The party that can splurge funds beyond prescribed limits has a fair chance
of victory. Private candidates in future will not be able to match the
resources  avaiable with major parties Independepents are mostly  promoted
by main party candidates  to split the votes. The Congress is crying hoarse
for being deprived of funds by freezing .Opponents are shut in
prisons.Massive raids are carried on against the opposition  .Voters are
wooed by incentives of cash and kind.Others are threatened  and prevented
from voting  .It is an unfair advantage that this time around the voting is
stretched too much.The propaganda period  should  be  fixed dates no matter
when the elections are held
Booth capturing, bogus voting, invalid votes are reduced so is the
counting  time.But various examples are doing round how the votes can be
manipulated. AS countries like Japan UK, USA highly advanced countries have
prefered ballot, why are we latched on to machines  Why does the Govt not
ready to tally the VVPAT with votes  registered   If after elections
representatives can switch sides what is sacred about voting. The tenure
should be fixed maximum for two terms  The power of recall be introduced.
Changing sides should be banned, reelection  be made compulsory, such
candidates be made to pay  the cost of reelection
ALL INCOME must be taxed like other citizens   VOTERS MUST INSIST ON THESE
REFORMS OR REFUSE TO VOTE

Dear Sir,

With reference to the email sent on 31.07.2023 to the AIFF and The
Respected Executive Committee members about Two Gentlemen Mr. N A HARIS &
Mr SATYANARAYANA Who are the ABUSERS of the constitution of AIFF, NSDC
2011, IOA, INDIAN SOCIETY ACT Etc., It was So SAD that you have not taken
any CORRECTIVE MEASURES till date.

You are well aware that the AIFF Constitution is to be Finalised by the
Honorable Supreme Court. The Final Amended Draft Constitution is already
prepared by the Retd Supreme Court Justice Mr L N Rao and Submitted to the
Supreme Court. Final Hearing and the Orders are pending.

It is advised & requested once again to look into the affairs of :

1. The Unregistered society Bangalore District Football Association( BDFA)
and it's STATUS. These Gentlemen Conducted Elections with the Life Members
like N A HARIS ( Three Life Members from his Family) for BDFA.

2. The illegal elections conducted for BDFA ( Bangalore District Football
Association)  in the years 2019 & 2023 with the Life Members as the Voters.
The recent elections for BDFA was on 16.07.2023, ie after the appointment
of Mr Satyanarayana on 03.07.2023 as the Dy Secretary General.
N A HARIS got elected with the Status of the LIFE MEMBER in the year 2019,
not with any Football Club Background. And, with the same status, N A HARIS
is continuing as the Vice President of AIFF. The Life Member of KSFA is the
VICE PRESIDENT OF AIFF. There is No Life Member position in the NSDC 2011 &
AIFF Constitution.

3. Unanimous election of "  12(TWELVE) Members for the Governing Body -
KSFA( Karnataka State Football Association)" from BDFA elections on
16.07.2023. N A HARIS & SATYA NARAYANA are among these Twelve Members.
These Twelve members again participated in the Elections conducted for
Karnataka State Football Association (KSFA) on 30.07.2023. The Election
notification signed & issued by Satyanarayana is ENCLOSED. The News Paper
coverage of BDFA elections dt 16.07.2033 are also enclosed.

4. N A HARIS is the Elected President and SATYA NARAYANA is the elected GB
Member on 30.07.2023 of the newly elected committee members of KSFA ( which
is registered under society act Regn No : 903 / 53-54).
BOTH ARE CONTINUING TODAY IN THE ELECTED POSTS OF KSFA. BOTH participated
IN the Elections with the status of the elected Governing Body Members from
BDFA, which is AGAINST THE CONSTITUTION.

Elections  to  the local bodies

A lot of interest of late is generated in the election to local bodies.Mr
Parikar gift of monthly compensation has fuelled interests. for  what  they
can get,  rather than what they can contribute.Perhaps he imagined
committed  , educated people would join.If so his intentions have  ben
belied.It is an opportunity for those unemployed, marginally educated  and
who have never been in the forefront of dedicated  social work  or
commitment , who make a beeline to offer themselves. Parikar was more
interested to score a political mileage by offering them cash incentive ,
as a do gooddoer and succeeded to that limited objective.thus adding
additional financial burden on the state. No one ever made that demand ..
The lure for financial benefit,  and popularity, recognition  is so
attractive, like being an  the MLA  , candidates  do want to contest again
and  again and why not a la MLA 's?  The political parties also want to
jump in the fray either through surrogates or by supporting  candidates
expressing allegiance .The MLA'S  too indirectly get involveled in
supporting to test their clout and popularity and future prospects  of
continuity
For all that we know that local bodies are hot  beds of corruption of
promotion of illegalities for personal gains.It is a fact that many of them
over period have amassed  disprortionate assets without known sources of
professional or business income .They are not filing  their returns as
mandatory  requirements and such candidates should be rightly debarred.The
reservation of lady's ward, lady Sarpanch should  be in cyclic order  not a
handle for MLA'S  to get even with non supporters This exercise should also
be extended to the Assembly.Not a singlrle women is considered for the
post  though there is only one lady and it snacks of mockery of the
philosophy .Further reservation in any ward  for OBC,  ST, SC should be
with respect to their strength therein.Presently it is arbitrary,"
intentionally to deprive a candidate not to their liking ,The contests are
fierce in coastal  belts, where hotels etc  are great source of illegal
gains.
The distribution of goodies has now entered the environment..Certain bars
.tea outlets are ropped in for free ,  limited distribution  quota for the
day..Others offer financial doles for certain households according to
voting members .The malpractices associated with  assembly elections aee
finding their way too Withdrawals for a consideration are very much in
vogue and sone do it purposely like participating in tenders.Local
elections  are taking a professional hue and for good reasons
Could limitation of two terms be any answer not to make it as  an
opportunity for unemployed ,  steeped in corrupt practices of bribes. THE
voters must vote for a change with track record of proven  social passion

[Goanet] ELECTIONS MUST BE FAIR, TRANSPARENT AND MEANINGFUL

To ensure free as well as fair elections and as a step towards ensuring a
level playing field for all candidates, it is imperative that the
Legislative Assembly be dissolved and a spell of President’s rule be
imposed, while the elections are being held. This would help towards
curbing misuse of official machinery to influence voters.

Political parties and candidates must be also held accountable to the
election promises they make and to all that has been scripted in their
manifestos. Any form of horse trading and swinging from party to party soon
after the election must never be allowed as it is an insult to the
electorate who are taken for a ride. It is well known that the only reason
for reneging on pre-election promises and allegiances are purely for
personal development through the greed of the rupee and lust for power.

At the Goa Assembly elections held last month the Election Commission
officials helplessly watched the rampant distribution of cash and other
inducements to the voters. It all happened in broad daylight while the
authorities chose to merrily look the other way. An Election Commission
with no bite or bark and without the will or the resources to act swiftly
on any abuses of the agreed process and rule of law is a recipe for
disaster and will always lead to division and disagreement over the
validity of the outcome of the elections in a democracy.

The BJP in these elections more than their voters should be thankful to
those parties it had drafted in to split the votes so that the BJP could
craftily and deviously retain power. These parties successfully carried out
that vote splitting agenda assigned to them by the cash rich BJP. A well
executed ploy it was.

The whole concept and intent of Elections is rendered futile unless radical
changes are put in place with the necessary checks and balances to ensure
that the result of any election truly reflects the hopes and aspirations of
the voters. There can be and must not be any room for manipulation, abuse
or distortion of the election process where the electorate is given the
sacred and cherished duty to elect their representatives of integrity and
competence to fulfill their needs and hopes without fear or favour. Failure
to achieve a fair, transparent and meaningful election process in a
democracy will lead to voter apathy and mistrust in any government.

Alice my friend says the Goa election is making her curiouser and
curiouser with all the colorful characters displaying their hidden and
not so hidden talents for one and all to see!

Her gripe is simple: why no prostitute in the Goa election race -
after all, among other things isn’t it a race for money?

Now, now, I try to calm her but my words of wisdom fall on deaf ears.

She says a lot of women have no money and are dependent on men: Goa is
not Europe!

Women here do not have an independent income, and all a woman owns is
her body! And, she adds, this is true of single women only.

Her philosophy is easy to understand as our history supports what she
wants to achieve - real equality for women.

Women have no respect and have maybe more rights in the constitution
then men - note carefully, only in the constitution.

On the ground a lot of women are not even safe.

She says men can line up and visit her in private as she is more than
willing to show off parts of her body in private to one man at a time.

She says showing parts of her body in private is her manifesto - an
attempt to convince the voter to vote for her.

Men give money away to other men during elections in private - one at
a time - so what is the difference she wants to know!

I am showing the voter my own body in private and not giving away
dirty black money she screams.

*THE ELECTION DYNAMICS IN OUR COUNTRY*
Our politicians do not want to change their powerful and lucrative self
legislated ways where the people are slaves for five years of their rule
until the next lucrative elections! The people shamefully must take equal
blame for choosing politicians who can personally or illegally benefit
themselves . The BJP has changed the electoral dynamics with emphasis on
Hindutva, nationalism and with their overflowing coffers, being in the
majority government in control of the nations agencies and resources are
pandering to emotional feelings with Mandirs, statues, widely advertised
welfare measures which the opposotion is unable to match. The oppostion
does not have the well oiled election machine with the PM as their star
campaigner. They are  unable to get together due different ideologies and
the ruling party clearly using enforcement agencies and every ploy to keep
them divided. The basic issues of high prices, inflation, education, jobs,
increasing disparities in income and malnutrition, polarization of the

Politicians  care more about elections than ,otther issues that  can wait
The conditions in the country are so scary that heavens are not going to
crash about delay or  postmenment. Do voters crave for elections on time?
What have the voters to gain?  Elections in name of democracy satisfy
interests of parties and politicians.Why do people  crowd  elections
meetings, rallies  at the cost  of their own health,? The truth is open
secret that voters are forced under threat  and many are cartered or
provided enougg incentives to make up the artificial crowds.No political
party will admit to this long standing practice to create mass hesteria of
popularity support though attendance never guarantees or translates into
votes
Rules are in place for ordinary law abiding citizens including section 144
but this does not apply to political meetings,  religious gatherings like
kumbh melas and parties,celebrations hosted by Politicians. Election
commission  does not seriously cone down on its own safety measures
whether adopted or not calling parties to take the call.In Bengal parties
want remaining phases be clubbed together WHY blame Govt, citizens should
make wise decisions  to prtoect their own health  or the over  enthusuasm
is a sure recipe for disastrous spike in covid cases Those poor  affected

IncidentallyDr. Wilfred A De Souza MLA, of  the then GoaRajiv Congress Party 
GRCP  (a splintergroup of the INC) had  with the tacit supportof the Bharatiya 
Janata Party (BJP) and Maharashtrawadi Gomantak Party (MGP)  formed the

ELECTIONS IN GOA
In some places elections dragged on till 6.30 p.m The delay was due to the
process of finger printing , photo, signature and inking and unexpected
large turn out. This time the candidates did not provide the slips, but
photo slips were provided by the Govt. Out of 10.26 lakhs only 8.35 lakhs
voted In North Goa  the percentage of voters was higher than 79.02 % in the
South Highest voting took place in Sanguem, Bicholim. Marcaim,Priol,
Valpoi, Mandrem,Sanvordem,Popriem,Valpoi, sanquelim Maem.Lowest was in
Velim 73.49% and Panjim 77%. The polling at the time of opinion poll was
81.7%and now it is 82.36%, all time high. The percentage of voting over the
years is as follows1967 68.25%, 1972 69.16% 1977 63.22%1980 69.51%, 1984
71.86%, 1989 72.8%, 1994 71.20%, 199 65%, 2002 68.75%, 2007 70.51%
Some minor skirmishes were at Bardez,Pernem, Davorlim, CalanguteVasco,
cortalimSanguem, Ponda, Valpoi, Old Goa,, but they were not of any serious
nature
around Rs 3,47500= cash was confiscated and lot of liquor for the first
time Hence money and spirits did not openly do the damage, The flow of
goodies were also restricted during the time of election period

To enter the 'esteemed' Goa Legislative Assembly, the 'steam' needs to be 
generated by the voters, by the people, and not by the would be legislators.
If one is going to be a GOOD legislator, it depends on his/her capabilities 
and his/her ability to think of GOA and it's people and not of 
himself/herself.
Therefore, those who go visiting every household and knocking on every door 
during election times are PHONEYs.


In fact the people of the constituency ( the ones who count) should be 
knocking at  every door to sound the voters to vote for the person they want 
as their LEGISLATOR.


Many a persons have asked me when I contested in 2005 in Taleigao and  2007 
in Aldona as to why I did not visit households.
And many a persons have asked me why Julius Pereira (Aldona)  or Annabelle 
Pereira (Taleigao) have not visited households [Elections 2012].


And my answer to them has been 'YOU NEED A GOOD LEGISLATOR  to look after 
the affairs of Goa and Goans. So you should be visiting the Candidates and 
not them to you.  If you will cast your vote if the candidate begs for it at 
your door, then please don't vote for our candidate/s. Vote for Narvekars 
and Jennifers and take what you get.

GRA-GSRP is going to change this mind-set of the people about candidates 
making  house-to-house calls just before elections.
Also, there is not going to be noisy campaign vehicles trying to attract 
attention of voters ( which does not).
And there will be no distributing of money and laddos but asking the voters 
to contribute towards the election expenses of our candidates to make the 
process participatory and not one sided.
Voters should not be pampered by candidates. It has to be the 
other-way-round.

Makes Sense? Mostly, It will not.
Therefore, this is our DEMOCRACY,  where Pandit Jawaharlal Nehru, the 
champion of India's DEMOCRACY is on record for having said that THE VALUE 
OF A VOTE IN INDIA IS THE PRICE OF A MEAL

As Goa assembly elections are fast approaching,though the Election commission 
has turned out to be very strict,the contestants particularly some of the 
sitting M.L.A's, apart from sponsoring Tiatrs,Football,cricket tournaments 
etc,huge amount of money are also thrown on Dadle and Mahila mandals.In one of 
the constituencies in Salcette,Mahila mandals are  actively been used by one of 
the sitting M.L.A as the same lost control over  most of the dadle mandals.
The last government as well as the opposition proved to be worst for Goa.They 
all are very well experienced as far as the lootmar policy is concerned.Though 
most of them are Educated below average,all of them holds a doctorate in 
Lootmar and if given them a chance once again,they will make the best use of 
the doctorate they have.
On the other hand,if new faces are elected,I will be wrong to say that they 
will be better but definitely it will take them some time to learn about the 
lootmar policy.Rest all depends in our hands,elect the experienced and get Goa 
ruined for all in the next five years or else elect new faces and enjoy better 
Goa for some more time.

FN1: Rose, are you sure it's all that simple? Corrupt politicians versus the 
guys who are supposedly going to lead us to a 
Paradise on earth?

RF1: Watch U-Tube 30 minutes - Goa at Fifty. In it Remo says The Goan, I 
think, is angry, is frustrated at what is 
happening in Goa and I think that is what has slowly changed the Goan's nature. 
We were known as this fun loving and 
very friendly people. You see less and less smiles, laughter and friendliness 
and I used to think that the whole fault lay 
with the authorities, the politicians. Now I realise that the fault lies with 
the people, it is we the people of Goa who are 
doing most of the harm to Goa.

Remo is not only an excellent musician. To me he has brilliantly put together 
words that a number of us have been saying 
for a long period of time it is we the people of Goa who are doing most of the 
harm to Goa. 

It is all that simple. Politicians (corrupt or otherwise) are only in power 
because the people of Goa have used their vote 
and elected them into power. 

In the forthcoming elections we are looking forward to our local community 
using their personal power and voting in the 
right candidates.

FN2: The economic benefits of the diaspora is not an issue. We all accept that. 
Yet, the philanthropy of another day, and 
our attitudes towards the injustices of the past, are two entirely separate 
issues. We need not be in denial about the latter.

RF2: Let's make the economic benefits of the diaspora an issue then? How much 
economic benefit was gained by our 
community in Goa from salaries received by those of us working in East Africa 
for the British? How much economic benefit 
was gained by our community in Goa from salaries of those working in India for 
the British? How much economic benefit 
was gained by our community in Goa from salaries of those working on cruise 
ships owned by the British?

It will be interesting to know how much money flows into the state of Goa from 
abroad, whether it be from Europe, Canada, 
America, Australia and the Gulf region as nearly every household has someone 
somewhere in the world.

Living in Goa, you may be or may not be aware of the British tradition of 
giving out medals, honours, stars and awards for 
just about everything. They give out awards for the best garden, the best house 
and, would you believe it, even an award 
for the best kept toilet on the highway. I would have given such an award to a 
toilet in Goa on the highway if only I could 
find one! There was huge excitement here when we read that an award winning air 
conditioned toilet had been installed in 
Margao. The next day we heard it had to be closed as an electricity bill was 
not paid, is this right? Has this electricity bill 
now been paid to allow the toilet to be reopened so can we use it? 

I beg to differ from you Frederick as I do not see two entirely separate issues 
here. What I actually see are two entirely 
separate celebrations:

- Celebration 1 (yours) I'd rather celebrate the achievements of the handful 
of Goans who worshipped at 
the altar of social justice, and took the huge risk kof supported the 
underdog... and the Black African cause...

- Celebration 2 (mine) - I'd rather celebrate the achievements of all our 
community in East Africa who did not 
just contribute to the British cause, but also contributed valuably towards the 
Goan, the Black African and to 
the international cause. (as detailed in my previous posting).

None of us are in denial of injustices of the past. To me the greatest 
injustice of all time will always be the cruxification of 
Christ. Followed by the holocaust. Then there is one close to home, the 
injustice of the caste system which will be the 
subject of my goanet posting, yet to come, after I have finished reading the 
Sixth Night.

Around 300 BC Babylonians used a sexagesimal numbering system in which two
slanted wedges served as a place holder. This is the first known instance of
a culture expressing the need for a zero. Around the fifth century AD, a dot
carved on a wall at the Chaturbhuja Temple in Gwalior representing a zero is
the first known application of the concept of zero and one can therefore
rightly state that the decimal zero originated in India. It is also
indicative of interchanges, possibly of a commercial nature, between Babylon
and India. In time, this symbol evolved from a dot to 0 and into a
full-fledged number. In 628, the renowned Indian mathematician Brahmagupta
expressed awe at the frightening properties of zero: multiply any other
number with it, no matter how large, and it is reduced to nothing. The Arabs
took the Indian zero to the Middle East and Spain, where it became one of
the ten Arabic numerals used today. It is only in 1202 that the Italian
mathematician Fibonacci, aka Leonardo of Pisa, used it in a textbook and the
zero was thus introduced to the West. Any reader wishing to deepen his or
her knowledge of this decimal may please refer to Charles Seife's
fascinating book Zero:  The biography of a Dangerous Idea.

Our society today is completely dependent on the zero: fashion boutiques use
it, for example Benetton's 0 to 7, t=0 denotes the starting time of a
project or event against which progress is measured, it expresses the
intellectual capabilities of an individual - e.g. he is an absolute zero in
math - and even the area that once harboured the twin towers destroyed by
Al Qaida in New York is now known as Ground Zero.

Zero distinguishes between a normal citizen with a monthly salary of say 16
thousand and Members of Parliament with an identical salary but whose bank
accounts, judging from their possessions and lifestyle, have miraculously
got attached with a number of additional zeros. Goa's polity demonstrates an
uncanny ability to apply zero to all activities. Some time ago, ex- minister
Pacheco demanded an enquiry into the affairs of the PWD minister because of
the number of zeros that may have been attached to whatever other non-zero
decimals his war chest adorns by re-tendering abysmal quality road-works.
One could live with 1 or 2 potholes on Goa's roads but when 00 get
attached to that one or two with the first monsoon rains, the situation
turns dramatic. No doubt, the ex-minister will wish to submit his own
finances to similar scrutiny, to avoid being accused of zero transparency.
The number of zeros that miraculously get attached to non-zero decimals in
bank accounts within a very short period of time is what distinguishes aam
admi from an MLA and the latter from a seven zero crorepati minister.  Some
time ago, Sanskrit scholar and Indologist Jose Pereira's paintings had to be
removed from an exhibition due to threats from a vigilante organization
resulting in a zero response from Chief Minister Digambar Kamat.  Millions
of words have been disbursed on the removal of Goa's royalty, the MV River
Princess, but specific and concrete actions amounted to zero until quite
recently; the same applies to the garbage disposal problem afflicting the
whole of Goa. What are the fundamental rights of harmless and peaceful
Independence Day protestor Anthony D'Silva ? Zero.  How many Goan votes does
the Chief Minister need to get reelected? That's right: zero, as he has
himself stated. And what is the value that the current chief minister, all
his ministers and all 40 MLAs add to clean government in Goa? You have
guessed it: zero. Isn't it time for Goans to be inspired by Brahmagupta and
multiply all these ministers by zero so that they are reduced to nil and

Judging from the events occurring in Goa  today, and the appalling
performance of the government at the centre of it all, I have come to the
conclusion that GOA is spelled with only two letters because the letter O
at the center between G and A is actually a zero and does not count.

So the final outcome was a free flow of money as  a consideration for
votes. The unspent amount appears to have been intercepted on April
3rd at the Bombay International airport on its way to Dubai. As to how
the money bags were not intercepted at Dabolim airport itself is a
mystery. The rest is history.

With electoral battles being controlled by money and muscle power the
caliber and quality of the  parliamentarians and legislators we elect
is on the decline. Out of 543 MP’s in the current Lok Sabha 315 are
crorepatis which is almost 60%.  43 of the 54 recently elected to the
Rajya Sabha as MP’s are millionaires with their average declared
assets over Rs 25 crore each.

The assets of an average Lok Sabha MP has grown from Rs 1.86 crore in
the last house to Rs 5.33 crore which is a 200% increase. This  wealth
of our MP’s does not include much of the assets that exist in a colour
not recognized by the income tax authorities. 150 of the current MPs
have criminal cases against them with 73 of them charged with serious
offences from rape to murder.

We have vested our destiny in awfully wealthy bunch of people many of
whom have a criminal background whose only goal is to multiply their
assets while our nation sinks. Today to win an election you need to be
equipped with a strong dose of Double Vitamin – M. With a lot of money
backed with muscle power you are through.

Local Candidates for the Cuncolim Municipal Council elections have commenced 
their campaigning, some of them had donated Projectors to view the recently 
concluded Football world cup matches on big screens, whereas some are involved 
in repairing Chapels, donating train tickets to visit Valankani 
etc,etc.Elections in recent times has turned to be a good   
profit-making  business. The one and only requirement to win any election is a 
technique to fool local people. After the last Assembly elections, a Councilor 
publicly declared that he won’t be contesting in the next Municipal Elections 
but this is a low investment business and if turned successful it’s all money 
around, sacs of money. So once elected very few loves to resign from politics 
and take rest, unless the people make them rest. The reservations in the name 
of SC/ST/OBC also to play a major role in the election drama.
The business is so profit-making that some government servants who are earning 
a decent salary may resign from the service to contest municipal elections. We 
must have witnessed a lot so called development in our historic village of 
Cuncolim but also don’t be blind not to witness the development of our own 
elected Councilors. They developed a lot, I mean, sacs of money.
The present ones are well trained to rob and loot.First, the so called Cuncolim 
Municipal Council issued a License to a controversial project at Addiband, 
Cuncolim and now to make the people happy, a Work Stop order has been issued. 
Stop will definitely turn into start after the elections. Is the said project 
Illegal? If so, why not cancel the License? Trained, Licensed Thieves will have 
a better answer.
Last but not the least, they are perfect thieves. They hold a Master’s degree 
in the profession of politics and we the people should not give them a chance 
to use their degree against us and our historic village. Let’s vote for a 
change, not because the new ones will turn better but only because they will 
take time to achieve the degree to Rob and Loot.

VOTERS DILEMMA
 
Deepak Chopra reminds that India gained independence under the guidance and 
inspiration of statesmen,visionaries and philosophers.Unfortunately we have 
bred all professional politicians who think of the next election whereas a 
statesman thinks of the next generation!  The role of a leader is to guide, 
lead in the right direction and not to do what his vote bank/ chamchas want. 
The current leadership is rooted in stagnation, power and corruption, class 
pride, and a System designed to keep it that way.Citizens have the following 
problems and difficult questions to ponder in our democracy:
1)Candidate is chosen by the party or the High Command.
2) Nobody asks the voter which candidate they would prefer.
3) Should they vote for the party or the candidate.
4) Should they choose a bad party with good candidate or good party with bad 
candidate.
5) Against communalism  but better morality or corruption and some sort of 
better secularism.
6) Since voter is not given the option of None of the above, and cannot 
recall if voted candidate does not perform or does corrupt things,bends the 
law/ is a law unto himself etc, should he vote negatively,namely to ensure no 
one easily gets a majority.
7)Should he risk helplessly watching the wheeler dealing after the elections 
and jeopardise a stable government and safety of the nation.
  HOW DOES ONE GO ABOUT  SOLVING THE ABOVE DILEMMA? HOW TO VOTE IN A NEW SABHA 
INSTEAD OF AN OLD SABHA!

MILLSTONE AROUND OUR NECKS
  
 
The election scenario is getting murkier day by day, with a third front and 
absolutely opportunistic politicians making a mockery of democracy, which is 
supposed to be OF, By and For the people. The Election Commission members 
itself are at loggerheads, with the CEC recommending dismissal of Navin Chawla 
who is the next designated CEC! The politicians will not let us have the option 
of “None of the Above”, and so the same old faces keep being put up as 
candidates, millstone around our neck. The electorate has to choose one of them 
if they want to caste their precious vote. Further the political parties have 
their vote banks formed by fair means and foul. How do we make a dent in the 
winnable candidate syndrome? How do we get the parties to give tickets to 
worthy young, physically and mentally fit candidates with no criminal 
background? How do we minimize purchased, bribed, vested interests results?
 
We have to push the ECI to follow up their recommendations in Electoral Reforms 
more forcefully. If they do not succeed, we have the legal option of 
registering our presence at the booth, but declining to vote. This in itself is 
meaningless, because it is as if you do not exist. But we can make this non 
voting count! I am writing to the ECI, and I would urge all consciencous 
electorate  namely all those  who want to send the message loud and clear that 
we the people will not tolerate their winnable unwanted candidates who help 
them double cross us and to recover their election expenses etc.  cock a snoot 
at us knowing we have no power of recall or are impotent till the next 
elections.
 
We request the ECI to get us the “None of the above” button, failing which to 
keep a Register at the booth, where all who do not want to vote due all 
unsuitable candidates, enter their EPIC card number and sign as a conscientious 
objector( which we are legally entitled to do so). This will also help the ECI 
to check that the electronic machine does not record more votes than there are 
electors! And if there are considerable non electors recorded (of course 
legally not valid) than the electors, the cat will be out of the bag and true 
democratic  people power will have been able to peacefully make its presence 
felt. Unless there is a better solution, we can do it this way!

Article 49-0 of the Constitution 
 
Did you know that there is a system in our constitution, as per the 1969 act, 
in section 49-O that a person can go to the polling booth, confirm his 
identity, get his finger marked and convey the presiding election officer that 
he doesn't want to vote anyone! 
 
Yes such a feature is available, but obviously these seemingly notorious 
leaders have never disclosed it. This is called 49-O. 
 
Why should you go and say I VOTE NOBODY... because, in a ward, if a candidate 
wins, say by 123 votes, and that particular ward has received 49-O votes more 
than 123, then that polling will be cancelled and will have to be re-polled . 
 
Not only that, but the candidature of the contestants will be removed and they 
cannot contest the re-polling, since people had already expressed their 
decision on them . 
 
This would bring fear into parties and hence look for genuine candidates for 
their parties for election. This would change the way, of our whole political 
system... it is seemingly surprising why the election commission has not 
revealed such a feature to the public 
 
Please spread this news to as many as you know... Seems to be a wonderful 
weapon against corrupt parties in India... show your power,expressing your 
desire not to vote for anybody, is even more powerful than voting... so don't 
miss your chance. So either vote, or vote not to vote (vote 49-O) and pass this 
info on...  Please forward this mail to as many as possible, so that we, the 
people of India, can really use this power to save our nation. Use your voting

Given the arrogance that political parties have for the concerns of
Goan society, false promises dished out in election manifestoes, the
mediocrity of political leadership, electoral malpractices and lack of
desirable parliamentary democratic culture among the political class,
Aureliano Freddy Fernandes argues that voting to ensure a fractured
mandate is the only sensible strategy for voters at the 2007 Assembly
Elections

The Year 2011, the fourth year of the term of the Legislative
Assembly, members of which we are about to elect on June 2, 2007 will
mark 50 years of Goa's post-colonial evolution. It is questionable
whether we attained 'freedom' or 'liberation' since these usages are
partly spiritual, not merely freedom from colonial or physical
bondage. Colonial regimes or party regimes, within post-colonial
polity, may change, but freedom can still be elusive. It is even
debatable whether we gained political freedom, ie the right to choose
the government we desire. Feudal, dynastic, dominant caste or communal
inclinations of political parties and the desire of elected
representatives to defraud the public exchequer have a stranglehold on
society. Sophisticated electoral malpractices such as deletion of
names from voters' lists, strategic delimitation of constituencies,
diluting the Goan vote by factoring in the migrant vote hardly assist
us in effecting the election of representatives we desire.

The decadence in politics is a reflection of the general decadence of
the Goan society as is also the case elsewhere. Politicians emerge
from the societal spectrum and are a reflection of how our
civilisations, families, religious, educational and social
institutions, culture and societal values have failed to positively
influence them and us. Family values have taken a nose dive. Scandals
and compromises within religious institutions are nothing new. Our
educational institutions are the epitome of mediocrity, producing poor
output. Armchair gender activists who torture their maids, fraudulent
child-rights activists and NGOs who make a killing espousing
environment and other causes are not new to us.

Societal lifestyles and values compel political class into impropriety
due to the demands made on them by constituents like us, who live by
compromises in our public and institutional lives. The electoral
process has also been tarnished and manipulated by gross malpractices
as part of this larger decadence in society. Some political scientists
suggest institutional mechanisms such as electoral reform, stern
punishment for electoral malpractices and strict adherence to rule of
law through the judicial mechanisms and use of new initiatives such as
Right to Information to stem the rot. While these may work, there is
no substitute for creation of a political culture that respects the
norms and conventions of parliamentary democracy. To me political
culture, with its norms and conventions, is unlikely if we do not, in
our daily lives, adhere to work ethics and family and societal values.
Institutional mechanisms such as the Representation of People's Act,
the Election Code, the Public Men's Corruption Act and the Directive
Principles of State Policy, suggested as a benchmark for good
governance, among others, will be effective if people abide by them in
spirit rather than by the letter of the law.

In this context, where elections are more about abusing the system to
gain a share of power by adopting means fair or foul (realists would
have no problems with this), political parties are free to brandish
manifestoes promising to abolish house tax, introduce free health
insurance (all of which make little fiscal sense), reduce prices,
ensure consultative planning, internet connectivity at village level,
etc. Since parties cannot be held accountable for failing to keep the
promises in the near future, voters could adopt the following
strategy:

Voters should refrain from clear mandates to political parties. It
appears that the 'Grand coalition' experiments at the Centre – the NDA
and the UPA are clear examples of the success of fragmented mandates.
The smaller 'parties of pressure' prevent that ruling 'party of
consensus' from straying too far from the balance of effective public
opinion.

The BJP was thwarted from its 'Mandir and Art 370' agenda, while the
Congress has been tamed on its privatisation, SEZ and Nuclear
co-operation agenda by smaller parties.

No matter how dejected voters feel about wasting 30 minutes of their
life in a queue, quite sure that the candidate they vote for will not
keep his/her promises, they should come out and vote in

VOTERS   DILEMMA

 After a lot of backstabbing and double-crossing, there is finally a list of 
candidates . The EC is busy trying to enforce the code of conduct and with 
accusations and counter accusations  from the protagonists and their 
followers, the goan polity has gone into a tailspin. The non vote bank 
voters are in a quandary. Since this is a hot topic, perhaps the learned 
Expose by Professor Aureliano Fernandes , who researched  the subject  at 
Goa University,can throw some light.

He  concludes that only a divided Legislature governs carefully, and 
therefore, under the circumstances he recommends  the  following strategy
1) Vote not to select the best, but vote out the worst
2) Come out in large numbers to neutralise the candidates electoral 
arithmetic
3)Vote by objective, NOT by party, caste or other loyalties.
4)  Since parties have decided candidates and Agenda without consent of the 
people , and no party holds  internal democratic elections ( except perhaps 
the communist party), break the nexus of the winnable old horses by 
supporting comparatively young and promising new candidates with proven 
background and social commitment.

We have a unique Democracy.  Elections it appears , are all about abusing 
the system by catering  mainly to peoples greed to  stay in power.This 
Election will change the face of Goa. With all its faults, Democracy backed 
by The Constitution, is still the best system and  each one has  the power 
to make it work .

Towards this end,The Porvorim Citizens Action Forum, a registered Apolitical 
body has organised a KNOW YOUR CANDIDATE Meeting at Sainik Gymkhanna Hall 
,Porvorim at 1100 hrs on Sunday 27 May07. All candidates standing for 
elections of the Aldona Constituency have been invited . They have been 
requested to come in time, speak for 10 minutes introduction ( name, 
qualifications,experience etc), why our vote, and manifesto. QA follows.
