Dear patients of the GMC Hospital,

If you all go to the data available in the Net/Facebook or newspapers  you
will find lots of questions and answers from different people based on
Aires statement on Wagh health issue at GMC. Let us wait for the official
reports from Goa Medical College and Hospital time to time, and  definitely
it is the duty of local  newspapers to report it and gossip.
Let us assume that whatever Aires says is right but as per Dr. Jose Colaco
he is also right because no one has right to assess or read Medical case
papers reports available at patient's  bed  or spoken directly by staff of
GMC whether doctors, nurses  or peons all  these are considered unofficial.
If reports are received  under the Right of Information Act ( RTI),  then
there is some  truth in it.
Therefore people bouncing on him ( Aires) without asking him from where he
got the information/news  then it is better avoid going  to the Press or
Internet/facebook but restrict within themselves.
Whether Aires has some conflict of interest or not will be know in due
course of time and not at this moment to comment when the patient is on
bed or COMA or brain dead etc. whatever anybody say,  just stop it.
The most important  thing which people forget is asking for prayers and
surprisingly  the clergy are also silent. Just gossiping matters makes more
complicated.
Now, coming to other point  of Laxmikant Parsekar as stated below ( see
quote ) by Aires and the comment from Colaco is worth reading  because
especially politicians have to survive in politics by hook and crook by
telling so called LIES. These are very common statements by political
figures. We, the public in Goa by now understand all these statement and
cannot fool us anymore.
THIS IS POLITICS.
WHY MAKING FOOTBALL OF WAGH WHEN FOOTBALL IN GOA ALMOST FINISHED BY
POLITICIANS.

person 'MAY be gloomy' . He is obviously clueless about ''medical matters'
- unless English is a difficult language.

Now to the matter of Mr. Parsekar's "LIE" !

My questions are (a) What is a LIE? (b) What is the meaning of the term
"Stable"? - especially when spoken by a politician? (c) Did / Does Mr.

With the Goa Lokayukta Justice P.K. Misra who is hearing complaints on the
alleged multi-crore beach cleaning scam having issued notice to Tourism
Minister Dilip Parulekar, the Government yesterday cancelled the current
very fishy beach cleaning contract.


Dilip Parulekar, the beach cleaning contractor Manish Mohata and Avdhoot
 Parrikar the brother of Manohar Parrikar amongst others have been accused
of emptying the state coffers under the guise of so called scientific beach
cleaning.


In September 2014 while Manohar Parrikar was the Chief Minister and Nikhil
Desai the Director of Tourism, the Goa Government awarded the contract
of Comprehensive Management of cleanliness of North Goa Beaches to Bhumika
Cleantech Services Pvt Ltd at an annual cost of Rs 7, 51, 40,999 and
the cleaning of South Goa beaches to Ram Cleansers & Developers Pvt Ltd at
a cost of Rs 7, 04, 87,999. Both the companies are owned by Manish Mohata.
 Earlier the cleaning of Goa beaches was costing the State Government an
average of a mere two crores annually.


The former Director of Tourism Mr. Ameya Abhyankar on 11th December last
year had proposed that the current beach cleaning contract be terminated
for not fulfilling major conditions of the tender. In his four page note
Ameya Abhyankar while giving detailed reasons had further proposed that the
department go in for a fresh tender. The government the very next day
transferred Ameya Abhyankar.

On daily basis there are trawlers carrying on their illegal trawling in Zuari 
within 5 kms from the shore from Siridao to Odxelfrom  August 16, 2016 from 
4.00 am to 9.00 am.2.On August 21, 2016 nearly 70 mini-per seining boats 
carried on illegal fishing in Zuari.3.There were no fisheries department 
boats nor coastal police boats patrolling Zuaririver for past one week to check 
illegal fishing by mini- per seining and trawlers.4.Telephonic complaints 
from the fishermen to fisheries department head office are ignored.5.Bharat 
MuktiMorcha has been protesting these kinds of fishing rights violation for 
past two years but response is evasive especially from Director of Fisheries.6. 
   Response to telephonic calls to Coastal Police Station at Harbour is 
poor.Due to this reason ground situation has turned volatile and urgent war 
footing steps from your office is needed. We therefore recommend the following 
to restore fisheries administration in Goa:1.Immediate stationing of 
permanent patrol vessel in Zuaririver to check illegal fishing by trawlers and 
mini- per seining boats.2.Capture and seizure of trawlers and mini per 
seining boats responsible for illegal fishing in Zuari.3.Those trawlers and 
mini – per seining boats caught fishing in Zuari river be fined with minimum 
amount of Rs.10,000/-.4.Those trawlers and mini – per seining boats – with 
three violations of fishing rights be punished with termination of licenses.
Your failure to act on this matter will result the following:1.Total 
collapse of Fisheries Administration in Goa2.Non-stop violations of 5 kms 
ban on trawlers and mini-per seining boats3.Irreversible damage to marine 
ecology of Zuari river by trawlers4.Depletion of fish stock due to 
computerized mini-per seining boats and trawlers.5.Loss of livelihood to 
fishermen of Zuari river who pay taxes to the State6.Increasing anger of 
fishermen and tense situation for which you will be held responsible.7.
Widespread agitation of fishermen, fish traders and fish consumers across coast 
of Goa and beyond.8.Most of the fishermen of this coast are Scheduled 
Tribes (ST) and OBC. Their caste networks will be activated.
We trust you understand the gravity of the situation and call upon you to act. 
Your department must be committed and responsible to act in accordance with the 
given situation as the fishermen undergo tremendous pressure because of your 
department. With N number of letters to your department your office has failed 
to act on priority basis to address grievances of traditional fishermen. Their

Besides India ,U.K. China,Australia, Spain ,Canada, allow altruistic
surrogacy and ban commercial exploitation U.S.A allows commercial
surrogacy, a huge source of revenue attracting  couples from Europe, but
exploitative nature is controlled .France and Germany totally ban
commercial surrogacy. India  is one of the few countries where commercial
surrogacy was permitted .The commercial surrogacy market in India is
roughly estimated at$ 400 million. The new  bill seeks to ban un married
couples,single parents, live in partners,homosexuals resorting to surrogacy
route A couple having biological  or adoptive child will not be allowed
surrogacy route for being discriminated in upbringing and rights to
property, Also NRI`s, PIO`s re similarly barred married couples for 5 years
will be permitted, if the surrogate mother is a close relative, Then she
can rent her womb only once The woman wanting the child will be the mother.
The surrogate child will enjoy the same right as   other biological child.

Desperation for progeny to build a family might be one reason. The
 different medical necessities infertility to conceive may be due to
malformation or due to infections and removal  of the womb, recurring
miscarriages, repeated failures of IV process, heart diseases, advanced
age, fear of labour pains, genetic defects etc. Some religions like
Catholics, Muslims, Jews are against this process. One surrogate mother in
UK gave birth to 15 Children and homosexual couple also had a child by
surrogacy. Sex determination and preference for  a male child in India is
another cause for foeticide.In traditional  surrogacy another woman is
artificially impregnated with the sperm of the father or   /donor She is
the biological mother and process is less costly. In gestational surrogacy
the eggs of mother and sperm from father and embryo is implanted in the
surrogate mother. It s more costlier and the surrogate has no claims It has
been a boon to homosexuals to establish a family of their own



It is expected that surrogacy will kill the exploitative market of rent a
womb .Poor women from rural areas was business turning woman`s body into a
commodity. It was the unscrupulous middle men  that has led to a
flourishing trade in surrogacy The Nationality of the new child by
surrogacy became a legal tangle in both countries, The surrogate mother got
too attached and refused to part with the child in spite of valid agreement
and being paid for her services. , The health of surrogate mothers due to
constant pregnancies for the lure of money had telling effect on their
health. Social pressures on such surrogacy had also put the worth of
virginity at risk for a prospective marriage. There are instances wherein
the husband has consented for monetary gains

The clinics have to maintain records for 25 years Commercial surrogacy will
attract the provisions of law and also abandoning of child, import of human
embryo with a  jail term of 10 years and a fine of  Rs10K. How the system
will be monitored is a moot point. Will the surrogacy business now go
underground? What happens to the scores of such centers in existence? Will
  IV method come of age now? Can adoption laws In India  be modified and
simplified for giving a new life to the orphaned children in India All
legislation are founded on good intent, but loopholes will be exploited by
racketeers to remain in reckoning;

CHRI and PRW question the need for new proposed security legislation 

Press Statement, 26 August 2016 



The Commonwealth Human Rights Initiative (CHRI) and Police Reforms Watch 
seriously question both the necessity and the justification for another new 
internal security law as proposed by the Maharashtra government’s Protection of 
Internal Security Bill 2016. We are particularly concerned with the wide scope 
of the Bill.  Created purportedly to deal with multiple security challenges, 
the State once again bestows more and more sweeping powers on the executive and 
the police, all without the requisite accountability. 



The omnibus Bill tries to deal with challenges of “terrorism, insurgency, 
communalism, caste violence, etc” all in one legislation and does not 
differentiate between the nature of the threats from each. Specific laws are 
already in place to deal with many of these matters. In order to bring every 
kind of threat under one law, the Bill relies on dangerously vague catch-all 
definitions, which are totally insufficient to further justify criminalisation 
or prohibition. It is equally alarming that the Bill gives the state government 
and police sweeping discretionary powers in the absence of sufficient checks or 
accountability for abuse of power.



Maja Daruwala, the Director of CHRI, states, “This Bill is ill-considered both 
in its intent and content. Every citizen should be alarmed at the sweep of laws 
like this which are designed for abuse. The greatest security the state can 
provide all of us is to make sure we have an honest efficient and law upholding 
police and a court system geared to give us speedy and fair justice. Certainly 
more and more laws only go to muddying the waters and reducing people’s power 
to face up to oppression”.  



The Bill has been released into the public domain ahead of the next Assembly 
session. This provides an opportunity for an exhaustive debate to discuss the 
necessity of any new law as well as the state of policing and security in 
Maharashtra.

was the ‘magic’ that enriched my life!
   A sort of an arranged marriage in 1953. We celebrated  our 
golden wedding anniversary in

[Goanet] LAND GRAB CASE AGAINST TOURISM MINISTER DILIP PARULEKAR: CRIME BRANCH DIRECTED TO FURNISH COPY OF CLOSURE REPORT

Judge BP Deshpande of the Special Court under the Prevention of Corruption
Act has directed the Crime Branch to furnish by August 29th a copy of the
entire closure report filed in the Serula Communidade cheating and land
grab case against Goa’s Tourism Minister Dilip Parulekar.



It was submitted before Judge Deshpande that in terms of the law laid down
by the Supreme Court, the complainant in the case is entitled to a copy of
the closure report. The Court will now on September 9th hear arguments
opposing the move by the Crime Branch to close the case.



The Crime Branch on 30th July filed a closure report seeking to close the
case against Dilip Parulekar despite having earlier repeatedly submitted to
the Court that the investigation of the case was almost over and that they
were only awaiting sanction from the government to charge sheet the
accused. An affidavit to this effect was even filed by Crime Branch SP
Karthik Kashyap.



Over the last two years the Court’s attention has repeatedly been drawn
that the Crime Branch in an attempt to shield Dilip Parulekar was trying to
vitiate the investigation by declaring that Dilip Parulekar was a poor
victim who was misled by the Communidade officials to grab the land.



The Court on 17th March this year while rejecting the Crime Branch’s plea
for further time to probe the case had directed that the investigation be
completed forthwith after it was pointed out that the Crime Branch was
intentionally dragging its feet in the investigation to shield Tourism
Minister Dilip Parulekar. The Court on 7th October 2014 had directed the
Crime Branch to complete the investigation within a month.



The Mapusa JMFC on 16th January 2014 had directed the Porvorim Police to
register an FIR for offences under sections 119, 120, 420 read with 120-B
of the Indian Penal Code, against Tourism Minister Mr. Dilip Parulekar, Mr.
Peter Martins, then attorney of Communidade of Serula and Mrs. Irene
Sequeira, then Administrator of Communidade of Bardez.  The investigation
of the case was later transferred to the Crime Branch.



In the complaint the Court’s attention was drawn that 599 sq mt of prime
land on the Chogm Road at Porvorim was given away
to Dilip Parulekar without any auction and without following the procedure
contemplated under the Code of Communidade and that the whole intention was
to fraudulently facilitate the doling out to Dilip Parulekar prime
Communidade land.



The Communidade of Serula granted the 599 sq. mts to Dilip Parulekar for a
mere Rs. 3, 41,320/- though the value of the land was otherwise worth more
than a crore. Dilip Parulekar in connivance with Peter Martins and Irene
Sequeira grabbed that Communidade land at a throw away price by illegal
means.

[Goanet] Summer Nights In Toronto

Last night was the "Bombay Soirée" organized by the 55Plus Goan Association and 
the West End Seniors Club.

It was quite offbeat from the usual such function. Dressed in Indian fashion 
and unconventional clothes of glitz and glamour, somehow makes for more fun 
than one expects. 

The DJ from "Padamsee Building" (as he proudly announced), played rollicking 
music that brought everybody to the floor, synching to the lyrics they once 
knew from the top of their now bald, greying or dyed crowns. 

Last week was the Portuguese-themed Fiesta organized by the well recognized Joe 
De Souza of Costa Rica fame. Anyone who loves sausages and pickles and Central 
American real estate no doubt knows Joe.

JD, once a saxophonist in the Bombay music scene, is an adept organizer of 
events in Toronto and when you go to his functions, you can expect good music, 
good food and style. This event was no exception.

Tanya and Andre a singing duo straight from Goa and The Big Foot a famed band 
once from Goa, played good Konkani, English and Portuguese music. The 
Portuguese Cultural Centre serviced in spades and the piece de resistance, the 
midnight snack was chorico pao, the spicy sausage being from JD's farms and the 
crispy pao from Portuguese ovens. A treat for the music lover and the foodie - 
of which Goans are both.
