Residents of about 22 villages in North Goa have risen up
against the state government's decision to put their villages
under the jurisdiction of Goa's controversial Planning and
Development Authorities. This will put the villages on the
fast-track to unnecessary urbanisation, they say, dealing a
death blow to their way of life.

  On December 21, the Bharatiya Janata Party-led
  coalition ruling Goa issued a notification
  incorporating 16 villages from Tiswadi taluk,
  around state capital Panjim, into the newly-created
  Greater Panjim Planning and Development Authority.
  In neighbouring Bardez taluk, the villages of
  Arpora, Nagoa and Parra were amalgamated into the
  North Goa Planning and Development Authority, from
  where the Greater Panjim body was carved out. The
  North Goa body already covers the tourism hubs of
  Calangute, Candolim and Baga.

Since then, village residents have held a series of protests,
public meetings and gram sabhas or village councils.

Villagers note that areas under Planning and Development
Authorities are permitted a much higher floor area ratio than
that allowed in villages, which will lead to tall buildings
sprouting up everywhere, increasing congestion in spaces that
are not designed to take high population loads. The floor
area ratio or FAR determines a building's total floor area in
relation to the the size of the plot it stands on. The higher
the floor area ratio, the taller the building.

Sitaram Kunkolkar, from Chimbel village, 6 km east of Panjim,
said that in his tribal village of 14,000 people, the village
panchayat can sanction a FAR of upto 80. "FARs in PDA
[Planning and Development Authority] areas are three times
more, upto 200 and 250," he said. "It will completely finish
off what is left of our fields, hills and orchards. Chimbel,
as we know it, will disappear."

However, Town and Country Planning Minister Vijai Sardessai,
who heads the Goa Forward Party that is part of the ruling
alliance, has attempted to stand his ground, saying vertical
growth is inevitable in Goa.

Controversial bodies

Planning and Development Authorities were first created in
Goa in the 1970s. They have to prepare comprehensive
development plans for their notified designated planning
areas. They demarcate residential, commercial and industrial
zones and decide on the location, height, and size of
buildings and open spaces in its jurisdiction. They also
issue permissions for all this.

Because of their sweeping powers over land use, membership to
the Planning and Development Authorities became coveted --
second only to positions in the state cabinet. They are
usually headed by political appointees.

"The outline development plans slowly became instruments to
increase the built-up area of plots in these towns regardless
of the surroundings," said architect and environmental
activist Dean D'Cruz.

  The 73rd and 74th Amendment to the Constitution in
  1992 granted powers of planning to municipalities
  and panchayats, which must be assisted by the Town
  and Country Planning Department. But the Goa
  government never devolved planning powers to the
  elected bodies, continuing with the centralised
  Planning and Development Authorities. D'Cruz and
  other activists say this is unconstitutional.
  Currently, there are five such bodies notified in
  Goa to accommodate the political compulsions of the
  coalition government.

Angry opposition to plan

The Kunbi-dominated village of Chimbel is about 4.2 sq km in
area, and supplies vegetables to Panjim's markets. It has
been included in the Greater Panjim Planning and Development
Authority since it is adjacent to the panoramic Kadamba
plateau, a rapidly developing residential suburb.

Some of Goa's biggest construction firms have sprawling
luxury residential projects on the plateau, where a low floor
area ratio so far has kept the area relatively low-rise and
open. Chimbel's inclusion in the Greater Panjim Planning and
Development Authority could potentially triple the floor area
ratio, allow high rises and increase real estate value in the
entire area -- a bonanza for realtors, builders and property
owners.

  The original inhabitants of villages like this feel
  they will be culturally and demographically

child suffer? Why are good people made to suffer for things they have not done? 
There is no answer! Suffering is a mystery to be lived, not a problem to be 
solved. Jesus on the Cross provides no answers but suggests a way to make every 
cross a means of life. Let’s celebrate God’s undying love for us this Good

Sunday Refl. Good Friday: “Christ became obedient even unto death on the

The first reading from the Prophet Isaiah does not explain why the Servant of 
Yahweh has to suffer, rather it tells us how he bore suffering. “He was silent 
and opened not his mouth. The Lord laid on him the guilt of us all.” There is 
no satisfactory explanation to the problem of suffering. For the Christian, 
like the Suffering Servant portrayed by the prophet Isaiah, suffering is not a 
problem to be solved but a mystery to be lived. The reading hints at the 
redemptive nature of suffering. “Ours were the sufferings he bore, ours the 
sorrows he carried. We thought of him as someone punished, struck by God, 
brought low. Yet he was pierced for our faults, crushed for our sins.”
The crown of thorns…There is a strange legend of a monk who was walking in the 
monastery garden alone, thinking of the passion of the Lord, just before Holy 
Week. As he slowly paced along he saw something lying in the path and picked it 
up. It was the crown of thorns which our Lord had worn, and he reverently 
carried it to the little chapel and laid it upon the altar. Never before had 
Holy Week been so well kept, for the sight of the crown of thorns had made them 
realize the sufferings and the love of Jesus more than they had ever done 
before. At last Easter Sunday dawned and the monk rose early for his Easter 
preparations and came to the chapel. As the suns hone through the window, it 
lighted up the altar, it touched the crown of thorns, and there in the Easter 
sunlight the thorns had blossomed into the most beautiful flowers. It is a 
little parable. For it is suffering and sacrifice that brings forth the most

The gospel story of the passion tells us the extent not only of the sufferings 
of the Lord Jesus but the great love of His father who suffered with the Son 
and let His Son die for us. The narration of the passion brings us face to face 
with suffering and what it does to humanity and to our God. The suffering of 
Jesus reaches its peak just before He died with his awful cry of abandonment: 
“My God, my God, why have you abandoned me?” We may wonder how the Father feels 
about the question. Why did God seem to abandon Jesus? Why, for that matter, 
does God seem to abandon us to our fate? Is the Father totally oblivious to the 
fate of His Son? Does He not care? Does He feel nothing? Which Father worth his 
name enjoys seeing his son suffer? It has been suggested that the Father is not 
an executioner, but a fellow sufferer. At that moment He can do nothing for His 
Son except suffer with Him. When God does not reveal His power He always gives 
His presence. We are used to the notion of a powerful God and we want to always 
experience His power in our lives. Yet it is love that makes Him powerless and 
vulnerable. “If I never loved, I never would have cried” is our own experience 
of loving. The mystery is that the all-powerful God allowed His Son to suffer 
such a death at all. The only explanation is the overwhelming love of that God 
for each and every one of us. On Good Friday we ponder the mystery and bask in 
that love. We realize that each one of us is so precious that He was ready to 
pay any price. The awesomeness of this love is both reassuring and challenging. 
It strengthens our belief that we are lovable so He loved us and at the same 
time it evokes in us the desire to belong and live as children of this loving 
family of God. We glory in the Cross because it is no more a sign of torture 
and death but the ever-present reminder of the greatness of His love for us.

The Joao Roque Literary Journal hopes to release its first print anthology by 
December 2018. The writings to be featured will be selected from those 
published on the journal during 2017/18, and will consist of a combination of 
established writers and emerging voices.

Although every piece we publish is of excellent quality, the anthology will 
aspire to overall cohesion. Pieces which advance our understanding of Goan 
issues, which best reflect Goa’s pluralistic heritage, and show a felicity of 
literary style will be prioritised. Selected writers will be notified by July 
2018. We are still accepting submissions for consideration, so do send us your 
best unpublished writing.

The anthology will be made available for public sale, archived at leading 
libraries in Goa, and gifted to GALF 2018 delegates. We retain the right to 
cancel the project if circumstances force us to do so.

They are raping and torturing Goa. There is no infrastructure for vertical 
growth. The garbage issue itself has not been addressed. They are capturing the 
fields all along Anjuna bit by bit, until there will be no fields left. If they 
want to project Goa as a tourist destination, there will be no scope a short 
time from now. Decent Hotels in Goa are not cheap. I’d rather go to Thailand or 
Penang for that price, where the beaches and air is clean. That is what good 
tourists look for.

With the President,Vice President , Parliament and now even the Rajya Sabha 
under their control, the BJP with its mentor the RSS and their sympathizers and 
opportunists think they own India! It also appears so does the PM of India who 
is their star campaigner. However the Adivasis, Farmers, and all other Indian 
who are resident grass root owners  of India naturally will challenge this 
false belief? The land of "Ahimsa" is turning out to be of "Himsa" or violence, 
intolerance and communal disruption.

 If a popular government ends up making the life of of the aam admi unhappy by 
unpopular governance, continued high prices of essential commodities and 
polluting unsustainable development, it has no business being in power. Power 
corrupts and with modern media it becomes easy to brainwash people. 
Unfortunately against the well organized BJP are a disparate lot of regional 
parties that do not see eye to eye and selfish ambitions trying to cobble up a 
coalition merely to come to power without an alternative to the hardworking PM 
who is a convincing speaker with great marketing and digital media skills! The 
people of India are not foolish and need to standup and speak up, insist on 
transparency and accountability. Arun Shourie puts it bluntly "BJP is Congress 
with cow". Democracy demands responsibility of every citizen without exception, 
to force whichever government serves (not rules) to  wipe the tears from every 
eye now, not tomorrow!
