Within historical documents, Africans become conspicuous through their military role. Moreover, there are Afro-Asian communities today, separated by vast distances and hidden in the villages and forests of Asia. Through their vibrant forms of music and lyrics still in Portuguese, they emerge from obscurity. Lithograph of the Marine Battalion at the Esplanade by Jose M. Gonsalves (fl. 1826-c.1842). Plate 4 from his 'Lithographic Views of Bombay' published in Bombay in 1826. Gonsalves, thought to be of Goan origin, was one of the first artists to practice lithography in Bombay and specialised in topographical views of the city. In 1772, the English feared an attack on Bombay by the French and cleared a semi-circular area of land around the fort to provide a clear line of fire. This area was known as the Esplanade. In the southern section of this area, there was a parade ground known as Marine Lines. Raja again: Gave green nod to 169 mines in Goa Snehal Rebello and Ketaki Ghoge, Hindustan Times Panaji (Goa), September 23, 2011 Former telecom minister A Raja, who is now in Tihar jail in the 2G spectrum case, had given environmental clearances for 169 mines in Goa during his five-year stint as union environment minister. Documents accessed by HT reveal that these clearances were given to private companies between May 2004 and May 2009 by the ministry of environment and forests (MoEF) to extract about 60 million tonne of iron ore annually. Many of the environment impact assessment (EIA) studies on the basis of which the MoEF gave these clearances have proved to be inaccurate, not reflecting the actual position on the ground, HT has learnt. For instance, EIA reports submitted by a mining firm at Sancordem did not even mention river Ragado, which flows for 7 km through the village. Similarly, clearances were granted despite mining companies not submitting information on biodiversity or the accurate distance of their mines from water bodies and wildlife sanctuaries. Raja's tenure as environment minister was the beginning of the phase of growth of mineral exploitation and of new projects. But it's also the biggest shame on India's environment history because of bad processes and corruption, said Sunita Narain, director, Centre for Science and Environment (CSE), New Delhi, who has studied illegal mining in Goa. On Thursday, the CSE released a report on environmental clearances given for various projects between 2007 and 2011. The report said 35 clearances were given to mining projects in Goa during this period. After Jairam Ramesh took over the environment ministry from Raja in June 2009, a moratorium was imposed on new mining projects in February 2010. The Goa assembly's public accounts committee (PAC), which is probing the illegal mining scam in the state, is also reported to be looking into possible environmental violations. PAC chairman Manohar Parrikar told HT that 25% of the iron ore extracted in the state had been mined without environmental clearances. On Thursday, HT had reported how illegal mining has cost the state at least Rs 3,000 crore, though the figure could be as high as Rs 10,000 crore. Claude Alvares, who heads non-governmental organisation Goa Foundation that is spearheading the anti-mining campaign, said, Raja’s tenure coincided with the Chinese boom in 2005 (when that country started buying even low-grade ore with iron content as low as 52%). Under Raja, an environmental clearance became the easiest document to get. At least three mines given clearances during Raja’s tenure were allowed to operate within just 200 metres of the Salaulim reservoir that provides water to nearly half of Goa’s population. Also, in one year alone, between 2007 and 2008, the union ministry granted clearances to 17 mines within the Netravali Wildlife Sanctuary in Sanguem taluka. This was done even though a Supreme Court order of 2000 said that no mine would be allowed to operate inside wildlife sanctuaries. YourStory: Thank you Leonard for talking to YourStory on PublishingNext. For our readers to get an idea of what you do, can you please give a brief introduction about CinnamonTeal Publishing. Leonard: We started CinnamonTeal in 2007 after heeding requests to publish the books of some of our regulars on dogearsetc.com, our online bookstore. Since India had already so many publishers, we wanted to develop a new model of publishing and so adopted that of being a provider of self-publishing services. Today, 4 years later, we have catered to authors in about 18 countries and have published books in 9 languages. We have also increased our repertoire of services to include translations, indexing, ebook development and distribution and audio books. YourStory: PublishingNext is perhaps the first Indian conference on what publishing is and is going to be, especially with Internet and digital media set to change the rules of the game. Can you explain the objectives of the conference? Leonard: Our objective was to get people thinking about what the future holds for publishing rather than get lost in the day to day routine of publishing and mind little about the dangers and potential the next wave of technology and business models bring about. We also wanted to provide a platform where new ideas and technologies could be talked about and debated. YourStory: Let’s now talk about specific segments: digital books. Can you give us an idea about their uptake in India at present? Leonard: My personal opinion is that many publishers are experimenting with new ideas that involve digital content, among them Penguin, Panther Books and Tulika Publishers, Chennai, to name a few. However, I feel that these publishers are preparing themselves for any future demand rather than experiencing any significant returns on investment presently. YourStory: Social media — your take on its impact on publishing. Leonard: This varies widely between publishers. Some like Tulika (Chennai), Tara Books and Pratham Books are doing a really good job with it, others have a difficult time understanding what it is capable of doing for them. So there still remains a lot of ground to be covered. YourStory: India is a diverse market as far as vernacular publishing or regional publishing is concerned. How is this market going to explode in the future in the digital era. Leonard: I think the constraints that keep publishers of Indian language books from embracing digital content is technical – an absence of fonts that can be rendered on devices and devices themselves that do not or cannot display Indic fonts. There might also be financial constraints in that readers might not be able to afford eReaders but that is pure conjecture and I have no evidence to support that. YourStory: Copyright issues and proliferation of books on the pavement. Or is it more to it? Leonard: It is more than just books on the pavement. I am not sure publishers are too bothered about it because it only goes to show that the book is popular enough to be pirated. Like imitation is the best form of flattery. But there is more to this topic like parallel import, the concept of territorial sales, the use of open access knowledge itself. Still very fuzzy to many and needs clarity. YourStory: Your thoughts on the recent trends in publishing. Leonard: There is so much going on. And each move seems like a small step in countering each issue. Like Penguin which has moved into retail to counter the problem of inefficient supply chain mechanisms. Worldwide too there is a lot happening that will ultimately affect India. She has also written the collection of poems, Street on the Hill. Anjum’s fiction, non-fiction and poetry has been widely published in anthologies and journals in India and abroad. She is currently Books Editor, The Caravan. Bhalchandra Nemade Bhalchandra Vanaji Nemade is a Marathi writer from Maharashtra, India. Nemade taught English, Marathi, and comparative literature at various universities including the School of Oriental and African Studies at London. He retired from Mumbai University's Gurudeo Tagore Chair for comparative literature studies. In the 1960s, Nemade edited Marathi magazine Vacha. He received a Sahitya Akademi Award for year 1990 for his critical work Teeka Svayanwar. .Nemade wrote his first novel Kosla in 1963. As a critique, Nemade proposed that short stories are of a genre inferior to that of novels, and that Marathi literature ought to try to be “native”. He has also taken a position against Indians writing in English. Nemade's latest novel, Hindu - Jagnyachi Samrudh Adgal” was published in 2010. Armand de Souza From Wikipedia, the free encyclopedia Armand de Souza (29 October, 1874 – 1921) was a Ceylonese newspaper editor and democratic activist. He was father of Senator Doric de Souza of the LSSP (the Lanka Sama Samaja Pakshaya, Sri Lanka’s Trotskyist party) and Torismund de Souza, Editor of the Times, as well as Aleric and Lena who both died early. He was the tenth descendant of Roulu Camotin who had converted to Catholicism at the point of the sword in 1537, changing his name to Diego de Souza at his baptism. Armand de Souza was the son of a famous advocate, Antonio Narcisso Vasconcellos de Souza, himself the son of a famous advocate and Latin scholar, Antonio José de Souza.[1] Orphaned at a young age, he was left in the care of an aged grandmother who arranged that the boy’s uncle, Dr Lisboa Pinto, should adopt him.[2] Dr Lisboa Pinto, the Honorary Consul of the United States in the Colony of Ceylon,[3] enrolled the fifteen year old de Souza at the Royal College. Principal John Harward of Royal College encouraged de Souza’s passion for history and English literature. De Souza cut his editorial teeth as the editor of the Royal College Magazine. At school he was known for his writing and oratory.[4] De Souza was expected to be called to the Bar in the family tradition, but he fell out with his uncle and made his own way in life. [5] [edit]Journalistic Career De Souza received his journalistic training at the Times of Ceylon where he was a highly valued member during his eight years of service. He moved to the Standard because he disagreed with the editor of the Times of Ceylon, Mr Roles, on public issues. He founded the Morning Leader in July 1907, but as he was only thirty-three years old he took on the role of Chief Reporter and Sub-Editor, leaving the Chief Editor's position to Mr. J. T. Blazé. However the proprietors soon insisted that De Souza should take over, replacing Mr Blazé’s gentler prose with his forceful rhetoric. [6] Over five years “he brought about a renaissance among the different communities in regards to matters social, political and intellectual. He was greatly responsible for the national awakening among the different classes and communities of the permanent population of the island…..to a very large extent to the awakening of the Singhalese in particular”. [7] Through editorial advocacy for constitutional reform he secured for the people of Ceylon the right to elect four members (including one ‘Educated Ceylonese Member' to the Legislative Council that had from its inception on 22 May 1834 to 15 November 1911 consisted merely of official and appointed members. He then fought for the election of all unofficial members according to constituencies and for an unofficial majority in the Legislative Council.[8] [9] He was opposed to racial representation in the Legislative Council and to the representation of the two major races respectively by two families over several generations. In 1914 De Souza was indicted for writing an editorial entitled “Justice at Nuwara Eliya” that suggested that Thomas Arthur Hodson was sympathetic to the views of the constabulary when he tried cases as District Judge and Police Magistrate.[10] He was represented by Mr Bawa K.C. before a three-judge Bench of the Supreme Court(Renton, Pereira and De Sampayo) that sentenced him to one month simple imprisonment, reportedly without a proper hearing. The result was that there was a huge public protest. The Hon. Harry Creasy wrote to the press that “[i]t is as important to every man and woman in this colony that the Press should have full liberty to criticise and praise or condemn the actions of the government and all public officers as it is that the Courts should sternly repress any undue license in such criticisms or condemnations”. [11] The Press joined in to support De Souza. After six days in his cell, De Souza was released by order of Sir Robert Chalmers, the Governor. He was led from the prison in a chariot, by a grateful people, to much public clamour. [edit]Writings De Souza documented the race riots in Ceylon in 1915 in a book entitled Hundred days: Ceylon under martial law in 1915. This book is in the library of Leonard Woolf, now in the Washington State University Libraries special collection.[12] [edit]Death De Souza died of enteric at the age of 47 in 1921. Among those who wrote tributes and appreciations after de Souza’s death was the Revd. A. G. Fraser, Principal of Trinity College, Kandy. Currently, he is a freelance writer and editor, and contributes to several national newspapers and magazines including The Art India Magazine, Femina, Verve, The Times of India, Outlook Traveller. He is also a commissioning editor for Penguin India. Nandinho … the rough cut Thanks to my priest-musician friend Joaquim Loiola Pereira, I got a copy of of Saudades do Nandinho just this evening. Have been tuned into it for the last hundred minutes or so… and did it bring back memories! The Sixties were a strange time in Goa. My family had returned home (from Brazil) just then. But they soon realised that their home they had returned to, was a confusing and fast-changing place. Jobs were scarce. Electricity was still to reach the villages, including ours! Bizarre things (still largely uncomprehensible) were happening on the political front. It was in those times that Nandinho grew up. He passed away, untimely and in his early fifties in July 2007. In between, he was one of the powerful voices (and skilled strummers) of a generation. A generation born in Portuguese Goa, who saw 'their' language being eroded before their eyes, and then rebuilt in a museumised version when tourism grew here and needed an experience of The Exotic after the 1980s. A year later after his death, a collection of his MP3s were put together. I didn't know Nandinho Lobato de Faria in real-life. But one had heard his name a great deal. A search in cyberspace yields hardly any hits. This one, an obituary mention, is from Joel de Souza's Newsclips of 2007 July: 24 July: Panjim: FERNANDO LOBATO DE FARIA (NANDINHO): Son of Alfred/late Luiza, Husband of Matildes, brother of Fatima/late Manecas, Mena/John, son-in-law of Santana/late Carmita Pacheco, brother-in-law of Anthony/Ivy, late Cyril and Elvis. Matildes (also the sister of the late student-activist Cyril Pacheco, another friend, who died untimely due to malaria), put together this set of MP3s. It has some 36 numbers, 19 solos and the rest with the bands he performed with) was keen to pay some kind of tribute to him. I think it's a very nice idea. If only if it could be heard by more people who listened to Nandinho in real life. Cyberspace could help! Surely someone who knew Nandinho better could correct the details here, add to them, or even share the music he created. (Any recordings out there? His family is keen to bring them all together.) His widow collated the music from a range of places. So, some recordings show up this reality. 'Saudades do Nandinho' (for private circulation only) is a kind of rough-cut but very nostalgic recording of Nandinho's music. You can hear instructions being shouted across to the band sometimes, which, I think, lends to the authenticity. The solo numbers include: Todo Acabou, Jambalahiah (instrumental), Delailah, Rosa Rosita, Disco Voador, La Bamba, Last Thing On My Mind, Maezinha, Manha de Carnival, Portuguese Medley, Minha Terra, Kangassera, Nao Precisa Brigar, Quem Disse Quem Nao, San Joao, Saudades, Black Is Black and two other numbers. With the bands, Nandinho is part of the performances of Anoche, Autumn Leaves, Blue Spanish Eyes (a song that unfailingly reminds me of my late mum's singing with her school-mate Marjorie Aguiar accompanying on the piano, on All India Radio, Goa in the 1960s ... or 1970s), Cavalo, Carribbean Medley, Hava-na-gila, Just Say I Love Her, Love Story, Manha de Carnaval, Maria Isabel, Cavalo, Mustaffa, Quando Quando Quando, Mando, That's a Song I'd Like to Sing, Maria Isabel and Hava na gila. It took me back to the 1960s… confusing times in Goa, specially for its Catholic population, caught in a change it was only too ill-equipped to cope with. Lovely bitter-sweet memories, as Nandinho sings those songs (which continued for some more decades, and probably in a smaller way, now too, in the Latin Quarter of Panjim, where Nandinho's home was close to where the Herald publishes from in recent years). A SATURDAY evening, it was Riza's day out. At the end of her single-digit years, she's still terribly patient with her father and enjoys the work-outings. Which could mean anything from running along picking up computer hard-disks to repairing spectacles, and a whole lot of other mundane tasks. All these appear interesting to her, as long as it's in Panjim, as long as she's bribed with an ice-cream thrown in, and preferably there's a visit to her favourite Cafe Tato too. Just before the 8 pm deadline, when Panjim goes to sleep and tea-restaurants (like the otherwise-tolerant Cafe Prakash) close, I peeked into my engineer-musician friend Rui Lobo's office. It seemed open. A kid (more on him later) stood outside, on the ground floor door of the old colonial-time building at the corner near the municipal garden. Or what's left of it, in its poorly maintained state, and no friendly musical evenings. Rui wasn't in. But Roque was. Roque Lazarus [EMAIL PROTECTED] is a musician who's cybersavvy. Hence he was quick to take up my offer for a brief video interview. First, he played something in Konkani for me [1]. View the resultant videos below. Then, we spoke about his views on music, how musicians are doing in current day Goa, and how things are evolving here [2]. We even managed to squeeze in an interview with his student, a schoolboy by the name of Anthony Lopez, from the nearby village of Taleigao, who sang a soulful love-song called 'Sokalim' (By Morning) composed by his teacher [3]. The same young lad who was waiting outside. Roque has been in e-touch with me for some time now. He's one of the musicians here who's into the Net, perhaps because his age of 32 allows him to be one of those who grew up with these technologies. Since I woke unusually early (7.30 am) the day seemed longer, and I thought of taking up some other form of 'insurance' too -- buying some planting material for this monsoon. Pick up a mangium from Vikas Nursery, near Ticlo's Petrol Pump (on the Mapusa-Guirim road), my friend and Goanetter Miguel Braganza had told me some days ago. Acacia mangium [http://en.wikipedia.org/wiki/Acacia_mangium] is a perennial tree native to Australia and Asia. Common names for it include Black Wattle, Hickory Wattle and Mangium. Its uses include environmental management and wood. Acacia mangium grows up to 30m tall, often with a straight trunk. Acacia mangium has about 142,000 seeds/kg. This, I educated myself about via the Wikipedia. Basically, I wanted some shade tree, to shelter from the eastern summer sun ... In addition to the mangium, a helpful young lady at Vikas Nursery Farms and Research Centre (promising quality planting material) sold me two jackfruit eight inch grafts for Rs 50 each, two bimbli eight inch plants at Rs 30 each, and one jamb eight inch plant at Rs 40. For an investment of Rs 220 in all, one had a bagful of planting material, which Aren (a few days short of 5) found an interesting game to plant. [Goanet-News] CONTROVERSY: Comment in Goan Observer
Rajan Narayan's Stray Thoughts (Goan Observer), May 31 to June 6, 2008 AND a few stray observations on the other hijacking of the week, namely the hijacking of the GBA by the saffron brigade. As we have repeatedly pointed out, the saffron brigade -- at the instigation of Manohar Parrikar -- has been conspiring to split the GBA. At recent meetings even before the Task Force submitted its interim report, the saffron brigade has been insisting that the GBA should walk out of the Task Force. After the Task Force report was released, suddenly the saffron brigade which had not show much interest in the GBA, started attending the meetings in large numbers to demand that GBA should reject the interim report of the Task Force. Taking advantage of the absence from Goa of the convenor, Dr Oscar Rebelo, the saffron brigade not only forced a resolution rejecting the interim report of the Task Force, but quickly shot off a letter to the chairman of the Task Force to that effect. The letter was signed by Sabina Martins even though it was earlier made very clear that any statements on behalf of GBA would only be made by th econvenor, Dr Oscar Rebello or the Secretary, Patricia Pinto. The saffron brigade bullied the other members who suggested that they should wait for Dr Oscar Rebelo to return. The Sangh Parivar has never been happy with the GBA since secular elements like Dr Oscar Rebelo and Shridhar Kamat have frustrated their designs to implement the Sangh Parivar agenda through the GBA. The hijacking of the GBA by the Sangh Parivar was aided and abetted by Ritu Prasad, who apparently has her own agenda. The ostensible reason for rejecting the interim report was that it has not followed the proper procedure. The Sangh Parivar was, for its own reasons, insisting that the GBA should compel the Task Force to put in place a consultative process whereby the village panchayats would be consulted. The secular elements, knowing how corrupt and politicized the panchayat bodies are, were in favour of seeking inputs of the gram sabhas rather than the panchayat after the basic land-use pattern was drawn up. SAFEGUARDS: The saffron brigade and its fellow travellers also were not willing to accept Appendix X of the interim report of the Task Force, which completely neutralizes the absolute discretionary power conferred on the government by the amendment to the TCP Act, which excluded central and state government projects from the purview of the Regional Plan 2021. I personally believe that Digambar Kamat, the Chief Minister who is also the Chairman of the Task Force, inadvertently abetted the Sangh Parivar brigade within the GBA by refusing to give firm assurances that Appendix X of the interim report of the Task Force would be implemented through a further amendment to the TCP. The Sangh Parivar brigade who hurriedly bullied the others into passing a resolution rejecting the Task Force report in the absence of the convenor also claims that some critical paragraphs in the draft shown to the GBA relating to consultations with grassroots level bodies was dropped in the final report. But surely if this is true, it is the fault of Ritu Prasad, who was the only technical qualified person representing the GBA at Task Force meetings. An angry and anguished Dr Oscar Rebello, the convenor of the GBA, has rightly rejected the stand taken by co-convenor, Sabina Martins, and others at the meeting of the GBA held in his absence on Monday, May 26. Dr Oscar Rebelo has reiterated that he stands by the Task Force report. Which virtually amounts to rejection of the letter sent by the co-convenor, Sabina Martins, claiming that the GBA had rejected the Task Force report. Considering that it is Oscar Rebelo and not Sabina Martins who is the convenor and the fact that the co-convenor for South Goa, Shridhar Kamat, is also not a party to the decision to reject the interim report of the Task Force, it is clear that Sabina's letter has no validity. The saddest part of it all is that the pre-emptive action of the Sangh Parivar brigade taken without consulting the convenor has eroded if not destroyed the credibility of the GBA. It is clear that the convenor, Dr Oscar Rebelo, and the co-convenor of the South, Shridhar Kamat, are on a collision course with the saffron brigade within the GBA and others who let themselves be bullied by the saffron brigade ENDS

The fruit should be somewhat fleshy, about one inch or more in length, and 3/4 inch wide, outer skin very dark purple and the flesh wheish purple and a large seed inside. YOU WILL NEED: Five kgs ripe jamul or about 4 kgs jamul pupl without seeds. 3 kgs sugar 250 gms wheat 3 gms citric acid 6 litres water 10 gms yeast 4 gms KMS Pour boiling water on the fruit. When cool, mash it up and pick out the seeds. Add 2 gms KMS. Keep for 24 hours. Strain into fermentation jar, add one-and-half kgs sugar, quarter kg wheat, 3 gs citric acid and activate yeast. After eight days add the remaining 1-1/2 kg sugar. Continue fermentation for 12 days more. Stir every alternate day. After 21 days, let the wine rest for decantation for 48 hours and rack. Add two gms KMS and bottle. Mature for at least three months. * * * Jamul Wine No 2 (Goan traditional) The following is a traditional recipe as given to me. I feel it should be modified as explained in the note below: YOU WILL NEED: 1 kg sugar 12 kgs jamul, washed In a jar, place a layer of Jamul. Cover it with a layer of sugar, continue with a layer of jamul and sugar, until jamul and sugar are over. Cover the container well, but not too tightly. Keep this for 21 days. Mash up the fruit with the sugar. Strain the solids through a cloth. Keep it for two days to decant. Rack and bottle, this is strong syrupy wine. NOTE: As there is no yeast, sugar is not likely to be converted into alcohol, unless the yeast on the fruit is sufficient to do the job. --- CONVENTION OF THE GOAN DIASPORA FROM GOA INTO THE WORLD Lisbon, Portugal June 15-17, 2007 Details at: http://www.goacom.org/casa-de-goa/noticias.html --- Dark horse Digambar Kamat gets CM's slot in Congress-ruled Goa FN Panaji (Goa), June 8: Goa's re-elected Congress' choice of Margao legislator Digambar Kamat as the chief minister of India's smallest state took all by surprise, with Kamat being the unexpected winner in a battle involving bigger players. Till late Thursday evening, it was thought that the OBC (other backward caste) Bhandari leader Ravi Naik was front-runner in the race, for which five-time former chief minister Pratapsing Rane was also seen by political watchers as a possibility. March 1954-born Kamat is a businessman and real-estate developer, and though he started his career in the Congress, till a couple of years ago he was the No 2 man in the Manohar Parrikar-led BJP government in a Goa that has seen politicians repeatedly change sides. Kamat will be the 15th chief minister of the State of Goa, a status granted to this region in 1987. There were also three chief ministers of Goa when it was a union territory, between 1963 and 1987. A Science graduate, Kamat has been an MLA since 1994. His election as chief minister might have taken him too by surprise, as till the other day, advertorials in the local media put out by circles close to him had projected him as a leader of Amchem Madganv (our Margao, the South Goa headquarters town and commercial capital of Goa). Kamat claims the position of being Goa's longest serving power (electricity) minister. He has also held the mining and other portfolios. Like many politicians in Goa, he too is connected with sports -- particularly cricket and bandminton local bodies. In elections held on June 2 in Goa, the Congress and its NCP allies got 19 seats (16+3) in Goa's 40-seat assembly and the other main contending party, the BJP, got 14. BJP, having come so closer to power which it expected to seize, has already begun highlighting infighting and conflict for power within the Congress. Party leaders from Delhi were huddled with newly-elected legislators in Goa, trying to hammar out a choice for CM -- and also announcing at one stage that a decision had been left to the party leadership at New Delhi. The jostling reflects both individual attempts to seize power, and also party attempts to balance off pressures from various groups. Ravi Naik belongs to the Bhandari community, Rane is from a landed and dominant segment of the Marathas. Fortunately for the party, no senior leaders from the Catholic community got through this time to add to the number of claimants. Kamat takes over from Pratapsing Rane, a doughty member of an influential zamindar-type family from north eastern Sattari region of Goa. Rane himself served for five terms, and dominated politics here for the entire decade of the 1980s, without interruption. Ironically, Rane himself came to power in January 1980, after the then faction of the Congress, which had just won power, could not settle on two more-influential politicians -- Anant Narcinva Naik and Dr Wilfred de Souza. Kamat too takes over as the wholly unexpected dark-horse in the race. In February 2005, the departure of Kamat from the BJP -- at a time when that party lost power in New Delhi too -- brought the once seemingly-dominant party to its knees in Goa. BJP leaders and RSS campaigners had then rushed to his home to take stock of the situation, while his chief minister, Parrikar, also tried to work out things on the phone. Local political analysts had then said that the departure of the number two man in the Parrikar cabinet and the party's most loyal face in south Goa could come as a stunning blow to the BJP. BJP tried to pull Kamat back, but Kamat said he was free to take any decision. Kamat hails from the influential but small Saraswat Brahmin community, and becomes the second CM from there after Manohar Parrikar. This decision to select him reflects the complex tug-of-war nature of Goa's polity, attempts by political parties to weigh options among different groupings, and also the real-politik brought on by the josting for power among various senior politicians, all of whom feel they deserve the slot. Twelve of the 15 chief ministers of Goa spanned the state's instable decade of the 1990s. But citizens here have clamoured for President's Rule, at some stages, and not all forms of stable-government here has been appreciated, since some of it has been known for the controversial nature of its rule. Earlier chief ministers of Goa were Dayanand Bandodkar (Dec 1963 to Aug 1973), his daughter Shashikala Kakodkar (Aug 1973 to Apr 1979), and Pratapsing Rane (Jan 1980 to Mar 1990). Counting was scheduled to begin at 8 am at two centres in state-capital Panaji and one at Margao (in South Goa district) to decide the fate of some 202 candidates who joined the bitterly contested June 2 elections. Last evening, officials here meanwhile said the election machinery in Goa has been fully geared up for the counting to the 19 Assembly constituencies of North Goa District and 21 Assembly constituencies of the South Goa District. Counting of votes for the Goa Legislative Assembly is being held on June 5, 2007 at the two counting centers in Panjim -- the Goa Pharmacy College, and Bal Bhavan for North Goa Constituencies. South Goa Assembly constituencies' counting is taking place at Multipurpose High School complex at Borda in the district headquarters and commercial capital of Margao, some 30 kms from here. Officials said the data management teams, which are formed at the returning officers level, have conducted dummy result testing to prepare for online transmission of the results to the Election Commission of India through the GENESYS software on the counting day. Goa boasts of being the first state where the Election Commission of India in 1999 Assembly Elections used this software. Data management teams will be assisting returning officers in transmitting the results. The Office of the Chief Electoral Officer Office expects that the entire results will be out by 11 am today (Tuesday), said an official statement.
