[Goanet] ILLEGAL CONSTRUCTION AT BAY VIEW COLONY
To, The Chief Electrical Engineer Govt of Goa Attn: Smt. Reshma Mathew ( CEE) Dear Madam, On behalf of residents of Bay View colony, I met you on Thursday ( 11th Jan 2019) in your chamber and submitted our grievances orally regarding power supply failures at our Bay View and whole of Dona Paula which is quite often. It is learned through the newspapers that the supply will soon be stabilized in the whole of Goa and if anyone having problems they could contact Mob No. 9822103292. It so happens immediately on 10th Jan the supply at the whole of Dona Paula especially at Bay View had a power failure around 10:30 am for a half an hour or so. I called up this number and this mobile was picked up by Power Minister Nilesh Cabral who was kind enough to look into our problems and he soon contacted the Electricity officials from the dept Executive Engineer Mr. Rajagopalan who is looking after this area and he subsequently called me on the same day at 8 pm. I gave him a full technical description of our area of various power supply failures on electrical lines. The following is our problem: 1)The power supply was always intermittent and many times used to remain off for a long times. The power shutdown was a common phenomenon. 2)The supply was either lower than ( 200V) or high voltages than ( 270volts) and sometimes no supply in one of the phases. 3)The lines wiring from pole to pole in our area are very much loose and having joints at various places. 4)Also, they pass through some of the private properties which needed to be rectified and the electric pole also found bent due to the weight and non alignment of wires. On account of this our kitchen/house appliances like refrigerators, Microwave oven, Geyser, Mixer and stabilizers were going faulty. Now, considering all these problems now in future we may be facing the worst situation very soon if the electrical connection is given to this illegal building which is coming up at Bay View colony. I was told they are waiting for a temporary connection to start with the job. This construction has already been raised to the ground and all the approvals cited on the board are issued by the authorities which are put up in their main gate. (Enclosed approvals). It is funny that the House number is not shown on this approvals but I understand the house No is: C/ 22/111. The area of construction is about 500 sq meters having plans for ground plus 8 floors with swimming pool and having adjacent road merely 3 meters broad. If such construction comes up in the residential area what will be our fate when no such high rise construction is seen in this colony. Not only the traffic will be paralyzed plus water and electricity will be a great burden to the residents of this Bay View, Dona Paula. For your information, this construction actually falls under Taleigao Panchayat jurisdiction and just to get higher FAR they managed to convince the authorities because house taxes were paid to CCP earlier and not Panchayat hence the licenses are already issued by NGPDA, CCP, Health, Fire services, and Sub-Div Engr Elect S/D- IV . This proposed construction is coming up at residential area with swimming pool and compound wall at Chalta No. 25 PT sheet 186 plot No. 07 at Dona Paula for D.S. Contractors Pvt Ltd. The first license to issue was by NGPDA on 5.12. 2017 and the CCP license came on 8.11.2018 but in fact, the NGPDA should have waited after CCP giving license because the construction falls on Panchayat jurisdiction and not on CCP. All the houses in this line are on Panchayat and the house taxes are been paid for many years to Taleigao Panchayat with exception of this illegal house. The residents feel this construction should be revoked and Electrical connection and approvals need to be revised as I understand that the power connection is quite high to be around 2500 KW for 8 floors. Whereas at Panchayat the FAR and the power will be much less even if the underground cabling comes into existence our problem will still remain. Yours faithfully Sd/ STEPHEN DIAS Date: 15th Jan 2019 Mob: 9422443110 (On behalf of resident of Bay View) and also {enclosed signatures} Copy to: 1)Executive Engineer Elect Dept Mr. C. H. [Goanet] Dear Babu – Tourism Minister Goa 2019
Dear Babu – Tourism Minister Goa 2019 Dear Manohar Azgaonkar Issue: Tourism in Goa Timing: Immediate Background and Recommendation – As Below I am writing to you for the record as having been involved with other pioneers in setting up the Air Bridge for direct flights from the United Kingdom, UK to Goa, the first flight being on Paramount Airlines putting Goa on the Tourist Map over twenty years ago.I am very disappointed and feel let down with the current state of affairs. It is not your fault or that of the Government of Goa that Greed is openly flaunted by most local people. For example in November 2018 I managed to get to Baga Beach courtesy of Goa’s Hop On Hop Off Bus (Ho Ho Bus) I looked for a place where I tasted Prawn Papad for the first time some twenty years ago. Not being sure whether it was St Anthony’s or Sea Pearl asking around came across a Pan Spitting waiter with a scowl who did not speak any English or Konkani and walked away. This put me off, I ended at Brittos Shack ordered a Lime Soda only to be served with Lime Juice, the squid served was very bland nothing like our Goa taste garnished with masala and coconut vinegar. A bottle of Honeybee on the menu had a price tag of INR 1,270.00 where in Mapusa the retail price is INR 189.00 even with Government Sales Tax the price displayed, if you agree, is pure greed. Baga Beach three years ago resembled the Costas in Spain. On this visit, there was not one “Foreigner” or Russian in sight for a place blessed with sunshine and the harvest of the sea with empty sun beds. Instead there is a concreted Pay Car Park large enough for twenty football pitches for cars and coaches. Some of these coaches bring fourth generation visitors from the former British India who display a lack of potty training and poor hygiene standards thus soiling the Beach with the call of nature creating a stench despite having washroom facilities nearby at INR 10.00 to use. The men can afford drink and break bottles on the beach for a thrill that is not their backyard and have no respect for local people. For a factual video summary click here https://www.youtube.com/watch?v=5MUTApsfFwE And click here for local viewpoint: https://www.facebook.com/leode.chinchinim.5/videos/144120753259202/?__tn__=%2CdC-R-R=ARDeILJiisNUTKAzL874KgMD11FMGnjbyoLw1h-LkUKG4L1OFMOwETmO-2eFL9sBgr4kkOrXf60Y9KvA_ref=ARTArPIr810cqu7HstyOUlB2mtcpTCuhLcmxK1aDFj_1qrXoxCbK_kA5N28Tl5jq_2k=nf https://www.facebook.com/leode.chinchinim.5/videos/144120753259202/?__tn__=%2CdC-R-R=ARDeILJiisNUTKAzL874KgMD11FMGnjbyoLw1h-LkUKG4L1OFMOwETmO-2eFL9sBgr4kkOrXf60Y9KvA_ref=ARTArPIr810cqu7HstyOUlB2mtcpTCuhLcmxK1aDFj_1qrXoxCbK_kA5N28Tl5jq_2k=nf It was heartbreaking the see the once tree lined Panjim to Mapusa Road resembling the French Reviera with flowers on roundabouts destroyed and dissected, diversions due to huge man made concrete boulders and debris from the Bombay by pass to Kerala via Goa. Locals say that there will be a slope at Porvorim. There should also be washrooms at the bottom of the slope otherwise travellers will be answering the call of nature in the fields and building wall creating stench and disease if not addressed. I also know that as part of Modieconomics India and China are Competing for World Top Spot but at what cost. India is a democracy, at least have Goa restored to its former Glory, restore meetings with the good people at Travel and Trade Association of Goa (TTAG) and work on a direction or like the Titanic prepare to sink. [Goanet] Guns and carouses: The fractured soul of Goa in Damodar Mauzo’s life
https://www.theweek.in/leisure/society/2019/01/12/guna-carouses-fractured-soul-goa-damodar-mauzo-life.html A few minutes before the scheduled interview, Damodar Mauzo answered a phone call in an undertone. “It was the policeman,” he later told me. “They want to know my location and where I plan to go.” This scene, that could have been straight out of Salman Rushdie’s Joseph Anton (Mauzo smiles at the comparison), is now the reality of the Konkani author’s life. While questioning the alleged culprits in the murder of journalist Gauri Lankesh, investigation agencies discovered that Mauzo’s name figured in a “hit list” of a right-wing organisation headquartered in Goa. State police protection was soon to follow. The affable 74-year-old writer was unmoved by the threats. According to media reports, he later called Sanatan Sanstha a “cancer” that needs to be removed immediately for peaceful life in Goa. “I am not scared by the threats, far from it,” he says. Mauzo is one of the most renowned Konkani authors of his generation. His 1991 novelKarmelin, of an orphaned girl’s tribulations while working in Kuwait, won the Sahitya Akademi award. Even more prolific was Teresa’s Man and Other Stories from Goa, a diverse short story collection that included the Coinsnav’s Cattle, a tender tale of a family considering giving away their beloved cows, and the wickedly entertaining A Writer’s Tale. In In the Land of Humans, a dalit cattle herder tries to cross into Goa to sell them to a butcher, but is faced with an irate mob of “animal lovers”. “Looking back at it objectively,” muses Mauzo, “it does seem very prophetic, given the spate of lynchings that are happening now across the country.” Excerpts from an interview at the Kerala Literature Festival, organised by DC Books: *What was the first thing that went through your mind after you heard that you were a target?* I was a little surprised that it was me. There were many others who were more vocal than me, more active. I hail from Goa, and Sanstha is headquartered in the state. Their existence did not matter for the people of Goa until the Diwali bomb blast in Margao [2009]. I was not scared at all. When the intelligence contacted me, they were a little apprehensive that I would be scared. I started laughing. I was told that after the culprits in the Gauri Lankesh case were arrested, there was a hit list and that my name featured in it. They told me that I should stop visiting Karnataka and Maharashtra in particular. I said no. I would not take any curbs on freedom of movement. *I feel there is derangement in the soul of Goa. There is the outside perception of sandy beaches and glittering rave parties, a lived experience of harmonious co-existence, and smack dab in the midst of all this are the roots of an organisation that you likened to 'cancer'.* It is very paradoxical. In 2015, we had a symbolic Dandi march, mainly 500-600 writers, artists and filmmakers. Addressing the crowd, I said: I am proud of my state for the exemplary harmony that prevails, but I am also ashamed that an organisation like Sanatan Sanstha has its roots there. *The history of Goa is the history of Konkani [the state language]. It has gone through so many tribulations—a ban during Portuguese inquisition, a hugely fractured diaspora, and is currently the only language in India written in five different scripts (Devanagari, Roman, Kannada, Malayalam and Persian).* It is true. Let us take the history of Konkani: [George Abraham] Grierson who conducted the first linguistic survey of India said that Konkani was the first language to branch off Maharashtri Prakrit, even before Marathi. He wrote: “In my opinion, it stopped growing because of historical and geographical reasons. The homeland of Konkani is Goa.” Present Goa has political boundaries. If I talk about a Konkani state, it goes up to Ratnagiri and more. The reason: After Portuguese colonisation and threats of conversion, people left the shores and landed in Mangalore, Cochin, parts of Maharashtra and beyond. When they landed in Karnataka, they took the language with them. The next generation learned Kannada, and they adopted Kannada script to their speech. The same for Muslims in Bhatkal, who wrote in Perso-Arabic. I write in Devanagari script. Catholics in Goa write in Roman script. *I have heard an anecdote that your translator [Xavier Kota, from Konkani to English] could not understand the Devanagari script and you had to read out and record what you had written.* It happens. He had difficulty in reading, so he would record, note down and translate. The biggest issue here is that, since we have so many scripts, our readership gets affected. One day, we will have to come to a unified script. *It is hard to locate Goa, geographically, in some of your stories. Instead, you rediscover your home state in characters that are thousands of kilometres away, say in the middle of the Arabian desert [Teresa’s Man and Other Stories from

[Goanet] Suggestions for solving a few tourism-related problems .... before it's too late!
FAO:- *Shri Manohar Ajgaonkar *(Minister for Tourism, Goa) Dear Sir, I have read with great interest the recent reports in the Goan Press of the tourist industry there apparently “going down the pan”, with tourist numbers seemingly in rapid free-fall from year to year. Everyone there FINALLY appears to be waking up to the fact that things have gone drastically wrong. I use the word “finally”, because others, like myself, have predicted this inevitable situation many, many years back. In fact, it was probably during my first visit to Goa way back in 1996 that I first had my doubts as to the sustainability of the tourism industry there. I remember telling people upon my return to the UK about the total lack of proper infrastructure in Goa. Well, over the years, nothing much has changed. All I can see with my “outsider’s eyes” is that THE MESS HAS SIMPLY GOT BIGGER! During my subsequent extended stay in Goa, I did try myself to make a little effort wherever possible to introduce a little order amongst the chaos. I had quite a few letters published in the Herald newspaper, in particular, on various topics ranging from garbage issues to the painting of speed-breakers. I have been an active participant in various “clean-up” groups, removing garbage from small but high-profile bits of Goa, beaches in particular, to try and get the obvious point across that the Goans should be doing that part themselves. I am clearly a firm believer in the “Power of the Press” …. as I have seen for myself that it can achieve results, albeit relatively small ones in most cases. It is for that reason that *I am putting my thoughts into words here, in the hope that someone in the Press might realise that I am talking a certain amount of sense and then pursue these issues one step further*. However, I am directly addressing you here, Mr. Ajgaonkar, because it is YOU who is responsible for the mess. Please do not misunderstand what I am saying: I am not saying that you hold full responsibility for creating any of the chaos that Goans and tourists alike have to endure. But what I am saying is that it is YOU who are currently responsible for addressing most of the problems. It is YOU who has to act to tackle some of these problems, RIGHT NOW. Following the demise of the mining industry in Goa, the result is that tourism has become the largest single source of revenue for the state, by a big margin. For that very reason, I fail to understand why the Minister for Tourism has not become THE single most important post in Goa. In my opinion, your position of power, Mr. Ajgaonkar, should eclipse even that of the Chief Minister. Instead of that, you have a situation there where too much emphasis is being focused in the wrong direction. Please remember where your state’s revenue is coming from! Tourism should be given a higher priority in government, for the simple reason that this is where the money is! *I hope that suggestion alone might result in changes in the way you people start looking at the problems.* Speaking of the problems: It is extremely easy to figure out what is driving tourists away from Goa, or not attracting them in the first place – all you need to do is ask them! If you do that, you will soon discover a whole load of common factors, which have been repeated and made very clear in recent Press articles. However, *once the list of problems has been identified, then ACTION MUST BE TAKEN to put right the issues*. You cannot simply hope that the particular problem will go away by itself, because that invariable is not going to happen. My suggestion is to approach each problem with the simple logic statement, as follows:- If there is a problem with XXX, then get rid of XXX. Does that sound simple enough for everyone? Well, it may seem slightly facetious for me to point this out is such a manner, but please have a good think about the implications of that statement, in relation to a few examples. For instance, virtually all tourists visiting Goa will put the garbage issue somewhere near the top of their list of moans. So, all you need to do is put the word “garbage” in the above statement and it immediately tells you what needs to be done …. If there is a problem with GARBAGE, then get rid of GARBAGE. This is not rocket science! I am sure that even the most stupid MLA must realise that a massive clean-up of Goa is long overdue. However, I am absolutely certain that the reason nothing has been done to tackle the issue is because there is no money in it for anyone. [Goanet] MAY GRAHAM STAINES’ NOBILITY AND COMMITMENT FOR THE POOR ALWAYS MOTIVATE US
Later this month on the eve of the 20th anniversary of the death of the renowned Christian missionary Graham Stuart Staines and his two sons who were burnt alive in Orissa by right wing Hindu fundamentalists, a Hollywood movie 'The Least of These' is being released. Let us all hope and pray that this movie will touch millions of people worldwide. It is a movie by Texas based Skypass entertainment in which Hollywood actor Stephen Baldwin will be starring as Staines. Graham Staines came to India and cared for our very impoverished lepers because he loved doing what he did. His widow Gladys Staines so graciously forgave those who senselessly killed her husband and her two sons while demonstrating her very so true way of forgiveness. May the life and works of Graham Staines be a guiding light to us all in our path ahead. Let his death not be in vain.
