The Supreme Court has rightly time and again frowned on the very
indiscriminate exercise in providing security to VIPs. Uncalled for was
that very huge deployment of police personnel yesterday in Divar as
Governor Mridula Sinha was expected to visit the island on the occasion of
the Bonderam festival.

Police stations which are meant to serve the public on law & order issues
cannot be emptied to provide extraordinary security cover to VIPs. Such
waste of public funds is unjustified and must be strongly condemned. And
after all that elaborate security arrangements Governor Mridula Sinha
citing her ill health did not land up in Divar. She had reportedly already
decided not to be there.

Governor Mridula Sinha has converted the Goa Raj Bhavan into a BJP
Dharamshala for the RSS, VHP, and the Bajrang Dal to congregate while she
very deviously continues to keep the Raj Bhavan out of the purview of the
Right to Information Act so that this current veil of secrecy persists.

The Goa Raj Bhavan  has a whopping 136 staff to take care of the Governor
which includes 12 drivers, 11 peons, 11 gardeners, 13 labourers, 8
sweepers, 7 waiters, 5 telephone operators, 5 cooks and 4 electricians.
Surprisingly, the Raj Bhavan has only one Computer operator.

All this huge extravagant expenditure at the Raj Bhavan is a criminal waste
of public funds. For a cash strapped Goa, the Raj Bhavan should have led by
some austerity measures.  The Governor Mridula Sinha must bring the Goa Raj
Bhavan within the ambit of RTI so that there is accountability and
transparency in all that transpires within that heavily guarded fortress.

Sarojini Naidu, the one-time Governor of UP had said that she considered
herself “a bird in a golden cage”.

Dr.Pattabhi Sitaramayya, Governor of Madhya Pradesh had this to say, “My
duties as a governor lay more in getting visitors and providing them tea,
lunches and dinners than anything else. The first thing I do in the morning
is to peruse the list of visitors and invitees to lunch and dinner”.

KM Munshi, Governor of Uttar Pradesh had a tiff with his Chief Minister and
had complained to Pandit Nehru for redressal. When his plea was turned
down, he described his job thus: “to run a hotel and entertain guests”.

NVGadgil, Governor of Punjab considered himself as “the Patwari of the
State of Punjab whose function was to assess the conditions prevailing in
the state and report to the Union government”.

It’s high time the nation debates on the manner in which Governors are
appointed and whether we need ornamental rubber stamp Governors needlessly
burdening the taxpayer.

Governors should be appointed on merit as the Raj Bhavans cannot end up
being shelter homes to rehabilitate the deadwood of the ruling political
party. After all, do we really need a “spare wheel” at the state level?

What a mess in GMC with such a crowd at every OPD.
Health Minister Viswajeet claims that GMC is one of the top Hospitals in
Asia. He has mistsken. Please read my letter published in a weekly paper on
Saturday  under title SHAME GMC.
Everyday I am hearing people cursing the Health Minister Viswajeet Rane
that he cannot manage.  Instead of, people getting treatment they just
waste their time on finding parking of their four wheeler and the security
pesonnel makes the matter more difficult and sends them for parking outside
the campus to park on the road as parking is full in the campus thus
wasting their time especially those who are on wheelchair we see them
suffering. Signs displays boards nobody follows, in the contrary  we see
double parking inside the campus as security cannot manage.There is no
point increasing security personnel as Viswajeet wants to dump more  people
from his own constituency. Dean of GMC has no say for the dictats and
orders from Health Minister. Even Pharmacies and Canteen are given contract
to NonGoan parties thus depriving locals.No doubt Welness pharmacy is doing
quite well as medicines are made available.
The Medical Superintendent ( MS) never on his seat to attend public
grievances and being a surgeon he needs to go to OT' s, OPD 's, Ward round
and other duties and in fact the Management could have place a person who
is available to hear and solve public grievances. Look at the crowd who
have come for OPD with such a long queues. Such queues are for all OPD's.
The Nescafe shop is badly managed as used cups are thrown all around except
in dusbins, it seems people do not listen who sits on the benches. Things
are rarely available at this coffee shop except Nescafe. Garbage bins are
in short supply.
In Portuguese there is a saying CASA DE ANTOCA.

Devoted and hardworking, these doctors stand in sharp contrast to their 
counterparts today.

them,” writes R Srinivasan in his column for The Hindu. He points out how there 
are lakhs of aspirants writing exams for all kinds of government jobs, mainly 
because they seem “secure” to them. He also writes about how the education 
system in India is to blame if people with advanced degrees feel they cannot 
aim for more advanced jobs.
This might be attributed to a pervasive lack of confidence among our youth, but 
the reality is that most of them know that their degree isn’t worth the paper 
it is printed on. Last week, I saw a report of the 10,000-odd candidates – all 
with a minimum B.Com or BA degree in economics – who appeared for a test to 
select accountants for the Goa government, not even one managed to pass what 
officials said was a very basic, clerical grade entrance test.

All candidates failed this one question on the Goa Govenment Accounts Dept
exam:
Question: Is bribing a govt. official ok and expected in Goa? i.e. is
corruption ok?
Answer in Goa: Yes. All the 10,815 candidates being young and honest, had
answered "No" which caused their immediate exam failure.
Response:
As per the news report the results were kept pending for over 6 months
awaiting Parrikar's arrival. Perhaps he was the sole examiner for this
paper.

This batch of Sindhis decided to go to Goa which was European ruled and
where they felt they had a better future.  It took only a short time to
realize their limited opportunities there and the competition they faced
from the existing small Ismaili business community who were looked on
kindly by the Portuguese administration. Not that they were afraid of
competition - their success in Bombay and Delhi against odds proved that,
but they desired greener pastures and they saw that the Portuguese were
colonial, not business minded like them.

My post was based on two anecdotal sources:
1. My school friend of Casa International whom I mentioned in the article.
2. The acquaintances I made when learning Spanish (unrelated to college 
courses) from a Spanish priest in St Xavier’s College in Bombay. A few student 
age Sindhis from the Goa community were sent by their parents to pick up the 
language. They formed part of the class of about 10.

I did not use any internet resources for my Goanet post. However the following 
summary of a study of the Barcelona Centre for International Affairs tracing 
the genesis of the Sindhi business community in the Canary Islands will make 
interesting reading for you.

This article describes and analyses the presence and trading activities of the 
Sindhi community in the Canary Islands. This group is one of the oldest Asian 
diasporas in Spain, and is characterised by its hectic trading activity and, 
particularly, by the fact that it maintains a network of transnational contacts 
that shows that the community is established in over 100 countries. The 
starting point of the analysis is the historical, geographic and cultural 
context that favoured the exodus and arrival of this community to these 
islands. As other authors have mentioned in studies on transnationalism, and as 
these authors highlight very clearly with the group examined in this article, 
relations with members of the same community residing in other countries become 
forms of capital that provide information and communication on business 
opportunities and strategies in local enclaves, such as the loaning of capital 
and training opportunities in commercial activities and specific newly-created 
businesses that are adapted to certain geographic areas. The Sindhis are a 
community that, while it has remained faithful to its traditions and is 
relatively secretive, since the 1950s and with the rise of tourism, it has 
diversified in its areas of business and its establishment in the territory.

After so many missed dates and deadlines, let us hope that Chief Minister
Manohar Parrikar finally keeps to his assurance made in the recent session
of the Goa Legislative Assembly that the Casino Policy would be announced
by 31st August.

While as the Leader of the Opposition Manohar Parrikar had vociferously
branded Casinos as a “social evil” and had called them "dens of vice".
While spearheading that agitation against Casinos, Manohar Parrikar had
vowed to make sure that all Casinos were thrown out of Goa if the BJP came
to power. But in a dramatic U turn in March 2012 after usurping power, the
BJP has gone all out to promote, shield and increase the number of Casinos
in the name of promoting Tourism. Goa has been always a known tourist
destination without being converted into a Las Vegas. Due to lack of vision
and sheer greed of those in power, Goa’s Tourism industry is today in
shambles and dire straits with quality and high-end Tourists keeping away
from venturing into what was once the Paradise of the East.



Manohar Parrikar while branding the revenue from Casinos as “bad” money had
declared in the Goa Legislative Assembly that the revenue from Casinos
would be kept in a separate account and utilized only on homes for the aged
and those suffering from Alzheimer's. On that revenue earned by the
government from Casinos, Manohar Parrikar had firmly stated "We don't want
to use that money to buy computers for students. We don’t need that money
in the budget”. Addressing the Goa Legislative Assembly on 7th August 2012,
Chief Minister Manohar Parrikar had also categorically and confidently
stated that he did not require the revenue from Casinos for Goa’s
developmental works.



On 10th October 2013 Chief Minister Manohar Parrikar had assured the Goa
Legislative Assembly that all the Casinos would be removed out of the River
Mandovi by September 2015. in the River Mandovi. Does the government have
to be told the definition of off shore?



Ironically the RSS which sets and gears the agenda for the BJP is known to
be against gambling but their now convenient silence on Casinos is
deafening.  The BJP has fallen in passionate love with the Casino brigade
who are now getting the government’s abundant patronage and overwhelming
support. For the dismal number of jobs created for Goans by Casinos, the
overall damage that is being inflicted to the State is irreversible. While
the BJP is feasting and making merry with the abundant moolah flowing from
the Casinos, Goa has sadly become the country’s gambling hub with the
allied vices of Prostitution and the Narcotics trade also flourishing by
the day while the Crime rate is on a steep rise.

Everyone familiar with Goa who visits Kerala has similar reactions.
There’s much admiration and wonder about how it benefits from tourism,
yet avoids the social, cultural and environmental devastation
accompanying that sector in India’s smallest state. No tawdry casinos,
the rivers are full of rice boats. Agriculture flourishes. For some
decades, the whole world has paid tribute to the “Kerala model of
development” emphasizing land reform, efficient distribution of food,
publicly funded healthcare, and excellent government schools. Though
far from perfect, and with its own inherent flaws and biases, these
visionary policies have unquestionably delivered enormous dividends,
including human development at par with far richer nations.

Now another set of vital lessons from the experience and example of
Kerala, after disaster unfolded following excessively high
precipitation beginning August 8. A foot of rain fell in just 24
hours, approximately double the usual amount for the entire month. As
the downpour continued, rivers swelled, and the authorities made an
unprecedented decision to relieve pressure by opening 35 dams
simultaneously. Hundreds of villages flooded, at least 10,000
kilometres of roadways were destroyed, and thousands of homes damaged
beyond repair. Over a million people now shelter in camps, as 80% of
the state is cut off from power supply. For almost two weeks, the
fourth busiest airport in the country (in Kochi) has been closed, its
runways under water.

Could as much happen in Goa? Count on it, says Madhav Gadgil. While
heading the Western Ghats Ecology Expert Panel almost a decade ago,
this former member of the prime minister’s Scientific Advisory Council
warned about potentially cataclysmic outcomes from unchecked
development in “ecologically-sensitive zones.” Kerala rejected his
report, which leads the eminent ecologist to sombrely refer to the
latest floods as “a man-made calamity.” But Goa also refused to accept
his recommendations. Earlier this week, he urged, “Although it is
late, the government must act…the environmental concerns remain the
same as there is intense construction activity in all these areas. The
way forward is clear. People must take charge, exercise their
constitutional rights and steer the state to a path of environment and
people-friendly development by reining in environmental abuse.”

Something like that could conceivably happen in Kerala, where vibrant
grass-roots democracy has already borne remarkable fruit, like its
admittedly fraying but still uniquely responsible patterns of
development. But in Goa, it has been the government versus the people
for a full generation, with political and economic elites in
conspicuous cahoots to the grievous cost of both environment and
society. As Gadgil highlighted this week, they routinely fudge even
basic Environmental Impact Assessment reports (EIAs). Remember this:
Kochi airport is under water today because its builders carelessly
“diverted” a creek. But the egregious Mopa “second airport” will do
the same to as many as 50 separate streams and springs, none of which
showed up on its patently ridiculous EIA.

Immediately after floods spread in Kerala, an impressive response from
Malayalis. Union minister for tourism K. Alphons was pictured spending
a sleepless night with emergency workers (he was mightily trolled on
social media for his pains). Tens of thousands of volunteers showed up
at relief centres. Fishermen roared inland on their boats to rescue
the stranded. Even incarcerated prisoners did their bit, donating 12
lakhs along with 61,000 chapatis and 10,000 idlis. Chief minister
Pinarayi Vijayan said it best, “any Keralite can be proud of the unity
of our land.”

Could that too happen here? Alas, in this regard Goa diverges
dramatically. Here, even minor mishaps induce only craven posturing
and finger-pointing. Right now, the main arterial lifeline of the
state is fatally clogged at the Zuari bridge crossing. Two and three
hour delays are routine, along with missed flights and cancelled
appointments. The problem could be solved in one day, with rigorous
traffic controls. Instead it has resulted in paralysis for a full
month, an extraordinary display of incompetence. Don’t bet on any
improvement either, even after Kerala completes its admirable road to
recovery.

[Goanet] Panjim overall assessment

Let me say about Surendra Furtado.
HE is my good friend but whenever I have to point out his mistakes I do not
hesitate to convey it and he accepts. That is a good spirit on him. From
Parrikar to Babush they could make best use of him. Parrikar with the
advice of his lieutenant Sidharth put his name in plaques which I remember
one in Campal Parade ground  , Patto- Ourem creek etc but as a Mayor could
not avoid accepting the offer but still he could have rejected it. Never
realised that they were making best use of him. All these areas where
plaque is fixed nothing good has happened especially Campal Parade ground
has become a garbage dumping ground.
 I am proud to say whatever he mentioned in the list of achievement has
been fulfilled within the limitation of funds  except the St Inez creek
which he got demoralised by his bad luck fallen in the creek itself.
Hopefully he is now realised all these identities who made him to work like
donkey that he will never again salute to be in contacts with them. Where
are they now,  one in from one Hospital to other Hospital who will
hopefully never again stand for Panjim election and Babush already keeping
an eye on Vijai  Sardesai (GFF), who may  plan to leave the coalition if
minorities are sufferings according to him, then chances of Babush will
jeopardise or fail to remain in politics.
We need a good and sincere person to stand for Panjim election and not
promises. We, Panjimites have been fooled all the time again and again  by
a non resident Parrikar and Sidharth is a person who is opportunist cannot
be trusted
anymore although people voted him and made him  MLA but he deceived people
who voted for him and later surrendered his seat to Parrikar to get him
elected on bye election.
Yesterday on 26th Aug 2018 in the morning when I went to Panjim market I
did not see any DUSTBIN which I wanted to put some waste on it. What this
present CCP  Mayor Chopdenkar is doing,?  if he cannot look after simple
dusbins he should resign and at least learn from his predecessors. Market
is in very bad shape with full of garbage spread all over the passages and
spitting with tobacco continues to be seen on the walls.
 Panjim - Miramar - Campal -St Inez is in shambles and roads with lots of
pot holes and no parking is in place. Panjim is gone case.
