Quite a few interesting observations in the latest once a decade US population 
survey, some of which we knew but some we didn’t.

1. The whites are now less than half the population.
2. They are still the single prevailing race but not in California, the most 
dense US State.
3. The Asians and Latinos are growing 4 times faster than the national average.
4. The mixed identity population is now more than a tenth of the total people.
5. Blacks are outnumbered as the single biggest minority race.
6. The country has a very low young population.

“By comparison, the non-Hispanic growth rate over the decade was 4.3%. The 
Hispanic share of the U.S. population grew to 18.7% of the U.S. population, up 
from 16.3% in 2010.

The 2020 Census confirmed what we have known for years — the future of the

The politically motivated decision to keep in abeyance the transfers of
those 23 Civil Service Officers is absolutely highhanded and unwarranted.
It is only the Goa Service Board headed by the Chief Secretary and not the
Ministers that should be deciding on postings and transfers of officers.

Sadly, gone are the days when Ministers would seek and heed the expert
advice given by officers. Today those in Power want the entire bureaucracy
to mutely tow their line, while officers who dare to speak their mind are
sidelined and dispatched into wilderness.

The bureaucrats have to be allowed to function in accordance with law and
be able to apply their experience and expertise independent of political
interference or pressure. Officers cannot be forced and coerced to act as
caged parrots.

Ministers and ruling MLAs have gone to the extent of even appropriating the
power to select Police officials of their choice in their constituencies
while depriving the Police Establishment Board its rightful authority and

Our Supreme Court some years ago had very rightly observed that governance
would not have faced a chaotic situation had the bureaucracy not allowed
itself - the "steel frame" of the state - to be rusted.

In Goa this steel frame has rusted beyond recognition. We lack a neutral
bureaucracy. What we are seeing is an utterly rusted frame, which has been
mangled and twisted while it?s very backbone languishing in administrative
impotence.

Red flags are popping up all over India to indicate that Covid-19 is
about to roar back to wreak its devastation all over again.

Epidemiologists refer to the average number of people who get infected
from each patient as the “R” value. It’s not the best way to make
pandemic policy, but relatively easy to understand, because, when it
goes above one, the disease is understood to be spreading. This week,
eight states in India shot above that ominous benchmark.

Within that broader picture, there are even more worrying signs. For
just one example, earlier this week, Kerala (which is one state where
the numbers are always reliable) announced it has tallied over 40,000
“breakthrough” cases. This accounts for victims who have become
infected despite being fully vaccinated, or having already contracted
and recovered from the coronavirus previously.

It’s very early yet, but this could be a potential warning sign that
there’s yet another deadly, and elusive Covid 19 variant on the loose.

Earlier this year, the emergence of what’s now known as “the Delta
variant” hammered the country right to breaking point. At that time,
the columnist Mihir Sharma wrote in Bloomberg “as is typical in India,
official arrogance, hyper-nationalism, populism and an ample dose of
bureaucratic incompetence have combined to create a crisis.”

Fast forward some months, and the situation is unchanged. None of
those factors have been relieved, and nothing seems to have been
learned.

One additional factor that Sharma did not mention is actually integral
to the emergency that is on our hands now. That is denial and
obfuscation.

The administrative frameworks in both the individual states and the
Centre are blatantly fudging the numbers, and relying on the public to
forget what it endured.

Thus, at the height of the catastrophe in my home state of Goa in May,
the High Court was moved to apologize for what was happening despite
its interventions. “We are very sorry. We failed collectively. We owe
an apology to all the people. Last night 20 died (for want of oxygen)
in the Goa Medical College and Hospital” said Justice Sonak.

But barely two months later, the Health Minister officially recorded
in the State Assembly that “at no point in time did the oxygen
supplies at GMC run out of stock, and thus no death has been reported
to have (been) caused due to the non-supply of oxygen.”

This kind of doublespeak on my literal doorstep in India’s smallest
state has played out with unimaginable destructiveness all across the
country.

That is why, according to New Delhi, there have been slightly less
than 430,000 deaths registered due to Covid-19 since the pandemic
began, but the latest national survey from YouGuv-Mint-CPR Millennial
says the number of casualties is closer to an astonishing 14 million.

Due to the fact that official statistics are being grossly manipulated
in plain sight, these surveyors chose the innovative technique of
directly asking over 10,000 city dwellers in 203 towns and cities
about their pandemic experience, and whether they had lost a friend or
family member due to Covid-19.

The results are staggering, and disgraceful. They depict the
statistical landscape of abject state failure.

17% of the respondents told YouGuv-Mint-CPR Millennial that a family
member died due to Covid 19, and 60% suffered the loss of a friend.
46% reported someone connected to them had perished due to the lack of
oxygen or the right medicines, and full 60% said that they – or a
relative, or neighbour – faced problems getting access to a hospital
bed or oxygen cylinder.

Will things be better this time around? We are on the verge of finding
out, but what we already know from the experiences of many other
countries is that there are only two factors that can stem the losses:
vaccines and good masks along with social distancing.

What happens with these successive waves of infection is that they
sweep very fast – up to now the Delta variant has been most infectious
– through the sections of the population that have not yet been fully
vaccinated. That is over a billion Indians, because, currently, only
just over 7% of the country has had both doses.

Even if the government manages to double its pace of vaccination, it
still leaves over 41% of the population vulnerable. There is no
vaccine approved for anyone under 18 in India, and none is on the
cards either.

This means that alongside the threat of the “third wave” is the
certainty that hundreds of millions of children and teenagers won’t go
to school and resume anything like normal life for at least another
year, perhaps two.

It is certainly difficult to face such unremittingly bad news, as we
stagger through one of the most godawful years in the memory of
collective humanity.

Unfortunately, there is no silver lining.

Honeymoon with BJP. Where are the voters concerns on the chess board of
politics of selfishness and personal ambitions
Follow the treachorous .leader like Pide Piper and get drowned. Just when
enthusiasm  was building up the Congress has thrown spanner to disrupt
popular ,rejuvenated mood.How the ex MLA of Velim constiuency with doubtful
antecedents found favour  with leaders without taking the voters into
confidence and secretively?  .Is it young blood  transfused , fortified
with  vitamins?.The statement that anyone is free to join Congress ,an open
invitation  to defectors with open arms   and what discretion will be used
to deny them?
It is a sure recipe for  disasters by dividing votes with BJP  block
remaining intact to tilt the scale   and damage  Congress for sure The
disatisfaction will be fuelled  to the hilt for  an advantage
There is disgruntlement  about the President  of local outfit.His
resignation is kept in hibernation and he continues as an  interim with
guns blazing ,baying for his outster.Pratima who had  been nursed,
promoted  all along, suddenly quit Congress without  notice and embraced
AAP without  bating an eyelid Where are the loyalties, principles ,
allegiance  of individuals towards the party. Now comes another bloomer
with Elvis being inducted at the fag end  to create confusion  among ranks
and file . Do we remember  that he  spoiled  the prospects  of Congress
win? There was already a favourable alternative  working adously,
cultivating support.Is the entry of Elvis is a  sort of counter weight to
Pratima?  How does Congress put its weight with habitual, unprincipled
candidates who are  at best self seekers?
The seniority and standing of Chidambaram will calm the storm  of open
defiance and bring order and discipline in the party to work cohesively as
a united force.The seniority, experience of new President will surely act
as a deterent of so called tall local minions  , who behave as owners of

The winability factor  and old fags will once again weigh heavily with
