Panaji: The North Goa Collectorate has slapped a show cause notice on
Raymond Filipe Fernandes, the son of deputy speaker Isidore
 Fernandes for
submitting forged documents while applying for the post of Awal Karkun.

Fernandes has been asked by North Goa collector R Menaka to explain in
three days why no action should be taken for attempting to mislead the
government through the submission of fabricated educational qualifications.
“Yes, a show cause notice is issued for claiming that he possessed a BA
degree,” a source said.
Fernandes submitted fabricated educational certificates from Lucknow-based
Bhartiya Shiksha Parishad to claim that he had a BA degree and is thus
eligible to apply for the post of Awal Karkun at the North Goa collectorate.
On March 16, advocate Aires Rodrigues had urged the North Goa collector to
file an FIR at the Panaji police station against Fernandes for submitting a
fake BA degree.

 had informed the
North Goa Collector that the BA degree from the Bhartiya Shiksha Parishad
was from a fake university.

Here's an email appeal from the tribal population of Caurem and the Tribal
Association of Goa (GAKUVED). Please share on all Goa groups:
"We are are writing this e-mail on behalf of Villagers of Caurem of *Quepem*
taluka which is a mining affected village. Caurem is a tribal village and
we have experience of our past that when it comes to the rights of the
tribals, all the laws are being compromised to benefit few powerful and
rich people.
Grievance raised by the Caurem villagers
Today (22.04.2020) we are observing uncontrolled mining transportation from
TC 59/51 which is being carried out by Minescape Minerals Pvt Ltd. Hundreds
of laden and unladen trucks are plying on the village roads and it is very
difficult for the villagers to even cross the road. The present
transportation is posing high risk to the life and health of the villagers.
The authorities are well aware that the Nation is following a lockdown due
to COVID-19 pandemic. Therefore we as a villagers are very shocked to see
the gross ignorance of the authorities which has failed to notice that the
mining company, Minescape Minerals Pvt Ltd (TC 59/51) is allowing the
mining trucks to violate all the traffic rules making roads congested and
also undermines the other laws in force. Overtaking by the trucks is an all
time event happening at high slope at 'Bhindivoil - Caurem'. To justify
this, We have a case. You may ask the mining company or Megasoft to provide
records such as time of loading, time of trip sheet generated, numbers of
trucks overtaken during the route on 22.04.2020 by the truck bearing
registration number GA - 09 - U - 0869. The said truck was found overtaking
other trucks.
Beside this, there is no social distance is bbeig maintained by the truck
drivers as well as by the mine staff at the mine site. The truck drivers
are usually seen in groups without wearing masks during their waiting
period. Many of these drivers are not native of this State and there are
chances of spreading the infection of COVID-19 through these non-native
drivers.If any untoward incident happens, then the authorities should be
held responsible.
Recently, a news was circulated through local dailies that only 25 trucks
per hour will be allowed on village roads. Contrary to this, we are
observing about 200 laden trucks plying per hour on the village roads. This
makes the mockery of lock down. We all are aware that the COVID-19 positive
cases in our neighboring States are increasing day by day especially in
Belagaum district of Karnataka State, we were expecting the authorities to
be very cautious about the movement of people. But unfortunately we are
shocked to see such a negligence by the authorities when it comes to the
greed of the mining corporates.
In view of the above GAKUVED FEDRATION demands that the authorities should
take urgent necessary urgent steps at their end. If any law and order
situation arises due to panic situations, then the authorities will be held
responsible.
Anticipating your early action in this regard to avoid the occurrence of
any untoward incident.

Adv.  Aires Rodrigues has filed a petition before the Panaji Judicial
Magistrate First Class (JMFC) over the Portuguese nationality acquired
by Canacona MLA and Deputy Speaker of Goa Legislative Assembly Mr.Isidoro
Fernandes. Adv. Rodrigues has moved the Court over the failure of the
Panaji Police to act on the complaint filed by him against Isidoro
Fernandes on 4th August.

In his petition filed under Section 156 (3) of the Criminal Procedure Code,
Adv. Rodrigues has sought directions to the Panaji Police to register an
F.I.R against Isidoro Fernandes under the Citizenship Act, 1955, and
Section 177, 181, 419 and 420 of IPC of the Indian Penal Code and under the
Representation of People?s Act.



Adv. Rodrigues has further sought that the Police be directed to
investigate the matter properly and that the Court monitor the
investigation as the accused Isidoro Fernandes is politically very
influential.



Adv. Rodrigues in his petition has submitted that the inaction of the
police in not registering an F.I.R is not at all in accordance with law,
and is patently coloured, arbitrary, illegal, capricious and malafide use
of the statutory powers, obligations and duties vested in the Police by the
Code of Criminal Procedure.



Adv.  Rodrigues on 4th August lodged a complaint at the Panaji Police
station pointing out that Isidoro Fernandes is a Portuguese National and
not an Indian Citizen.  Adv. Rodrigues in his complaint further stated that
the birth of Isidoro Fernandes was registered in the Civil Registration
Office of Beja in Portugal as Assento de Nascimento No.2043/2014 on 22nd
April
2014.

Adv. Rodrigues further stated that Isidoro Fernandes is by Indian law
prohibited from holding constitutional positions representing a Government
of which he is not a citizen and that this misrepresentation attracts penal
action.

In his complaint Adv. Rodrigues also submitted that Isidoro Fernandes was
also getting monetary benefits from the State Government now as MLA and
Deputy Speaker besides drawing pension for his earlier terms as MLA and
that this amounts to gross violation of the very law itself and that
Isidoro Fernandes had committed a mockery of law by hoodwinking the
authorities.

Adv. Rodrigues stated that Isidoro Fernandes who is a Portuguese national
since the April 2014,  has suppressed his Portuguese Nationality and
managed to have his name continue illegally in the electoral roll, and
fraudulently and dishonestly made use of the illegal entry in the electoral
roll, to pose as an Indian citizen.

Smart city - Panjim

One interpretation of the name is that Panaji or Ponji is said to mean the
“land that never gets flooded”. Our forefathers who coined that
interpretation would be turning in their graves if they saw the situation
in Panaji during the monsoons.



The recent floods have exposed the inherent weakness that has crept up in
the capital city that old timers  do not recollect. Episodic flooding in
Panaji even during low tides is directly linked to rapid urbanization and
consequent damage to existing drainage systems.  In a recent interview one
government official,  trying to pass off the floods, as due to the
concretization of the city. So, I would like to ask that same official how
it got concretized to such dangerous levels? Was there no planning or
foresight involved at all. Moreover, now that the cause has been discovered
what are the immediate steps being taken and why wait until the onset of
the monsoons to even begin the rectification process?  Did they not  know
that Goa has monsoons, from time immemorial, during the same  four
months?  It  just proves that IAS qualification does not bestow common
sense.  The preparation work could have been started one or even two months
prior to the "normal monsoon period" thereby  opening the blocked drainage
system well in advance. Do not let that same official tell us this year we
experienced a heavy rainfall. Panjimites have long memories of floods for
the last few years, so NO it is not a onetime phenomenon. I really wish the
Goan politician or bureaucrat would have the moral responsibility to own up
to lapses and not blame it on the weather.



Panjim is planning to embark on a Smart City plan. I would like to give a
very basic definition of a smart city. A smart city is an urban area which
is highly advanced in terms of infrastructure, real estate or housing
facility, markets, communication and commuting facilities. It is a city
where information technology is high and all essential services are easily
available for the residents. A smart city has systematic plan, good
citizens, business opportunities, sustainable environment, efficient
traffic management and good government. It provides assured water and
electrical supply, sanitisation and waste management, safety and security
of citizens.  Some of the smart cities in the world are Vienna, Aarhus,
Amsterdam, Cairo, Lyon, Malaga, Malta, the Songdo International Business
district near Seoul, Verona, Toronto, London, Paris, New York, Hong Kong,
Barcelona etc.  Panjim's attempt to be a smart city is laughable if one
only looks at the examples of smart city provided above. Is it anywhere, at
any level, comparable to any of them?  First become a proper city, then go
in for a smart city.  The entire exercise will only provide luxury cars and
villas to the planners and the inner circle, the poor Panjimite will pay
for those.  The entire concept of Panjim as a Smart city is not viable at
all and who ever promoting it is taking all of us on a very dangerous
slippery path.  What  Panjim needs is a few smart people or even half smart
people. What Panjim does not need is these over smart people.  Has anyone
realised that a city does not become smart overnight, it is  a long
process, sometimes taking over 20 years.



What the people in charge should  concentrate on instead, should be the
improvement of basic necessities  like water, electrical supply,
sanitisation and waste management.  If one reads the dailies, one can see
that Panjim has not delivered on any of the above.

There was a recent report of sewer water overflowing through manhole
covers. The tenants of that society have been complaining for years. To no
avail.  This is not an isolated incident,

Water contamination problem that has plagued the city on several occasions.
Has anyone considered how easily e-coli bacteria could spread to the entire
water distribution system?

There was the recent episode of systemic failure in the power supply
thereby leaving the whole area and surroundings without power for twenty
hours.  Then it transpired that there was much more than met the eye, and
some major skulduggery   was involved.

Besides this one incident of major failure by the Electricity department,
the city suffers from numerous power outages every day.  A major city is
NOT supposed to have power outages so frequently - every day.

The roads are in shambles.  Good roads are dug up and replaced with
inferior quality ones, ostensibly to fill up the pockets of the contractors
and thereby the kickbacks involved.  A good example is the Dona Paula
Miramar road The pothole repair ritual is repeated every month and the
pothole reappears magically within a few days. Has anyone done a study on
injuries and fatalities which are pothole related? Has anyone done a study
on man-hours lost due to navigating potholes. The repairs are  cosmetic and
are washed away by the next shower. Why are the concerned ministries,
ministers and civic bodies not being  held
