[Goanet] BUREAUCRATS CANNOT BE CAGED PARROTS OFPOLITICIANS
The Constitution of India makes a special provision to safeguard the existence, continuity and independence of the bureaucracy in Articles 309 to 312. The framers of the Constitution wanted that the bureaucrats be free from political persecution and intimidation. The bureaucracy has to be independent and impartial but sadly in Goa it is not living up to this reputation. Some bureaucrats in Goa seem to have totally surrendered to the political rot. The latest glaring example is of the Law Secretary who while officiating as the State Election Commissioner merrily danced to the tunes of his political masters. This very sordid saga has been taken serious note of by our High Court and later by the Supreme Court in very heavily worded observations. The entire bureaucracy must ensure that the State administration at all levels is kept free from political interference. It is unacceptable that officials shamelessly bend and bow all over, while signing on the dotted line at the dictates of the politicians in Power. This not only sets a bad trend, but also exposes the bureaucrats to criminal prosecution for intentionally allowing wrong decisions even on vital matters. Every government employee from the Peon to the Head of the Department cannot be directly or directly engaging themselves or participating in any work pertaining to any political party. This is totally out of place and no government servant should ever have an occasion to visit an office of a political party. Over the last few decades in particular we have seen successive governments using bureaucrats as pawns in their political games, and the situation has just got worse in recent years. Goa has seen and I have been personal witness to brave officers like a former Chief Secretary S.R.Sharma who in 1999 and a former DGP R.S.Sahaye who in 2000 refused to succumb to the unlawful political diktats and were ready to be over night shunted out. The government had the audacity of humiliating these two officers to the extent of locking their offices and withdrawing the personal staff at their residences while they were readying to depart by the first available flight. We need to stem the rot over this interdependent chronic relationship that exists between Ministers and civil servants. It may be time for the parameters of the relationship between ministers and civil servants is made abundantly clear by having a code of conduct for bureaucrats and a code of ethics for Ministers which ensures a neutral relationship between a Minister and Civil servants. The fundamental focus has to be on the political neutrality and impartiality of civil servants preserved at all costs. The bureaucrats in Goa cannot be reduced to being caged parrots. Politicians should realize that officers are there to advise and guide them on issues and not to just adhere to the illegal and unlawful political directives. It is the bounden duty of every government officer to strictly ensure that every proposal they are vetting and approving is absolutely in accordance with law and the constitutional framework. Mar 20 One of the fascinatingly infuriating things (if that makes sense) about mathematics, at least to this dabbler, is that you can run into something that is easy to spell out - middle-school easy, even - but whose proof has evaded the greatest mathematical minds. One example: twin primes. You can keep running into primes that differ by 2 -- 5 and 7, 11 and 13, 29 and 31, 107 and 109 ... but do they stop at some point or is there an infinity of them? We don't know: the Twin Primes Conjecture (that there is an infinity of these pairs) is one of number theory's great unsolved mysteries. Similarly, the Collatz Conjecture. Still, there has been recent progress on Collatz, by the remarkable Terence Tao (who has also worked on the Twin Primes Conjecture). That's what my Mint column for Friday March 19 explores: not so much Tao's mathematics (which I would not be able to grasp anyway) as the spirit of his effort. Well, almost. These are numbers that are generated when you try your hand at the Collatz Conjecture - sometimes described as the "simplest impossible problem" in all of mathematics. I realize that will either scare you away or grab your attention. If the former, bear with me for a few moments, for what it involves are instructions so simple they are almost trivial: 1) Think of any positive integer. 2) If it's odd, multiply by 3 and add 1. 3) If it's even, divide by 2. 4) Go back to #2 and repeat. So if you started with 5, you'd have this sequence: 5-16-8-4-2-1-4-2-1 ... With 9, you get this: 9-28-14-7-22-11-34-17-52-26-13-40-20-10-5-16-8-4-2-1-4-2-1 ... These sequences are called "hailstone numbers", because of how they yo-yo up and down, like hailstones do in the clouds where they form. In that previous column, I mentioned the 112-step yo-yo fest that 27 kicks off, the 78th of which is 9232. Hailstones apart, in both cases above, you see that the sequence arrives at 1. At that point, we can stop, because then it's just a 1-4-2-1 cycle. Which brings us to the Collatz Conjecture. In the 1930s, the German mathematician Lothar Collatz suggested that that no matter what number you start with, the sequence always reaches 1. That simple, at least in how it's spelled out. Yet this is a diabolically hard question that mathematicians, in all these decades, have been unable to prove. They have started with numbers up beyond the 20th power of 10 - beyond two hundred quintillion - and every single one of them produces a sequence, often hailstone-like, that ends in 1. That's pretty good evidence, you'd think, to assume that Collatz's Conjecture holds true. But not to mathematicians. They want not just several quintillion examples without a single counter-example, but an ironclad, irrefutable, logical proof. Note that a single counter-example would constitute proof - that the Conjecture is wrong. Yet a proof is what they don't have. But there's been recent and intriguing progress towards one. This story begins with a blog post in 2011 by Terence Tao, who won the Fields Medal in 2006 and is widely regarded as one of the brightest stars in contemporary mathematics. He called that post "The Collatz conjecture, Littlewood-Offord theory, and powers of 2 and 3". The first few lines spell out the hailstone instructions and the Collatz Conjecture itself more mathematically than I've done above. Then he goes on to explain how mathematicians regard it: "Open questions with this level of notoriety can lead to what Richard Lipton calls 'mathematical diseases' (and what I termed an 'unhealthy amount of obsession on a single famous problem'). As such, most practicing mathematicians tend to spend the majority of their time on more productive research areas that are only just beyond the range of current techniques." Mathematicians have scoured the Collatz canvas in search of that most fundamental of mathematical ideas: a pattern. There are plenty of pretty pictures that show how the numbers behave as they jump about hailstone-fashion. Discouragingly, no patterns. Still, Tao spent a few days in 2011 working on the Conjecture, without solving it. The rest of the (long) post explains his findings then. It attracted over 200 comments. In August 2019, an anonymous reader left this: "Another possibility is to show that the conjecture is true 'almost everywhere' in the sense that the number of integers below N which belong to any periodic loop is o(N) for large N."
