Vincy Quadros —— Nilesh Cabral to felicitate Vincy Quadros Margao : Noted ani prolific writer Vincy Quadros is being felicitated at the hands of Minister for Public Works Department, Govt. of Goa Shri Nilesh Cabral at Ravindra Bhawan, Curchorem on 17th July, 2022 at 10.00 a.m. Vincy Quadros has penned around 40 books till date and edited noteworthy synonyms book ‘Utrak Utram. He is a translator, transliterator, compere, actor and writer-singer in the field of tiatr. Recently he has published his tiatr book called ‘Kallokh’ staged way back in 1984 and ‘Ponnsulam’, a poetry book. He has been awarded at national level which include National Bal Sahitya Puraskar and many state level institutions’ award for his literature. His award winning books are ‘Jaduchem Pettul’, ‘Turo’, ‘Surya-Uday’, ‘Fuldanni’ and ‘Porsum’ He writes in both the scripts i.e. Roman and Devnagri. He is one of the translators for complete Bible in Konkani. He has been felicitated at State, national and international level. He was one of the union leaders of Goa ani started ‘Kamgarvanni’ a labour journal. Presently he is President of Dalgado Konknni Akademi, ‘Konkani Expert’ for recruitement of professors at colleges and Goa University. He is the editor for Divine Voice, Kerela and DKA-s Gõycho Pormoll. This felicitation at the time of book release function of Mathew Julius D’ Costa ‘Leo Linda’ is yet another feather to the carrier of Shri Vincy Quadros. Thanking you, Yours faithfully, Vincy Quadros, -- BOOK RELEASED The book titled “ Two Leaves and Bud “ written by M.A. Chacko, published by Crossword Book Stores , Mumbai was released on Saturday 15th December 2018 at the Black Box , Ravindra Bhavan , Margao. Mr. Tomazinho Cardozo , Ex speaker of Goa legislative Assembly and eminent writer was the Chief Guest and Dr. Susan Deborah Assistant Professor MES college, Blogger and Ecowriter, was the Guest of Honour. The Chief Guest in his address lauded the author for his contribution to the literature and Dr Susan Deborah delivered a the key note address giving the overall view of the book . DrCigy C Bores welcomed the guests and introduced the Chief Guest and Guest of Honour . Mrs Cini Chacko proposed the Vote of thanks and Tomson Robert compared the programme About the Book . Three distinct stories weave their magic in the novel. The first story *The Faithful Husband* is based on the Syrian Catholic Community which remained a separate entity for centuries together. They were agriculturists and their large families needed more land for their livelihood . They had set principles and pet beliefs often detrimental to the growth of society. Their love for the soil and hard work they put in was noteworthy. There was an exodus on the community from central Kerala to acquire more land from the Malabar Namboodiries as the later wanted to sell the excess land and escape from the Land Ceiling Act to be enforced by the World ‘s first democratically elected communist government to power in mid twenties. Seby , a true Sunday Christen, through his endeavours , cunningness and chicanery tried to expand the family tradition. His ideology of self above everything was a sage in itself despite the new order. The second story is about an artist and his pursuits for art for art sake. A mature artist, charmed by the beauty of a rustic girl, selects her as his model, and she encourages him and complies with his requirements wholeheartedly. Engulfed and mesmerised by her picture on the canvas, she wallows in an imaginary world The passenger who duped the acquaintances who travelled with him as narrated in the book looks real and natural. Chacko fluently discusses the interplay of family , values, society, marriage, dowry and property on the day to day life of the community. *The Holiday, *the final story , is day in the life of Raymond , who wanders through the old haunts of Goa on his day off. With his leisurely pace and graceful style, it gives a kaleidoscopic view of the tourist in this multi- cultured tourist spot Goa. The title of the second story is chosen as the title of the book as the title as the other stories on either side somehow coincide with the middle story, the bud. The first story is related to the past and second more concerned with the love for art , the universal theme. The third is the mundane affairs mildly touching Goa. About the Author. M. A. Chacko originally hails from Kerala. He started as a school teacher and retired as the Principal of a Higher Secondary School after a long teaching career spanning more than three decades. He presently lives in Goa. He pursues his passion for writing. He was speaking as the chief guest at the function organised by Snows Akademy, Raia to release 2 books written by Vincy Quadros, winner of the National Bal Sahitya Award. Premanand A. Lotlikar, ex Predident of Dalgado Konknni Akademi, Writers Vincy Quadros and Selza Lopes, Narayan Prabhu Gaonkar, Vice President – Operations, Varun Beverages Limited and Swizel Quadros shared the dais with the chief guest. The function held at the Black Box, Ravindra Bhavan, Margao. The chief guest, Tomazonho Cardozo released the two books *‘Rong Birongi Fulam’* and *‘Rong Birongi Nokhetram’* written for children and the youth respectively. Each book contain 20 inspirational and moral stories. ‘The writings in Romi Konknni is of high quality. Only if it is written in Devnagari its calibre will be recognised and these writers will be entitled to the national literary awards’ the chief guest added. He congratulated Vincy Quadros just not for releasing his two books but for publishing them in both Romi and Devnagri scripts and especially for his literatury contribution to the children and the youth. Premanand Lotlikar said that a lot of injustice is done to the Roman script and we need to find ways to mitigate this issue. He further requested Vincy Quadros to raise this issue at appropriate national stage and said that he is very confident that the Konknni literature will blossom well in the coming years. In his welcome speech Vincy Quadros promised the writers that he will be with them with full strenghth and that he receives this strength from Almighty God. He further said that Dalgado Konknni Akademy means more to him than the National Literary award as DKA is a source to him to support several Konknni writers in our society. It is indeed a joy to see the work done for the development of Konkani. In all their plans and policies towards the language, the Goa government should keep in mind the Konknni speaking people living outside Goa’. This was explicitly articulated during the presidential address at the 31st Conference of All India Konknni Porixod. At the conference, the Sahitya Akademi Bal Puroskar awardee, Mr. Vincy Quadros, was also felicitated. The two day conference was held on January 6 and 7, 2018 at Scouts and Guides Hall at Dadar, Mumbai. Grace Pinto, Managing Director of Ryan Foundations was the chief guest at the function. The film actress, Varsha Usgaonkar was the guest of honour. His poem ‘Ek Mennvat’ (A Candle) is considered as one of the best literary pieces by All India Radio National Symposium. His poem is being translated in almost all 22 national languages of India, this is regarded as a great and rare achievement for Vincy Quadros. According to confirmed news, 22 poets from across the country and an equal number of translators will meet on the morning of January 15, 2018 in Indore to prepare for this major event. On the evening of January 16, 2018 the ‘National Symposium of Poets 2018” will take place where poems will be recited by their respective poets. Each poem will be followed by a recitation in Hindi. All the selected poets will be felicitated on that day. Sethumadhavan said, ‘publishers were encouraging me to write literature for children, offering me all the facilities needed, but it is so difficult to create literature for young minds, and hence it has not happened. Being a grandfather if I cannot narrate a story to my grandchildren, how can I write creative literature for children?’ he questioned, and congratulated all the award winning authors of children’s literature. To attract youngsters towards reading and writing habit, he suggested that their books should have ‘matt finished’ paper, colourful pictures, good layout and lucid language to catch their imagination. The President of SahiyaAkademi in his address said, authors lead all type of agitations and work for their solution but many authors including senior ones don’t seriously write on children’s problems or solutions to the hardship that children face. Hence forming a ‘Children’s Agitation’ all the writers should try to bring out a solution so that children live happy and prosperous in life. NEWS ITEM Government gives the grant to NGO's to help public. The new hall at Manora, Raia would help the community to celebrate their functions and cultural activities. Therefore I request the Committee to rent the hall villagers at a subsidized rate. Said Mr. Francisco Sardinha while speaking as Chief Guest at the function held at the Community Hall of Manora Vikas Kendra, Manora Raia. He urged upon the villagers to be united. The things happening in your village, should be managed by the villagers and not outsiders. Although there are 20 constituencies for me, I will see that this hall is taken up on priority basis and the people of Raia who have always supported me will never be forgotten. Manora Vikas Kendra, a registered NGO, working for the upliftment of S.T. Community of Arlem and Manora had organized a public meeting to decide on reconstruction of Kendra's Community Hall with Balwadi under MPLAD and oppose the new Hall proposed by Raia Panchayat constructed under GSIDC. The following details were presented to the public why Kendra's hall is needed and why there should be a opposition to the new Panchayat Hall at Manora. : The new Panchayat hall covers all the open space available for parking by Govt. Primary School, Balwadi and Ground users. It will leave no space for the villagers to hold open air ward level cultural functions, conventions, Ghumatt competitions, tiatr shows, zagor competitions etc. Gram Sabha of VP Raia has not yet approved their proposal but Kendra has got the issue resolved at Gram Sabha. Town and Country Planning has approved the Panchayat Hall construction plan which leaves no set back to Kendra's existing Community hall and no access to the road for Balwadi commuters. It is the only space for recreation for the school and Balwadi children. Enlargement of our existing Community Hall would help S.T. community to hold their cultural and personal activities. MP Mr. Francisco Sardinha has already forwarded Kendra's file to the Collector, South Goa with his assent for doing the needful. General Secretary Mr. Vincy Quadros declared that Hall will be rented to the villagers at Subsidised rates and non-profit events will be sponsored free of cost. Around 50 dozen note books of good quality were distributed to students and tree grafts were distributed to the villagers free of cost. President of the Kendra Mr. Agostinho Barbosa gave a warm welcome to the crowd of around 400 people and Arlem ward member Mr. Menino Fernandes proposed vote of thanks. Mobile - 9822587498 The Parliament of India while moving the amendment to the Article on Panchayats inserted a new Part IX and passed the law called The Constitution ( Seventy third amendment ) Act 1992 and adopted The Panchayati Raj system. Article 40 of the Constitution which enshrines one of the Directive Principles of State Policy lays down that the State shall take steps to organise village Panchayats and endow them with such powers and authority as may be necessary to enable then to function as units of self-government. Accordingly, it is proposed to add a new part relating to Panchayats in the Constitution to provide for among other things, direct elections to all seats in Panchayats at the village and intermediate level, if any, and to the office of Chairperson of Panchayats at such levels ; reservation of seats for the Scheduled Castes and Scheduled Tribes in proportion to their population for membership of Panchayat and office of Chairperson in Panchayats at each level. Under The Constitution (73rd amendment) Act 1992, Article 243 D clearly mentions provisions made to reserve some seats to the Scheduled Castes and Scheduled Tribes at Panchayat level to give them sizable opportunity in the Peoples Representation Act. Accordingly in the current year for the Panchayat elections, our State Election Commissioner Shri Borker provided reservation to the Scheduled Castes / Tribes and OBC's. There were some mistakes here and there were understood. Raia Scheduled Tribe Forum takes serious note of the facts revolving round the Directorate of Panchayats and State Election Commission. Some days back Directorate of Panchayats had prepared a Report on the population of ST / SC's and OBC's in Goa and sent it to the approval of the Government. Reliable sources confirm the preparation of the report and the nod of the Government is awaited. This news has appeared in the press and the ST /SC and OBC community members were happy that the Government is keen in working for the betterment of reserved classes. There is a provision in the Constitutional amendment to give sizable reservation in the villages for the post of Sarpanch and Deputy Sarpanch as per the existing population of the village under Article 243 D 4. Accordingly the Director of Panchayats Shri Menino D'Souza had informed the public that details of the same are already forwards to the Government in line with reservation for the lady members. He had also mentioned that this reservation would be declared before the results of the Panchayat elections are out. But till date nothing is heard from the State Election Commissioner and the Director of Panchayats. Raia Scheduled Tribe Forum while congratulating the newly elected members of the Scheduled Castes / Tribes and OBC's, strongly demand intervention of the Government of Goa to make applicable the Constitutional amendment and give due representation at Sarpanch and Deputy Sarpanch level to the reserved Community memebrs.
