our forgotten heroes. Jack Sequeira and Dayanand Bandodkar must be rolling in their heavenly abode at the way Goa is being uncaringly misgoverned today. As a school student I had the privilege of interacting with both Dayanand Bandodkar and Dr Jack Sequeira. I recollect with nostalgia witnessing those great debates by Dr Jack Sequeira in the Legislative Assembly and the pointed but witty replies by Dayanand Bandodkar. Today the Goa Legislative assembly has been reduced to a classroom kept entertained with the tales of Birbal being narrated. Politics today is no longer a mission, not even an honest profession. It has been abridged to a scoundrel’s last resort. It has become a ruthless business, with morals and ethics twisted, thrown to the winds, and long buried deep in the slush of ignorance and thuggery. Those belonging to a genre of politicians with qualities of head and heart cannot survive in today’s political pitch as he has to be thick skinned and a hypocrite to the core. Having to be always ready to breach and bend all the rules to survive. It is distressing to see and be witness to the continuing rampant destruction and devastation of Goa. In 2012 the BJP promised a ‘Parivartan’ and ‘ache Din’, but Goa is sadly by the day just getting further corroded beyond recognition. It should have been the endeveaour of those in power to at least salvage and safeguard what remains of Goa. Unfortunately Goa is getting defaced at an electrifying speed. Posterity will never forgive the current rulers for their selfish and dubious role in this irreparable damage and destruction of what was once a beautiful Goa, the Paradise of the East. *Goa Bachao Abhiyan* C/o 77, Defence Colony, Alto Porvorim-Goa goabachaoabhi...@gmail.com *17th Jan 2016* *The GBA demands that the process of revising the plan be kept in abeyance - until an Act is passed for peoples participation and ecological protection as is part of our international commitment against global warming.* Unless the methodology for ecological protection, criteria for development and peoples participation as per the 73rd & 74th amendment is clearly stated in a new Town & Country Planning Act, Goa will descend into oblivion with repeated unrest and scrapping of plans. The Act must include the following for clarity - a) Methodology for peoples participation and accurate data gathering b) Balanced committee comprising of Ecologists, Economists, Sociologists and civil society members, to avoid conflict of interest. c) Clear criteria for processing inputs. *Planning cannot be done on arbitrary comments invited in 49 days, through a virtual stampede of applications for change of personal land use. Any regional planning exercise needs dedication and years of work. The GBA rejects this retrograde step and warns of more corruption, injustice and court cases to follow as people ask why one is favored over the other. * So greedy is the intent that the government makes no attempt to disguise its action even as it repeats a 10 year old blatant scam to sell more land into 'settlement' areas. *GOVERNANCE THROUGH UNPLANNING - MAKING PLANNING IRRELEVANT* *The GBA objects to the hurried passing of Acts and proposed bills with no scientific rationale but for bypassing balanced development and the people of Goa. Interfering with the status of the coconut tree to favor developers, legalization of unauthorized structures to garner votes, a modified Forest Bill to allow further degradation through development rather than management, all add to the myopic list already existing.* *Section 16 & 16A of the TCP Act* that allows conversion of land 'for the purpose of public projects'. 'Public interest' was made vague with the inclusion of 'Public-private projects' or 'PPP'. *Outline Development Plans ( ODP's ) -* Municipalities, actually a subset of the Regional Plan are increasingly usurping surrounding areas and being treated as another entity with no regard for Ecologically fragile areas. *20% increase in FAR* ( built up area ) for hotels and institutions, passed by the BJP government in 2012. This was passed under the guise of 'budget' and revenue, but interferes wrongly with land use, as extra area means more traffic and larger roads conveniently forgotten in the description. *Eco -Tourism Zones* gives license to build on Ecologically protected areas. Guidelines were suddenly notified three months ago through an emergency act of passing an 'Ordinance' even when the same government could not work on methods and criteria for the RP in 4 years! *Investment Promotion Board* *Act* sidesteps all democratic norms, mentioning clearly that it can override the Regional Plan, and any scrutiny by courts. *The GBA demands for the interest for sustainable development, that all policies and Acts fit into a master regional plan which includes peoples participation, as is practiced by developed nations.* Sabina Martins - Convenor Reboni Saha - Secretary
