Knocking on those doors of the Temples of Justice should have been the last resort. Unfortunately in Goa it has become the first stop. With so many faulty government decisions and a state of utter mal administration, the judiciary has to play a very crucial role in delivering justice. Every case should be judged on merit and judges should never ever be swayed by the status of the parties to the case or the faces of the advocates representing the parties. A good judge has to be extremely fair and never be influenced by any factor other than the rule of law. Justice has to be dispensed with proper application of mind, cautiously yet promptly. Judges cannot please everyone. Justice can sometimes taste unpleasant but has to be swallowed like a bitter pill. Justice is one of the few commodities that should never be bargained for over the counter. Judges have their own personalities and style of functioning. Like all of us, they too are bound to err but as long as the real intent is to deliver justice, no judge can be faulted. Accepting the position of a judge is a very big challenge. One has to sacrifice one's personal liberty to a great extent. This noble task may not be financially rewarding but it must definitely give one the mental satisfaction of having done a noble job. The pecuniary and other benefits of the judicial officers must be enhanced so that the Judiciary attracts nothing less than the best and the brightest. Judges should be ready to fearlessly take on the authorities for their illegal actions. The bedrock of our democracy is the rule of law and an independent judiciary, which is truly independent. A judiciary that is accountable only to the Rule of Law. Adv. A Tribute to Fr Gregory Naik, sj (23 June 1933-09 August 2021) By Pratap Naik SJ *Fr. Gregory Naik (formerly known as Gregory Mergulhão)* left this world on Monday, 09th August 2021 evening at Xavier Residence, Alto Porvorim, Goa. The funeral will take place on 10th August, 2021 in the Chapel of Xavier Residence, Alto Porvorim, at 3:30 pm, followed by the burial in the Holy Family cemetery. He was a Jesuit priest of the Goa Jesuit Province. After completing a double Master’s in History and Counselling in the USA, he served diligently in Jesuit schools in India. He worked as the executive secretary of the Jesuit Educational Association for South Asia in New Delhi, for seven years. Thereafter, he was appointed as the Superior of Goa Region (1992-1993). He was the Provincial of the Goa Jesuit Province from 1993 to 1999. Fr. Naik served as the Rector at the Jesuit Headquarters in Rome for several years. He was fluent in several languages. On his return to Goa in 2009, Fr. Naik established the Goa Jesuit Archives and worked till 2014. Later due to his diminishing health, he was shifted to the Xavier Residence for better care under the leadership of Fr Amit D’Souza, S.J. He has written a number of articles and two books. _Understanding Our Fellow Pilgrims_ (2000). It was written to promote dialogue and to understand and appreciate the faith, traditions of other religions of India. The second book was really a solid scholarly work based on original Jesuit sources from the archives, entitled, _Jesuits of the Goa Province: A Historical Overview (1542-2000)_. It covers a wide swathe of Jesuit history as it relates to South Asia. This book will fascinate students of history, religion, and cultures. It offers rich data for further exploring the colonial history of Goa and its connection with the Society of Jesus. When he was the Provincial, he granted permission, fully encouraged and supported Fr. Mathew Almeida, sj and me to put up the new building of Thomas Stephens Konknni Kendr (TSKK) at Alto Porvorim. He laid its foundation on 24th February 1996 and blessed the building on 29th September 1998. With his vision, he initiated to build Pedro Aruppe Institute, Raia, Goa for the training of laity and youth formation and as a retreat centre. He was a man of vision and mission. I lived with him at Jesuit House, Panaji from 01 February 2012 to 31 May 2018. His room was opposite to my room. He would keep his room slightly open so that I could get fresh air of the Panaji garden passing from his room to my room. Such was his consideration. Both of us loved music and exchanged videos. He would play musical audio videos for both of us. He was a methodical and systematic, hardworking person. He greeted and welcomed everyone with a smile. He had a great sense of humour. With his demise, the Goa Jesuits have lost a good scholar and researcher. May God grant him rest and peace. May he enjoy now the company of his fellow Jesuits who have gone for their heavenly abode. Dear Filo & George, Warm thanks, Filo, for understanding my viewpoint and explaining yours. I am well aware that you & George have worked hard to elevate Fr Vaz to sainthood - whatever that means in the Euro scheme of things. You both went all the way to the Vatican to plead with the pompous white clerics to promote Vaz's cause but didn't get far enough. For the white guys in authority want first & foremost to assert their authority; the notion of humility & accommodation is alien to them. Did they care to learn Vaz's history, appreciate his toils in the colonial context & the Hindu-Buddhist culture of the region? File & George were regarded as mere supplicants and brown ones at that. I'd like to comment here with fundamentals. Does the notion of sainthood have any intrinsic meaning? The holy white guys of Europe decided at some point that those individual Catholics who have in their adult life conformed to the rules of 'holiness' laid down by certain whites in authority need to be formally recognised as Saints. And a certain legal process was set up to this end. Curiously, the guys deciding on the merits of a candidate need not be themselves saints. They claimed that a heavenly fellow called the Holy Ghost guides them in their deliberations. Brown persons were reluctantly accepted as candidates for sainthood but they must be subject to the rules of the holy white guys in Rome. So, Filo & George, Vaz was finally allowed to be a Saint by the Vatican. So what has he since done to make his presence felt and to help his Goan followers? Nothing, it seems. Where can he be contacted? And what's the point of promoting him to Patron Saint - a title invented by the holy whites of Rome? Is there an assurance that he will be more helpful as Patron? Let's be honest: how many Catholics believe in & bother with saints? Indeed, how many care for this ritual called the Mass? The Whites tell us that Christ instituted the Mass. Did he? It's far from clear. And in any case, how has Mass helped? Are Catholics likely to get more holy as a result of Mass attendance?? Then there is this thing called Eucharist or Communion. They are receiving the body & blood of Christ. They should be transformed. Seems more like a Vampire ritual. The priests & Bishops are supposed to celebrate Mass daily & receive the Eucharist. So what is the record of their behaviour? Many have succumbed to sex abuse. Ex-cardinal Theodore McCarrick: He becomes the first U.S. cardinal and only the second U.S. bishop to be criminally charged with child sexual abuse. In addition to his alleged abuse of seminarians and priests, the ex-cardinal is accused of sexually abusing at least 13 children. Re: Why the Goa Bhumiputra Bill is a Sham (Anish Esteves) While the entire country was celebrating its delightful wins at the Olympics, there was something controversial happening in India’s smallest state. The Goa Bhumiputra Adhikarni Bill (2021) was passed in the Goa Assembly. Facing flak from the indigenous tribal population of the state, the state government is mulling to drop the word ‘Bhumiputra’. Among other things, the bill seeks to “recognize anyone living in the state for over 30 years as a “son of the soil” and enables them to claim ownership of their house, built before 1st April 2019. While introducing the bill in the assembly, Goa Chief Minister Pramod Sawant said that the bill will help the native Goans who do not own the land on which their houses were built, to live with dignity. The opposition, including Congress, fiercely criticized the bill and staged a walk-out from the house saying it merely seeks to regularize the illegal constructions that have taken place over the past few years. However, beyond the rhetoric, while the Bill stands withdrawn, here’s why the Bhumiputra bill is a sham for the smallest state that is increasingly becoming beset with major problems year after year. Goa’s migrant problem: According to estimates in the public domain, a large segment that is around 19% of the Population of Goa consists of migrants, mostly from Maharashtra, Delhi, Uttar Pradesh besides other states. Over the past few decades, with increasing industrial activities and the expansion of tourism, the migrant population has increased to a large extent, especially in pockets like Calangute, Mormugao, Vasco, and Dabolim among other places. While all political parties have made promises to the migrants ahead of every election, none have fulfilled them, to say the least. Moreover, for the BJP, which lost its tallest leader Manohar Parrikar in 2019, the party is feeling the pinch, because of dissatisfaction among its ranks. It seems that to retain its voter base, the party has brought in this bill to tap into the migrant population. If the government was serious about the concerns of the migrants, what stopped it from bringing the Bill in the past four years of its tenure? The government has the numbers in the house; it’s a different matter that the numbers were engineered after defections. Encroachments in the State: While the State Government claims that the bill will help the migrants to own the land, the view of the opposition cannot be dismissed. Porvorim MLA and former minister Rohan Khaunte was quoted by local media as saying “the bill appears to have come to protect those involved in land grabbing and illegal encroachment”. True, in a very small state where people’s ancestral properties are increasingly being grabbed by the land mafia and encroachers, this bill is a tool to further cater to their interests. The Government needs to take the local populace into confidence before coming out with such bills. While the State government has welcomed suggestions for the Bill from the public, the Goa Bhumiputra Adhikarni Bill is truly a sham and must be opposed at all costs. When the Bill is reintroduced, one hopes that the opposition, civil society organizations, and the local and national media play a constructive and effective role in opposing this bill to the fullest extent.
[Goanet] CHAOTIC FUNCTIONING OF BANKS UNACCEPTABLE
Over the last few years services at the banks have been in total disarray. It was only those business tycoons who emptied the banks and fled the country that were well served. For years the service at the Syndicate Bank in Ribandar has been extremely pathetic. Due to lack of staff and poor internet connectivity, people having to wait at times for hours was the norm. After the merger, the bank has been now re-christened as Canara Bank but that poor unacceptable service has just gone from bad to worse. The ordeal customers have to face is unacceptable particularly the hardship endured by the Senior Citizens. This may be the plight of customers in other banks too which the authorities cannot remain silent spectators as every bank customer is entitled to proper and prompt customer service. Banks exist to serve the financial needs of the people, the very people that they depend on for their existence. It is imperative that the Reserve Bank officials pay surprise visits to banks across Goa and see for themselves the agony customers have to suffer. They could start their crackdown at the now Canara Bank in Ribandar. Corrective measures must be taken to ensure that all banks function the way they should. Banks that do not fall in line must be penalized and blacklisted for very poor service and failing to meet customer needs. Every bank is required to run professionally with optimum customer service as their goal and mission. Banking is not just a business or a system vital to the economy of the country but it is a personal service that must work hand in hand with its clients efficiently and smoothly to satisfy their needs. In this technological and an expanding skilled employment market, there is no excuse for such poor deplorable service.
