To: Hon. CM

CC: IT Minister, CEO of IPB, Officials of IT Dept

Respected Chief Minister,

GITP believes that the political and administrative churn should not be
allowed to impact the larger cause of developing Goa as an IT destination
and retaining Goa's educated manpower in the state. IT being a mass job
creator, the IT ministry and its projects should be treated with the
highest levels or urgency.

We are committed to work with the new IT minister and provide our inputs
towards the success of IT sector in Goa. We also urge the new minister to
maintain continuity and achieve improvement in the pace set by the IT
department, in terms of developing a vibrant startup ecosystem.

As immediate areas that need attention:

· The IT parks should be fast-tracked so that we see new companies
investing in Goa and job opportunities generated.

· The ESDM cluster needs to be put in motion from its long slumber
since the time it was commissioned by the Hon. Prime Minister.

· Single Window system should be implemented in letter, and spirit
to ensure that hardships faced by startups at various stages including
registration needs to be removed and the process needs to be simplified.

· Mid-sized IT companies should be invited to Goa for initiating
their setups regardless of the IT parks.

· Mechanism must be put in place to ensure that the benefits under
IT Policy, IT Investment Policy and Startup Policy reach the eligible
beneficiaries at the earliest.

· IT infrastructure in schools and colleges should be upgraded
using funds from the center.

Request to take the existing IT policies ahead based on the above points
rather than building it again from the scratch.

GITP would also place on record our appreciation for the consistent efforts
put in by the IT department under the leadership of Mr. Rohan Khaunte as
the IT minister. He has been instrumental in bringing several key
initiatives into the sector and catering to several long pending demands of
the IT Industry.

The former Chief Minister Late Mr. Manohar Parrikar had involved the Tech
Community in setting the direction for the industry. During a meeting of
the task force, he had categorically stated that the next five years should
take Goa twenty five years forward in the IT sector. Realizing his vision
and taking significant steps in that direction will be the greatest tribute
to Mr. Parrikar.

I have to give credit to Goa's young Chief Minister who is a novice at his

[Goanet] DON’T SQUANDER PUBLIC FUNDS ON MEMORIALS AND STATUES

2019-07-20 Thread Aires Rodrigues
It is absolutely outrageous that a cash strapped and heavy debt-ridden Goa
Government has had the audacity to make a budget provision of a whopping
ten crores to build a Manohar Parrikar memorial on the Miramar beach.

Miramar Beach is a public recreational beach for the public to enjoy freely
and without hindrance and should not be converted into a Memorial Beach of
concrete structures. It is fair enough that there is one Samadhi of
charismatic Dayanand Bandodkar our first Chief Minister who with a vision
laid the strong foundations of Goa. Let us keep what remains of Miramar
Beach to freely use and enjoy, by not pouring more concrete on it.

The Miramar beach comes under the purview of the Tourism Department and any
use of the beach must be properly and legally authorized. Environmentally,
as it is classified as a no development zone, one must therefore question
whether any construction and development is legal. The Government must also
refrain from creating a wrong precedent by creating a memorial for Manohar
Parrikar having ignored Goa’s other Chief Ministers. More importantly there
is another serious question to consider as to what would happen if a future
CM had to be buried rather than be cremated? It is inconceivable that a
burial on the public beach would be allowed and yet another concrete
memorial constructed.

As the Government has not erected any memorials for other Chief Ministers,
it should not do so now for Manohar Parrikar who departed leaving the State
exchequer burdened with a multi crore bill over his medical treatment
expenses. Needless to say, he left the State in an utter mess with every
possible public issue lying unresolved. From Mining to Madhei and from
Casinos to Corruption Manohar Parrikar procrastinated on it all for the
fear of losing his Chair. God Save Our Goa.

If anyone had any doubt that the BJP was less corrupt than the Congress, the
recent actions of the 10 Congress defectors is all the proof one needs. Of
course, the naive and partisan will still hold on to notion that there are two
parties and that one is better than the other.  Two sides of the same corrupt
(and sometimes communal) coin.

If anyone saw their mother attacked they would immediately step in and stop the
attack. The motherland (Goa) has been relentlessly attacked over the last 20
years and Goans (including overseas Goans) are watching from the sidelines
(sometimes Goans are aiding and abetting the attack with self-inflicted
wounds). NO Goan politician has any moral standing and given that Goans are
aware of the situation and doing nothing, they are effectively saying "I am NOT
Goan", disavowing their own identity.

[Goanet] KUDOS TO CHIEF MINISTER PRAMOD SAWANT FOR HAVING SHOWN ATMARAM NADKARNI HIS LONG OVER DUE DOOR

2019-07-20 Thread Aires Rodrigues
Every Goan and our fellow Goenkars across the world are now rightly
rejoicing and very sincerely fully commend Chief Minister Pramod Sawant for
having demonstrated that rare spine in sternly sacking the extremely
dubious and awfully tricky now disgraced Atmaram Nadkarni from further
appearing for the State of Goa before the Supreme Court, NGT and the Madhei
Tribunal.

Atmaram Nadkarni over the last many years taking undue advantage of his
very close clout with Manohar Parrikar was mercilessly displacing people
from their rightful positions. Now it is the turn of Atmaram Nadkarni to
taste his own medicine and face that music.

Pramod Sawant had last month displayed exemplary courage in appointing a
very honest and sincere Devidas Pangam as Goa’s AG after sacking the
corrupt and unfit Dattaprasad Lawande who was appointed as AG without any
merits whatsoever but just because he was a very close relative of Atmaram
Nadkarni.

Unlike that huge bandwagon of an Advocate mafia comprising of friends and
family that was appointed by Atmaram Nadkarni as AG and that tradition
carried forward by his succeeding relative Dattaprasad Lawande, it is now
sincerely hoped that the current AG Devidas Pangam will sincerely ensure
that his team of lawyers in the High Court is small but very well qualified
to protect the good interests of the State. In view of the fact that the
State coffers are empty, there is need to keep to the bare minimum the
financial burden of appointing Government Advocates in the High Court.

With the blessings of the then Defence Minister Manohar Parrikar and
Narendra Modi, Atmaram Nadkarni was trying to sneak in as a Judge of the
Supreme Court. But I wrote a very open letter to the Chief Justice of India
and all his fellow Judges giving entire details of Atmaram Nadkarni’s
treacherous background and that it would be the darkest ever day in the
history of the Indian Judiciary, if Atmaram Nadkarni creeps in as a Supreme
Court Judge.I drew the attention of the Honourable Supreme Court Judges
that Atmaram Nadkarni by his blatant acts of omission and commission had
brought utter and sheer disgrace to the high Constitutional post earlier as
Advocate General of Goa and now as Additional Solicitor General of India.

In my very candid letter to the Supreme Court Judges, I also drew their
attention that if a person like Atmaram Nadkarni is allowed to occupy the
August Chair as Judge of the India’s highest Temple of Justice, that the
Supreme Court would be reduced to a den for fixing matters and become a
trader’s paradise. I will now be writing again to the Chief Justice of
India and his fellow Judges as to why Atmaram Nadkarni was sacked by the
Goa Government.

Professional ethics demands that a person occupying such high and solemn
constitutional post as Advocate General or Additional Solicitor General
should never ever appear for a private party in a case where the government
is directly or even indirectly a party but this cardinal principle was
brazenly flouted by Atmaram Nadkarni in his never ending penchant for
raking in the moolah even by any unholy means. Atmaram Nadkarni even
facilitated his client Vijay Mallya’s safe escape from India after having
looted our nation by over 9000 crores.

Persons appointed to any Constitutional position should never be someone
who have a lust and greed for wealth or having vested interest with any
lobby but has to always ensure the State’s best interests at heart and
should act as a role model while upholding impeccable integrity and the
highest ethical standards.

The very dubious Atmaram Nadkarni has maintained close links with the
Mining, Casino and Builder’s lobby while in violation of ethics and in
conflict of interest has been deviously appearing directly and indirectly
in cases against the Government.

Chief Minister Pramod Sawant needs to probe into the mind boggling wealth
and assets acquired by Atmaram Nadkarni and Dattaprasad Lawande. Let us
hope that in the public interest the Chief Minister will not shy away from
ordering that probe into the mega public funds that have been unduly
pocketed by Atmaram Nadkarni and his relative Dattaprasad Lawande while
merrily taking Goa and Goans for a jolly good ride. God has been watching
it all.

Justice must not only be done but be seen to be done especially in the
Judiciary. Lawyers must uphold the rule of law and the judiciary must live
up to the faith bestowed in them at all times. They must be independent of
the executive always acting in the best interests of the state and the
people they represent. Transparency and openness are crucial to instilling
public confidence in the justice system. Regrettably this has been lacking
over the last few years but the recent appointment of our current AG,
Devidas Pangam gives us hope for a brighter future.

*" DIEGO LOUIS PEREIRA. Ex Mombasa. Aged 81. .Diego Louis
was the grandson of Diogo Luis (Bwana Khubwa) Pereira, an early Goan
pioneer in Mombasa, and a successful ship's chandler. In 1901 he opened a
Reading Room where occasional Mass would be held. He was involved in the
creation of the first Goan club in Mombasa. ..." *

2) Having come across the name of his grandfather: *'DIOGO Luis Pereira'* a
few times in my school research, I thought this would be an opportune time
to release my findings on this remarkable gentleman in Mombasa Goan

There appears to be a symbiotic curse associated with being a Goan.
If you are born in Goa, there is an exponential drive to emigrate and
the likelihood of dying an unsung hero. If you are born elsewhere and
immigrate to Goa, the bets likely are you will eventually find
yourself swimming
upstream to elude the camaraderie of conspiring crabs hurdled below.
The rest is history.

Bon Voyage, Margaret!
