The road to hell

 The  newly resurfaced stretch of  road  at Navelim , close to bypass is in
dangerous , pathetic  condition. RAMESH Raut of  365 Chanel deserves kudos.
for visually  highlighting it.The politician  is in Kumbakaran  mode',
akin to proverbial  ostrich burying its head in the sand .Of course the
limit of constituency  is in the  wrong direction,  except for election
campaigns  , as it is in the wrong direction  .Citizens pay road tax  and
that they are forced to knock the doors of the court is unwarranted.
What is NHA and PWD and Minister  doing?

Road development is a cash cow   to earn fixed percentages for many   for
dubious reasons ,even inflating tenders. .The bidder has to first pay to
others professional contractors  to withdraw ,whose profession is only to
bid for  tenders , . Percentages   are   paid even before work order is
issued.It takes years to settle the bills.Then  grease money  is paid to
release dues

Those 30 new brooms elected to the Corporation of the City of Panaji (CCP)
have completed five months in office but our capital City is seeing no
visible signs of change for the better. That entire cosmetic pre-monsoon
works done proved fruitless with all the flooding witnessed.

Panaji city which includes Ribandar sadly continues decaying due to sheer
mismanagement. The very messy and stinking Panaji market continues in dire
straits while the St Inez and Rua de Ourem creeks are a horrible eyesore.
Our roads and footpaths need to be attended to. After paying very
exorbitant taxes the quality of life for the residents of Panaji had to
improve but people now have to even pay steep fees to park their vehicles.



The city’s gardens and parks are also in a despicable state. The coffers of
the CCP which should have actually been overflowing continue to be
willfully emptied.



Unless there is transparency and accountability in the working of the CCP
with Zero Tolerance to any scams, the city will languish in decay, now with
an inept and incapable planted Mayor for whom sadly the priority has been
to lavishly renovate his office instead of first providing better amenities
for the City.

 Regarding Message 6 and the Quote of Aurora Coutto, Vol. 16, Issue 465, the 
juridical quality of Portuguese governance far preceded the emergence of Estado 
Novo of Dr. Salazar and was of far higher quality than what India could ever 
give after its take over of Goa, Development Commissioner Alban Coutto 
notwithstanding.The real estate records were foolproof hard bound hand written 
registers kept in the Fazenda or treasury, i.e., they enjoyed the same status 
and protection as the monetary funds of each district. In November 1965 the 
Fazenda was disbanded, the old records were discontinued, and Goa was 
re-surveyed by the Indians, and there emerged Forms I & XIV under the Goa Daman 
and Diu Revenue Code which showed the holder of real estate as "occupant" and 
not as owner. If Alban Coutto IAS was the author of the new system and copied 
the system in Maharashtra, the latter had Forms  Saath Baara which show the 
holder as owner. Whereas with the Portuguese systems Goans could trot the globe 
with peace of mind that their properties would remain untouched,  the juridical 
quality of the Indian systems is so inferior that the records are no longer 
tamper-proof and I for one have experienced the gravest insecurities to my 
properties in India-ruled Goa.John Menezes

They have adopted the CULTURE of those great Countries to a large extent.

Many do not speak KONKANI.

 It is incredible that the topic of Goan identity has been debated in various 
forms of media, the latest being the internet  and for 6 decades. The problem 
lies in the aftermath of 61 (which should be discussed in my opinion). Goans 
are faced with a terrible rule today. Many young Goans want to leave their land 
with urgency. The fear of crime has reached unknown heights. liberation has now 
become a bognar (vicissitudes/pesadelo) for Goans.

Even as Thousands of people were preparing to leave conflict-ridden
Afghanistan, last Thursday was a dark day when two bombs exploded outside
Hamid Karzai Airport. At least 103 people were feared to be killed, while
143 people were injured, including children.

These blasts threw evacuation plans of not only the U.S. but also of other
countries in jeopardy. Governments around the world gave warnings to their
citizens about threats in the country. Moreover, the attacks underscore the
fact that the Taliban is facing a tough time as it seeks to form a
government there in Afghanistan.

Experts fear Afghanistan will become a breeding ground for terrorism once
again.

Says Seema Sirohi, Economic Times columnist in an email to me, “The Kabul
Airport attack was a fair warning of what may come in the future as various
terrorists regroup and use Afghanistan once again as a launching pad. The
Taliban have to prove they can govern and exercise control because the
international community is watching. There is a serious concern in
Washington whether the Taliban can be effective. No one is letting their
guard down.”

She adds, “For India, the situation is extremely dangerous because of the
role of Pakistan's ISI in supporting various terrorist groups over the
years. India is in direct line of fire”.

Clearly, the Taliban has a tough task ahead. The Taliban must confront
violence efficiently and keep the people of the country safe.

CANADA ( approx 55,000 GOANS estimated )
USA, AUSTRALIA ( approx 10,000 GOANS estimated )

Many were inter-married as you would expect 
To indigenous English, Canadian, American, Australian etc

They have adopted the CULTURE of those great Countries to a large extent.

Many do not speak KONKANI.
It is very difficult to teach 3rd and 4th generation.

It is my belief that : The GOAN identity is disappearing fast !

As you know, water seeks its own level and it is only a short matter of
time for the land-grabbing, cheating, dirty politics, little care for the
law and population density to exceed the 5 million it can bear. A look not
at Indian big cities but at smaller towns in the rest of the country that
groan under densities of 10 million or more will give you an indication of
how much Goa has room to bloat, it being much larger than a small town.

Nature dictates that the quantum of filth when encouraged or even ignored,
tends to grow larger than all surrounding filth. A clear example of this is
the Sonsddo phenom outside Margao.  And people who matter in the sense of
being able to contain the rot, are busy piling some of that rot into their
own pockets. Then they die of pancreatic cancer and suchlike with no
provision in their will that the rot be buried with them.
