I respect to the press statement by Adv. Radharao Gracias on Goans as holding 
Portuguese Nationality/citizenship on O Heraldo dt. 11 April, I would say it 
all depends on how the Law is interpreted. In the first place, Portuguese Law 
on citizenship is not binding on India, therefore mere registration of birth 
may not be interpreted as acquiring citizenship. There are many Indian citizens 
who have given birth abroad and have registered the birth in that country.
Secondly, Nationality
is defined as the status of belonging to a particular nation by origin, birth,
or naturalization. Therefore all Goans born in Goa, Daman & Diu before 19
December 1961 are Portuguese Nationals by birth. And that has no adverse or 
illegal
implications of a false Nationality acquired just on basis of birth being
registered as Portuguese Nationals; and that they are Naturalised Indian 
citizens post 1961.
Citizenship is defined as the condition or status of a citizen, with its rights
and duties. It remains to be seen ultimately how the Judges interpret.

obtain it, how it came about, how it was amended and changed (at will) by the 
various governing bodies through the ages) is a few years old, its as valid now 
as it ever was.  
   
  Possibly more useful these days with so many Goans (not only in Goa, but also 
in UK & Portugal & Canada etc) who may have access to Portugal but not yet 
legally.
   
  Good luck to one and all, & if you need ANY info on this subject try our long 
time friend on Goanet (also his blog & other / many pieces on Goan history, and 
current news, FN is one of our 'main arteries' whose pulse on Goan Life, past &

Hello,

Anybody based in Lisboa, Goa can let us know as the names &
designation of the officials/office bearers at CRC-Lisboa who are
decision-making authorities and responsible for transcription of birth
and marriage.

This is required for writing to them and make contact, since no
replies are given to emails (Written in Portuguese) addressed to CRC
at "[EMAIL PROTECTED]". Mails are not replied till months. The
worst part is that the Portuguese consulate at Goa has confirmed this
CRC stubbornness and further added they do not even reply to their own
emails.

How can one track and know the status of their process. Is there any
authority at portugal where one can address this issues.

Attention JC

All these years you have been taking Portugal side as if you their
"Agent hired to represent their country". The term fraud is always
being used to hide the lazy, racist and cunning bureaucrats which
Portuguese are.

Perhaps you are not aware about the amount of pain an individual goes
through to get his transcription done. As a lawyer and Doctor i expect
you to have some sensibility. You are very well aware that the
authorities are already doing all the investigation and demanding
documents before 1961 in order to curb fraud etc etc.

Further, they are also entitled to do any amount of surgery on this
but everything has to be done within a stipulated period of time.

It is useless to have Portuguese nationality when a individual is on
his death bed. "justice delayed is justice denied"

Coming to your points from 2 to 4.

Pt2: If the documents are submitted at CRC directly and process No.is
being issued...and if you do not get the online status at the
Portuguese consulate website, therefore one needs to make an enquiry
about the status by writing to CRC.

Maybe the CRC is not ready to reply because of JC favorite word
"FRAUD" What a rubbish..

PT3: A sensible govt other than Portugal does atleast have some
courtesy to reply.

PT4: It is a shame that a representative of the Portugal making a
critics of his/her own country's system, no matter whatsoever reasons
it may be.

All these rotten excuses and craps will not stop a reasonable person
to make inquiries or fight for his/her legitimate rights.

Portugal either should have the guts to stop this business of issuing
nationality as they are already making much of the revenue from this
OR should have a organized system and traceability and adequately
respond.

The value and entity of this Portugal is only because of it's
association with "EU" nation and without that will only be an unknown
piece of uncivilized land on this planet "EARTH". So Portuguese
agents, do not be so proud as you are dependent on someone else.


No wonder when these "PORTUGUESE SOSSEGADO" will understand.

I have read the message published recently in goanet forum dt 13/05/2007.

I would like to know that how much time does it take to transcribe the birth 
and marriage once all the papers are submitted to CRC-lisboa.

I am going to file my all papers at CRC after getting attested from portugal 
consulate goa, however considering the numerous pending applicatins and 
extreme slow process adopted by portugal consulate/CRC, i would like to know 
what are the steps to do the follow-up with CRC and to whom should i 
approach, since the portugal consulate never replies and is very 
unco-operative.

[1] I do not know of a Portuguese word,  "SUCEGADO". If we have to
massacre a word, might as well do it in fully by calling it
"Sushegadh". At least that way there will be no pretense.

[2] Much of the information is available on linejust like

The  reality on the ground is totally, absoulutely and certainly different.

Here we are not talking of susegad in the actual sense , we are not compalining 
, we are addressing an issue to have it heard , the world is getting more 
technologically well equipped to handle such applications be it fraud or 
otherwise , be it visa's or passports, we cannot be singing the same song of 
fraudlent stories for years , hence the delay in getting our nationality 
legalised.


I have visited the website be it in english and portuguese for six months now 
and yet nothing is happening,i have written mails to them yet nothing has 
happened no reply , they do not even acknowledge your mail, i only hope they do 
not think even the mails are fraudlent and hence do not want to respond. 

Nothing has changed , everything is the same be at the Portugal consulate  in 
Goa or portugal , whether they have a website or a satellite or a GPS or a VPN 
it's the same story,. I am not complaining i have done my bit and am still 
doing it , if we don't complain then we are sussegads if we complain we are 
also susegado, so what is the new catch word for us then?

Goans who are settled in Portugal should help fellow goans to find out and 
expedite in sorting out the pending applications. Just like all other 
communities help each other.

Those who are victims of such incidents are free to complain , but those Goans 
based in Portugal and  who have the capacity to help fellow goans 
should willingly and unconditionally help otherwise if one analyses the 
situation complaining about the incident by trying your level best is termed as 
Susegad, but those having the capacity to help but are not doing anything and 
only dictating i guess they too fall in the same slot.

Vivek, the Portuguese have a good answer for people like yourself who are in
a hurry: (I am afraid I totally subscribe the sentiment!)

You have not cared for Portugal for more than 40 years.
You could have recouped your Portuguese citizenship or maintained it
immediately after 1961, but you have been too sossegado about it and have
done nothing or cared absolutely nothing for the country called Portugal for
the past 40 years or so.

Why are you and so many others in a hurry all the sudden?

This is not a simple process. There are thousands of false applications.

Why did you wait so long to apply?

You have not done anything in more than 40 years.
Why can't you wait for 5 years or so more until they sort the backlog?

Hope this gives you something to think about because you only have yourself
to blame. Nobody else. 

Do not blame the Portuguese. The facility has been available since 1961.
It is you who have done nothing about it. In the 1990s you could have
recouped your Portuguese citizenship within weeks.

It is you who have been too sossegado about it and now want miracles.

Sorry. Time to face reality. Things are not easy.

I hope you do not take this badly but this is exactly what the Portuguese
officials think. And they are indeed right. Those who have not done anything
for so long can wait a few more years.

So, now you know.

it is better to file your papers through a lawyer in lisbon

do not even bother to file if u do not have the originals of either one 
:billet the identidade,document the viagem as they will accept the papers 
and keep u hanging on or at least 5 years and later regect ur file saying u 
dont have the originals. good luck
