 Again at the outset ; Let me make clear Mr. Mendonza's doubt on incentives
for old houses for Goans.. Whatever he said it sounds good provided the
incentives comes to them, but does he knows  that  Vijay FOTKIRO  word will
ever materilize ? that means these incentives  will never come, that will
be only on paper.  In our Goan history at any time we got whatever the
Government had promised? Never,  forget the Vijay, most of these
politicians are always cheating us and we call them Fotkires. Your theory
will only work abroad and never in Goa. I am not against your sentiments
but it is a fact what I have said in my earlier letter.
We are at the moment suffering for all the miseries and amenities say,
fish, housing, meat,and every product which comes in market are taken over
by these ghantis (outsiders and tourists ) because they have money and
Goans cannot afford it. This Vijay wants us to stay permanently in old
houses when no incentives will ever come to them it will be only in the air
just to keep people happy and him in the chair. That is why we call him
Fotkiro and Fotingpon.
 It seems he is born in Argentina and he is also outsiders Goan?
I am giving you one example which I came across an incident about Fotingpon
from the Government.
There was a viral message through Whatshap group and the MLA of Panjim was
informed but he never said it was wrong news. I decided to go to the
Electricity Dept and collect subsidized LED's , Fan , Tube light after
showing our Aadhar card and the electricity bill and all of us got fooled.
I met the present Chief Electrical Engineer personally on 8th May, in his
chamber and he shown ignorant of this scheme. Upon my discussion he said to
contact one Superintendent Engineer Mr. Reddy who is dealing with LED's
lamps supply earlier.  This supply is stopped due to many complaints from
general public. He wasn't there  in his office and the staff  told me to go
home that there are no such schemes. etc. Such fotingpon are common in Goa
administration.
I have gone actually to complain about the flickering of  LED street lights
which are been installed in some areas in the town that will affect retina
of the eyes and give rise to several ailment serious as epileptic seizures,
to people staying in  the vicinity of flickering LED's,and other malaise,
headaches and visual impairment  and wanted to know from where these were
procured. Again the Chief said he is not aware of it but certainly that
stock is received  from the Central Government and the tender copy was not
available to show me. I mentioned to him that I am a retired engineer and I
know that there are many types of LED's and the cheapest ones can give rise
to such symptoms of flickering.
That means such stocks are dumped to Goans and we have to face the music.
In case these products are of low substandard quality and the payment is
made for higher price than there could be a scam because these LED's are
going to be installed all over Goa and the old ones will be removed and
kept somewhere at unknown place. Such things are common in Goa and it is
easy for outsiders Goans living abroad to talk because there it does not
have probably such FOTKIROS.

scheme.

However, theoretically, it sound good. The govt should provide incentives
to goans to maintain their old houses. The house should be upgraded with
modern amenities. One or two rooms should be set aside for homestays. This
will provide an income to the owner while at the same time help him to
maintain his house. This is very common in Europe and one will find many
such homestays which are cheaper than hotels. The visitor gets an
opportunity to live with a goan family and observe their culture. Such
homestays can set off other services like taxi, laundry, mess, tourist
guide etc. It is worth giving it a chance. It is better to light a candle
rather than curse the darkness.

Marshall makes a splendid point. We have to try to move away from notions
of feeling hemmed in. Not easy! Engage in processes (first the realization
has to come, or be sought) unto ourselves to move away from seeing the
other in perpetuum** as the cause of our misery. **OK, OK, in perpetuity!

And more than ever get away, and also help others move / flee away from
that acute sense of victimization. Even many Hindus expect us to be strong,
as in live the Christian life, and while at it show them a whole lot of
LOVE. True.

Many things being true, including outright bamteaponn—one must still
attempt to rise above wonton pettiness, and abject cruelty; stay aloft in
mind and spirit.

Macam mojem burgeaponn konnui soddun diyat re."

Dear Goans,

Just today ( 7th May 2017) we read in Herald that " STAY IN AN OLD HOUSE
GET INCENTIVES"
My answer to Vijay is why not first he stays in his old house. His lecture
to Goans to stay in old  houses is to keep them always in such bad
conditions and never allowing them to come up whereas the Non Goans are
staying in new houses and on high rise buildings with all the
facilities/amenities like swimming pool, recreation club and what not and
Goans are put to suffer by dictating them to  remain in old houses?
Vijay promises them some incentives is just to fool them, again he shows
that he is a "fotkiro"
What kind of incentives he promises. May be, he can go back to Argentina
where apparently he was born. (  As we heard in Tiatr of Seby of Divar at
Kala Academy).
